1. BACKGROUND
On December 2, 2011, the Macedonian Civic Education Center (MCEC) signed the Cooperative
Agreement with USAID agreeing to provide support to USAID’s Interethnic Integration in
Education Project (IIEP).
IIEP is a five-year, USD 6.17 million initiative targeting all primary and secondary schools in
Macedonia. The main objective of IIEP is to build awareness and provide diversity training,
technical assistance, and incentives to school boards, directors, teachers, and administration
officials in support of interethnic integration in education. It will build broad public
understanding on the benefits for all citizens as a result from integrating Macedonia’s education
system. IIEP will also create the political, social and economic environment need for Macedonia
to achieve sustained interethnic integration in schools, in other educational institutions and
eventually all of society. Complementing this, the project team will strengthen the capacity of
school staff, students and parents to address issues of diversity and equity in their schools and
communities.
Project’s approach is comprised of four mutually-supporting and inter-related components.
1. Community Outreach;
2. Capacity Building of School Management and Teachers;
3. Demonstration Schools; and
4. Providing Incentives to Schools and Communities.
Students, parents, teachers, administrators and school board members in all primary and
secondary schools across Macedonia will be the primary focus of project activities. Additionally,
BDE advisors and education inspectors at national and regional level will also be central to
achieving sustained change and will actively participate in capacity strengthening activities.
Achieving success also demands that IIEP actively engages stakeholders in schools, communities
and local governments in the integrated mix of project activities.
MCEC is implementing IIEP on behalf of USAID in partnership with educational institutions in
Macedonia (Bureau for Development of Education, National Examination Center, State
Education Inspectorate, Vocational Education and Training Center) and local NGOs (Center for
Human Rights and Conflict Resolution, Loja, Sumnal, Multimedia, Macedonian Institute for
Media and Youth Education Forum).

2. PROGRESS TOWARDS OBJECTIVES
During the reporting period the following was accomplished:
Crosscutting Activities:
Coordination of the partners performed (Summary Partners Quarterly Reports –
Appendix 1).
Monitoring and Evaluation:
Obtaining and analyzing of the data from evaluation (questionnaires for teachers and
students and focus group reports) of Demonstration schools;
Obtaining and analyzing of the data gained from monitoring of the Demonstration
schools;
Finalization of the Report on the Monitoring and Evaluation of the implementation of
IIEP in the Demonstration Schools;
Finalization of the electronic survey in all schools and municipalities in Macedonia;
Field visit and monitoring (double check) of the IIE activities in selected sample of
schools participants in the Electronic Survey;
Preparation of electronic application for reporting on the parental involvement grant and
for evaluation of the grant activities;
Preparation of the report for trained teachers;
Preparation of Portfolio Review Document for FY 2016;
Meeting with MoES Working Group and several joint visits to the schools pertinent to
the Electronic Survey.
Component One, Public Outreach:

Component Two, Capacity Building of School Management and Teachers:
IIE implementation in multilingual municipalities supported;
Piloting of the IIE instruments in the Integral Evaluation process in 84 schools
conducted;
Supervision meetings with mentors (master trainers and members from partner
organizations Loja and Sumnal) organized;
Joint student activities in schools with participation and support by the parents
implemented;

Continuous support to the newly selected schools for renovation from Component 4
provided;
Coordinative meetings with schools for preparing final events on joint sport and fun

IIE certification procedure implemented;
Participation at the International Scientific Conference;
Analysis of the innovative practices for IIE applied on the Nationwide Competition

Component Three, Demonstration Schools:
Five trainings/working meetings with SITs carried out;
One joint training in which five demonstration schools have participated with schools
from six municipalities delivered;
The publications (manual for language acquisition workshops and the manual for
democratic participation of students) designed and prepared;
A school manifestation related to the first day in school in one demonstration school
organized;
Election of the student bodies at a classroom level in all demonstration schools convened;
Partnerships among schools for the Days of Interethnic Integration established;
Joint workshops for students organized and implemented.
Component Four, Providing Incentives to Schools and Communities:
Managing of additional school renovations projects;
Final approval of school renovation project;
Provision of final approval on the joint Environmental Mitigation and Monitoring Plan
(EMMP) and preparation of Annexes to the joint EMMPs;
Signing Annexes of the MoUs with the schools and municipalities;
Announcement of tenders for selection of construction companies;
Selection of consulting companies for supervision;
Organization of preconstruction meetings in the schools;
Technical acceptance of the school renovation projects;
Access of people with physical disabilities in the renovated schools;
Delivery of toolboxes for school maintenance in thirteen Phase 5 schools;
Delivered mentoring session for detailed maintenance plan, procedure and budget in one
Phase 5 school;
Organization of follow up in-school meetings in thirteen Phase 4 schools.

3. CROSSCUTTING ACTIVITIES
3.1. Subcontracts/Partners
3.1.1. Coordination of the partners performed
The coordination of the IIEP partner organizations’ involvement in the IIEP activities during this
quarter, was mainly focused on preparations for the upcoming implementation of the planned
activities, as well as on joint planning for modification of some activities or developing new
initiatives, that will effectively involve a number of students from different ethnicities in joint
activities and will be implemented in the last quarter of the Project.
Within Component 1, in partnership with Youth Education Forum, an activity “Debate
Academy” was planned as a modification of the originally planned Public Debates activities. It
will enable approximately 100 young debaters from the debate clubs from all over Macedonia to
jointly participate in a three–day debate program and debate competitions.
Within Component 2, the new initiatives were planned jointly with the partner organizations
CBS Loja and Sumnal. The activity to be implemented in partnership with CBS Loja will involve
а selected group of students, future teachers from the pedagogical faculties and universities in a
comprehensive training program for developing competences to work in ethnically mixed
environment.
The activity planned jointly with the partner organization Sumnal will involve Roma,
Macedonian and Albanian students from primary schools from Bitola and Skopje in a two-day
project-research activity on exploring different cultures.
During this quarter, the team members-mentors from the partner organizations CBS Loja and
Sumnal, participated at the Supervision Meeting organized for the master trainers and mentors on
September 16th
(for the first group) and on September 28th
(for the second group). The partner
organizations’ mentors, together with the master trainers facilitated the mentoring meetings. The
agenda of this last cycle of the mentoring meetings for representatives from all schools
throughout Macedonia included: reflection on past IIE achievements and challenges, as well as
providing recommendations for the future IIE implementation. During the meetings the schools
were also informed about the lately developed IIEP publications, tools and resources.
The regular coordination with partner organizations included daily communication, coordinative
meetings and partners’ reporting. More details on partner organizations’ activities
implementation in this quarter can be found in the partners’ narrative reports, presented in
Appendix 1 - Summary Partners Quarterly Reports.
3.2. Monitoring and Evaluation (M&E) Activities
3.2.1. Monitoring of the IIEP Activities
A summary report from monitoring of the Demonstration schools for 2015/2016 school year was
prepared. Additionally, the data from this school year was combined with data from previous
school years (stating from 2012) and a report for IIEP in the Demonstration schools was prepared
(complete report available upon request).

3.2.2. Evaluation Activities
A summary report from all focus groups was prepared and included in the cumulative Report on
the M&E of the Demonstration Schools. All the separate reports (monitoring report, report on
quantitative data-questionnaires and report on qualitative data-focus groups) were integrated, and
cumulative report of the Demonstration schools was prepared.
3.2.3. Electronic Survey
In this reporting period, the report from the electronic survey in schools was finalized
(complete report available upon request). The representatives of the MoES Working Group
were invited to participate in all activities required for the preparation of the report on a
regular basis. There were several phases of the working process:
The electronic survey questionnaire was open for electronic administration in the
period from June 27th
- July 8th
, 2016, and due to the low percentage (20%) of
included schools, additional two weeks extension was allowed. In this period, the IIEP
M&E team and IIEP Working Group members contacted all municipalities and asked
to motivate the schools to fill in the questionnaires. This request was pretty
constructively accepted by the municipal representatives and the percentage of
included schools increased. There was a need for a small percent of schools to be
contacted directly. All those activities resulted in a high percent of included schools in
the survey (93% out of the total number of 447 schools).
When the questionnaire was closed, the processing and the analysis of the data was
conducted. The MoES working group members were invited to participate in the
processing and analysis phase, however, due to the period of annual vacation they
were not in a position to take part. Due to this, the results of the electronic survey were
left to be analyzed with MoES in the next period, so that transfer of knowledge to
MoES is possible.The internal analysis of data results implied that schools might have
reported joint activities that have not actually happened-- either due to the unclear
meaning of the types of the activities listed in the questionnaire, or because of the need
to present that they have done more, mainly to manifest their commitment to inter-
ethnic integration in education. In order to verify the information on joint activities
obtained from the schools, CHRCR/IIEP team in cooperation with the MoES members
visited a sample of 12 schools and discussed the implemented activities with the SIT
members. The schools were visited in September 2016 and during the visits, SITs
were asked to describe and show evidence of the implemented activities, in order to
help the project team understand what was actually done and how it was done. At the
end, all the results were analyzed and report from the electronic survey was prepared.
Two electronic applications were prepared for the need of Component 2 activities. One is for
reporting on the grants for Parental involvement, and the second for evaluation of the grant
activities. Almost all schools filled in the questionnaires.

3.2.4. Additional activities
In this reporting period, in accordance with the BDE representatives’ request, report about the
implemented IIEP trainings for teachers was prepared. The total number of included teachers and
school staff in accordance with the type of training is the main focus of the report. Additionally, a
summary on the effects of the IIEP trainings is presented. Portfolio Review and Actual Data for
FY 2016 were also prepared in this period.

4. PROJECT ACTIVITIES
4.1. COMPONENT ONE: COMMUNITY OUTREACH
4.1.1. Outreach at national level 4.1.1.1. Regular coordination meetings with partner organizations: Macedonian Institute
for Media (MIM), PAC Multimedia and Youth Educational Forum (YEF)
During this reporting period, IIEP staff organized regular coordination meetings with the three
partner organizations. It included the planning and outline of timetable of activities in the
schools. Also plans for outreach and media appearances were developed.
4.1.1.2. IIEP web site and other web-based communication resources
The team continued to regularly update the site with the latest news from schools’ activities,
events, photos, stories from joint student activities and so on http://pmio.mk/category/stories-of-
integration/. All the video products from the activities are available and can be found at:
http://pmio.mk/video-materials/.
4.1.1.3. Facebook page Integratika
Facebook page Integratika (https://www.facebook.com/mk.integratika/) continued to be a firmed
social platform for sharing schools’ activities stories, stories of active involvement of parents,
summer camp experiences, interesting videos, announcements, and similar content. Until now,
there are 1,060 Facebook users, with 1.4K likes on the posts, and around 251 shared posts from
teachers, students and others.
4.1.1.4. IIEP public appearances in the media IIEP representatives appeared as guests on several television morning shows in order to share the
results, the activities and the progress that is achieved in the schools in the sphere of interethnic
integration. On ТV21 and MRTV, information was provided about the recent and the upcoming
activities, as well as about the institutional support of the interethnic integration activities, while
on TV Telma information was provided about the renovations and the support for the schools
affected by the August floods. Two parents who were included in the grant-programme for
parental inclusion in activities for IIE were guests on Alsat-M TV in order to share their
experiences and positive practices. In addition, parental activities for IIE were media covered by
TV Kanal 5. Furthermore, a meeting was organized with a host of a debate show on TV21 –
Click Plus, during which the possibilities for participation of the IIEP in the show were
discussed.
Public events, partnership activities among schools, joint student activities, and similar were
broadcasted by the local and national media.

4.1.1.5. Regular informing of institutions, municipalities and schools about the IIEP
activities performed and production and dissemination of information materials for IIE
The project team continued with the preparation and the dissemination of the Monthly Reports to
inform all key education institutions, donors and international organizations about the progress
and results of IIEP. Calendars of events for BDE and USAID continued to be prepared and
disseminated on monthly basis as well. Media outlets had an opportunity to read and learn about
the good practices through a Media Digest distributed to everyone. A one-pager was designed
and refreshed with the new updated data and information of the IIEP results, whereas the

information with reference to the previous results and achievements of the IIEP was updated and
a respective document on accomplishments was prepared.
4.1.2. Outreach at local level
4.1.2.1. Creative workshops in five selected secondary schools Every week during the reporting period, trained teachers under the mentorship of IIEP and
partner organization Multimedia implemented creative workshops with a group of 20-25 students
in five selected secondary schools. In addition, teachers and students started preparation of
activities for finalization of the products that will be publicly presented in their communities in
the course of October and November 2016.
4.1.2.2. Forum Theatre methodology
The third training module for Forum Theatre methodology was held, during which 10 teachers
from the five selected schools finalised the capacity building for this methodology. In the
forthcoming period, the teachers will disseminate the acquired skills and knowledge with the
other teachers and students in their schools through forum theatre workshops and forum theatre
presentation. In partnership with PAC Multimedia, upon self-initiative and request of the
secondary school Josif Josifovski from Gevgelija, an additional three-day training for 30 teachers
was organized and held in order to develop their skills for organization of creative workshops in
the school. Teachers aim to use these skills and apply them in their regular and extra-curricular
activities in the school.
4.1.2.3. Forum theaters -Activities of the Creative Corners of Schools Under the guidance of the previously trained teachers, during this reporting period, two forum
theatres were held within the creative corners of the schools SOU “Orde Copela” Prilep and
ASUC "Boro Petrusevski” Skopje. The forum theatres were attended by more than 150 students
and teachers, as well as other guests from the local communities who had the possibility to
actively share their positions, to cooperate and to find potential solutions on the set stage in order
to gradually eliminate the prejudices and the stereotypes, and to strengthen the interethnic
cooperation.
4.1.2.4. Ribbon cutting ceremonies
In cooperation with the schools and the municipalities, two ribbon cutting ceremonies were held,
by which the successfully completed renovations of the schools PS “Aleksandar Zdravskovski"
from the Municipality of Jegunovce and the PS “Drita” from the Municipality of Saraj were
celebrated. In front of the numerous audience, the student activities that are implemented with
students from the partner schools were presented, in order to share the good practices that
contribute to the promotion of the interethnic integration.
4.1.2.5. Preparations for the upcoming activities
Preparations were made for the upcoming ribbon cutting ceremonies, the public promotional
events, the forum theatres, the public presentations of the products of the creative workshops, as
well as the debate academy. In addition, coordination meetings were also held with the partner
organizations in order to plan the upcoming activities.
4.2. COMPONENT TWO: CAPACITY BUILDING OF SCHOOL MANAGEMENT AND
TEACHERS
4.2.1 Support the IIE implementation in multilingual municipalities
IIEP continued strengthening the role of the municipal education officials in fostering the IIE
implementation in multilingual municipalities. The workshop “Days of Interethnic Integration”

with educational officials from 6 multilingual municipalities (Butel, Kumanovo, Brvenica,
Gostivar, Kicevo and Strumica) and members of SIT’s from selected host-schools that showed
successes in the IIE implementation, was held on August 29th
, 2016. Thirty eight participants
were introduced to the concept of the activity “Days of Interethnic Integration” and they were
included in the process of planning of the preparatory activities to present IIE achievements in
the regions during the closing events that will take place in the host schools. The goal of this
activity is to strengthen the role of the municipal officials to encourage integration and exchange
of experiences among all schools on municipal level in the implementation of IIE activities, share
successful IIE practices and promote professional collaboration among ethnically mixed teachers,
students and parents.
During the reporting period meetings were held with representatives from all schools from the
selected 6 municipalities. The meetings were conducted by municipal education officials in
collaboration with the SITs from the selected host schools.
The role of the Project team in collaboration with the master trainers was to support the schools
in the implementation of IIE activities using effective pedagogical approaches. The municipal
officials provided continuous support to schools in the preparation of the “Days of Interethnic
Integration” and encouraged schools to continue with the implementation of the “Days of
Interethnic Integration” as a tradition in the future. The table below displays the date of the
meetings and schools that participated in the meetings. The final event in each municipality will
take place in October.

4.2.2. Cooperation with the State Education Inspectorate
At the Quarterly briefing with SEI on the use of the IIE instruments in the Integral Evaluation,
the inspectors shared their positive experience with piloting the IIE indicators in Integral
Evaluation implemented in 84 schools, carried out from March to September, 2016. The piloting
within the schools was intended to indicate possible need for correcting the newly developed IIE
indicators introduced in the Manual for Integral Evaluation. Results of the piloting confirmed
that the IIE indicators were properly developed and incorporated into Integral Evaluation
indicators.
4.2.3. Supervision meetings with mentors (master trainers and members from partner
organizations Loja and Sumnal) A Supervision meeting for capacity building of mentors took place on September 2016 in Skopje.
The meeting was attended by 37 mentors (29 master trainers and 8 representatives from the
partner organizations Loja and Sumnal). The meeting aimed to guide and support mentors for
conducting the up-coming mentoring meetings with SIT’s from all primary and secondary
schools and prepare them to continue the successful implementation of IIE activities in their
schools. The Supervision meeting included the following topics:
Summary of the project activities conducted over the last time period (workshops,
school visits, observation of IIE activities, student camps);
Reflection of the implementation of IIE activities;
Recommendations for future implementation of IIE activities in the schools.
The reflection session provided mentors with an opportunity to discuss and reflect the following
questions:
What successes and challenges faced the implementation of IIE activities (on personal
level as trainers and mentors, school level and educational system level)?
What would you improve in the future?
How the IIE activities should become part in the overall school life and ensure
sustainability?
At the third session, the mentors were provided with detailed guidance regarding the following
recommendations:
Using the publications and other resources in IIEP to support the implementation of
IIE activities (Indicators for self-evaluation of IIE in the school; Development of
teacher competencies needed for IIE activities; Best IIE innovative practices selected
from the Nationwide competition published on IIEP’s website);
Measuring the effects on the students in terms of development of their intercultural
competencies (using questionnaires, discussion and reflection);
Improvement of parental involvement in IIE activities. At the last session the schedule
of groups of schools (total 42 groups with 423 schools) and pairs/teams of master
trainers and staff from Loja and Sumnal were presented and specific logistic
instruction for carrying out the mentoring meetings were provided.
The mentoring meetings in the schools are planned to be delivered in October 2016.
4.2.4. Parental involvement in Interethnic Integration in Education initiatives in the school
During this reporting period, the financially supported schools in the Grant- program continued
to implement the joint student activities with strengthened parental involvement. The support was
continuously provided with guidance from the IIEP team throughout the course of

implementation of the activities. The support visits to the schools made by IIEP team during
implementation of the joint parents and students activities, were often used by schools to get
additional information on the administrative and financial regulation of the grant procedure. Two
schools were provided with technical equipment (photo-camera) listed within the grant-program
budget for the purpose of recording videos during implementation of IIE activities.
Continuation of the various joint activities was taking place with great commitment by the
parents during all phases: planning, implementation and promotion. The school teams that
decided to improve the school conditions for the students, worked tirelessly during the hot
summer months. For example, parents, together with their children and teachers, successfully
renovated parts of the schools for their children through a cooperative work in activities, such as:
paving the schoolyard with concrete, painting walls with murals, building eco-summer class,
plastering the school hallway, painting windows etc. These joint student activities were also
organized through a cooperative work of ethnically mixed groups of parents and teachers: sport
and fun activities, fishing classes, visiting the water-filter station etc. In addition to this, some
parents took a teaching role at different type of classes: science, art workshops, educative visits,
sport etc.
The third training for the participating schools was organized to encourage school teams to
arrange their final presentations of the implemented activities according to the IIE concept. Each
school team presented its model for promoting the IIE achievements in front of an audience
consisted of parents, students, teachers, other schools’ representatives and various educational
officials as well as municipality officials.
In August 2016, a flood devastated large parts of the municipality of Gazi Baba causing
enormous damages in the PS “Kiril & Metodij” in village Stajkovci. The team designated for
organizing joint activities in this grant-program reported that it was impossible to implement the
planned activities at all. Hence, the participation of this school in the grant-program for parental
involvement in IIE activities was terminated.

Up to the end of September 2016, the participating schools in this grant-program organized 8 in-
school presentations for promoting the achievements on parental involvement in the conducted
IIE activities, which were visited by the project team. The partnered schools “H. T. Karpos” in
and “7 Marsi” in v. Opae, which come from different municipalities i.e. Kumanovo and Lipkovo
respectively, organized a final joint promotional event with participation of ethnically mixed
parents, students and teachers celebrating their success in strengthened parental involvement in
the IIE. The other 7 schools organized their celebrations on successful parental involvement in
the IIE individually, i.e. each school at its own premises. Almost all final events were covered by
the local media.
After the finalization of the activities, each participating school was required to fill out an
electronic questionnaire, which gives the project profound perception into all implemented
activities.
The general conclusion is that parents have demonstrated great willingness to participate in the
IIE activities enabling better education and life conditions for their children. Whenever parents
are offered from the school to initiate and organize IIE activities within regular or extra-
curricular program, they gladly commit themselves towards providing better education quality to
their children.
4.2.5. Continuous support to the newly selected schools for renovation from Component 4
The IIEP team provided practical guidance to the newly selected schools for renovation in their
initiative towards promotion of the IIE activities ensuring proper implementation of the joint
student activities proposed in the Annual school plan. The IIEP team provided support to the
following schools: PS Aleksandar Zdravkovski – Jegunovce, PS Drita – Saraj and PS Rajko
Zhinzifov - Cair. The school visits and consultancy meeting with the SITs from the renovation
schools took place during the support process. The main focus of the support was on providing
feedback towards the deepening of the teacher competencies in implementing joint student
activities that are related to: a) design discovery tasks/projects that initiate high level of
cooperation and interaction among students and produce a group product; b) encourage the
students for reflection on their own experience. The efforts made during the support process
influenced the quality implementation of IIE activities in the schools and contributed to the
successful promotion of practical joint student activities during the ribbon-cutting ceremony on
the occasion of the completion of the renovation of the school.
4.2.6. Joint student sport and fun activities in ethnically mixed schools
During the month of September, the IIEP team focused its efforts on fine-detailing the Manual
titled “40 Sports Activities and Fun Games for Integration of Children and Youth”. The manual
was printed in five languages: Macedonian, Albanian, Turkish, Serbian and English. For

promotion of the Manual, two events are being organized. The pre-promotional event is
envisioned to express gratitude to the children of PS “Rajko Zinzifov” in Dracevo for their
participation in the making of videos for the Manual, as well as to the entire group of IIEP
collaborators and partners which assisted the making of the Manual. The pre-promotional event
is scheduled for October 6th
, 2016.
The IIEP team also organizes a promotional event for the Manual in the City Park of Skopje by
inviting over 300 children from different schools. The event is planned to be covered by different
media outlets (TV, internet).
The IIEP team has participated in several TV interviews promoting the event and has invited
parents with children to come to the event and actively participate in the games. In this
promotional event five primary schools out of ten schools involved in the sports and fun joint
student activities were visited in order to prepare the promotional event. Teacher teams of each
school were introduced to the concept that involves sport activities taking place in twelve
stations. The promotional event fill follow the pre-promotional event and is scheduled for
October 8th
, 2016.
4.2.7. Small grants for implementation of joint student activities
As this reporting period coincided with the school summer holiday and the beginning of the new
school year, the project team was primarily focused on administrative and financial managing of
the grant documentation. Sixty grants were completely finalized, whereas 8 were partially closed
and the project is awaiting additional invoices to complete these grants as well. Three schools did
not manage to implement their activities approved in the applications, due to the difficulties
regarding planning of the activities with their partner school or lack of cooperation between SIT
members in their schools. After the finalization of the activities, each school is required to fill in
an electronic questionnaire, which will give the project a deeper perception into all implemented
activities supported by the Small Grants. So far, a total of 51 schools have finalized their
questionnaire. The other schools remain to complete the questionnaire.
4.2.8. Summer camp
In this reporting period, the project implemented a summer camp with 36 student participants and
8 teachers from 6 different schools. The selection of the schools was based on the schools’
demonstrated motivation and commitment to implementation of IIE activities.

The camp took place in Pelister, Bitola, and lasted for four days. During this time, the students
had an opportunity to participate in a series of fun and dynamic activities that involved team
building exercises, communication exercises, creative workshops and sports activities. In order to
encourage greater collaboration and communication among the students, each exercise and
activity was conducted with a different mixed group of students. In each activity, special

emphasis was put on the students’ creative expression and opportunity for exchange of
experience and opinions among them. All activities were conducted in Macedonian and Albanian
language. Besides the activities organized for the students, simultaneous activities building on
the students’ contents were organized for the teachers. Beside the information about the
experiences in the camp being shared in the participating schools, the project staff also had an
opportunity to share the experiences from the camp on the Macedonian National Television,
producing interest for the activity in the public. Additionally, in partnership with Loja, a short
documentary video was produced for the camp illustrating the energy of the camp.
During this reporting period, a second camp organized by Loja was delivered as well. This camp
took place in h. Pela, Ohrid, lasting for four days. 42 students from 4 different schools
participated in the camp, accompanied by 8 teachers. Similarly to the concept of the previous
camp, the participating students and teachers had the opportunity to get to know each other,
establish closer relations and overcome prejudices through various activities – games, interactive
creative exercises, sports activities, outdoor activities, and discussions. Again, all activities were
conducted in Macedonian and Albanian, and Loja documented the camp through another video.

The evaluation of both camps showed that both the teachers and students found that the camps
were effective in addressing the existing barriers, prejudice and stereotypes among students, and
extremely successful in enabling an opportunity for the students to establish deeper connections
and friendships. In the follow up communication with the school Directors, the project staff was
informed that the information for the camp reached the wider school community, including the
parents of students who did not participate, and the interest in participating in similar activities is
evident.
4.2.9. Eco – action “Make it green again”
As a follow-up activity to the summer camp, in partnership with CBC “LOJA”, Tetovo, an eco –
action named “Make It Green Again” was organized on September 24th
, 2016. The event took
place on the Kale Fortress in Tetovo. The activity was conducted at the initiative of the CBS
"Loja" volunteers, because the issue of environmental awareness and environment pollution are
very present in the Tetovo region in the recent years. The initiative was conceived as a follow-up
activity of the summer camp held in Ohrid from 16th
-19th
September, which was attended by 42
students and 8 teachers from four primary schools from Tetovo and Tetovo region - "Bratstvo
Migjeni" and "Liria" from Tetovo and "Alexander Zdravkovski" and "Shemshovo" from
Jegunovce. The event was open to all citizens of Tetovo and a fair group willingly participated
in the eco-action. During the eco-action, a large portion of the way to Tetovo’s Kale Fortress
was cleaned. A workshop for recycling and production of decorative items, jewelry and wallets
out of waste was prepared and carried out by volunteers from CBS "Loja" for the students who
especially enjoyed this part of the activity. Despite the hard work, satisfaction and smiles were
evident on the participants’ faces. Many participants expressed their willingness to be a part of
another environmental action and were very grateful to the organizers and to all who had
contributed to the realization of the activity.

4.2.10. IIE Certification procedure
During this reporting period, IIEP continued with technical and administrative regulation of the
certification procedure. Most of the submitted certification confirmation forms from the schools
were for gained competences of an IIE trainer (185 schools) as well as for gained competences
for practical implementation of activities for promotion of IIE for teachers (138 schools).
Seventy eight (78) schools submitted certification confirmation forms for gained competences for
practical implementation of activities for promoting IIE for school directors and professional
service staff. The table below presents the overview of the number of issued certificates.

4.2.11. Participation at the International Scientific Conference
Celebrating the 70th anniversary, the Institute of Pedagogy at the University Ss. Cyril and
Methodius, Skopje invited the IIEP team to participate at the International Scientific Conference
“Pedagogy in the Modern Global Society”. The project staff presented the methodology and
pedagogic approaches for development of intercultural competencies of students applied by the
IIEP. Тhе international experts in pedagogy showed great interest in the achievements in the field
of IIE by applying the presented methodology and concept.
4.2.12. Analysis of the innovative practices for IIE applications for the Nationwide
Competition
Based on the positive findings about innovative practices described in the applications submitted
to the Nationwide Competition for Innovative Practices for IIE, the IIEP team conducted an in-
depth analysis of the 26 highest ranking innovative IIE practices (19 joint student activities, and
7 independent multicultural activities). The analysis mainly focused on the design of the task
and the used teaching methods/approaches for stimulating the students to further develop their
intercultural competencies; and on the perceptions of the teachers about the benefits and the
achievements of the students for IIE (intercultural competences).
During the analysis, the complete applications of the selected examples were reviewed into detail
(application form, worksheets, products of the students' work, photos and/or videos). The results
of the analysis are specified in the Appendix 2 - Analysis of the innovative practices for IIE.

4.3. COMPONENT THREE: DEMONSTRATION SCHOOLS
4.3.1 Supporting School Integration Teams
In August, working meetings were held with SITs in all demonstration schools. The structure of
the participants is presented in Table 1.

During these meetings, the findings from the self-evaluations conducted in all demonstration
schools by the end of the school year were presented.
Parents’, students’ and teachers’ opinions about the interethnic integration in their schools from
the last school year were compared to those from the first year, before the start of the project
activities in the schools. It was noticed that noticeable changes have occurred in all schools and
almost in all cases. The presentation was followed by discussion about the effects of IIE
activities. The students’ and teachers’ opinions about the sustainability of the project activities
were presented and discussed with SIT representatives. The groups were also acquainted with the
institutional changes and support for the IIE activities along with grant opportunities by the
Ministry of Education and Science. The working meetings also served for further discussion of
the concept for organizing Days of Interethnic Integration.
4.3.2 Supporting Joint Students’ Activities
One school manifestation was held in the demonstration schools in September. In Ohrid, a
manifestation related to the first day at school and welcoming the first graders in the school was
organized. For the needs of promotion of the project activities and the school in front of the
wider local community, PS Bratstvo Edinstvo from Ohrid established four partnerships with
other schools from the municipality (Table 7.)

4.3.3 Supporting Joint Student Bodies
By the end of September, the procedure for election of student bodies at school level started in all
schools. The elections are following the guidelines provided by IIEP.
The manual for Democratic Participation of Students is finalized and will be published in all
three languages of instruction (Macedonian, Albanian and Turkish).
4.3.4 Capacity Building for Teachers and Professional Service Staff
In this period, CHRCR team reviewed all portfolios/applications for certification in the
demonstration schools assembled before the end of the school year.
Documentation for four types of certificates was evaluated: a) completed trainings for teachers;
b) completed trainings for SIT representatives; c) mentoring/coordination of IIE activities and d)
implementation of project activities.
A total of 739 certificates of all types have been approved by CHRCR team. Detailed list of types

4.3.5 Involving parents
Two activities marked the involvement of the parents in the everyday school life in the
demonstration schools in the beginning of the new school year. First, a group of parents from
Ohrid, at the initiative of the parents’ council, helped the renovation of the sanitary infrastructure
in one of the school objects in the PS Bratstvo Edinstvo, while two classrooms were equipped
with new benches and chairs. Second, in Kicevo and Kumanovo, parents were involved in the
groups for conducting joint students’ activities within Days of Interethnic Integration activity.
Around 20 parents in Kicevo and 10 parents in Kumanovo took active part in the activities
conducted between different schools in these municipalities.

4.4. COMPONENT FOUR: PROVIDING INCENTIVES TO SCHOOLS AND
COMMUNITIES
4.4.1 Additional school renovation project
In this period, renovation projects for thirteen Phase 5 schools were approved and tender
procedures were started for selecting the most favorable contractors for the thirteen projects.
Contracts were signed with the selected construction companies, as well as with consultant
companies for supervision of the renovation works. The difference between the estimated and
actual value of the projects after the completion of the tender procedures generated some savings.
As a result of the savings made during the renovation activities of the selected thirteen schools,
IIEP with prior approval from USAID and the EUCOM of the US Army, decided to invest these
savings into renovating additional school.
The first additional project was cleaning of mud and debris brought in the schools by the floods
and necessary remedial tasks in 5 primary schools in the municipality of Gazi Baba and
Aracinovo.
Additional two new schools were selected from the waiting list, compiled during the evaluation
process of all received application at the call announced by the Component Four earlier this year.
4.4.2 Renovation project in 5 primary schools in the municipality of Gazi Baba and
Aracinovo
On August 6th
, the Skopje region was struck by a big storm with strong wind, abundant rain and
thunderstorms which resulted in outpouring of enormous quantity of water from the surrounding
Zelezara lakes, with which several villages and settlements in the municipalities of Gazi Baba
and Arachinovo were flooded. The villages and settlements which were affected by the storm
are: v.Stajkovci, v.Stracinci, v.Singelic, v.Brnjarci, v.Creshevo, v.Bulachani, v.Indzikovo,
settlement Ekonomija, settlement Chento in Gazi Baba and v.Aracinovo in the Municipality of
Aracinovo. During the storm, enormous quantities of water, mud and soil sediment flooded the
houses, yards, schools and the agricultural lands in these villages and settlements. Besides the
huge material damage, unfortunately, more than 20 people lost their lives.
Part of the primary schools in these villages and settlements were seriously damaged. The water
together with the mud and the soil sediment penetrated into the school buildings, especially in the
basements and the first floors, so they were not in a condition to be used for the start of the new
school year.
This storm resulted in damage of the following school buildings which belong to the territory of
the municipality of Gazi Baba: PS “Cyril and Methodius“ central school in v. Stajkovci and the
satellite school in v. Stracinci; PS “25th
of May“ satellite school in v. Singelic; PS “Krste
Misirkov“satellite school in v. Brnjarci, and the primary school PS “Gjergj Kastriot
Skenderbeg“in v. Aracinovo, which belongs to the territory of the municipality of Aracinovo:
During the visits to the schools, it was evident that volunteers and representatives from the
Macedonian Army cleaned the school buildings from the soil sediment with shovels, brooms and
buckets, the waste was loaded on transport vehicles and it was transported to a landfill specified
by the municipality. After taking off the debris, washing of the floors and the walls with clean
water and hygiene products were needed, as well as preparation of the surfaces for disinfection
and pest control. After the completed disinfection and pest control, the school buildings should
be adapted for the work and stay of the students and the staff, which implies coloring of the

ceilings and the walls with white paint and oil paint, adequately. With these activities, in part of
the schools in the municipalities of Gazi Baba and Aracinovo which were affected by the storm
on August 6th
, 2016, safe and clean environment for work and stay in the school, as well as
conditions for the start of the new school year were provided.
4.4.3 Selection of additional two schools
Additional two new schools were selected from the waiting list, compiled during the evaluation
process of all received application at the call announced by the Component Four earlier this year.
The selected schools are:
PS Hristijan Karpos from Kumanovo;
SS Mosa Pijade from Tetovo.
Both schools sent their applications to IIEP in 2016. The selection (evaluation) committee ranked
both applications in the first 20 (out of 207), but in the final selection they were not selected.
IIEP proposed to USAID and EUCOM to use the budget savings and do the renovation in these
schools in view of the facts that both schools are very active with the IIE activities, they are
ethnically mixed (students & teachers), school buildings are very old with real need for
renovations, IIEP has great cooperation with both municipalities, their SITs are very active, etc.
USAID and EUCOM approved the new selected school renovation projects.
4.4.4 Final approval of school renovation project
The last project from the selected 13 schools and the three new projects were submitted to IIEP
CoP and MCEC Executive Director for official approval. Audits of the technical designs
followed by development of Bill of Quantities (BoQ) and Scope of Work (SoW) necessary for
preparing the Requests for Offers (RFOs) were completed by the IIEP School Incentives
Coordinator (civil engineer).

4.4.5 Provision of final approval on the joint Environmental Mitigation and Monitoring
Plan (EMMP) and preparation of Annexes to the joint EMMPs
The joint EMMP prepared by IIEP in 2014 and approved by the USAID Mission Director, MEO,
AOR and BEO includes all types of school renovation projects and provides mitigation measures
for the potential adverse effect that they might have on the environment. Therefore, the same
EMMP was valid for 2016. Prior to the start of each school renovation project the Component
Four team is checking whether the proposed renovation activities comply with the joint EMMP.
Annexes were signed by the Project’s CoP and AOR for the thirteen (13) school renovation
projects stating that the prosed renovation activities are adequately and effectively eliminated or
mitigated by the approved joint EMMP.
The potential adverse effect that cleaning of mud and debris brought by the floods might have on
the environment, EMMP was amended and approved by USAID/AOR, USAID/ Mission
Environmental Officer and IIEP/Chief of Party. Prior to the start of three additional school
renovation projects, the Component Four team checked whether the proposed renovation
activities comply with the amended EMMP. Annexes were signed by the Project’s CoP and AOR
for additional three school renovation projects stating that the prosed renovation activities are
adequately and effectively eliminated or mitigated by the approved joint EMMP.
4.4.6 Signing of MoUs with the schools and municipalities
In the current reporting period, Annex of the Memoranda of Understanding (MoU) for three
projects and Memoranda of Understanding (MoU) for two projects were prepared by the IIEP
Component Four and signed by the MCEC Executive director, IIEP CoP, mayors and school
directors. The MoUs and the Annexes to the MoUs specify the responsibilities to be met by IIEP,
the municipalities and the schools in terms of successful implementation of the school renovation
projects.
4.4.7 Announcement of tenders for selection of construction companies
In this reporting period the tender documentation was completed for four school renovation
projects. Public call for one project was published in two daily newspapers, Dnevnik and Koha,
one in Macedonian and one in Albanian language, and on the Project’s website
http://pmio.mk/category/business-opportunities/. For the three new projects, RFOs were
announced to local construction companies with whom IIEP has had great experience in
reconstruction of schools in Macedonia. The companies were invited to come to IIEP office and
take the RFO documentation. In this reporting period the tender procedures for six (6) school
renovations projects were completed. For the six (6) published tenders for renovation of schools
a total of 44 companies took the RFO documentation and 26 companies submitted their offers, or
on average 4.3 submitted offers per project. The offers were publicly opened at the IIEP’s
premises.
The IIEP evaluation committee interviewed separately the three first-ranking companies for each
of the six (6) school renovation projects. At the interviews, the bidders provided samples of the
requested materials and certificates of quality. The evaluation committee assessed the quality of
the offered materials and equipment and the capacity of the company to perform the required
task. The evaluation committee used the lowest price principle for the selection of subcontracting
companies for six (6) projects. After the evaluation committee decided which company was
successful, the entire documentation was submitted to USAID Regional Agreement Officer for
approval. The results for all 16 projects were officially posted on IIEP’s website

(http://pmio.mk/category/tender-results/). Representatives from US EUCOM (DOD/ODC)
participated in the whole process of selection and evaluation of the construction companies.
Prior to the start of the renovation activities, contracts were signed with the selected contractors.

4.4.8 Selection of consulting companies for supervision
For supervision of the implementation of the 16 school renovation projects in the Phase 5
schools, four consulting companies were selected. Each consulting company was a supervisor to
three school renovation projects each. The supervision of the remaining four school renovation
projects will be an obligation to the respective municipality. The selected consulting companies
are outlined in the table below:

4.4.9 Preconstruction meetings in the schools
For the implementation of the renovation activities, preconstruction meetings were organized in
the schools. The aim of these meetings was to introduce the parties involved: IIEP, the
municipality, the school, the supervisor and the contractor, to exchange contacts and agree on the
work dynamics. Sixteen preconstruction meetings were organized for the 16 projects mentioned
above. After the preconstruction meetings, the physical works began in the schools.
4.4.10 Technical acceptance of the school renovation projects
In this period, 13 school renovation projects were completed and the works were implemented as
required with the joint Environmental Mitigation and Monitoring Plan (EMMP). No adverse
environmental impacts were caused. In this period technical acceptances were signed in 13
schools, the sites were closed and handed over to the schools. These documents were signed by
USAID/IIEP representatives, school directors, municipal representatives, subcontractors’
representatives, and supervisors agreeing that the works were completed according to the agreed
requirements. No significant problems occurred during the implementation of these projects.
4.4.11 Access of people with physical disabilities in the renovated schools
We visited the schools selected for renovation during 2016 and together with the representatives
of the SRTs checked if the schools are accessible for people with disabilities. Out of twenty
school buildings from Phase 5, 15 school buildings have entrances on the ground level without
any elevations. In five schools, the construction of access ramps, according to the signed MoUs,
is the school’s responsibility. The condition in the schools related to their accessibility for people
with physical disabilities is presented in the table below:

4.4.12 Delivery of school maintenance toolboxes
The toolboxes for school maintenance were delivered to twelve schools from Phase 5, when the
renovation activities were finished.
4.4.13 Mentoring session for detailed maintenance plans and maintenance procedures in
one school
After the one-day training, all schools electronically received annexes which the SRTs had to fill
in by the mentoring session.
The SRTs were given assignment to transform from School Renovation Teams into School
Maintenance Teams, and to make:
- Team organizational structure.

- A list of information for the technical staff.
- Annual maintenance plan and budget.
- Plan for an event for raising additional funds.
In this reporting period one individual mentoring session was held in the secondary school Niko
Nestor – Struga. Although the school did not fill the annexes, during the mentoring session all
questions that were asked by the SRT were carefully reviewed and in detail. The SRTs had to
complete and send the completed annexes after the mentoring session. The annexes were
received in the period that followed, but being partially done a final version is expected during
the next reporting period.
4.4.14 Follow up in-school meetings for schools from Phase 4
The follow-up meetings for the Phase IV schools were organized in September. The meetings
were organized with the technical staff which participated in the one-day workshop held in
November 2015, as well as with the school directors. Because of the ongoing activities in the
schools at the beginning of the school year and their tight schedule, some of the meetings
were held with one person from the technical staff and with the directors. For details pertinent
to each of the listed schools (Annex 9 -Follow-up Meetings with School Maintenance
Teams).
4.4.15 Floods response
IIEP team received funds from OFDA to provide assistance in the flooded areas. A field
assessment in the municipality of Gazi Baba, Aracinovo and IIEP was done in order to identify
the most affected houses.
MoUs with Municipality of Gazi Baba and with Municipality of Aracinovo were signed. The
following goods and materials are being distributed to the victims:
400 sets for renovation (paint, plaster, rollers, brushes etc.)
100 stoves and 40 washing machines
10 dehumidifiers

5. LESSONS LEARNED DURING THIS REPORTING PERIOD
The involvement of the municipality in the process of planning and coordinating joint activities
between schools, proved to be the right step towards assigning a greater role to the municipalities
in terms of providing interethnic integration in schools. Thus, the concept of bringing all the
schools together in a cooperative manner for conducting joint activities as a way of collaboration
proved to be very efficient.
Partnerships among different schools from the same municipality were strengthened even more
in the given context for organizing the Days of interethnic integration. Due to physical closeness,
it was clear that the joint activities between students can be implemented even more frequently.
For instance, groups with students from different schools, from several municipalities, managed
to conduct up to nine joint meetings in short period of time for completing the planned activities
(in spite of the minimum requirement of three meetings).
If the frequent contact between students is the core objective, then schools from the same
municipality should additionally put efforts to practice such positive practices-- to provide space
for interaction and collaboration among students through join student activities among schools
within the municipality.
6. ACTIVITIES TO INCREASE PARTICIPATION OF PEOPLE WITH
DISABILITIES (PWDs)
IIEP team visited the schools selected for renovation during 2016 and together with the
representatives of the SRTs checked if the schools are accessible for people with disabilities. Out
of twenty school buildings from Phase 5, 15 school buildings have entrances on the ground level
without any elevations. In five schools, the construction of access ramps, according to the signed
MoUs, is the school’s responsibility. At the initial trainings with the selected schools for
renovation in 2016, the IIEP team stressed the importance of having functional access for
students, teachers and parents with special needs. Also, for each of the trainings organized within
the Project, it ensured that the training facility has all the necessary conditions for access for the
PWDs.

Informatori mediatik) was distributed on July 8 and September 7, 2016 bringing 13
different features, stories, video pieces and other versatile content on different
activities carried out within the 4 components of IIEP to journalists and newsrooms
throughout Macedonia, as well as to audiences on social networks. As before, the
newsletter was distributed through social networks to 6 journalists’ groups on
Facebook, each gathering from 100 to 750 journalists from Macedonia, as well as to
several FB groups and fan pages that gather NGOs, activists and media and are
focused on interethnic relations and peace-building (such as the group Journalists of
Republic of Macedonia – 461 members, Новинари и граѓани во одбрана на
правото на слободно информирање – 1002 members, Македонски институт за
медиуми - МИМ / Macedonian Institute for Media - MIM – 1782 members,
bezomrazno.mk – 3791 members, aktiv.mk – 991, Заедно за мир - Së bashku për
Paqe - Birlikte Barış için - Deadun ti irinji – 833 members etc). The newsletter was
also distributed through MIM’s Twitter profile, which is followed by many
journalists and CSO activists. Also, the newsletter was distributed directly via e-
mail to almost all newsrooms in the country, and to over 50 journalists that cover
education. In addition, the newsletter was distributed to over 700 teachers in schools
throughout Macedonia.
Activity 1.1.1 IIEP Media Coverage
- At the end of September, MIM team contributed in media coverage of the event for
parental inclusion in IIE activities in the primary school “Blagoj Kirkov”, Veles.

b) Provided support for a supervision workshop and follow up meeting of Master
Trainers
The role of NGO Sumnal was to give support at the one-day supervision workshop for
master trainers, for strengthening the competencies to support SITs in professional
development activities. The aim of the supervision workshop was to continue to support
SITs during the regular group mentoring meeting. The team members from the NGO Sumnal
got prepared to lead the discussion and provide feedback on the IIE achievements and
challenges that members of the SIT are faced with when conducting and implementing the
joint student activities and how to ensure IIE sustainability.
c) Implemented field visits to support initiatives for parental involvement in
Interethnic Integration in Education in the schools
The role of NGO Sumnal was to give a logistical and technical support at the one-day
workshop organized for the parents and SIT representatives from the schools involved in the
grant program in order to provide support for implementation of the IIE parental
involvement initiatives. Also, Sumnal provided field visit to support parental involvement in
particular schools. The field visits were made in order to support the parents during the
implementation of the activities as well as during the promotion of the activities and raising
the awareness in the whole school about the importance of the parental involvement in IIE
processes. The representatives from Sumnal visited the school in v.Orizari, Veles where an
activity in which the parents together with the students and the members of the SIT were
actively involved in decorating the school windows and creating mosaic picture was

2.3.1. Supervision workshop and follow up meetings of Master Trainers
The latest supervision workshop with the Master Trainers and the mentors from the partner-
organizations (including representatives from CBC LOJA’s side) took place in hotel
“Kontinental” in Skopje on September 16th
, 2016. The purpose of this Supervision meeting
was the preparation for the upcoming and last in the run for IIEP – mentoring meetings, as
part of the Component Two of the project. Hatidze Qazimi from CBC LOJA’s team provided
logistical support for the event.
Additional Supervision meeting at the premises of MCEC was organized on September 28th
,
2016, with presence of the mentors and master-trainers who were not able to attend the
previous one. Right after those two supervision meetings – the mentoring meetings marked
their start, thus ending this reporting period and entering October 2016.

2.3.4. Support of whole school approach in multilingual schools, a regional level
In the frames of this activity, on August 29th
, 2016 in hotel “Kontinental” in Skopje, a
workshop titled as “Days of Interethnic Integration” was successfully conducted with
representatives from six selected municipalities and schools’ representatives in order to plan
a promotion of joint students’ activities at municipal level. Hatidze Qazimi from CBC
LOJA’s side was responsible for providing logistical and organizational support during this
workshop.
2.4. Parental involvement in Interethnic Integration in Education initiatives in the
schools As part of this activity, on August30
th, 2016, in hotel “Kontinental” in Skopje, a workshop
was held in order to follow the progress of the chosen schools with their activities and final
presentations planned to be conducted in September 2016 – in partnership with the parents of
the students from the schools.
A team from CBC LOJA’s part consisted from Darko Serafimoski, Hatidze Qazimi,
Aleksandar Stojanovski, Gzim Osmani and Srgjan Vidoeski took part in this workshop, in
order to provide further in-school support to parental initiatives implementation.
In September 2016, the team of LOJA’s mentors successfully implemented the planned field
visits to parental involvement activities and events in the selected schools. See the table
below for details.

2.5.2. Students’ camps
Details for August 2016:
The first students’ camp planned for this project year was held and successfully completed
within the project from August 22nd
- 25th
, 2016, with students from several schools in hotel
“Molika” in Pelister. During this summer camp, Aleksandar Stojanovski from CBC LOJA
worked on filming and producing photos and video from the event, at the same time
providing logistical support for the camp together with Gzim Osmani. For one day during the
camp, Gzim Osmani also had the role of a translator from Macedonian to Albanian, and vice

versa.
From the video materials recorded during the camp, a teaser and a main video were
produced. Written translations of the speeches from the video, from Macedonian to Albanian
language and vice versa, and from these two languages into English, were produced. The

Details for September 2016:
For the implementation of the second summer camp in September 2016 and within the same
activity, a team from CBC LOJA had a coordinative meeting on August 30th
at the premises
of MCEC with the colleagues from Skopje’s IIEP office - in order to finalize the decisions
regarding the process of organizing and facilitating the September students’ camp by CBC
LOJA’s team.
This summer camp, organized by CBC LOJA’s project team, was held from 16th
until 19th
of
September in hotel “Pela” in Ohrid – the design of the program for this summer camp was
developed by trainers from CBC LOJA who were also responsible for facilitating the
workshops and delivering the content. Four primary schools from Tetovo and the Tetovo
region were part of the summer camp: PS “Bratstvo – Migjeni”, PS “Lirija”, PS
“Shemshevo” and PS “Aleksandar Zdravkovski” – three of them were represented with 8
students and PS “Bratstvo – Migjeni” with 16 (since it is the biggest school in Tetovo), and 2
teachers from each of the schools were taking part as well. The themes covered during the
camp included team work, perceptions, identities, stereotypes and prejudices, warm-up
games and outdoors activities. Since the beginning of the camp mutual cooperation and
interaction among all kids was being noticed, and as the camp progressed the communication
was getting stronger and more vivid, thus achieving the set goals.
Trainers of the camp who worked on preparation and delivery of the program and the content
of the agenda, chosen from CBC LOJA’s pool of trainers in coordination with our partners
from MCEC, were Ana Bitoljanu, Raife Jashari, Dimche Josifovski, Gzim Osmani and
Elona Bajrami Luma. Prior to the summer camp, they had two preparatory meetings held in
the premises of CBC LOJA – the first one on 02/09/2016 and the second meeting on
13/09/2016.
During this summer camp, Aleksandar Stojanovski from CBC LOJA worked on filming and
producing photos and video, at the same time providing logistical support for the camp
together with Darko Serafimoski. Ajhan Idrizi and Alban Alimi were working on translation
during the summer camp – from Macedonian to Albanian, and vice versa.
After the camp, from the video materials recorded, Aleksandar Stojanovski was working for
6 working days in total on editing and producing the videos from the summer camp. Hatidze
Qazimi provided written translation of the agenda and the invitation to the schools
participating in the camp, from Macedonian to Albanian language, and vice versa.

“Make It Green Again” – a follow-up activity from the summer camp
Additionally, within the same activity, the project team from CBC LOJA in partnership with
MCEC organized eco-action, named “Make It Green Again” – as a follow-up activity from
the summer camp. The event took place on September 24th
, 2016 (Saturday), with
participation of most of the kids and the teachers from the summer camp in Ohrid – and in

addition, it was open to all interested citizens of Tetovo.
During the eco-action that lasted from 10:30 until 17:00, large portion of the way to Tetovo’s
Kale Fortress was cleaned and the whole action ended with a picnic in nature above the city,
involving all the participants and the team, who were entertained with an acoustic concert by
a local bend from Tetovo.
2.6.2. Nationwide contest and Festival for Innovative IIE School Practices One of the most anticipated events for the previous reporting quarter April – June 2016, was
the nationwide contest and Festival for Innovative IIE Practices, that was held on June 30th
,
2016.
During the festival, team from CBC LOJA worked on filming and producing photos and
video from the event, consisted of Behare Kurtishi and Gzim Osmani. After the event, in
July, Aleksandar Stojanovski was working for 7 working days on editing and producing the
two videos from the Festival: a teaser and a main video.
Gzim Osmani provided written translation of the speeches from the video, from Macedonian
to Albanian language and vice versa, and from the two languages into English, and vice

As part of the Activity 2.5.2 Student camp, PAC Multimedia co-organized,
together with IIPE team, a summer camp for pupils from primary schools in
the context of interethnic integration in education from August 22nd

implemented, which included workshops on self-observation, self-confidence,
team building, stereotypes, creative thinking and creative acting.

Petrushevski” in Skopje.

for students using art as a methodology for social change to embed diversity and
intercultural dialogue in school environment. Activity 1.2.5. Forum Theatre Methodology
training for teachers in the context of interethnic integration in education. Activity 1.2.4.
Creative corners in schools and Activity 2.5.2. Summer Camp for joint students’ activities in
the framework of the Component 2.
Activity 1.2.3 Creative Workshops for students
Successful continuation with the implementation of the Activity 1.2.3 Creative Workshops
(SS “Koco Racin”, Sveti Nikole, SS “Kosta Susinov”, Radovish, SS “Josif Josifovski”,
Gevgelija, SS “Naum Naumovski – Borche”, Krushevo and SS “Mosha Pijade”, Tetovo).
All ten teachers are further implementing the creative workshop methodology in working
with young people (pupils) in their schools in extra curricula activities (process oriented
activities). They are leading the workshops in the following fields: Creative thinking,
introducing the culture of the others, stereotyping, communication, team work, building self-
confidence. In September all schools started with the preparation of the final product- public
presentations.

Activity 1.2.5. Forum Theatre Methodology training for teachers in the context of
interethnic integration in education
Successful implementation of activity 1.2.5 Third Forum Theatre Methodology training in
Skopje, August 17th
-19th
, 2016, for teachers in the context of interethnic integration in
education from the schools: SS “Koco Racin”, Sveti Nikole, SS “Kosta Susinov”, Radovish,
SS “Josif Josifovski”, Gevgelija, SS “Naum Naumovski – Borche”, Krushevo and SS
“Mosha Pijade”, Tetovo. Ten teachers from the schools mentioned above took an active part
of the Third Forum theater methodology training. The training was led by the following
experts: Goran Ilic, Keti Doncevska - Ilic and Violeta Simjanovska. All of the teachers were
actively involved in the training and they were building their knowledge and skills for
leading the Forum Theater with young people (to become Jokers for Forum Theater).
During the Third training for Forum Theater they got knowledge and skills in the following
fields: communication skills, presentational skills, the role of a joker and self-evaluation.
Activity 1.2.4. Creative corners in schools
Successful implementation of the activities 1.2.4. Creative corners involving the following
secondary schools: SS “Orde Chopela”, Prilep, SS “Dobri Daskalov”, Kavadarci, SS “St.
Kliment Ohridski”, Ohrid, SS ”Drita”, Kichevo, SS” Pero Nakov”, Kumanovo, SS ”Slavcho
Stojmenski”, Shtip and SS “Boro Petrushevski”, Skopje. In SS “Orde Chopela” in Prilep the
team of Multimedia together with the selected teachers tasked with the Creative Corner in
the school, successfully held Forum Theatre workshop with mentorship of Violeta
Simjanovska, at which 64 pupils and teachers participated as an audience. The theme of the
forum theatre was “Forbidden Love” in which six students participated and played as actors.
Another forum theater workshop with mentorship by Violeta Simjanovska was held at
ASUC “Boro Petrushevski” in Skopje as part of the Creative Corner process and 53 pupils
and teachers participated as an audience. The Theme of the forum theatre was “Interethnic
student camp” in which seven students participated and played as actors. On both Forum
theater workshops there was a fruitful discussion and many young people had a chance to
raise their voice and to present their opinion. The next quarter, the implementation of
Activity 1.2.4: Creative Corners will be finalized in the following schools: SS ”Dobri
Daskalov” from Kavadarci, SS “St. Kliment Ohridski” from Ohrid and SS “Pero Nakov”
from Kumanovo and SS “Slavso Sojmenski” from Stip.
Activity 2.5.2. Students’ camp
As a part of the Activity 2.5.2. Students’ Camp, PAC Multimedia co-organized, together
with IIPE team, a summer camp for pupils from primary schools in the context of interethnic
integration in education from August 22nd

, 2016 in Hotel Molika, Pelister. Special
sessions for creative workshops were implemented, which included workshops on self-
observation, self-confidence, team building, stereotypes, creative thinking and creative
acting. At the end of the camp, all students were involved in the final short presentations in
form of theater performances. All themes were chosen by the students and supported by the
team of experts. Special set of activities for the teachers of the selected schools were created
as well. They have been working on: stereotypes, the role of the “other”, team working, and
creating space for young people feeling confident.
Outline of the Implemented Activities
In July, PAC MULTIMEDIA implemented the following activities:

Doncevska Ilic, Goran Ilic and Violeta Simjanovska. Ten teachers from selected
schools (SS “Koco Racin”, Sveti Nikole, SS “Kosta Susinov”, Radovish, SS “Josif
Josifovski”, Gevgelija, SS “Naum Naumovski – Borche”, Krushevo and SS “Mosha
Pijade”, Tetovo), were present;
Meeting with IIEP team and with Vlado Karaev, in order to plan and organize all

3. LESSONS LEARNED
Working with teachers in creative way is not always an easy job. We had luck to get the
teachers that have these capacities and willingness, so working in such circumstances is
pleasure for both: for young people (pupils) and for the teachers themselves.

Accomplishments: As a final activity of the year’s curricula, the ceremony served as an opportunity to
overview and evaluate the overall effect that the membership in the debate program had
on the high school students.

Implementing the recruitment strategy of new members nation vide. A process that
requires both online promotion as well as on-sight introduction of the program to
students and teachers. For the purpose of the strategy we worked on a recruitment
campaign that involved several branded materials as well as online promotion.

Activity: Training of trainers
Accomplishments: Twenty eight participants in this training participated in a capacity building activity that
YEF organizes every year in order to introduce new trainers in the program. The new
trainers are experienced debaters who have been through numerous trainings and
tournaments. Through participation at this training, they obtained a debate-trainer’s
certificate.
2. IMPLEMENTED ACTIVITIES
Implemented activities in July
The work of the debate program in the month of July is traditionally composed of planning
and organizing future activities. As already mentioned in our previous reports, all of the
members of the debate program are either high-school or faculty students, which means that
the month of July is the only time of the year when they are able to have some rest. Our
debaters were having their summer holidays and summer camps and our trainers as well.
The coordinative body was busy planning the future activities and finishing some
administrative technicalities for all the realized activities. All in all, the work of the
coordinative body in the month of July consisted of planning two events (debate track in the
YEF Summer Academy and trainings for the new capacities), and a certificate awarding
ceremony.

The debaters were having several activities related with their debate clubs. First of all, every
debate club organized a certificate awarding ceremony and every active debater got a
certificate for the so-far realized activities as part of the group that successfully passed the
year’s debate training for beginners.
There were several rather informal club meetings – especially reserved for debate
simulations organized by the clubs themselves.
Besides these activities, the debaters got a chance to apply for the YEF Summer Academy,
an opportunity for upgrading their debate-related and social-awareness skills. So, most of
the debate trainers were working on motivating their members to apply for the Academy,
since it is more than useful for a young person to continue with the self-developing process
throughout the entire year.

Implemented activities in August
In August, the debating program of the YEF had three main focus points. Namely, the
coordinative body was working on the program structuring for the debate track of the
YEF’s Summer Academy as well as constructing the plan for the upcoming process of
recruiting new members and organizing the final event for the IIEP.
Most of our trainers were involved in the process of choosing the most suitable content for
the debate track of the Summer Academy through analyzing every topic covered in the
debate year’s curricula separately. Another part of the activities of the coordinative body
were the two big on-going processes that took place in the month of August: the recruitment
plan in which several approaches to the new potential members were considered, and the
final decision making process about the direction of the organization of the Debate
Academy planned to happen in October.
Debate curricula and activities conducted:
In the month of August the debate clubs held several meetings regarding their upcoming
activities and participation in the tracks in the Summer Academy.
While the debaters were applying and waiting for the results of the application process, the
panel of the debate trainers was focused on analyzing the year’s curricula and deciding
which topics should be intensively covered within the sessions on the Debate track, in order
to provide sustainable knowledge transfer among our members.

Implemented activities in September
Traditionally, September is an extremely busy month for the Debate Program of Youth
Educational Forum, but this one was especially essential as we embark to organize the first
ever debate academy. Apart from the academy we focused on three other main processes
which we traditionally do every September. The coordinative body is focused on four
following main aspects:
Implementing the recruitment strategy of new members nationwide. This process requires
both online promotion, as well as on-sight introduction of the program to students and
teachers. For the purpose of the strategy we worked on a recruitment campaign that
involved several branded materials as well as online promotion.
The second key aspect of the program is to prepare the new trainers for their upcoming
responsibilities. As it is a key process to renew our body of trainers, each year we organize
a training of trainers where we teach the new trainers how to be both educators and mentors
to the new debaters.
The third key aspect is logistical organization of the debate clubs in all 11 cities where YEF
has an office. This is a process where we make sure that each office has a set of trainers that
will be able to tend to the needs of the new debaters. Additionally we make sure that the
trainers have the proper environment and materials they need in order to conduct weekly
lessons and sustain a debate club.

The training of trainers is a capacity building activity that YEF organizes every year in
order to introduce new trainers in the program. The new trainers are experienced debaters
who have themselves been through numerous trainings and tournaments that participate in
the training in order to get certificated to be debate trainers.
The training included lessons for:
- Recap of the overall debate curricula;
- Ethical code of the debate trainers;
- Judging labs;
- Process for certifying new debate trainers.
Although the event was funded by a different donor, it was attended by members of the
IIEP debate clubs.
3. LESSONS LEARNED
The debate program was included in organizing a lot of major events and processes which
have put a lot of strain on the coordinative body. In the future we should be more open
when seeking help and delegating responsibilities with the members of the debate program
in order to use the full potential of the program.

APPENDIX 2 - Analysis of the Innovative Practices for IIE
Table 1 shows which interactive methods/approaches were used in the two categories of IIE
activities – joint and independent multicultural. In the analyzed examples, the most common
learning is the one that is achieved through projects/research/ problem solving, and it takes up
2/3 of the analyzed activities. It was much more frequently used in the joint activities (in 16 out
of a total of 19), than in the independent ones (only one out of the 7 independent activities).
Second most common activity is the role play/dramatization, which was used in every fifth
activity (5 out of 26 activities). It was more frequently used in the independent activities. Such
selection of methodical approaches is expected in view of the fact that it was emphasized for the
methods to be interactive, and it seems that the teachers are "on a safe ground" when the activity
requires practical performances, and not only intellectually engagement. The choice is also
rational from the aspect of the type of the activity (joint or independent), because the work on a
project/research is suitable for team work where the language barriers are lower than in the other
types of activities.

Table 2 shows the results of the analysis of the design of the task in terms of the volume and the
complexity of the task and the engagement of the students. The analysis showed that the tasks
contain different levels of volume and complexity in terms of the demands from the students.
The table shows the results on three levels wherein the first level includes tasks of greater
complexity in which the students are asked to find a solution to a certain problem, unlike the
third level of tasks which comprises simple requirements such as gathering of information on a
certain topic and their presentation. According to the results, the highest number (slightly more
than half) tasks belong to the first, highest level of complexity. Every fifth task belongs to the
lowest level of complexity. Nearly all (6 of 7) tasks in the independent activities belong to the
highest level of complexity. Nearly equal number of joint activities had tasks from the first and
second level, and less frequently from the third level.

The results presented in Table 3 (given below) show the benefits and the achievements of the
students (competencies) identified by the teachers. 17 different types of benefits for the students

were identified, which were later grouped into three categories - knowledge and understanding
(3), skills (5) and positions (9) in terms of the IIE. According to the observations of the teachers,
in the category knowledge and understanding, the most prevalent benefit is the "enhancing the
knowledge pertaining to the cultures and traditions of other ethnicities", which is present in 13
practices (8 joint and 5 independent multicultural activities). In the joint activities, а common
benefit is also the "learning of words in other languages." In terms of the skills, the predominant
benefit is "the cooperation and interaction with students from other cultures" that is present only
in the group of joint activities, or more precisely in all 19 such activities. In almost half of the
joint activities, the stated benefit is "critical opinion, decision making and problem solving”,
which confirms that the teachers applied tasks of open type with more complex requirements,
which in combination with the cooperation encourage these skills. In the independent
multicultural activities, the most prevalent benefit is the "creativity and imagination" present in 5
out of 7 practices. In the category “positions” most of the benefits (17) refer to "establishing new
friendships among the students which continue after school", which also belong to the joint
activities. The aspect pertaining to the joint activities is expected, in view of the fact that one of
the key objectives of these activities is the cooperation and interaction among the students of
different ethnicities. In the category “positions” the frequently present benefits are "developing a
sense of respect, trust and acceptance in terms of other cultures" and "recognition and acceptance
of the mutual similarities and differences", and they apply equally to the joint and the
independent multicultural activities. Significant are the benefits in the group of independent
multicultural activities which pertain to the decreasing/dealing with the challenges of
discrimination (4 out of 7).
