MALABAR SPECIAL POLICE - AN OVERVIEW
MALABAR SPECIAL POLICE is one of the oldest and prestigious
Armed Police Forces in India and first of its kind in Kerala, established during
the reign of British India. Now the Malabar Special Police (MSP), head
quartered at Malappuram, is an integral part of Armed Police Force under the
Kerala Police, with other sub camps at Nilambur and Melmuri. This police force
is now been drafted for various responsibilities with high profile including Law
& Order and other various assignments. This Battalion has also been developed
as one of the effective, professional and renowned training unit for recruit police
constables of Kerala Police.
This Police Unit is known for its extra ordinary tough training, effective
handling of tough law and order situations and the high quality of firing and
military drills. The largest natural firing range is also part of the Melmuri
Detachment Camp. In addition to the facilities of armed training, the battalion
has a motor vehicle workshop, a central library, a Computer Lab, a Police
Hospital, a wet Canteen, Polish Store and 2 prestigious Schools known as MSP
English Medium High School and MSP Higher Secondary School.

MOTTO OF MALABAR SPECIAL POLICE
The Motto of Malabar Special Police is “YUDHIVIKRAMA” that was
written by a famous scholar and astrologist of Calicut in 1930’s, Sri Norman
Achutan Nair and adored ever since. The spirit of the motto ever remained as
the Beacon to remain the force of its responsibility in performing the duties
under the conditions whether normal or adverse, friendly or hostile, last but not
least, peaceful and dreadful.
VISSION & MISSION
MALABAR SPECIAL POLICE has won many laurels as it emerged as
one of the best police forces in the Kerala state in terms of management of
police administration, maintenance of law and order and its involvement in
various social oriented programme and schemes. A Police Officer is the
bonafide law employee of the police force to be more generally termed as the
Law Enforcement Officer or peace maintaining officer of the state. ‘Officer’ is a
generic term and it does not specify a particular rank. The lowest rank in
MALABAR SPECIAL POLICE is Police Constable and the highest ranked
officer in it is The Commandant.
The role of police force has also changed drastically with the change in
times, Malabar special police is providing high class technical training,

advanced Arms training and self- defence. As a part of social policing MSP is
provided with Janamaithri Sureksha kendram. Janamaithri Kendram provides
the basic infra-structure for sustaining the community policing programme.
Malabar Special Police has an inseparable part in the history of Armed Police
Battalion and will continue its prestigious journey for the wellness and integrity
of the nation.
The responsibilities of the police officers are varied and differ greatly
according to social, demographical, geographical and political situations
prevailing in the country. Apart from the typical duties like maintenance of law
&order, protection of life and property of citizens, investigation of crimes, the
police officers are expected to respond to variety of situations that assume a
direct bearing on the life and security of the citizens a saw hole like natural
calamities, manmade disasters etc. Rules and regulations are there that dictate
how a police officer shall behave within the community and respond to the
offensive, criminal acts on the part of the citizens. The function of the Police is
not confined to enforcement of law only, but they are responsible for
discouraging crimes as well through surveillance and high visibility.

CHRONICLE OF MALABAR SPECIAL POLICE
POLICE IN ANCIENT KERALA
No authoritative records are available
describing the history of policing in the ancient
Kerala. The literary works of the Sangamon period
depict the ancient policing system. Appointment of
Sentries and watchmen on the highway stop, protect
the travelers and caravans of merchants of these were referred to in those
ancient literatures. The literary works of Sanghom period also describe various
types of ‘’Kaval’ (guard), Kanchukil (who had kanchukam or uniform),
Dwarapalakas (Armed men guarding the gates and entrance and Kolkaran (man
armed with a stick). Those who were posted in the secret service section were
described as ‘Charan’, ‘Doothan’, Apasarpakan and Goodapurushan. Foreign
travelers who visited Kerala during 13th century had admired the structure of
the Police- judicial system which existed during that period.
During the16th and 17th centuries the Kings of Kerala including
Travancore copied many things from the Mughals. Thus there were
‘Thahsildars’ heading the ‘law &order’ and the Revenue department of a taluk
at that time. Thahsildars were in-charge of local administration. The
terminology given to police officials in the low ranks was ‘Vicharippu, Police
Nayak, Jamadar, Havildar, Daffedar, Naikans, Mudhalpar, peons,’ etc. The
ancient system of police with the help of Adhikaris (Village, Revenue Officer)
continued in different forms indifferent parts of the state.
In 1834 there was reorganization of police with new revenue divisions
under the charge of officers called as Diwan Peshkars. They were actually
officials with the charge of the present day District Collector, Magistrate and
Superintendent of Police put together. In 1847 the second regulation came into
effect and in 1854 a complete reorganization of police came into existence.

A BRIEF HISTORY OF MALABAR SPECIAL POLICE
Since its inception, the MSP has successfully overcome all limitations
and established itself as a crack corps. The beginnings of this Force are to be
found in the Nayar sibbandy Corps raised under native chieftain towards the end
of the 18th century. The Nayar Sibbandy Corps was developed to overawe the
Moplahs. Later their place was taken up by a Force of 500 armed policemen
raised mainly for the purpose of collecting revenue. The Force suppressed a
gang of Moplah fanatics, who settled in Chembrasseri Village. The MSP was
made permanent in 1897. The Malappuram Special Force armed with Martin
Henri Single- Shot rifles proved insufficient before the guerrilla tactics adopted
by the rebels. Nevertheless the members of this Force brought lasting fame to
their organization

1n the year 1921 Malappuram witnessed awake of popular unrest and
other law and order problems. Richard Hitchcock the District Superintendent of
police, south Malabar realized the imperative need to raise a special police
force, organized, armed and equipped on the lines of Indian infantry battalion to
deal effectively in quelling the rebellion and to ensure law and order as soon as
troops are removed. This suggestion was strongly endorsed by Thomas the
District Magistrate, and was accepted by the Viceroy s Government on 3Oth
September 1921, which then sanctioned a strength of 6 British officers, 8
Subedars, 16 Jemadars, 60 Havildars and 600 Constables to be formed in to 6
companies of auxiliary police with its head quarter at Malappuram. This was the
beginning of the Malabar special police as it was run by the British Government
and often used to quell local disturbances. The MSP was seen as a symbol of
colonial oppression, a view that continues to hold Sway today. On the eve of the
linguistic reorganization of the states in 1956, the MSP was divided in two. One
half of the 6 companies and half of the headquarters company came to the share
of Kerala and the other half was allotted to Madras. Presently the MSP is
headquartered at Malappuram

ABOUT THE FOUNDER
RH HITCHCOCK
Hitchcock was the First Commandant of Malabar Special Police. He died
in 1926 at early age of 42 while on a holiday in London not long after he had
completed writing the ‘history of Malabar rebellion’

Before Tippu Sulthan occupied
Malabar, it was administered by
Naduvazhis and Desavazhis with the help
of local Chieftains. In the early years of
18th century only a primitive Police force
comprised of ‘Kolkar’ was maintaining the law and order in the Malabar area.
After the invasion of Tippu, the situation changed as many Naduvazhis left
Malabar resulting in utter chaos. When British started ruling Malabar in 1810,
Captain Watts trained 500 Armed Policemen. They took over the Police duties
from the then existing wing of Kolkar, Defedars and Jamedars. An additional
1600 Kolkars were trained and added to do work for the Police
In 1816 a new system was introduced in Malabar by the British Rulers.
As per the system the control of Police in a village was vested with the Village
Adhikari, the control of Taluk Police was vested with the Thahsildar and the
Control of Police in important cities was vested with Police Amines. All the
above functionaries had to work under the control of the District Magistrate
The frequent rebellions against the administration of the British in area
prompted the Madras Presidency to institute police reforms under the Act 24 of
1869. The whole Malabar was divided into North and South Malabar with
Headquarters at Tellicherry and Calicut for smoother administration of Police.
In1906, it is estimated the Malabar Police had 188 officers and 1278 men in 106
police stations. In 1884 as a special punitive force, Malabar Special Police was
organized. The great eruption of Mopla rebellion forced the authority to create
strength of 600 constables in addition to British and Indian officers on 30th
September, 1921 and thus began Malabar Special Police Battalion. When
Kerala State was formed the Malabar Special Police was divided into two units,
one was sent to Madras State and other half was retained in Kerala. Malabar had
a Superintendent of Police at Kozhikode under the IG Western Range,
Coimbatore with Inspector General of Police at Madras

The logo shows a coconut tree, mountain
and mixed form of sea and sky at the middle which
represents the landscape of the region. It is
surrounded by paddy, at the top there is Ashok
stambha and the bottom structure contains the
word Malabar Special Police and the middle of the
structure contains the word Kerala police

FLAG
The rectangular horizontal flag of 3:2 ratios, is sectioned diagonally
upper part of the diagonal is green in colour and the lower part of the diagonal is
blue in colour. The logo of Malabar special police is placed at the centre of the
flag.

MALABAR SPECIAL POLICE AT PRESENT The Commandant acts as an Organizational Head of Malabar Special
Police Battalion. MSP presently has two detachment camps apart from
Malappuram one is at Melmuri and the other one at Nilambur.
MALAPPURAM HEAD QUARTER
The MSP headquarters is located in Malappuram on an area of about 67
acres. In Malappuram Headquarter Camp, Office of the Commandant, Deputy
Commandant, Assistant Commandant (Adjutant, QM, Training), Battalion
Office, Office of BTO, Office of MTO, Band Wing &Offices of mainly 4
Companies (Head Quarter Company, Main Training Company, E Company,
and F Company) are situated. Besides these Janamaithri Kendra, Hospital,
Gymnasium, MSP School are also situated here. For the accommodation of
police personnel, MSP provides10 well furnished barracks with three mess halls
and one canteen and a well resourced police club for senior officers. Polish
store, Wet canteen and Central Police Canteen are also positioned in MSP
Headquarter

NILAMBUR DETACHMENT CAMP
It is another sub camp of the MSP, which is located on 21 acres .Here,
the office of Assistant Commandant (1 wing), offices of companies A, B and C
are located. This sub-camp is so maintained to keep the eco friendly behavior
and have8 well-furnished barracks with two mess halls and a canteen for the
accommodation of police personnel and officers. The camp is also used for
training purpose.

MELMURI DETACHMENT CAMP
The MSP's Sub camp, Melmuri, is located on 56 acres. The Inspection
Bungalow, built during the British rule, has a unique style of architecture.
Offices of the Assistant Commandant (2 wing) and D Company is located here.
For the accommodation of police personnel, we provide four well furnished
barracks with one mess hall and a canteen and well resourced Quarters endow
for officers

FIRING RANGE, MELMURI
This is the only Natural Firing range in Kerala. It acts as a great support
to other battalions for their firing practice. This firing range is situated in 42
acres. Apart from this, every unit in Kerala Police, Central Para Military forces
and NCC Cadets also uses this firing range for their firing practice and hence it
became a key stone for Kerala police and other forces in the field of firing.

SUPPORTING OFFICES
OFFICE OF THE COMMANDANT
This office shall be responsible for keeping the discipline, administration
and training of the personnel of the unit. The Commandant will be the drawing
and disbursing officer of the unit.
OFFICE OF THE DEPUTY COMMANDANT
It is the responsibility of this office to coordinate and supervise work of
battalion headquarters and in charge of the educational training in the unit. This
office is also responsible for the proper administration of all private funds in
this unit

He will be the commandant’s staff officer for all administrative matters
OFFICE OF THE ASSISTANT COMMANDANT (QM) This office will be responsible for the proper receipts issues and care and
preservations and for the correct accounting of all government stores.

all training programme in the unit.

office and also in respect of building and premises under the control.

BATTALION TRANSPORT OFFICE
For fulfilling the transport Purpose of the MSP Battalion, a Transport
Wing of the MSP Battalion operates under a Battalion Transport Officer. It is
the responsibility of this office to keep and maintain all vehicles in this unit in
good condition and also provides adequate vehicles for the movement of the
emergency duty parties and ensures this availability in time.
RANGE WORKSHOP
A Range workshop operates under a Motor Transport Officer for vehicle
maintenance in the Northern Kerala districts.

BAND WING
MSP also owns a band section, the brass band is headed by the sub-inspector.
This wing performs important role in the ceremonial functions of the police
department.
BATTALION OFFICE For the administrative assistance as well as for clerical work, Battalion
office is maintained with Ministerial staffs

WELFARE MEASURES
PROVISION AND POLISH STORE A provisional and polish store operates for MSP in order to provide
goods at cheaper rates to the employees of the battalion.
GYMNASIUM Since 2006, a multi-gym for policeman to maintain their physical fitness
has been functioning at the Malappuram headquarters camp with modern
facilities.

HOSPITAL
The hospital functioning for the MSP was established in the early days of
the regiment, 7 staffs including two doctors are working here. A medical lab
and a pharmacy are functioning under the hospital.

MSP SCHOOL
The MSP School was founded by R L STITHAM, who was the then MSP
Commandant and DSP, on 1-09-1908 at the request of the police to provide
elementary education to the children of the policemen of the MSP, which was
established to control the unrest in Malabar during the British rule. The school
initially consisted of two teachers and six children and was open only to the kids
of police personnel, but later the children in the vicinity were also allowed to
enter
This institution, formerly known as the Police School changed its name as
Hitchcock Memorial School following the death of Hitchcock, MSP
commandant, in 1921-24. However, it was approved as an LP school in 1926
and was upgraded to a UP school in 1958, HS in 1965and HSS in 2000. In 1967
it was known as MSP High School. In 1994, Unaided School was founded. The
school has about 850 children and about 60 non- teaching and teaching staffs.
Approximately 2,500 children study in both schools and 107 teachers also serve
here. Smart TVs are installed in all classrooms to facilitate distance education.
To enhance the educational service, classrooms have Computer labs for
improving IT standards. For the welfare of the community, the MSP School
generates electricity from 15 KV Solar Panel Provided to KSEB. The school
manager is the MSP commandant. It also has the distinction of being the only
school in the state owned by the Police Department

JANAMAITRI CENTRE
A variety of social activities and awareness classes are being conducted under
the auspices of Janamaithri Centre, which was established at MSP as part of
Janamaithri police. Pain and palliative care activities are also carried out as part
of the MSP Janamaithri Centre. In collaboration with Janamaithri MSP, KPA
and KPOA of MSP, various camps were organized with public participation,
including the Eye Testing Camp and Lifestyle Diagnostic Camp
COOPERATIVE SOCIETY
A Cooperative Society is functioning at MSP in order to provide for the
welfare of the police personals.

It also has a library of over 3000 books in various genres and a recreation hall

There is a community hall under the MSP Kshemanidhi at the MSP
Headquarter to benefit the public

MOSQUE
A small mosque for prayer for the benefit of Muslim policemen under
threat during the period of hostilities
SPORTS HOSTEL
The Football Coaching Centre’s hostel under the Kerala Sports Council is
run by the MSP. There are 45 students in the junior and senior categories

TRAINING PROGRAMMES AND PARADE
MSP provides basic training to Recruit Police Constables, ToT training to
trainers and different refreshment training courses. Every recruit police
constables who joins Malabar Special Police undergoes basic training provided
with quality training. Every trainee is taught to be adept in the laws and
procedures of the law, how to handle a computer, put to use information
communication technologies including its advanced manifestations, how to
drive a four wheeler & two wheeler, to be proficient in drill and musketry, to
swim under field conditions, to handle and use a wireless set; to write reports, to
acquire skills of investigation and management of law and order, to be properly
sensitized to the special needs of women and children, to empathies with and
intervene effectively in respect of marginalized and vulnerable persons, to know
of different kinds of weapons and explosives, to handle traffic safety matters, to
acquire the skills and knowledge of forensic Sciences, to communicate properly
over telephone and other media, to communicate with different groups in a non-
offensive manner, and to be proficient in un armed combat

PARADE
In every year various parades are being conducted in MSP in different
occasions. The parade is categorized according to the occasions such as
Independence Day parade, republic day parade. Commemoration Parade,
farewell parade, Friday parade. In every year a platoon from the MSP performs
well in the ID & RD Parade and has been praised for best platoon trophy. Apart
from this, one platoon of MSP has been participating in ID parade which is held
in Thiruvananthapuram regularly. In 2020 one platoon of MSP participated in
ID parade which was conducted at Chennai and that was appreciated by
superior officers for outstanding performance

CONTRIBUTIONS OF MALABAR SPECIAL POLICE
GUERRILA OPERATION IN MADRAS MSP was called for action immediately after wards when Alluri Sitharam,
had raised the standard of revolt among the aboriginal tribesmen of the Ouden
Hills on the Eastern Ghats in the Vizagapatanam Agency. Two British officers of
the Indian police, Scott and Hayter were ambushed and killed. When other police
forces were not able to deal with the situation, it was decided to call Malabar
Special Police. The Fituri as the rebellion was called lasted till the 24th May1924
when Alluri Razu was killed in action
INFANTRY TASK IN HYDERABAD POLICE ACTION IN 1948
The most glorious chapter in the history of MSP came about in 1948
during the Hyderabad police action. When the police force become necessary in
Hyderabad, A police force having the standard almost similar to the Army was
necessary to spear head the attack as it was the policy of the Ministry of Home
Affairs under Sardar Vallabhbhai Patel. Having specific and continuous reports
about the capability of MSP from all the Military inspections from the year 1929
to 1947, the Chief of the Army suggested to V.P.Menon to engage Malabar
Special Police to spear-head the occupation/with the Army to give a police touch.
MILITERY OPERATION ORDER
The Commandant MSP was summoned to Delhi to finalize the procedure.
Accordingly three companies of MSP were earmarked to be in the fore front of
occupation which gave the unique distinction of being the first police force in the
history of India to be included in a Military operation order and to be assigned an
Infantry task. This historic background was disclosed by none other than
F.V.Arul, IP who was then Commandant, MSP to a batch of IPS probationers at
the Central Police Training College (now Police Academy) while delivering a
guest lecturer in the Passing Out Week in 1960 when he was Inspector General of
Police in Tamilnadu.

HYDERABAD POLICE ACTION
It was on 14th September 1949 in the action of Munirabad where two
platoons of MSP had hotly engaged against a group of fully armed Rezakers
supported by Hyderabad state force regulars that Constable Appu Nair of MSP
made the supreme sacrifice. He was shot through the head while gallantly
defending a post. He was awarded posthumously the Presidents police medal
for gallantry and his widowed mother a pension; three other ranks were given
the award for various acts of gallantry during the campaign. There was high
appreciation show ere don MSP from all official and unofficial sources on the
conclusion of the operation. Madras government issued orders confirming all
the companies and making them permanent.
SOME QUOTES BY ARMY OFFICERS ON MILITARY INSPECTION
Bi-annual inspection by Army Officers of Brigadiers and above were
introduced in 1929 and continued ever since expect for the period between 1940
and 1945 due to second world war, although on their renewal in 1945 it was
made annual. Glowing tributes were made by senior Army Officers every time.
Here are some of them. Major General Telfer Smollet, G.O.C. Madras Area on
his visit in 1938-“an efficient mobile and self-reliant force which should give an
excellent account of itself in the role which it is required to fulfill. MSP is a
crack corps" Brigadior Visheshar Nath Singh, Sub Area Commander,
Bangalore in 1948- "the guards were absolutely first class and of uniformly
high standard. It was a treat to watch the men on Parade."
Major General and Commandant of the Indian Military Academy,
Habiblla in 1949- “The general turn out and atmosphere within the sub units of
the force indicates the very high spirit-de-corps of each and all in the force. The
gazetteer officers, junior officers and men impressed me as being keen, alert
and proficient at their job. The whole organization is well molded and
efficiently maintained.”

DUTIES
MSP is used for law and order duty, VIP/VVIP duties in all districts of Kerala.
Officers are praised for their excellent performance in general election duty in
other states. MSP has been attending Sabarimala duty every year. MSP has
provided backup support for Thunder Bolt Commandos in LWE affected area.
MSP has provided outstanding services during the flood and relief duty and was
praised for their excellent performance in last two years

CENTENARY CELEBRATION
INTRODUCTION
Being formed in 1921 MSP is going to celebrate its 100 years of
excellence in service in 2021 with various projects and programmes. The
programmes include various cultural and public programmes. It is to be
conducted as a one year programmes.
PROPOSED PROJECTS IN ACCORDANCE WITH
CENTENARY CELEBRATION
As a part of Centenary celebration, a centenary gate is constructing and work
is in progress at Head Quarter of MSP, Malappuram.

It is proposed to be constructing a 100 bedded hospital inside the MSP
headquarters camp for police personnel. The required land for this proposed
hospital is situated inside the MSP headquarters camp Malappuram, near the
present MSP hospital and Gym. The building will be a total of 32000 square
feet in area.
In connection with the celebration, it is proposed to construct a Police
Museum. A committee has been constituted for this purpose and already started
its initial work. For this purpose members in the committee have collected
ancient documents& objects from various camps of MSP and also decided to
preserve the old buildings in MSP which was constructed during the formation
of MSP.
This is a project that proposed to be constructed as a part of the
celebration. This aims at maintaining a natural and ecological atmosphere inside
the camp by planting natural tress and medicinal plants.
It is proposed to design a MSP centenary postal stamp in accordance with
the centenary celebration. The design and the proposal of the stamp have been
sent to police headquarters Trivandrum for its approval.
It is proposed to establish a football academy at MSP headquarters in
connection with the centenary celebration.

MISCELLANEOUS MATTERS
MSP AND THE PUBLIC
MSP provides hospital facility for the people nearby and ensures best medical
facilities such as high qualified doctors, advanced labs with low cost, pharmacy
facilities. In every year medical camps have been conducted inclusive of
participation of people. Many surrounding people utilizes MSP headquarter
ground for jogging, walking and other physical activities.
MSP provides community hall which has been utilized by many people
for marriage function, conducting meeting, cultural programme, and school
celebration. MSP School is well known for their educational and non-
educational activities.
MSP Janamaithri Kendra provides various healths related equipment’s
who need such assistance. Independence Day and Republic day are being
celebrated every year with the participation of public people. These activities of
the unit itself show a good relationship is maintaining between people and unit
force.

SPORTS
MSP has a precious sports background in football, volley ball, cricket,
basketball & athletics. MSP has hosted and won different sports events. Since
1998 a sports hostel is also run by MSP. Students of different age are admitted
here from different parts of Kerala through trial matches. The students from the
MSP sports hostel are also playing for many national clubs and departmental
team.

POLICE MEET
The MSP, who has been attending police meetings since 1961, has not
only made impressive performances but has also been a leading figure in the
1951 all-India police meet.

OUTSTANDING PERFORMANCE OF MSP SCHOOL TEAM
MSP HSS participated four times in Subrato Cup, one of the famous inter
school football championship at international level. In 2008 MSP School
participated in Subrato cup for the first time and reached quarter final. In 2012
& 2014 MSP HSS reached final of Subrato cup and became runners up. In the
final match of 2014 Subrato cup “Colegio Estadul Santo Antinio Reodegenero
Brazil” defeated MSP HSS Malappuram 7-6 through sudden death.

CONCLUSION
Malabar Special Police Battalion has played a glorious role in the history
of policing in pre and pro Independence days and still continuing its prestigious
journey for the wellness and integrity and makes the magnitude beyond the
explanation and as a diamond which ornamented the cap of Kerala Police
especially in the branch for Kerala Police Armed Police Battalion. The historic
role of Malabar Special Police Battalion neither fade out nor neglected from the
history of this god’s own country. Of course the significant and remarkable
experience of Malabar Special Police Battalion facilitate its development in
very swift, creates history in future also. Now a days Malabar Special Police
Battalion is being developed as community interaction centre to ease police-
public interface to chalk out action plans for enhancing safety and security of
the community.
