1. PROJECT DESCRIPTION

1. Government of Madhya Pradesh (GoMP) has requested the Asian Development Bank

(ADB) through the Government of India (GoI) for a Multi-Tranche Financing Facility

(MFF) to part finance the feeder separation investment program. The key aspect of the

feeder separation project is separation of the irrigation and residential/commercial loads

in rural areas and to adopt measures to check pilferage of electricity.

2. The Madhya Pradesh Paschim Keshtra Vidyut Vitaran Co. Limited (MPPKVVCL) as

power distribution company-DISCOM-W serves as the executing agency (EA) for the

projects under DISCOM-West for distribution system improvement for Indore & Ujjain

circle. DISCOM-W currently serves about 3.75 million customers within an area of

77,021 km2 in the rural and urban areas.

3. All feeder separation project activities are being carried out within the 14 districts in

phase-2 of DISCOM-West. There are about 900,000 agricultural pumps in the project

area, along with over 2.9 million household customers in the project area. The objective

is to create feeder separation network.

4. The Feeder Separation Project was a continuation of the on-going distribution

improvements and it has enabled 24 reaping the full benefits of power sector reforms

undertaken with the help of ADB program loan (IND – 2830- Tranche-2) that created an

enabling policy framework. Government of Madhya Pradesh (GoMP) launched Feeder

Separation Programme (FSP) (hereinafter referred as FSP Project) to separate

domestic load from agricultural load in rural areas.

5. The main objective of the programme were to provide continuous 24 hours power

supply to households and continuous 10 hours power supply to agriculture pumps in

rural areas and to reduce the T&D losses of the distribution system from eight per cent

to 22 per cent in the rural areas.

6. To implement this project district wise sub projects are prepared for strengthening and

modification of present electrical network and work is planned to be awarded to different

competent vendors so that entire project can be completed within the time limit.

7. The main project activities includes (i) erection of 11 kV additional bays along with VCB,

control relay panel; (ii) Laying of 11 kV lines on PCC poles with (rabbit) AAA conductor;

(iii) Installation of 25 KVA 11/0.433 kV distribution transformers; (iv) HVDS System

(Conversion of existing LT to HT line);(v) 33 kV bays at EHV substations, 33 kV new

substations and 33 kV lines; (vi) Replacement of bare conductor of LT lines by AB

cables; (vi) replacement of damaged lines by armored PVC cable; (viii) provision of

meters for un-metered consumers; and(vii) GIS based consumer indexing and asset

mapping.
