GREETINGS FROM THE MAYOR’S OFFICE

This past year has been a busy one with many elections and high voter turnout here in Muskego. It’s good to seeMuskego residents taking a strong interest in its right to vote. We’ve also been busy building new roads and trails, im-proving travels and community appearance. Pride in one’s community is important and it could be argued thatMuskego’s pride is stronger than most.

After the passage of ACTS 10 & 32, employee bargaining units, outside police employees, have decertified. We are nowworking on developing an employee handbook and new merit pay program for former represented employees.

As we approach the holidays, please remember the families in need whether it be through the Muskego Food Pantry oranother worthy program. And please also remember those that have sacrificed for our freedom and those that continueto serve today while they are away from their families during the holidays. Best wishes to you and your families this holi-day season.

PAYING TAX BILLS: Avoid long lines, interest and penalty with one of the payment op-tions outlined on your tax bill as well as noted on the city’s website.

WINTER PARKING RESTRICTIONS: Muskego Police Department reminds residents thatwinter parking restrictions will take effect soon. Restrictions prohibit the parking of any vehicle on any public street orhighway in the city between 3:00 AM-7:00 AM beginning December 1 through April 1 unless temporary parking is au-thorized by the police department. There are fines for a parking violation of this ordinance. Trucks are prohibited fromovernight street parking throughout the entire year.

WINTER PLOWING REMINDERS: Per Ordinance 452, no person shall plow snow on his driveway or sidewalk orroad in such a way as to interfere with his neighbor’s customary use and enjoyment of his property. And, no personshall put snow by any means onto any public street, roadway, or thoroughfare. Additional snow plowing policy on thecity’s website.

2013 BUDGET: The 2013 budget reflects a 1 cent decrease in the tax rate with a slight increase to the taxlevy. A home valued at $300,000 will see a $2 tax reduction. Capital investments for 2013 Budget involve noborrowing. The utilization of landfill funds and other special revenue funds will be used in lieu of borrowingfor 2013 capital investments. COMMUNICATIONS: A new website will be live by the end of this year for more ease in locating information anddoing business. Also aiding with improved communications will be the replacement of our antiquated phone systemwith an upgraded system for better service. Communications are an important part of life as well as doing business.

PARK UPGRADES: The 2013 Budget includes various park upgrades. The Park Arthur archery range is now open andthe sledding hill will be opening this winter. Bring on the snow!

ECONOMIC DEVELOPMENT: 2013 Budget also includes a new position allowing the Community Development Direc-tor to oversee the implementation of the marketing plan. The plan takes a proactive approach to increase the commer-cial tax base while creating new job opportunities.

The Muskego Parks and Recreation Department is a governmentalagency established for the purpose of providing parks, facilities, andrecreation programs for the community. The Parks and Recreation De-partment is governed by appointed commissioners who set policy forthe operation of the department. Regular Parks and Recreation Boardmeetings are held on the second Monday of each month at 6:00 p.m.in the Alderman’s Room, Muskego City Hall, W182 S8200 Racine Av-enue. Residents are invited to attend and are welcome to make sug-gestions or constructive comments to improve programs or facilities thatare offered to you.

Credit Card Refund PolicyYour credit card security is important to us. The department has become PCI compliant and indoing so; we no longer store credit card numbers. As soon as a transaction is processed, thecredit card numbers are urged. This gives us the most restrictive security for handling our creditcard transacions. Anyone paying by credit card and cancelling out of a class or having their classcancelled, that amount will be placed on credit for future use unless otherwise requested. If a re-fund is requested to be placed on the credit card, the credit card number will need to be given tothe department in order to process. All other refund/cancellation policies are still in effect.

What if...The Program You Chose is Filled?You will be notified and given your second-time choice.

Both Of Your Choices Are Filled?You will be notified and you may choose to be put on awaiting list. The department will make every effort to ac-commodate those on waiting lists (adding classes, etc.)If additional class openings become available, we willthen go to the waiting list to fill the class. Once you havebeen notified that the department can place you in aclass, a date will be given to you as to when the class feemust be paid. If payment is not received by the re-quested date, the opening will be offered to another per-son on the waiting list.

Your Class Has Been Cancelled Or Changed?This means that the program has not met its minimumregistration requirements by four (4) full working daysprior to its beginning. You will be notified accordingly.

*Please fill out all information CAREFULLY ANDCLEARLY. Be sure to include the CLASS NUMBER foreach program registered. The class number will as-sist us when processing your registration request.

*Be sure to list your second choice for a program if you pre-fer one. You will only be notified if your first choice is not available.

A 24-hour drop box is located outside the main entrance ofCity Hall. Another drop box is located at the Parks and Recre-ation Department in Muskego City Hall. You may place yourregistration form with check , money order or credit card num-ber (Do not send cash!) in either of these boxes. The boxesare checked every morning Monday-Friday. Registration formsand envelopes are available at the Parks and Recreation De-partment window. Counter registration hours are 8:15 a.m.-4:15 p.m. Monday-Friday.

Non-resident Registration starts December 3*Non-resident registration will be accepted in person or by tele-phone with a credit card. Registration hours are 8:15 a.m.-4:15p.m., Monday-Friday.

*If a class listed starts prior to the above dates, registration willbe taken for that class only.

CONFIRMATIONSThe Muskego Parks and Recreation Department will senda confirmation only if a registrant includes a self-addressed,stamped envelope when registering by mail or drop box.If no self-addressed, stamped envelope is enclosed, NOCONFIRMATION WILL BE SENT. You will be contactedby phone only if classes are cancelled or filled. If you arenot notified by phone, assume your class will continue asscheduled and attend the first class.

Don’t Forget

Department does not provide receipts for mail-in/drop-off/registration nor with telephone regis-trations.

You need to include a stamped, self-addressed en-velope to have a receipt mailed to you.

When To Register RESIDENTS (residing within the Muskego/Norway School Dis-trict) may drop off, counter, mail in, or register over the Internetstarting November 16. Registration by credit card (Mastercardor Visa) for residents over the phone will be available starting No-vember 27. Registration is ongoing through the start of the pro-gram.

NON-RESIDENTS registration will be accepted starting Decem-ber 3 and will be ongoing until classes begin or deadline for class.

All registration received will be timed and date stamped when re-ceived at the Parks and Recreation Department. Registration willbe processed according to the time and date received.

LATE REGISTRATION POLICYThere will be no pro-rating of program fees for late registration.

NO ON-SITE REGISTRATIONInstructors will not accept registration/payment at class location.All registration transactions must be completed at the departmentoffice prior to scheduled class, unless otherwise noted.

Policies

Program ExcellenceThe Muskego Parks and Recreation Department works with avariety of individuals and agencies to ensure that recreation pro-grams and services are available and accessible to all persons.Please contact us to let us know how we can make your recre-ational experience a safe, successful, and enjoyable one.

Fees and ChargesThe policy of the department is that those who participateshould help defray the overall costs of that activity. Fees andcharges are therefore assessed according to the needs of theprograms such as extra leadership, skilled instructors and specialequipment.

SPECIAL NOTE: The department, however, does not want toexclude any adult or child who is unable to pay these fees dueto unemployment, illness, or other unfortunate situations thatmight occur. The family unable to pay all or part of the chargesfor the above reasons, should contact the department officeprior to registration.

Refund PolicyOnce you have registered for a program, you are responsiblefor payment whether you attend or not. ALL REGISTRA-TIONS are final with these exceptions only:

1. A program is cancelled by the Parks and Recreation Department prior to its scheduled starting date. No fee assessed for this type of cancellation.

2. Prior to the start of the program and three full working days’ notice is given to the Parks and Recreation De- partment. A $4.00 cancellation charge will be assessed for this type of cancellation. 3. A refund will be given during the duration of the pro gram only if a conflict, injury or illness arises. The $4.00 cancellation charge as well as a pro-ration of the class fee for each class held will be deducted from the re- maining refund.

**Some charges and cancellation dates may vary with special noted classes.

Non-resident PolicyFees charged for programs will be 50% more (to the nearest halfdollar) than the resident rate for those wishing to participate inMuskego recreation programs (unless otherwise stated).

NOTE: Non-residents may pay the resident fee only in thefollowing situation:

(1) Those non-residents residing within the Muskego/Norway School District. (2) If it is a community cooperative program.

Cancellations1. If you have a question concerning the status of a

program (inclement weather, school closed, etc.) CALL THE 24-HOUR INFORMATION LINEFIRST AT (262) 679-5645.

2. If you have not been informed through the in- formation hotline or contacted by the Parks and Recreation Department, assume your activity has not been cancelled. 3. If poor weather conditions develop within 1-1/2 hours of the activity/event, report to the site if in doubt. Remember, all sites are unique and activi- ties may be conducted or modified. 4. Once at a program site, decisions concerning the cancellation or discontinuation of the activity will be in the judgement of the site supervisor/leader or game official.

Lesson ObservationThe purposes of these classes is to help your child have a funopportunity with their peers. Parents are welcome to observeon the first and the last day only unless a special observationday is set up. Total concentration on the part of your child iscrucial. For the best instructional atmosphere, health and safetyof your child, observation of other class sessions is not permit-ted. Please feel free to discuss your child’s progress before andafter class with the instructor.

Minimum/MaximumThis designation is for the number of students needed to holda program (min.) and the number to fill the program (max.).These guidelines are necessary to insure the best possible in-struction for each class member. The department may increaseor reduce program size if necessary.

Fair Share PolicyThe Parks and Recreation Board has adopted a fair-share policyof nonresident user fees for recreation programs. The City ofMuskego resident and Muskego/Norway School District resi-dent contributes financially to the operation of the Parks andRecreation Department via property taxes and school taxes.The fair-share concept is intended to apportion part of the over-all financing of the Parks and Recreation Department to non-resident participants on an equitable basis with the resident.The nonresident fee for each program is printed along with theresident fee throughout the program guide.

Preschool Aged School-Year Program(For children ages 3 to Pre-K)

The Parks and Recreation Department offers this dynamic educational and socialization program which is offered inthe fall, winter and spring sessions. Children must be the required age by September 1 to enroll.

While in class, your child will be engaged in developmentally appropriate activities that will stimulateeach child’s social/emotion, physical, creative and cognitive development. This program will introduce

students to basic skills such as color, shape, number and letter recognition and encourage languageand thinking skills. Children will have fun while learning through play, exploration, stories, crafts andmusic. Guest speakers each session and an option of attending a field trip each session is also offered.

There are two program opportunities; Little Learners for children who are ages 3 & 4 and Jump Start to Kinder-garten for children ages 4 1/2 to Pre-K. These programs are designed for children to start in one class and continue inthe same class for all three sessions which will allow them the opportunity to complete all educational materials beforethey move on to the next session. New children can join at any time, but for the most positive learning experience, werequest that you not move your child when they turn 4, but rather keep them in the same program until the next fall.

Each 10-week session provides new and exciting educational opportunities. Fall session starts in September, winter ses-sion starts in December and the spring session starts in March.

With these classes, we also utilize the parents as classroom helpers. This allows you the chance to participate with yourchild in their classroom experience. We ask that you volunteer at least one time per session. We also request that the

children bring a snack once per session. Because we do provide snacks, please inform us of any allergies when register-ing your child. Please also note that we are not able to administer any medicines to children other than inhalers and Epi-

pens. Children who attend these classes must also be potty trained and able to use the washroom with minimalassistance.

Kids Yoga is Here!(Ages 5-9)

We all know that Yoga is very beneficial in keepingour bodies strong and flexible as well as calming and centeringour minds. These same benefits can be enjoyed by children ofall ages and abilities. We will begin with some fun focusingtechniques including mudras(hand gestures) and mantras(ver-bal affirmations). Breathing techniques are introduced with ex-amples like 'balloon breath' and 'breath of joy'. And then weexplore the amazing library of asanas or poses that includenames such as 'Brave Warrior' and 'Tree' and 'Downward Dog'.We may even make up a pose or two! After we have had somefun with the poses, we will begin to calm down and enjoy afinal rest which is also called 'Do Nothing Pose'. Sometimes myfavorite!

Youth /Teen Youth Winter Basketball League(Grades1-6/ Boys & Girls )Back by popular demand is our 1st-6th grade winter league for boys and girls! Join us for our winter basketball league. Childrenwill play real games with practices once a week and games on Saturdays. All teams will be compiled by a lottery and coachedby parent volunteers. Consideration for picking teams will only be given to parents coaching their children. Each team willhave 2 coaches. Play will begin at 11:30 AM for 1st-2nd graders and at 2:30 PM for 3rd-4th graders and at 5:30 PM for 5th-6thgraders. It is mandatory that children be in at least 1st grade; kindergartners are not eligible to play.

When registering, please indicate if you are willing to coach, and if coaching who will be your co-coach. Also all participantsneed to list at least one night of the week that they CANNOT practice. Teams will be compiled based on that factor.

There will be a MANDATORY parents and players meeting on Saturday, January 12, at 2:30 p.m. at the Muskego High SchoolSalentine gym. Teams will begin practices the week of January 14th.

Grades 1-2 will be a recreational league that will focus on skill development and sportsmanship. No scores will be kept.In this league, referees will stop play to explain rules and fundamentals for the first few weeks of play. Boys and girls will playtogether. We will use a lowered rim to enhance the children's playing experience. Grades 3-6 will still be a recreational league,but with rules more strictly followed. Scores will be kept and the referees will not stop play to explain rules after the 3rd week.Boys and girls will play together in grades 3-4 and will play separate in grades 5-6.

Registration deadline is Friday, December 21. No registrations will be taken after that date. Those registering after thedeadline will be put on a wait list and will only be accommodated if space becomes available on a team. No “new” teams willbe added. Players will be notified of their teams the week of January 7. League fees include a numbered jersey, please indicatesize when registering.

OPDMD Usage of MuskegoRecreation TrailsBecause of the high number of trail users (factorII) with multi-use activities occurring on our trailsystem and while allowing for safe passing (fac-tor IV) from both directions and overall safe us-ages on our 8’ wide asphalt/stone trails,allowable OPDMD’s (only for persons with mobi-ilty disabilities) should not be wider than 32” andfor the safety of all users, all trail users shall ob-serve a not to exceed a 5 miles per hour speedlimit (factor I) on all park trails. Also, per the

city’s trail agreement lease with WeEnergies,they have determined that for safety reasons(factor IV) there are “no motorized recreationalvehicles, including but not limited to snowmo-biles, motor bikes, mini-bikes, motor cycles,mopeds, go-carts, and all terrain vehicles will beused, operated, or permitted on the licensepremises. Licensee/Licensor (City/WeEnergies)shall have the right to use motorized vehicles forpatrol and maintennce of the right-of-way landsused for hiking, biking, and cross-country skitrails.”

OPEN POOL POLICYPlease enjoy our facility. Parents, please remember: There is ab-solutely NO safe substitute for close parental supervision whenyour children come to Open Pool. Our lifeguards are there toenforce the pool rules and to respond to emergencies. Youare responsible for your children!

1. NO FLOTATION devices such as “swimmies,” inner tubes, etc. will be permitted in the pool. ONLY COAST GUARD APPROVED LIFE JACKETS WILL BE PERMITTED. If you have questions, please ask one of the lifeguards.

2. Non-swimmers, children age 6 years and younger and/or under 48” in height, MUST be accompanied in the pool byan adult, who must be within arms reach, providingtouch supervision AT ALL TIMES. This means adult must be in the water with their child(ren).

3. Children who are non-swimmers WILL NOT BE permitted in the diving well at any time even with parental supervision.

4. In case of pool evacuation, participants should have a towel and a clean pair of shoes on deck.

No shoes, boots or outdoor footware are wornon deck.

Pool temperature and maintenance is regulated by theHigh School Maintenance Department, not the FranklinCommunity Education and Recreation Department. Re-quests have been made for varying swim water and airtemperature. Due to limited capabilities of swimming poolequipment, the maintenance department makes every at-tempt to maintain a water temperature of 80-83 degreesand the air temperature of 84-87 degrees. These tempera-tures could be cold for some swimmers.

Aquatics @ Franklin High School PoolBefore You Take The Plunge!The Franklin Recreation Department offers a diverse rangeof recreational and instructional programs. We offer theAmerican Red Cross Learn to Swim Program, which in-cludes lessons for infants, school age children and adults.This program focuses on having fun while keeping swim-mers safe in and around the water.

Locker Room AttendantsLocker room attendants are NOT on duty. However, lockerroom checks will be made periodically by pool staff. Youthwho are 5 years of age or older must use the appropriatelocker room. Prior to the start of the class and once dis-missed from the pool, participants are NOT supervised bythe swim staff. Staff members are preparing for classes orOpen Pool. Please plan accordingly.

During swim lessons, an area in the locker rooms will be des-ignated for moms and dads who have to assist children ages2-4 for changing purposes. Moms and dads are responsiblefor supervision of their child and are asked to be discrete.

What to Bring/Fire AlarmParticipants must furnish their own swim suits, locks andtowels. Patrons are allowed to bring towels and shoes on

the deck in case there is a fire drill. Please be aware that atsome time we may have to evacuate the pool area and gooutside. Children as well as adults should have a small bagwith their towel and shoes available on the deck at all times.

ShowersShowers MUST be taken before going into Open Swim,Aquatic Fitness Classes or Youth Swim Lessons. NOFOOD, DRINKS or GUM are permitted anywhere insidethe pool area.

Building Blocks of Swimming(Ages 4-16)

Has your child been stuck in the same level? In this class, your child will focus more on the key swimming skills needed tocomplete the American Red Cross swim program. On the first day, all swimmers will be tested to determine what block theyshould be in. At the end of the first day, the swimmers will be placed in the appropriate block. After they pass a block, theywill automatically move up to the next block the next time they come to class. The skills that must be mastered in each blockare listed below.

Block 1 Focuses on bobs and blowing bubbles. Each student needs to do 10 full, relaxed bobs.

Block 2 Focuses on front and back floats. Each student needs to hold both floats for 10 seconds each, unsupported.

Block 3 Focuses on front and back glides. Each student needs to do a front and back glide for 10 meters (2 widths).

Block 4 Focuses on the front crawl. Each student needs to be able to swim 15 meters (half of the pool), unsupported. (The basics ofARC level 2)

Block 5 Focuses on the front crawl with rotary breathing. Each student must swim 25 meters (one length of pool) unsupported withrotary breathing. (The basics of ARC level 3)

Block 6 Focuses on the front crawl and back crawl. Each student must swim 25 meters (one length of pool) of front and back crawl.

Block 7 Focuses on the front crawl/back crawl breaststroke kick. Each student must swim 50 meters (two lengths of pool) front andback crawl, tread deep water for 30 seconds, and perform the proper breaststroke kick for 15 meters. (The basics of ARC Level 4).

Block 8 Focuses on the front crawl/back crawl/breaststroke. Each student must swim 100 meters front crawl, 50 meters back crawl,25 meters breaststroke, tread deep water for 1 minute.

One ice-skating rink is scheduled to be maintained for openpublic skating at the following location:

Manchester Hill Park/PondWeather permitting, the ice-skating season will run frommid-January through the end of February. The ice rink willbe open daily Monday-Sunday from 8:00 AM-9:00 PM.Lights at Manchester Hilll Park will be turned on in theevening and turned off at 9:00 PM. An open-air shelter is lo-cated near the ice.

Park Arthur Sledding HillChildren of all ages will enjoy this 50’ tall hill. The sled-ding hill is open during park hours, 9:00 AM-10:00 PM.Rules are posted on site. Parking is available. So, bringyour family and sleds and enjoy this wonderful sleddinghill.

The business and purpose of the Muskego HistoricalSociety is the discovery, collection, preservation andpublication of historical records and data of and re-lating to Muskego, the surrounding area and theState of Wisconsin. A special emphasis is placed onpreserving Muskego’s agricultural heritage with themaintenance of an extensive farm museum. Severalother buildings, both authentic and reproductions,also capture the essence of every day life in earlyMuskego. The buildings and the surrounding prop-erty is referred to as the Muskego Settlement Centre.Several events throughout the year are planned tobring history alive to our community. Arts and Craftfair in September, agricultural demonstrations duringMuskego festival days in August, Ghost Walk Days inOctober and Country Christmas in November aresome of the events that have been planned by yourMuskego Historical Society. The Muskego HistoricalSociety is open to all people who have an interest inpreserving Muskego’s and the surrounding area’spast. Both members and volunteers are needed tohelp with activities, preserve and maintain buildingsand showcase the artifacts they contain. Meetingsare held on the third Wednesday of every month at6:30 p.m. at the Old Town Hall. We are located onRacine Avenue next to the Muskego Police Depart-ment. Membership dues are nominal.
