T here are many definitions of the word “leadership” and there are many books to read and many Web pages to click on to learn about this

skill. But, let’s keep this simple and look at a very basic (but very powerful) definition of leadership which I like: “A leader is one who knows the way, goes the way and shows the way.” (John C. Maxwell)

Where Are You Going? Do you know the mission of your agency? Do you know the goals of your agency which are designed to achieve that mission? Do you see “down the road” where you want your agency or your shift or your employees to go? This is called having a “vision.” In policing, there are many crises and problems which pop up unexpectedly on a day-to-day basis which need to be dealt with. Who has time to plan ahead for where you want to be one year from now or five years from now? Successful leaders make the time and know the importance of set-ting this vision. It would be the same as if you were planning a cross-country vaca-tion with your family. You’d find the time to plan out the best route. You wouldn’t just jump in your car and start driving! You need to know where you are go-ing to have a successful vacation and you need to know where you are going to be a successful supervisor. Successful super-visors and managers have to know their mission (where they are going) and know the role their shift or employees play in ac-complishing the mission. After all, you can’t lead your people somewhere when you don’t know where you are going. And, you

have to know where you are and where your employees are right now so that you can be sure you are on the right road. In our vacation analogy, you’d need a map, an understanding as to where you are now and a knowledge of where you want to go based in part on where are you now. In law enforcement, you need to un-derstand your mission and the goals and objectives of your agency and you need to know how to get your employees to that destination.

Share the Vison To gain commitment, you must share your vision with your people. You must share all that you have learned about your agency’s mission, goals and objec-tives (or where you want your shift or your employees to go). “Here is where we are now and here is where we are going” is a good start. But, perhaps, some will be skeptical. You must convince them that this will be a positive and worthwhile ride. It has been said that leadership is getting others to do what you want them to do because they want to do it. Once you share your vision, they’ll think through the whole thing. Are you the one they should follow? Do you have the knowledge and experience to get them there safely? What happens when they get there? In our vacation analogy, your family members might be asking (or thinking), “Is it worth all of the time and effort to get to that destination?” “What do I get out of this trip?” “Do I trust the old car to get us there?” Your employees will be asking (or thinking) the same thing, “Is it worth

all the time and effort to accomplish these goals or is it a waste of time?” “What’s in it for me?” “Do I trust the bosses to get us there?” “How loyal and supportive will the boss be if we follow him on this jaunt?” It is not simply enough for you to know where you are going. Once you finally know where your agency or your shift or your employees should go, you have to develop the second component of leadership called “shared vision.” (In the definition of leadership previously men-tioned, this would be “goes the way ” and “shows the way.”) What are the goals of your agency or your unit or your employees? If you can truly articulate them, then you should be able to share them with your people. They may not be entirely sure of what the goals are – or even whether, or not, there are any. It is the equivalent of not telling your family where they are going on vaca-tion – just get in the car and let me drive! Maybe a little family involvement might help in planning the family vacation? If you let your employees share in the de-velopment and defining of their goals, they will be much more willing to share the responsibility for attaining those goals which they partially own. To have a successful vacation, you usually need everybody to agree on the destination. At your agency, you need a commitment from your people that they will follow you to their destination. Without developing their willingness to follow you, you will merely take a car ride toward a destination which nobody knows and they may wonder where they are going and re-ally not care when they get there.

Share the Commitment Sharing the vision and the commit-ment involves…sharing. Open communi-cation is critical to any supervisor in any agency. If you have information which will affect your unit or affect your employees, then share it with your people. When the information comes from you, at least they will be sure that they are getting the correct information, untainted by the “rumor mill” which is active in so many departments. As a supervisor, you may be among the first to learn of impending promotions, changes in assignments or a host of other information about the department and its operations. Granted, some of that infor-mation should rightfully be kept confiden-tial, but much of it is, or will soon be, com-mon knowledge. Through this sharing of factual information, you will build up a mu-tual trust over time. Then, even when your employees hear the latest “scoop” from the rumor mill, they will be more likely to come to you and say, “Hey, boss, is this true?” That’s when you’ll know you are a successful leader. If the sharing of day-to-day informa-tion is important, then so is the sharing

of learning. “Knowledge is power,” reads an old adage. When you share what you know or have recently learned, you are sharing your power with your subor-dinates. Conversely, your people have knowledge they can share with you and their peers. All that is needed for this sharing to occur is the opportunity and at-mosphere to do so. Take time to talk with each other, but, more importantly, take time to listen to each other. Everyone must do their job to make the department work. The chief must get the resources from the politicians to run the department. The command staff must administer those resources effectively to keep the department on the right road. The mid-level managers must oversee a variety of units and put out any operation-al “fires” which crop up. The supervisors must make sure the day-to-day things get done and the officers do their jobs to fulfill their policing duties. Effective policing is a team effort. Be sure you share the effort of running the team with all of the other members and make sure that they per-form their share of the work for the suc-cess of the department.

Of course, despite the importance of sharing, there are a few things which suc-cessful police supervisors should NOT share with employees. These can include strictly confidential conversations; “need to know” information; certain personnel information, including medical records or discipline matters; and rumors. And, of course, no police supervisor should ever share failure. If your shift or your employees fail to meet its clearly de-fined goals, it’s solely your responsibility. After all, you are the one “driving the car.” Having a vision, sharing that vision and developing a commitment for that vi-sion – leadership is that simple. A fter recognizing a training deficien-cy about eight years ago, I began teaching a class called, “Off-Du-ty & Concealed Carry Tactics for

Law Enforcement.” The class covered equipment selection, marksmanship and live-fire exercises specific to the types of situations law enforcement officers could face. To this day, I am still amazed by the number of officers who tell me this was the first time they had ever trained using everyday clothing and concealed carry equipment.

While frustrating, this is hardly a sur-prise. In more than 23 years as a law en-forcement officer, I have never received department sponsored training for off-du-

ty or plainclothes carry. I suspect it’s the same for the vast majority of law enforce-ment officers. Since this is our reality, and we need to be active participants in our own defense, it is our responsibility to take up the slack and seek out the neces-sary training for ourselves. With that, let’s take a look at some of the training issues concerning off-duty and plainclothes carry for law enforcement professionals.

The IssueThe majority of law enforcement fire-

arms training consists of going to the range wearing traditional duty gear, using traditional duty weapons and performing drills primarily designed for uniformed pa-

trol. But, those of us in plainclothes assign-ments, such as administrative or investiga-tive positions, are missing out on relevant training opportunities. Many departments authorize and encourage officers to carry off-duty; however, very few departments provide training on the use of smaller, more compact handguns and the associ-ated equipment commonly used when not in uniform.

Equipment ConcernsDesigning an effective training pro-

gram is going to be somewhat dependent on the gear we choose to use. The type of handgun, holster, magazine carrier, and cover garments provide a basic roadmap for our training needs.

When it comes to handgun choice, there are many good options available for plainclothes carry. Both semiautomatics and revolvers can be effective choices –depending on your operating environment. As law enforcement officers, we train us-ing full-size duty guns. Because of this, for consistency and ease of training, it’s gen-erally a good idea to select a concealed AFS

carry handgun which utilizes the same operating system as your duty gun. Since these smaller handguns are more difficult to shoot well, we should take advantage of the training which we already perform using similar full-size guns.

Another important consideration is that, although smaller and lighter handguns are easier to conceal and more comfortable to carry, they also have less grip area. For those of you with giant paws, these will

scarcely leave room for your ring finger, let alone your little finger. When your little finger isn’t part of your grip and the over-all weight of the handgun is significantly lighter, there will be greater muzzle flip during recoil – resulting in less control and slower follow-up shots. This brings us right back to our training issue.

There are numerous holsters avail-able for off-duty and concealed carry use. Many are suitable in design, function and durability for plainclothes carry. Some may be better than others depending on the context, individual preferences and the environment where they are used. Inside the WaistBand (IWB), Outside the WaistBand (OWB), ankle holsters, pocket holsters, appendix carry, and many oth-er holster types are available. Whatever style you choose, the holster must be comfortable enough to wear on a daily basis. If not, you eventually won’t use it and, perhaps, not carry at all.

Belt mounted holsters commonly fit into two categories: OWB and IWB. OWB holsters are generally more familiar to of-ficers. They also keep the handgun fur-ther away from the body, making them more comfortable. From a shooting per-spective, OWB holsters allow for better access to the grip allowing for an unim-

peded draw. The downside is that OWB holsters can be less concealable.

IWB holsters are more concealable and can be worn with a wide variety of clothing options. These holsters tend to “print” less – reducing the obvious bulge caused by a cover garment draping over your holster and handgun. The draw-back is that the holster and handgun can press against your body and rub against (and irritate) your skin. The tight fit can also make it more difficult to obtain your shooting grip. Again, this is why training becomes so important.

When it comes to cover garments, there is a plethora of clothing options available. Fashion choices include a

wide variety of vests and shirts specif-ically designed to allow quick access to handguns, pants with built-in holsters and undergarments designed for con-cealed carry. For most situations, cloth-ing which doesn’t scream “Cop!” is going to be your best choice. Don’t forget the suspension system – a quality belt de-signed to hold the weight of a holster and handgun will make carrying a concealed handgun much more comfortable and se-cure. When you invest in a quality holster, make sure you buy at least one quality belt specifically designed for concealed carry. Your handgun will be more secure, and your hips and back will thank you.

It’s vital to practice a one-handed draw from under a shirt for off-duty and con-cealed carry.

O ne of my favorite annual rituals is attending the SHOT Show. This event might be best described as the world’s largest firearms bazaar

where manufacturers, large and small, display their wares and introduce new products. This year’s event was held January 23-26, 2018, in Las Vegas, Nevada. A cou-ple of days of hard touring will put even the most jaded firearms enthusiast into sensory overload. It’s just impossible to take it all in! There are, of course, thousands of items of interest to the law enforcement professional, including guns, ammunition and accessories. What follows are some brief descriptions of new firearms which might appeal to police professionals and there might be something else in this mix to keep you a little safer.

Although not a new pistol, the APX was Beretta’s submission for the recent Army XM17 Modular Handgun System competition. Chambered for both the 9mm and .40S&W, the Beretta APX mar-ries a fiberglass reinforced technopolymer frame to a steel slide and barrel. The APX

is a full-size service pistol which utilizes a locked breech operating system. It is indeed a modular handgun and utilizes a serialized, removable chassis which can easily be separated from the grip frame for routine maintenance and cleaning. Inter-changeable backstraps of different thick-ness and configuration allow the end user to optimize hand fit. The trigger breaks with about six pounds of rearward pressure and has a short tactile reset. Slide serrations are especially prom-inent on the APX and provide a positive gripping surface for easy manipulation. Three dot sights are standard and tritium sights are available as a factory option. Like all contemporary service pistols, a rail for the mounting of a white light or laser is molded into the frame.

This year, FN is introducing an ultra-compact version of the FN SCAR® rifle to the law enforcement market. The SCAR SC has external dimensions similar to a sub-machine gun, but packs a more decisive 5.56mm punch. With its stock fully extend-ed, the SCAR SC measures a hardy 21.71 inches, perfect for tight spots such as doors or hallways or deployment from a vehicle. The subcompact version of the SCAR is select fire only and its sale is restricted to military and law enforcement. I’ll confess to being a bit of a light nerd. My person-al inventory includes doz-ens of different specimens, ranging from full-size re-chargeables through pen-size units you can drop in a pocket. When I find my-self in a dark place, having an instantly available light source helps keep me safe. So, how did I come to have so many lights? I doubt if any other tech-nology in the public safety field continues to evolve any faster than illumina-tion tools. What was state of the art just a few short years ago has been quick-

ly eclipsed by newer innovations. Just when you think you have it all covered, a new entry to the market offers signif-icant, tangible advantages over what had come before. The new OD40 Long Distance Illuminator from Optical Dynamics is indeed an innovation. With some other high intensity lights, I have enjoyed a degree of success illumi-nating objects or people in the distance. To date, I haven’t discovered any handheld unit which projects light like the Optical Dynamics OD40. This game changing tool is capable of projecting a perfect circle of white light out to 200 yards – something you just can’t do with an ordinary flashlight. The quality which sets the OD40 apart from other lights is the proprietary Collimated Amplified Lens System (CALS). CALS technology gives the OD40 the ability to project a har-monized beam of light without the use of a reflector or dif-fuser. The multicoated 40 mm precision lens captures 100% of the light generated by the CREE LED to project a narrow, adjustable column of white light. Total light output is rated at 650 lumens. The OD40 is crafted from aircraft grade aluminum alloy and weighs 14 ounces. Measuring 8.5 inches in length, it’s a tad long for pocket carry, but it would be right at home in a belt scabbard or on a tac vest. The OD40 is engineered to be shockproof and resistant to momentary water immersion. Power is supplied by a pair of CR123A three volt lithium batteries which give a run time of 100 minutes. Like many contemporary illumination tools, the OD40 features a tail-cap activation switch. As luck would have it, the arrival of the OD40 coincid-

ed with some low light training on the range. I was able to clearly illuminate targets of 100 yards where they could be tagged by a partner with a rifle. Should your rifle be equipped with a high quality scope, I’m sure you could stretch that distance even further. Used at distances beyond the capability of ordinary flashlights, the Optical Dynamics OD40 is indeed a force multiplier. Options include a remote tailcap switch and one inch and 30mm rings to attach the OD40 to a rifle. After giving the OD40 a shakedown, I am of the mind that it is a specialized, rather than general purpose, light for law enforcement personnel. This, of course, is not a bad thing and it fills the role very well. On the job, my travels often took me far off the beaten path and having a tool which could throw light a great distance would be a very big advantage. There are also some very obvious advantag-es for the tactical specialist or search and rescue applica-tions. The OD40 ships with a padded nylon storage case and a cleaning cloth, plus red and green colored lenses. One can also upgrade to a kit which includes a remote switch and scope rings. Light technology continues to march on. If you re-quire an illumination tool which can reach out and pierce the darkness, the Optical Dynamics OD40 is the way to go. Nice “Top Gun” maneuvering, Mav-erick… The U.S. Navy says the aircrew who used their warplane to create a vul-gar skywriting above the town of Okan-ogan, Washington, have been grounded. An electronic warfare plane from Naval Air Station Whidbey Island created sky-writings in the shape of male genitals in the skies over the rural community. Wit-nesses took photos and placed them on social media platforms, where they were widely viewed. The Navy said, “The ac-tions of this aircrew are wholly unaccept-able and antithetical to Navy core values. We have grounded the aircrew and are conducting a thorough investigation and we will hold those responsible account-able for their actions.” (Is this listed in the Washington “penal” code?)

“Not tonight, honey. I’m tired. Yeah, me, too.”… A 52-year-old man from Elgin, Illinois, had been using a Web site to meet up with “ladies of the evening” at local motels. Upon finding a new profile which interested him, he told his wife he’d be going out with his coworkers and made arrangements to meet for a “business transaction” in a neighboring town. The profile of this lady cited her age as 27, along with a faceless photo. The eventual “business” meeting took a troubled turn and a mo-tel’s front desk was alerted of a noise disturbance after the call girl showed up at the hotel room and discovered that the man she had come to meet was her own husband of 19 years. It turns out the man’s wife had lied about her age in the profile. (That’s an awful version of the “Pina Colada Song”!)

“Paging MacGyver. MacGyver, please pick up the red courtesy phone”... A Kentucky driver pulled over so he could record video of a highly unusual sight – a car using a furniture moving dolly in place of a missing wheel. The video showed a car traveling down a Pikeville road with one of its rear tires missing and a furniture moving dolly in its place. As he recorded the video, the man said, “Only in Pike County.” Another man took a photo of the car after it reached its destination at an auto shop. That photo showed an ambulance parked next to the car while amused EMS responders stood by. (Technically, the car is now a “seven-wheeler.”)

Who says that law enforcement doesn’t care?… In northeastern Penn-sylvania, police say they put about $1,600 worth of crack cocaine in their “lost and found box” in hopes of reunit-ing the drug with its rightful owner. The drug was found in the parking lot of a shopping center outside Wilkes-Barre. In a Facebook post, headlined “FOUND ITEM,” Wilkes-Barre Township Police quipped the drug had been placed in the department’s “lost and found box” and invited the owner to come retrieve it. The post requested a picture of the crack’s owner holding the drug, along with an ID and a “written statement containing your claim to the stuff.” (These types of inci-dents always crack me up!)

A new form of “work release”… A group of inmates in Mississippi broke out of jail, only to break back in later. The four men jumped the fence of the Holmes-Humphreys County Correctional Facility and broke into a Dollar General store less than a mile away. “They stole cigarettes, cigarette lighters, phones, and

just items they felt they could sell in jail,” said the Lexington Police Chief. Rather than running to potential freedom, the men snuck back into jail, going unno-ticed. All four of the men maintain their innocence, but authorities claim that sur-veillance footage helped identify them. (They probably feel that the additional time added to their sentences for escap-ing should be removed for returning.)

Is this where the “Mile High” city gets its name?... Truley: “Hey I am very sorry truley. I am such a dumbass. Please forgive me.” Evidently, the per-son who had scratched the bumper of a woman’s car while it was parked in Denver, Colorado, left a note – and com-pensation – on her car. In an envelope in a plastic bag, along with the note, there was $40 cash – and half a joint. The money, she said, will go to try to fix the scratch, but she doesn’t know what to do with the marijuana. “I’m not a smoker,” she said. “I’m a runner.” (I have a feeling the other half of the joint may have con-tributed to this collision.) Can you hear me now?... A 69-year-old woman in Goodyear, Arizona, finally succumbed to a frustration many wives suffer. As her husband sat on the toilet, she barged in and “shot two bullets at the wall above his head to make him listen to me,” she told Goodyear police when they were called to the scene. The woman said her husband “would have had to be ten feet tall to be hit by the bullets,” but officers estimated the bullets struck about seven inches over the man’s head as he ducked. She was charged with aggravated assault. (On a positive note, he no longer has a problem with con-stipation.)
