NOAA’s Enforcement Mission

The mission of NOAA’s Office of Law Enforcement is to protect global marine resources by enforcing domestic laws and international treaties and obligations dedicated to protecting wildlife and their

natural habitat for the use and enjoyment of future generations.

Meeting this mission requires not only state-of-the art science and management programs, but also a fair, effective, and comprehensive

compliance and enforcement program

To accomplish its mission, NOAA’s Office of Law Enforcement (OLE) establishes:

2001 - CEP Established

2002 – First Joint Enforcement Agreements (JEAs)

2003 – CEP Manual and Review Guide Published

2013 – Funding Matrix and Monthly Invoice Establishment

2013 & 2014 – NOAA invests in Pulse Ops with additional funding

Goals of CEP • Ensure proper use of funds • Demonstrate effectiveness in support of Federal

enforcement activities, by ensuring: o Adequate dockside monitoring and inspection, and at-sea patrols

o Proper equipment, vessels, outreach, and education are available

o Visibility and routine interaction with the regulated industry

o Stakeholders understand and support OLE, State, and Coast

Guard roles in enforcing Federal statutes
