NOTICE OF THE 29TH KGS ANNUAL GENERAL MEETING
It is my pleasure to once again address all Members ofKelabGolfSarawak.Thankyouforthisopportunity.Letmestart by congratulating the Management Committee andMembersforthepassageofanotherremarkableyearintheClub’s history.
LastyearIspokeofthespecialpridethatunitesMembersofthisClub.Thatprideiswelldeserved.ThepeopleofKuchinginparticularandSarawakingenerallooktoKGSasaplaceof distinction and prestige. Blessed with an illustrioushistoryKGSsetsthestandardintheprovisionofexcellentsports,recreationalandclubfacilities.Thatisnoeasytask.ItistheresultofsustainedeffortstomanageallaspectsoftheClubwithcareandconcern.IcallonallofyoutohelpensurethatKGSremainstherolemodelforotherclubsinupholding and promoting the best practices and values in sports, recreational and club management.
As President, I also take pride in the Club’s sterlingachievements and the role it plays in the social, recreational and sporting life of people in Kuching and Sarawak. TheClub’sMembersandManagementCommitteeareimbuedwithadynamismthatdrivesitsrichtraditions,inspiresthenewinitiativesandenergiseskeenparticipationinallKGSprogrammes,eventsandactivities.Ihavesaidthisbefore.ButIwillsayitagain:Syabastoyour indomitablespiritofexcellence, volunteerism and zeal!
We live in an increasingly globalised and digital community. I am happy to note that KGS has also embraced this inevitable realityofchange.Thisisevidentinyourendeavourstopursuereciprocalarrangementswithoverseasclubs,digitalisationof the Club’s organisational processes, diversification ofClub activities and hosting of international tournaments.In so doing KGS is contributing to sports development in Sarawakaswellasintheregion.TheClubhasbecomeakeystakeholderandplayer inculturaland technicalexchangewithinternationalpartners.LetmereiteratemysupportfortheClubasaninstrumentinpromotingthegoodnameof

KGSandSarawakasavenueanddestinationontheworld’ssporting, recreational and tourism map.
I would like to see the club progress further in thedevelopment of golf to members and producing worldchampionsfromtheJuniorprograms.IalsowouldliketoseeKGS become a popular venue for golfers around theworldaspartofthestateTourismpriority.
But let us remind ourselves that all the good work andprogress made by the Club are only possible due to the dedicated leadershipof theManagementCommitteeandthefellowshipofallMembers.OnthispointImusthighlightthesingularcontributionsoftheClub’sdeputypresident,TanSriDatukAmarHajiMohd.MorshidiAbdulGhani.TheClubisfortunatetobeabletocountonhisleadership,adviceandguidanceinthemanyyearsofhisservicetoKGS.Iwouldliketoplaceonrecordmythankstohimforacceptingtheappointmentandhiswillingnesstocontinuetoassistmeinleading the Club.
Finally, I would like to express my appreciation to theManagementCommittee,variousworkingcommitteesandMembersforwritinganothercolourfulchapterinthehistoryofKGS.Togetherwealllookforwardtoanotherexcitingyearin 2020.

ImuststartbytakingthisopportunitytosayabigthankyoutoourPresidentandChiefMinister,YABDatukPatinggi(Dr)AbangHajiAbdulRahmanZoharibinTunDatukAbangHajiOpengforappointingmetocontinueasDeputyPresident.IamhumbledbythetrusthehasplacedinmetocontinueanddeputiseonhisbehalfinleadingtheClub.Ithasbeen10yearssinceIfirsttookofficeasKGSDeputyPresident.IalwayslookforwardtoworkingtogetherwithverycapablepeoplewhooffertoserveintheManagementCommitteeandallClubmemberswhoarealwayscommittedtoahighspiritofvoluntarism.
BeforeIproceedtoreportonothermatters,letmeremindMembersthatthisisanelectionyear.TheClub’sofficebearersareelectedineverytwoyears.ToallMembers,myonlyadviceisthatwechoosethecandidateswisely.Toallsuitablecandidates,theymustbereadytomakesacrificesontheirtime,effortandenergytoenabletheClubtofunctioneffectivelyandefficiently.TheymustalsobehighlycommittedandactprofessionallytocontributetotheClub’swelfareandprogress.
In2019,KGScollaboratedwithMalaysiaGolfAssociationandSarawakGolfAssociationindrawinggolfersfromallovertheworldtothestateofSarawakandinparticulartoKGS.WehadtheprivilegeandhonourtohosttheMalaysianAmateurOpen.Our teamatKGS left nostoneunturnedandendeavoured toprepare thecourse to thehighestpossiblestandard.Iampleasedandproudtonotethatour36-holegolfcoursereceivedthebestcomplimentsnotonlyfromClubmembersbutalsofromprofessionalgolfers,officialsandtheeventorganisers.
Tosustainourpremierstatusasagolfclub,wemustcontinuetoraisethestandardofthecourse.Indeed,significantimprovementshavebeenmadeevenoverthepastfewmonths. Ibelievethatweareontherighttracktowardsmakingourgolfcourseoneofthebestintheregion.Butbesidesfeelingproudwemustalsoinculcateapositiveattitudeofcaretowardsthecourseaswellastheotherfacilitiesincludingthebuildings,andallequipmentsandbuggies. All these need to be maintained, updated or upgraded to support club activities.
WeknowthatelevatingthereputationofourgolfcoursewillinviteevenmoreopportunitiesforKGStobecomethepreferredvenueforgolftournamentsofthehighestlevel.OvertheyearstheClubhaswitnessedvariousprestigioustournaments-amateurandprofessional-hostedbycorporate,stateandevennationalorganisations.OurvisionisforKGStoeventuallyplayhosttotournamentsthatwillbringinprofessionalgolfersfromAsia,EuropeandUSAtothe Club.

Beyond golf tournaments and upkeeping theClub’s reputation, KGS is also about other sports andmeaningfulactivities.The3rdEditionofTanSriDatukAmarHjMohamadMorshidiAbdulGhaniCupTennisCompetitionwassuccessfullyheldon26&27thOct2019.ATennisOpentournament isalsointhepipeline.HereIwould liketothankLEASPORTSCENTERfortheirsponsorshipandpartnershipinsupportingKGSactivities.Aswelookforwardtoorganisingcompetitionsinsquash,swimmingandothersportsinthenearfuture,weareencouragedbythefactthat2019alsosawourinauguralBadmintonClosedTournamentheldon25thAugust2019.
WehavealongtraditionofholdingKGSFamilyDayasaclosedeventinourClub.Wereachedanothermilestonethisyear.Forthefirsttimeinhistory,KGSFamilyFunCarnival2019openedourdoorstothepublicforadayofhealthyactivitiesforeveryone.TheeventalsoservedtopromoteKGSasarecreationalvenuefornon-golfingactivities.IwouldliketorecordmyappreciationtotheOrganisingCommitteeforajobwelldone.
Anyone who hasmanaged a large organisation knows that fiscal responsibility is the key. There are no twowaysaboutit.ThosewhoarechargedwiththisresponsibilityhaveasolemndutytomanageClubfinancewithaccountability and good corporate governance, and free fromany suspicion on integrity.The very survival andprosperityoftheClubdependscriticallyonthehealthofitsfinancialposition.InthisrespectIammostgratefulthatKGShasalwaysbeenabletobalanceitsannualbudgetswithouteverbeingintheredorincurringunwanteddebts.FullcreditforthishealthystateofaffairsgoestotheClubTreasurerandmembersofhisteam.
WemustalsoplaceonrecordourthankstoourPresidentYABDatukPatinggi(Dr)AbangHajiAbdulRahmanZohariBinTunDatukAbangHajiOpengforhisroleinsupportingKGSwhenweorganisemajoreventssuchastheMalaysiaAmateurOpen,KGSJuniorChampionshipandCMInternationalCup.
Inclosing,ImustexpressmydeepappreciationtotheManagementCommittee,thevariousworkingsub-committeesandMembersfortheirsacrifices,supportandcooperationinworkingforthewell-beingofourClub.Yourpassionandactiveparticipation inClubactivitiesnever fail to inspireme.Youhavemademy job thatmucheasierandenjoyable.TheKGS staffmust also be commended for their dedication to duty as they seek to deliver qualityservice.Attheendoftheday,allofyouarewhatKGSisallabout.Thankyouforbeingmycolleaguesandfriends.

Welcome everyone to the Kelab Golf Sarawak AGM 2019. It is my pleasure, on behalf of the Management Committee, to present our 2019 Annual Report magazine which captures what an eventful year it has been.
It is always timely during our AGM to reflect on the past 12 months, celebrate our successes and be reminded of the challenges we face. We should also take this opportunity to re-dedicate ourselves as Club Members to continue our journey to make KGS a better and more enjoyable place for everyone. It is worthwhile to remind ourselves that we will undertake to face new challenges in 2020 based on our cherished tradition of teamwork as we pursue common goals.
In the past 12 months we have strived constantly to organise, initiate and improve Club activities, events, procedures and practices to further advance the Club in the interest of all Members. Underlying all the endeavours of the Management Committee is the strong desire to promote our common goals from raising income, minimising costs, promoting camaraderie, embracing new technology to improving services as well as facilities so as to build a better KGS to meet the expectations of Members.
Among the highlights of the progress we have made is the signing of reciprocal agreements with even more overseas clubs such as The Sapporo Golf & Country Club in Japan; The Delhi Golf Club in India; Kurmitola Golf Club in Bangladesh; Jakarta Golf Club, Ciputra Golf, Club Resto and Lotus Lake Golf Club in Indonesia; Valley Golf & Country Club in the Phillippines; Tiara Melaka Golf & Country Club, Orchard Golf & Country Club Johor and Palm Garden Golf in Peninsular Malaysia.
Together we also took steps to made appropriate amendments in the KGS Constitution, expand networking opportunities with new partners, develop further our in-house expertise to maintain and upgrade our activities and facilities and promote the professional development and welfare of our staff. A special event in 2019 was the Employee’s Appreciation Dinner when we recognise the significant contributions and long service of various KGS staff members.
Another very memorable and significant event in 2019 was our Family Fun Carnival. Inspired by our Deputy President, KGS opened its door to members of the public for the first time. It was my privilege to head the amazing, proactive
and wonderful organising committee which incorporated various working committees and staff departments such as F & B, Social Recreation, Marketing & Promotion, House & Facilities, Finance, Admin, Maintenance & Non-Golfing. Despite the challenges and hard work involved it was a joy to experience first-hand the creativity, drive and team spirit of Club members and staffs. Let me say a big thank you to one and all for making that special day a huge success.
I would now like to take this opportunity to put on record our sincere thanks to each and everyone of our staff for their devotion to duty which enabled the efficient and pleasant day to day operations of KGS.
My deepest appreciation also goes to our Club colleagues who served in the various committees and sub-committees, events and activities for their generosity of time, effort, talents and skills. You are crucial in making KGS the great club that it is.
On behalf of the Management Committee I must once again thank all Club Members for your support and trust. As I said last year and it is worth repeating: It is your confidence, your friendship and your company that keep us constantly motivated to strive to transform our Club into an even better place and a second home for Members.
Last but not least, let me invite all Club Members and the Management Committee in expressing our sincere gratitude to our Deputy President, YB Tan Sri Datuk Amar Haji Mohamad Morshidi B Abdul Ghani, for accepting the President’s wish for him to continue leading, serving and guiding us to scale new heights for our Club.

2.1.1 Drainage issue at Hole 9 Matang Course Mr.DavidChanChauChoon(C2626)saidtheissuewasbroughtupinthelastAGMandseekclarificationif
therehasbeenanyfollow-upfromDrainage&IrrigationDepartmentsince.
CaptainARHenryChuoKuongHang(C2382)respondedthattherewasnoactionfromDID.ThispromptedtheCommitteetoofficiallywritetoDIDagainrecently.
YBTanSriChairmanassuredthattheCommitteewillfollowupwithDIDonthematter.
2.1.2 Usage of the Driving Range by Non-Members TuanHajiSophiiBinHajiNawi(S1281)enquiredhowthingshavedevelopedonthematter.
CaptainARHenryChuoKuongHang(C2382)repliedthatthisyeartheClubintroducedregistrationonusageofthedrivingrangefornon-memberswitharevisedrate.TheratewasincreasedfromRM50.00toRM300.00forusageof6monthsduration.TheratewasincreasedtogeneraterevenuefortheClub.Sofar,thesituationis being monitored and there are about 150 non-members registered.

TheTreasurerclarifiedthatthecashandcashequivalentsfortheyearstoodatRM206,620,mostofwhichwasunderfixeddeposits.FixeddepositswithoriginalmaturitiesnotexceedingthreemonthsatRM54,026inthepreviousyearhadalreadybeenuplifted.FixeddepositswithoriginalmaturitiesexceedingthreemonthshadbeenreducedfromRM292,811toRM195,056whilebankandcashbalancestotalRM11,564asat30June2018.
AsperStatementofCashFlow,theClubwaspreviouslyincreditbalancesbutnowisinnegativeasat30June2018.Thenegativebalanceswouldhavegrownifthepurchaseofbuggybatterieswasnotputonhold.

Statement of Comprehensive Income
TheTreasurerreportedthatmembershipsubscriptiondroppedslightlyfromRM3,751,636toRM3,721,253comparedtothepreviousyear.Surchargesfromlatepaymenthadincreasedintheyear.Golfsubscriptionfees,greenfees,rentalincome,commissionincome,sundryincomeandfixeddepositinterestdroppedbyaboutRM100,000intotal.
Hestressedthattheabove-mentionedisonthegolfingandnotinclusiveoftherentalofbuggieswhicharerunningataloss.Buggiesrental,whichwasamajorsourceofincomeinpreviousyears,wasdown.
TotalincomedroppedbyaboutRM400,000ascomparedtothepreviousyear.
TheTreasurerhighlightedthatthegolfcoursemaintenanceofRM960,330hadbeenincurredcomparedtobudgetamountofRM1,100,000notduetocostcuttingbutprudentusageofexistingmachineries.
Salaries, wages and allowances increased to RM3,649,367 although therewas a reduction in number of staffmembers. This was due to the implementation of minimum wages. It will rise further in Jan 2019 with theimplementationofRM1,100asthenewminimumwage. Nobonuseswerepaidfor theyeardueto insufficientincome.
ThenetdeficitfortheyearhadincreasedtoRM1,506,413basedonProfit&Loss.
Statement of Cash Flows
The Treasurer highlighted that cash from operations had always been in the positive. Net cash for operatingactivities,afterpaymentofinterestandincometax,wasstillinthepositiveatRM645,842.
Cashflowusedininvestingactivitiessuchaspurchaseofproperty,plantandequipmentincurredanamountofRM273,928.NetcashusedinfinancingactivitiesamountedtoRM771,032ofwhichthebulkwasforrepaymentofhirepurchasepayableofRM899,055.Repaymentofhirepurchasewasthemaincauseofthedeficitincashandcash equivalents.
YBTanSriChairmanthankedtheTreasurerforhispresentationandinvitedMemberstocommentontheauditedaccount.
Mr.JacksonLimKimBoon(L3381)raisedtheissueofbuggiesmaintenance.HenotedthattheClubhas140unitsofbuggiesandthelifespanofthebatteriesforbuggiesistooshort.HeaskedwhethertheClubhasexcessivebuggies to the extent that they have become a liability due to operating and maintenance costs.
Mr. David Chan Chau Choon (C2626), referring to page 54 on the surplus and deficit from the club activities,enquiredhowthedeficitofRM72,779emerged.Onthesamepage,hepointedtothebaddebtofRM25,114writtenoffandsaidtheClublegaladvisorshouldadvisetheClubonotheroptionsinsteadofwritingitoff.HealsoseekclarificationontherefreshmentcostofRM97,000whichwasshownasRM12,555asperauditedaccount.
TheTreasurerpointedoutthattherefreshmentmentionedwasforlastyear’sAGMandtheamountwascorrectlyprintedasRM12,555.Headdedthatthebaddebtswrittenoffwerefromthemembers’accountwithoutstandingdebtsofmorethan6years.AlthoughtheClubcouldcollectthosedebts;thecostofcollectioncouldoutweighthedebtamount.TheCommitteewillexploreotheroptionstotrytoresolvethematter.
OnthematterofthebuggiestheTreasurerexplainedthattheClubhadalreadypurchasedthebatteriesandtyres,andwouldcontinuetooperateandmaintainthem.However,the140buggieswillonlybefullyutilizedduringtournamentbutnotonnormaldays.Hereiteratedthatthekeypointwasthatthebuggieshavealreadybeenpurchasedandthehirepurchasehadbeensettledwithin5years.Batterieshavealsobeenorderedwhichwilllastforthenext3to4yearswithpaymentalreadymadeinstages.ThewearandtearhavealsobeentakenintoconsiderationTheideaofpurchasingnewbuggieswillneedfurtherassessmentbasedonrepaymentcapacitywhichwillincurapproximatelyRM800,000forthe5-yearrepayment.

TheTreasurerexplained thatoneof the factors for thedecreasewasswimming incomedue to thewithdrawalofTunkuPutraSchoolpreviously.ThegoodnewsisthatTunkuPutraSchoolwillsoonbereturningtoutilizetheswimmingpool.HeemphasizedthattheCommitteeistryingveryhardtogenerateincomefortheClub.TheF&Boutlets are oneof themain sourcesof incomebut they still lack patronage frommembers. SomeCommitteemembersattheirownexpenseshavebeenpromotingtheCluboverseastoattractexternalgolferstoplayinourClub.AgolfacademywithTransviewandincomefromadvertisementarealsobeingconsidered.
Mr.TingKeeSuen(T1482)furtherenquiredaboutthefinancialpositionoftheClubandthemonthendbalancesofthe Club.
TheTreasurerreportedthatasatNovember2018theClubhadanoverdraftofapproximatelyRM149,000.
TheTreasurerreportedthatsalaries,wagesandallowancesincreasedby46%from2010to2019fromRM2.6milliontoRM3.83million.Thiswasduetominimumwagesimplementedin2013,2016andJanuary2019.However,thenumberofstaffmembershaddecreasedfrom170to152asatNovember2018.
Mr.TingKeeSuen(T1482)askedforthereasonforthedecreaseinthenumberofstaffmembers.
Vice President explained that some were due to retirement and resignation. The Committee will look intorestructuringtheClub’sworkforce.
Mr.TingKeeSuen(T1482)enquiredaboutthepolicygoingforwardconcerningthenumberofstaffmembers.
VicePresidentexplainedthatitisnotaboutincreasingordecreasingstaffmembers.TheCommitteewilllookintorestructuringbasedonastudyoftheoverallpictureofClubactivities.
TheTreasurerfurtherreportedthatgolfcoursemaintenancecostshadbeendecreased.
Hesaidthat,overtheyearandsince2015,theClubhadbeenfacingadeficitcashflowpositionbasedonincomefrommembershipsubscription,golfsubscriptionfeesandrentalincometrends.
In response to the queries on expenditure, the Treasurer then presented the Club’s major expenditure trends as per thechart.Themajorexpenditureitemsarestaffsalaries,wagesandallowances,andgolfcoursemaintenance.
EncikShaharyHj.Alias(S3001)enquiredwhethertheCommitteehadanalyzedthedecreaseinbuggiesincomeandotherincomesandtakenanyactiontoattractgolferstotheClub.HeobservedthattournamentwasthemainattractionforpeopletocometotheClubwhichcontributestoincreaseinbuggiesincomeplusfoodandbeverages.AsSGASecretary,hesaidhewasappalledbytheCommittee’sdecisiontobootSGAfromKGS.
TheTreasurer explained that the decreasemaybe due to the conditionof the golf course in that less golferswerecominginandthatnotalltournamentswereheldtomakeprofits.TheClubonlyreceivedaminimumfeefortournamentsheldbyotherpartiesandneededtopaystaffover-time.
AnnieWongMukNgiik(W2965)observedthatalotofladiescometoKGSnottoplaygolfbuttoenjoythefacilities.Shehighlighted that lately thereareextramaintenancechargesonmembers.Sheaskedfor justificationof thechargesandexpresseddismaythatmemberswerenotbeinginformed.

On theunhealthybalancesheetsheenquired the reason for thedecrease inmembershipsubscription feeandmentionedthatpeopleareturningawayfromtheClubtogotoanotherplace.ShealsourgedtheCommitteetoidentifytheproblemsfacedbytheClub.
Shealsoenquiredaboutexpensesonhousekeeping,cleaningandalsothehighimpairmentlossesonmembers’account.
Mr.DavidGohSweeChau(G1383)saidhewrotealetterofprotestontheincreaseinfeesbuttherewasnoproperreplyfromtheClub.
TheTreasurersaidtheimpairmentlosseswastheamountowingbymembersandnotcollectedforthepast4to5yearsasadvisedbytheauditors.Intermsofmaintenance,theexpensesweredetergentandmaterialstomaintaintheswimmingpoolandthebuilding.Theexpenseshavebeenconsistentovertheyears.
ThepurposeofthemaintenancechargeofRM30inthelastthreemonthswastocoverthehighmaintenancecostofClubfacilities.Maintenancechargeshavetobesharedamongmembers.
Ms.PaulineGanGuetBeng, theHonorarySecretary, replied thatnoticeandexplanatorynotesweresentout toallmembersviaemailandbypostinAugust2018andthebillswerechargedinSeptember2018.SheadvisedmemberswhodidnotreceivethenoticetoupdatetheiremailandmailingaddresseswiththeClub.
Ms.AnnieWongMukNgiik(W2965)opinedthatthemainconcernwasnotwhetherpropernoticehadbeenservedtomembersregardingtheextramaintenancecharges.Ratheritwasaboutseekingtheconsentofmembersbeforethemaintenancechargeswerelevied.
Mr. Ting Kee Suen (T1482) added that if any extra charges are to be imposed, the Committee shall hold anExtraordinaryGeneralMeeting(EGM)formemberstoapprove.HesaidanEGMshouldbeaverygoodplatformasthereisnormallynotmuchtimetodiscussindetailduringtheAGM.
Mr.TingKeeSuen(T1482)alsoenquiredforthereasonbehindSGAbeingbootedoutfromKGS.
YBTanSriChairmanexplainedthattheRM30maintenancechargeswereimposedonatemporarybasissothattheClubwouldnotfaceasituationoffinancialdefault.HesaidthatifmembersarenotsatisfiedwiththepowergivenbytheConstitutiontotheManagementCommitteetheymayproposetoamendthecontentsoftheConstitution.

Mr.DavidTiangKungSeng(T3491)furtherenquiredabouttheimpairmentlossesonmembers’accountandaskedhowlongcanmembersdefaultinpaymentbeforetheyceasedtobemembers.Hehopedforabetterexplanation,perhapsinthenextAGM,onhowtheCommitteeshouldaddresstheimpairmentlossesasitisunfairtoexistingmembers.HeproposedthattheClubshouldhavepoliciesonthecollectionofmembers’account.

Preparation for the tournament started in Feb. Ponding bunkers in Matang / Santubong wererepairedbyre-doingthesubsoildrainageanderodedslopeswerepaddedwithsoilandre-turfedwithZoysiaspecies.Allin70bunkerswererepaired.
Greens,tees,fairways,roughandbunkerslopeswerefertilized.Pestanddiseasecontrolprogramwascarriedoutregularly.
Asthetournamentdrewnearer,mowingfrequencywasalsoincreased.SubsoildrainagewasalsodoneonsoggyareasinthefairwaysandroughsofMatang/Santubong.

The Minimum Wages Order (Amendment) 2018 came into effect nationwide on 1st January 2019. The newMinimumWagesOrder(Amendment)2018hasfixedwagesatRM1,100.00permonthandRM5.29perhourforanemployeewhoispaidonhourlybasis.

TheabovewagesadjustmenthadincurredtheClubanadditionalsumofRM44,284.80peryear.
7. Minimum Retirement Age Act, 2012 (Act 753)
Asprovidedundersection4 (1)of theMinimumRetirementAgeAct2012 (MRA), theClubhas implement theminimumretirementageofsixty(60)yearseffective1stJuly2013.

Due to theporous fencing it ispossible forballpickersand intruders toaccessourgolfcourse. TheSecurityDepartmenthasincreasedsurveillanceactivitiesincludingajointoperationwithIPPDKuchingtominimiseintrusion.
5. PERSONAL PROTECTIVE EQUIPMENT (PPE)
TheClub’sactive role inensuringstaffsafety isofmajor importance.TheManagementhasprovidedPPE (eg.protectivegoggles,gloves,harness)forstaffespeciallythoseintheOperation&MaintenanceandGCMDepartmenttominimiseexposuretosafetyhazard.

Thedrainhascollapsedduetotheerosionofthebottomandsidesofthedrain(scouring).Soilerosionoccurswhenthewaterpassedthroughthecrackedliningbetweenthedrainchannelandproducedawaterpathunderneaththedrain.
Thewaterbeneathwillcarrythesoil,excavatingacavityandthedraineventuallycollapse. ReconstructionisfullydonebyinhouseOperation&Maintenancestaff. TotalcostRm187.80(minimalcostincurredduetoutilizingmaterialsinstock.)

engineeringdatanotbeenavailable.MucheffortsandstudywereputinbytheHFMDcommitteemembersandtheinhousemaintenanceteamtoresolvetheproblemsidentifiedandfindingasolutiontoputthesteambathbacktoworkingconditions.Abriefinformationonsteamboilerasfollows,Replacingdamagedparts-heatercoil,cutouthighlimitpressurecontrolswitch,waterfeedcontrollerandrestoration.
Themaincauseofthedamagedheatercoilcamefromthewatersupply(hardwater)itself.Thehardwaterinwaterheatersmayleadtoreducedheatefficiencyandmayshortentheheatercoilslifespan.Theheatingofhardwaterwhichcontainshighconcentrationsofminerals,generallycausesscaledepositsandsedimentstobuildupintheheater.Thedepositactsasabarrier,insulatesthewaterfromtheheatercoilandforcingittorunlongertoheatthewater,causingittooverheatanddeterioratethecoil.Theboileritselfhastobecleaned,checkedandtestedfordurability(duetoitsage)beforehandedoutforusage.Theprocessistimeconsumingandduetotheraresparepartswehavetowaitforacertainperiodbeforeanyrepairscanbedone.(Noreproductionforsuchboiler).RepairdonebyElcomSupplies&ServicesCo.withtotalcostRM6000.00

Theparkingcanaccommodatemorethan20motorcyclesatonetime.Startedonthe16thApril2019andcompletedonthe7thMay2019.TotalcostsRM3841.50(underGCMfinancialbudget).
vi) Swimming pool water heater. (Replacement of damaged parts) Fourwaterheatertankshavebrokendownduetothedamageofheatingelementanditsthermostat. Thesewaterheatertanksfeedbothmale&femaleswimmingpoolchangingroom.ElcomEngineeringhasbeen

Surauarealevel2,hasbeenrenovatedandconstructed.Therenovationcommencedonthe21stofAugust2019and completed on the 9th September 2019. Gypsum’s board is being use as the partition. It is a Non-combustible materialaccordingtoBS476:Part6&7.

i) Golf Changing Room . (Sagging ceiling due to condensation)
Condensation occurs when warm air collides with cold surfaces, or when there’s too much humidity in theatmosphere.Whenthismoisture-packedwarmaircomesintocontactwithachillysurface,itcoolsdownquicklyandreleasesthewater,whichturnsintoliquiddropletsonthecoldsurface.
TheManagementCommitteehasproposedtobuilddoorstopreventthemoisturefromtheshowerroomintothechangingroom.Theshowerroomisanopenareaandhasabigopeningwhichcirculatesoutsideair.Malechangingroomhastwounitsofair-curtainsandoneunitatfemalechangingroom,butisnotefficientenoughtopreventthemoisturefromentering.

REPORT OF THE CONSTITUTIONAL, LEGAL AND DISCIPLINARY COMMITTEE

The Constitutional, Legal and Disciplinary Committee is a new committee. The task of this committee is to oversee the need for amendments to our constitution and its compliance, the Club’s legal position in respect to any potential suits or breaches including the recovery of debts owing to our club. The central, however, is to hear and deliberate on disciplinary complaints received against members.
Constitution
The committee was invited on numerous occasions to advice the Management Committee on matters related to the KGS constitution including proposed amendments.
Legal
The committee has been continuously advising the Management Committee on the club’s legal position in respect of various issues that arose. These include the recovery of debts, labour issues, contracts with external parties, tenancy of club outlets and potential legal claims.
Disciplinary
The committee has been kept busy with numerous complaints that were lodged. There has been an upward trend in respect of the number of complaints received in 2019 compared to 2018. This a worrying trend and the committee urges all members to be compliant to club rules and respect fellow members.
In the year 2018 we received a total of 11 cases ranging from dangerous play, buggies on fairway, illegal crossovers, damaging of greens, etc. We are pleased to say that all the cases have been disposed off.
In the year 2019, we have received a total of 21 complaints to date for dangerous play, buggies on fairway, overtaking of flights, slow play, damaging of tee boxes, improper attire etc. The committee has on numerous occasions serve to educate and merely warn members of their breaches. Of late, however, the matter of dangerous play on the course has become alarming. The committee, with the endorsement of the Management Committee, decided to suspend 3 golfers from golfing activities for various periods. The committee also decided to impose fines on golfers who damaged the course either for driving their buggy on it when they were not permitted to or damaging it deliberately. Though the fines were not significant it was deemed appropriate to send a warning to all golfers to adhere to the Golfing Rules, Etiquette and Club By-Laws.

Afterprudentconsideration,theManagementCommitteeunanimouslyawardedthetendertoMASAwanaServicesSdnBhdtooperateinApril2019foraperiodoffive(5)years.
MASAwanaSdnBhd(MASSB)isasubsidiaryofMalaysiaAirlinesthatspecializesinprovidingcookedchillfoodproducts,cateringservicesandotherhospitalitybasedservicestotheairlineindustryandfranchiseF&Boutlets.Incorporated in1996,MASAwanaoperated inKuching,Sepang and inKotaKinabaluandhaswonnumerousculinary accreditation.
MeetingsanddiscussionswereestablishedbetweenKGSandMASAwanaonfrequentbasistodevelopcommon
goalsandstrategizetoboostF&BinKGS.

extendedforanother2years(1stApril2019–31stMarch2021)withdueconsiderationtotheoperator’ssatisfactoryservice throughout the years.
3. Course Maintenance Canteen
TheCourseMaintenanceCanteeniscateringforstaffandtheCommitteealsohasdiscussedwiththeoperatortoidentifynewideasonthemenuinordertoencouragestafftoenjoytheirbreaktimeandatthesametoincreasetheirprofit.
4. Caddy Shed Canteen
InitiallythecontractwasawardedtoPuanAzidaBintiMohamadHepnion15thOctober2018butshedecidedtoterminatethecontractinJanuary2019duetonoreturnofinvestment.Thus,thevacanthasattractedtwocompaniestowriteintheirintention to operate the canteen.
With theapprovalofManagementCommittee, theoperationwasawarded toAzizahAmirul Enterprise for theperiodcommencingfrom1stApril2019to30thMarch2020.
5. Halfway House
AtenderwascalledinNovember2018withonly1bidreceivedalthoughthetendersubmissiondatelinewasextended.

1. CLUB INFORMATION
TheprincipalobjectiveofKelabGolfSarawak(theClub)istopromoteandcarryonsocialandsportingactivitiesforits members.
TheregisteredofficeandprincipalplaceofoperationsoftheClubislocatedatPetraJaya,93050Kuching,Sarawak.
ThefinancialstatementswereauthorisedforissuebythemembersoftheManagementCommitteeinaccordancewitharesolutionbytheCommitteeon6November2019.
2. BASIS OF PREPARATION OF THE FINANICAL STATEMENTS
2.1 Statement of compliance
ThefinancialstatementshavebeenpreparedinaccordancewiththeMalaysianPrivateEntitiesReportingStandard(MPERS)issuedbytheMalaysianAccountingStandardsBoard(MASB)andtheSocietiesAct,1966inMalaysiaandtherulesofregulationsofKelabGolfSarawak.
TheaccompanyingfinancialstatementshavebeenpreparedassumingthattheClubwillcontinueasagoingconcernwhichcontemplatestherealisationofassetsandsettlementofliabilitiesinthenormalcourseofbusiness.
2.2 Basis of measurement
The financial statements of the Club have been prepared under the historical cost convention unlessotherwiseindicatedinthesignificantaccountingpolicies.
2.3 Functional and presentation currency
ThesefinancialstatementsarepresentedinRinggitMalaysia(“RM”),whichistheClub’sfunctionalcurrency.
2.4 Use of estimates and judgements
Management has used estimates and assumptions in measuring the reported amounts of assets andliabilitiesat theendof the reportingdateandthereportedamountsof revenueandexpensesduring thereporting period. Judgements and assumptions are applied in the measurements, and hence, the actual results may not coincide with the reported amounts. The areas involving significant judgements andestimation uncertainties are disclosed in Note 4.
Estimatesandunderlyingassumptionsarereviewedonanongoingbasis.Revisionstoaccountingestimatesarerecognisedintheperiodinwhichtheestimatesarerevisedandinanyfutureperiodsaffected.
3. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES
3.1 Property, plant and equipment and depreciation
(i) Recognition and measurement Itemsofproperty,plantandequipmentareinitiallymeasuredatcost.Costincludesexpenditurethatis
directlyattributabletotheacquisitionoftheassettoworkingconditionforitsintendeduse.Thecostofself-constructedassetsalsoincludedthecostofmaterialsanddirectlabour.
Anitemofproperty,plantandequipmentisderecognisedupondisposalorwhennofutureeconomicsbenefitsareexpectedfromitsuseordisposal.Thedifferencebetweenthenetdisposalproceeds,ifanyandthenetcarryingamountisrecognisedinprofitorloss.

Subsequent costs are included in the asset’s carrying amount or recognised as a separate asset, as appropriate,onlywhenthecostisincurredanditisprobablethatfutureeconomicbenefitsassociatedwiththeassetwouldflowtotheClubandthecostoftheitemcanbemeasuredreliably.Thecarryingamountofpartsthatarereplacedisderecognised.Thecostsoftheday-to-dayservicingofanitemofproperty,plantandequipmentarerecognisedinprofitorlossinwhichthecostsareincurred.
Afterinitialrecognition,property,plantandequipmentexceptforfreeholdlandarestatedatcostlessaccumulated depreciation and any accumulated impairment losses.
(iii) Depreciation Depreciationisbasedonthecostofanassetlessitsresidualvalues.Depreciationisrecognisedin
profitorlossonastraightlinebasisovertheirestimatedusefullivesforeachitemofproperty,plantandequipmentfromthedatetheyareavailableforuse.

Theresidualvaluesandusefullivesofassetsarereviewedattheendofeachreportingdateandadjustedprospectivelyifappropriatewhereexpectationsdifferfrompreviousestimates.Property,plantandequipmentarereviewedforimpairmentinaccordancewiththeClub’saccountingpolicyforimpairmentofnon-financialassets.
3.2 Inventories
Inventoriesaremeasuredatthelowerofcostandestimatedsellingpricelesscoststocompleteandsellwithweightedaverageasitsbasisforcost.
Costcomprisespurchasepriceanddirectlyattributablecostsofbringing the inventories to theirpresentlocation and condition.
Inventoriesareassessedforimpairmentattheendofeachreportingdatebycomparingthecarryingamountof each itemof inventorywith its selling price less costs to complete and sell. If inventory is impaired,the carrying amount is reduced to its selling price less costs to complete and sell. The impairment loss is recognisedimmediatelyinprofitorloss.

3.3 Taxes
(i) Current taxes Currenttaxforcurrentandpriorperiods,totheextentunpaidisrecognisedasacurrenttaxliability.
Iftheamountalreadypaidinrespectofcurrentandpriorperiodsexceedstheamountdueforthoseperiods, the excess is recognised as a current tax asset.
CurrenttaxismeasuredattheamounttheClubexpectstopayorrecoverusingthetaxratesandlawsthat have been enacted or substantively enacted by the reporting date.
(ii) Deferred tax
Deferredtaxisrecognisedforalltemporarydifferences,unlessthedeferredtaxarisesfromgoodwillortheinitialrecognitionofanassetorliabilityinatransactionwhichisnotabusinesscombinationandatthetimeoftransaction,affectsneitheraccountingnortaxableprofit.
Adeferredtaxassetisrecognisedonlytotheextentthatitisprobablethatfuturetaxableprofitswouldbeavailableagainstwhichthedeductibletemporarydifferences,unabsorbedtaxlossesandunusedtaxcreditscanbeutilised.Thecarryingamountofadeferredtaxassetisreviewedattheendofeachreportingdate.Ifitisnolongerprobablethatsufficienttaxableprofitswouldbeavailabletoallowthebenefitofpartorallofthatrecogniseddeferredtaxassettobeutilised,thecarryingamountofthedeferredtaxassetwouldbereducedaccordingly.Whenitbecomesprobablethatsufficienttaxableprofitswouldbeavailable,suchreductionswouldbereversedtotheextentofthetaxableprofits.
Deferredtaxassetsandliabilitiesaremeasuredatthetaxratesthatareexpectedtoapplytotheyearwhentheassetisrealisedortheliabilityissettled,basedonthetaxratesandlawsthathavebeenenacted or substantively enacted at the reporting date.
Changesincurrentordeferredtaxbalancesarerecognisedasanincometaxexpenseorcreditandarerecognisedinthesamecomponentofcomprehensive incomeorequityasthetransactionthatresulted in the tax expense or credit.
Currenttaxassetsandliabilitiesordeferredtaxassetsandliabilitiesareoffsetwhenthereisalegallyenforceable right tosetoffcurrent taxassetsagainstcurrent tax liabilitiesandwhen thedeferredincome taxes related to the same taxation authority.
3.4 Cash and cash equivalents
Cash and cash equivalents comprise cash at bank and cash in hand, demand deposits and short term,highlyliquidinvestmentsthatarereadilyconvertibletoknownamountsofcashandwhicharesubjecttoaninsignificantriskofchangesinvaluewithoriginalmaturitiesofthreemonthsorless.Forthepurposeofthestatementofcashflows,cashandcashequivalentsarepresentednetofbankoverdrafts.
Thestatementofcashflowsispreparedusingtheindirectmethod.
3.5 Income recognition
(a) Subscription, maintenance and improvement levy and entrance fees
Subscriptionandmaintenanceandimprovementlevyfeesdueareaccountedforonanaccrualbasisandentrancefeesaretakenasincomewhenmembersareadmitted.

3.6 Borrowing costs
Interestexpenseisrecognisedonthebasisoftheeffectiveinterestmethodandisincludedinfinancecosts.Allborrowingcostsarerecognisedinprofitorlossintheperiodinwhichtheyareincurred.
3.7 Hirepurchaseandfinanceleasearrangementsandoperatinglease
A lease is recognisedasafinance lease if it transferssubstantially to theCluball the risksandrewardsincidenttoownershipoftheleasedassets.Allotherleasesareclassifiedasoperatinglease.
Assets acquired under hire purchase arrangements are recognised and measured in a similar manner as financeleases.
(i) Assetsacquiredunderfinanceleaseandhirepurchasearrangements
Assets acquired under finance lease and hire purchase arrangements are stated at the amountsequalattheinceptionofthearrangementtothelowerofthefairvaluesandthepresentvaluesoftheminimum lease or hire purchase payments. The discount rate used in calculating the present values oftheminimumleaseorhirepurchasepaymentsistheinterestimplicitinthelease,ifitispracticabletodetermine;ifnot,theincrementalborrowingrateoftheClub.AnyinitialdirectcostsincurredbytheClub are added to the amount recognised as an asset. The assets are capitalised as property, plant andequipmentandthecorrespondingliabilityaretreatedasfinanceleaseorhirepurchaseliabilities.
Theminimum leaseorhirepurchasepaymentsareapportionedbetweenfinancechargesand thereduction of the outstanding liability using the effective interestmethod.The finance charges arerecognisedinprofitorlossovertheperiodofthehirepurchase/leasetermsoastoproduceaconstantperiodicrateofinterestontheremainingleaseandhirepurchaseliabilities.
(ii) Operating lease
Operatingleasepaymentsarerecognisedasexpensesinprofitorlossonastraightlinebasisoverthelease term.

3.8 Provisions
Aprovisionisrecognisedwhenthereisapresentobligation,legalorconstructive,asaresultofapastevent,whenitisprobablethatanoutflowofresourcesembodyingeconomicbenefitswillberequiredtosettletheobligationandareliableestimatecanbemadeoftheamountoftheobligations.
Iftheeffectoftimevalueofmoneyismaterial,theamountofaprovisionismeasuredatthepresentvalueoftheexpenditureexpectedtoberequiredtosettletheobligationusingapre-taxratethatreflectscurrentmarketassessmentsofthetimevalueofmoneyandtherisksspecifictotheliability.Wherediscountingisused,theincreaseintheamountofaprovisionduetopassageoftimeisrecognisedasfinancecost.
Provisionsarereviewedattheendofeachreportingdateandadjustedtoreflectthecurrentbestestimate.
3.9 Employeebenefits
(i) Shorttermemployeebenefits
Wages, salaries, bonuses and social security contributions are recognised as an expense in the year in whichtheassociatedservicesarerenderedbyemployeesoftheClub.
Paidabsences(annualleave,maternityleave,paternityleave,sickleaveetc)areaccruedineachperiodiftheyareaccumulatingpaidleavesthatcanbecarriedforward,orinthecaseofnon-accumulatingpaidabsences,recognisedasanexpenseasandwhentheabsencesoccur.
(ii) Definedcontributionplan
Asrequiredby law, theClubmakesstatutorycontributiontotheEmployeesProvidentFunds.Suchcontributionsmadearerecognisedinprofitorlossintheperiodinwhichtheyrelate.
3.10 Impairmentofnon-financialassets
The carrying amounts of non-financial assets (other than inventories) are reviewed at the end of eachreportingdatetodeterminewhetherthereisanyindicationofimpairment.Ifanysuchindicationexists,thenthe asset’s recoverable amount is estimated.
Forthepurposeofimpairmenttesting,assetsaregroupedtogetherintothesmallestgroupofassetsthatgeneratedcash inflows fromcontinuinguse thatare largely independentof thecash inflows fromotherassets or cash-generating units.
Therecoverableamountofanassetoracash-generatingunit is thehigherof itsfairvalue lesscostsofdisposalanditsvalueinuse.Inassessingvalueinuse,theestimatedfuturecashflowsarediscountedtotheirpresentvalueusingapre-taxdiscountratethatreflectscurrentmarketassessmentofthetimevalueofmoneyandtherisksspecifictotheassetorcash-generatingunit.
An impairment loss is recognised if the carrying amount of an asset or its related cash-generating unitexceeds its estimated recoverable amount.
Impairment losses are recognised in profit or loss. Impairment losses recognised in respect of cash-generating units are allocated to reduce the carrying amounts of the assets in the cash-generating unit(groupsofcash-generatingunits)onaproratabasis.

Financial assets

Any difference between the carrying amount of a financial liability extinguished or transferred to
another party and the consideration paid, including any non-cash assets transferred or liabilitiesassumed,isrecognisedinprofitorloss.
3.12 Impairmentoffinancialassets
TheClubassesseswhetherthereisanyobjectiveevidencethatafinancialassetisimpairedattheendofeach reporting date.
The Club collectively considers factors such as the probability of bankruptcy or significant financialdifficultiesof the receivable,anddefaultorsignificantdelay inpaymentsby the receivable, todeterminewhetherthereisobjectiveevidencethatanimpairmentlossonloansandreceivableshasoccurred.Otherobjectiveevidenceofimpairmentincludehistoricalcollectionratesdeterminedonanindividualbasisandobservablechangesinnationalorlocaleconomicconditionsthataredirectlyco-relatedwiththehistoricaldefaultratesofreceivables.
Ifanysuchobjectiveevidenceexists,theamountofimpairmentlossismeasuredasthedifferencebetweenthefinancialasset’scarryingamountandthepresentvalueofestimatedfuturecashflowsdiscountedatthefinancialasset’soriginaleffectiveinterestrate.Theimpairmentlossisrecognisedinprofitorloss.

3.13 Government grants
Government grants are not recognised until there is reasonable assurance that all conditions attaching to the grantswillbecompliedwithandthegrantswillbereceived.
Grantsrelatedtoassetsaresetupasdeferredincomeandrecognisedasincomeintheprofitorlossonasystematicbasisovertheestimatedusefullivesoftheassets.Grantsrelatedtoexpensesarerecognisedasincome in the period the grants become receivable.

4.1 Changes in estimates
Estimates are continually evaluated and are based on historical experience and other factors, includingexpectationsoffutureeventsthatarebelievedtobereasonableunderthecircumstances.

4.2 Critical judgements made in applying accounting policies

4.3 Key sources of estimation uncertainty

(a) Depreciation of property, plant and equipment
Thecostofproperty,plantandequipmentisdepreciatedonastraight-linebasisovertheirestimateduseful lives. The Club estimates the useful lives of property, plant and equipment based on theperiodoverwhichassetsareexpectedtobeavailableforuse.Theestimatedusefullivesofproperty,plantandequipmentarereviewedperiodicallyandareupdatedifexpectationsdifferfrompreviousestimatesdue tophysicalwearand tear, technicalorcommercialobsolescenceand legalorotherlimitsontheuseof therelevantassets.Changes in theexpected levelofusageandtechnologicaldevelopmentscouldimpacttheeconomicusefullivesandresidualvaluesoftheproperty,plantandequipment,thereforethefuturedepreciationchargescouldberevised.
(b) Impairment of property, plant and equipment
The Club assesses impairment of property, plant and equipment when the events or changes incircumstancesindicatethatthecarryingamountsoftheassetsmaynotberecoverable.Inassessingsuch impairment, the recoverableamountof theassets isestimatedusing the latestavailable fairvalueaftertakingintoaccountthecoststosellorexpectedvalueinuseoftherelevantassets.
(c) Impairment of loans and receivables
TheClubassessesattheendofeachreportingdatewhetherthereisanyobjectiveevidencethatafinancialassetisimpaired.Todeterminewhetherthereisobjectiveevidenceofimpairment,theClubconsidersfactorssuchastheprobabilityofinsolvencyorsignificantfinancialdifficultiesofthedebtoranddefaultorsignificantdelayinpayments.
Where there is objective evidenceof impairment, the amount and timingof future cash flows areestimatedbasedonhistoricallossexperienceforassetswithsimilarcreditriskcharacteristics.

2. KGS FAMILY FUN CARNIVAL
KGSFamilyDayhasbeenpartofalongtraditionasaclosedprivateeventinKGSduringtheBallSweepCompetition.Thelastfamilydaywasheldin2016.
OurDeputyPresidentenvisionedofhavingKGSfamilydaythroughfunactivitieslineupforallagesinabiggerfestivity.Thevisionistocultivate/fostertheimportanceoffamilytogethernessbecauseahappyfamilyisagratefulfamily.Asthesayinggoes“Familylikebranchesonthetree,weallgrowindifferentdirections,yetourrootsremainasone”.
HekickedofftheideatogetherwithHonorarySecretarycollaboratedwithCommitteesfromF&B,SocialRecreationandMarketing&Promotions.Concurrently,theyalsowouldwanttomakeknownKGStopublictocreateawarenessandtopromoteKGSasarecreationalvenuefornon-golfingactivitybesidegolfingasitsmainattraction.
Hence, thenamewaschangedasKGSFamilyFunCarnival todefinemixtureof excitementandcelebration insharingtheClubvibrancyandzestwiththemembersandpublic.ItwasagreathonourthatourDeputyPresidentsupported the carnival and even contributed his ideas by creating the tagline:
Thus,forthefirsttimeinKGShistory,KGSwillopenitsdoortopublicforanexperienceatagolfClubwithpromisingadayofhealthyactivitiesforeveryone.Itdidnotmatterifitwasthemostinterestingorthemostboringactivity,butthekeyiseveryonehadtodoittogether.
Theworkingcommitteewassetupimmediatelytoensurethesmoothcoordinationandexecutionofthecarnival.Asatthisreportwaswritten,atKGSFamilyFunCarnival2019,thereare30boothshousingvariousenterprises,social service organisations, plus corporate and community partners agreeing to collaborate.
