MESSAGE FROM THE DIRECTOR First and foremost, it is with honour and pleasure for me to present Forest Department Sarawak’s 2011 Annual Report, which documented the progress and developments we have achieved in the past year towards achieving our vision and mission. Each passing year brought different challenges to the department but despite the challenges, the department continued to strive improve and grow. Year 2011 was no different; with value of togetherness, unity, cooperation and participation

that has been shown by staff from different divisions has taught us how important it is to perform well and carried our duty with full of integrity in order to strengthen the department’s functionalities, significance in and to prove its steady growth and improvement by playing a crucial role in the state.

In the year 2011, Sarawak’s forestry sector continued to play a major role in the state’s socio-economic development. The value of logs and timber products exported from Sarawak in 2011 was RM7.09 billion, a decrease of 0.26 billion compared to the same period in 2010. The volume of log exported in 2011 was 3.1 million m3, a 22% decrease from the last year’s 3.9 million m3. India, Taiwan and China were the largest buyers and importers of logs, which amounts to 84% of the total export volumes and 86% of the total export values of logs in 2011. Overall, the major contributors of the export value were plywood (RM3.8 billion – 54%), logs (RM1.8 billion – 26%) and sawn timber (RM0.7 billion – 10%). Various important events were carried out by the department such as Wetland Day 2011 at Telaga Air, Kuching on 26 February 2011, World Forestry Day 2011 on 21 March 2011, which was commemorated at the Similajau National Park, Bintulu. Besides that, the department managed to successfully organized and participate in the seminar on National Social Forestry in Lawas from 29 to 30 November 2011 and also participated in the 16th Malaysian Forestry Conference which was held in Malacca from 5 to 9 December 2011.

The state consultation meeting on state policy and legislation for access and benefit sharing of genetic resources from Sarawak was held at Sarawak Biodiversity Centre on 21

July 2011. The purpose was to review the current status of access and benefit sharing from the state’s biological resources as well as consulting relevant stakeholders on opinions for the Nagoya Protocol on Access and Benefit Sharing.

The Centre of Excellence for Orang-utan Conservation was also launched in the same year at Nanga Delok, Batang Ai National Park on 22 May 2011 in conjunction with the World Biodiversity Day. The centre plays an important role especially in the field of research and conservation activities of orang-utans as well as enhancing cross-boundary conservation.

Our involvement and commitment in these programmes showed our concern, efforts and attentiveness towards global forestry issues and our initiative in maintaining the pristine forests in the state besides putting forward Forest Department Sarawak as the leading forestry agency in the region.

To conclude a fruitful and productive year, on behalf of the Department, I wish to convey and express my gratitude and appreciation to the management and staff of the Forest Department Sarawak for the utmost cooperation in working together to achieve the results for this year. With the commitment, teamwork and spirit shown by the motivated staff, it is hoped that the Department will continue to endeavour, improve and develop into a true agency of excellence by playing its role in sustainably managing and developing tropical forest and resources in the state.

VISION To be an agency of excellence in the management, conservation and protection of tropical forests.

MISSION To manage and develop the forest resources towards optimising the socio-economic development of the State and maintenance of environmental stewardship.

STATUTORY FUNCTIONS

1. To constitute areas of forest as Forest Reserves, Protected Forests, Communal Forests, National Parks, Nature Reserves and Wildlife Sanctuaries;

2. To issue licenses and permits under the Forests Ordinance (Cap 126), National Parks and Nature Reserves Ordinance, 1998 and the Wild Life Protection Ordinance, 1998;

3. To impose and collect royalties, premiums, fees and other payments due to the Government;

4. To regulate production and export of logs from Sarawak;

5. To compound offences under the Forests Ordinance (Cap 126), the National Parks and Nature Reserves Ordinance, 1998 and the Wild Life Protection Ordinance, 1998.

POLICY It is the forest policy of the Government of Sarawak to:

1. Reserve sufficient forest land for the benefit of the present and future inhabitants of

the country:

a. For the assurance of the sound climate and physical condition of the country and safeguarding soil fertility; supplies of water for domestic and industrial use, irrigation and general agricultural purpose, and the prevention of damage by flooding and erosion to river and agriculture land;

b. For the supply in perpetuity and at moderate prices of all forms of forest produce that can be economically produced within the country and that are required by the people for agricultural, domestic and industrial purpose under a fully developed national economy.

2. Manage the productive forests of the Permanent Forest Estate with the objective of obtaining the highest possible revenue compatible with the principle of sustainable yield and with the primary objective as set out above.

3. Promote, as far as may be practicable, thorough and economical utilization of forest products on land not included in Permanent Forest Estate, prior to the alienation of such land.

4. Foster, as far as may be compatible with the prior claims of local demand, profitable export trades in forest produce.

The Forest Policy was approved by the Governor in Council in 1954 and remains unchanged.

THE HISTORY The first Conservator for Sarawak Forest Department was J.P. Mead (1919), subsequently followed by D.E. Calver (1929-1933) and Thomas Corson (1934-1940). Back then, the main objectives of the department were to manage and conserve the state’s forest resources. Upon his installment as the first Conservator of Forests, J.P. Mead drafted a code of rules, which was gazetted as the Forest Rules 1919 and came into effect in 1920 under Forest Reservation Order to deal with the taking of forest produce, royalties, penalties and such. The department concentrated on exploration and demarcation of forests suitable for reservation with its small number of staff and the first constituted reserve was the Semengoh Forest Reserve in 1921.

During the Japanese occupation in 1941, the operations of the department were interrupted for six years until the department was reestablished in April 1946. Thereafter, the Department concentrated on the work of organization and rehabilitation of the deterioration caused.

The Forests Ordinance and Forest Rules came into force on 1 January 1954 while the National Parks Ordinance was enacted on 16th February 1956, followed by the Wildlife Protection Ordinance in 1958. The constitution of permanent forests in the decade after 1950 were speeded up by aerial photographs taken by the Royal Air Force (RAF) in 1947 onwards, making it possible to pick out suitable areas instead of having laborious and slow ground explorations. A five-year plan (1961-1965) was approved by the government in 1960 to continue with the constitution of permanent forests in the country.

For staff training, a forest school was started in Kuching in 1950. This school was moved to the Semengoh Forest Reserve in 1960. The annual training took place under the supervision of the Forest Research Officer. The forest guards were trained in forest law, trees and timber identification, survey and others. Each year since 1955, the best two students were sent to the Forest School in Kepong for a ten-month vernacular course at the courtesy of the government and the Forest Department of Malaya.

On 14 December 1987, Forest Department staff in Kuching moved from the old office at Badruddin Road to their new office at Wisma Sumber Alam in Petra Jaya whereas Bintulu forestry staff moved to their new 3-storey Section Forest Office on 21 October 1987.

Responsibilities of the Forest department have widened and new branches and units have evolved to include resource planning, economics, forest engineering, forest and forest product research, national parks and wildlife conservation, law enforcement and preventive work.

The Forest Department, being a technical and scientific department, is concerned with forest management, forest protection, the efficient and effective utilization of the forest resources and the preservation and conservation of the flora and fauna in the state. Based on the Forest Policy adopted in 1954, the Forest Department mapped out a number of strategies for sustainable forest management and forest conservation. The major strategies include:

• Enlarging the Permanent Forest Estate

• Enforcing the Forests Ordinance 1958 (Cap. 126), the National Parks and Nature Reserve Ordinance 1998 and the Wildlife Protection Ordinance 1998

• Selective logging practices

• Practicing multiple-use forestry

• Undertaking applied research in silviculture, ecology and forest operations

• Establishing more national parks, nature reserves and wildlife sanctuaries, and undertaking a detailed resource inventory of these areas

• Developing the infrastructure and recreational facilities in national parks and nature reserves to boost their tourism potential

• Research and development, management and conservation of protected flora and fauna

• Conducting research to improve the utilization of timber

STAFF STRENGHTS The total numbers of staff of the Forest Department Sarawak as at December 2011 are 954 officers. About 848 are permanent officers including 58 new recruits comprises different grades, 18 Jawatan Berasaskan Caruman (JBC), 46 on contract and 32 are Capacity Building for Graduates (CBG). During the year, three (3) officers were promoted to kenaikan secara sementara (KGS), ten (10) officers were promoted to kenaikan pangkat secara lantikan (KPSL), 20 officers promoted to personal to holder, 34 officers retired, 28 officers premature retirement, one (1) officer transferred to a new working place, and four (4) staff passed away. The details are shown in tables below.

ANNUAL REPORT 2011 FOREST DEPARTMENT SARAWAK

Forest Department Sarawak is responsible for monitoring and documenting forest revenue and expenditure. As the Controller Entity, the department is accountable in planning and monitoring, coordinating, enforcing and auditing to ensure that the procedures applied by the relevant agencies are in accordance with the provisions of existing legislation and answerable for the effectiveness of collecting forest revenue from the forestry sector such as Royalty, Premium, Tariff, Permit Fees, Licence Fees, and other payments that accrue to the Government. REVENUE AND PRODUCTION PERFORMANCE 2011

Overall performance for the year 2011 was satisfactory and the total projected revenue collection for the year 2011 was RM685.3 million and it was based on the target amount of 9.5 million m3 of timber production for the year. Forest royalties were the largest contributor which contributed RM625, 453,705.76 and managed to achieve 98.52% of 2011 projected total RM634, 880,000.00. Premiums and tariffs also recorded significant contribution after forest royalty followed by other account codes.

Total log production in 2011 was 9,610,433.54 m3 compared to 10,151,766 m3 in the

previous year. This production was more than the targeted figures 9.50 million m3 per year. Production of hill forests recorded higher percentage, i.e. 95.96% compared to 4.04% of production from mangrove swamps. Meanwhile, the amount of royalties collected from hewn timber and other forest produce in 2011 amounted to RM18, 754,587.92. Based on the State Treasury records, total revenue collected from royalties, premiums, and tariffs, fees, permits and others for the year 2011 was RM672, 669,622.32. This achievement was approximately 98.16% of the projected forecast of RM685.3 million. In 2011, the trends in total annual revenue collection remained unchanged proportional to the number of recorded timber production (Table below). Total actual revenue recorded for the year 2011 amounted to RM673 million from 9.6 million m3 of timber production. This figure showed a slight decrease in the actual collection of revenue in the year 2010 amounting to RM730 million from 10.1 million m3 of timber production (including revenue in 2009 due to the payment of three months imposed by the Government). In 2010, the collection of forest royalty is a major contributor to the State income of about 17% after the

Gas and Petroleum (54%) and various dividends (24%). Thus, the prudent efforts will continue to be made and implemented to ensure the optimal amount of revenue to be collected from the timber sector through cooperation of all parties involved.

FINANCIAL SUMMARY OF DEPARTMENT ALLOCATION & OPERATING EXPENDITURE 2011 In 2011, a total of RM54,123,073.19 was allocated to the Department, namely emoluments, services and supplies, assets, honorarium and grants. Out of this allocation, a total of RM51,544,283.80 or 95.24% was used for operating expenses of the Department as shown in table 20 below.

FINANCIAL PERFORMANCE REPORT During the year, a total of RM 64,216,973.19 was allocated to the Forest Department Sarawak. The allocation included operating expenses, federal and state development expenditure under the Ministry of Planning and Resource Management (MPRM), Ministry of Tourism and Heritage (MinTH), Ministry of Natural Resources and Environment (NRE) and the Ministry of Tourism Malaysia (MOTOUR). Details of allocation and expenditure are as summarised in table 21, 22, 23, 24 and 25.

MANGROVE PROJECT 2011: MONITORING AND ASSESSMENT PROGRAMME OF PLANTING MANGROVE AND OTHER SPECIES ALONG NATIONAL COASTLINE

Forest Department Sarawak has been mandated to implement this planting programme. Since year 2006 until December 2010, the Department had planted a total area of 283.8 hectares with 610,700 mangrove trees and other species in coastal areas throughout the State. In year 2011, the Forest Department Sarawak carried out only the monitoring work.

The objectives of the monitoring programme are to:

i. assess status of mangrove trees and other species in planted areas;

ii. determine further action on the planted areas.

The monitoring programme focused on the assessment of the survival and growth rates of planted trees. A total of 17 monitoring work throughout the State was undertaken and divided into three (3) zones as shown in table 28.

According to observation and monitoring work at selected locations, most of the locations showed significant growth and there were also some affected areas. A total of nine (9) areas

recorded a survival rate of ≥ 80%, four (4) areas 50-79% and remaining recorded less than 50%.

The establishment of planted forest is a long-term strategy towards providing alternative sources of raw material for the wood-based industries in Sarawak. The planted forests also help to reduce the dependency on the natural forests. RATE OF ROYALTY AND CESS

With effect from 1 January 2011, the rates are as follows:

Royalty RM5.00 per m3

Cess RM5.00 per m3

Species planted are mainly fast growing exotic species and some indigenous species:

• Acacia mangium;

• Paraserianthes falcataria (Batai);

• Eucalyptus spp.;

• Hevea brasiliensis (Rubber)- Latex Timber Clone;

• Neolamarckia cadamba (Kelampayan);

• Other local species such as Engkabang, Durio spp. are also considered. Area planted as at December 2011 by species is shown chart below whereas area planted by year is shown in chart 4.

FOREST TIMBER LICENCE FOR YEAR 2011

In 2011, a total of 55 new timber licences were issued and a total of 156 logging licences were renewed. New licences and renewal of licence included different types of licences Occupational License Ticket (OT), Timber Licence Purchases (BT), Mangrove (PF / C / F) and Letter of Authority (LA). Tables 32 and 33 below show the number of new logging licences issued and timber licences renewed in 2011.

F) Summary of Totally Protected Areas (TPAs) The total size of Totally Protected Areas, which comprise 26 National Park, 5 Nature Reserve and 4 WildLife Sanctuary by year ending 2011 is 774,173.48 inclusive of water bodies is summarized in table 43.

PREVENTIVE & ENFORCEMENT

The Department is responsible for enforcing all laws and regulations. The scope of duties carried out by the Department ranges from intelligence procurement, operation which includes arrest of suspects, seizures of properties, prosecution and compounding offences, maintainance of data and records on relevant subjects. For the year concerned, enforcement of all laws and regulations involved a total of 171 investigations and inspections throughout the state of Sarawak. There was an increase in the number of arrests and seizures - 175 cases were recorded. The details are summarized in the tables below:

In 2011, a total of 121 Wild Life cases were investigated under Wild Life Protection Ordinance, 1998 (Chapter 26) and 4 cases were investigated under National Parks and Nature Reserves Ordinance, 1998 (Chapter 27).

A total of 45 cases were fined with compound fees amounting to RM1,112,490.05. The majority of these cases was related to forest offences under the Forests Ordinance. Meanwhile, 86 cases were closed as there was no suspect arrested and the evidence was insufficient to prove the commission of the offences. A total of 40 cases were pending decision. RESEARCH, DEVELOPMENT & INNOVATION BOTANY UNIT

In 2011, the Department had collected a total of 1948 specimens within Lundu (Gunung Gading National Park, Sampadi Forest Reserves, Sg. Stunggang, Bajo trail, Kpg. Sebuluh, Sematan, Serayan, Gunung Kendai), Bako National Park, Kubah National Park and Gunung Serapi. The Department was involved in the Tree Flora of Sabah and Sarawak project, which aimed to

document and update the taxonomic status of all tree species native to Sabah and Sarawak. 19 specimens were loaned to other herbaria and 803 specimens were returned after being loaned for the Tree Flora of Sabah and Sarawak project. The project was documented in the series of books entitled ‘Tree Flora of Sabah and Sarawak’ published over the years with the most recent, the 7th volume, published in 2011 and the books are currently available for sale at the Research, Development and Innovation Division library. CONSERVATION UNIT

A total of six field trips were made to areas in Sri Aman, Bau, Pantu, Sebuyau, Lambir Hills National Park and Simunjan to collect living plants, seedlings, wildings, wild fruits and seeds for the germplasm collection. These included Araceae, Orchidaceae, Palmae, Zingiberaceae and medicinal plants. All the living plants collected were kept in the nursery before planting. The seeds collected were germinated in the potting bags or on the nursery beds.

ECOLOGY UNIT The Department carried out research on forest ecology, plant interaction and plant distribution in Sarawak as well as establishing and assessing ecological plots. The unit concentrated mostly on research into ecological studies of Aglaia spp in Sarawak and worked in collaboration with Sarawak Biodiversity Centre at Kubah National Park, Kubah National Park, Gunung Gading, Gunung Serapi and Pulong Tao. A total of 154 specimens of 11 species of Aglaia spp. were recorded. Apparently, the diversity of Aglaia spp. is high and with a well-scattered distribution in Sarawak. ENTOMOLOGY UNIT

The Department has more than 500,000 dry and wet insect specimens in its collection. In May 2011, surveillance of Acacia mangium and Eucalyptus plantation at Sempadi was done. Since August 2011, several other site surveillances were done with Dr. Itioka of Kyoto University, Japan for a proposed upcoming research

project in collaboration with the Forest Department. Besides that, general collections were done in Bako National Park, Sabal FR, Ulu Sungai Rayu, Kubah National Park and Lundu area throughout the year. A study on pests and predators at the oil palm plantation, Tradewind Plantation, at Sg. Tersak, Gedong was carried out. Reference collection of insects for the area was prepared. PATHOLOGY UNIT The Department has over 5,500 macrofungi specimens in its fungarium. A total of 205 specimens were collected from April to October 2011 and field trips were done at Kubah National Park, Santubong National Park, Matang Wildlife Centre, Bako National Park and

Gunung Gading National Park. In October 2011, the Unit was invited by the Sarawak Health Department to give a talk on poisonous mushroom to the community leaders in Saratok to help them identify poisonous mushrooms based on macro morphological characteristics. PLANTATION UNIT The unit conducted seedling breeding for plants such as Aquilaria spp. (Karas tree), Meranti sp., kapur bukit, kayu malam in its temporary nurseries at RDID office, Gunung Selang in Matang and Gunung Gading in Lundu. The unit also selects tree species that are suitable for replanting for future uses to restore deforested areas. SOIL UNIT

There were 198 soil samples collected in the year 2011 and derives from six (6) different locations, namely Kubah National Park, Matang Wildlife Centre, Gunung Gading National Park, Bako National Park, Kuching Wetland National Park and Sabal Model Planted Forest in Simunjan District. In May 2011, the Soil Unit assisted in SADU’s

Hyperspectral Programme, which will be completed in May 2012. Sixty-two (62) field trips were made to Kuching Wetland National Park and Bako National Park. ANATOMY UNIT To date, the Department has collected 120 samples from field trips, which brings the accumulated amount of wood samples collection up to 159 and a total of 15,265 wood samples collected from 1965 to 2004.

Forest Department Sarawak is committed to administering the KWNP-Ramsar Site through the development of the Management and Development Plan, Guidelines for Management Planning for Ramsar Sites.

Project Title: Conservation and Sustainable Use of Tropical Peat Swamp Forests and Associated Wetland Ecosystems

Main Task: Implementing & Monitoring Programmes & Activities under

LBNP Integrated Management Plan (IMP)

The Government of Malaysia with the assistance from the United Nations Development Programme (UNDP) and Global Environment Facility (GEF) launched an initiative to promote the conservation and sustainable use of the highly significant and fragile ecosystem of tropical peat swamp forests (PSFs) in Malaysia. The five- year project was carried out in three sites, namely the Loagan Bunut National Park (LBNP), Sarawak; the Klias Peninsula, Sabah; and the South-East Pahang Peat Swamp Forest (SEPPSF) in Pahang. The primary

objective of this project is to develop and implement plans, which ensure the conservation and sustainable use of globally significant genetic, species, and ecosystem diversity within these forests. The expected results of the project should be an adequate establishment of systems and processes for the planning and successful demonstrations of biodiversity conservation and sustainable utilization of peat swamp forest resources.

The project was successfully completed on 30 June 2008 with the publication of Loagan Bunut National Park Integrated Management Plan (IMP). Handing over of the project was done by Project Director (FRIM/KL) and received by Sr. AD / IAD (Sarawak Forest Department representing Sarawak State Government), witnessed by representative from UNDP/GEF Malaysia. The Sarawak Forest Department and Sarawak Forestry Corporation Sdn. Bhd. are the implementing & monitoring agencies of IMP at Loagan Bunut National Park for the next 10 years.

• Staff from Forest Department assisted in the periodical collection of data for some of ecological & hydrological parameters namely, water quality, key animal species, forest harvesting, fish landing. All collections and entry of data were done using Standard Operating Procedures (SOP).

• Only six (6) trips of Monitoring Programmes to LBNP were made in 2011, lies. on 15–23 Mac, 13-26 April, 19–28 May, 02–10 July, 01–15 September and 13–23 December 2011. Problems encoutered for the Monitoring Programmes were :-

B) Interagency Meeting for Loagan Bunut National Park Integrated Management Plan

An Interagency meeting was held on 6 July, 2011 at Imperial Hotel, Miri. A total of 26 government agencies and related organizations attended the meeting. Issues and problems faced by the Loagan Bunut National Park were discussed during the meeting.

3.HEART OF BORNEO INITIATIVE (HOB)

The Heart of Borneo (HoB) Initiatives is a voluntary transboundary cooperation between Malaysia, Indonesia and Brunei Darussalam to conserve and manage the tropical forests, totaling some 22 million hectares, across the borders of the three countries on the island of Borneo in the Malaysia states of Sarawak and Sabah.

The Sarawak sector of the initiatives is sited along its border with Indonesian Kalimantan, Brunei Darussalam and Sabah stretching from Batang Ai in the south-west to Merapok in the north-east (Lawas District). It cover an area 2.1 million ha or some 16.4% Sarawak land’s area including the interior parts of six Divisions, namely Sri Aman, Sarikei, Sibu, Kapit, Miri and Limbang.

HEART OF BORNEO AREA

Objectives of HoB Initiatives:

To conserve the last expanse of contiguous forest in Borneo to:-

1. Maximize Transboundary Linkages 2. Promote Expansion of Protected Area Networks 3. Maintain Forest Connectivity 4. Ensure Sustainable Land Use Practices

There are five reference of the scope of the studies carried out by HOB namely agriculture, forest resources, biodiversity, local communities and ecotourism.

1) “The BIMP-EAGA Ministerial Conference on Heart of Borneo and Coral Triangle Initiative held on Bandar Seri Begawan, Brunei Darussalam on 9 March 2011.

2) Launching of “The Centre of Excellence for Orang-utan Conservation’ in Nanga Delok, Batang Ai National Park on 22 May 2011 in conjunction with World Biodiversity Day.

3) Heart of Borneo Awareness Course on Wildlife Crime for investigators and prosecutors in Pullman Hotel, Kuching on 24-26 May 2011.

ITTO PROGRAMME & PROJECT SUPPORT ACTIVITIES IN 2011

1. COMMITTEE MEETING ON MERARAP HOT SPRING 2011 PROJECT

It was held from 27 - 30 March 2011 at Hot Spring Merarap, Lawas and was attended by ITTO representatives from Switzerland, Japan and Sarawak, representative of the Ministry of

Natural Resources and Environment, representatives from Sarawak Forestry Corporation and Forest Department Sarawak.

The main agenda of the meeting was about development projects in Lanjak Entimau and Pulong Tau for the second phase as well as discussing on

committee’s recommendations and decisions regarding financial, activities and plans. Additionally after the meeting, the committee visited several areas of ITTO project in Ulu Sg. Limbang and Ba' Medamot.

2. THE ‘BIRDS OF BARIO & THE KELABIT HIGHLANDS’ BOOK

The book was written by Ms. Slim Sreedharan and was published in 2011 under ITTO Project-Conservation of Biodiversity Cross-Border Pulong Tau National Park and Forest Department Sarawak. The books are not for sale but for educational purposes only. The books will be distributed to stakeholders, government officials and all primary schools in Sarawak. These books were funded by the stakeholders such as Sarawak Timber

Association (STA), YTS Foundation, KTS Holdings Sdn. Bhd, WTK Holdings Bhd., Rimbunan Hijau (RH) Group and Ta Ann Holdings Bhd. The book is mainly about species of birds that can be found in the vicinity of Pulong Tau National Park and the Kelabit Highlands. Publication of this book is aimed to draw attraction of the local or foreign tourists to Pulong Tau National Park, especially Bario and Ba' Kelalan through the bird watching event held every year to enhance eco-tourism for the Pulong Tau National Parks Development Programme. 3. THE LANJAK ENTIMAU STORY: CHANGING LANDSCAPE IN BIODIVERSITY CONSERVATION The Lanjak Entimau Story: Changing Landscape in Biodiversity Conservation was written entirely by Dr. Paul P.K. Chai and edited by Datuk Dr. B.C.Y. Freezailah. It was published in 2011 under the ITTO Project-Development of Lanjak Entimau Wildlife Sanctuary as a Totally Protected Area in conjunction with World Forestry Day 2011 and also to acknowledge the Iban community for their contributions to the success of the publication of this book. We can see the efforts made by the State government through Forest Department Sarawak as the implementing agency with support from ITTO and involvement of the local Iban communities in protecting and conserving the environment and sustainable forest management to augment community life without depending entirely on the forest. The book is expected to be launched by Chief Minister of Sarawak on 12 May 2012 during the Sarawak DUN Seating. 5. CONSTRUCTION OF SUNGAI ADANG SUSPENSION BRIDGE

The Department sent a group of six (6) staff to hold a dialogue session with Penan community in Long Adang. Long Adang is located at remote areas in Pulong Tau National Park, Lawas. The purpose of the dialogue was to seek their views on suitable location for construction of Sungai Adang suspension bridge.

Apart from the dialogues, the group was also responsible for preparatory work to construct heli pad for Committee Driving Project Meeting held in Merarap Hot Spring as well as monitoring work in Ba’Kelalan. As part of the corporate social responsibility, the Department decided to built 77- metre suspension bridge to meet the needs of the local community. It was built on 2 October 2011 and completed on 11 November 2011.

The importance of the facility was primarily for the purpose of improvement of environment for emergency care and also providing passage over the obstacle such as rapid river in order for them to cross the river safely, thus, preventing loss of life. The project received cooperation from ITTO and Samling. A total of 18 staff were appointed to carry out the construction work.

6.RICE MILL HOUSE

Looking at the requirements of milling machine facility, the Department decided to build a rice mill house equipped with milling machine for the Penan community at Long Sabai, Miri that would benefit them in various aspects especially in grinding and processing rice by modern technique.

The project was collaboration between the Department and ITTO. Basic knowledge of ways to operate or handle machinery such as paddy machine, chain saw and lawn mower is very important especially for the local community who do not have any basic knowledge on those equipment.

Therefore, the Department had thought and exposed the villagers to the skills and the proper method which enable the local people to learn the correct way to craft and built a house. Furthermore, the project also helped to instill the spirit of mutual cooperation among local communities. The rice mill construction took nine days to complete. A total of three (3) forest guards were sent to assist and monitor the construction work which also involved the participation of the villagers.

5. LEPO BUNGA RANGER POST

Previously, the construction work of Lepo Bunga Ranger Post was completed by the workforce from Samling. However, based on monitoring work which was carried out in mid-August, the Department found out that the ranger post was not built in accordance with the plan and specifications. Consequently, the ranger post had to be reconstructed. In order to ensure this project ran smoothly according to exact plan and requirements, the Department sent two (2) staff together with four (4) staff from Samling to monitor the recontruction works from 30 September 2011 to 31 October 2011. This reconstruction took a month to complete.

6. NURSERY MONITORING AND MAINTENANCE PROGRAMME AND CONSERVATION PROGRAMME AT ULU MERARIO, BARIO.

Every two (2) weeks for each month, two (2) staff from the Department were sent to Bario for maintenance work at the nursery and plantation area at Ulu Marario. Among the tasks were cleaning of nursery area, replacing dead seedlings, calculating seedlings stock and monitoring progress of planted seedlings. Existing stock was used for Bario Community Park which was undertaken by the local community. The Department only provided seedlings while maintenance of the park was supervised by the community.

7. ULU SUNGAI LIMBANG NURSERY

Batu Lawi Conservation and Preservation Programme was ITTO supporting project which began in June 2011. The idea of the project was to plant seedlings of various species such as agarwood, geronggang, meranti, sawih, durian, sawih, petai, resak etc. in area surrounding the Batu Lawi. Activities and purposes of the programme are to search for wild seedlings - planting seedlings in inactive open space area; plant of seedlings - monitoring growth and condition of planted seedlings; and maintenance of nursery - managing and maintaining nurseries.

10. ULU ENGKARI SUSPENSION BRIDGE, SRI AMAN On 13 July 2011, a 32 meter long of suspension bridge was built in Ulu Engkari located in the upper area of Batang Ai, Sri Aman and was fully completed in 10 August 2011. Construction of the project was response to the request of tuai rumah to provide a passageway and links to area’s together. A total of 15 staff has been assigned conducting monitoring and constructing works together with local villagers. Apart from it, the staffs were also involved in rebuilding fish pond in SK Ulu Engkari. Initially, the project was done by ITTO in collaboration with Forest Department Sarawak in an effort to upgrade the standard living of the local community.

MAIN EVENTS IN 2011 The Department successfully organized and participated in various major events and the highlights of the activities organized by the Forest Department are as follows: 1. WORLD FORESTRY DAY 2011

The State’s World Forestry Day was commemorated at Similajau National Park, Bintulu on 22 March 2011 with the theme “Forest for Community”. The function was officially launched by YB Datuk Amar Awang Tengah Ali Hassan, Second Minister of Planning and Resource Management. Among those present were YB. Datuk Naroden Majais, Assistant Minister of

Planning and Resource Management, YB Datuk Talib Zulpilip, Assistant Minister of Tourism, YB Dr. Stephen Rudi, Assistant Ministry of Public Health and Utilities, Datu Haji Len Talif Salleh, Director of Forests and other senior officers.

The World Forestry Day, celebrated on 21 March annually, was jointly organised by the Ministry of Planning and Resource Management, Forest Department, Sarawak Forestry Corporation, Sarawak Timber Industry Corporation, Sarawak Planted Forest Sdn Bhd, Harwood Timber Sdn. Bhd and Sarawak Timber Association. Some inter-agencies activities were organised such as a visit to Special Children Centre, tree planting and blood donation. Games tournament organised were bowling, futsal, badminton and golf. 2. EXCELLENT SERVICE AWARDS (APC) 2011 The Excellent Service Awards ceremony was held at Miri on 9 November 2011. This auspicious event was graced by YB Datuk Amar Awang Tengah Ali Hassan, Second Minister of Resource Planning and Environment and Minister of Public Utilities Sarawak. A total of 70 staff who had performed excellently in 2011 received their Awards and six staff who retired were also feted.

3. WETLAND DAY 2011 The Wetland Day 2011 was held at Kampung Sungai Aur, Telaga Air, Kuching on 26 February 2011 with the theme ”Hutan Untuk Air dan Tanah Bencah”. The function was officially launched by YB Dr. Abdul Rahman Junaidi, ADUN N4, Pantai Damai, Kuching. Among those present at the function were Tuan Hj. Sapuan Ahmad, representing Director of Forest, Tuan Hj. Wan Shardini Wan Salleh, Deputy Director of Forests and senior officers from Forest Department and other government agencies.

4. 16th Malaysian Forestry Conference 2011, Malacca. The 16th Malaysian Forestry Conference was held from 5 to 9 December 2011 in Malacca

with the theme "Forests for Community Livelihood". The Conference was declared open by the Right Honourable Chief Minister of Malacca on 5 December 2011 and the Conference was closed by YBhg Dato’ Zoal Azha bin Yusop, the Secretary General of Ministry of Natural Resources and Environment on 9 December 2011. Among those present at the function were Dato' Dr. Hj Abd. Rahman bin Abd. Rahim, Director-General of Forest Department Semenanjung Malaysia, Tuan Hj Ali Yusop, Director of Forests, Sarawak , Dato’ Sam Mannan, Director of Forest Sabah, 277 participants and observers. The Conference was viewed as a platform for officers from the three States to exchange views, information and experiences in matter pertaining to administration, management, planning and forest development in the country. The Conference was held in six plenary sessions, namely forest certification and sustainable forest management; ecotourism and forest economic; forests and climate change; forest biodiversity and conservation; research & development and innovation in forestry; forest law and enforcement. A total of

36 working papers and 18 posters (6 papers & 7 posters from Forest Department Sarawak) were presented during the Conference. Other activities were organised such as conference tours, bakau tree planting, and competitions of golf, bowling and futsal.

5. STATE CONSULTATION MEETING ON STATE POLICY AND LEGISLATION ON ACCESS AND BENEFIT SHARING OF GENETIC RESOURCES FROM SARAWAK

State Attorney General Chamber, Forest Department Sarawak and Sarawak Biodiversity Centre had jointly organized a State Consultation Meeting on State Policy and Legislation on Access and Benefit Sharing of Genetic Resources from Sarawak at Sarawak Biodiversity Centre on 21 July 2011. The objectives of the meeting were to review the current status of access to and benefit sharing from Sarawak’s biological resources in relation to the ordinances and laws in Sarawak; to consult relevant stakeholders on their views with regard to the Nagoya Protocol on Access and Benefit Sharing; and to consolidate feedback and position of the State with regard to the Nagoya Protocol on Access and Benefit Sharing. The decision of the meeting was recommended to the State Cabinet prior to signing the Nagoya Protocol on Access and Benefit Sharing. A Panel Discussion was chaired by the State Deputy Attorney General, Yang Arif Francis Johen, Tuan Haji Ali Yusop, Acting Director of Forests; Mr. K. Nagulendran (Ministry of Natural Resources and Environment, Malaysia); Prof. Dr. Gurdial Singh Nijar (Centre of Excellence for Biodiversity Law); and Dr. Rita Manurung (Sarawak Biodiversity Centre).

6. LAUNCHING OF CENTRE OF EXCELLENCE FOR ORANG UTAN CONSERVATION YB Dato Sri Douglas Uggah Embas, Minister of Natural Resources and Environment officially launched the Centre of Excellence for Orang Utan Conservation in Nanga Delok, Batang Ai National Park, Sri Aman on 22 May 2011. The launching was also held in conjunction with the World Biodiversity Day. The Centre costing RM3 million was developed under the Ninth Malaysia Plan and was completed in December 2010. The Centre played the role of cross-boundary conservation cooperation with Betung-Kerihun (West Kalimantan), Indonesia. It also played an important role in increasing research and conservation activities of orang-utan and helped to understand the iconic species better.

During the event, YB Dato Sri Douglas Uggah Embas also joined SK Nanga Delok pupils to plant trees in support of the global Greenwave 2011 programme aimed to enhance awareness among school students and youth on the importance of biodiversity. Among those present were acting Director of Forests Tuan Hj Ali Yusop, YB En. Malcolm Mussen Lamoh, YB En. William Nyallau Badak, Dato’ Zoal Azha Yusof and other senior officers. 7. SEMINAR ON NATIONAL SOCIAL FORESTRY 2011

Forest Department Sarawak and Ministry of Natural Resources and Environment had

organised a seminar on National Social Forestry 2011 with the theme of “Raising Community Quality of Life and Sustainable Forest Management“ in conjunction with World Forestry Day 2011. The 2-day seminar was held in Lawas from

29 to 30 November 2011, and was offically launched by YB Datuk Amar Awang Tengah Ali Hassan, Second Minister of Resource Planning and Environment and Minister of Public Utilities Sarawak. Among those present were YB Tan Sri Joseph Kurup, Deputy Minister of Primary Industries and Environment, Tuan Hj Ali Bin Yusop, Director of Forests Sarawak, senior officers from Forest Department Sarawak, Ministry of Natural Resources and Environment and other government agencies. A total of 8 working papers were presented during the two-day conference. 8. WORKSHOP OF LOGICAL FRAMEWORK ANALYSIS (LFA) FOR DEVELOPMENT OF SOCIAL FORESTRY PROJECT The Ministry of Natural Resources and Environment (NRE) in collaboration with Department’s CSI Unit as the secretariat has organized a workshop on LFA for Development of Social Forestry Project on 6 – 7 March 2011 at Grand Margharita Hotel, Kuching. The main purpose of this workshop was to define and to give a clear view of the LFA basic concepts, skills needed, LFA Project Planning Matrix, logframe planning for social forestry projects and method of planning and development of social forestry projects to be implemented effectively in targeted focus group. Every district and Regional Forest Office are required to sent one (1) representative to attend the two (2) day workshop. 9. STATE LEVEL ENVIRONMENTAL EDUCATIONAL AWARENESS PROGRAMME IN SANTUBONG

Forest Department Sarawak in cooperation with Sarawak Forestry Corporation (SFC) has

organized the above mentioned programme on 25 - 29 April 2011 involving school children. This programme was aimed to expose the students with experience and environmental awareness on how to conserve and preserve our natural biodiversity surround us, an invaluable resource. Moreover, the programme too brings benefits especially to the staff who involved in the programme as they will have the experience to conduct an educational and awareness programme in the future. 10. ENVIRONMENTAL AWARENESS WEEK PROGRAMME AT SMK BATU KAWA AND INSTITUT PERGURUAN BATU LINTANG

The Department also participated in the exhibition and several activities were planned and carried out throughout the exhibition. Among the activities are sales of books, pop quizzes, games, giving out gifts to visitors and a brief description on background, roles and functions of Forest Department Sarawak toward community. Both exhibitions received overwhelming response both from students and teachers. 11. SHELTER AND TOILET FACILITIES IN LONG LIDONG FOR TAGANG SYSTEM

Construction of the infrastructure was intended to provide convenience to the visitors who come to visit Long Lidong village. Long Lidong village was chosen by the Agriculture Department to introduced Tagang System with cooperation from the residents. As a result, the implementation was successful. During the National Seminar On Social Forestry, the Department agreed to give assistance in upgrading the Tagang System’s infrastructure. 12. CONSTRUCTION OF VALLEY POND IN BA'KELALAN

The construction started in February until April 2011 involving Department’s staff from headquarters, Regional Forest Offices and District Forest Offices. On 17 February 2011, several tons of fish fertilizer and 5,500 fish fry were distributed to SK. Ba’ Kelalan headmaster and 2,200 fish fry were handed over to Long Langai representative, Mr. Lakai. This project is part of the programmes to improve living standard of local communities and income through community exposure to ways and strategies to build a valley pond and technical assistance to the communities on methods of breeding freshwater fish.

Alan Shorea albida, a heavy, red wood; trees producing wood of light hardwood class are known as Alan bunga.

Bakau Rhizophora spp; used as fuel, piling and chipping for the manufacture of rayon.

Belian Eusideroxylon zwageri, a very strong durable wood. Bindang Agathis alba, a coniferous species. Bintangor Calophyllum spp; a good quality medium hardwood. Damar Resin, particularly of Dipterocarpaceae. Engkabang A generic term for the species of Shorea that produce illipenuts.
