Also 45 COVID-19 deaths have been reported, 29 from Jammu Division and 16 from Kashmir Division.Moreover, 3999 more COVID-19 patients have recovered and dis- charged from various hospitals including 1490 from Jammu Division and 2509 from Kashmir Division.According to the daily Media Bulletin on novel Corona virus (Covid-19), out of 272858 positive cases, 45630 are Active Positive, 223619 have recovered and 3609have died; 1732in Jammu division and 1877 in Kashmir division.The Bulletin further said that out of 8270069test results available, 7997211 sam- ples have been tested as negative till 24thMay, 2021.Till date 2035593 persons have been enlist- ed for observation which included 74787 persons in home quarantine includ- ing facilities operated by government, 45630 in iso- lation and 141002in home surveillance. Besides, 1770565 persons have completed their surveil- lance period. Pertinently, the Lieutenant Governor had recently announced a slew of measures to miti- gate the sufferings of var- ious vulnerable sections of community due to Covid-19. The Lt Governor asked the offi- cers to work with com- passion and empathy and take all required steps to enable people overcome their difficulties during this pandemic. “It’s a collective respon- sibility of the officers at various levels to ensure that no one goes hungry. You all must reach out to every citizen in need. Mid-day meal supplies, supplementary nutrition must continue for the beneficiaries. Take care of the families of daily wage earners, migrant labour- ers and address the issues caused by the pandemic,” the Lt Governor said. The Lt Governor observed in the meeting that the pan- demic has broad range of impact on different aspects of people's lives. If required, specific inter- ventions should be taken immediately to support the most vulnerable pop- ulation, workers, women, children, small business- es, farmers, communities and senior citizens. Collaborative, consistent and continuous efforts are required to further strengthen the social pro- tection,” the Lt Governor added. LG exhorts....It was informed that under Interest Subvention, about 3.50lakh borrowers have received installments of 5% interestsubvention worth Rs 200 crore.On benefits extended to construction workers, the LtGovernor was informed that the first installment of morethan Rs 34.50 crore has been provided to 3,49,303 active con-struction workers at the rate of Rs 1000 perbeneficiary.Moreover, Rs 5.6 crore have been provided foraround 28 thousand Shikarawalas/Ponywalas/Dandiwalas/ Palkiwalas/ Tourist guides at Rs 1000 permonth per beneficiary as two months' relief. Of the total,14,627 beneficiaries are from Kashmir division and 13,153 arefrom Jammu Division.As a part of COVID mitigation meas-ures, Rs 55 crore have been provided to all DistrictDevelopment Commissioners at the rate of Rs 2.25 crore eachand Rs 5 crore to each Divisional Commissioner of Jammuand Kashmir.The Lt Governor was informed during themeeting that Rs. 2000 was disbursed each to 9.5 lakh farmersunder PM-KISAN Yojna involving a total amount of Rs. 190crore.Further, the Rural Development Department has pro-vided employment to 26,673 households covering 35,484individuals, involving Rs 8.21 crore under MGNREGA dur-ing April and May, 2021.About 7.10 lakh pensioners have received their pension(through DBT mode) amounting to Rs. 71 crore under ISSSPension for the month of April. Under the Indira GandhiNational Old Age Pension scheme, amount to the tune of Rs.25.68 crore for the month of March and April has been paidin favour of 1.28 lakh pensioners (through DBT).Bankaccounts of 83,617 beneficiaries of Ladli Beti scheme havebeen credited with an amount of Rs. 50.00 cores (throughDBT). Another amount of Rs 25 crore is being credited to theindividual bank accounts of the beneficiaries.Besides, 1212beneficiaries belonging to different districts of UT of J&Khave been given an amount of Rs 4.836 crore as financialassistance to poor marriageable girls (through DBT) underState Marriage Assistance scheme during the current finan-cial year. It was informed that the School EducationDepartment is providing Dry Ration (Rice) to 8.46 lakh stu-dents under the Mid-Day Meal Scheme.Under Supplementary Nutrition Programme, a total of7,89,586 beneficiaries including pregnant & lactating women,children under 6 years of age have been provided dry rationin the UT. The Lt Governor expressed gratitude to Hon’blePrime Minister Narendra Modi for all the assistance to theUnion Territory. He also asked the concerned officers toadopt various mitigation strategies in line with the dynamicsof the situation at hand and ensure seamless extension ofbenefits to the citizens under various beneficiary orientedschemes. Sh. Arun Kumar Mehta, Financial Commissioner,Finance Department and concerned senior officers attendedthe meeting.

Govt Announces ....& Parliamentary Affairs, besides Mission Director, NationalHealth Mission (NHM) and Director, Family Welfare partic-ipated in the meeting.To implement the decision taken bythe Government for prioritized coverage of high risk andvulnerable groups under 18-45 age category, it was decidedthat the special vaccination drives will initially be kick-start-ed in 8 districts having the highest disease caseload and pos-itivity ratio and will be extended to all the districts once thesupply of vaccines increases. The rollout will begin inAnantnag, Baramulla, Budgam and Srinagar districts ofKashmir, and Jammu, Kathua, Rajouri and Udhampur dis-tricts of Jammu.It was further informed that the targetgroups have been identified considering their risk assess-ment and vulnerability to the disease. It was directed that asa part of the special vaccination drive, additional dedicatedvaccination centres are established for centralized and fast-tracked coverage of all identified beneficiaries after properverification.The Chief Secretary directed the LawDepartment to organize 2-days special vaccination drives atHigh Court complexes and District Courts to vaccinate alllawyers. The Information Department was directed to organ-ize similar vaccination drives for journalists at twinDirectorates of Jammu and Kashmir, while the TourismDepartment was asked to hold such drives at concerned dis-trict offices to cover stakeholders associated with the tourismindustry.The Transport Department was asked to hold thedrives for truck/bus/taxi/autorikshaw drivers at respectiveRTO/ARTO offices; while the Higher Education Departmentwill coordinate vaccination of teaching/non-teaching facultyat campuses.Similarly, the departments of Labour andHousing & Urban Development were directed to organizecentralized vaccination drives at suitable places to cover allconstruction workers, and shopkeepers/vendors/dhabaworkers, respectively.For the target group comprising Government employees on

COVID duty/or in active field offices- viz employees ofPHE, PDD; people with disabilities (PwD); widows/singlemothers; orphans; and persons with co-morbid conditions,the concerned Deputy Commissioners were directed tomobilize identified beneficiaries towards existing vaccina-tion centres on priority. The violators will be punished under Section 188 ofIndian Penal Code.The UT reported its first death due toblack fungus on Friday.

The tracks are wearing a desertedlook and the eating points along the twin routes are shut,”said a local shopkeeper adding that the food points beingrun by the Shri Mata Vaishno Devi Shrine Board are opera-tional. “The services like helicopter, battery car and cable carare also functional for the convenience of the pilgrims,” headded. Chief Executive Officer, Shri Mata Vaishno DeviShrine Board, Ramesh Kumar here told “all facilities beingprovided by the Board are functional.”“The Shrine Board istaking care of pilgrims with all safety measures in placeincluding testing on their arrival,” said the CEO adding thatthe Board is following SOPs, guidelines being issued time totime by the Centre and the J&K Government including theHealth Department.On an average, 300 to 400 pilgrims are visiting the CaveShrine daily, he added Amidst COVID, more than 16 lakhpilgrims paid obeisance at Shri Mata Vaishno Devi in thefirst four months of 2021.In the first two months, pilgrimageincreased and the per day figure reached 15000 to 20000 butwith the second COVID wave, the number decreased and inthe first four months, 16,45,333 pilgrims visited the Bhawan.In January, a total of 40,8861 devotees reached the Bhawan,in February, 3,89,549 devotees, in March, 5,25,198 and in themonth of April, 3,21,725 pilgrims.

New runway ....on runway surface was approved by Air HQ and the samehas been intimated to ED (Operations) Airport Authority ofIndia, New Delhi. On a daily basis, Jammu airport has morethan 20 operational flights with over 3000 travellers.Theoperational runway was 6,700 feet long and further beingextended to 8,000 feet (1300 feet expansion) for night land-ing. Meanwhile, official sources said the process for expand-ing the existing runway from 6,700 feet to 8,000 feet on 18sides to facilitate operations of aircraft with load penalty,will be completed at an estimated cost of Rs 80 crore.The Airport Authority of India has expanded, modified andupgraded the terminal building of Jammu Airport withenhanced passenger amenities, including doubling the areaand per hour passenger handling capacity.Previously also the area of the building was increased from6,750 sqm to 14,500 sqm with increased numbers of escala-tors and lifts while three aerobridges with additional taxingtrack were also commissioned.Jammu Airport had 1.6 mil-lion passengers in FY17 and now the airport handles 50 air-craft movements.

Underscoring the need for a pro-active role by lawenforcing agencies, the DGP directed officers to put in placeeffective measures for maintaining peace and order in coor-dination with other security forces.Singh said police alongwith other security forces has ensured rule of law after fac-ing tough challenges and have succeeded in maintaining asense of security among the people.

Put in your best efforts and workround-the-clock to ensure the availabili-ty of all the necessary medicare facilities,besides laying a strong rapid responsemechanism in all districts in order todeal with the emerging situation”, the LtGovernor asked the officers.Rate of vac-cination & testing, effective manage-ment of Covid Care Centres will be theparameters for monitoring performanceof the officers, maintained the LtGovernor.Taking cognizance of the lowvaccination rate in some districts, the LtGovernor passed strict directions to theDCs for scaling-up the vaccination intheir respective districts.Maximize thetesting for areas with high positivityrate. Fix vaccination & testing targets forTehsildars and BDOs. Share good prac-tices and take comprehensive measuresto bring down the covid positivity rateacross the districts, besides tracking thetrend on daily basis, the Lt Governordirected the DCs.

The DCs were asked to prepare afuturistic plan to contain the spread ofthe deadly virus. Take prompt action oncovid related issues and regularly briefthe media providing factual and accu-rate information to the public, added theLt Governor.

Emphasizing on regulating the move-

ment of people during the restrictions,the Lt Governor directed the DivisionalCommissioners and DCs to streamlinethe process of issuance of passes.Whilereviewing the district-wise status ofpreparations being made to contain thespread of Corona virus in rural areas,the Lt Governor set timelines for estab-lishment of 5-bedded Covid CareCentres at panchayat level acrossJ&K.He directed for prioritizing farflung areas for establishing these cen-tres, besides ensuring availability of allrequisite facilities for the patientsincluding proper ventilation, beds, oxy-gen support, necessary medical kits,linkage with nearest healthcare centres,referral linkage with dedicated Covidhealth centres & hospitals, availability oftele-medicine facilities, power backupand other basic facilities.

“We are decentralizing the Covidmanagement, which is essential foreffective and efficient public health sys-tem. Focus on strengthening primaryhealth care in rural areas. There is a needto increase the availability and accessi-bility of healthcare support system in farflung areas,” the Lt Governor said.TheLt Governor instructed the PrincipalSecretary, Rural DevelopmentDepartment to lay a comprehensivemechanism for monitoring the opera-tionalization of Covid care centres inPanchayats.The Lt Governor laid stress

on proper training of ASHA andAnganwadi workers, besides mobilizingPRIs & volunteers and utilizing SDRFfunds for effective management ofCovid care centres at panchayat level.Health department was directed toproactively engage in functioning ofthese Covid care facilities.

“Community health workersASHA/ANMs are the foundation ofhealth services. In the test, the subjectwalks for six minutes, and if his oxygensaturation level falls, either by three per-cent or below 94, it is time to consult a doc-tor. Such patients must lie in a prone posi-tion to restore oxygen saturation quickly,he advised.In prone-position the patient ismade to lie facing down, with arms bentcomfortably at the elbow and positionedforward.In any case, if Covid symptomspersist even after four to five days, onemust immediately seek medical help.‘Please do not delay hospitalization. enquiry ordered by the higher authori-ties regarding wrong mutation attestedin one of the case in Tehsil Mendhar,the Deputy Commissioner directed theconcerned Tehsildar to identify theofficials involved in such attestation,beside produce the records related tothe matter in order to proceed againstthem under law.The legal section ofDC office was directed to collect thedetails/status of other cases pertainingto revenue department pending beforethe High Court and put up the samebefore the Deputy Commissioner sothat further necessary action withrespect to filing of objections could betaken at the earliest.Similarly, direc-tions were passed to collect details ofall the cases related to RevenueDepartment pending before all theCivil Courts in the District, throughconcerned Tehsildars so that necessarysteps for the early disposal of thesecases can be taken.The DC reiteratedfor expediting the land acquisitionprocess thereby enabling the con-cerned agencies to start the physicalwork on the site. Human ingenuity and the sense of cooperationamong all countries are needed to beat the current dis-tressing situation These are not the best of times.Everyone has his own version, own experience, andmost of it is common: No one has ever experiencedsuch devastating anxiety, apprehensions and uncer-tainty about the days ahead. There is a disturbing senseas one receives a call. Every conversation centresaround the near and dear ones being under the grip ofCOVID, and it is no more an exception to receive thedevastating news of people suddenly passing away. Ireceived a call from a young lady, known to me eversince she was a kid, some five decades ago. She devot-edly looks after her 97-year-old father, who is in com-paratively good health for his age. She tells me that sheis extremely disturbed after receiving a call from herclose relatives, who stay in a distant city.

When she received the call, and began to ask aboutthe welfare of the family members on that side, thecaller brushed it aside and came directly to the point:“All of us are in isolation having tested Corona posi-tive. We are upset and disturbed. We don’t know whatwill happen tomorrow. Whatever happens, we shallnot inform you as it would serve no purpose. Likewise,we would request you not to inform us even if anyfatality occurs on your side.” This daughter, alreadyunder tremendous tension, was just dumbstruck! Shealways thought she could fall back upon them. As anelderly academic and family friend, I did my bit. In thisinstance, the old man is fine by God’s grace and wehope to celebrate his centenary in a couple of years;hopefully, without any COVID restrictions. But willthis daughter ever forget how she was left to fend forherself?

The unprecedented pandemic’s onslaught has trig-gered numerous tragedies across the nation, with peo-ple being unable to attend even the last rites of theirloved ones. An estimate suggests that 230 millionIndian families became poorer during the first wave.Humanity, however, survives on Hope. Things willchange, and humanity would certainly come out of theexcruciating stranglehold of the pandemic. Humaningenuity would triumph once more, as it has in thepast. At present, everyone seems to be impacted eitherdirectly, or indirectly. The loss of livelihood could onlybe called ‘rampant’. In April-May of 2021, the healthinfrastructure stands shattered, patients are dying infront of hospital gates, in verandas, on stretchers and,shockingly, due to the non-availability of hospital beds.It is a tragic situation that would leave permanent scarson millions of families for ever.It has challenged humansensitivity, emotionality and compassion. So much is tobe rebuilt, resurrected and re-energised on every frontof human existence. Its magnitude has already begunto emerge. The learned and the knowledgeable arealready envisioning the shape of things in the post-COVID India and its global context. In the post-Coronaera, no nation can progress in isolation. Corona knowsno boundaries, no nationalities, and it could be coun-tered only by a strategy that is global in nature, interna-tional in implementation and humane in approach.

It would not be an over-stretched logic to assert thatif the UN and organisations like the Unesco and theUNSC had really achieved their objectives in the initialdecades of their existence, humanity would have beenmuch better equipped, united and ready to counterproblems like Corona. Sadly enough, the global urge tocreate a world of peace, nonviolence and righteous con-duct that led to creation of International platforms fordialogue and discussion has so far failed to achieveeven basic objectives.While the Governments preferredto participate in creating more and more lethalweapons, the health sector research was mostly takenover by pharmaceutical companies that were interestedonly in remaining ahead of their competitors, get thepatents before others, and capture the market.

Reliance andOYO have cut wages.The nation’s response to correc-tion is not being seen. The Congress-ruled Chattisgarhis the only state to stop construction of new governor’shouse, assembly, chief minister’s house, residences ofministers and senior officers, new circuit house. Itsaves over Rs 500 crore.The centre also needs to consid-er such wasteful expenses on various unnecessary con-structions and pride in heritage buildings likeParliament House. TP NEWS: Strongly countering the newsarticle titled “J&KSSB fails todeclare result of fast-trackrecruitment of class IV postseven after two months”, pub-lished by one of dailies ofKashmir yesterday, the Jammuand Kashmir Service SelectionBoard (JKSSB) today clarifiedthat the written examinations forUT, Divisional and District cadreclass-IV posts was conducted on27th, 28th February and 1stMarch, 2021 in multiple batchesin which 3.28 lakh candidatesappeared.

The Board further explainedthat subsequently it called uponthese candidates to indicate theirorder of preference for allotmentagainst UT, divisional and dis-trict cadre vacancies up to 1st ofApril, 2021 which was extendedmultiple times up to 2nd May,2021 due to extremely poorresponse of the candidates.Despite giving multiple opportu-nities, only 1.37 lakh candidatesopted to give preferences afterwhich the Board decided to pro-ceed further. It was absolutelynecessary to give adequateopportunity to candidates at thisjuncture, to avoid legal complica-cies later, at the time of allocation

of cadres/posts.Also, due topoor response of candidates inindicating their order of prefer-ence for allotment against saidvacancies, surge in COVID-19cases across the UT, impositionof Corona lockdown and Healthconsiderations, seamless work-ing of the Board, including final-ization of result for Class IVposts, got affected. Besides, it is acomplex template being opera-tionalized first time and the sheernumber of the candidates is alsoprohibitive, which are bound totake reasonable time even in bestof the circumstances. Moreover,the Result preparation is beingcarried out at multiple locationsbeyond the borders of J&K whichwere severely affected due toCOVID-19 pandemic. All thesefactors have to be taken into con-sideration before jumping to anyconclusion.The Board has strong-ly condemned those vested inter-ests who use social media plat-forms and other digital modes topropagate and promote false andmisleading information againstthe Services Selection Board.

All such vile attempts to sullythe image of a credible andreputed institution like JKSSBwill be dealt with suitably as perlaw as the Board and its officers

reserve the right to seek legalaction against any unsubstantiat-ed, false, misleading and deroga-tory information that is beingspread through any media.Needless to mention that theServices Selection Board and itsChairman on multiple occasionshave made fervent appeal topublic as well as the aspirants tobeware of unscrupulous ele-ments and also bring any suchattempts immediately to theknowledge of the Board authori-ties for necessary action underlaw.The Board has set higheststandards of transparency andprobity in recruitments in recenttimes, by conducting largest everwritten examinations in the his-tory of Jammu and Kashmir in ahassle-free and successful man-ner. We may err but not exploit,is the dictum being followed bythe Services Selection Board.

It is also important for generalpublic and aspirants to appreci-ate that after the constitutionalchanges of 5th August, 2019, andsubsequent amendments carriedout in March 2020, in the Jammuand Kashmir Civil Services(Decentralization andRecruitment) Act, 2010, we havetransitioned to a new legalframework wherein radically

reformed templates of recruit-ment, with new methods andprocedures have been intro-duced. A natural corollary ofthese legal changes is the need tomake variety of new rules andstatutory provisions by variousauthorities in the Government,which by nature, is a time-con-suming process. Lots of amend-ments in rules/orders havealready been notified by variousGovernment Departments, par-ticularly the GeneralAdministration Department, andsome more are in the pipelineand shall be notified in duecourse.As a consequence, there-of, on many occasions, theServices Selection Board has tooperate within grey area, till thenecessary amendments in statu-tory provisions and rules takeplace.The Board in this new andreformed environment is doing atrendsetting work which will beeasier to follow in the days tocome.The Board also termed thecomparison made in the newswith result of PM Package postssaying that it is totally baselessand uncanny manipulated just tomislead the readers. Newly establishedRT-PCR Lab startsfunction at MCHGandhi NagarTP NEWS: The newly established RT-PCR Lab started functionat Maternal and Child careHospital, Gandhi NagarJammu on Friday.

It is the 7th COVID test-ing molecular diagnosticlab in Jammu region estab-lished and mentored bythe Department of micro-biology, GovernmentMedical CollegeJammu.On the first day,317 tests were done and 40samples were found posi-tive. The lab has a capacityof thousand tests per daywhich can be increased to2000 tests per day as perthe requirement

Under the guidance ofDr. Shashi SudhanSharma, Principal GMCJammu and PrincipalInvestigator and NodalOfficer of VRDL ICMR-DHR LAB, theDepartment of Microb iol-ogy has increased the test-ing of COVID-19 samplesmanifold during the last 6months. Dr. Sudhan saidthat these Covid-19 testingfacilities will help to rampup testing capacity in theJammu region.
