I. The Primary object of the Association/Union shall be the promolion of the common Service interest of its members.

2. The Associ:ltion/Union shall not be based on any caste, tribe on religious denomination or on any group within or section of such caste, tribe or religious denomination.

3. The Association/Union should have as its members, not less than 15% of the total number of staff of each category/categories it purports to represent.

.1. No per:,on who is not a Govt. servant shall be connected with the afTairs of the ASSOCiation/Union.

5." The executive of the Association/Union shall be appoint�d from amongst tht'JII members only. �

6. The funds of the service Association, Ullion shall consist exclusively of SUbSF criptions f rom members and grants, if any, m<de by the Govt. and shall be applied only for the furtherance of the objects of the Association/Union.

7. The Association/Union simI! not send any representation or deputation except in connection with a matter which is of common interest to the members of the Associa tion/Union.

8. The Af:sociation/Union shall not expausejor Slpport the cause oj' individual Govt. servants relating to service matters.

9. The Association/Union sha!! n,lt maint�in any politit:al fund or lend itself to the propagation of the views orany political party of politician.

10. All representations by the Association/Union shall be submitted through proper channel, and shall, as a normal practice, br: addressed to the Secretary or the Head of Department or Office.

11. A list cf members and office bearers, and up-to-tJate copy of the rules and I' an audit statement of accounts of the Association/Union �ha.1l be furnished to the GovL annually through proper channel after the general annual meeting so as to reach the GO\ t for information.

12. Any amendment of a �ubstantjal char ... cter in the rU,es of the Association! Union shall be made only with the previous approvals of GOVl. and any other-'­amendment of a minor importance shall be COromur icated through proper channel for transmission to the Govt. for information.
