cost is Rs 61,300 The conditions are these, there must be ample water for at least ^0U days m a year, the electric connection should be available at an economic dts ance within three miles, the running cost should not exceed Rs 40 per acre , the initial cost of the scheme should not exceed Rs 300 per acre, the cultivator should be prepared to willingly pay t the rate of Rs 35 to Rs 45 per acre, so that there is no loss to the Government

AREAS OF ANANTAPUR DlStRICT

On the basis of discussions held at Anantapur and State head-quarters and visits to the villages m the District the Centra! Team recommended the following measures for chronic d ought relief m Anantapur District

( i ) A SYSTEMATIC PROGRAMME OF GROUND WATER SURVEYS AND INVESTIGATIONS

The Geological Survey of India has carried out some ad-hoc studies m Anantapur District which is i dequate The State Agri-culture Department would soon be sett ng up a Technical cell fbr ground water investigations This cell should give priority to the surveys m Anantapur District The programme of surveys should be so planned to givepnorHy to formulation of reahsfc compact area schemes fbr development which may be processed for assistance of Agricultural Refinance Corporation

(2) HYDROLOGICAL STUDY RELATING TO THE CATCHMENT AREAS OF MHSTING MEDIUM AND MINOR. SURPACB FLOW

IRRIGATION PROJECTS

Hydrological study should be carried out in the district to determine whether there was any scope of readjusting the catchments of the existing works with a view to obtaining better util sation of the storage capacity already existing m the various works

(3) ADDITIONAL PROGRAMME FOR SURFACE WATER FLOW IRRIGATION SCHEMES

Priority should be given during l<)68-69 to the completion o the six schemes which ar* already m hand with the Public Works Depattment, Irrigation Department he 23 new flow irrigation schemes Including renovation of 7 existing derelict tanks are costly as compard to the usual yardstick It is entatively suggested that the following schemes out of the list of 33 may be taken up under the first phase

(i) Restoration of Pedda Chervu of Gandla-penta

(si) Re$troation of breached Obulapuram tank

(in) Hullikal Tank of Anukampalli (lv) Forming a new tank across Vanka near

N Hanumanpurain (Site 1) (v) Excavating a supply channel fhm Hagin

river to Dodogafta tank

It is desirable that other schemes are t4ken up only after the hydrological study proposed under item (2) above is completed, '

(4) CONSTRUCTION OF GOVERNMENT WELLS IN THE TANK BEDS

Water can be tapped by digging wells m Tank beds to provide irrigation benefit m the ayacut area for long r period It would be desiaable to take up a few weHs of this type on a trial" basis

(3) LIFT IRRIGATION FROM RlVER/SPRlNG CHANNELS

Irrigation from spring or river is provied mostly by gravity Instead it would be better if lift irrigation from these also resorted to at some feasible locations and encourage the farmers to go m for pumpsets of their own to carry out lift irrigation

(6) APPROACH TO PLANNING AND IMPLEMENTATION OF GROUND WATER DEVELOPMENT SCHEMES

The mam emphasis should be to formulote compact aren schemes which m addition to construction and boring deepening of dug wells also provide for installation of pumpsets^ extension of power lines "wherever feasible and other comp-lementary development measures ana inputs These schemes would require to be supported by adequate ground water survey and investi-gations, but these can be very conveniently planned and phased when development is plai ned no compact area basis By proper integrat-ing the various inputs, each would mximise the production benefits Most of these compact area schemes could be financed through the assistan e ot the Agricultural Refinance Corporation

The present practice of valuation of land by Land Mortgage Bank at the prices existtng prior to the propose development is detri-mental to small farmers It should be assessed on the prices of the land subsequent to the proposed development In order to help far-mers with holdings up to ? acres reasonable subsidy may be extended for construction of dug wells and installation of diesel engine pump-sots

To step up litt migat on it is essential to give priority to exten-sion of ppwerlmesm the District Lines should be extended accor ding to 'cluster approach' but giving electric connections o wells too near to each other should be discouraged The schemes for exten-sion of power lines whi Jh had earlier been approved o i the bais of 10% gross return should be revived and implemented expeditiously The installation of diesel engine pumpsets should be encouraged as they are more economical m operation than indigenous water l i fh. Sub-sidies up to 25% could he given fbr diesel engtne pumpsets with adequate hirepurchase facilities It would be desirable to encourage installation of electrical avid diesel pump—sets on these wells which have satisfactory supply of water It is suggested that there must be one Assistant Agricultural Engineer in the District exclusively responsible for proper development and operation of the drilling and Masting wnis

a t i o n paddy may be subteituted by high yielding short duration paddy, so that irrigated dry crops can be raised m the Rabi season (b) the second crop of paddy &om J nuary to April should be dis-couraged and a possibility explored for introducing irrigated dry crop likeJowar, Groundnut, S l o w e r etc It would be desirable that possibilities fbr introducing irrigated dry crops m the region with due regard to the pattern of irrigation supply might be examined by the State Agriculture Department in consultation with the Agricultural University

In order to use the available water to the maximum advant ige by arranging uniform application due emphasise should be laid on the land levelling and shaping Indigenous implements specially suita-ble fbr land levelling and shaping m black cotton and red soil areas should be introduced

Possibibty of constructing head water tanks in the high elevation areas also needs to be explored, as these help m conserving soil and arresting siltation of the tanks down below, besides he ping in increas-ing ground water recharge The number of Sub-Divisions fbr soil conservation should be increased with the increase in worjk load Mere construction of soil conservation works would not deliver the godds, their maintenance and follow up action to introduce selec-tive cropping pattern m the treated areas are very important These aspects should be given proper attention at District level

Affbrestation programme can be confined to species like Sissal, Eucalyptus' Presophis and taken up on a limited scale to start with Cutting of immature plants should be effectively stopped

Mr Speaker - Please hear me I want to ask one question I am not allowing any discission, I am not admiting it What I want to know is whether there is a prima facie case fbr breach of privilege agamist the members of Lok Sabha I want to draw your attention to one matter Under Art 10T no member of Parliament shall be lbiale to any proceedings m any court of law That is a different matter That concerns with t in legal aspect m a court of law The convention is neither House of Parliament can claim for exercise of any authority over a member of either House Consequently neither House can take upon itself to punish any breach of privilegs or contempt made by a member or officer of the other House No case o! breach of privilege or on tempt of the House can be founded on a speech made by a member m the other House or m any other State Legislature in India because the proceedings of House of Parliament and all Legislatures are privileged and no action can be tak*n m one House fbr anything said m the other House Equally so, for what is said m this House against members of Parliament, they cannot take any action against us So there is no question of breach of pri-vilege involved Now you have given notice of breach of privilege I am only concerned with that I am not concerned with oth r things at all I am going purely on technical pand the legal aspects So far as the legal aspect is concerned, there is a convention which is scru-pulously followed bv all the Legislatures m this country The only thing we can do is if any of the members of this House are aggrieved, that unwarranted statements or observations or remarks have been made against any member of this House, we can only pass a resol-ution and ask the Lok Sabha to take action against those people either fbr breach of privilege or under any other provision of law Beyond thpt no member of the Lok Sabha or Rajya Sabha or any member of the Legislature m this country is liable fbr breach oi privilege by any other House That is the convention which is scrupulously followed Now when that is so, have you got anything more to say that there is a prima facie case either for me to allow m this House fbr discussion or send it to Privileges Committee?

-IHADBQUATE WATER SUPPLY POSITION IN VlJAYAWADA

Dr T V S Chalapath Rao (Vijayawada-East) —Here it is stated Regarding inadequate water supply position m Vijayaw da ' But it is regarding lack of water mams in more than half of the town Kindly permit me to read my motion

" I call the attention of the Minister for Municipil Administra-tion to the fact that m pite of spending about 35 lakhs of rupees fbr improving the water-supply m the Vijayawada Municipal town, nearly more than half of the citizens are not havmg the supply of protected water fbr want of distribution mams m their streets Only 3 out of 6 square miles of the town are having distribution mains The total out puf of water is 9 million ga!lons per day at the rate of 30 gallons per day per Individual That means it is meant fbr the entire population of Vijavawada Yet, on account of the above mentioned reason, namely, Jack of water mams it is not available even to half of the population of the town

Even where the distribution mains are available and where the reservoirs also are co structed, like Satyanarayanapuram e t c , the supply is not satisfactory as the distribution mams were laid long ago and require to be changed

To provide distribution mams to the en ire town, it is estima-ted that nearly 70 to 80 lakhs of rupees are necessary This cannot obviously be met from the revenues of the Municipality which are hardly sufficient to meet the ordinary expenditure S a capital loan has to be raised The Municipality is indebted already to the tune of nearly one and half crores The L I C has already lent about D I ^ h s of rupees and it is not possible to expect and more loans f§pta

The Minister fbr Municipal Administration Sn N Chench -rama Naidu —Vijayavada Municipality has a population of 2,30,397 as per 1961 census Prior to the taking up of the improvements Scheme, the Municipality was supplying a quantity of 40 lakh gallons per day from the 3 following systems ,

(1) Old Head wor s (Infiltration 25 lakh G P C D wells in the River Bed)

(2) Tube wells m knshna Tank 3 „ (3) Wells m Pushkaram Ghat 12 „

Total 40

This worked out to i7 G P C D as against the normal pre-sent requirements of 30 G P C D Detailed investigation of the water supply Improvements Scheme was therefore approved m 1964, for an ultimate population of 6 lakhs at 30 G P C D The investi-gation was completed and detailed plans and estimatet have been prepared with Head works prepared at Bhavanipuram

Due to paucity of funds, the entire scheme could not be sanc-tioned in a single stage Sanctionhas been accorded to the following 4 stages

(1) Stage I —Laying mams m unserved a!P%fSy R4 7 78 lakhs

(2) Stage I I —Pon%f9cHoa Bf ground level service reservoir of 3 2$ gallons capa-city at wynchipet Rs, 315 „

All those stages have been completed and the total quantity of water available now from all the sources m 90 lakh gallons per day Capable o serviceing population of J 1 ikhs at 30 gallons per day per head The entire quantity of 90 lakh gaHons day could not be equita-ble dis+.ibutcd due to!aek of mains m certain p t%s of the town and m-adeuacy of the existing distribution system, comprising pipes of sma-ller si?e l,iM a long time Ago The dbove portion cm be rectified by remodelling the distribution system m the entire town estimated to cost Rs 82 09 lakhs fbr the utimate requirements, which a part of the comprehensive water supply improvements referred to below The question whether any immediate improvements to give some relief with less financial commitment would be possible will be exammd

The detailed plans and estimates fbr the balance works of the Improvements Scheme were Prep tred c stmg Rs 224 92 lakhs as de-tailed below -

(a) Remodelling of distrib ition system Rs 82 09 lakhs (b) Development of Head wcrks at

Boa vamp uram fbr supplying an additional quantity of 90 iakh gal-lons per day

(c) Construction of an aditi nal Town service reservoir

(d) Laying of an additional pumping mams

Detailed plans and estimates fbr the remodlmg oi aistrnmpion systemeostlng Rs 82 09 lakhs were received by the Government and t§6gtatter is being examined sjieciEcaHy w:;h rt&rence to the method ofRnancmg An amount of Rs 50 lakh was received from the L I . C during 1964-65 apdRg 1? lakhs during 1967-68 fbr this purpose

It can therefore be seen that provision oi funds has been the mam bottleneck for the execution of the improvements scheme The question of renting a further toaa from the L I C will be taken up and also the suggestion of the Hon' ble Menber to permit the Mun^ cipaHty to a . at a loan from the public and the Scheduled Banks will be examined as and when propesxis are received by th Government from the Secretary and Special a&cer, Vijayawada Municipality

Mrs Godfrey ( Nonmmated Anglo-Indian) —Speaker, Sir, while agreeing with Mr Gopalakrishnaiah, I strongly recomend that certain shops m certain localities should be kept open on Sundays Mr C V K Rao is looking to the benefits of the employeen of the shops But we got to look to general public also The whole public activity paralyses when the shops closed on Sunday Because we need medical aid on Sundays and we need certain things during the week-end i e on Sunday Sunday being holiday, it facilitates most of the people to do their shopping and keep it away fbr the whole week

So, I would request th <f one medical shop,, one general shop and one cloth shop m every locality should be permitted to kept open on Sunday and holiday be given to the workers on any day m the week Thank you,

What are the difRculties m the as 'gnment of wastelands to the landless poor? As I know there are three difficulties The first is, wherever we go, the Revenue Staff complain that they do not have sufRcient staff to look into these matters Unless we give sufBcient additional staff fbr this, we shall not be m a position to carry out the entire work That is the Rrst draw back

The second is that there is a general fhehng that the landlords do not like that the landless poor Mould get land Therefore, they come out with a number of suggestions that these lands are needed fbr communal porambokes When they brirfg pressure on the Revenue authorities and m view of inadequate staff? t&e Revenue a u t h o r i t y are evading the solution of the problem

Thirdly, when the Revenue pepartinent come forward assignment of these lands, various eiaments come m the way and people fake advantage of these elements, and people who are actually living elsewhere try to get the assignment m %beir names m another Ullage

Unless these three difficulties are effectively solved there is no salvation m the matter I, therefore si pgest that this Government should take up a deRnte stand and instruct the Revenue authorities properly

I do not understand why Government are playing with the landless poor I clearly charge that the Government are trying to play with the hn dless poor, while the latter arc expecting that the Government would assign thes- lands to them This, I f e J , n a political stunt Why should the Government play ^ith the have-nots, I connot understand Letthtm, i f they like, pUy with the haves Let the Government take this matter seriously, otherwise let them not go near it The people will themselves solve it Let the hon Minister fbr Revenue take it seriousiy and solve it, otherwise let him say clearly that it is not possible to solve it and let it lie like that so that we can understand the Government and move accor-dingly
