Dear Friends,

Here we are again, approaching the beginning of another exciting new school year after an extremely productive summer. All kinds of preparations for 2011-12 have been underway in the areas of academics and planning; scheduling; classroom preparation; summer mainte-nance of our buildings; computers and buses and more. Dedicated staff have worked very hard work to prepare for a smooth opening of our schools on Tuesday, September 6. We appreciate all their ef-forts! In addition this summer, EXCEL project work has been vigorously underway

since school let out in June inside and outside of all five school buildings and the bus garage. EXCEL (Expanding our Children’s Education and Learning) project upgrades however, that include making health, safety, technology, accessibility, energy and physical capacity expansion capital improvements, will not all be immediately apparent. A lot of the work this summer has included roofing, plumbing, electrical, heating and ventila-tion upgrades and other vital infrastructure improvements inside and outside of the school. One of the more obvious improvements was tearing up the section of the road between the Newark High School and Middle School campuses beginning at the entrance way off Peirson Av-enue. The upgrade has resulted in not only a much needed new roadway, but significant drainage improvements that were made while the road was torn up. An adjacent student parking lot to the south has been paved and the student parking lot o the north has been repaved. The four tennis courts on the NHS/MS campus were replaced with six new ones. Old bleachers on both the home and away sides of the NHS football field have been replaced along with the press box area. Handicapped accessibility and parking lot issues in and around the sports com-plex area have also been addressed. Other obvious changes are a new reception area that has been built in the High School foyer and extensive renovation work to science classrooms is underway and will be completed by the sec-ond semester of the upcoming school year. While extensive EXCEL project work has been done this summer, it is far from complete. A lot of less intrusive work will be done inside buildings during the school year, with the tempo and work load picking up again when school lets out next June. The project should be final-ized by December 2012. In closing, I hope everyone enjoys the remaining days of summer vacation and I look forward to seeing all of you on opening day September 6. It is going to be another wonderful school year!

The time has come for me to welcome everyone back for the 2011-2012 school year! While our recent graduates are off to col-leges and careers, we have been engaged in a great deal of summer preparation, not the least of which has been construction-related. We are looking forward to another great opening in September. Our hardworking faculty and staff have been diligently planning and participating on curriculum development teams and other important committees in order to make your child’s educational environment the best pos-sible. Throughout the summer, the administrative and counseling staffs have been busy working out the final details of schedules, and we have also finalized the hiring and training of necessary staff members. We are proud to say that our teaching staff contin-ues to be second-to-none. As in the past, our school year will kick off for our Freshman class students with a special program as we welcome them and our link leaders back in Sep-tember for the Freshman Link Crew Orientation on August 30th (9AM to NOON, for incoming Freshman students only). This program is part of our continuing commitment to student success, community building, as well as to building leadership capacity in our Ju-niors and Seniors. We are all looking forward to the continuation of this exciting and important program. Freshman parents will be hearing from their child’s link leader soon about attending. Additionally, that same evening, we will again offer our Freshman Parent Orientation from 6:00PM to 7:30PM on Tuesday, Sep-tember 1st in the high school auditorium (parents and students welcome). We will have a short information session, complete with a question-and-answer period, followed by self-led tour of the building. Parents and students will have the opportunity to note key locations like lockers, classrooms, the guidance and counseling office, and the cafeteria. Students will have the chance to do much of this during the day, so your son or daughter will likely serve as your tour guide! Please remember that our first day of school for all students is Tuesday, September 6th, and is a regular, full day of school. We will follow our regular daily schedule - classes begin at 7:30 a.m. and last un-til 2:30 p.m. Our staff members are eager to see our students return and ready to get right to work. As in years past, our schedule for the first week will begin with time in classes for teachers to introduce them-

selves and explain the rules and expecta-tions for their courses. This will be followed later in the week by some time for students to touch base with counselors and assistant principals. The counselors and principals will discuss important building-wide information and expectations that students need to know or be reminded of.

Important notes and annual reminders: As our kids transition from “summer clothes” to “school clothes”, they tend to forget that our dress code prohibits tank tops, bare midriffs, tops with “spa-ghetti” straps, visible undergarments, and see-through garments. While it is easy to slip into clothing habits that may be comfortable outside of school, it is impor-tant that we keep a focus on learning and achievement here at the high school, and clothing such as this can be a distraction from that mission. Please understand that students wearing inappropriate attire will be asked to change their clothing. If a student refuses to do so, the student discipline code will be enforced. Student dress falls under a Newark Board of Education approved Code of Conduct that was required as part of a NYS legislative law several years ago. I ask that you help us maintain a distraction-free learning environment by helping our students choose clothing that is appropriate for a school setting. It is important to note that the student use of electronic devices (CD player, MP3 player/iPod/iPod Touch, cell phone, PSP, radios, headphones, etc.) is not permitted during class hours (7:30 AM to 2:30 PM). I am once again asking for your cooperation and assis-tance with this matter because it tends to resurface periodically. As a result of our society becoming more “connected” through technology, schools (and the com-munity at large) see more personal electronic devices. As these technologies evolve, cameras and video ca-pabilities are standard features of these handheld devices. These technologies not only pose the problem of interruption of the instructional process, but also very serious y issues as well. We have, and will continue to remind students that the first offense infractions of the electronics policy will result in confiscation of the device, to be returned to the student at the end of the day, and any offense thereafter will result in confiscation and a parent must pick up the device after

WELCoME BaCK MiDDLE SCHooL StuDENtS!Mark Miller, Middle School Principal

Dear Middle School Families and Students,

Welcome back to a brand new school year! If you have travelled past the middle school over the summer you will have noticed that we have been very busy doing our first part of our two year construction project in our building. Our entire school has a brand new roof, some cos-metic changes have been done to many of our rooms and we will be putting in some carpet-ing and re-doing some of our bathrooms in the near future. Because school will begin in the middle of this two year project, some parts of our school won’t look as “shiny” as we are used to on the first day of school. I know that you will be patient and understanding as our cus-todial staff works hard with our construction crews to have our school clean, ready and open on the first day of school!

Here are just a few reminders about the open-ing of our school this year:

• 6th Grade and New Student Orientation is August 29th at 6pm in the Middle School Auditorium. Parents and families should come with their 6th grade students as we help transition everyone to your new school and staff.

• The first day of school is September 6th. The school will be open to students at 7:15 a.m. Students may enter the front en-trance of the school or the cafeteria until 7:25 when students will be dismissed to their homeroom. Homeroom assignments will be posted alphabetically all around the school and students will receive a new schedule in their Homeroom class.

• Homeroom will be extended on the first day of class to help students set up lockers and become acclimated to their new teams and grade level expectations. There will be grade level assemblies on the first day of school to help kick off our school year on a positive and focused note.

• We are asking that all 7th and 8th grade students please wait until September 6th this year to set up your lockers, as construction and clean up will still be going on in our building until the first day of school.

• Open House this year is September 29th, 2011 at 7pm. Please bring your whole family as this is an important evening when students, parents and staff get to connect and plan together a new, positive school year. Our Parent Teacher and Student Association will be conducting a drawing that night for prizes for students who did hard work on their summer reading proj-ects, as well!

• Keep in mind that all students have until the second week of school to read two novels, one article and either do a project on these read-ings or take a test. If you have any questions about these, please feel free to contact us at the middle school.

This has been a wonderful summer with wonder-ful weather. Many of our staff and students have worked hard together to prepare for the upcom-ing school year. I’m honored to be the first to welcome you back to what promises to be our best school year yet. Should you have any questions or concerns, please feel free to call us at the Main Office.

Dear Parents: I would like to welcome parents and students to Kelley School for the 2011-2012 school year. Another summer is coming to an end and we have been busy planning many exciting and meaningful activities for our children. The following information should be useful to you as you plan for the upcoming school year. School will begin on Tuesday, Sept. 6, 2011. Students will begin their day at 8:40am and end at 3:15pm. The district will continue to provide busing for all elementary school students. We are encouraging you to take advantage of this. If your child is a bus rider, please begin send-ing him/her on the bus on the first day of school. This will help students to become familiar with their bus numbers and the bus rules. Bus riders will enter and exit through the rear of the building. Staff will be stationed to assist the students at arrival and dismiss-al. In the event your child should walk or be dropped off, please DO NOT have them arrive before 8:35am. There is NO SUPERVISION until that time. These students should enter through the front doors only. Bicycle racks will be available near the front of the school for those students who choose to ride their bikes. Students MUST lock their bicycles to the bi-cycle rack. Skateboards, rollerblades or "heelies" are not allowed to be used on school property. Walkers will be dismissed through the front doors at approximately 3:15pm. (3rd grade walkers are dismissed at 3:11, 4th grade at 3:13 and 5th grade at 3:15pm.) Third grade walkers will get picked up in front of the school, 4th grade walkers will get picked up on Scott Street and 5th grade walkers will get picked up on Lillie Street, just as we did last year. We will continue this until the inclement weather prevents this system and we will notify parents when all walkers get picked up in front of the school due to weather. (More information will be coming home on dismissal procedures.) Students riding the bus will begin dismissal at approximately 3:20pm through the rear of the building. Please remember that the first few days of school the bus students WILL BE ARRIVING HOME LATE. This is due to the students finding the buses, the drivers adjusting to the routes, and we ask for your understanding and patience in this process. Remember, should you need to drop off a student after the beginning of the school day, please enter through the front doors of the building only and sign your child in at the table in the front foyer. You may park in front of the school between 9:00am

and 1:30pm only so as not to interfere with dismissal. We do have buses that arrive in the front of our building at 1:45pm to pick up students and we need to have that area clear at that time. Please send a note to the school office to notify us of any changes in your child's trans-portation to or from school. In emergency situations, please call the school office to notify us about changes in transportation. If the office has NOT been notified of a change, (i.e. no note, no phone call) your child MUST follow his/her normal routine even if he/she

is telling us they must go somewhere else. Please make sure to keep all emergency contact information up-to-date. Too often we try to notify parents during the school day only to find they have changed their phone numbers and not notified the school and the child is unaware of the new number. Any time you change your cell phone, your home phone, babysitters, etc….please notify the office immediately. If you enter the building for ANY REASON, you must first sign in at the reception desk in the front foyer, where we have a monitor stationed. Please obtain a visitor or volunteer pass from the monitor before you go to any part of the building. If the monitor is away from the table, you must come directly to the main office to sign in and receive a pass. This is a policy that EVERYONE must follow and it is to ensure the safety of our students. Your child will receive a student planner/handbook and Free/Reduced Meal Application on the first day of school. Please return the Free/Reduced Meal Application (when applicable) to school by September 16th. Breakfast may be purchased for $1.00 and lunch for $1.75. The Kelley School Open House is scheduled for Thursday, September 22nd at 6:30pm. School pictures will be taken on Friday, October 14th. The Kelley School office is open each day during the school year from 8:00am - 4:00pm. We welcome your interest and involvement in ev-erything that happens here at Kelley School and I encour-age you to join our very active PTA. Join your child for lunch whenever you can! WELCoME BaCK PERKiNS SCHooL StuDENtS! Sue achille, Perkins School Principal

On behalf of the Perkins School fac-ulty and staff, we wish to welcome you and your child to the 2011-2012 school year. You may find the following information useful in preparing for the school year. If you have any questions or concerns, please feel free to call us at 332-3315.

Children may enter the building each day at 8:40 AM, with the actual start of the school day being at 8:55 AM. Perkins School students should not arrive at school before 8:40 AM. Dismissal is at 3:10 PM. Times will vary the first few days of school until the bus routes have been estab-lished. Questions regarding bus routes and times can be answered by calling the bus garage at 332-3330.

Student Drop-off/Pick-up: Parents driving their children to school should use the student drop-off area in front of the main entrance in the parking lot on the west side of the building (clock tower). There will be signs designating the area for dropping off at the curb. If you wish to drop your child off in the front loop on the Maple Avenue side of the building, you may do so, however, adult supervision will only be provided at the location of the main entrance.

Dismissal: Students who are picked up will be dis-missed to the small gym at 3:10 PM. Doors will remain locked until that time. When picking your child up from school, you must park your car and enter the building through the doors on the front of the build-ing (Maple Avenue side). Students who are picked up will be waiting inside of the gym, and must leave the building accompanied by a parent/guardian or their designee.

Walking Children to Classrooms: The first week of school, we understand that many parents want to walk their child to the classroom. We would then ask the parents to encourage their children to find their way to the classroom on their own. You will find that their self-confidence increases as they become more familiar with the routine.

Breakfast and Lunch: Breakfast and lunch will be served on the first day of school. Prices for school meals will be as follows: Breakfast - $1.00Lunch - $1.80White Milk - $.50, Chocolate Milk - $.50 Ice Cream - $.50

Parents will be notified of any price changes throughout the school year. Monthly menus are sent home. Changes of Babysitter, telephone Numbers, Etc.: Parents are asked to notify both the SCHOOL AND THE BUS GARAGE if your child rides a bus when there is a change, even for one day, in your child’s regular routine. This might include but is not limited to, a change in babysitter, telephone

number, parent job, address, etc. Any request for change to the normal routine must be made by calling the school and/or transportation department or sending a note to school to notify your child’s teacher. Perkins School Pta: Perkins School PTA is continuing their tradition of providing a strong connection between home and school. We are proud of the accomplishments of our PTA and the many activities and events they sponsor for our students throughout the school year. On behalf of the Lincoln School faculty and staff, we would like to welcome you to the 2011-2012 school year. We look forward to an exciting year with our students at Lincoln School! The fol-lowing information may be helpful to you, but if you have any questions, please contact our main office at 332-3342 or check out our Webpage! It has all the current activities, upcoming events and pictures of all the events as we go through the year. There you will also find important, general information that may be helpful.

Schedule: School will begin on Tuesday, September 6th with a full day schedule for all classes: UPK/Pre-K, Kindergarten, first and second grades. Classes are from 8:55 a.m. to 3:15 p.m. Mrs. DeLong’s morning and afternoon Pre-K classes also begin on September 6. The morning session is from 8:55 a.m. to 11:15 a.m.; the afternoon class begins at 12:45 p.m.

Morning Arrival: Lincoln School children should arrive no earlier than 8:40 a.m. since there is no supervision before that time. The tardy bell rings at 8:55 a.m. All students enter the building through the main entrance in the back of the building. Entering the lot from Frey Street, there is a special loop in the parking area for parents who are dropping off their children. Staff will meet and assist students in crossing the bus loop. All students and parents enter through the main doors.

Afternoon Dismissal: All students will be dismissed through the same main entrance by the bus loop. Parents who wish to pick up their children at dismissal time should use the special loop in our parking lot. The driveway in the front of the building is for buses only and is one-way from North Main Street. Please note that we have moved our visitor parking spots in order to assist parents who wish to come in to the school to pick up/drop off their children. Please do not park in restricted (striped) areas- use the visitor’s spots we’ve made available! Please also remember that, for safety reasons, we ask parents to wait in our Welcome Center in our main foyer if you are picking your child up from school. ALL students leaving the building before dismissal MUST be signed out by a parent or guardian in the main office.

Lunches: Lunches will be $1.80. Breakfast is $1.00. Cookies are $.30. Milk and Ice Cream are $.50. Menus will be available at school and also posted on the District page. A daily snack, but not lunch, is provided for our half-day UPK students; full-day Pre-K students will receive a regular lunch in the cafeteria. Lunch money should be sent daily or weekly so that students are prepared for lunchtime. Please refer to the student handbook for information on our online NutriKids program.

Art, Music, Library, and Physical Education: These classes will also begin on September 6. A reminder that sneakers are needed for PE classes and an Art smock (old t-shirt or shirt) is needed for Art class. This is also necessary for full-day Pre-K students.

Permission Slips: Please notify us in writing if your child is to make a change in his/her daily schedule. If a child does not have a note from you, your child will follow their regular routine dismissal. If this is an emergency change, then call our main office as soon as possible in the day so that notice can be given to staff and the transportation department. If your child arrives late for school, you must sign him/her in at the office. When you pick up your child before dismissal, you must first sign him/her out in the office. Anyone entering the building at any time must first stop at the visitor’s desk to be signed in. These are important mea-sures to ensure the safety of all our children.

Absence or Illness: Please notify our school nurse at 332-3349 when your child is not coming to school. She will contact each family of an absent child unless she receives a call first. A written excuse for any absence is required even if you have called the absence in to the school.

Changes in Babysitter, Telephone Numbers, Residency, Jobs, Etc.: Please let us know of changes as soon as possible by phone or with a note. In an emergency, having correct information for all the above is vital.

Transportation: Information regarding bus routes and approximate times are included in this District Newsletter. If you have questions regarding transportation, please call the transportation department at 332-3330.

First Day: For the first day of school, children are asked to bring pencils, wear or bring sneakers and either carry a lunch from home or bring lunch money. Included in the August mailing, along with your child’s class assignment, was a supply list. Your child’s teacher will send home information about other school supplies, schedules, etc. Being prepared that first day is important to ensuring a good start to the school year. Also remember that bus routes change every year and so the first few days, there will be delays in arrival and pickup times between home and school. NEW REQuiREMENt – BMi SuRvEY

As part of a required school health examination, a student is weighed and his/her weight is measured. These numbers are used to figure out the student’s body mass index or “BMI”. The BMI helps the doctor or nurse know if the student’s weight is in a healthy range or is too high or too low. Recent changes to the New York State Education Law required that BMI and weight status group be included as part of the student’s school health examination. A sample of school districts will be selected to take part in a survey by the New York State Department of Health. If our school is selected to be part of the survey, we will be reporting to New York State Department of Health information about our students’ weight status groups. Only summary information is sent. No names and no information about individual students are sent. However, you may choose to have your child’s information excluded from this survey report.

The information sent to the New York State Department of Health will help health officials develop programs that make it easier for children to be healthier.

HEaLtH SCREENiNGS to BE CoNDuCtED

New York State Education Law requires that students receive vision, hearing and scoliosis screening as part of the school health services provided by each public school district. The purpose of this requirement is to detect the presence of health problems likely to impede a student’s learning. We will be conducting these screenings throughout the school year. If the results of the screenings indicate that your child requires further follow-up, you will receive written notification.

As a culminating activity for the Newark-Lyons Summer Reading Camp, where the theme was “Read Like a Detective”, mystery reader Superintendent Henry Hann read to all of the students at an assembly on Wednesday, August 10th at Perkins Elementary School. The story was “The Mysteries of Harris Burdick by Chris Van Allsburg”. Following the story, the students used strategies they’ve been focusing on all summer, synthesizing and determining importance, to discuss and answer questions with Mr. Hann. The program is not only a great learning experience but it is fun and engaging for the students who attend. Lindsey Pursel, the intern Principal, who planned the event said, “The students really enjoyed Mr. Hann, as a mystery reader. He played the part perfectly! All week the students were being little detectives, using clues from a riddle to try and figure out who the Mystery Reader would be! The students were so excited. It was a nice way to wrap up the summer reading program!”

District offers accident insurance

The school district will continue to participate in a student accident insurance plan to assist parents in meeting their responsibilities for payment of health services for accidental injuries sustained by students during supervised, school-sponsored activities.

Parents must notify the school nurse within 30 days following an injury.

The district will then file an injury report with the insurance company and send claim information to the parents, in the event they wish to file a claim.

District follows federal law

AHERA is a federal law enacted in 1987 which required all school districts to re-inspect facilities for asbestos-containing materials.

The Newark Central School District facilities have been inspected for the current year and response actions are planned to ensure a continued safe environment for students and employees. Activities include training of maintenance staff to prevent disturbance of asbestos and periodic re-inspection and surveillance activities by trained personnel.

Details of such activities are described in the District’s AHERA Management Plan, which is available for review in the District Office.

As required by Title IX of the Educational Amendments of 1972, the Newark Central School District, Newark, NY 14513 does not discriminate on the basis of sex in the educational program or activities which it operates. Student Records Family Rights and Privacy act

It is the intent of the Newark Central School District to be in compliance with PL. 93-380 and PL. 94-142, and, therefore, it has established procedures for parents to exercise their rights relative to student records. Newark further intends that each member of its student body has the right of protection against an unwarranted invasion of privacy.

The Superintendent of Schools has developed procedures which recognize that parents and eligible students have the following rights:

*To inspect and review the student’s educational records.

*To challenge the records and to seek to expunge or correct parts which are believed to be inaccurate, misleading, or otherwise improper.

*To file an appeal should the records not be altered in accordance with their request.

*To obtain copies of the student’s records, the policy, and administrative regulations which pertain to records.

Notify School District if You Want to Receive Warnings on Pesticide use

New York Education Law Section 409-H, effective July 1, 2001, requires all public and nonpublic el-ementary and secondary schools to provide written notification to all persons in parental relation, fac-ulty, and staff regarding the potential use of pesticides periodically throughout the school year. The Newark Central School District is required to maintain a list of these persons who wish to receive 48-hour prior written notification of certain pesticide applications.

The following pesticide applications are not subject to prior notification requirements:• when a school remains unoccupied for a continuous 72 hours following an application;• antimicrobial products;• nonvolatile rodenticides in tamper resistant bait stations in areas inaccessible to children; • boric acid and disodium octaborate tetrahydrate;• the application of EPA designated biopesticides;• the application of EPA designated exempt materials under 4OCFR 152,25;• the use of aerosol products with a directed spray in containers of 18 fluid ounces or less when used

to protect indi viduals from an imminent threat from stinging and biting insects including venomous spiders, bees, wasps, and hornets;

• silica gel and other nonvolatile ready-to-use, paste, foam, or gel formulations of insecticides placed in areas inaccessible to children.

In the event of an emergency application necessary to protect against an imminent threat to human health a good faith effort will be made to supply written notification to those on the 48-hour prior notification list.

ELEMENtaRY tRaNSPoRtatioNBe aware that each time a change is made in the “normal” transportation routine for a child, it increases the chances of the child becoming confused and can result in such situations as the child getting on the wrong bus or getting dropped off at the wrong location. In an effort to eliminate the likelihood of this happening, we will be strictly enforcing the following guidelines for this coming school year.

CHiLD CaRE tRaNSPoRtatioN REQuEStSFor any child being transported to or from any address other than the home address, a Transportation Application Form must be completed and returned to the Transportation Department.

Requested transportation must be on a “regular basis” meaning that the student’s weekly schedule is the same for the ENTIRE SCHOOL YEAR. No changes will be made to existing bus routes or bus stops. The student must board and disem-bark the bus from established stops.

Complete the form to provide all information regarding your child’s transportation needs. If at any time you need to change your child’s regular transportation route, you must complete a new form and submit the form to the Transportation Department. Blank forms are available at all elementary buildings, the Transportation Department and the school district website.

Children need healthy meals to learn. Newark Central School District offers healthy meals every school day. All students may buy lunch for $1.80 and breakfast for $1.00. Milk may be purchased separately at a cost of $.50. Children from house-holds that meet federal income guidelines (outlined below) are eligible for free meals or reduced priced meals. Reduced price meals cost each eligible student $.25 for lunch and $.25 for breakfast. To apply for free or reduced price meals, submit a Direct Certification letter from the NYS Office of Temporary and Disability Assistance OR complete the enclosed applica-tion, sign it and return it to the District Office as soon as possible. Please refer to the guidelines contained in this letter when completing the application. We cannot approve an application that is not complete, so be sure to fill out all required information.

1. Do I need to fill out an application for each child? No. Complete the application to apply for free or reduced price meals. DO NOT FILL OUT MORE THAN ONE APPLICATION FOR YOUR HOUSEHOLD. We cannot approve an appli-cation that is not complete, so be sure to fill out all required information and return it to the District Office at the address above.

2. Who can get free meals? All children in households receiving benefits from Food Stamps, the Food Distribution Pro-gram on Indian Reservations or TANF can get free meals regardless of your income. Also, your children can get free price meals if your household income is within the free limits on the Federal Income Guidelines.

3. Can Foster children get free meals? Yes, foster children that are under the legal responsibility of a foster care agency or court are eligible for free meals. Any foster child in the household is eligible for free meals regardless of income.

4. Can homeless, runaway and migrant children get free meals? Yes, children who meet the definition of homeless, runaway or migrant qualify for free meals. Please call the District Office (315-332-3210) to see if your child(ren) qualify, if you have not been informed that they will get free meals.

5. Who can get reduced price meals? Your children can get low cost meals if your household income is within the re-duced price limits on the Federal Income Chart, shown on this letter.

6. Should I fill out an application if I received a letter this school year saying my children are approved for free or re-duced price meals? Please read the letter you received carefully and follow the instructions. Call the District Office at 315-332-3210 if you have any questions.

7. My child’s application was approved last year. Do I need to fill out another one? YES! Your child’s application is only good for that school year and for the first few days of this school year. You must send in a new application unless the school told you that your child is eligible for the new school year.

8. I get WIC; can my child(ren) get free meals? Children in households participating in WIC may be eligible for free or reduced price meals. Please fill out a Free/Reduced Price Meal application.

9. Will the information I give be checked? Yes, and we may also ask you to send written proof.10. If I don’t qualify now, may I apply later? Yes. You may apply at any time during the school year. For example, chil-

dren with a parent or guardian who becomes unemployed may become eligible for free or reduced price meals if the household income drops below the income limit.

12. May I apply if someone in my household is not a U.S. citizen? Yes. You or your child(ren) do not have to be a U.S. citizen to qualify for free or reduced price meals.

13. Who should I include as members of my household? You must include all people living in your household, related or not (such as grandparents, other relatives or friends) who share income and expenses. You must include yourself and all children living with you. If you live with other people who are economically independent (for example, people who you do not support, who do not share income with you or your children, and who pay a pro-rated share of expenses), do not include them.

14. What if my income is not always the same? List the amount that you normally receive. For example, if you normally make $1000 each month, but you missed some work last month and only made $900, put down that you made $1000 per month. If you normally get overtime, include it, but do not include it if you only work overtime sometimes. If you have lost a job or had your hours or wages reduced, use your current income.

15. We are in the military. Do we include our housing allowance as income? If you get an off-base housing allowance, it must be included as income. However, if your housing is part of the Military Housing Privatization Initiative, do not include your housing allowance as income.

16. My spouse is deployed to a combat zone. Is her combat pay counted as income? No, if the combat pay is received in addition to her basic pay because of her deployment and it wasn’t received before she was deployed, combat pay is not counted as income. Contact your school for more information.

17. My family needs more help. Are there other programs we might apply for? To find out how to apply for food stamps or other assistance benefits, contact your local assistance office or call 800-342-3009.

How to Apply: To get free or reduced price meals for your children, you may submit a Direct Certification letter received from the NYS Office of Temporary Disability Assistance OR carefully complete one application for your household and return it to the designated office. If you now receive food stamps, Temporary Assistance to Needy Families (TANF) for any children, or participate in the Food Distribution Pro-gram on Indian Reservations (FDPIR), the application must include the children's names, the household food stamp, TANF or FDPIR number, and the signature of an adult household member. All children should be listed on the same application. If you do not list a food stamp, TANF or FDPIR number for all the children in the household for whom you are applying, the application must include the names of everyone in the household, the amount of income each household member, how often it is received and where it comes from. It must include the signature of an adult household member and the last four digits of that adult’s social security number, or check the box if the adult does not have a social security number. An application that is not complete cannot be approved. Contact your local Department of Social Services for your food stamp or TANF number or complete the income portion of the application.

Reporting Changes: The benefits that you are approved for at the time of application are effective for the entire school year. You no longer need to report changes for an increase in income or decrease in household size, or if you no longer receive food stamps.

Income Exclusions: The value of any child care provided or arranged, or any amount received as payment for such child care or reimburse-ments for costs incurred for such care under the Child Care Development (Block Grant) Fund should not be considered as income for this program.

With current national attention being focused on childrens health and wellness issues, the Newark Central School Districts Food Service Department is excited to provide parents a convenient, easy and secure online prepayment service to deposit money into your child’s school meal account at any time. This service also provides parents the ability to view your childs account balance through a web site called MyNutrikids.com.

To access these services:1. Simply go to the District website at http://newarkcsd.schoolwires.com2 Go to the District Departments tab3. Click on the Food Services link4. Click on the NutriKids link on the left side of the page. The next screen will provide the link directly to NutriKids.com as well as information regarding the new system. The NutriKids site will allow you to create your account and add money to your childs school meal account. All you need is your childs name, student ID number and school ZIP code. The instructions will guide you through the easy online account set up process. The ID number on the card is the NutriKids ID number that is necessary for online registration. Please contact your childs school for that ID number if you do not know it.

We are very excited to offer these services and are confident this new system will benefit you, your child and the District. However, if you choose not to take advantage of the online prepayment service, you may continue to make advance payments via check, which should be made payable to the Newark Central School District. Please write your child’s full name on the check.

Coaches are needed the 2011-12 for the district Odyssey of the Mind program. Program Coordinator Bobbi Clifford said coaches are typically parents of students who will be participating in the creative, problem solving program, but can also be parents who have previously coached OM teams before or other interested individuals. The OM program encourages students to tap into their own creativity. Through the exercise of developing imaginative paths to problem-solving, they learn skills that will provide them with the ability to solve problems, great and small, for a lifetime. Clifford said students are free to express their ideas and suggestions without fear of criticism and that the creative problem-solving process rewards thinking “outside of the box.” Coaches guide teams of OM students into creative problem-solving approaches. OM programs previously have been at Kelley, Perkins Schools and the Middle School and Clifford prefers there be two coaches for each team.

Quite often organizations request that school districts provide them with what is commonly called “Directory Information” on students. Included in this category would be the student’s name, address and telephone number. Up until July 1, 2002, a district had to make one of two choices relative to these requests. Either a district said no to all requests or yes to all requests. We were not permitted by law to honor one organization’s request and deny others.

Because of our sensitivity to the privacy concerns of students and parents, we took the position of denying all requests. This type of information does not, therefore, go to any outside group. A change has taken place, however, and that is the subject of this letter .

As part of the federal legislation passed under the No Child Left Behind (NCLB) Act, school districts across our country are now required to provide military recruiters and colleges / universities with each student’s name, address and phone number.
