Vice-Chancellor's Message

1. The explicit objective determined for the establishment of Guru Gobind Singh Indraprastha

University led us to explore, right from the Day One, the professional areas of education where

there is found a significant gap between the supply and demand for qualified and competent

professionals. Naturally, we were delighted when the proposal for affiliation was received from

Safdarjang Hospital to establish Vardhman Mahavir Medical College for the conduct of the

academic programme of Bachelor of Medicine and Bachelor of Surgery (MBBS). This programme

offers mammoth scope, as there exists a formidable shortage of well qualified professionals who

could take care of the peoples health in this country.

2. I feel proud in mentioning that it would be the 11th Batch for which we shall admit students

for ‘MBBS' in the Academic Session 2012-13. The Vardhman Mahavir Medical College is not only

‘exclusive' in terms of its infrastructural and other required kits of machineries and apparatuses,

but also strong support of knowledgeable & highly experienced, and committed team of educators.

These features have led it to make its presence felt both at national & international levels. Innovative,

as this team of professionals, is in their approach, the ‘teaching- learning- process' in this institution

is really enchanting and ensures quality oriented professional education.

3. The number of seats being very restrictive, I really wish every aspiring student a ‘good luck'

for him/her to be successful in seeking admission in this institution. And, thereafter witness a ‘high

1. THE UNIVERSITY

The Govt. of NCT of Delhi established its first University with the name Guru Gobind Singh Indraprastha Universityin 1998. It is a teaching and affiliating University with the explicit objective of facilitating and promoting “studies,research and extension work in emerging areas of higher education with focus on professional education,for example engineering, technology, management studies, medicine, pharmacy, nursing, education, law,etc. and also to achieve excellence in these and connected fields and other matters connected therewithor incidental thereto.”

In order to serve the broad purposes for which the University was established, it set out its statements of Vision,Mission and Quality Policy which read as thus :

VISION

“The University will stimulate both the hearts and minds of scholars, empower them to contribute to the welfareof society at large; train them to adopt themselves to the changing needs of the economy; advocate them for culturalleadership to ensure peace, harmony and prosperity for all.”

MISSION

“Guru Gobind Singh Indraprastha University shall strive hard to provide a market oriented professional educationto the student community of India in general and of Delhi in particular, with a view to serving the cause of highereducation as well as to meet the needs of the Indian industries by promoting establishment of colleges and Schoolsof Studies as Centres of Excellence in emerging areas of education with focus on professional education in disciplinesof engineering, technology, medicine, education, pharmacy, nursing, law, etc.”

QUALITY POLICY

“Guru Gobind Singh Indraprastha University is committed to providing professional education with thrust oncreativity, innovation, continuous change and motivating environment for knowledge creation and disseminationthrough its effective quality management system.”

And, indeed it must be a matter of great satisfaction to all of its stakeholders in general, and the faculty and students,in particular that in a short span of 13 years, the University has not only been able to earn the best of nationalaccreditations, educational awards and acquire stringent certifications (UGC's recognition under Section 2 (f) and12 (b); Graded as ‘A' by the National Assessment and Accreditation Council, Bangalore; ISO 9001 : 2000 firstin 2008 and upgraded later to ISO 9001 : 2008 in 2009; and Recertified again in February, 2011 upto February,2014; attaining AIU's Status of Regular Membership in November, 2008; Categorization of the University by Dun& Bradstreet as ‘Decide with Confidence' in its publication titled, ‘Universities of India 2008'; selected among250 Top Educational Institutes in India for the Grand Book on Education, titled, ‘Star Brands Education 2010';and, also for an International Award - ‘Platinum Technology Award for Quality and Best Trade Name' by OMAC– Association Otherways Management & Consulting, Paris, France on December 20, 2010 in Geneva, Switzerlandbut has also succeeded in making its presence felt both at national and international levels.

As on date it has 11 Schools of Studies and One Maintained Institute, namely, Indira Gandhi Institute of Technology(IGIT) wherein as many as 35 Undergraduate and Postgraduate academic programmes are being conducted for5000+ students; the annual intake being 1650 students.

On the affiliation front, 02 Schools of Studies, namely, School of Engineering and Technology and School ofMedicine and Para Medical Health Sciences are being maintained for providing leadership role to the programmesconducted under these Schools at affiliated institutions. In all, the University has 100 affiliated institutes; of these,76 are self financed and 24 are owned and managed by the Govt. of NCT of Delhi/Govt. of India. In these affiliatedinstitutions, 80 academic programmes are being conducted with an intake of 22,000+ students with a total strengthof 62,000+.

NEW ACADEMIC PROGRAMMES

To introduce innovative academic programmes in emerging areas of higher education and technical education, hasbeen the passion of this University. Accordingly, the University introduced several new programmes during the currentacademic session 2011-12; these include: MBA (Financial Markets), LL.M. (Cyber Crime and Cyber Law), LL.M(Intellectual and Industrial Property Laws), BBA (Financial Markets). The introduction of some of the Undergraduateand Postgraduate programmes are in pipeline.

CAMPUSES

The University's state-of-the-art Main Campus, spread over on an area of more than 60 acres, is located at Sector16-C, Dwarka, New Delhi and 09 University Schools of Studies, namely, (i) University School of Basic and AppliedSciences; (ii) University School of Biotechnology; (iii) University School of Chemical Technology; (iv) UniversitySchool of Education; (v) University School of Environment Management; (vi) University School of Humanities andSocial Sciences; (vii) University School of Information Technology; (viii) University School of Law & Legal Studies;and, (ix) University School of Management Studies are functional from here. Certain distinguishing features ofDwarka Campus are State of the Art Buildings; Rain Water Harvesting; Sewage Treatment Plant (Recycling forflushing, air-conditioning & horticulture; Usage of solar energy; Disabled friendly - Vehicle free pedestrian walkways; Adequate sports facilities; Shopping complex; Innovative landscaping; Attractive exteriors, Murals &Sculptures. However, 02 University Schools of Studies, namely, School of Architecture & Planning; and Schoolof Mass Communication are still functioning from the University's Kashmere Gate Campus and it's from here thatthe Indira Gandhi Institute of Technology (exclusively for women students) is also operational. In so far asUniversity's School of Architecture & Planning is concerned, its world class infrastructure is being created atUniversity's East Campus located at Surajmal Vihar (spread over the land measuring nearly 19 Acres) whereinan Institute of Design shall further be established.

2. UNIVERSITY ADMINISTRATION

Statutory Bodies & CEO

The President of India is the Visitor of the University and the Lt. Governor of Delhi is its Chancellor. The Universityin its functioning gets support and guidance from its Statutory Bodies such as the Court, the Board of Management,the Planning Board, the Board of Affiliation, the Academic Council and the Finance Committee. To facilitate theassigned role to these Statutory bodies, the members of these bodies are the persons of eminence from differentfields and disciplines. The University functions under Vice-Chancellor, Prof. D.K. Bandyopadhyay, on day-to-daybasis who is supported by other Officers.

Prof. D.K. Bandyopadhyay, Vice Chancellor

A multifaceted scholar, academician and administrator, Prof. Dilip K. Bandyopadhyay is avisionary leader in India's Management Education community in modern times. A goldmedalist in his master degree, a Ph.D. in Computer Applications, a fellow from ESSECBusiness School, Paris and an inspiring professional, Dr. D.K. Bandyopadhyay has spent 35years of his career doing what he does best: inspiring students, academia, corporate and noncorporate heads, and policy makers to raise their excellence to the next level.

A thought leader with extraordinary insight and an avid scholar, Prof. Bandyopadhyay hascontributed over 70 research papers in reputed national and international journals andwon many awards for those. He has been a voracious speaker disseminating his ideas andknowledge in various conferences around the globe. He is a sought after speaker and has

addressed various Indian and global management students in various countries notably Canada, France, Germany,UK, Sweden, Thailand.

As an academic administrator, Dr. Bandyopadhyay has an unparalleled record. With his entrepreneurial vision andpath breaking innovative methods, Dr. Bandyopadhyay was one of the architect in turning around the fortunes ofIIM Lucknow from embryonic stage to a reputed B-School where he was a Professor, Acting Director and Dean(1985-2004) and played a significant role-in repositioning IIM-Lucknow as truly integrated academic institution.As Director IIFM (2004-2008), a lesser known Institution was made best sectoral management institution of SouthEast Asia.

In his present assignment from 2008 as the Vice Chancellor of Guru Gobind Singh Indraprastha University,he has been applying different blue ocean strategies and management interventions to bring changes in the youngand dynamic professional university with almost 62,000 plus students getting professional education to position itin the next orbit.

As the chairman and member of several policymaking committees and bodies of Government of India and differentstate Government, he has stamped his perspective and wisdom on policy issues that surround management education,governance and corporate management in India. Acknowledged for his accomplishments as an innovativeadministrator, Prof. Bandyopadhyay has been a member of the Board-level committees of many national andstate level academic and professional institutions of repute where he helped them to initiate the change processand to charter a path of excellence. He is truly an astute professional in the field of management and a widely respectedtransformational leader in the field of Education in India.

He is presently member of different Professional Societies and a widely travelled professional. He is a Fellowof the All India Management Association (AIMA) and the Institution of Electronics and TelecommunicationEngineers (IETE). He has also been the recipient of several prestigious awards. To name a few:- Kewal Nohria Awardfor Academic Leadership in Management Education by AIMA (2010); Faculty gold medal for excellence inacademic achievements, Slovak University, Nitra(2010); Guru Baishista Award by Scholar Society (2009);Delhi Ratan Award (2009); Best dedicated Professor IIM Lucknow Award (1996) etc.

OFFICERS OF THE UNIVERSITY & THEIR PROFILE

Dr. B.P. Joshi, Registrar

Dr. Bhaskar P. Joshi is the Registrar, the Premier Administrative Officer of the University. Hehas done his Masters in Anthropology and acquired his Doctoral Degree also in Anthropologyfrom Lucknow University. Dr. Joshi has obtained First Class in his Masters Degree. For thisoutstanding achievement, he has been honoured with two Gold Medals by the University. TheFirst Gold Medal was awarded for his First Position in order of merit and Second Gold Medalwas awarded for the best dissertation submitted by him based on the field work and research.Soon after completion of his Masters he was awarded with the UGC Scholarship to do his Ph.D.Thereafter, he taught Anthropology to undergraduate and post graduate classes and worked asLecturer of Anthropology also from 1978 to 1983. In 1983, he was selected in the DelhiAndaman & Nicobar Island Civil Service (DANICS) - an allied service of IAS through Combined

Civil Service Examination conducted by Union Public Service Commission. He possesses around 30 years ofadministrative experience during which he had the rare opportunity of holding the positions of Director (Personnel& Administration), New Delhi Municipal Council, General Manager & Financial Controller in Delhi TourismTransportation Development Corporation Ltd., Additional Commissioner in the Department of Trade & Taxes,Additional Secretary (Personnel) in NCT Govt. of Delhi. Since March 16, 2009 he has been serving Guru GobindSingh Indraprastha University as Registrar and, has also been the Controller of Finance for a year. As Registrar heis the Secretary to the most important statutory bodies like 'University Court', Academic Council, Board ofManagement, Board of Affiliation etc. Alongside administration, he has also been pursuing his academic interestsby participating in several Training Programmes / Seminars / Conferences / Workshops / Management DevelopmentProgrammes of National and International Level including those organized at Indian Institute of Management,Ahmedabad, National Institute of Public Finance and Policy, New Delhi, RCVP Noronha Academy of Administration& Management, Bhopal and at the Asian Institute of Management, Manila, Philipines, he was invited by Lal BahadurShastri National Academy of Administration, Mussoorrie for delivering lectures on the subject of 'Total QualityManagement'. He trained officers in the VAT Department on tax laws. Apart from this, he prepared a 'WorkingManual on Delhi Value Added Tax'. Now, he is actively associated with and contributing to the different academicactivities of the Guru Gobind Singh Indraprastha University. He has a vast international exposure which includes visits

to countries like Philipines, Singapore, Thailand, Vietnam, UK, USA and Germany. And it was he who received, forthe Guru Gobind Singh Indraprastha University, on December 20, 2010 at Geneva, Switzerland the PlatinumTechnology Award for Quality and Best Trade Name by OMAC - Association Otherways Management &Consulting, Paris, France. He has been nominated to the 'Court' of Bharat Ratna Dr. B. R. Ambedkar University, Delhi.Apart from this, he has been honoured with Radhakrishnan Award on academic achievement and has also receivedthe honour of 'Samaj Ratna' by a prestigious social organization.

Sh. S.K. Tanwar, Controller of Finance

Sh. S.K. Tanwar has more than 27 years of experience in accounting and auditing of variousdepartment of Government of India. He is MBA (Finance & Accounts) IGNOU, M.Com(University of Rajasthan) and B.Com (Hons.) from Delhi University. He is presently workingas Controller of Finance in GGSIP University, Delhi. Before joining GGSIP University, he wasassociated in Pay & Accounts Office, Ministry of Home Affairs, Govt. of India and NationalInstitute of Open Schooling (NIOS), an autonomous organization under Ministry of HumanResource Development, Government of India. He has initiated various innovative techiquesin finance and accounts system while serving his previous intitutions. He was alsoinstrumental in establishing fully computerized Accounting system in National Institute ofOpen Schooling (NIOS) and helped in developing financial and accounting policies of theInstitution. He was a member of various committees constituted for formulating of institutional

planning and policies as a Finance & Accounts expert. He also has experience in organizing national and internationalconferences/seminar on education.

Prof. Pravin Chandra, Controller of Examinations

Prof. Pravin Chandra is working as Professor in the University School of Information &Communication Technology and Controller of Examinations of Guru Gobind Singh IndraprasthaUniversity, Delhi. Previously he was working as Assistant Professor (IT & Production &Operations Management) at Lal Bahadur Shastri Institute of Management, New Delhi. Hehas also worked in Univesity of Delhi as Associate Professor during 2010-2011, He did hisM.Sc in Physics from University of Delhi and M.Tech. (Computer Applications) from theIndian School of Mines, Dhanbad. His teaching and research interests are in the areas ofArtificial Neural Network, Theoretical Computer Science. His doctoral research work is inthe area of artificial neural networks.

Col. Pradeep Kumar Upmanyu, Joint Registrar (Academic)

Col. Pradeep K. Upmanyu is presently working as JointRegistrar(Academic) in the University. He had joined thisUniversity as Deputy Registrar in 01st October, 1999. Sincethen, he has worked in various capacities as Deputy Registrarand held various departments like General Administration, Store& Purchase, Student Welfare, Planning, Examination. Prior tojoining this University, he was serving as Regular CommissionOfficer in Indian Army in the Corps of EME. He has also servedas HOD of Transport & Security and Fire Department in NewDelhi Municipal Council, New Delhi on deputation from IndianArmy for a period of four years from November 1994 to

November, 1998. He has done his Graduation in Engineering from REC, Kurukshetra in first division andafter that he has done several technical and management courses in the army being conducted at EME Schoolat Baroda and MCEME at Secundrabad. After taking premature retirement from Regular Army, he has takencommission into the Territorial Army and at present posted as Deputy Commander TA Gp Western Command(presently on SUL).

3. VARDHMAN MAHAVIR MEDICAL

COLLEGE AND SAFDARJANG HOSPITAL

Vardhman Mahavir Medical College was established atSafdarjang Hospital by the Government of India inNovember, 2001. The college is affiliated to Guru GobindSingh Indraprastha University, Delhi. So far, Ten Batchesof the students have been admitted. The 11th Batch ofMBBS programme will be admitted through this CET:MBBS - 2012.

Safdarjang Hospital is the largest hospital under theMinistry of Health and Family Welfare and is well knownfor its quality of services to all strata of society since pre-independence era. As on date, it has more than 1,500authorized beds including bassinets. It has annual OPDattendance of more than 90 lakhs patients. VardhmanMahavir Medical College in association with SafdarjangHospital provides modern facilities in all kinds ofinvestigations and patients care. This hospital has specialtyand super specialty departments, like, Neurology, Urology,CTVS, Nephrology, Respiratory Medicine, Burns & Plastic,Pediatric Surgery, Gastroenterology, Cardiology, etc. It hasthe facilities for cardiac catheterization, lithotripsy, sleeplaboratory, endoscopies, arthroscopies, video EEG,neurosurgery, cardiac surgery and dialysis. The Hospitalis also equipped with ICU and ICCU facilities.

3.1 NUMBER OF SEATS, DURATION OF THECOURSE AND PROFESSIONAL EXAMINATION

3.1.1 NUMBER OF SEATS

During academic session 2011-12 One Hundred Fifty(150) seats were available for admission to the graduatemedical course of the College, leading to the award of thedegree of MBBS of Guru Gobind Singh IndraprasthaUniversity, of the total, 118 seats were filled on the basisof the Common Entrance Test [CET : MBBS-2011] conductedby Guru Gobind Singh Indraprastha University. 22 seatswere filled up through CBSE and remaining 10 seatsthrough Central Pool of Allocation. Out of the 118 seatsfilled on the basis of CET-2011, 79 seats were earmarkedfor students from Delhi Region and the remaining 39 seatswere filled on All India Region basis (See para 3.2.1).However, seat matrix for academic session 2012-13 maychange depending upon directions of the Govt. of India,which shall be notified on the University websitewww.ipu.ac.in before start of counselling/admissions.

3.1.2 DURATION OF THE COURSE

The course of studies leading to the award of degree ofBachelor of Medicine and Bachelor of Surgery (MBBS)shall be minimum of 4½ years followed by one yearcompulsory rotatory Internship.

3.1.3 PROFESSIONAL EXAMINATION

In order to be eligible for appearing in the ProfessionalExamination each student of MBBS programme mustmeet the attendance requirement both in Theory andPracticals/Seminars/Presentations etc. as laid down inMCI guidelines.

3.2 RESERVATION AND REGION-WISE

ALLOCATION OF SEATS

Current Region-wise and Category-wise allocation of seatsin Vardhman Mahavir Medical College, which has beenset up on 'All India Pattern', is given below. However,there may be changes depending upon the directions ofthe Govt. of India, which shall be notified on theUniversity website www.ipu.ac.in before start ofcounselling/admissions.

* RESERVATION FOR PHYSICALLY HANDICAPPEDPERSON : One seat for physically handicapped personwill be filled on the basis of merit from any region andcategory. The reservation for the physically handicappedcandidates would be as per Medical Council of IndiaGuidelines (See para 3.2.3 also).

Notes:

(a) 'The location of the school/college' from whichthe candidates have passed the qualifyingexamination will form the criteria for deciding theregion of the candidates. The candidates whohave studied 10+2 (11th and 12th) classes in therecognized School/College in Delhi and passedthe qualifying examination from any School/College located in Delhi shall fall under 'DelhiRegion Category'.

(b) The candidates who have passed the qualifyingexamination (11th & 12th Class) from any School/College located in any part of the country shallfall under 'All India Region Category'.

(c) The candidates who have passed the qualifyingexamination from any School/College located inDelhi shall be considered for admission underboth “Delhi Region Category” as well as “All IndiaRegion Category”. This consideration shall,however, be on the basis of merit of the candidate.

3.2.2 SCHEDULED CASTES/SCHEDULED TRIBESCANDIDATES

Any unfilled seat reserved for Scheduled Castes (SC) willbe treated as reserved for Scheduled Tribes (ST) and viceversa. In case sufficient number of eligible candidates ofSC and ST are not available, the seats thus remainingvacant will be treated as unreserved after the 2ndcounselling of the reserved categories.

3.2.3 OTHER BACKWORD CATEGORY CANDIDATES

Any unfilled seat reserved for OBC. In case sufficientnumber of eligible candidates of OBC are not available, theseats thus remaining vacant will be treated as unreservedafter the 2nd counselling of the reserved category.

Note: A Caste Certificate in the name of the applicantfrom a competent authority will have to be submittedat the time of admission/counselling.The reservationcertificate should be in the name of the candidateseeking admission. The reservation certificate in thename either of parents (Father/Mother) is notacceptable. The name and other particulars in thereservation certificate should be identical to that inCET form as well as in the 10th & 12th classcertificates. Any variation in the name or otherparticulars in reserve category certificate may lead torefusal for admission by admission officer in thereserve category. In the absence of reserved categorycertificate, the candidate will not be entitled for anyprovisional admission in reserved category on thebasis of any undertaking.

3.2.4 RESERVATION FOR PHYSICALLYHANDICAPPED CANDIDATES:

One seat for Physically Handicapped person will be filledon the basis of merit from any region or category. ThePhysically Handicapped Candidates having disability oflower limbs from 50% to 70% only are eligible and mayapply as per the guidelines of the Medical Council ofIndia. Such a candidate will be required to submit a validdisability certificate from the Vocational RehabilitationCentre for Physically Handicapped, 9, 10, 11, Karkardooma,Vikas Marg, Delhi-110092 issued NOT more than threemonths prior to Counselling/Admission. The certificate asgiven in Appendix–1 must indicate the nature and extentof physical disability as per the guidelines of MedicalCouncil of India. No Certificate other than this shall beaccepted for claiming the PH Seat. Admission to only onecandidate will be granted on merit of CET : MBBS-2012.

Provided that if the seat reserved for PhysicallyHandicapped remains unfilled due to non-availability ofeligible candidate(s) under this category, the same shallbe treated as unreserved.

Note: The reservation certificate should be issued fromthe respective state/region in which the reservation isclaimed e.g. In case any candidate claims for the seatreserved for DSC category then he has to bring SCcertificate issued by Govt. of NCT of Delhi and alsopassed his/her qualifying exam from Delhi.

4. ELIGIBILITY CRITERIA FOR ADMISSION

4.1 NATIONALITY

Candidate should be an Indian citizen. Non-ResidentIndians (NRIs) are not eligible.

4.2 AGE

Candidate should be of 17 (Seventeen) years as on the31st December, 2012.

4.3 ESSENTIAL QUALIFICATIONS

Candidate should have passed the 12th Class under the10+2 Scheme/Senior School Certificate Examination orIntermediate Science (I.Sc.) or an equivalent examinationof the recognised University/Board of any Indian Statewith PHYSICS, CHEMISTRY, BIOLOGY and ENGLISH(Core or Elective or Functional).

4.4 MINIMUM AGGREGATE

Candidate must have passed in the subject of Physics,Chemistry, Biology and English (Core or Elective orFunctional) individually and must have obtained a minimumof 50% marks together in Physics, Chemistry and Biology(40% in case of SC/ST candidates, subject to availability ofseat for these categories in the respective institutions).

5. COMMON ENTRANCE TEST: CET CODE103 [CET : MBBS – 2012]

5.1 All the candidates who are keen to seek admissionto MBBS programme at Vardhman Mahavir MedicalCollege, Safdarjung Hospital, Delhi for the AcademicSession 2012-13 must appear in the Common EntranceTest : CET Code 103 [CET: MBBS-2012], which will beconducted by the Guru Gobind Singh IndraprasthaUniversity, Sector-16 C, Dwarka, New Delhi-110075.There will be two stages of the Common Entrance Test.Only qualified candidates of Stage I will be allowed toappear in Stage II Entrance Test of MBBS. The dates &time are as under:

The CET : MBBS-2012 (Stage I) is proposed to beconducted at Bangalore, Bhopal, Chandigarh, Delhi,Jaipur, Jallandhar, Kolkata, Lucknow & Dehradun.However, depending upon the number of candidates atany station, the final venue of the CET : MBBS - 2012(Stage I) will be communicated to the candidates throughAdmit Cards. MBBS (Stage II) test will be held only atDelhi. In case of any query, candidate may contact on011-25302287.

5.2 The venue of the Common Entrance Test (Stage I)Code: 103 alongwith the Centres Codes have been indicatedin the table given below. The candidates are advised toindicate in the Application Form their two preferred choicesin respect to the places in order of his/her preference. Thechoices indicated by the candidates shall however, beconsidered as their 'preferred choices'. The actual centrecode will be allotted by the University and the same shallbe considered as final. Neither any change in the preferencesalready indicated by the candidate shall be allowed by theUniversity nor any correspondence in this regard will beentertained under any circumstances.

(a) All those candidates who have appeared in thequalifying examination with Physics, Chemistry,Biology and English (Core or Elective or Functional)and expect to pass the examination with requiredpercentage of marks are also eligible to apply andappear in the CET: MBBS–2012. However, theircandidature will be considered only if they areable to produce documentary evidence of havingpassed the qualifying examination with the requiredsubjects and percentage of marks at the time ofcounselling for admission.

(b) It is the responsibility of the candidates to ascertainwhether they posses the requisite eligbility andqualifications for admission. Appearing for thewritten examination does not necessarily meanacceptance of eligibility.

(c) There will be no rounding-off of the percentage ofmarks of qualifying examination while deciding thebasic eligibility of any candidate for admission for e.g.if a candidate obtained 49.9% marks in his/herqualifying examination, then it will not be rounded-off to 50%. Therefore, the candidate is not eligible forthat programme where minimum requirement ofmarks is 50%. In case candidate for any reason fillsthe minimum% wrongly in verification form, he/sheshall be exclusively responsible.

(d) The cases of candidates who have qualified CET2012, but have Compartment/Supplementary inany paper of the qualifying examination degreeat any stages, will be considered by the AdmissionOfficer as per University policy and accordinglyhe shall take final decision regarding grant ofadmission to such candidates during academicsession 2012-13 as per University policy givenbelow:

(i) Compartment/Supplementary cases at anystage who have appeared forexamination(s) and the result of the sameis/are not declared by the time ofcounselling/admission, such candidateswill not be considered for admission forthe academic session 2012-13.

(ii) In case the result of the Compartment/Supplementary examination(s) is/aredeclared by the time of admission/counselling and the candidate fulfills theeligibility conditions as mentioned above,then such candidates would be eligibilefor the admission for the academic session2012-13.

6. SCHEME OF CET : MBBS - 2012

6.1 Both the Stages of the Common Entrance Test : 103[CET : MBBS-2012] will be of 3 hours duration and willhave One Question Paper in English medium. ThisQuestion Paper shall have 200 objective type (multiplechoice) questions from Physics, Chemistry, Botany &Zoology. Each question will be provided with fouralternative answers marked as (1), (2), (3) and (4). Out ofthese, only one correct or most appropriate answer shouldbe selected and marked on the OMR answer sheet. Eachquestion shall carry 3 marks, which shall be awarded foreach correct answer.

6.2 The subject wise distribution of questions and marksis given under :

6.3 There will be negative marking for incorrectanswers. Incorrect answers will include both the 'wronganswers' as well as 'more than one answer to aquestion'. 1 mark will be deducted for each incorrectanswer.

6.4 Candidates should bring a black ball point pen to theExamination Hall for writing/marking responses (darkeningthe ovals) on OMR answer sheet. Use of pencil is notallowed.

6.5 No requests for re-checking, re-evaluation, re-assessment or scrutiny of OMR answer sheet will beentertained.

6.6 For those who are unable to appear in the test on thescheduled date for any reason, retest will not be held bythe University under any circumstances. No refund of feeis permissible.

7. GENERAL STANDARD OF THEQUESTION PAPER OF CET : MBBS –2012

The level of questions will be that of 12th class underthe 10+2 Scheme/Intermediate Science. Syllabi forPhysics, Chemistry and Biology (Botany and Zoology)shall be as specified by CBSE for class 11th and 12thunder 10+2 scheme for students passing class 12th in theyear 2012.

8. FEES AND OTHER CHARGES

8.1. VARDHMAN MAHAVIR MEDICAL COLLEGEAND SAFDARJANG HOSPITAL

The allotment of subsidized and non-subsidized seats will bemade strictly on merit on the basis of marks obtained in theCET : MBBS-2012. Important Notes :

1. All the students who are admitted shall berequired to pay the full fee at the time ofCounselling/Admission. The fee shall be payablein the form of demand draft drawn in favour ofRegistrar, Guru Gobind Singh IndraprasthaUniversity, Delhi, payable at Delhi. It is clarifiedthat the fee will not be accepted in the form ofcash/cheque. Further, no request for deposition ofpart payment of the fee shall be entertained, underany circumstances. The admission slip will onlybe issued after the deposition of full fee as per thecategory (Subsidized/Non-Subsidized) under whichthe admission has been granted.

2. If any candidate fails to deposit the full fee, the seatwill be offered to next candidate in the order ofmerit and for this the candidate himself/herself shallbe solely responsible. If the candidate is not sureabout the category (Subsidized/Non- Subsidized) in

which he/she is likely to get admission, then he/she may bring two demand drafts: one for Rs. 27,500/- andanother for Rs. 85,000/-.

3. During the 4 years course of MBBS (total 9 semesters) fee will be chargeable on annual basis, i.e.for 2 semesters each. However, for 9th semester, 50% of the annual fee shall be charged.

10.2 SALE BY POST

Admission Brochure along with Application Form can alsobe obtained through registered/speed post. A request inthis regard should be sent to the Joint Registrar(Academic), Administrative Block, Guru Gobind SinghIndraprastha University, Sector 16 C, Dwarka, NewDelhi-110075 alongwith the following :

● An application on plain paper, addressed to theJoint Registrar (Academic) requesting to issueAdmission Brochure-IV (MBBS Programme). Theapplication should clearly mention the nameand the address of the applicant;

● A Demand Draft of Rs.1100/- (Rupees OneThousand One Hundred only) drawn in favourof Registrar, Guru Gobind Singh IndraprasthaUniversity, payable at Delhi. The name, addressand phone number of the applicant should beclearly mentioned on the back side of theDemand Draft/Pay Order;

● A self-addressed envelope of size not less than24cms x 30cms.

Notes :

i) The request must reach the University Officelatest by 26th March, 2012. The amount onceremitted will not be refunded under anycircumstances;

ii) The envelope of the application requesting for theissuance of Admission Brochure-IV must be super-scribed at the left-top corner as "REQUEST FORADMISSION BROCHURE-IV (MBBSPROGRAMMES) FOR THE SESSION 2012-13";

10.3 Jurisdiction of Courts

Any dispute in regard to any matter referred to herein willbe subject to the jurisdiction of Delhi Courts only.

11. SUBMISSION OF APPLICATION FORM

11.1 Detailed Guidelines for filling up of the ApplicationForm are given in Appendix : 2. A specimen copy ofCET: MBBS - 2012 Application Form is given atAppendix : 3.

11.2 The applicants are advised to retain a photocopy ofthe duly filled-in Application Form before the same issubmitted to the University.

11.3 SUBMISSION BY HAND/POST

The Application Form complete in all respects in thesealed printed envelope given along with AdmissionBrochure-IV, should be submitted by hand at the Universitycounter or it may be sent by Registered/Speed Post to theController of Examinations, Administrative Block, GuruGobind Singh Indraprastha University, Sector-16 C, Dwarka,New Delhi-110075 latest by 5.00 p.m. of 16.04.2012.

Note :

After the last date is over, application form sent throughRegistered /Speed Post/Courier or by any other means willnot be accepted, irrespective of the fact when the formwas despatched/posted. Therefore, candidates are advisedto submit their applications at the earliest, instead ofwaiting for the last date.

11.4 Display of Information on the University's Websiteregarding receipt of Application Forms for Common EntranceTest : CET CODE 103 [CET : MBBS – 2012]

(i) On 24.04.2012 at 5.00 p.m. the details ofApplication Forms received by the Office of theController of Examinations upto the last date i.e.16th April, 2012 will be displayed on the UniversityWebsite (www.ipu.ac.in). The candidates are advisedto check their status with the help of serial numberindicated on the Application Form.

(ii) In case any candidate, who has submitted the applicationform either by post or in-person, does not find his/herapplication form number on the University's Website,then he/she is advised to contact the Office of Controllerof Examinations, Guru Gobind Singh IndraprasthaUniversity, Delhi, immediately (but not later than30.04.2012) alongwith the relevant particulars(photocopy of the duly filled-in CET Application Formand proof of its delivery to the University). In case ofany query, candidate may contact on 011-25302287.

11.5 Do NOT attach any document (copies of certificates,mark-sheets etc.) with the CET Application Form.

11.6 Write the complete address by giving your name andPIN CODE carefully and legibly. Please note that this addresswill be used by the University for all the correspondence infuture. Therefore, it should be very clearly written with blackball point pen only. The address should be properly filled upin the prescribed boxes and should not overflow. TheUniversity will not be responsible for any loss in transit orfor incorrect address given by the applicant in the ApplicationForm. No request for change of address will be entertainedtill the admission is finalized.

12. ADMIT CARD

12.1 The Admit Card alloting the Roll Number andExamination Centre for the Common Entrance ProgrammeCode: 103 [CET : MBBS - 2012] will be dispatched by theUniversity to the candidates by Registered Post/Courier. TheUniversity will not be responsible for the delay, non deliverydue to incorrect address or loss or damage of the Admit Cardduring the transit after the same is dispatched by theUniversity. The same admit card will be used for MBBS(Stage-II) examination. However, addresses of Delhi Centreswill be given on University Website www.ipu.ac.in on29th May, 2012.

12.2 No candidate will be allowed to enter the ExaminationHall without the valid CET : MBBS – 2012 Admit Cardissued by the University.

12.3 Candidate must preserve the CET Admit Card till theadmission procedure is over as it has to be handed over

to the Admission Officer at the time of counselling/admission. Request for issue of duplicate Admit Card willnot be entertained after the Common Entrance Test.

12.4 In case the Admit Card is not received, the candidatemay download e-admit card from the University Website(www.ipu.ac.in.) Such candidates are advised to report to theconcerned examination centre two hours before thecommencement of examination. along with the downloaded e-admit card and the photograph (same as pastedon the Application Form) attested by a Gazzeted Officer/Head of the Institute last attended. The University Observer,Centre Superintendent will attest the e-admit card on thebasis of the records provided by the University.

12.5 No claim of having filled up the application form andnon-receipt of Admit Card : MBBS : 2012 will beadmissible after the Common Entrance Test.

12.6 Impersonation is a punishable offence. No candidatewill be permitted to appear in CET : MBBS - 2012 withoutthe Admit Card. The admit card should be presented tothe invigilator(s) for verification. The candidate's identitywill be verified in respect of his/her details on the admitcard/centre verification record. If the identity is doubtful,the candidate may not be allowed to appear in theCET : MBBS - 2012. The authorities may permit thecandidates to appear in the CET : MBBS - 2012 aftercompleting the necessary formalities (visible mark ofidentification) at their discretion. No extra time will beallowed for these formalities to be completed. Policeaction will be initiated in event of dubious identity.

13. MODE OF THE COMMON ENTRANCETEST

13.1 REPORTING FOR THE TEST :

(i) The Candidate should report at the ExaminationCentre 30 minutes prior to the time of thecommencement of CET : MBBS - 2012.

(ii) No candidate will be allowed to enter in theExamination Hall after the commencement of CET:MBBS - 2012.

(iii) No candidate will be allowed to leave theexamination hall before the prescribed time is over.

(iv) Candidates should leave Examination Hall onlyafter handing over OMR answer sheet & TestBooklet to the Invigilator.

13.2 EXPECTED BEHAVIOUR AND DISCIPLINEDURING THE TEST :

(i) If any candidate is found using any UNFAIR MEANSor does not observe discipline during conduct ofthe Common Entrance Test: CET Code : 103, the

University will take necessary disciplinary actionagainst such candidate(s) as per its rules.

(ii) No candidate should carry any textual material,printed or written, bits of papers or any othermaterial except the Admit Card (without envelope)inside the Examination Hall. If the candidate isfound to be copying or conversing with othercandidate(s) or having in his/her possession papers,notes or books/any electronic material with orwithout relevant text, he/she will be disqualifiedfrom taking the Test and the next one or two suchtests depending on the nature of offence.

(iii) Carrying of cell phone, pager, calculator or anyother electronic gadgets to the Examination Centreis strictly prohibited. Neither the University willmake any arrangement for the safe custody of anyof these items nor it will be responsible for loss ofany such items. Hence, the parents may counselwith their wards for not carrying such items withthem while going to respective examination centresfor taking up of the CET : MBBS - 2012. Candidatesare also advised not to bring at all any such item tothe examination centre so that they do not run therisk of loosing such item(s).

(iv) Candidates must not obtain or give or attempt toobtain or to give irregular assistance of any kindduring the Test, this will entail expulsion andcancellation of candidature for the Test.

(v) Any attempt to note down questions during the Testor to take away pages from the Test Booklet will beviewed very seriously, and invite legal action.

(vi) Candidate shall maintain perfect silence and attendto their papers only. Any conversation, gesticulationor causing disturbance during the Test will bedeemed to be an act of misbehavior and is, therefore,strictly prohibited. Also, if a candidate is foundimpersonating or using unfair means, he/she will bedisqualified from taking the Test and the next one ortwo such Tests depending on the nature of offence.

13.3 Detailed instructions to be followed in theexamination hall are given in Appendix : 4. A Specimencopy of OMR answer sheet to be used for the Test is givenin Appendix: 5.

14. DECLARATION OF THE RESULT

14.1 The list of candidates who will qualify the MBBS -2012 (Stage-I) would be displayed on the University'sWebsite www.ipu.ac.in on 22.05.2012. No separateintimation to this effect will be sent to the candidates.

The Examination of MBBS-2012 (Stage-II) will be held on

03.06.2012 and the result of MBBS-2012 (Stage-II) will bedeclared on the University website www.ipu.ac.in on12.06.2012.

14.2 The University does not issue or supply or intimatethe marks/ranks to any candidate and no correspondenceon this subject will be entertained. However, marksobtained by individual candidate can be seen/and can bedownloaded from the University's Website : www.ipu.ac.in.

14.3 Requests for re-evaluation/re-checking of OMRanswer sheet will not be entertained under anycircumstances.

15. SELECTION PROCEDURE

15.1 CRITERIA FOR QUALIFYING CET : MBBS – 2012

Based on the result of Common Entrance Test : CET Code103 (Stage-II) [CET : MBBS - 2012], separate merit lists willbe prepared for each category. As per the Medical Councilof India Guidelines, the candidates for admission must havecome in the merit list prepared as a result of competitiveCommon Entrance Test : CET Code 103 [CET : MBBS -2012] (Stage-II) by securing not less than 50% marks forGeneral Category Candidates and 40% in case of SC/STCategory Candidates, subject to availaviality of seats forthese categories in respective institutions. Accordingly,names of only those candidates who secure 50% or moremarks (40% or more in case of SC / ST candidates) in theCommon Entrance Test : CODE 103 [CET : MBBS-2012(Stage-II)] will be included in the merit lists.

15.2 ALLOTMENT OF SEATS

All seats will be field up on the basis of the merit of MBBSCET-2012.

15.3 INTER-SE MERIT

In the case of a tie i.e. the candidates obtaining equal marksin the Common Entrance Test, the INTER-SE merit will bedecided on their performance in the Common EntranceTest: CET Code 103 (Stage-II only) by first eliminating themarks secured in the Physics portion of the CET, and if thereis still a tie then by eliminating the marks secured in theChemistry portion of the CET and if there is still a tie thenby eliminating the marks secured in the Botony portion ofthe CET. If a tie still exists, the candidate older in age willbe preferred.

16. FIRST COUNSELLING FOR ADMISSION

Detailed Schedule of 1st Counselling shall be displayed onthe University's Website : www.ipu.ac.in on 28th June,2012 at 5.00 p.m.

The first counselling will commence on 11.07.2012 at10.00 a.m. in the University Campus as per the detailed

schedule displayed on the University's Wesbite on28.06.2012 at 5.00 pm. No separate communication willbe sent in this regard.

The candidates should report at the University on thedate and time for first counselling, in person and shouldmark the attendance. The allotment of seat to thecandidates will be made only when he/she attends thecounselling session in-person. The following procedurewill be followed:

(i) The candidates will be called in the order of meritand shall be offered the seat available at that pointof time.

(ii) At the time of reporting for counselling, thecandidate shall produce the original certificatesand one set of photocopies thereof duly attestedby a Gazetted Officer or from Principal ofSchool/College last attended. If the candidate isgranted admission, the photocopies of thedocuments will be retained by the University andthe candidate will be required to submit theoriginal documents in the Vardhman MahavirMedical College (Safdarjang Hospital Campus).The Head of the Institution will again verify theoriginal documents to ensure the eligibility of thecandidate and the original documents shall bereturned to the candidate.

(iii) A candidate who fails to appear in person on thenotified date, time and venue for counselling,shall forfeit his/her claim for a seat. However, ifthe candidate reports late or reports by the nextday during the process of counselling, he/shemay be considered for allotment of a seat,provided, the seat is available for him/her at thatpoint of time.

(iv) A candidate who is allotted a seat will be requiredto pay the entire prescribed fee on the spot at thetime of counselling/admission. The fee will haveto be paid in the form of demand draft drawn infavour of Registrar, Guru Gobind SinghIndraprastha University payable at Delhi. If acandidate fails to pay the entire fee immediatelyas the seat is offered to him/her, the offer will bewithdrawn on the spot and the seat will be allottedto the next candidate present as per the merit list.No part payment or payment through chequeor cash is acceptable under any circumstances.

(v) Admissions will be made strictly on merit basis(Rank-wise) and counselling/admissions will stopwhen all the seats are filled-up. Notice regardingclosure of counselling will be displayed onUniversity's Website. Parents/candidates are advised

to check University's Website before coming forcounselling. University will not be responsiblefor any inconvenience caused to parents/candidates due to closure of the counsellingprior to dates notified in the Counselling Schedule.

(vi) The conversion of seats reserved for SC,ST andOBC to General Category shall be done onlyduring the 2nd counselling and no such conversionwill be allowed during the course of 1st counselling.However, while converting the seats, any unfilledseats reserved for ST Category will be offered toSC Category and vice versa and only aftercompleting this exercise, the conversion of thereserved category seats to general category shallbe effected. The OBC seats shall be converted intoGeneral category seat/s after exhausting the meritlist of OBC category.

17. DOCUMENTS REQUIRED AT THE TIMEOF COUNSELLING/ADMISSION INORIGINAL (AND A SET OF ATTESTEDPHOTOCOPY OF EACH)

� Bank Draft/s of requisite amounts (See, para 8)

� Verification Form (See, Appendix - 6)

� Preference sheet (See, Appendix - 7)

� Original Admit Card issued by the University forCommon Entrance Test : CET Code 103 : [CET:MBBS-2012]

� Proof of date of birth (Secondary School Certificateissued by the Board/University)

� Certificate and marksheet of the qualifyingexamination issued by the Board / University fromwhich he / she passed the 10 + 2 or equivalentexamination showing that he / she have passed inthe subject of Physics, Chemistry, Biology andEnglish (core or elective or functional) individuallyand obtained a minimum 50% marks takentogether in Physics, Chemistry and Biology (40%in case of SC/ST candidates)

� In case candidate wishes to claim seat in DelhiRegion category then he/she must bring proof ofhaving passed 11th standard exam (under 10+2sheme) from Delhi.

� Character Certificate from the head of the institutionfrom where the qualifying examination was passedor from a Gazatted Officer.

� SC / ST / OBC Certificate (if applicable). Thereservation certificate should be issued from the

respective state/region in which the reservation isclaimed e.g. In case any candidate claims for theseat reserved for DSC category than he has tobring SC certificate issued by Govt. of NCT ofDelhi and also passed his/her qualifying examfrom Delhi.

The reservation certificate should be in the nameof the candidate seeking admission. Thereservation certificate in the name either ofparents (Father/Mother) is not acceptable. Thename and other particulars in the reservationcertificate should be identical to that in CETform as well as in the 10th & 12th classcertificates. Any variation in the name or otherparticulars in reserve category certificate maylead to refusal for admission by admissionofficer in the reserve category.In the absence ofreserved category certificate, the candidate willnot be entitled for any provisional admissionin reserved category on the basis of anyundertaking.

� Certificate of Physical Disability (Appendix I) (ifapplicable).

Notes :-

1. The Original Certificates (except the admit card)will be returned to the candidates after verification.The photocopies of these certificates and admitcard (in original) shall be retained.

2. In case any of the above document(s) is/are in anylanguage other than Hindi / English, then authentictranslation in English / Hindi shall have to beproduced duly verified by the issuing institution/gazetted officer (original and photocopy) by thecandidate at the time of Counselling/Admission.Failure on the part of candidate to produce therequisite authentic translation may result in refusalof admission by the Admission Officer, for whichonly the candidate will be responsible.

18. DATE OF JOINING AND POSTADMISSION REQUIREMENTS

Students admitted during 1st counselling must report atthe respective Colleges within two days. The AcademicSession, however, will commence from 1st August,2012. The admission of the candidate, who fail to reportlatest by 8th August, 2012 may be cancelled.

18.1 Candidates selected for admission to the MBBSprogramme after verification of their eligibility andoffered admission should bring the following original

certificates / testimonials / documents at the time ofreporting to the College:

(i) Certificate of having passed the 10+2 or equivalentexamination, showing the subjects offered by him/her in the examination.

(ii) Certificate from the Board from which he/shepassed the High School/Higher SecondaryExamination, showing his/her date of birth.

(iii) Certificate/Marksheet from the Board from whichhe/she passed the 10+2 or equivalent examinationshowing that he/she has secured 50% or moremarks (40 % in case of SC/ST candidates) inaggregate in Physics, Chemistry and Biology andpass in the subject of English (Core or Elective orFunctional).

(iv) Migration Certificate from the University/Boardlast attended by him/her.

(v) Certificate from the prescribed authority showingthat he/she belongs to a Schedules Caste/ScheduledTribe/OBC category. (Applicable only to candidatesbelonging to Scheduled Caste/Scheduled Tribe/OBC category).

(vi) Any other document as may be asked for by theUniversity/College.

18.2 MEDICAL EXAMINATION

(i) The selected candidates will have to undergomedical examination by a duly constituted MedicalBoard of the respective Colleges. Only those, whoare certified to be medically fit by the Board willbe admitted. If, in the assessment of the MedicalBoard, a candidate is found medically unfit foradmission to the course, his/her candidature willbe rejected and the decision of the Board shall befinal. In that case, in his/her place, next candidatein order of merit will be admitted.

(ii) Any rejection on medical ground may becommunicated by the respective Colleges to theUniversity latest by 31st August, 2012.

19. WITHDRAWAL OF ADMISSION ANDREFUND OF FEE

19.1 After admission during first counselling, if a studentapplies for withdrawal of admission on or before3rd August, 2012 upto 5.00 p.m the fee after deductionof 50% of the entire fee will be refundable. All therequests for withdrawal/cancellation of admission in theprescribed proforma (Appendix-8) are to be submitted atthe Reception Counter in the Office of the Joint Registrar(Academic), at Administrative Block, Guru Gobind Singh

Indraprastha University, Sector 16 C, Dwarka, NewDelhi-110075 before the said date and time. A properreceipt for withdrawal/cancellation will be issued. Thecandidates will be required to surrender the originalAdmission Slip issued at the time of Counselling/Admission (BOTH COPIES) while applying forwithdrawal/cancellation of admission. No request forwithdrawal of admission shall be entertained unlessboth the copies of the Admission Slips.

19.2 No request for withdrawal of admission will beentertained after 5.00 p.m. of 03.08.2012. The fee willbe refunded only if the application reaches the office ofthe Joint Registrar (Academic) at AdministrativeBlock, Guru Gobind Singh Indraprastha University,Sector-16 C, Dwarka, Delhi-110075, before the saiddate and time. A proper receipt will be issued by theoffice of Academic Branch when the candidate submithis/her application for withdrawal of Admission withinpescribed date & time alongwith documents as given inthe Admission Brochure-IV i.e. upto 03.08.2012. Thewithdrawal application without the relevant documentswill not be entertained. Any dropout after this notifiedtime and date will lead to the forfeiture of the full feedeposited by the candidate and no subsequent request forrefund of fee will be entertained by the University. Nofurther corrospondance in this regard will be madeunder any circumstances.

19.3 Request of withdrawal of admission will not beentertained through post/email/fax. Candidates arerequested to submit prescribed withdrawal applicationform with original fee slip at Reception Counter,Academic Branch before the prescribed withdrawal dateand time.

19.4 No representation at later stage will beentertained by the University, where request forwithdrawl is submitted in any other branch/office ofthe university and the request for withdrawal does notreach the office of the Joint Registrar (Academic) atAdministrative Block, Guru Gobind Singh IndraprasthaUniversity, Sector-16 C, Dwarka, Delhi-110075, beforethe said date and time.

*Note: A candidate, who has taken admission at thetime of 1st counselling, and then he withdrawshis admission shall not be considered foradmission in 2nd counselling.

20. PROCEDURE OF SECONDCOUNSELLING

The vacancies arising due to drop out, if any, after firstcounselling, shall be notified on the University isWebsite (www.ipu.ac.in) 13th August, 2012 at 5.00 p.m.

alongwith Schedule of 2nd Counselling. The secondcounselling will be held on 22nd August, 2012 in theUniversity. The counselling will commence from Rankone onwards for all categories and the seat will beallotted on merit basis. In the second counselling, eventhose candidates who were absent in the first counsellingwill also be permitted to opt/seek admission against theresultant vacancies. Rest of the procedure will remainsame as followed during 1st counselling.

In case a candidate withdraws after taking admission in thesecond counselling or thereafter, his/her full fee will beforfeited. It is advised in the interest of the candidates tocarefully decide to take admission in the second counsellingor thereafter, only if he/she intends to pursue the programme.

The Academic Session would commence w.e.f.1st August, 2012. All the candidates who get admissionin First Counselling must report to their respectiveColleges on 1st August, 2012 and those who takeadmission in the 2nd counselling, shall report to theirresepctive Colleges on day following the day of theiradmission.

20.1 PREPARATION OF WAITING LIST FOR ALLCATEGORIES

After all the seats are filled-up during second counselling,a waiting list in each category will be prepared. Candidatesof all categories will be called on 22.08.2012 for gettingthemselves registered in waiting list in accordance withthe schedule notified on 13.08.2012. For registration inthis waiting list, the candidates will be required to fill upthe Verification Form and deposit a sum of Rs.27,500/- asRegistration Fee in the form of Demand Draft drawn infavour of Registrar, Guru Gobind Singh IndraprasthaUniversity.

Vacancy, if any, arising after second counselling shall befilled-up from the waiting list strictly on merit. The lastdate of filling up of such vacant seats will be 30thSeptember, 2012. Candidates registered in waiting listmay be called on a short notice, hence they should keepall documents & DD etc. ready till 30th September,2012.

IN CASE THE UNIVERSITY FAILS TO ALLOT ANY SEATTO THE CANDIDATES REGISTERED FOR THEAFORESAID WAITING LIST, IT WILL REFUNDRS.26,500/- AFTER DEDUCTING A SUM OF OFRS.1,000/- AS UNIVERSITY PROCESSING FEE.

Notes:

� Any litigation/dispute regarding the examinationor admission will be settled subject to jurisdictionof the Delhi Court.

� The final decision in respect to the interpretationof any provision/rule contained in this AdmissionBrochure-IV will be taken by the Vice-Chancellorof the Guru Gobind Singh Indraprastha Universityeither independently or in consultation with anyOfficer of the University as may be deemedappropriate by him.

21. IMPORTANT INFORMATION

(i) If it is found at any stage during the entire periodof the programme that the candidate has furnishedany false or incorrect information in the applicationform or at the time of counselling/admission, his/hercandidature for the programme will be cancelledsummarily. In addition, disciplinary action may betaken against him/her as per the University rules.

(ii) If the University is not satisfied with the character, pastbehaviour or antecedents of a candidate, it can refuseto admit him/her to any course of study of theUniversity.

(iii) The Vice Chancellor may cancel the admission ofany student for specific reasons and debar him/herfor a certain period.

(iv) Only qualifying the Common Entrance Test shallnot, ipso facto, entitle a candidate to get admissionto a programme.

(v) It will also be the sole responsibility of thecandidates themselves to make sure that they areeligible and fulfill all the conditions prescribed foradmission. Before filling-up the verification slip atthe time of counselling/allotment of seats, candidateshould ensure that he/she fulfills all eligibilityconditions as laid down in this AdmissionBrochure-IV. If it is found at any stage during theentire period of the programme that the candidatedoes not fulfill the requisite eligibility conditions,his/her admission will be cancelled and alsodisciplinary action will be initiated against him/herand entire fee will also be forfeited.

(vi) The merit of the CET will be valid only for theprogramme for which the candidate has appearedand cannot be utilized for admission to any otherprogramme. Further, the merit of the CET-2012shall be valid only for the academic session2012-13.

(vii) RAGGING : Rules in terms of ordinance relatingto maintenance of discipline amongst students ofthis university are as under :

� Ragging in any form shall be strictly prohibitedwithin the premises of the University, a collegeor an Institute, as the case may be, or in anypart of the University system as well as onpublic transport, or at any other place, publicor private;

� Any individual or collective act or practice ofragging shall constitute an act of grossindiscipline and shall be dealt with under theprovisions of ordinance under reference;

� Ragging, for the purposes of ordinance underreference, shall ordinarily mean any act, conductof practice by which the dominant power orstatus of senior students is brought to bear uponthe students who are in any way consideredjunior or inferior by the former and includesindividual or collective acts or practices which

(a) Involve physical assault or threat to usephysical force;

(b) Violate the status, dignity and honour ofstudents, in particular female students andthose belonging to a schedule caste or aschedule tribe;

(c) Expose students to ridicule or contempt orcommit an act which may lower their selfesteem; and

(d) Entail verbal abuse, mental or physicaltorture, aggression, corporal punishment,harassment, trauma, indecent gesture andobscene behaviour.

GUIDELINES FOR FILLING UP THE APPLICATIONFORM FOR CET : MBBS-2012

Appendix-2

(i) The candidates are advised to go through theAdmission Brochure carefully and acquaintthemselves with all requirements in respectto filling up of the Application Forms for CET -2012.

(ii) It will be the sole responsibility of the candidateto make sure that he/she is eligible and fulfills allthe conditions prescribed for admission.

(iii) If ineligibility of a candidate is detected at anystage before or after examination/declaration ofresult or during any stage of the programme, his/her candidature/admission will be cancelled withoutany notice, disciplinary action will be takenagainst him/her and entire fee will also be forfeited.The Vice Chancellor, Guru Gobind SinghIndraprastha University may cancel the admissionof any student for specific reasons at any stage.

(iv) The candidate must fill the application form in his/her own handwriting, clearly, legibly and in blockletters.

(v) The Application Form should be filled in Englishonly.

(vi) Incomplete application form will be summarilyrejected and no request will be entertained in thisregard.

(vii) First, write in capital letters the required informationwith a black ball point pen in the boxes (whereverprovided) and then darken with HB pencil, theappropriate ovals (indicating the relevant alphabet/numeral) underneath each letter. What you writein the boxes is only for your guidance and forverification that you are darkening the correctalphabet/numeral in ovals.

(viii) CET Code : Please darken the ovals pertaining toCET Code, in the application form, indicating thecode of the Programme for which the candidatewants to appear. If more than one oval is darkened,the Application Form will be rejected. If thecandidate is desirous of appearing in more thanone Test, separate Application Form should besubmitted for each test. Photocopy of theApplication Form will NOT BE ACCEPTED. Verify

the CET Code from the Admission Brochure beforesubmitting the form. Any request/applicationfor change of CET Code will NOT beentertained.

(ix) Name of the Candidate: Candidate should writehis/her Name in CAPITAL LETTERS as given inClass X or equivalent certificate. Write a singleletter in a box. Do not leave any blank box withinany word of your name. Leave only one blank boxbetween consecutive words of your name. If yourname has several initials, leave one blank aftereach of them.

(x) Name of Father/Mother: Write the name of yourFather or Mother exactly as in your Class X orequivalent certificate. Leave one and only oneblank box between consecutive words of yourfather's/mother's name.

(xi) Date of Birth: Enter the date, month and year ofyour birth as per English calendar and as recordedin your School/Board (Class-X)/Pre-Universityexamination certificate. Use numerals 01 to 31 forDate, 01 to 12 for Month and four digits for Yearof birth. For example, if born on 16th August 1990,the date should be entered as follows: 16.08.1990.Darken the appropriate ovals for date, month, andyear in each column. Filling of Date of Birth fieldis mandatory. If date of birth is not filled, the dateof birth value of 01.01.2012 will be used for Para4.2 and the same to be corrected during admission/counselling as applicable.

(xii) Category: Darken the appropriate ovals for yourcategories - SC, ST, OBC, Physically Handicapped,Since there is no seat reserved under thecategory of Jammu & Kashmiri Migrants and'Def' category in the MBBS programme,therefore candidates are advised to ignore thiscategory while filling up information underthe column 4 of Application Form as given inAppendix-3. Categories once declared by thecandidate, will be used for preparing the meritlist. If no category is specified, you would beconsidered as falling under ‘General' category.And, no claim whatsoever shall be entertainedthereafter. Category certificate to be verified

during admission/counselling. If a candidatefalls in more than two categories, he/she candarken more than one oval, e.g., if a candidatefalls in SC & Physically Handicapped Categoriesthen he/she should darken the ovals for SC andPH Categories. If a general category candidatefills up a reserved category, then thecandidature for admission to be considered ifand only if the rank is within the general cutoff rank.

(xiii) Gender: Darken the appropriate oval indicated for'Male' or 'Female'.

(xiv) Region: Darken the oval titled "Delhi Region" ifyou have passed your qualifying examination fromany school/college located in Delhi or from anyinstitution affiliated to GGSIP University. Darkenthe oval titled "Outside Delhi" if you have passedyour qualifying examination from any school/college located in any other part of the country(India) excluding the institutions affiliated to GGSIPUniversity. If no region is specified, it will beconsidered as 'Delhi Region'. The correct regionto be verified during admission/counselling andany correction if required to be carried out.

(xv) Qualifying Exam: Darken the oval titled “PASSED”if you have already passed the 10+2 or any otherspecified qualifying examination, which makesyou eligible for the Entrance Test. Darken the ovaltitled "APPEARING" if you are appearing for theexamination, which makes you eligible. The title"APPEARING" covers the cases of "APPEARED"candidates also.

(xvi) Religion: Darken the appropriate oval.

(xvii) Nationality: If your nationality is Indian, darkenthe oval indicated for "INDIAN". If your nationalityis not Indian; darken the oval indicated for"OTHERS".

(xviii) Mailing Address: Write your name and completemailing address IN CAPITAL LETTERS includingthe PIN CODE along with Telephone/Mobilenumbers with relevant STD Code at which thecommunication is to be sent.

(xix) Photograph of the Candidate: The candidateshould affix his/her recent colour photograph withwhite background of size 3" x 4" as per theorientation printed on the form. Your face shouldcover about 75% of the photo (without attestation)taken on or after 1st January 2012. The photograph

should be pasted (NOT STAPLED) in the spacemarked for it.

Instructions for photograph:

� Photograph should not have cap, googles etc.(Spectacles are allowed). The face of thecandidate should cover about 75% of thephoto. The photo should not be hazy. Thecandidate is also advised to write his/hername and application number on the reverseside of the photograph before affixing on theform.

� The candidate should keep two identicalphotographs with him/her, in reserve whichmay have to be used at the time of EntranceTest /Counselling/Admission, in case of doubtregarding the identity.

(xx) Visible Mark of Identification: Candidate shouldmention visible mark of identification.

(xxi) Centre of Test

� Refer to the list of Centres of CommonEntrance Test- 2012 for the AcademicProgrammes and CET Codes mentioned inthis Admission Brochure.

� Examination Centre once allotted by theUniversity will not be changed and no requestin this regard will be entertained under anycircumstances.

(xxii) Verification and Countersignatures: While fillingup of the application form, the candidate mustverify the correctness of all the particularsfurnished by him/her by putting his/her signatureat the appropriate spaces provided for the purposein the application form. Signature is also requiredto be put within the box provided. The candidatemust also get his/her application formcountersigned by the parent/guardian. Relationshipof the person countersigning the application formwith the candidate should also be specified in thebox meant for the purpose. In case any candidateis found to have furnished false information or isfound to have concealed any material informationin his/her application, he/she will be debarredfrom admission. Further, such a candidate shallalso be liable for punishment.

The candidate is also directed to write down thesentence given in box no. 28 on the form in his/her own handwriting and left thumb impression.

(xxiii) Be Careful while handling of Application Form

� There should be no over-writing

� Do not write or mark on the Barcodes

� Refold the application form only where it wasoriginally folded. Do not put any pin orstaple. paste the photograph only with goodquality gum.

� Do not scribble, smudge, cut, tear or wrinkle

(i) Five minutes before the commencement of thetest, each candidate will be given a sealed TestBooklet and OMR answer sheet.

(ii) The OMR answer sheet is of special type whichwill be scanned by an optical scanner.

(iii) Immediately on receipt of the Test Booklet, eachcandidate shall fill in the required particulars onthe cover page of the Test Booklet with a blackballpoint pen only. He/she shall not open the sealof the Test Booklet until asked to do so by theinvigilator.

(iv) Candidates will then write the required particularson OMR answer sheet with a black ballpointpen. After this, they will wait for the signal bythe invigilator to start marking the responses.

(v) The Test will start exactly at the time mentionedon the Admit Card and an announcement to startwill be made by the invigilator.

(vi) While the test is in progress, the invigilator willcheck the Admit Cards of the candidates to satisfyhimself/herself about the identity of each candidate.The invigilator will also put his/her signature in thespace provided for the purpose on the OMRanswer sheet as well as on the Admit Card.

(vii) The candidate will have to sign the AttendanceSheet against his/her CET Roll Number.

(viii) A signal will be given at the beginning of the Testand when half of the time is left. A signal willalso be given at the closing time when thecandidates must stop marking the responses.

(ix) After completing the Test and before handing overthe Test Booklet and the OMR answer sheet to theinvigilator, the candidates are advised to make surethat all the particulars required in the Test Bookletand the OMR answer sheet have been correctlywritten, i.e. CET Roll Number, Name of the Candidate,Centre Number, Test Booklet Number, Test BookletCode, Religion, Region, Category and Gender.

(x) No candidate will move out of the examinationhall until the time prescribed for the Test is over.

(xi) No candidate will take away the Test Bookletand/or the OMR answer sheet from theexamination hall.

(xii) A candidate must bring his/her own black ballpoint pen to fill the answers in ovals of OMRanswer sheet. In case the ovals are filled by anyinstrument other than the black ball point pen,then the answer sheet may be rejected by theoptical scanner when the same is being scanned.In all such cases, the responsibility shall rest onthe candidates.

(xiii) The candidate must ensure that the answer sheetis not folded. Also, he/she should not make anymarks or write any kind of description on it.

(xiv) Candidates are advised to be sure about thecorrect answer before they darken the oval withblack ball point pen. They should also ensurethat the each oval is completely darkened withblack ball point pen, partially or faintly darkenedovals may be rejected by the optical scanner. Itmay also be negatively marked.

(xv) Each question carries three marks. For each

incorrect response, one mark will be deductedfrom the total number of marks obtained by thecandidate. No deduction from the total markswill, however, be made if no response to aquestion is indicated. Candidates are advised notto attempt a question if they are not sure of thecorrect answer. If a candidate darkens more thanone oval against a question, it will be deemed tobe an incorrect answer and will be negativelymarked.

(xvi) The Test Booklet Code filled in by the candidatein the OMR answer-sheet will be accepted asfinal for the purpose of evaluation. When thespace for the Booklet Code is left blank or morethan one booklet code is indicated therein, it will

be deemed to be an incorrect booklet code andthe answer sheet will not be evaluated. Thecandidate himself/herself will be solelyresponsible for all the consequences arising outof any error or omission in writing the TestBooklet Code.'

(xvii) No candidate should do any rough work on the

OMR answer-sheet. Rough work, if any, is to be

done only in the Test Booklet at the space provided.

(xviii) Candidates should check to make sure that the Test

Booklet contains the number of pages as mentioned

on the top of the first page. In case the numbers

do not tally, it should be immediately brought to

the notice of the invigilator. The candidates shall

not remove any page(s) from the Test Booklet and

if any page(s) is (are) found missing from a

candidate's booklet, he/she shall be liable for

prosecution under relevant provisions of Indian

Penal Code.

(xix) In case of any confusion, invigilator may be

contacted.

(xx) No candidate, without the specific permission

of the Centre Superintendent or the invigilator

concerned, shall leave his/her seat in the

examination hall until he/she has finished his/

her paper and handed over the Test Booklet

and the OMR answer-sheet to the invigilator on

duty.

(xxi) Smoking in the examination hall during the hours

of the Test is strictly prohibited.

(xxii) Tea, coffee, cold drinks or snacks are not allowed

inside the examination hall during the hours of the

Test.

(xxiii) Candidates shall maintain perfect silence and attend

to their papers only. Any conversation, gesticulation

or causing disturbance in the examination will be

deemed to be an act of misbehaviour and is,

therefore, strictly prohibited. Also, if a candidate is

found impersonating or using unfair means, his/her

candidature will be cancelled and he/she will be

liable to be debarred from taking the entrance tests

either permanently or for a specified period

depending upon the nature of the offence, in

addition to any other action which may be taken

under the Indian Penal Code.

(xxiv) If any candidate is found using any unfair means or

does not observe discipline during the hours of the

Entrance Test, the University will take necessary

disciplinary action against such candidate as per its

rules.

Vardhman Mahavir Medical College & Safdarjung Hospital

Safdarjung Hospital started as an American Army Base Hospital during the II World war. In 1947

it was made annexe to Irwin Hospital (Presently LNJP Hospital). It was taken over by the Central

Government in 1954 and named as Safdarjung Hospital. Until the inception of All India Institute

of Medical Science in 1956, Safdarjung Hospital was the only tertiary care hospital in South Delhi.

Based on the needs and developments in medical care the hospital has been regularly upgrading

its facilities from diagnostic and therapeutic angles in all the specialties. The hospital when started

in 1942 had only 204 beds, which has since increased to 1531 beds. The hospital provides

medical care to millions of citizens not only of Delhi but also the neighbouring states free of

cost. Safdarjung Hospital is a Central Government Hospital under the Ministry of Health & Family

Welfare and is receives its budget from the Ministry. Safadarjung Hospital has a Medical College

associated with it named Vardhman Mahavir Medical College which was established in

November 2001. Padma Shree Dr. Jagdish Prasad is the founder Principal of the college.

The foundation stone of the medical college was laid by our then Hon'ble Prime Minister Shri

Atal Bihari Vajpayee on 17th December 2001 in presence of the then Hon'ble Home Minister

Shri L.K. Advani and Hon'ble Health and Family Welfare Minister Dr. C.P. Thakur. On 20th

November 2007 Shri M. Hamid Ansari, our Hon'ble Vice President has dedicated the Vardhman

Mahavir Medical College building to the nation in the presence of Hon'ble Minister of Health

& Family Welfare Dr Anbumani Ramadoss.

The first batch of MBBS students joined the college in February 2002 and they have completed

their MBBS as well as various PG courses this year. Ten batches have joined till now. The college

has recognition by the Medical Council of India.

VMMC & Safdarjung Hospital is a premier Central Government educational institution promoting

Medical Education of both Under-graduate and Post-graduate level.

Various Post-graduate Degree & Super-speciality courses are running in this hospital for many

years & are affiliated to Guru Gobind Singh Indraprastha University, New Delhi with effect from
