Feature DescriptionA large number of unnecessary paging messages have been generated because of rapid mobile network development and exponential growth of smartphone use in recent years. This has led to an explosive increase in signaling overheads. To reduce high signaling overheads, Huawei applied the CELL_PCH state to commercial networks in RAN 12.0 by setting related parameters on the radio network controller (RNC).When the CELL_PCH solution is used with the feature WRFD-020500 Enhanced Fast Dormancy, UEs on the related white list are configured properly and some UEs enter the CELL_PCH state as required. This reduces signaling overheads generated during a network access process.UEs in the CELL_PCH state (hereinafter called CELL_PCH UEs) exchange signaling with the RAN every time they perform a cell update. This affects forward access channel (FACH) and random access channel (RACH) traffic. Statistics show that the number of signaling messages exchanged during cell updates accounts for 3% to 15% of FACH traffic.To reduce the signaling generated during cell update, Huawei applied the URA_PCH state to commercial networks in RAN 13.0 by setting related parameters on the RNC.When the URA_PCH solution is used with the feature WRFD-020500 Enhanced Fast Dormancy, UEs on the related white list are configured properly and some UEs enter the URA_PCH state as required.In this way, UEs in the URA_PCH state (hereinafter called URA_PCH UEs) do not exchange signaling with the RAN every time they perform a cell update, and therefore signaling overheads are reduced.However, the URA_PCH solution may easily trigger paging channel (PCH) congestion, which easily occurs after WAP Push services become popular along with the explosive growth of smartphone use.For WAP Push services (for example, Push e-mail), the RNC actively pages smartphones where the Packet Data Protocol (PDP) is applied and pushes WAP content to these smartphones. To page a URA_PCH UE, the RNC sends the PAGING TYPE 1 message in the entire UTRAN registration area (URA). If the URA has 2000 cells, the PAGING TYPE 1 message is sent to 2000 cells, which can easily trigger PCH congestion.Huawei introduced Layered Paging in URA_PCH in RAN14.0 to address the PCH congestion issue.

Impact of Layered Paging in URA_PCH When the Layered Paging in URA_PCH feature is activated, and

the CELL_PCH state is not enabled, the number of paging messages is reduced. The reason is that the Layered Paging in URA_PCH feature allows the paging of idle UEs only in certain cells, instead of the entire location area. This increases the PCH capacity.

When the Layered Paging in URA_PCH feature is activated and the CELL_PCH state is enabled, the number of times cells are reselected when UEs move between cells is reduced. This increases the FACH and RACH capacity. However, the Layered Paging in URA_PCH feature causes a slight decrease in the PCH capacity, because Cell_PCH UEs are paged in the cell scale whereas URA_PCH UEs are paged in the URA scale.

When the Layered Paging in URA_PCH feature is activated, and the URA_PCH state is enabled, the number of signaling messages generated when URA_PCH UEs are paged is reduced, and therefore the PCH capacity is increased.

Activation Suggestion and Information Collection

Before activate Layered Paging in URA_PCH, perform the following steps to collect required information.1. Analyze the traffic model of the target area, and evaluate the

penetration of smart phones.• If there are a small number of smartphones in the live network,

you do not need to enable this feature. • If there are a large number of smartphones in the live network, go

to the next step. 2. Evaluate the system resource utilization of the target area.

• Use counters to measure the FACH or RACH bandwidth that is used to carry signaling messages involved in cell reselection.

• Enable this feature when large FACH or RACH bandwidth is used to carry signaling messages involved in cell reselection.

• You can enable this feature when a large amount of FACH or RACH resources are available.

• You are advised not to enable this feature when the CELL_PCH state is enabled and the PCH utilization is high (for example, higher than 85%).

3. Check whether users are delay-sensitive.• Communicate with users to determine whether they are delay-

sensitive and whether to use the real-time service function based on the communication results.

Deployment RequirementsPerform the following steps to enable the Layered Paging in URA_PCH

feature:1. Activate the license for this feature.2. Based on data preparation, enable this feature by running SET

URRCTRLSWITCH on the BSC6900 and set related parameters as follows: For real-time services, set RAPCH_LAYERED_PAGING_RT_SWITCH under

PROCESSSWITCH4 to ON. For non-real-time services, set URAPCH_LAYERED_PAGING_NRT_SWITCH under

PROCESSSWITCH4 to ON.

Perform the following steps after enable this feature: 1. Reduce the threshold of CellReSelectCounter steadily so that the

number of URA_PCH UEs in the network can increase. 2. Check values of key performance indicators (KPIs). If KPI values

are within the normal range, reduce the threshold of CellReSelectCounter until the lower limit is reached.

3. After the RNC operates for a certain period of time, check the values of the KPIs related to this feature.
