TENDER/BID DOCUMENT / TERMS & CONDITIONS FOR HIRING OF SECURITY SERVICES

1. INVITATION FOR BIDS

1. The Bids are invited for (Institute of Urology & Transplantation), Rawalpindi, from reputable Security Companies, which are registered with Home Departments/Ministry of Interior to provide Security Services, including posting of Security Guards / personnel at different locations of Institute of Urology & Transplantation Rawalpindi for a period of one (01) Year (Extendable), subject to terms & conditions specified in the ‘Tender Document’.

2. DEFINITIONS

2.1. Supervisor means, a who is retired (JCOs) Junior Commission Officer of Armed Forces

to be Employed as Supervisor within age 35-50 years in proper uniform who is on the payroll

of Security Company and trained to provide the Security Services and equipped with essentially

required logistics supports for effective monitoring and communication. Person shall possess leadership

skills and administrative control over the Security Guards posted by the Security Company

against this agreement. He shall have working knowledge of Front Role Public Handling and

Security Management Skills.

2.2. Ex-Army Guard having experience of serving in field intelligence or Military Police or

Armed Force.

2.3. Armed Guard means, a person in proper uniform who is on the payroll of Security

Company and trained to provide the Security Services and equipped with useful arm &

Ammunition like Pistol, 8 mm and Repeater, etc, along with valid license and other

essentially required logistics supports for effective monitoring & communication which

could be required to provide the sufficient Security Services on the place of posting and vicinity. He shall

have working knowledge of Front Role Public Handling and Security Management Skills.

2.4. Guard means, a person in proper uniform who is on the payroll of Security Company and trained

to provide the Security Services and equipped with essentially required logistics supports for

effective monitoring & communication, which shall be required to provide the sufficient

Security Services on the place of posting and vicinity. He shall have working knowledge of Front

Role Public Handling and Security Management Skills.

2.5. Place of posting The area, where the specific Guard has been posted to provide the Security

Services, in writing by the appropriate authority.

2.6. Shift the uninterrupted duration of twelve hours beginning from 0700 hours to 1900 hours

and 1900 hours to 0700 hours for day and night shifts, respectively.

2.7 RMU & Allied Hospitals means the hospitals attached with Rawalpindi Medical University,

Rawalpindi.

2.8. Any other terms used in this tender shall be treated as its original and understandable meaning in

respect of provision of Security Services smoothly.

2.9. Lethargic, inefficient, over and below age guards will not be accepted.

3. PLACEMENT OF GUARDS AND ALLIED SERVICES

3.1 Security Guards shall be provided without gap for twenty four hours (24) per day and seven (7)

days per week at the Institute of Urology & Transplantation, Rawalpindi premises. For this purpose

duty rosters of the supervisors/guards must be provided to the Institute of Urology &

Transplantation Rawalpindi, Security supervisor/ & other Hospital Authorities.

3.2 The Security Company is responsible to provide security, manpower, Ex-Army Guards,

Armed Guards, Un-Armed Guards / Lady Searchers and Supervisor as per following

minimum requirement/ standards:-

3.2.1 SECURITY SUPERVISOR: RETIRED JCOs, JUNIOR COMMISSION OFFICER OF ARMED FORCED TO BE EMPLOYED

AS SUPERVISOR:-

Age :55 years( Relax able in special case upto 3 years).

Retirement :Normal

Health :Sound Health & physically fit to perform Duties

3.2.2 EX: ARMED GUARD

Age Minimum 35 years & Maximum 45 years.

Experience Having experience of serving in field intelligence or Military Police or Armed Force.

3.2.3 SECURITY GURADS

Age Minimum 35 years ,Maximum 45 Years.

3.2.4 DRESS

As per standard protocols.

3.2.5 Security Company shall provide the details of Guards along with its past experience, copy of CNIC,

copy of Service Card and other required details/information, it notified, one week prior to placement

of Guard to the place of posting.

3.2.6 Security Company will ensure that the Security Guard is active, healthy and free from any diseases

and Addiction.

3.2.7 Security Company will ensure that the placement of 30% Security Guard, having the past

experience of Ex-Armed Forces. This distribution shall be made in all the places of posting, or

as per instructions issued by the Security Supervisor/ Incharge.

3.2.8 Security Company will ensure that the Security Guard is well trained. The guards must have at least

one year experience of any Security Company atleast fifteen bullets/cartridges shall be available with

each arm guard.

3.2.9 Schedule for posting of Security Guards shall be prepared by Security supervisor and issued with

the approval of hospital authorities.

3.2.10 Guards shall be on the pay roll of Security Company, preferably on the permanent slot, otherwise,

in case of contractual employment, minimum period should not be less than six months.

3.2.11 During the hiring of Security Guards the offer/appointment letter may be issued and the

same would be sent to Security supervisor Institute of Urology & Transplantation Rawalpindi for

record.

3.2.12 Any change in placement of Security Guards shall be made with prior information and approval of the

Security Supervisor concerned officer of Hospital.

3.2.13 Security Company shall ensure the availability of adequate reserve guards.

3.2.14. Every Guard should have a whistle along with torch at night.

3.2.15. Security Supervisor should have the Cellular Phone facility/ Walky talky.

4 SECURITY MEASURES

4.1 The Security Company shall maintain the proper record at main gate during the IN & OUT of

visitors.

4.2 The Security Company shall be responsible to ensure the safety and security of Allied

Hospitals, Rawalpindi`s assets moveable and immovable.

4.3 Arms shall be in working condition at all the time. Armed Guards must be equipped with

sufficient ammunition.

5 GENERAL CONDITIONS

5.1 Institute of Urology & Transplantation, Rawalpindi, administration at its discretion can increase

the number of guards, upto 15% existing strength as per PPRA Rules, on agreed rate of payment

and on the same terms & conditions, on the request of relevant Incharge in case of emergencies. The

verbal intimation would be duly followed by written request mentioning therein the

circumstances / reasons on next day.

5.2 Security Company shall ensure the availability of adequate reserve guards. In case of

absence casual or other leave by any Security Guard, the Security Company shall provide the alternate

guard from the reserve guards.

5.3 Security Company shall ensure the placement of Guards, strictly in accordance with as per

agreement of Terms and Conditions.

5.4 In case of absence of any Security Guard, the Security Company shall be liable to provide the

required strength at site otherwise Institute of Urology & Transplantation Rawalpindi reserve the right to

impose the penalty as per agreement.

5.5 The contractor will provide physically fit and sound in health armed guard, properly uniform

and ensure that each guard must have following documents:-

5.6.1 Attested photocopy of NADRA Computerized Card.

5.6.2 Original Service Card issued by the Security Company.

5.6.3 Photocopy of license/ certificate of weapon held by the guard.

5.6.4 Copy of Certified discharge work issued by Ex-Armed Forces (If available).

Without uniform, Lethargic, inefficient, over and below age guards will not be

accepted.

5.7 This agreement would effect for one (01) year, from the date of signing of this agreement and shall

continue in force unless and until it is determined in accordance with the provisions regarding termination of

agreement.

5.8 The Security Company would be responsible to cover all financial rates of Security Guards,

including payment of salary and compensation to the Guards and all type of taxes and Levis whether

acquired through collective bargaining or otherwise and all the expenditure for providing allied services.

5.9 Any increase or decrease in any levies or rates imposed by the Government, wages and/or

salaries fluctuation in market rates of equipment, materials, etc. during the currency of this

agreement shall be on the Security Company’s account and no claims for such increase shall be

entertained by the Institute of Urology & Transplantation Rawalpindi administration.

5.10 Any taxes/duties already in place or levied by the Government during the currency of the

agreement will be on Security Company’s account and no claim shall be entertained by the Institute of

Urology & Transplantation Rawalpindi Administration. If during the subsistence of this agreement

or any renewal thereof any case, tax charges or surcharge is levied in respect of the services which are

subject of this agreement, by the Federal, Provincial or Local Government. Such cess, tax charges or

surcharge, as the case may be, payable by the Security Company.

5.11 Institute of Urology & Transplantation Rawalpindi will not be liable to make any extra payment if

the Security Company is to provide services in the event of any civil commotion, war, enemy

action, hostilities, act of God or any other circumstance etc.

5.12 The Security Company will keep the Institute of Urology & Transplantation Rawalpindi

administration, free of any liability for the clause of compensation, if any to any employee of the

Security Company or civilians (patients/attendants/employees) in case of their injury, death etc.

5.13 Any claims of injuries, loss of limb or life of labor and other workers engaged/employed

by the Security Company for operations under this agreement or work connected directly or

indirectly with the agreement shall be settled and paid by the Security Company. Institute of Urology &

Transplantation Rawalpindi shall in no way be responsible for any compensation in this

connection.

5.14 Hospital can terminate the contract on One month prior notice in writing at any time.

5.15 Upon the termination of this agreement the Security Company shall be permitted to remove all its

apparatus and equipment which may have been placed in the premises of Allied Hospitals,

Rawalpindi.

5.16 Institute of Urology & Transplantation, Rawalpindi shall make the payment to the Security

Company on monthly basis after submission of bill in detail with attendance sheet with name of Un-

Armed Guards/ Armed Guards duly verified by Security Supervisor through Head Of the

institute.

5.17 The payment of Security Company shall be released within the 30 working days preferably,

subject to the completion of all codal formalities as per Clause (5.20).

5.19 In case of any dispute or difference arising between the parties hereto relating to the interpretation or

effect of any clause of this Agreement, the same shall be referred to the VC RMU & Allied Hospitals

or his nominee as Arbitrator and his decision shall be final and binding upon the parties hereto.

5.20 The terms and conditions of this tender letter of acceptance shall be treated as an integral

part of this agreement.

5.21 The Security Company shall be responsible to complete all documentation, if notified

from time to time.

5.22 The Security Company shall be responsible to maintain all the record along with details of

Guards for onward submission to Security supervisor as and when required.

5.23 The Security Company shall possess minimum experience to provide Security Services

including placement of Guards with at least three Government Departments or Multinational or

Listed Companies with minimum placement of 500 Ex-Army Guards, Armed Guards and Un-

Armed Guards round the clock.

5.24 Affidavit to the effect that there was no previous litigation of the contractor or his

Employees/guards with RMU & Institute of Urology & Transplantation Rawalpindi and another

Affidavit to the effect that the contractor has not been blacklisted by any Government

Department/Autonomous Body/Corporation etc.

5.25 The Security Company will ensure that they have enough financial capacity to pay at least two

month salary timely to the deputed Security Guards/Manpower in Institute of Urology &

Transplantation Rawalpindi and Security Company should submit a certificate to concerned

authorities signed by CEO/CFO or Managing Partner. (Annexure-III).

5.26 The Medical Superintendent, reserves the right to accept/reject any offer or all offers after

informed the reasons but not explain under PPRA rules 2014.

5.27 All rates quoted must include the income Taxes, GST (Hospital Exempted under section 52A

under GST Act 1990), PST and any other taxes levied by the Govt. from time to time.

5.28 No quoting firm would be allowed to withdraw its offer till the decision of the authority under

PPRA rules 2014.

5.29 Any offer not received as per terms and conditions of the tender inquiry is liable to be rejected.

6. PERIOD OF AGREEMENT AND DEPLOYMENT OF SECURITY:

That the Security Company shall commence on and from date of award of agreement operate

and provide security services in respect of the Institute of Urology & Transplantation Rawalpindi

premises address/location as follow:

7. PENALTY

7.1 In case of non-placement of required number of Guards, concerned hospital Authorities, has right

to deduct the amount of one day salary in addition to fine of Rupees- 500/- on account of each

absent guard.

7.2 In case of any damage/loss to property of Institute of Urology & Transplantation Rawalpindi due

to Security lapse herewith for determination of liability a committee to be constituted by the

Medical Superintendent of Institute of Urology & Transplantation. The Committee has to give its

findings to be considered by the Medical Superintendent to take appropriate measures. The

decision of the Medical Superintendent in this regard would be binding on the Security Company.

7.3 Besides penalty, Institute of Urology & Transplantation Rawalpindi can take any appropriate

action, which may include the Suspension/ Blacklisting of the contractor in accordance with the

rules/law on account of Security lapse of employee of Security Company or otherwise.

7.4 In case of absence of any guard/replacement guard from his place of duty more than three shifts in

a month, Institute of Urology & Transplantation Rawalpindi management reserve rights to deduct

the whole or partial salary for such guard/shift in addition to other penalty as deem appropriate.

7.5 In case of placement of Un-armed guard or inefficient guard/placement of over-aged guards,

lethargic guards, guards without proper uniform, Institute of Urology & Transplantation

Rawalpindi administration reserve the right to impose penalty as deem appropriate.

8. PAYMENT

8.1 100% payment will be made after completion of each month.

8.2 The Security Company is required to submit the following documents along with bill: -

8.2.1 Invoice with covering letter, both duly signed and stamped by authorized officer

8.2.2 Original attendance sheet of the Guards daily and monthly duly verified by the Incharge.

8.2.3 Satisfactory Report duly signed by authorized officer

8.2.4 Copy of registration with Punjab Revenue Authority

8.2.5 Any other details/documents, if required by Institute of Urology & Transplantation

Rawalpindi administration.

8.2.6 Evidence / support of all claims in bills.

8.2.7 Copy of CNIC of every deputed guard duly attested along with his Cell Number.

8.2.8 Copy of NTN Number issued from FBR.

8.3 Payment shall be made through crossed cheque, within one (01) Month preferably after receipt of

bills from the Security Company. Security Company is required to provide all the relevant and complete

documents properly for early processing of the bill by 5th of the next month. If the bill is submitted later

than 5 days, the payment due in the said month may also be accordingly delayed. Institute of Urology &

Transplantation, Rawalpindi requires at least one (01) month time for processing of payment.

9. ARBITRATION

9.1 In case of any difference or dispute arising between the parties during the contract period, shall be

referred for resolution to the Vice Chancellor RMU & Allied Hospital Rawalpindi, or his duly

authorized nominee whose decision shall be final and binding on both the parties.

10. BASIS OF OFFERS/ PRICE

10.1 For placement of Security Guards, the rates shall be quoted in Pak Rupees, category wise per

personnel, per shift (12 Hours) as per Bid Form (Annexure-I).

11. CRITERIA BASED ON MARK/SCORE

11.1 Mandatory Provisions/Eligibility for Security Company criteria based on Marks/Score require

Marks 70 for Annexure-II. However, the bidder is required to enclose the documents/

information as mentioned in the documents otherwise the offer may not be considered.

11.2 Any Condition/Alternative shall invite the rejection of bids/offer.

12. VALIDITY OF OFFER/BID

Offer/Bid should be valid for (90) days w.e.f. date of opening of Financial Bids.

13. BID SECURITY / PERFORMANCE GUARANTEE

13.1 Bid shall be accompanied in original by a Bid Security equivalent to Two percent (2%) of the

total amount (on offered Rates), of the contract value (2% of the twelve month contracted amount). Note:

calculation for CDR , 28X Unarmed Guard Rate /Month X 12 / 100 X 2

13.2 Bid Security of the Bidder(s), whose Bid(s) is/are not accepted for any reason, the bid(s), will

be returned within seven (7) days of the award of tender to the successful Bidder(s).

13.3 The successful bidder is bound to submit 10% security of total contract value in the form of CDR/ bank

guarantee in the name of Medical Superintendent Institute of Urology & Transplantation, Rawalpindi

before the award of contact. Security shall submit stamp paper @ Rs.0.25% equal of total contract of

the award for signing the agreement.

13.3 Bid Bond of the successful bidder may be forfeited without any notice if the successful bidder

fails to sign the contract, integrity pact within due date.

13.4 10% Security of the Successful Bidder(s), will be retained as Performance Guarantee for due and

satisfactory performance of the contract, which will be returned after satisfactory completion of contract,

in accordance with Tender Terms & Conditions and settlement of any/all claims, if any.

13.5 Performance Guarantee of the successful bidder shall be forfeited, if Security Company fails to

provide the services as per tender terms & conditions / agreement.

14. SUBMISSION OF BIDS: -

14.1 Interested Security Companies may submit their sealed offers/bids comprising two (2) separate

envelopes enclosed & sealed in a single envelop in respect of Technical Proposal and Financial

Proposal (clearly marked on each envelope) to be dropped in the tender box placed at the office

of Medical Superintendent, Institute of Urology & Transplantation Rwp on the date and time as

specified in the Tender Notice. The Technical Proposals shall be opened in the same Room, in the

presence of bidders or their authorized representatives who may wish to be present. After evaluation

and approval of Technical Proposals, Institute of Urology & Transplantation Rawalpindi shall open publicly

the Financial Proposals of technically responsive bids only. Financial Proposals of bid found technically

non-responsive shall be returned unopened to the representative of bidder(s).

14.2 Bids (Technical Proposal) shall be accompanied with the following document.

14.2.1 Certificate of Incorporation of business.

14.2.2 List of all Director along with the CNIC Number & Copies.

14.2.3 Copy of Organogram.

14.2.4 Copy of NTN Certificate.

14.2.5 Copy of Certificate from relevant authorities where the services provided.

14.2.6 Copy of GST Certificate.

14.2.7 Copy of PST (Punjab Sale Tax) Registration /Certificate

14.2.8 Copy of registration EOBI.

14.2.9 Copy of registration Social Security Certificate

14.2.10 Copy of group insurance certificate

14.2.11 Affidavit on stamp paper regarding payment of minimum wages @ Rs.17500/- per month to

his employee.

14.2.12 Annual Income Tax Returns and receipt for the last 2 years.

14.2.13 Bank Account(s) Information and statement for the last 2 years.

14.2.14 Institute of Urology & Transplantation Rawalpindi reserve rights to demand/call any other

information for the sake of documents /information.

14.2.15 Original Bid Security in the shape of CDR in the name of Medical Superintendent,

Institute of Urology & Transplantation, Rawalpindi

14.2.16 Holding Communication wireless license for the equipments/gadgets from relevant authority.

14.2.17 Three years experience proven track record in the market as a security

service provide. (Attach Photo Copies of Evidence).

14.2.18 Experience with Semi Government, Multinational and Foreign Missions (Must

Attach Photo Copies of Evidence), if applicable.

14.2.19 Detailed profile of the company.

14.3 Bids (Financial Proposal) shall be submitted on the prescribed form. Only rates to

be quoted on the bid form, conditional and alternate bids will be rejected.

14.4 Bidder is requested to offer the services and quote the rates.

15 ELIGIBILITY

15.1 The Security Company should be: -

15.1.1 ‘Limited’, in accordance with ‘The Companies Ordinance 1984’.

15.1.2 Holding the valid Licenses of Security Company from Home Department

and/or Ministry of Interior of concerned registered association.

15.1.3 Holding the valid NTN Certificate.

15.1.4 Holding the valid PST (Punjab Sale tax ) registration certificate.(optional)

16 INELIGIBILITY

16.1 If the Security Company declared as Blacklisted by any Government body.

16.2 If the Security Company declared as defaulter by any Government body Public Sector Organization.

16.3 If the Security Company involved in litigation with any Government/Public

Sector Organization.

16.4 If the contract with Security Company terminated due to non-satisfactory performance.

16.5 If Institute of Urology & Transplantation Rawalpindi having any kind of claim against the

Security Company.

16.6 The tender is unsigned.

16.7 The offer is ambiguous or conditional.

17 DOCUMENTS CONSTITUTING CONTRACT

17.1 The Security Company shall sign an appropriate contract with Institute of Urology &

Transplantation Rawalpindi, within one week from acceptance of the offer by Institute of

Urology & Transplantation Rawalpindi on official stamp paper of 0.25% of the total BID

value.

17.2 The IFB (Invitation for Bids), the Terms & Conditions of Tender and the Letter

of Acceptance shall also be treated as an integral part of the contract.

18 CANCELLATION OF CONTRACT

18.1 The Contract may be terminated earlier at any time by the Institute of Urology & Transplantation

Rawalpindi for breach of any provision(s) of the agreement by the Security Company. The concerned

hospital will give the reason for termination/ cancelation of the agreement however the hospital

is not bound to justify the reason.

18.2 Hospital can terminate the contract on One month prior notice in writing at any time.

18.3 In case of any serious violation made by the Security Company, Institute of Urology &

Transplantation, Rawalpindi can terminate the agreement without giving one month notice.
