The victims were identified as Prathapan (64), his wife Sherly (53), their younger son Akhil (29), their elder son's wife Abhirami (25), her child Riyan, sources said. Abhirami's husband Nihul who suffered seri- ous burn injuries was tak- en to a private hospital in Thiruvananthapuram and his condition is said to be critical. A police team in- cluding forensic officials rushed to the spot and began a detailed probe into the shocking incident. According to the locals, four bikes parked in the car porch were complete- ly burnt to ashes. AGENCY NEW DELHI, MAR 8 In the view of decline in the COVID-19 cases, the Government of India has de- cided to resume scheduled commercial international passenger services to and from India from March 27, 2022, in- formed the Ministry of Civil Aviation on Tuesday. Taking to Twitter, Civil Aviation Minister Jyotiraditya M Scindia said with this step, the sector will reach new heights. "After deliberation with stakeholders and keeping in view the decline in the COVID-19 caseload, we have decided to resume international travel from March 27 onwards. Air Bubble arrangements will also stand revoked thereafter. With this step, I am confident the sector will reach new heights!," said Union Minister Jyotiraditya M Scindia. The ministry further said that the sus- pension of scheduled commercial inter- national passenger services to and from India, thus, stands extended till 2359 hrs IST on March 26, 2022, and air bubble arrangements shall accordingly be ex- tended to this extent only. In order to prevent the spread of the COVID-19 pandemic, the Directorate General of Civil Aviation (DGCA) had suspended operations of scheduled inter- national commercial passenger services to and from India with effect from March 23, 2020. Currently, in terms of DGCA's circu- lar February 28, 2022, suspension of scheduled international commercial pas- senger services to/from India has been extended till further orders. The ministry added that the interna- tional operations shall be subject to strict adherence to the Ministry of Health and Family Welfare guidelines for interna- tional travel dated February 10, 2022, and as amended from time to time. Gender inclusion is driving factor for social progress and economic growth: HP CM AGENCY MUMBAI, MARCH 8 Seeking to help over 40 crore feature phone users in the country to make digital pay- ments even without internet connection, Reserve Bank of India (RBI) Governor Shak- tikanta Das on Tuesday launched 'UPI123PAY', a three-step process to com- plete digital transactions in a secure way. The move would help boost digital economy and provide level-playing field between feature phone users and smartphone users. Launching the new UPI (uni- fied payments interface) service, Governor Das said that the central bank has come up with 50 initiatives in the last three years to boost digital payment system. These initiatives include guidelines on interoperabili- ty, tokenisation, switch- on/switch-off facility on cards, turnaround time for failed transactions and 24x7 availability of RTGS and NEFT among others. "India's digital economy has flour- ished over the past few years. The UPI has played a major role in this process recording about 453 crore transactions worth Rs 8.26 lakh crore in February 2022 which is al- most double compared to the position which prevailed a year ago," the Governor said. "We are well on our way to reach, hopefully, with the co- operation of all the service providers, solution providers, NPCI (National Payments Corporation of India) and colleagues from RBI, with more and more initiatives I don't see a day when we are far away from reaching trans- action volume of Rs 100 lakh crore on the UPI," he said. Majithia's judicial custody in drug case extended till March 22 MOHALI: Mohali District Court on Tuesday extended Shiro- mani Akali Dal (SAD) leader and former Punjab Minister Bikram Singh Majithia's judicial custody till March 22, in a drugs case. On February 24, Majithia was sent to judicial custody till March 8 by the court. The SAD leader had surrendered in the court and applied for regular bail in a drug case registered against him in De- cember last year. Majithia has been booked under the rele- vant sections of the Narcotic Drugs and Psychotropic Sub- stances (NDPS) Act, on the allegations of his alleged in- volvement in a drug racket in the state. The Punjab and Haryana High Court on January 24 had dismissed Majithia's anticipatory bail plea.

Seeking to help over 40 crorefeature phone users in thecountry to make digital pay-ments even without internetconnection, Reserve Bank ofIndia (RBI) Governor Shak-tikanta Das on Tuesdaylaunched 'UPI123PAY', athree-step process to com-plete digital transactions in asecure way. The move wouldhelp boost digital economyand provide level-playingfield between feature phoneusers and smartphone users.Launching the new UPI (uni-fied payments interface)service, Governor Das saidthat the central bank hascome up with 50 initiatives inthe last three years to boostdigital payment system.These initiatives includeguidelines on interoperabili-ty, tokenisation, switch-on/switch-off facility oncards, turnaround time forfailed transactions and 24x7availability of RTGS andNEFT among others. He said thatthe counting of voteswould take place simulta-neously at 8 am on March

State Govt committed towardswomen empowerment: CM

Chief Minister Jai Ram Thakurtoday virtually presided over theMahila Swabhiman Diwasprogramme organized on theoccasion of InternationalWomen's Day by AdarshniWelfare Society at Cholthara,Dharampur in district Mandifrom Shimla. While felicitatingthe women, the Chief Ministersaid that this day is an occasionto reiterate our resolve to ensuredignity and prosperity ofwomen. He said that the StateGovernment is fully committedtowards empowerment ofwomen and has been givingpriority to women in variousschemes. The state Governmenthas launched MukhyamantriSwavalamban Yojana foreconomic empowerment ofwomen. The Chief Minister saidthat 32 thousand self-helpgroups have been constitutedunder the National RuralLivelihood Mission and morethan 2 lakh 50 thousand womenare involved in it. MukhyamantriMahila Sashaktikaran Yojanahas been announced in theBudget 2022-23, to provideassistance to women. Under this,

a one-time additional amount ofRs.25 thousand will be given asrevolving fund to the self-helpgroup associated with the villageorganization as a top-up.

Jai Ram Thakur said that anincrease of Rs. 1700 has beenprovided to Aanganwariworkers, with which they wouldnow be provided with monthlywages of Rs. 9000. With amonthly increase of Rs. 900,Mini Anganwadi workers wouldnow be provided Rs. 6100. Byincluding this increase, the stategovernment has increased by Rs.3100 per month in its presenttenure. With an increase of Rs.900 per month, AnganwariSahika will now be providedhonorarium of Rs. 4700 per

month. By including thisincrease, Rs. 2600 per month hasbeen increased by the stategovernment in its current tenure.Asha worker will be given anhonorarium of Rs. 4700 permonth with an increase of Rs.1825. The Chief Ministerappreciated the various effortsbeing made by the AdarshniWelfare Society in the directionof social welfare. In the 1960s and the 1970s, the Americans and theRussians both used to distribute their respectivepropaganda magazines around India. SPAN, the

American product, was glossier but the Russian Sovi-et Land, with its rougher paper and cruder printing,carried a different payload — every year it wouldhave competitions, the prizes for which were trips tothe USSR. One of these was a painting competitionfor under-15s, where the winners would be taken to aSoviet children’s camp for a month. In 1972, I wasone of the five who won this prize.

Like many Calcutta kids who’d spoilt their eye-sight from reading too much, I was a 12-year-old al-ready deep into some kinds of adult fiction, includingthrillers and Cold War sagas — Ian Fleming, AlistairMacLean and the like. Along with this, I had somerudimentary awareness of world affairs, where I un-derstood that the Soviet Union, unlike India, the Unit-ed States of America and the western European coun-tries, was not a democracy and that it controlled theWarsaw Pact countries with an iron hand. A lot of myreading, of both fiction and international news maga-zines, might have given me a ‘Western’ bias, but withintellectually-aware parents who had participated inthe freedom struggle there was no easy pass in ourhouse for former imperialist European countries or fora US that had inflicted such horrors on Vietnam andjust recently supported Pakistan’s butchery inBangladesh.

Just before our ‘children’s delegation’ caught theflight from Palam airport, my father quietly but firm-ly removed Leon Uris’s Topaz, a pot-boiler about theCuban Missile crisis, from my carry-on bag. “Whycan’t I take that? Will they put me in jail if they findit?” “Probably not, but they may think you’re pro-American, which is avoidable. Just keep your politi-cal opinions to yourself and see and listen.” The half-read paperback was quickly forgotten as I examinedthe cabin details of the Ilyushin-62 taking us toMoscow. After a brief overnight stay, we flew south toSimferopol in the Crimean peninsula and from thereby van to Artek, the vast children’s camp scatteredacross a hillside at the edge of the Black Sea.

Artek was one of the premier summer camps theSoviet Union had created. Every year, school childrendeemed most deserving were brought to this quasi-re-sort for a holiday. They came from across the vastcountry — from all the different republics — in batch-es, each batch spending four weeks across the summermonths. At one level, this holiday was a ‘prize’, forbeing exceptional in studies or sport, for showingleadership qualities as a Young Pioneer (the SovietScouts/Guides), for being talented in music, dance orthe visual arts and so on.

Discrimination againstSikhs in US

Religious discrimination and hatecrime against the Sikh communityin the United States has increased

in recent years, an eminent human rightsexpert has told the lawmakers urging theadministration and the US Congress totake steps to end this. Congress must takeaction, Amrith Kaur Aakre told membersof the House Judiciary Subcommittee onConstitution, Civil Rights and Civil Lib-erties during a recent Congressionalhearing on Discrimination and CivilRight. Aakre is legal director of the SikhCoalition.

Workplace discrimination harmsSikhs in a range of public and privatesector jobs including transportation, en-tertainment, health care, the military andlaw enforcement by allowing for the bi-ased interpretation and application ofgovernment policies and laws.

"We've seen Sikhs willing to put theirlives on the line in defence of their citiesand country, only to be told that uniformand grooming policies prohibit their arti-cles of faith, she said.

We have seen Sikhs ordered to cuttheir hair for work-related drug testingeven when alternative means are readilyavailable. And we've seen Sikh first re-sponders in the fight against COVID-19pressured to shave their religiously man-dated beards instead of being given ap-propriate, safe personal protective equip-ment that doesn't interfere with theirfaith, Aakre said.

Regardless of the details, time andagain these policies are interpreted in away which disproportionately impactsminority communities and our system al-lows it to keep happening, she said.

We also receive Sikh travellers' re-ports of inappropriate demands to re-move articles of faith, discriminatorycomments by TSA agents and other pro-

filing in our airports, she told the law-makers. This is a humiliating hindrancefor Sikhs and other religious and racialminorities, members of the transgendercommunity and others. And additionaldiscriminatory practices like no-fly listand the lingering effects of the previousadministration's Muslim ban continue toperpetuate profiling against too manypeople, she said. Bias against travellers is prevalent atevery stage of the travelling process andit starts with the fact that the TSA agentsdo not receive adequate training on TSApolicies or cultural competencies, whichis evident from the moment many stig-matized groups arrive at the airport andhave to go through behavioural detectionbefore reaching security.

In response to another question fromCongresswoman Sheila Jackson Lee, shesaid Sikh American students experiencehigh rates of bullying and harassment inour nation's public schools and they con-tinue receiving and documenting nation-wide reports of school bullying.

Sikh boys who wear turbans arecalled terrorists and girls are teased forhaving long hair. And many of these chil-dren are subjected to violence.

Our research shows that the majorityof Sikh children, over 50 per cent, haveendured school bullying. Over two-thirdsor 67 per cent reported that they werebullied in school and turban Sikh chil-dren experienced bullying at more thandouble the national rate, Jackson Leesaid. Congresswoman Pramila Jayapal,who is the first and only South AsianAmerican woman elected to the House ofRepresentatives, said 9/11 forever

changed what it means to be Muslim,Arab, or South Asian American in Amer-ica. In the days and weeks after, I re-ceived fearful calls from individuals inthe Sikh, Muslim and Arab-Americancommunity who were being attacked forwearing turbans or hijabs.

I heard from moms and dads whowere afraid to send their kids to school, afear that I shared for my own child, shesaid. Jayapal said her resolution, H Res.629, recognises the climate of hate thatArab, Muslim, Middle Eastern, SouthAsian and Sikh communities have expe-rienced since September 11 and calls foraction to address the event's lasting im-pacts.

I hope this hearing becomes one stepof many to examine and ultimately dis-mantle 9/11 era policies that have per-petuated and exacerbated discriminationagainst these communities, she said.
