The authorities have blamed the gory incident on separatist militants. Kashmiri separatist group Hizbul Mujahideen has claimed the responsibility for the attack. The officials in Srinagar said that the cash van of Jammu and Kashmir Bank was intercepted by the gunmen outside Kulgam's Pombai village. The van was heading towards Anantnag town after unloading cash at the bank's Nehama branch, when gunmen opened indiscriminate fire, resulting into the death of five policemen including a sub- inspector and two bank security guards. Another policeman was injured in the firing but succumbed to his injuries later. "They had sustained multiple bullet wounds and had died due to blood loss", said a hospital official. The assailants, who had suddenly appeared from a roadside apple orchard, took the service weapons of the policeman including four INSAS rifle and one AK 47 Rifle with them after committing the crime, police officials said. The security reinforcements have launched a massive manhunt for them. Deputy Inspector General of Police (South Kashmir range) SP Pani said that it was a group of about half a dozen militants, being led by Hizbul Mujahedin commander Omar, which attacked the police. This was conveyed to the Election Commission, which is likely to take a view on whether to hold the bypoll on May 25 or defer it yet again. The parliamentary seat was to go to polls on April 12 which were postponed due to violence during the April 9 polling for Srinagar Lok Sabha seat in which eight people were killed. A home ministry official said the EC has been told that around 300 companies of paramilitary personnel could be arranged for deployment during the Anantnag bypoll. A company of paramilitary comprises around 100 personnel. The EC may take a view on Wednesday after taking into account the opinion of the home ministry and report of its members who had visited the Kashmir Valley for an on-the-spot assessment. Last week, the EC had asked the home ministry that 740 companies of paramilitary forces be put at its disposal by May 12so that proper deployment of forces could be undertaken. The demand seemed unprecedented as the poll body had sought 70,000 paramilitary forces for deployment in the recently- concluded assembly elections in five states, including Uttar Pradesh, which has 403 assembly constituencies and 80 Lok Sabha seats. them by chasing them away but we were forced to use 3-4

teargas shells after the stone pelting intensified and the

situation went out of control," the official said, whishing not

be named.

"Three youths were arrested in the last weeks for stone

pelting and today four protesters were arrested for pelting

stones on the police station," he said, adding, that police

does not detain or arrest students but "criminals and trouble

Self-proclaimed ISI agent turns

out to be mentally unstable

has been sent to Nepal after investigators found him to be

mentally unstable, officials said here today.

After several rounds of questioning by various security

agencies, it was found that 38-year-old Muhammad Ahmad

Sheikh Muhammad Rafiq was mentally unstable and his

statements were incoherent and without any substance, the

officials said.

Rafiq, a Pakistani passport holder, had approached a help

desk at the Indira Gandhi International Airport here on April

28 and claimed that he was an ISI agent and did not wish to

continue any further and wanted to stay in India.

NEW DELHI: The Delhi

Police today arrested two

men who had allegedly

barged into the residence of

BJP MP Manoj Tiwari and

attacked his staff members,

with the Bhojpuri star-

turned-politician alleging

the episode smacked of

"conspiracy".

The police, which had

initially dubbed the case as

arising of "road rage", later

said the matter appeared to

be a "conspiracy", as

claimed by Tiwari, who is

also the Delhi unit chief of

the BJP.

The incident occurred

around 1.30 AM when

Tiwari's staffers were in a

vehicle which brushed past

the duo's car while taking a

turn near the MP's residence

in Lutyen's Delhi, police

officials said.

The two men, identified as

brothers Jai Kumar and

Jaswant, got agitated and

called up their friends who

arrived in a tempo armed

with iron rods and sticks,

and got into the residence of

Tiwari, they said.

Once inside the premises,

they roughed up three of his

staff members using the

rods and the sticks, even as

the act was being captured

in a CCTV camera there, a

senior police official said.

investigation team, nor the

Multi Disciplinary

proceeded with the probe in a

proper perspective to bring

the accused to book, as

several top people were

involved in it.

"This has to be investigated.

May be not at his

(petitioner's) instance, but

this needs investigation," a

bench, comprising Justices

Ranjan Gogoi and Navin

Sinha, said.

The bench asked the CBI to

file a detailed investigation

report along with a time-

frame within which the probe

would be completed. It also

directed the agency to

indicate the legal hurdles, if

any, and the steps taken to

overcome these issues.

were beheaded by Pakistani

special forces on Monday,

might just have walked into

a death trap laid by the

enemy, official sources said.

The incident in Krishna

Ghati sector along the Line

of Control in Jammu and

Kashmir occurred when a

joint team of the army and

BSF had gone to check the

veracity of an intelligence

report that landmines had

been planted by Pakistani

troops on the Indian side.

As they were looking for

landmines, the patrol was

taken by surprise by

Pakistan's Border Action

Team (BAT) which had laid

an ambush over 250 metre

deep inside the Indian

territory.

While the Pakistani troops

attacked two forward posts

with rockets and mortar

bombs, the BAT personnel

lay in wait for their targets.

The Indian army patrol, too,

came under fusillade of

gunfire, resulting in the

death of two soldiers.

The BAT personnel quickly

moved in and beheaded two

fallen soldiers, official

sources said in New Delhi.

It was still not known if

landmines had indeed been

planted in the area.

K K Sharma, the Director

General of BSF, one of

whose personnel was killed

in the attack and decapitated,

met Union home secretary

Rajiv Mehrishi and briefed

him on the incident.

"It was a pre-planned

operation by Pakistan army.

They had pushed in the

Border Action Team over

250 metre deep inside Indian

territory and set up the

ambush for a long period to

carry out the attack," a

senior officer said in Jammu.

"Their target was a patrol

party of 7-8 members, which

had come out of a post," the

officer said, adding that as

the posts were engaged, the

patrol team members ran for

cover.

Two troopers -- one of the

army and another of BSF --

were targeted by the BAT.

KVK organizes FieldDay on Pulse Crop

Krishi Vigyan Kendra (KVK), Reasi of Sher-e-Kashmir

University of Agricultural Sciences and Technology-Jammu

(SKUAST-J) organized the field day on pulse crop

(chickpea) at organic village Talwara of Reasi district in

J&K which was attended by large number of farmers/farm

women of the area. The programme was organized under the

guidance of Associate Director Extension and Incharge of

KVKs of SKUAST-J, Dr.RK.Arora. KVK has laid 6 hectares

area under Cluster Front Line Demonstrations (CFLDs)

scheme on chickpea (gram) at farmers' fields. The

programme was initiated by Scientist and Head of KVK,

Reasi, Dr. Banarsi Lal with the warm welcome of the

farmers. He started the programme with brief introduction of

chickpea (gram) crop. He urged the farmers to come forward

to adopt the latest pules production technology for societal

and environmental benefits. He highlighted the importance

of varietal selection, time of sowing and fertility

management for successful cultivation of pules. Dr. Banarsi

elaborated the technological operations in chickpea crop. He

emphasized on the use of FYM and vermicompost for the

production of organic chickpea. He suggested the use of

Neem Oil and Panchgavaya for its control. Dr. Suja Nabi

Qureshi, scientist motivated the farmers that they can fetch

more prices by growing the organic chickpea. He informed

the farmers that each pulse plant is like a urea manufacturing

machine which can help to maintain the fertility of the soil.

In this programme, Sh.Hans Raj, Sh. Bansi Lal and Sh. Ram

Lal, awardee organic farmers from the area were also

present. They shared his experiences of organic farming with

the other farmers. The programme was concluded by

promise of every possible technical support from KVK to

promote the pulse cultivation in the area.

Pradhan Mantri Krishi

Sinchai Yojana,

MGNREGA, IHHL and

other development schemes.

The Minister also enquired

about the status of files

related to PRC and PoK

Displaced Persons lying

pending with the SDM

Office and directed the

Revenue officers to clear the

pending files immediately.

He also directed that

Parwaris should sit in their

respective Patwar Halqas

and display the formalities

required for getting the relief

package. The contact

numbers of Patwaris should

also be displayed outside

their officers for the

convenience of the common

masses, he added.

The Minister was informed

in the meeting that Porowana

would be made fully open

defecation free shortly and

works in this regard are

apace.

He was also informed that

Power Development

Department had taken up

various works under CDF

and BADP in Suchetgarh

including erection of poles,

laying of electric cables and

replacement of conductors.

The Minister directed the

PDD officers to repair the

damaged transformers and

install new ones, wherever

required, so that the people

don't face any difficulty

during the summer season.

The Minister also took a

detailed wise review of the

performance of various

government schools

functioning in Suchetgarh.

He directed the ZEOs to

ensure that the students are

informed about the

scholarship schemes of the

government.

Later in the day, the Minister

also inaugurated Additional

Classrooms at Government

High School, Badyal

Quazian. The classrooms

have been constructed under

BADP at a cost of Rs. 6 lakh.

The Headmaster of the

School, Purshotam Lal

Dubey also projected the

demand for a computer lab,

installation of solar panels

and a multipurpose hall.

While addressing the

gathering, the Minister said

that all necessary facilities

will be provided in the

schools for ensuring quality

education to the students.

Bootlegger held with illicit liquor pouchesNL Correspondent

A person has been arrested by police and recovered 40

pouches of illicit liquor from his procession in Bhalla area

of hilly district Doda. Acting on specific information, a

police team of Bhalla led by SI Sunil Parihar laid a naka

at main Chowk Bhalla last night and apprehended one

person along with 40 pouches of illicit liquor.

The arrested person has been identified as Sindhoor Singh

son of Ghani Sham of Drudu. In this regard a case has

been registered against him under relevant sections in

concerned police station and investigation is going on.

Monday held a protest

they said government's

violators of the law.

Demanding justice, the

protesters said the famed

copperware industry of

Kashmir was on the verge

of extinction due to the

intrusion of the machines.Scores of workers under the

banner of 'Copper Workers

Trade Union' assembled

Srinagar and demanded

stringent action against

those who use machines to

produce copper untensils.

Under J&K Prohibition and

Manufacturing of Specified

Copper Utensils by

Machine Act 2006,

manufacture of cooper

utensils by machines is

prohibited.

President 'Copper Workers

Trade' Muhammad Yousuf

said they had been rendered

jobless by intrusion of

machine made copper items

being sold openly in

markets despite official

ban.

"Our ancestral trade is

being taken over by sub-

standard machine items

which are being passed to

customers as genuine

handmade copperwares,"

Dar said, adding that the

state government has failed

to initiate action against the

people/firms manufacturing

copper items by machines.

He said that more than 50,000

skilled workers including

their families in Srinagar

were earning their livelihood

from copper work, "but now

the use of machine-made

items has rendered them

jobless."

"Kashmiri artisans were

known for producing

excellent products of

copperware consisting mostly

of cooking pots and samovars

and sundry articles for the

household or the mantelpiece,

but the machine has snatched

from their living," he said.

The protesters said: "The

machine-made items, which

are being sold at cheaper

rates, defame our revered

craft as these items are

inferior in quality," he said.

BSF constable Tej Bahadur Yadav,who "pioneered" the practice ofArmy jawans airing grievances

on social media, was recently dismissedfrom service following a court martialinquiry.Allegations levelled by him through fourvideos uploaded on Facebook allegingbad quality of food were found to befalse. He was also found guilty ofcharges such as indulging in an actprejudicial to good order and disciplineof the force, not adhering to formalgrievance redressal mechanism of theforce etc.The BSF followed the due process oflaw before taking any action and theindividual was accorded all opportunityto defend his case and producewitnesses. The BSF court proceedingswere open to public and general publicwas free to go and witness theproceedings.Videos uploaded by the jawan in earlyJanuary had gone viral with themainstream media lapping them up topaint a black picture of the BSF. Themedia coverage, it appeared, wasdesigned to give an impression thateverything done by the BSF was wrong.It also implied that jawans were notgiven their due and were forced to domenial jobs. But most importantly, they"decided" that all officers were corrupt.Efforts by the BSF to take a balancedview on the issue were contemptuouslydismissed as "cover-up". The BSFinspector-general of Jammu wascriticised for highlighting the pastconduct and disciplinary record of thejawan.A prominent TV journalist was insteadtrying to dig out the antecedents of thecommanding officer of the unit. Whenconfronted with the question by someyoung officers as to why her TV channelwas showing a one-sided story, she saidthe BSF has "lost the perception war andits credibility. The general sentiment was

in favour of the jawan and that is whythat angle was being highlighted".Even the established procedure oftransferring the jawan to anotherlocation to ensure fair inquiry andprevent possible victimisation wasquestioned and projected as an unfairmove.These videos apparently had a multipliereffect with many similar videos fromother forces - Army, CRPF and CISF -started surfacing, highlighting supposedinjustice and corruption. Everything -from the standard of ration, distributionof liquour and quality of clothing andequipment to the sahayak system - cameunder lens.Cantankerous debates on TV channelstried their best to show that the "armedforces were fighting a war amongthemsleves". In fact, one debate on apopular channel, in which I was also oneof the panel members, became soacrimonious that ex-chief of Army,General Roy Choudhary, lamented to theanchors that "they couldn't have slappedthe institution of Army harder" or wordsto that effect.The anchor alleged that Yadav was notbeing allowed to talk to his family. Butwhen I pointed out that their channelshowed their reporter talking to himduring the day for good five minutes inthe presence of his family, the anchorrefrained from further mentioning it.Articles calling for a campaign insupport of jawans like constable Yadavto stop the so-called atrocities on themstarted appearing on some news portals.The Armed forces, which till the otherday were beyond reproach and which theneo-nationalists and patriots took refugeat if criticised, was suddenly beingquestioned on all accounts. Everybodytried to paint a picture where the soldierswere the"proletariat have-nots" (as describedby Karl Marx) andsubjected to theworst atrocities and

exploitation by the elite class of officers.It never crossed their minds, especiallyof the electronic media, to soil theirboots and sift through the actual facts.Views were articulated based oncontents of videos according to theirconvenience. The fact that anotherutensil lying close by had a fairsprinkling of condiments was perhapstoo inconvenient, hence deliberatelyignored. The BSF was condemned byeverybody even though it was apparentthat the jawan looked fairly healthy andwell-attired, which he wouldn't havebeen had he been regularly fed poorquality food, as alleged by him.It also never crossed the minds ofjournalists to question the motives ofYadav in going public with hisgrievances, ignoring the robustgrievance redressal mechanism that allarmed forces have in place (somethingthat enjoys the full faith of a combinedstrength of 2.3 million defence andarmed forces personnel).I have always believed that at the end ofthe day everyone has a conscience toanswer to and people in any professiontry to do their best. But this is an incidentin which (and I know this for a facthaving been a part of the elite BSF forover 38 years) the media has blatantlydistorted the truth. This leaves medisillusioned about the credibility of theinstitution of the fourth estate.Alternately, is it possible that the mediahouses were asked to blow the issue outof proportion because the governmentwanted public attentionto be divertedfrom some other important issues? Notto mention how the media failed tohighlight several important changes inthe Finance Bill in the din of "Gaikwadversus Air India" and the "Anti-RomeoSquad" episodes.

China has entered in Gilgit-Balistan(GB), under the illegal occupation ofPakistan, with a well conceived two-

prong plan to keep its military presence in Pakistan tocounter US existence there, under the garb of strategicChina-Pakistan Economic Corridor (CPEC) worth of $ 46billion dollars project. In similar fashion, as US military presence is in Pakistan,China too wanted its military existence to countereffectively the Muslim separatists, operating from the tribalareas of Pakistan for almost a decade carrying out cross-border activities in trouble-torn Xinjiang, an autonomousregion in China. Beijing is setting up its Military Baseseither in FATA (Federally Administered Tribal Areas) or theNorthern Areas (Gilgit-Baltistan). In exchange of thisstrategic plan Pakistan wanted China to Build a Naval Baseat Gwadar in Baluchistan with a definite design.China is well aware of this fact that Gilgit-Baltistan is inpolitical and diplomatic dispute and Pakistan's sovereigntydoes not extend to this region. Though knowing the fact thatPakistan's constitution and the Supreme Court of Pakistanor other federal government institutions do not havejurisdiction in Gilgit-Baltistan, yet China with firm strategywanted to establish trading routes to Iran and the MiddleEastern countries.Both China and Pakistan have crushed the legitimateconcerns raised by the people in GB while violating theirhuman rights to achieve the CPEC objectives. The localshere feel Pakistan and China are exploiting their resources.Several local NGO delegations and intellectuals who studythe region are constantly voicing these concerns in theUnited Nation Human Right Sessions. India repeatedly has

underlined its claim over Gilgit and Baltistan (GB)territories of Jammu and Kashmir, under illegal occupationof Pakistan.Pakistan with heavy hands is trying to silence the voice ofsocial, political leaders and media who are hell bent to makeGB as independent region. Security agencies have beengiven powers under the National Action Plan (NAP) to keeppeople in check. Anyone who criticises even a little isbooked under the Anti-Terrorism Act. According to a report,hundreds of youths and political activists have allegedlybeen put behind bars under this law. Human RightsCommission of Pakistan (HRCP) in its latest report onGilgit-Baltistan has demanded the government to stopsecurity agencies from allegedly exploiting anti-terrorismlaws against youths and political activists. Former HRCPchief Asma Jahangir, who released the findings of the reportin Islamabad, asked the federal government to empowerdemocratic forums of Gilgit-Baltistan, appoint judges fromamong the locals and address the issues of internallydisplaced persons (IDPs).According to Senge H. Sering, a scholar from Gilgit-Baltistan based in Washington DC, “China has a huge andlong-term presence in Gilgit-Baltistan and is buildingextensive roads, bridges and telecom networks to sustain it.The drives compelling China to develop KarakoramCorridor are diverse and mainly pertain to its economic,strategic and political ambitions.” There is militarycomponent to this much-touted economic developmentproject as there is a construction of an army headquarters inGB region for the security of the CPEC. Various politicaland human right organizations have expressed their concernover the silent invasion of China. So much so, Pakistan hasfurther complicated the situation by increasing thepercentage of Sunni population over pre-dominantly Shia

region.In a very subtle move, Pakistan has been trying to declareGB its new province. But its move has vehemently beenopposed by India as well as by the separatists operating inJammu Kashmir state. On March 23, 2017 BritishParliament session passed as condemnation for Pakistanwith regards to the plans to declare Gilgit-Baltistan as itsfifth Province. The motion says "Gilgit-Baltistan is a legaland constitutional part of the state of Jammu & Kashmir,India, which is illegally occupied by Pakistan since 1947.”The motion further claims that attempts to change thedemography of the region was in violation of State SubjectOrdinance and that the 'forced and illegal construction' ofthe China-Pakistan Economic Corridor (CPEC) furtherinterfered with the disputed territory. Conservative Partyleader Bob Blackman tabled the motion.Abdul Hamid Khan, Balwaristan National Front President(BNF) while condemning the attempts to merge Gilgit-Baltistan with Pakistan has said "the attempt amounts todeliberate violation of UNCIP as well as against the will ofthe people after the passage of 67 years of deprivation underthe occupation of Pakistan in the name of J&K dispute."It is on record that China in its own confirmation letter toUN in 1963 has endorsed Gilgit-Baltistan as a disputed landwhen General Ayub Khan the Military Dictator had cededabout 7000 Sq. Km area of Shimashal Hunza, Gilgit toChina as the price for the construction of KarakorumHighway (KKH). In a letter, China has also mentioned thatafter the establishment of a sovereign authority in GB,following a resolution of Jammu & Kashmir issue it will re-negotiate with the sovereign Authority to settle theShimashal occupation.Members of the European Parliament (MEP) in aconference titled 'Opposition against CPEC in Pakistan held

at the European Parliament in Brussels on March 1, 2017highlighted the fact that the projects under the CPEC werebeing built largely against the will of the locals ofBaluchistan, Sindh and Gilgit-Baltistan. The speakers saidthat on the pretext of the CPEC, there was a deliberate moveby the Pakistan to re-settle Punjabis and Chinese nationalsin the region, thus attempting to dilute and eventually wipe-out the Baloch identity as well. Wajahat Hassan, Head of theGilgit-Baltistan Thinkers Forum ( a G-B leader-in-exile)while expressing grave concern over the cases of humanrights violations in Gilgit-Baltistan, accused Islamabad ofallowing foreign countries, particularly China, to exploit theresources of the region. He also stated that the Pakistanigovernment had initiated a process of altering thedemography of Gilgit Baltistan, with the objective toincrease its influence. In same tone and tenor Balouchrepresentative Mehran Baloch opined that the constructionof the CPEC in Baluchistan and Gilgit-Baltistan was illegal,as Baluchistan was territory occupied by Pakistan andGilgit-Baltistan was disputed territory, even as perPakistan's Constitution.Alberto Cirio, MEP, described the CPEC as a project inwhich, under the pretext of 'development', the State wasindulging in corrupt practices for short-term gains, even atthe cost of human rights violations against the people ofGilgit-Baltistan and Baluchistan. He also expressedconcern about the charter of the Special Security Division(SSD), apparently set up to protect Chinese workers inPakistan. He stated that the number of personnel in the SSDwas higher than the number of Chinese workers in Pakistan,indicating that it would probably be used for other purposes,including suppressing of the locals.

The whole world witnessed the forceddisplacement by the Pakistanaggression on the Indian State of

Jammu & Kashmir since 1947 in which thepeople were forced to leave their movable as well asimmovable properties in the areas of Mirpur, Muzaffrabad ,Kotli, Bhimber, Sudhnati, and rawlakote which is still in theillegal occupation of the Pakistan. The majority of thepeople who have been faced displacement were Hindus andSikhs. They have faced harsh realities in which manypeople have lost their family members and their relatives inthis forced displacement by the external aggression of thePakistan. When the country was celebrating the freedomfrom the British Empire these people were forced to leavetheir homes and hearths within their own country and alarge population of Jammu and Kashmir was mercilesslykilled by the Pakistani 'invaders'. The areas occupiedcomprised of the then Mirpur District and a part of PoonchJagir Jammu Province of J&K State, large part ofMuzaffrabad District of Kashmir Province of J&K State andGilgit / Baltistan parts of Ladakh region of Indian state ofJ&K State. As per J&K Raj Bhawan website(http://jkrajbhawan.nic.in ) the total area of the Indian Stateof J&K is 2, 22, 236 sq. kms out of which 78114 sq. kms

are under the illegal occupation of Pakistan and 42, 685 sq.kms are under that of China Control of 5180 sq km of areasout of the areas ( 83294 sq km) occupied by Pakistan in1947 October was given by Pakistan to China in 1963. TheIndian government has no official record of people who losttheir lives during and due to forced displacement in which alarge number of people had to run for saving their lifeleaving behind their moveable, immoveable properties,personal and property documents. There were very scarcemeans of transportation during those days. People had towalk long distances without food and water even for daysbefore the survivors could reach safe shelters/ bases. Evenduring their agonizing journey they were attacked by'Pakistani' aggressors. It is pertinent to mention here that inthat large scale forced displacement within the country alarge population lost life, physical assets, social support andeven honours of woman folk. There is no official recordwith the government that how many infants, women andsick lost their lives. No government agency can give thecount of the orphaned children and widowed women,women who embraced death to save their honour and thedisabled youth. But roughly it might have been in severalthousands. As for as the 1947 POJK dp's issue isconcerned, more than Seven decades have been passed butnone of the government in centre as well as in state isconcerned to fulfil the real demands of the people of 1947

Pakistan occupied Jammu and Kashmir. But the state aswell as central government labelled PoJK DPs as only"displaced persons", which did not fall in the legalcategorisation of refugees or "internally displaced persons"which was unfortunate due to which 1947 PoJK DPs hadbeen living under miserable conditions since 1947. As perthe Definition of the internally displaced person (Aninternally displaced person (IDP) is someone who is forcedto flee his or her home but who remains within his or hercountry's borders. They are often referred to as refugees,although they do not fall within the legal definitions of arefugee). Even Parliament of India had passed a resolution on22 February, 1994:1. The state of Jammu and Kashmir has been is and shallbe an integral part of India and any attempts to separateit from the rest of the country will be resisted by allnecessary means 2. India has will and capacity to firmly counter all designsagainst its unity, sovereignty and territorial integrity anddemands.3. Pakistan must vacate the areas of the India state of

Jammu and Kashmir, which they have occupied throughaggression and resolves that 4 All attempts' to interfere in the internal affairs of Indiawill be met resolutelyThe Resolution was unanimously adopted.

As the community completed more than 70 years of uprootingfrom their homes of Pakistan occupied Jammu Kashmir thestate government as well as the central government fail to takepossession of their lands from the native country which wasillegally occupied since 1947. Pakistan has raised terror campsin areas of Muzaffrabad strongly since 1990 for training themilitants to infiltrate in J&K and rest part of the Indianterritory and still these training camps are active forinfiltration, Government of India fail to take stern actionagainst the Pakistan for not raising terror camps in these areasof POJK which is integral part of the India was illegallyoccupied by Pakistan since in 1947. Since they are internallydisplaced people they needed to be given all the facilities andmonetary assistance which is given to internally displacedpeople. Even after passing of seventy years nothing has beendone to ameliorate their problems. Government of India mustissue a notification for fresh registration of these displacedpeople which has yet not been done, whereby they call forregistration all those internally displaced persons within thestate and without as they were state subjects of erstwhilestate of Jammu Kashmir ruled by maharaja Hari singh. Thismeasure will provide soccer to internally displaced persons.By according internally displaced person's status to them.

China’s two prong strategy for Gilgit-Baltistan

Turkish President Recep Tayyip Erdogan has been trying tomollycoddle India with sweet nothings while having avery close relationship with Pakistan, observes Rajeev

Sharma.Strange are the ways of international diplomacy where itspractitioners openly and unabashedly play the 'running with thehares and hunting with the hounds' kind of game.But rarely does it happen that a head of state indulges in this kindof diplomacy, and that too with a country he is about to visit.Turkish President Recep Tayyip Erdogan has done precisely this.Ahead of his state visit to India (April 30-May 1), Erdogan madeon-record statements which would have left the Indiandiplomatic establishment gasping.He batted for India's membership in the Nuclear SuppliersGroup, something which has been stridently opposed by China.But wait! Erdogan hyphenated his 'gesture' with a similar statusfor Pakistan, a country with which Turkey has extremely closepolitical and strategic relations, and supporting Pakistan's case forNSG membership.This is what he said in an interview to an Indian TV newschannel: "Both India and Pakistan have the right to aspire forNSG membership. I think India should not assume such anattitude. If Turkey was fair enough to support Pakistan, it was fairenough to support India. We are very objective and positive to theNSG process." But then this is how international diplomacy has always been,and perhaps will always be. Obviously, these statements fromErdogan would have been at the back of the mind of the Indianleadership, but didn't deter Prime Minister Narendra Modi inengaging Erdogan in a constructive, meaningful and results-oriented dialogue when the two leaders held delegation-leveltalks in Hyderabad House on Monday. Turkey is an importantworld power, no matter howsoever close it may be with India'sarch-rival Pakistan, and India and Turkey have to build on theirmany convergences and build mutual trust soon. This is possibleat a time when both countries have very strong leaders and stablegovernments. Undoubtedly, the world is looking at PM Modiwith even more respect after his string of recent electoralvictories.Erdogan too is in the Modi mould in terms of popularity andpower. He has been Turkey's prime minister for 12 years and nowpresident for the last two-and-a-half years. This is his first foreignvisit after scoring a comprehensive victory in a controversialreferendum recently which gave him overwhelming powers andfurther cemented his place in the country's power structure.While Turkey's close ties with Pakistan and Ankara's ever-

deepening involvement in several urban development projects inPakistan-occupied Kashmir has riled India no end, Turkey toohas its own concerns with India, right or wrong. For example, theissue of Fethullah Gulen, a Turkish preacher and political figurewho is currently living in exile in the United States, is a majorsticking point between Turkey and India. Erdogan dislikes Gulenas much as the Chinese government abhors the Dalai Lama.Gulen is reported to be behind last year's failed coup attemptagainst the Erdogan government. For quite some time, theErdogan government has been asking India tough questionsabout Gulen and believes that Gulen's movement, which Ankaradubs as FETO or Fethullah Gulen Terrorist Organisation, has"infiltrated" India, a charge which about New Delhi has neitherevidence nor any credible information. Turkey wants India totake action against FETO but has thus far failed to give anyconcrete information to India on the basis of which action can betaken. The Gulen issue inevitably featured among Erdogan'stalking points during his summit meeting with PM Modi onMonday. As far as the official Indian response goes, the on-recordterse remark by Ruchi Ghanshyam, secretary (west) ministry ofexternal affairs, puts things in perspective: "The Turkish side hasraised this issue (Gulen) and we have noted their concern."Erdogan had last visited India in 2008 but that time as the primeminister. The Gulen issue was not an irritant in India-Turkeybilateral relations then because Gulen was a major ally ofErdogan. The two fell apart only in 2013, when major corruptionscandals against the Erdogan government broke out. This timeErdogan's stakes in India are much higher. Cooperation withIndia in the field of counter-terrorism should be a major area ofinterest for Erdogan as Turkey is in the grip of a spate of jihadistattacks. Turkey stands to benefit more on this than India. Butwhat kind of value can he impart to this exercise when hisgovernment is closely involved with a country like Pakistanwhich has a proven track record of using terrorism as aninstrument of foreign policy? But Erdogan is a wily politician andis a past master in the art of running with the hares and huntingwith the hounds. Recently he had a dinner meeting with SyrianPresident Bashar al-Assad even as he has been aiding andabetting Salafi jihadis against him. honey-trapped, filmed and

asked to pay up Rs 5 crore by

a woman lawyer, who in turn

accused the BJP lawmaker of

rape.

A case of extortion has been

registered against the

woman, special commission

of police MK Meena said on

Monday.

The woman approached

police on Thursday with a

rape complaint against the

Gujarat MP.

The Lok?Sabha MP has

denied the charges. “These

are all false allegations, I

have full faith in law; will

cooperate in the

investigation,” Patel told

news agency ANI.

The woman, a Delhi-based

lawyer, sought court’s help

after police failed to act on

her complaint, sources said.

The court on Thursday

directed police to file a case

and also give reasons for not

filing an FIR on her

complaint. Patel was called

for recording his statement

on Friday. The investigation

opened a can of worms, a

police officer said. “The MP

stated that the woman honey-

trapped him, clicked his

obscene photos and recorded

videos and then threatened to

implicate him in a rape case

if he refused to pay the

amount,” the officer said.

The BJP leader alleged the

woman was trying to extort

money out of him, something

she had done to other MPs as

well.

The woman had a good

network and she used it to

approach MPs. An associate

also helped her, the officer

said.

With the much-awaited Real

Estate (Regulation and

Development) Act (RERA)

coming into effect from

Monday, some buyers are

hopeful it will end their woes

but many are unaware about

the benefits arising from the

new regulatory regime.

Under the central law, each

state has to notify rules and

set up a regulatory authority

to manage the real estate

sector.

Uttar Pradesh notified the

rules last November, but is

yet to set up a regulator. The

law provides for strict

penalties against promoters

and builders for not fulfilling

promises.

KK Kaushal, a flat buyer of

Amrapali Dream Valley

project in Noida Extension,

is not sure what the fallout of

the new law would be.

“RERA will take its own

time. I don’t think we can

expect RERA to come up

with solutions very soon. We

have hope from the new

Uttar Pradesh government,

though,” Kaushal said.

He had booked his flat in

2010 and was told that

possession would be

available by 2015. “It has

been seven years and the

project is not yet ready. Work

came to a halt at the project

site. It has been almost two

months, no work is going on

at the site,” Kaushal said.

Like Kaushal, there are

many such buyers who

booked flats in that project

and 600 of them have

started a campaign against

the developers. Some went

and met Uttar Pradesh chief

minister Adityanath Yogi in

Lucknow, while many

recently joined a

candlelight march as a

protest. Amit Kumar, who

booked his flat during the

same time in Jaypee Greens

in Noida, is still waiting for

his flat, promised to him for

2013. But he is hopeful that

RERA might bring about a

change. “At least now, real

estate developers won’t be

able to take buyers for a

ride. Buyers don’t have any

rights in the country. There

should be a panel

comprising buyers,

developers and bankers

(who provide loans) to

monitor the project,” he

told IANS on phone from

The mutilation of

the bodies of two Indian

soldiers by Pakistan is an act

of barbarism and the armed

forces will react to it

minister Arun Jaitley said on

soldiers will not go in vein.

“This is a reprehensible and

an inhuman act. Such attacks

do not take place during

war,” he said.

The Indian Army vowed an

“appropriate” response to the

“despicable act”, which

LoC and promised support to

the Kashmiris.

Condemning the deaths of

Indian soldiers, the Congress

management on Monday

announced to postpone final

examinations of 7,000

students indefinitely. The

exams were scheduled to start

on Tuesday.

As the agitation entered its

hundreds of students and

parents raised slogans outside

the college, demanding arrest

of three staff members,

including the principal, who

have already been booked.

Teachers have been counter-

protesting to demand

withdrawal of the suicide-

abetment case.

5 cops, 2 guards killed in Kashmir’s Kulgam

attack on a cash van in Phambai area of Kulgam in South

Kashmir on Monday while students’ protests raged across

the valley and two soldiers lost their lives on the Line of

Control in the Krishna Ghati sector. The cash van was

returning after dispensing cash to local bank branches when

it was attacked. Bank officials denied reports that the

militants looted Rs 50 lakh from the van. The five Jammu

and Kashmir policemen and the two guards killed in the

attack were locals. The policemen were identified as

assistant sub inspector Mohd. Yousaf, Farooq Ahmad,

Ishfaq Ahmad, Mohammad Qasim and Muzaffar Ahmad.

The two security guards killed were Javeed Reshi and

Muzaffar Ahmed Laway.

Militant outfit Hizbul Mujhadeen claimed responsibility for

the attack. However, a spokesperson told local news agency

CNS that the victims were shot dead by securitymen.

“We didn’t attack the vehicle with intent to loot the cash.

We have enough cash. We condemn the killing of the bank

employees and want to clarify that they were shot dead by

the securitymen,” Hizbul spokesperson Burhanuddin said.

Earlier in the day, two Indian soldiers were killed by

rockets and mortars fired by Pakistan along the southwest

of the Line of Control in the Krishna Ghati sector in

sudden-death playoff to beat

Cristie Kerr on Sunday for the

LPGA Texas Shootout title in

Nomura was the last woman

standing on a brutally windy

of a marathon as she and Kerr

both parred the first five

playoff holes - all played at

Las Colinas Country Club's

examinations, just two months

ahead, every student who is

going to appear for prelims is

bound to experience stress and

anxiety. This is not unique to

this particular examination

and is experienced by all

aspirants.

According to Mr A K

Mishra, Founder and

Chairman of the Chanakya

IAS Academy, the first time a

student experiences this is

during the 10th standard board

examination when undue

pressure is exerted on the

student from friends and

family, as if this is the

examination that will define

the course of his life.

While giving tips to the

students on managing stress

and anxiety, Mishra says that

primarily, stress and anxiety

are not bad in moderation.

Stress during the UPSC

preparation process can be due

to various factors which may

be because of that the most of

the aspirants attempt to cover

every resource that is

available in the market (visit

bookshops, photocopy shops,

online portals and collect all

available resources). Once the

materials pile up, they create

stress and anxiety).

"Lack of proper planning &

time management make

aspirants feel exhausted.

Aspirants have a common

myth that studying 12-14

hours every day would help

them prepare well. In truth,

this is an unplanned schedule,

which only creates stress and

makes the preparation process

even slower and cluttered,

Mishra says further. He

suggests that a proper

planning is must throughout

the preparation process. A plan

should include short term,

middle term and long term

targets. And rather making the

preparation quantitative,

aspirants should rather make it

qualitative; which means

instead of studying for 10-12

hours in a day with completely

exhausted mind, rather study

for 5 to 6 hours with complete

focus and devotion.

Mishra further tells that

because of several myths

about Civil Services

Examination, most of the

aspirants believe that they

have to sacrifice their social

life and study day & night

during the preparation for

Civil Services examination.

As a result, they end up

confined themselves to a room

for long durations to study

which is the major cause of

stress. He suggests, "Students

should understand that they

are preparing to become

officers who will have to serve

their country and its people.

Therefore, having sound

knowledge about what is

happening around, how people

are talking about the

happenings, how satisfied or

dissatisfied they are, what

kind of change they are

looking at in our society is

equally important for an

aspirant. Aspirants should not

only focus on enhancing

academic knowledge but

should develop the right

personality traits, which are

prerequisite to successful get

through all three stages of

examination. So, at times it's

important for aspirants to go

outdoors, play a sport they like

or discuss the current events

with others to know others

perspective and to think like

an administrator. This helps

unclutter aspirant's mind while

reducing anxiety and stress."

For handling stress a day

before the examination,

Mishra suggests that there are

different approaches to study

for the examination which

include choosing between

'study till the last moment' and

'stop studying a day before the

examination and relax'. On

how to handle stress and

anxiety during the

examination, he says, "Don't

feel stressed if you are unable

to answer a question as the

question paper contains

questions of varying difficulty.

Try to attempt questions you

know and leave the ones you

have no idea about. Making

few informed guess is

inevitable for all the

aspirants."

In 2014, Masayoshi Son, Soft

Bank's maverick billionaire

founder tasked Nikesh Arora, a

hotshot Google executive, who

was about to join the Japanese

telecom and internet major, with

closing out a prospective

investment in India.The deal

was stuck on differences in

valuation between SoftBank and

the young entrepreneur. Masa,

as he is popularly known, had

poached India-born Arora at the

time and was in the midst of

reinventing his organisation.

SoftBank 2.0 is what the project

was called, the vision was to

make the group more global and

take bets on technology startups.

India was one such market the

sprawling technology group was

eyeing, and Arora was the man

to take Masa's plan to

fruition.On his India trip almost

three years back, Arora met

Kunal Bahl, the founder and

CEO of Snapdeal, an online

marketplace which Masa was

keen to invest in.

At the time Snapdeal was

competing with Flipkart in

India's hot e-commerce market

which was about $6 billion in

size. Arora convinced Bahl to

agree to take SoftBank's money

by offering a slightly better

valuation.October 2014, marked

the arrival of SoftBank as

Snapdeal's largest investor as it

led a $627-million financing

round valuing the online

marketplace at $1.2 billion and

got itself a 33% stake in the

company .

Bahl and his co founder Rohit

Bansal grew up in Delhi as

school friends, went through

multiple pivots (a startup jargon

which means the change of a

company's business model)

since they began in 2007. In its

latest avatar, Snapdeal wanted to

be the Alibaba of India. Having

backed the Chinese internet

giant in its infancy, and having

gained unprecedented returns

after the much-ballyhooed

Alibaba IPO, SoftBank's bet on

Snapdeal wasn't surprising at the

time.

Just a few months before

Snapdeal's funding round was

announced another seminal

event had unfolded at the

Bengaluru-based Flipkart which

racked up $1 billion from a

clutch of investors, valued at $7

billion. The e-commerce

sweepstakes were only starting

to play out with such an

enormous and never-seen-

before slug of capital chasing the

Indian online retail story.

Snapdeal's Rise Between

2014-15

After raising its largest

financing round, Snapdeal

started pushing the pedal. It

wanted to compete head on with

Flipkart, the country's largest

online retailer which was

growing on the back of massive

smartphone sales. Gross

merchandise value -or GMV ,a

proxy indicator for growth in the

e-commerce sector -was gaining

currency rapidly and was being

used to burnish the valuations of

these companies.

The Seattle-based online

behemoth Amazon, which so far

had been testing the India

market, decided to throw down

the gauntlet. In September 2014,

its visionary founder Jeff Bezos

famously stood on a truck

outside the company's

Bengaluru headquarters along

with his India chief Amit

Agarwal, waving a $2-billion

cheque.

From here on, the Indian

ecommerce story started to

change. Snapdeal reported a

301% jump in GMV for the year

ended March 2015, according to

documents put up by SoftBank

during its earnings results.

Between 2014 to 2015, the

Indian e-commerce market

almost doubled from $6 billion

to $11.5 billion as discounting

peaked. Still the No. 2 player,

Snapdeal went on to

successfully raise more money

on the back of its growth.

2015: Tencent Turned Down,

Alibaba Comes In

When Snapdeal was racing

ahead on the GMV front,

Alibaba's arch rival, China's

Tencent, expressed interest in

the company. The internet major

had offered to put $350 million

at a $5-billion valuation, people

privy to the talks said.We found

out from sources that SoftBank

wasn't keen on having Tencent

on board and pushed for an

Alibaba entry into Snapdeal.In

the meantime, the web retailer

went out and snagged the

mobile wallet startup Freecharge

in a $400-million deal, largely

done through a share-swap to

build its payments business.

Then in August 2015, the e-tailer

closed a fresh financing round of

$500 million with Alibaba and

Foxconn, valuing it at $4.8

billion. Tencent was ke pt out.

Significantly enough, last

month, the internet behemoth

behind WeChat messenger

invested in Flipkart.

2016: From GMV Race To

Turning Profitable

Snapdeal's revenue growth

started to slow down sharply

from 450% for the year ending

March 2015 to 56% at Rs 1,457

crore a year later. Amazon was

weaning away market share

while Flipkart was stagnating.

The overall industry had

become sluggish, GMV

numbers were flat for the

industry at $11-12 billion. Now,

Snapdeal had begun talking

down GMV . Instead, it wanted

to draw up a path to profitability

-Bahl had been quoted as saying

this publicly. Even as the change

in strategy was starting to play

out, Snapdeal got some more

funds, this time from one of the

world's largest pension

funds,Ontario Teachers Pension

Plan at a $6.5 billion valuation.

The new investor had bought

$150 million of secondary shares

from Snapdeal's early investors

and put $50 million into the

company. By the middle of

2016, the e-tailer changed tack

completely and figured fighting

the war chest of Amazon

wouldn't be easy, but the sudden

news of Arora's departure in June

last year from SoftBank was

going to alter Snapdeal's future.

The Nikesh Arora Factor

We'd met Arora at SoftBank's

Silicon Valley office a few days

after he'd resigned. He'd said the

Indian companies SoftBank had

funded during his tenure will

find support from Masa. But the

Indian e-commerce sector had

changed, he'd admitted. "In the

last two years, what has

happened is that Jeff Bezos

(Amazon founder) has come out

and said he wants to win India at

all cost. He will spend billions of

dollars in India and that's a new

competitive fact.

What led to the SoftBank-Snapdeal fallout

NEW DELHI:

Japanese auto giants Toyota

and Nissan reported strong

growth in domestic sales

figures for the month of April

with their new and recently

updated models doing brisk

business.

Powered by a strong

response for the new Fortuner,

Toyota Kirloskar Motors

registered a 52 per cent

growth in sales in April -

compared to figures from

April of 2016. The updated

SUV has sold more than

12,200 units in the six months

since its launch. The company

also reports a growth of 76 per

cent in a month since the

updated Altis was launched.

Nissan too registered 39 per cent

growth in domestic sales and

credited demand for Datsun

redi-GO and the updated

Terrano. With the launch of X-

Trail hybrid slated for later in the

year, the company is looking

keep true to its objective of

gaining five per cent of the

market share by 2020.

India should be setting quality

standards for products rather

than following global norms,

Minister Nirmala Sitharaman

said on Monday, stressing on

timely dissemination of

regulations for better

implementation. Addressing

the 4th National Standards

Conclave in New Delhi, she

called on the industry to

produce quality products at an

affordable price so that import

of cheaper products can be

contained. “India should be

setting standards rather than

following the standards which

are being set,” Ms. Sitharaman

said, adding that the country

should have active

participation in any global

debate on setting standards.

The minister said technology

will play a very critical role in

standard setting and

conformity assessment and

there is a need to factor this in.

Launching a portal of

standards developed

jointly by the

commerce ministry

and industry body

CII, Ms. Sitharaman

said this website will

be providing all the

information relating

to standards and

c o n f o r m i t y

assessment.

“But I am also a bit

impatient (as to) how it will

reach people who will have to

follow, conform and

implement these standards,”

she added.

A phone-based alert, adaptable

to regional languages, has to

be prepared so that conformity

to these standards become

effective, she suggested.

“The farmer today is not

against conforming to the

global standards. He is very

keen on it, but information

should reach on time.

Institutions cannot any longer

seek cover that trickle—down

does take time,” she cautioned.

Technology should be used to

disseminate standards to

implement them without time

lag, the minister added.

Ms. Sitharaman said there

should be constant awareness

among not just farmers, but

trade negotiators so that

standards, especially of agri

products, are set in a manner

that it covers all varieties of

farm items and exports are not

hit. In this regard, she cited the

example of global standards

on length and weight of

mangoes and wondered how

India accepted those norms.

She said: “India has exemplary

varieties of mango, grapes and

banana. Uniformity (in

standards) can go against it.”

Ms. Sitharaman contended

that only man-made products

can be homogeneous and

therefore, any quality

standards on agri produce

should reflect different

varieties and not homogeneity.

The minister asked the

industry to manufacture

quality products at an

affordable price. “Quality need

not always be expensive.

MUMBAI:

AirAsia India flew 8.4

lakh passengers in the

January-March quarter of

the current year, up 57 per

cent from 5.38 lakh in the

same period of 2016, aided

by new routes and higher

capacity.

The Bengaluru-based

airline, which is a joint

venture between Tata Sons

and Malaysia's AirAsia

Berhad, raised its fleet size

to nine aircraft from six in

the first quarter of the

previous year, AirAsia

India said in a statement

today.

The number of

passengers carried

increased by 57 per cent

year-on-year to 0.84

million, with 50 per cent

increase in capacity, the

airline said.

The seat factor, a

measure of how full the

plane flies, also increased

by three per cent to 89 per

cent in the quarter from 86

per cent in Q1CY16.

Three new routes, Delhi-

Srinagar, Delhi-Bagdogra

and Delhi-Pune, were

added in AirAsia India's

network, it said adding that

the frequency on the Delhi-

Goa route also increased in

the first quarter of the

current year.

AirAsia India, which will

be completing three years

of operations in June,

currently flies on 20

domestic routes from three

hubs --Bengaluru, Kolkata

and New Delhi.

Country's largest lender

State Bank of India has cut its

term deposit rates by up to 50

basis points for various

maturities.

The rates have been revised

for medium and long term

deposits and for amount below

Rs 1 crore.

According to the new

structure, for two to less than

three years deposits, SBI will

offer a rate of 6.25 per cent as

compared to 6.75 per cent

earlier, the bank said. For the

similar maturity, the deposit

rates for senior citizen have

been cut to 6.75 per cent from

7.25 per cent.For deposits maturing

between three years and 10

years, the rates have been

lowered by 25 basis points to

6.50 per cent.

The lender will be offering

the new rates for fresh deposits

and renewals and are

applicable from April 29,

2017.

The short term deposits, that

is, for deposits maturing

between seven days to less

than two years, the rates have

been left unchanged.

The bank is offering highest

rates of 6.90 per cent for one

year to 455 days term deposits.

SBI has also not changed its

marginal cost of funds based

lending rates. Its one-year

MCLR is at eight per cent.

In a first of its kind learning and talent

development initiative, PepsiCo India has entered

into a 'career joint venture' with Hindustan

Unilever (HUL), allowing select employees to gain

work experience at the JV firm for 2-4 months.

PepsiCo India is keen to enter into more such

career JVs with other non-competing companies to

boost the potential of its employees.

A career JV works like a two-way exchange of

select, usually high potential, talent. So far, one

employee from the soft drinks major has

completed her stint at HUL. As part of the career

JV programme, Apeksha Jain in PepsiCo India's

HR team got placed with the FMCG giant for a

project on assessing effectiveness of their current

learning curriculum, and propose capability

building road map across functions. Jain has

completed the project and is back at PepsiCo.

"It's been an experience of a lifetime working

with two power houses at the same time," Jain,

senior HR manager, PepsiCo India, told TOI. "I

went to gain critical learning experience outside

PepsiCo and the work experience was very

fruitful. HUL and PepsiCo are analogous

organisations and thus I adjusted well within the

new culture. I took home best practices on several

aspects, including training of sales staff," said Jain.

PepsiCo India said it will welcome HUL

employees to work with the soft drinks major as

well. Elaborating on the Career JV, Suchitra

Rajendra, VP-HR, PepsiCo India, said: "We
