FLOOD RELIEF SUPPORT - 2009-10 Supported by : AID-USA & ASHA FOR EDUCATION, USA Organised by ; BTS-Sunderban Period : July 2009 - October 2010 Completion Report Completion Report Completion Report Completion Report Completion Report Context : Before no relief was there just after the massive cyclone-Aila and the flood thereafter in the flood affected delta areas of Sunderban, AID (Association of India’s Development)-USA approved a sum of Rs.1o,oo,ooo(Ten Lacs) with an assurance of further co-operation.BTS and Mukti project immediately initiated their relief intervention by providing cooked food items to those people who were in the tempo- rary shelters at some community centres like schools, local clubs, market places.More than a thousands of affected people were under the situation of natural disasterin different parts of Patharpratima, Kultali & Mathurapur-II CD Blocks, South 24 Parganas.During the Ist Phase of this venture BTS and its Mukti Project supported more than 3 thousands of flood affected people with cooked food, Tarpaulins, Rice, Dal, etc.Meantime, our existing funding partner, Asha For Education, USA came forward with lots of supports for the flood victims.They funded a sum of Rs. in two installments including a special support of Rs. 4,00,000(Four Lacs) by AID-USA.BTS and Mukti Project planned to continuously support the families who lost everything during the heavy damage by saline river water. AID sent a doctors team to serve our aila -affected area and saved a lots of lives suffering from diarrhoea, or different air-water -borne diseases due to huge pollution and post-flood insanitary condition.Transportation of serious patients by our Abulance services were there.Next, a continuous Relief supports were being executed for the benefit of the victims.A list of relief materials were being distributed among them in the affected areas. Immediate Intervention: The said Cyclone alongwith the massive flood by river water damages 7 Districts ,10 CD Blocks(Kultali, Patharpratima,Kakdwip,Gosaba, Basanti,Canning-I & II, Namkhana,Hingalgunj, Sadeshkhali) 3 Municipal areas , 1325 villages, 617516 population in the state of West Bengal. It also damages 94,983 houses and 27 human lives.South 24 Parganas is the worst affected district in this damage cycle. Context :

Origin of the Cyclone & Damage:

On 22 May 2009, the Kolkata Meteorological Department reported that a low pressure area had formedover West-central Bay of Bengal and adjoining East -central Bay of Bengal. The system was likely to intensifyfurther. On 23 May, the department reported that the system had further i ntensified and was likely toconcentrate into a Depression. On 24 May, the system intensified into a Deep Depression and lay about 550kilometres south of Kolkata. The meteorological department predicted that the system was likely to inten-sify further into a Cyclonic Storm and cross West Bengal or Bangladesh coast near 89° East, about 100kilometres east of Sagar Island by 25 May evening.

On 25 May, the Cyclonic Storm �Aila� over North West Bay, moved northwards and intensified further andlay centred at 0830 hrs IST with in half a degree of latitude 20.5°N/Longitude 88.0°E, about 250 Km southof Kolkata with estimated central pressure 984 HPA and move in a near northerly direction and cross WestBengal Coast near latitude 88.0 Deg East (near Sagar Islands).

On 26 May, Cyclone Aila over Sub-Himalayan West Bengal & adjoining Bangladesh moved further north-ward, weakened into a deep depression and lay centred at 0830 hours IST over Sub -Himalayan West Bengal,about 50 km to the north of Malda. The system is likely to move in a near northerly direction and weakeninto a depression during next six hours. Under its influence, rainfall at most places with heavy to very heavyfalls at a few places and isolated extremely heavy falls (= 25 cm) is likely over Sub-Himalayan West Bengal& Sikkim and Assam & Meghalaya during next 24 hours. Rain/thundershower is also likely at many placeswith isolated heavy falls over Arunachal Pradesh and Nagaland, Manipur, Mizoram and Tripura during next24 hours. Squally wind speed reaching 50-60 kmph likely over Sub-HimalayanWest Bengal & Sikkim, Assam& Meghalaya and Arunachal Pradesh during next 12 hours.

Damages Caused responding international attention:

Orissa: Coastal Orissa has been affected by heavy rains accompanied by high -velocity wind. Low-lying areaswere inundated in the coastal districts of Cuttack, Jagatsinghpur, Kendrapara, Bhadrak and Balasore follow-ing heavy rains since Sunday, 24 May. Around 400 thatched huts are thought to have been damaged.

West Bengal: The stormmoved over the districts of North and South 24 Parganas, East Medinip ur, Howrah,Hooghly and Bardhaman, to the west of Kolkata. Heavy rains were accompanied by winds of up to 120kph,uprooting trees, causing road blockages and severe damage to electricity and telephone cables.All flightsat N S C Bose international airport have been suspended and train services have been severely disrupted.Shops, schools and colleges and offices were closed as a preventive measure. The accompanying rains causedwater logging in large parts of the Kolkata city, while power supply remained erratic. Basic services havebeen damaged and interrupted. In the Sunderban area, hundreds of mud houses are reported to have collapsed and 200 villages have been flooded following breaches in embankments. Thousands of people areseeking shelter inside schools and government buildings. About 400,000 people remained marooned. In theNorth and South 24 Parganas , more than 8 blocks including Sandeshkhakli I & II (primary location forChild Domestic Workers & Trafficking project) are severely affected by flooding and wind damage.

Local NGOs are reporting that embankments have been breached in at least 10 different places, inundatingmany areas. In East Medinipur, many mud houses in development blocks Khejuri 1 and Bhagabanpur 1 inEast Medinipur are reported to have been destroyed. Both Egra and Contai Sub-Divisions of East Medinipurdistrict are affected. In Egra 1 block, the Egra Municipality area is badly hit, with 4 ,600 mainly Muslimfamilies affected. In the same area 56 houses are completely damaged and 703 houses are partly damaged. Intotal 17 villages are affected in this block and 4,000 hectares of vegetables crop are feared damaged. InPatashpur 1 block, 140 villages are reportedly affected.

Briefly, the population affected in 18 districts in West Bengal rose to 6.6 million according to the officialGovernment of West Bengal report. In two districts � North and South 24 Parganas, population affected crossed over 1 million in each district. The human death toll was reported as 126 and damaged houses were over1 million in the state. The government has set up 765 relief camps and 84 medical camps in the most affecteddistricts. The Inter-Agency Group in West Bengal has been meeting every 72 hours to coordinate response tothe impact of Cyclone Aila.Sphere India held a meeting in New Delhi to discuss how International humanitar-ian agencies like UNDP, UNICEF, WHO etc. at the national level could complement the efforts of the IAG inWest Bengal.Finally, UNICEF, UNDP, WHO, IAG-West Bengal(OXFAM,CARITAS, CRS,) and Save the Chil-dren ,ACTION AID etc. reached the area affected and supported the cyclone and flood victims.

Nature of Relief:

Just after the Cyclone and flood BTS & Mukti Project rendered its initial /emergency relief aids to the victimsin consultation with All-Party Relief Mission and extended our supports with Rice, Dal, Potato, Vegetables,Oil, Dry Foods like Chira, Gur, Biscuits, Temporary Shelter by providing Tarpaulins from AID funds andcollecting relief materials from local humanitarian organizations like LWS-India(Lutheran World Services In-dia (provided 400 kits with Rice, Dal, Oil,Tarpaulin, Halogin Tab); Caritas India through PUS-Baruipur for375 families with Rice, Dal, Tarpaulins BTS supported 9326 families in addition to 7645 families by its MuktiProject providing them a Temporary Shelter with Tarpaulins/Canvas Sheets, Blankets, Mosquitonets,Lantern,Sarees & Bedsheets or Rice, Dal, Potato, and other food materials.Books to poor school childrenin the flood affected areas like Kultali, Patharpratima & Mathurapur-II CD Blocks were the importantpart of this venture. Next, BTS volunteers were very co-operative to extend more needed items to thoseaffected families who had lost their only shelters and everything during the flood by river water.

Food for Work to construct the River Bandhs was an important lead to be reported in this venture…in ex-change of Rice/Dal more people joined to do so besides wage from Irrigation Deptt., Govt. of West Bengal.

Medical Camps:Water-borne diseases like diarrhea are on the rampant.Daily more than 20 people including men, women,children are affected by the disease.Locally a Medical unit(though not sufficient to serve) by BMOH staffs aregoing on to tackle the situation.BTS has also started running Medical Camps to make a Campaign onh the issueand cope up the moment.More than 3351 patient are there at any time.Last 45 days more than 1750 families areunder this threat of diarrhea.No dead happened till date…it’s good news for us.BTS supported EmergencyMedicines to our Block Sub-Centres run by BMOH and his staffs.BTS has sent emergency medicines to that Govt. Medical Unit as well as supplied medicines to the visitedpatients at the Mobile Camps.Bliching and Lime are used to free the air from the disease and keep up the SafeSanitary situation.

Some Medical Aid to poor flood affected children were given as emergency basis to save the lives of thechildren under immediate surgery during that crucial moment of absolute helplessness.

Dewatering efforts:

BTS has surveyed out some main community ponds inside the flood-hit villages both in Kultali & Patharpratimato have dewatering immediately so that common people can use the ponds for normal daily use when theywould be filled with water from swallow Tubewells in the area. Every pond needs atleast of Rs. 1,500 .00 to doit for community use. Such 10 ponds will be completed in the Phase-II(within July).and BTS done only 10 unitswith an addition to some 7 ponds by Mukti project.

Household Cooking Utensils were supported to the homeless families to prepare cooked food and do otherdomestic works in the Temporary Shelters made with Tarpaulins etc.Next, BTS supported 100 homeless fami-lies to build a part of a hut using Bumboo , Straw etc.to make their temporary shelter more lasting and security.BTS & Mukti Project distributed Paddy Seeds/Sapplings to have Aman Cultivation.BTS demonstrate a Paddy Seed Production effor t by which BTS would be able to provide salinity-resis-tant paddyseeds to 1000 farmers of the affected areas with a condition to have return of the same amount ofseeds so as to replicate it among more families.

Need Assessment/Survey of Actual damage:

A Door –to-Door Survey is done to prepare a Comprehensive List of actual affected huts and families loosingassets and properties of day-to-day use. Following needed items to be provided to the damaged huts in theselected villages:—Saree/Dhuti—Lantern—Mosquito Net—Torch Light—Cooking Utensils—Blanket/BedCover—Books to Children—Lime/Bliching—Food Materials to the foodless families(Rice/Dal/Potato/Ata etc)
