Long-time supporters of 1000 Friends of Florida may have noticed our increasing emphasis on

water policy. Examples abound: During this year’s legislative session, we tracked more than 30 Senate and House bills related to water quality and quantity. We sounded the alarm on the harmful impacts that a Senate budget bill could have on water policy. Our outreach director, Haley Busch, has been working closely with other Florida conservation groups to monitor the drafting of new state water regulations.

We remain, at heart, an organization that advocates a land-use planning process that empowers citizens and preserves our quality of life and environment. But when that process fails to meet those critical objectives, water quality is often a casualty. Sprawling development — a hallmark of poor planning — increases polluted nutrient runoff from fertilizer and paved surfaces into waterways while it eliminates open land that naturally cleanses and recharges the water supply. Such development is often served by septic tanks, which add further to the nutrient load in waterways that fuels environmentally and economically disastrous outbreaks of blue-green algae and red tide. And sprawl depletes the water supply that is essential to provide our drinking water and support our wildlife, waterways and tourism economy.

Florida’s leaders have recognized the importance of restoring water quality by dedicating billions of dollars in recent years to that purpose. We applaud that investment, but it’s a back-end solution. We would also like to see more measures to fortify the community planning process to prevent those problems at the front end: Creating more opportunities earlier in the process for citizens to have meaningful input. Maintaining urban service boundaries and other reasonable limits on development. Setting a higher standard for approval of permanent land-use changes. Restoring the right of citizens to challenge development orders. We continue to push for policies like these at the local and state levels.

It is not possible to protect water in Florida without responsible community planning. The two goals are inextricably linked. It's no exaggeration to say that Florida’s future depends on a clean and abundant water supply. Our efforts to fight for that future are strengthened by your support. We’re grateful for it.

From an early age, Eric Clay had a deep affinity for the natural world.

However, growing up in a suburban Florida community afforded him few opportunities to venture into nature. Instead, he spent countless hours reading about and viewing photos of the world at large, dreaming of a day when he could experience it all firsthand.

Eric eventually ended up working full-time in advertising doing web and graphic design. It was here that his work as a photographer began to take shape as a supplement to his design work. In 2008, a transition away from full-time work to freelance allowed Eric to have more time to

combine his love of nature and photography and begin travelling around the country shooting landscapes. Today he has built an impressive portfolio of fine-art landscape imagery with placement in galleries and exhibitions at juried art shows.

1000 Friends’ legislative team – Paul Owens, Jane West, Haley Busch, and Vivian Young – tracked more than 100 bills this session, testifying before the Legislature, working with key legislators and the media, sending

email alerts, and more. Your calls and emails helped make a difference. Here are some highlights:

Spending and Bills We Supported that Were Enacted

With help from federal stimulus dollars, legislators made significant investments in priority

initiatives, with some caveats. More than $450 million was allocated for land conservation, including $100 million for Florida Forever and $300 million for the Rural and Family Lands Protection Program, but none for Florida Communities Trust, which acquires land for parks. Thanks to calls from supporters, legislators increased affordable housing funding to $362 million, which exceeded initial spending proposals from the Governor and both chambers. However, a new $100 million program to provide homeownership assistance for first responders, nurses, teachers and other hometown heroes was created at the expense of

traditional funding for rental assistance to low- and very-low-income Floridians.

The Legislature budgeted almost $500 million for community resilience programs and passed legislation to make permanent a state resilience office, authorize local land authorities to administer grants for residential flood and sea-level rise mitigation projects, and require annual reports on the impact of sea-level rise on flood control infrastructure in Central and South Florida. While we supported each of these measures to help Florida’s communities address existing challenges, they are only part of the answer. More is needed in future sessions to also address the causes of climate change.

Bills We Opposed that Died

1000 Friends played a major role opposing several damaging bills that ultimately failed. Once

considered a cinch to pass, SB 198/HB 349 would have permitted more options to destroy already declining seagrass. SB 280/HB 403 would have mandated that local governments draft business impact statements on many local ordinances before they could be passed. SB 1030/HB 681 would have weakened impact fees by allowing them to be expanded from a development area to an entire municipality or county. SB 398/HB 157 would have placed an arbitrary cap on state spending on public transportation projects. We spoke out against these bills and rallied our supporters to oppose them.

Objectionable Measures that Were Improved Before Passage

Abill making local governments liable for businesses’ lost profits (SB 620) passed, but was

narrowed in its scope amid our outspoken opposition, delivered in testimony and a Tampa Bay Times op-ed. Despite the improvements, 1000 Friends is sending a veto request to Gov. DeSantis.

1000 Friends also played a key role in securing improvements to legislation related to school concurrency, mixed-use residential developments with affordable housing, farmers controlling their own fertilizer application and mitigation banks for stormwater runoff.

Looking Forward

While some funding and legislation helped address issues facing our communities today,

Florida needs much bolder and visionary solutions that tackle the causes of problems facing our state, not just the symptoms.

ADVOCATE’S CORNER

This past November, Martin County Commissioners were poised to give final

approval to a radical change to the county’s comprehensive growth management plan by removing a set of objectives and policies protecting the environment, quality of life and taxpayers. Staff maintained that the provisions were redundant with other parts of the plan and could conflict with a new mandated property rights element. We alerted our county followers, and more than two dozen testified against it along with 1000 Friends of Florida President Paul Owens. Commissioners voted unanimously to withdraw the change and study the issues further in a series of public workshops

In February, however, commissioners considered a different amendment to create a

new “Rural Lifestyles” land-use designation. It would increase allowed densities on rural lands outside the county’s Urban Services District (USD) from 1 unit to 20 acres to 1 unit per 5 acres. Paul Owens returned to Stuart to urge commissioners to reject the transmittal of the amendment to the Florida Department of Economic Opportunity (DEO). Once again, testimony from the public was overwhelmingly opposed.

While commissioners called for public workshops, they also voted 3-2 to transmit the amendment for DEO review with a final county vote scheduled for May. We have outlined our concerns in a letter to DEO and will continue to urge commissioners to vote no on this extremely damaging amendment.

A Victory and a Setback in Martin County

The words “advocate” and “Martin County” cannot be used together without mention of

Maggy Hurchalla. Maggy passed away on February 19 at the age of 81, after decades spent fighting tirelessly for managing growth and protecting the environment

Maggy served on the Martin County Commission for five terms from 1974 to 1994 as its first woman member. She played an instrumental role in the development, passage and ongoing protection of the county’s award-winning local comprehensive plan, which her son George said was her “proudest achievement.”

She worked closely with 1000 Friends of Florida co-founder Nathaniel Pryor Reed, a friend and fellow Martin County resident, and 1000 Friends staff on the preparation of the county’s comprehensive plan and innumerable

efforts over the decades to preserve natural lands from inappropriate development. Her love for Martin County and tireless advocacy will be sorely missed.

Congratulations to the citizens of Winter Park for taking proactive steps to protect their

vision for the future in their community! Six amendments to the Winter Park Charter were endorsed by 1000 Friends of Florida and, on March 8, ratified by city residents. These amendments will subject land-use decisions with permanent impacts on the city’s character and

environment to the higher level of discussion, scrutiny and public engagement they deserve. This will help preserve the high quality of life in Winter Park, one of Florida’s unique and distinctive communities. The amendments track closely with the provisions of a model property rights element 1000 Friends developed in 2021. To find out more see 1000fof.org/property-rights.

Winter Park Passes Charter Amendments

The 330-mile toll road network proposed to slice through rural western Florida was halted

last year with the passage of SB 100. But two segments of 2019’s Multi-use Corridors of Regional Economic Significance (M-CORES) project continue to move forward.

SB 100 mandates that the Florida Department of Transportation (FDOT) continue planning for the Northern Turnpike Extension through Citrus, Levy, Marion and Sumter counties, and upgrade and expand U.S. 19 from Citrus County to

Interstate 10 in Madison County. Initial planning is under way. Once more detailed Project Development and Environment (PD&E) plans are released (which are required to include no-build options) 1000 Friends will weigh in with positions, recommendations and advocacy.

M-CORES 2.0 will be a hot topic for the 2023 Florida Legislature. We urge you to meet with your state representative and senator now to express any concerns, and visit 1000fof.org/mcores for more information.

Last fall, 1000 Friends received a grant from the Sea Grape Foundation for a two-year project on the

environmental, economic and social impacts of how Florida disposes of biosolids — sludge from wastewater treatment plants. The project will focus on the widespread practice of applying biosolids as fertilizer on Florida’s agricultural lands, and explore more environmentally and economically sustainable alternatives.

Limits on where biosolids can be spread in Florida’s urban centers in part has resulted in land application elsewhere in the state, especially the St. Johns River Basin. Biosolids contain nitrogen and phosphorous, which foster toxic algae blooms when they wash off land into waterways. There are also increasing concerns about man-made substances in biosolids that do not easily break down such as perfluoralkyl substances (PFAS) and household pharmaceuticals. The Sea Grape Foundation expressed particular interest in the impacts of

biosolids application on water quality and lower-income communities.

To coordinate the research, 1000 Friends has retained Craig Diamond, who has decades of experience in natural resources field research, environmental statistics, environmental economics, policy evaluation, and decision-making. 1000 Friends staff and board members, Florida State University and the University of Florida researchers, and a broad-based panel representing stakeholders will provide additional information and review. The research will culminate with a technical report and a public education and advocacy campaign. These elements will form the foundation for advocacy during legislative sessions in 2023 and beyond.

As Florida continues to grow, the need for better ways to dispose of biosolids will grow with it. We look forward to catalyzing policy improvements for this increasingly important environmental and land-use issue.

Jane West met with several dozen Winter Park residents including city commissioners and candidates. This “friendraiser,” organized by 1000 Friends member Charley Williams, was hosted by Casa Feliz, a historic home museum in the community. After Paul covered 1000 Friends’ history and mission, Jane discussed our policy priorities for the 2022 legislative session. The attentive crowd had great questions.

We welcome the opportunity to hold more events like this in communities across our state – to talk about the importance of community planning and empowering citizens in the process. Citizen involvement is at the heart of all we do.

On January 5, 1000 Friends hosted a second meeting at the Jupiter Island Town Hall in

Martin County’s Hobe Sound to discuss the impact legislation under consideration during the 2022 session could have on policies and funding for water quality, conservation, resilience to climate-change

impacts, local government home rule, and growth management.

On February 7, Lake County elected officials representing the county and all 14

municipalities came together for a visioning session on the region’s future growth and development. This meeting established a working group to develop a strategy for promoting growth in urban areas while preserving the unique character of rural Lake County. Discussion centered on the role of local governments in rural preservation, availability of planning tools, how to communicate with citizens how growth is paid for over time, and how to equitably and efficiently distribute those costs.

preliminary meeting to signal support for this regional, forward-thinking planning effort. “We were encouraged to see a willingness to engage among representatives of all the municipalities,” explains Owens. “We strongly support the development of a shared vision for Lake County.”

Lake County’s Rural Protection Areas (RPAs), recognized in the Comprehensive Plan, signify residents’ desires to preserve open, natural areas and their appreciation for a bucolic quality of life. As Central Florida’s Orlando and Tampa Bay regions grow, it is critical counties like Lake prepare today for encroaching development.

On February 17, 2022, 1000 Friends of

Florida founding board member and longtime treasurer, Jerry Sokolow of Miami, passed away at the age of 93. Because of his vast expertise in financial management, 1000 Friends founder Nathaniel Reed asked him personally to serve as the first treasurer for the then-fledgling organization. Jerry served as both a board member and the treasurer from 1986 to 2001.

Jerry is remembered as the consummate professional who always had the best interests of 1000 Friends in mind. He was raised in Miami and went on to graduate from the University of Florida with a Bachelor of Business Administration. A CPA, he founded and was a

partner in several accounting firms, including one with his daughter, Carol Sokolow, CPA.

A devoted family man, Jerry is survived by his loving wife, Arlene, two children (Leonard and Carol and spouses), three stepchildren (Patricia, Jill and Robert Kahn and spouses), many grandchildren and one great granddaughter. He and his family were avid boaters, with Jerry serving as Commodore of the Matheson Hammock Yacht Club and a Finance Committee member of the Coral Reef Yacht Club.

As was noted in his obituary, “Also, of great pride to Jerry was when he served on the Board of Directors of 1000 Friends of Florida from 1986-2001 as well as taking on the role of its Treasurer.”

Friends of Florida this spring. Katie earned master’s degrees in both Urban and Regional Planning and Public Health from Florida State University and is currently finishing the first year of her doctoral program there in Urban and Regional Planning. As part of her doctoral research, Katie will be producing a handbook depicting how different communities in Florida can design their public spaces to promote feelings of security and safety in active transportation.

Katie has vast experience in community led planning projects both domestically and internationally in countries such as Guatemala and Peru. Upon earning her PhD, she will work in advocacy and policy-making fields.

I often ponder the question: “What will Florida look like in 2030?”, less than 10 years from today. Our state’s natural assets are rich, but also fragile. My support for 1000 Friends and its leadership team is to help nurture that outcome.

Our state story has always been one of balance — between growth and development and less intensity. Our cascading red flags are impossible to ignore: coastal municipal flooding, Category Five storms, entire water bodies impacted by septic and agricultural runoff. As Robert Louis Stevenson said, “Everybody, soon or late, sits down to a banquet of consequences”.

Recently 100 of our residents gathered for a 1000 Friends “friendraiser” to guide how more of us can impact decisions coming out of Tallahassee. An alarming example is the growing

impact of state preemption of local home rule which now captures decisions governing our local tree canopy, so much a part of our Winter Park brand. Shade is the key to walkability and the poetry to connectivity.

So my wish for Florida 2030 would be for three things:

• Remedies for Lake Okeechobee and Indian River Lagoon water quality degradation;

• Accelerated funding for Florida Forever as the voters intended;

• A state where solar investment underscores our name, the Sunshine State.

1000 Friends can be the decisive fulcrum which helps achieve these goals. I count my Friends membership as a “civic rent” investment to protect my home state. There is no other Florida.
