In September 2010, the coverage of this program wasexpanded to serve the people covered by the regional and districtoffices of the PAO, nationwide. Since then, the said offices have beenrendering lqal assistance (e.9. legal advice, attending to the legalneeds of suspects in the police stations within the territorialjurisdiction of the concerned PAO regional/district offices) up to10:00 P.M. everyday (including weekends and holidays). Further, theassigned PAO inquest public attorneys and staff therein remain onall, even beyond 10:00 P.M., to attend to inquest calls in policestations nationwide.

a. Carl Lon hundep (Saunders), an Australian national,and alleged victim of his Filipina girlfriend who took away hispapers and properties, but was charged by the latter of theViolation of Republic Act (R.A.) No. 9262.

The Chief Public Attorney succeeded in seeking for thegranting of the permanent dismissal of the charge of theViolation of R.A. No. 9262 against Saunders.

As per the request of the Australian Embassy in thePhilippines, and with the authority of the Department ofJustice, the Chief Public Attorney with her legal and medicalteams escofted Saunders (who had a medical condition) backto Australia on lanuary 19, 2016. to ensure his safety whilein transit up to the custodial turn-over to his mother.

Saunders was qualified for voluntary deportation. Hisgirlfriend was the private complainant in the case of theViolation of R.A. No. 9262 that was charged against him. Asper the record of the Regional Trial Court, Branch 43 ofManila, the return of notices indicated that the privatecomplainant could no longer be located and/or unknown.

Spouses Cortabista were assisted by the PAO-Manila DistrictOffice during the conduct of the inquest proceedings on April19, 2016. On May 13, 2016, the Chief Public Attorney and herlegal team filed a Complaint, on behalf of the Cortabistas, atthe Pasay Prosecutor's Office against those individuals whothey believed have conducted the said scam and attemptedto extort money from the elderly couple.

On Mav 14, 2016, Spouses Cortabista were finally allowed toleave for the United States of America, where SalvacionCortabista would seek assistance for her medical condition.This was the very reason of their previous flight on April 19,2016 which did not push through due to the saidla g la g/ta n i m ba la " incident.

c. Jetome 9rlr? (Sulit) was a honeymooner in Boracay, whobecame a victim of the "laglag/tanim-fula"xheme.

The Chief Public Attorney and her legal team rendered legal

assistance to Sulit. On May 13, 2016, before he was

arraigned for the Violation of Section 28 of Republic Act(R.A.) No. 10591, docketed as Criminal Case No. 12872, Sulit

through the Public Attorney's Office (PAO) filed an Urgent AdCautelam Omnibus Motion: (a) to Quash Information (b) forludicial Determination of Probable Cause and (c) to Defer

Arraignment.

The Omnibus Motion filed by the Chief Public Attorney and

her legal team for Sulit was granted in the absence ofanimus possrdendi, i.e., his lack of an intent to possess of theammunition allegedly found in his sling bag when he enteredtogether with his wife at the Godofredo P. Ramos Airport atBrgy. Caticlan, Malay, Aklan in the morning of April 28,2016.Moreover, since there was no probable cause against Sulit,

the instant case was dismissed and the cash bond for his

provisional liberty was ordered cancelled and released tohis bondsman.

Despite the Motion for Reconsideration filed by theProsecution on the Order, dated June 20, 2016 dismissing theinstant case, and taking into consideration theCommenflOpposition thereto filed by the Chief Public

Attorney and her legal team for Sulit Regional Trial CourtBranch 6, Kalibo, Aklan, in an Order, dated Julv 27. 2016,

reiterated its Order, dated June 20, 2016, that it found no

intent to possess of the subject ammunition on the part ofthe accused. Thus, it denied the Motion for Reconsideration

filed by the Prosecution, and after which the dismissal ofthe instant case became fina!.

d. Ricado "Richatd" S-b. Ana, Jn (Sta. Ana) was chargedwith Parricide for being allegedly the mastermind behind themurder of his wife and son.

The Chief Public Attorney and her legal team rendered legalassistance to Sta. Ana. On July 27. 2076, Deputy CityProsecutor Oscar T. Co of the City of Sta. Rosa, Lagunadismissed the complaint against the said accused forinsufficiency of evidence. Deputy Co, instead, recommendedthat the two (2) men who both feigned astelecommunications repairmen and were involved in the saidcase, be charged with two (2) counts of murder, rape andtheft. He further indorsed that the Information for murder,rape and theft be filed before the proper court.

e. Robert B. Dela Rtbrte (Dela Riarte), brother of John B. DelaRiarte, who was shot to death by two (2) Philippine NationalPolice (PNPlHighway Patrol Group (HPG) personnel, namelyPO3 Jeremiah De Villa (now deceased) and PO2 JonjieManon-og, in relation to a vehicular accident which happenedon July 29, 2016 at around 9:00 to 10:00 otlock in themorning, along the southbound lane of EDSA-Estrellaintersection in Makati City.

The Chief Public Attorney and her legal team assisted DelaRiarte in the filing of criminal cases for Murder, RobberyTorture, and Violation of Republic Act No. 7438 before theDepa ftment of Justice on Auoust 8. 2016. likewise in thefiling of administrative cases against the said PNP-HPGpersonnel before the National Police Commission(NAPOLCOM) on the same date.

f, A total of 31063 atrected Ovetxas Filipino Wodcerc(OFW) in the Kingdom of Saudi Arabrb (l$A) wereassisted by the Chief Public Attorney and the three (3) teamswhich she created.

The said teams were the (1) Riyadh, KSA Team - headed bythe Chief Public Attorney, and thereafter by Regional PublicAttorney Francis A. Calatrava of Davao Peninsula; (2) Jeddah,KSA Team - headed by Atty. Giovanni R. Morales of DavaoOriental District ffice; and, (3) Al-Khobar, KSA Teamheaded by Atty. Ernie A. Masorong of the AutonomousRegion in Muslim Mindanao (ARMM) Regional Office. TheChief Public Attorney served as the PAO's Over-All TeamLeader.

The Chief Public Attorney's creation of the said teams andtheir official travel to IGA in various dates of August 2016was the Public Attorney's Office's immediate response andappropriate action relative to Memorandum, dated 01 August20t6, issued by Secretary of the Cabinet Leoncio Evasco, Jr.to the heads of the concerned offices, including the ChiefPublic Attorney. The abovementioned Memorandum directedthe said officials "to send a team to provide assistance to theaffected overseas Filipino workers (OFWs) in the Kingdom ofSaudi Arabia (KSA), and ensure that they have adequate foodand decent living conditions, and through the communicatorsin the said team, "explain to the OFWs the benefits ofreturning home, and to facilitate repatriation of thoseinterested, prioritizing women."The specific tasks of the PAo delegation was to assist theOFWs in the execution of Special Power of Attorney (SpA)and complaints/Claims against their respective employers fortheir unpaid wages/salaries and other money claims to beRled before the Ministry of Labor of saudi Arabia, and explainto them the purpose of those documents.

g. Gina Maliwat (Maliwat), an OFW and victim of"laglag/tanim-bala"scheme was on her flight back to Macau,her place of work when she was arrested.

On behalf of Maliwat the Chief Public Attorney and her legalteam filed an Urgent Ad Cautelam Omnibus Motion: (a) toQuash Information (b) for Judicial Determination of ProbableCause; and (c) to Defer Arraignment; and (d) Motion to LiftWarrant of Arrest on August 9 and 23, 2016.

During the hearing on August 16, 2016, the Chief PublicAttorney, argued, nter alr4 that Maliwat had no intention topossess the subject ammunition and argued that possessionof bullet is punishable only if i(s for ux of any ftrarm.

On Seotember 13. 2016, the said court granted themotions filed by the PAO for Maliwat; hence, the case againstMaliwat was ordered dismissed, and the warrant of arrestissued against her was Iafted.

a. PAO-Central Offtce, a drug-fre workplace

In support of the Duterte Administration's campaign to eradicatedrug proliferation, and to ensure that the PAO is a drug-freeworkplace, the Administrative Service of the PAO-Central Office andMs. Zillah Glarileen D. Calaunan, Administrative Officer IV of theExecutive Support Statr, PAO-Central ffice who is also a registeredmedical technologist (RMI), conducted random and unannounceddrug testing on all the PAO rank and file employees assigned at theCentral Office and its officials, including the Chief Public Attorney.

The series of the said drug testing was conducted from Auqust 1

to 5. 2016. Collectively, the administered drug testing yielded anegative result, i.e,, no personnel was tested positive of drug use. Assuch, the PAO-Central Office was declared a drug-free workplace.

b. Assisbnce to drug dependenB rqarding documentation,repnesenbtion, and rchabilibtion

The Quezon City Police District (QCPD) requested the Chief PublicAttorney to notarize the Salayays or Affidavits of drug dependentswho voluntary surrendered for rehabilitation. Together with some ofthe PAO's senior lawyers, she responded to their request last June21-A& They notarized the Affidavits of almost five hundred (500)drug dependents who surrendered on that day.

As of December 24L6, twenty-four thousand five hundred one(24,501) individuals have availed of the pro bono services regardingdocumentation and representation - for rehabilitation purpose - ofthe PAO through its Regional and District Offices nationwide.
