INTRODUCTION This document describes the FDI Projects module of the Albania External Assistance Management Information System (ALB EAMIS) application developed for the Ministry of Finance and Economy (MoFE) of the Republic of Albania. It provides the necessary instructions that the users should follow during the data entry process. The document is addressed to those who will use ALB EAMIS to capture or update information on the foreign direct investment projects implemented in the country.

OVERVIEW The Albania External Assistance Information Management System (ALB EAMIS) is a web-based automated management information system developed for the Ministry of Finance and Economy (MoFE) as part of the Republic of Albania’s Integrated Planning System (IPS). The system aims at addressing the common issues confronted by countries managing large development financing flows. More specifically, it supports key business functions in the MoFE in managing development financing and serves as a unified information hub for a diverse group of stakeholders, including MoFE, Line Ministries and Agencies, Donors, Private Investors, local governments, and Public citizens.

One of the primary objectives that ALB EAMIS is called to achieve is to support the Government of Albania in formulating a comprehensive financing strategy; effectively managing development finance and implementation; and, promoting accountable and transparent use of resources. The system, now referred to as the Integrated EAMIS System, will serve as a reliable and credible source of information for externally funded activities linked to Program objectives with target indicators. It will also serve as a one-stop-shop for information on financing and performance of donor, private and local investments in Albania’s development and economic growth.

Another objective that ALB EAMIS strives to achieve is to support key business functions in the Ministry of Finance and Economy (MoFE) and to manage all aspects of development financing. Moreover, the system is integrated with the nation-wide system used by MoFE, government officials, donors, private investors and PMO, providing all the stakeholders with facilities for data entry and analytic reporting, chart, graph, and map generation to monitor vital trends, implementation progress, results and statistics, and production of progress reports on public development spending and its impact.

The FDI Projects module in ALB EAMIS is designed to provide a convenient and easy way of collecting and updating information on the projects that are implemented in the country and that are funded through foreign direct investments. Once you have accessed this module, you can add new project records to the centralized database, view them, as well as keep track of the project implementation. Moreover, the FDI Projects module is incorporated with a built-in online data entry sub-system, which is designed to allow entering the project related data remotely via the Internet. ALB EAMIS provides a web-based user interface and requires the end user to have a web browser pre-installed. Note: To ensure more flexibility and a more user-friendly environment, ALB EAMIS has been implemented as a multi-lingual system allowing the users to view the data presented in the system in two languages: Albanian and English.

FDI PROJECTS DATA ENTRY FORM The FDI Projects data entry form (Figure 1 and Figure 2) is used to capture information on the projects that are implemented in the country and that are funded through foreign direct investments. The information to be provided in the form includes, but is not limited to the project properties, smaller units of work - activities - that the project is broken down into, and other project details.

For details on what information is requested in the FDI Projects data entry form, see the table below.

Note: Some fields in this section are mandatory to be filled in. They are marked with an asterisk.

Field Name Description

FDI Project Properties Provide the information requested in this field by indicating the following:

• Country – indicate the country where the FDI project will be implemented from the drop-down list. This field is mandatory.

Note: If the list of countries is long and hard to browse in, you can make use of the search option. To locate the instance that you are looking for, you should enter the keyword in the search box above the drop-down list.

• Company – select the company that is investing into the project from the drop-down list. This field is mandatory. Please, note that you will not be able to select a different company for the project after saving the project form. The information in this field will be displayed in the read-only mode.

Note: If the list of companies is long and hard to browse in, you can make use of the search option. To locate the instance that you are looking for, you should enter the keyword in the search box above the drop-down list.

• Parent Company – this is a read-only field that displays the name of the parent company investing into the project, if any.

• FDI Project Code – enter a unique identification code assigned to the project. This field is mandatory. Please, note that you cannot enter more than 30 characters in this field.

• FDI Project/Company Description – enter a short overview of the project to be implemented or the company investing into the project implementation in English and Albanian. This field is mandatory. This can be several paragraphs of free text.

• Inquiry Date – indicate the project inquiry date. This field is

mandatory. A calendar popup is available for this field, see Figure 3: Calendar.

• Follow-up of the latest contact needed – indicate whether a follow-up on behalf of the latest contact is required by activating the respective radio button.

• Project Status – specify the project status in terms of implementation. This field is mandatory.

Note: If the list of project status options is long and hard to browse in, you can make use of the search option. To locate the instance that you are looking for, you should enter the keyword in the search box above the drop-down list.

• Sector – select the sector of economy that the project is going to support from the drop-down list. This field is mandatory.

Note: If the list of sectors is long and hard to browse in, you can make use of the search option. To locate the instance that you are looking for, you should enter the keyword in the search box above the drop-down list.

• Reason for Project Closure – this field becomes available for closed projects and is used to specify the rationale behind closing the project in English and Albanian. This field is mandatory.

Investment Annunciation This field becomes available for the projects with the Announced Investment status and is used to indicate the following:

• Announcement Date – indicate the date when the investment announcement was made. This field is mandatory. A calendar popup is available for this field, see Figure 3: Calendar.

• Is there written confirmation for Investment Annunciation? – indicate whether a written confirmation is available for the investment annunciation by activating the respective radio button.

• Annunciation Documents – attach all documents that may contain information related to the investment annunciation.

Contacts List all points of contact within the investing organization who can be contacted with questions, inquiries, and suggestions. This field is mandatory. For more details on how to do this, see Managing Contacts.

AIDA Responsible Officer(s) List all AIDA officers in charge of the project. This field is mandatory. For more details on how to do this, see Managing AIDA Responsible Officers.

List of Activities List all units of work – activities – that the given project is broken down into. This field is mandatory. For more details on how to do this, see Managing Activities.

FDI Project Details

Provide the information requested in this field by indicating the following:

• Announced Capital Investment (Euro) – enter the amount of the capital investment to be committed to the project. Please, note that the amount should be input in Euro.

• Rate to ALL – enter the currency exchange rate of the Albanian Lek to one Euro.

Note: The Announced Capital Investment (Euro) and Rate to ALL fields are mandatory for projects with the Announced Investment or Project statuses. In all other states, these fields are optional.

• Source of Contact (how did the contact learn about AIDA/Albania?) – indicate how the contact learned about AIDA/Albania. This can be done by selecting the appropriate option from the drop-down list.

Note: If the list of options is long and hard to browse in, you can make use of the search option. To locate the instance that you are looking for, you should enter the keyword in the search box above the drop-down list.

• Number of Jobs – indicate the number of jobs that the project

implementation will create.

• Status of Interest – this is a read-only field displaying the status of the interest on behalf of the investor. The status will remain active for 3 months. If the investor does not undertake any actions towards investing into the project after the AIDA officer's reminder, this will change into inactive.

Managing Contacts This chapter outlines how to add and create contact records, as well as edit and remove them.

Adding a Contact Record In order to add a contact record, follow the steps below:

1. Select the contact from the drop-down list. Please, note that the drop-down list will contain all contacts previously recorded for the investing company. Note: If the contact record you want to add cannot be found in the list, you can record a new contact for the company. For more details on how to do this, see Creating a Contact Record.

2. Click Add button. The contact record will be listed in the Contacts table.

Creating a Contact Record In order to create a new contact, follow the steps below:

1. Click the Create New button at the bottom of the Contacts field. The Create / Edit Contact form will open (Figure 5).

2. Provide the information requested in the form as it is described in the table below: Note: Some fields in this section are mandatory to be filled in. They are marked with an asterisk.

Field Name Field Description

First Name Enter contact’s first name in English and Albanian. This field is mandatory.

Last Name Enter contact’s last name in English and Albanian. This field is mandatory.

Job Title Indicate what position the contact occupies in the employing organization in English and Albanian.

Email Enter the email address at which the person can be contacted. This field is mandatory.

Phone Enter the phone numbers of the contact’s mobile, business, and

home. The Business phone number is required.

Gender Specify the contact’s gender by activating the respective Female / Male option button.

Fax Enter the contact’s fax number.

Address Enter the contact’s address in English and Albanian.

3. Click the Save button to save the data input. Or, click Cancel to terminate the operation.

Editing Contact Records In order to edit a contact record, follow the steps below:

1. Click the (Edit) button to the right of the contact name. The Create / Edit Contact form will open.

2. Make the required changes in the data displayed. 3. Click the Save button to apply the changes made. Or, click Cancel to discard them.

Removing Contact Records In order to remove a contact record, click the icon to the right of the record.

Managing AIDA Responsible Officers This chapter outlines how to add and create AIDA responsible officer records, as well as edit and remove them.

Adding an AIDA Responsible Officer Record In order to add an AIDA responsible officer contact record, follow the steps below:

1. Select the officer’s name from the drop-down list. Please, note that the drop-down list will contain the names of all officers previously involved in the project.

Note: If you cannot find the name of the respective officer in the list, you can record a new

officer for the company. For more details on how to do this, see Creating an AIDA Responsible Officer Record.

2. Click the Add button. The officer record will be added to the AIDA Responsible Officer(s) table.

Creating an AIDA Responsible Officer Record In order to create a new AIDA responsible officer record, follow the steps below:

1. Click the Create New button at the bottom of AIDA Responsible Officer(s) field. A Create / Edit AIDA Responsible Officer(s) form will open (Figure 7).

2. Provide the information requested in the form as it is described in the table below:

First Name Enter the officer’s first name in English and Albanian. This field is mandatory.

Last Name Enter the officer’s last name in English and Albanian. This field is mandatory.

Job Title Indicate what position the officer occupies in the employing organization in English and Albanian.

Email Enter the email address at which the officer can be contacted. This field is mandatory.

Phone Enter the phone numbers of the officer’s mobile, business, and home. The Business phone number is required.

Gender Specify the officer’s gender by activating the respective Female / Male option button.

Fax Enter the officer’s fax number.

Address Enter the officer’s address in English and Albanian.

Creating an Activity In order to create an activity record, follow the steps below:

1. Click the Create New button in the bottom of the Activities field. A Create/Edit List of Activities form will open (Figure 8).

2. Specify the date when the activity will start. This field is mandatory. A calendar popup is available for this field, see Figure 3: Calendar.

3. Provide a short synopsis of the activity and what it intends to achieve in English and Albanian. This field is mandatory.

4. Select the activity status from the drop-down list. This field is mandatory. 5. Click the Save button to to save the data input. Or, click Cancel to terminate the operation.

Editing Activity Records In order to edit the information provided for each of the selected activity, follow the steps below:

1. Click the icon to the right of the activity record. The Create / Edit List of Activities form will open

2. Make the appropriate changes in the data displayed. 3. Click the Save button to apply the changes made. Or, click Cancel to discard them.

Removing Activity Records In order to remove an activity record, click the icon to the right of the record.

Managing Annunciation Documents This chapter outlines how to attach documents, view, edit, and remove them.

Adding a Document In order to add a new document, follow the steps below:

1. Click the Add Document button at the bottom of the Annunciation Documents field. An Add / Edit Document form will open (Figure 9).

2. Indicate what type of a document you are going to attach. This field is mandatory. Note: If the list of document type options is long and hard to browse in, you can make use of the search option. To locate the instance that you are looking for, you should enter the keyword in the search box above the drop-down list.

3. Enter the title for the file to be attached in English and Albanian. This field is mandatory. 4. Provide a short synopsis of the document in English and Albanian. 5. Click the Select Files button to locate the document file and upload it. Please, note that the

attachments size is limited to 5MB, and the file should not be of the .exe or .dll type. 6. Click the Ok button to upload the selected file. Or, click Cancel to terminate the operation.

Viewing Documents In order to open a document to view its content, click the document title. The attached file will be displayed in your browser, or you may download it to the local PC.

Editing Documents In order to edit a document, follow the steps below:

1. Double click the document title to edit its content. 2. Make the required changes in the data displayed. 3. Click the OK button to apply the changes made. Or, click Cancel to discard them.

Removing Documents In order to remove a document, click the icon to the right of the document title.

SAVING DATA When you have finished with the data input or modification, you should save your changes before you leave the page. Click the Save button to save the data entered and to remain in the opened page. Or, click the Save and Close button to save the changes made and navigate away from the Data Entry screen. Clicking the Cancel button will discard any changes made and close the data entry window.
