At noon of June 30, Ferdinand “Bongbong” Romualdez Marcos Jr. formally assumed as the 17th President of the Republic of the Philippines during his inauguration held at the National Museum, Metro Manila.

Supreme Court chief justice Alexander Gesmundo officiated the oath and was witnessed by the President’s wife, lawyer Liza Araneta-Marcos and sons, Ferdinand Alexander, Joseph Simon, and William Vincent.

Ano nga ba ng sakit na ito?Ayon kay Dr. Dean Hernando Zenarosa,

resident physician ng Philippine Information Agency (PIA), ang prostate cancer ay isang uri ng sakit kung saan ang malignant (cancer) cells ay namumuo sa prostate gland, kung kaya’t lalaki lamang ang tinatamaan ng kondisyong ito.

Aniya, ang kanser sa prostate ay ang pang-apat na nangungunang site ng cancer at ika-apat na nangungunang sanhi ng pagkamatay ng cancer sa mga lalaki na Pilipino.

“Ngayong Prostate Cancer Awareness Month, nais namin sa PIA Medical Clinic na ipaalala na habang tumatanda ang isang lalaki, mahalagang mapanatili ang kalusugan ng kaniyang prostate gland,” saad nito.

Alamin ang karaniwang sintomas ng prostate cancer.

Ayon kay Zenarosa, kung mayroon ang isang lalaki ng alinman sa mga sumusunod na sintomas ay magpatingin agad sa doktor.

Authentic impact: providing emergent and seasoned thought leaders with opportunities for

further growth and success

The thought leadership industry is a vast field of opportunities that has been gaining traction since the beginning of civilization. To the uninitiated, thought leadership simply refers to the field consisting of training, consulting, mentoring, and nurturing people to become the best not only in their professional lives but also in their personal lives.

It is not enough that a thought leader is competent in his/her field of endeavor for s/he must also develop the heart to succeed and to mentor others to become immensely successful, too. If one were to ask if teachers and other educational leaders are thought leaders, then my answer is YES.

There are many organizations that purport to act in the name of the welfare of their members. However, there are some of them that are too exclusive (and esoteric) that they unwittingly leave their members in the dark. There are also some groups that are too profit-oriented that one by one, members tend to dissociate themselves from their respective organizations. Nevertheless, there are organizations that may be emergent yet treat their members as family and as contemporaries, whether one is emergent or seasoned.

The Philippine Advocates for Consultants and Trainers (PACT) happens to be one of the groups that is not only an organization but also a family and a community.

PACT is one of the emergent organizations that foster continuous growth and sustainable, realistic, and consistent development among thought leaders under its wings. Founded in May 2018 by a group of thought leadership industry personalities led by Mr. EnterTrainer Myron Sta. Ana, PACT is currently in its fourth year of existence and is led by a current crop of officers, headed by President Malvin Dinlasan (author, “Growth Chase”) and ably supported by Vice President Haydee Aunzo (financial literacy advocate/educator and inspirational speaker), Secretary Rowena “Winnie” Ragudo (financial literacy advocate/educator and entrepreneur), Treasurer Melanio “John” Pano, Jr. (founder and managing director, MB Pano Accounting), Auditor Roberto “Bobet” Prudente (financial literacy advocate/educator, IT expert, and author), and this writer as PRO. There’s a young man who asked God for world peace. God replied, “No, that’s difficult.” Frustrated, the man asked God, “Lord, make me handsome then.” He looked at him and said, “Let’s go back to world peace!”

* * *One important message of

Jesus in this Sunday gospel is PEACE. It could not be more timely and relevant as the world is reeling and torn by wars, particularly in Ukraine and Myanmar. In our country, conflicts, kidnappings and violence are predominant.

Right in the homes and workplaces, there are pockets of conflicts, animosities, and, hatred.

In sending out his 72 disciples, Jesus gave the following instruction: “Whatever house you enter,

let your first words be ‘Peace to this house!’” (Lk 10,5).

* * *Peace is not just the

absence of conflict or tension but also the presence of justice and respect for people’s rights.

There can be no peace in society if people don’t respect the rights of their fellowmen. Similarly, there’s no peace in the homes if children flout the authority of their parents. The fourth commandment of God affirms this explicitly, “Honor your father and mother.”

There can be no peace among married couples if one party cannot give way every now and then or if a spouse does not respect the other if he is committing infidelity.

* * *Jesus said, “You should be

a ‘lamb among wolves’ (Lk 10,3), that is, a reconciler or a peacemaker.

Famous singer and artist Sharon Cuneta and daughter KC Concepcion had been estranged and cold with one another for years but they had gotten reconciled recently. The reconciliation took place because of a family friend showman, German Moreno, more known as “Kuya Germs” who persevered in reconciling the two even though he had passed away, not seeing the fruit of his peacemaking. Kuya Germs must be happy in Heaven now.

GUESS WHAT: Discrimination towards emergent professionals and unabated exclusivity offline and online are the trademarks of this now-has-been human resources expert. According to several sources who are also in the human resources industry, pride seeps into the brain and heart of our egomaniacal subject, who is obviously an intellectual megalomaniac. Even if this so-called industry stalwart is now irrelevant to the times, s/he still unleashes his/her terror online by shunning younger, aspiring thought leaders in the people management industry. To make matters worse, our subject has been harboring ill will and unleashing ornery cuss against an equally veteran yet humble and kind human resources practitioner. Alas, the subject in question is now indisposed and in obscurity, as well as wanting of work.

It can be recalled that Marcos Jr. received the overwhelming 31,629,783 votes or 58.77% of the total votes cast during the recent polls.

What are the lessons of the story? Never let pride eat you up while you are still strong. Fame and fortune will elude you once you develop an uncontrollably inflated ego. Do not claim to be the best because there will always be people who are better than you. Get off your high horse even if you have made a name for yourself because once you fall, it will be painful.

GUESS WHO: Who is this academic-cum-event organizer who has shirked his/her responsibilities back in the Philippines? According to my source, who was a participant of a seminar-workshop that our subject organized and who contacted me through telephone, s/he complained that all of them participants have not yet been awarded certificates of participation for the event for PRC compliance, which took in the last quarter of the year before the COVID-19 pandemic, que barbaridad! To add insult to injury, the speakers have not yet been paid, el bobo dela yuca!. In fairness to the academic/event organizer/trainer, even if s/he is now based abroad for work, s/he reached out to the participants and promised to sort the mess himself/herself.

What are the lessons of the story? Be prepared when organizing events. Do not be too presumptuous by not preparing for Plan B or Plan C. If you have to extend your plans to Plan Z, do so. Pay your speakers on time and give your attendees their well-deserved certificates.

TUBAO, La Union, June 30 (PIA) -- Elected and re-elected officials from the second district of La Union headed by Representative Dante S. Garcia were sworn in to office on Tuesday at the Tubao Civic Center here.

Newly-elected Rep. Garcia along with the officials from the towns of Tubao, Aringay, Agoo, Sto. Tomas, Bagulin, Pugo, Rosario, and Burgos took their oath of office before Judge Romeo M. Atillo, Jr., the presiding judge of Agoo, La Union RTC Branch 31.

During the election period, Garcia wooed the voters with his promise of “bringing the government as closest as possible to the people.”

“In order to change the lives of our people, free them from the baggage of poverty and deprivation,” he said.

He added that he will ensure that all citizens of the second district of the province will be treated equal in terms of opportunities and social services.

Among his priorities include the rebuilding and rehabilitation of the Don Mariano Marcos Memorial State University (DMMMSU) – Alipang National High School and the creation of DMMMSU Agoo College of Medicine as well as College of Criminology in Naguilian.

He added that he will put emphasis on improving further the sectors of tourism, agriculture, and health.

Meanwhile, Vice Governor Mario Ortega attended the oath-taking rites and inspired all the winning candidates to use their position to service the needs of their citizens.

“Use your heart then your brain, you will never go wrong serving the people,” he said.

ILOCOS SURPAGCOR inaugurates P50M-worth

evacuation center in Ilocos SurVIGAN CITY, June

28 (PIA) – The Philippine Amusement and Gaming Corporation (PAGCOR) and the local government unit (LGU) of Tagudin recently inaugurated the Multi-Purpose Evacuation Center (MPEC) in Barangay Cabulanglangan, Tagudin, Ilocos Sur.

The P50-million worth building was funded by the PAGCOR.

According to PAGCOR, the MPEC has a kitchen area, storage areas for relief goods, toilet and shower rooms for male and female, and lactating rooms for nursing mothers.

When it is not being used as an evacuation site, it has a spacious badminton-court type area that may be used for sports events and other purposes such as training.

“This aims to help address the lack of appropriate evacuation facilities not only in

the recipient towns but also in neighboring communities,” the PAGCOR said.

“We at PAGCOR strive to bring government services to those who are in dire need, even to remote communities. We hope and pray that these services will alleviate the conditions of our kababayans, especially those who have less in life,” PAGCOR president and chief operations officer Alfredo Lim added.

Tagudin Mayor Roque Verzosa, Jr. expressed his gratitude to PAGCOR for another significant contribution to their municipality.

“In the past, PAGCOR already answered our call for additional classrooms, town transportation service, and construction materials for our less fortunate kababayans. Now, PAGCOR granted us this multi-purpose evacuation center which

VIGAN CITY, June 29 (PIA) – Ilocos Sur incoming governor Jeremias “Jerry” Singson urged the Philippine Drug Enforcement Agency (PDEA) on Monday to be more aggressive with their programs against illegal drugs.

“Illegal drugs should not infiltrate the province, I appeal to the agencies in-charge. We do not want to see the shadows of drug pushers in Ilocos Sur,” he said during the Joint Meeting of the Provincial Peace and Order Council (PPOC), Provincial Anti-Drug Abuse Council (PADAC), Provincial Disaster Risk Reduction Management Council (PDRRMC), and Provincial Development Council (PDC) at the Provincial Farmers Livelihood Development Center here.

Cabarles reported that five anti-illegal drug operations were conducted where six persons were arrested and 13 cases were filed.

Cabarles also presented that 448 barangays have been drug-cleared among the 631 drug-affected barangays, and 18 of the 32 drug-affected municipalities are now drug-cleared while the two cities - Vigan and Candon - remain drug-affected.

The governor-elect said PDEA-Ilocos Sur must issue certificates to the barangays as soon as they are deemed drug-cleared to motivate other barangays to step up and follow suit.

San Carlos City, Pangasinan wins National POPDEV Award

The City of San Carlos in Pangasinan was awarded the First Place for the Population and Development (POPDEV) Integration City Category of the 2022 National Kaunlarang Pantao Award held on June 23, 2022 at the Hotel Lucky China Town, Binondo, Manila. The award manifested the effective response of the local government unit in addressing the challenges of the COVID-19 pandemic by generating and utilizing timely, comprehensive and reliable population and development data and information.

In his acceptance speech, Vice Mayor Joseres Resuello thanked the POPCOM family for a noble undertaking of recognizing all the local efforts in pursuing the population and development programs despite the hurdles of the pandemic. “San Carlos city is the biggest in terms of population sa buong Region 1. We really focused on population program and hopefully

One more step and these five organic agriculture practitioners from Pangasinan will be able to certify other organic farmers in Ilocos region.

This after they received their Participatory Organic Certificates (POC) from the Bureau of Agriculture and Fisheries Product Standards (BAFPS), Wednesday.

Dr. Vivencio Mamaril, BAFPS Director said that the certificate is a proof that the farmers and their commodities passed the qualifications of the Philippine National Standards for Organic Agriculture.

Among those who received their POCs are Ms. Evelyn Breguera (Abundance Agri-Tourism Farm and Training Center, Inc.) from Dasol, Pangasinan, Ms. Vilma

Corpuz (Paraiso del Valour) from Alaminos City, Ms. Annabella Dacones (Teraoka Farm, Inc) and Ms. Lea Astrude Santiago (Our Farm Republic), both from Mangatarem, Pangasinan, and Ms. Noemi Disu (Greentop Organix Farm) from San Fabian.

Said organic farmers’ commodities are mainly focused on vegetable and fruit crops, herbs spices and medicines, table eggs and native chicken.

However, Dr. Choi is hoping that in no time, the farmers will be accredited as organic certifying bodies (OCB) to ease certification process not only in Pangasinan but in the entire Region 1.

1. Petitioner is of legal age, Filipino, and a resident of Brgy. 11, Sta. Rosa, Sarrat, Ilocos Norte, Philippines. He may be served with summonses, orders and other legal processes of this Honorable Court at this address and at the address of his counsel given below. 4. Prior to petitioner’s marriage with respondent, the former was previously married to Rosalia Fabellore Tagaca on September 1, 1989 in Solsona, Ilocos Norte. A copy of his CENOMAR and Marriage Certificate with Rosalia Fabellore Tagaca are hereto attached and marked as Annexes “F” and “G”, respectively;

5. Evidently, petitioner’s marriage with Rosalia Fabellore Tagaca was solemnized before her marriage with the petitioner;

6. There is no showing that petitioner’s marriage with Rosalia Fabellore Tagaca was judicially annulled, voided, or the latter was declared presumptively dead in the absence of any annotation of such matter in the aforesaid CENOMAR and Marriage Certificate;

7. By reason of his subsisting valid marriage with Rosalia Fabellore Tagaca, petitioner’s subsequent marriage to respondent is clearly and evidently bigamous and is thus void ab initio;

8. Article 35 (Par. 4) of the Family Code of the Philippines explicitly provides that”

“Art. 35. The following marriages shall be void from the beginning:

(1) xxxxxxxx;(2) xxxxxxx;(3) xxxxxx;(4) Those bigamous or polygamous marriages not falling under Article 41:” (emphasis ours);

9. Petitioner and respondent do not own conjugal properties;

10. They do not have any child with each other;

11. In order to support the allegations in the instant Petition, the following witnesses shall be presented:

b. PSA authorized representative

The PSA authorized representative will be called to testify that:

1) Petitioner has two (2) existing marriages as evidenced by the civil registry documents on their file;2) Petitioner’s marriage with Rosalia Fabellore Tagaca has not been declared void, annulled or dissolved in the absence of any annotation in her Marriage Certificate of Advisory on Marriages; and3) He/she will identify the documents that were issued by the PSA and testify on other allied matters pertinent to this case.

Since said witness is a government official or employee, his/her Judicial Affidavit will be submitted five (5) days before he is presented as a witness before the Honorable Court.

12. To further support the claims contained in this Petition, the following documents shall be presented and used as a documentary or object evidence:

13. Petitioner now comes before this Most Honorable Court, respectfully pleading that he be freed from the bondage of his marriage with respondent, which was doomed from the beginning, the marriage being BIGAMOUS, thus VOID AB INITIO.

WHEREFORE, it is most respectfully prayed of the Honorable Court that after due notice and hearing, judgment be rendered declaring the marriage between petitioner and respondent VOID AB INITIO and WITHOUT FORCE OR BINDING EFFECT.

ORDER

Before the Court is a verified petition fro the judicial recognition of foreign decree of divorce and cancellation of entries of in the civil registry.

A verified petition essentially alleges that petitioner Delia Mata Madarazo contracted a valid marriage with Julio Somera Madarazo on January 12, 1982 in a civil ceremony before the then Honorable Presiding Judge Guillermo M. Pasion, auxiliary City Judge of Laoag City and was duly registered with the Civil Registrar of Laoag City and the Philippine Statistic Officer. After the marriage, Julio Madarazo resided in California, U.S.A. and on May 21, 1987, was naturalized as an American Citizen taking oath at San Jose, California while petitioner Delia Madarazo stayed in the Philippines where she pursued a career in public service with the Government Service Insurance System (GSIS) until her retirement in May 2009. Sometime in 2018, Julio Madarazo filed for a dissolution of her marriage or divorce with petitioner before the Superior Court of California, County of Santa Clara which was granted on April 4, 2019.

“The recognition of the foreign divorce decree may be made in a Rule 108 proceeding itself, as the object of special proceedings (such as that in Rule 108 of the Rules of Court) is precisely to establish the status or right of a party or a particular fact. Moreover, Rule 108 of the Rules of Court can serve as the appropriate adversarial proceeding by which the applicability of the foreign

judgment can be measured and tested in terms of jurisdictional infirmities, want of notice to the party, collusion, fraud, or clear mistake of law or fact. (emphasis ours).

Considering that Delia Mata Madarazo in her petition pray among others for the recognition of the April 4, 2019 divorce decree issued by the Superior Court of California, County of Santa Clara, California, U.S.A.; the declaration of the marital bond between the parties severed as a result thereof and the declaration that the petitioner is capacitated to remarry; ordering the Civil Registrar General - Philippine Statistics Authority and the Local Civil Registrar of Laoag City to annotate the divorce decree on the Marriage Contract/Certificate of Marriage between the parties; ordering the Local Civil Registrar to register and record the judgment (Recognizing the Divorce Decree) of the this Court on the instant petition; Ordering the Register of Deeds of Laoag City, Ilocos Norte to annotate the Decision of this case on the Transfer Certificate of Title No. T-38879; and, Ordering the Register of Deeds of Baguio City and the City Assessor’s Office to annotate the Decision of this case on Katibayan ng Orihinal na Titulo Blg. T-131102-2005-244, the Court treats the instant petition as an adversarial proceeding under Rule 108. consequently, a strict compliance with the requirements of Rule 108 of the Rules is mandated.

Finding the petition to be sufficient in form and substance, the petition is given due course and is set for initial hearing on July 22, 2022 at 8:30 o’clock in the morning at the Marcos Hall of Justice, Laoag City.

In order that any person who may be adversely affected by the said petition may be notified to file written oppostion and/or appear and show cause why the petition should not be granted, let this Order be published once a week for three (3) consecutive weeks in a duly accredited newspaper of general circulation in the City of Laoag and the Province of Ilocos Norte at the expense of the petitioner.

PSA-funded areas of implementation are the municipalities of Adams, Dumalneg, Carasi, and Burgos in Ilocos Norte; Bagulin, Burgos, and Pugo in La Union; Gregorio Del Pillar, Lidlidda, Nagbukel, San Esteban, San Ildefonso, San Vicente, Santa Catalina, Sigay, and Sugpon in qIlocos Sur; and Sto. Tomas in Pangasinan.

On the other hand, areas to be funded by their respective local government are the towns of Bacarra, Piddig, and Solsona in Ilocos Norte; Aringay, Bacnotan, Bangar, and Rosario in La Union; Aguilar, Bautista, Bolinao, Mangatarem, and Pozorrubio in Pangasinan; and Galimuyod, Quirino, Santiago, Sta. Maria, Sta. Lucia, and Suyo in Ilocos Sur.

According to lawyer Sheila De Guzman, regional director of PSA,

the participation of LGUs in the upcoming rollout is optional although many have signified their interest to join but were not able to make it to the cut-off date given the strict screening process and approval of the PSA Central Office (CO).

“Madaming gustong sumamang LGUs pero hindi sila nakahabol sa cut-off noong June 15 at talagang naging mahigpit ‘yong screening ng CO kung kakayaning i-finance ng LGU ‘yong magiging rollout,” De Guzman said.

Prior to the rollout, the hiring and recruitment of enumerators are being undertaken to be followed by the operational training from the provincial down to the city/municipal level.

Sec. Dar bids farewell to Ilocano farmers; Php223.30M worth of DA projects distributed

Three days before his term ends as the Secretary of Department of Agriculture, Sec. William Dar spent his week-end in Ilocos Region as he led various activities and project visit on June 25-27, 2022.

Bidding farewell to the farmers and fisherfolks at the Candon City Civic Center, Candon City, Ilocos Sur, Sec. Dar led the release of fuel subsidy and the distribution of rice farmer’s financial assistance and other DA interventions together with DA’s Assistant Secretary for Strategic Communications, Noel Reyes.

In his message during the event, Sec. Dar said that he shall be leaving three legacies that laid

down a solid foundation in growing and developing the Philippine agriculture.

First legacy he mentioned is that Filipinos no longer lined up for palay grains during his term as the Secretary despite the worldwide pandemic that greatly affected the economy.

“Walang nangyaring pilahan sa bigas. Masayang-masaya kami dahil bagamat may pandemya, walang pilahan sa bigas,” Sec. Dar said.

Sec. Dar also took pride that during his 2-year and 10 months term as the Secretary of DA, the agency recorded the highest harvest in palay so far with 19.96 million metric tons.

Another notable accomplishment of the

Secretary is the crafting of the 10-year national agri and fisheries modernization and industrialization plan up to 2032 which provides a solid foundation to develop and improve the farming and fishing sectors in the country going beyond up to the coming administration.

With the strategic plan that the DA has laid down under his watch, Sec. Dar expressed high hopes that farmers and fishers in the country especially the various members of the cooperatives and farmers’ groups and associations shall achieve progress and prosperity with the four pillars and 18 key strategies drawn to achieve the OneDA reform agenda.

Meanwhile, as his

way of expressing his benevolence to the farmers and fishers in Ilocos Sur, he led the distribution and awarding of various projects amounting to Php223.30 million given to various farmers and fisherfolk associations in the province.

Under the Rice Farmers Financial Assistance Program, a total of 700 farmers benefitted from the project amounting to Php3.5 million while the fuel subsidy program for 25 corn farmers and 25 fisherfolks amounts to Php150,000.

From among the 6 major Banner programs of DA in the region, the Livestock Program shared the biggest chunk of projects given to the recipients with the

distribution of P24.8 million sentineling project, Php22 million for the Suyo Multipurpose Cooperative, P49.5 million for Sacred Heart Savings Cooperative and P115.5 million for the Nueva Segovia Consortium of Cooperatives which are under the Integrated National Swine Production Initiatives for recovery and expansion thru the implementation of community based swine production through clustering and consolidation.

Under the rice, corn, hvcdp and organic programs, various farm machineries and equipment were also given to various recipients amounting to Php 7.8 million.

Aside from the distribution and awarding of projects, Sec. Dar also led the visit at the Don

Mariano Marcos Memorial State University’s Pig Extension and Research Farm at Baroro, Bacnotan, La Union on June 25, 2022 and inked a Memorandum of Agreement with the Pangasinan State University for the establishment of a campus radio station to further develop and institutionalize the communication and dissemination efforts of the DA and the PSU with regard to the research breakthroughs and agri-fishery technologies of the university.

Concluding his three-day visit, Sec. Dar also also administered the oath taking of the newly elected officials of the municipalities of Burgos and San Emilio, Ilocos Sur led by Mayors Nathaniel Escobar and Joey Warren Bragado. (Rafis Ilocos Region)

SAN FERNANDO CITY, June 29 (PIA) – Thirty-five local government units (LGUs) in Ilocos Region will join the simultaneous nationwide launching of the Community-Based Monitoring System (CBMS) of the Philippine Statistics Authority In August.

The participating

LGUs are composed of 18 municipalities under the 5th to 6th income class of which CBMS rollout will be funded by the PSA while the other 17 are 1st to 4th income class towns of which implementation will be LGU-funded.

Ilocos Region wins ‘Most Innovative Region’ award for COVID-19 vax program

San Fernando City, June 30 (PIA) -- The Ilocos Regional Vaccination Operations Center (RVOC-1) was recently awarded and recognized as the “Most Innovative Region” in the implementation of the National COVID-19 Vaccine Deployment and Vaccination Program.

The certificate of recognition was received

by Regional Director Paula Paz Sydiongco and Assistant Regional Director Helen Tobias of the Department of Health – Ilocos Center for Health and Development in an awarding ceremony held recently in Quezon City.

“Once given with sufficient COVID-19 vaccine supply, Ilocos Region rolled out one of

the most comprehensive vaccination campaigns,” cited in the certificate.

These innovations include house-to-house and school-based vaccination, barangay-level analysis and planning, contextualized logistics and technical support, among others.

Sydiongco said that vaccination is continuously

being conducted in order to immunize the remaining population including those who need to be given booster shots.

PTV, PGIS ink MOA to build transmitter in Ilocos Sur

VIGAN CITY, June 29 (PIA) – The People’s Television Network, Inc. (PTNI) and the Provincial Government of Ilocos Sur (PGIS) signed a memorandum of agreement (MOA) on Wednesday for the establishment of its Ilocos Sur relay station “PTV Ylocos Sur”, and the construction of a broadcast tower and installation of broadcast equipment in Bantay, Ilocos Sur.

The PGIS has allotted a 300-square-meter lot at Mount Caniaw in barangay Tay-ac, Bantay town.

The agreement also states that the PTNI will give the PGIS a 30-minute weekly window for the purpose of information

dissemination by the provincial government.

PTNI General Manager Katherine Chloe De Castro and Ilocos Sur Governor Ryan Luis Singson spearheaded the signing of the agreement at the Provincial Farmers Livelihood Development Center in Vigan City.

In his message, Governor Singson emphasized the vital role of the media to disseminate information to the people.
