Vice Admiral William J. Galinis is a native of Delray Beach, Florida. He is a 1983 graduate of the U.S. Naval
Academy where he received a Bachelor of Science degree in Electrical Engineering. He holds a Master of Science degree in Electrical Engineering from the Naval Post Graduate School.
Galinis’ sea duty assignments included Engineer Officer on board USS Roark (FF 1053) and Damage Control Assistant on board USS Vreeland (FF 1068).
His Engineering Duty Officer tours included supervisor of Shipbuilding, Conversion and Repair, New Orleans, where he worked on both new construction and repair projects
including assignment as the PMS 377 Program Manager’s representative for the (LSD) (CV) Shipbuilding Program; Board of Inspection and Survey, Surface Trials Board as Damage Control Inspector; and a number of program office and staff positions including the USS Zumwalt (DD 21) and USS San Antonio (LPD 17) Program Offices, Office of the Chief of Naval Operations in the Requirements and Assessments Directorate, and in the Office of the Deputy Assistant Secretary of the Navy for Shipbuilding as the Chief of Staff.
Galinis’ command assignments include LPD 17 Program Manager; Supervisor of Shipbuilding, Gulf Coast; and as the Commanding Officer of the Norfolk Ship Support Activity (NSSA).
Galinis’ flag assignments include Commander, Navy Regional Maintenance Center, during which time he also assumed the duties of Deputy Commander for Surface Warfare, Naval Sea Systems Command; and most recently as Program Executive Officer, Ships.
He has received various personal, unit, and service awards including three Navy Battle “E" awards.
Vice Admiral Galinis assumed command as the 45th Commander of Naval Sea Systems Command (NAVSEA) in June 2020.
MAJOR GENERAL DAVID MAXWELL, USMCVice Director for Logistics, J4

After completing The Basic School and Logistics Officer Course, Major General
Maxwell reported to 3rd Landing Support Battalion in Okinawa where he was a Platoon Commander and Company Executive Officer of a Support Equipment Company. In 1991, he was transferred to be the Assistant Logistics Officer for 9th Marine Regiment. Completing studies in Defense Systems Analysis and Financial Management at Naval Post Graduate School. In 1994, Maxwell was assigned as the Assistant Program Objective Memorandum Development Officer for Marine Corps Combat Development Command, Quantico, VA until 1998.
Moving to the Carolina MAGTF, he served in logistics billets with Marine Wing Support Squadron 274, Cherry Point; Marine Aircraft Group 26, New River; and 2nd Marine Division, Camp Lejeune.
In 2003, Maxwell transferred to Marine Corps Forces Korea as the Logistics Officer and subsequently assumed command as the Inspector Instructor for Headquarters and Service Battalion, 4th Marine Logistics Group in Marietta, GA in 2004. After graduating with distinction from the National War College in 2007 he proceeded to the J-4 Logistics Staff, U.S. European Command in Germany as the Deputy Division Chief, Logistics Support Division and the Chief, Joint Logistics Operations Center where he was promoted to Colonel.
After deploying with 2nd Marine Logistics Group (Forward) as the AC/S G-3 Operations Officer for Operation Enduring Freedom 2011, he served as Commander, Marine Corps Base Quantico until 2015.
On promotion to Brigadier General, he was assigned as the Combined Joint Director of Logistics (CJ- 4) for NATO Resolute Support, Afghanistan. From 2016 to 2018,
he commanded the 2nd Marine Logistics Group, Camp Lejeune NC. Following this, he served as the Assistant Deputy Commandant, Installations and Logistics (Plans, Policies and Strategic Mobility) before assuming his current duties in July 2020.
Maxwell’s personal decorations include: the Defense Superior Service Medal, the Legion of Merit, the Meritorious Service Medal, the Joint Service Achievement Medal, the Navy and Marine Corps Achievement Medal and the Outstanding Volunteer Service Medal.
Maxwell, an Oregon native, is married to the former Jennifer Diane Walsh of Ellicott City, MD. They have two daughters.

MAJOR GENERAL MARK SIMERLY, USACommanding General, Combined Arms Support Command (CASCOM)U.S. Army
Major General Mark T. Simerly assumed the duties and responsibilities as
the Commanding General for the Combined Arms Support Command (CASCOM), the Sustainment Center of Excellence (SCOE), and Fort Lee on July 9, 2021. Previously, he served as the J4 Director, U.S. Forces Korea from June 10, 2020. He was commissioned as a lieutenant of Air Defense Artillery and awarded a Bachelor of Arts Degree as a Distinguished Military Graduate from the University of Richmond. Simerly holds a Master’s of Science in National Resource Strategy from the National Defense University and a Master’s of Military Arts and Sciences Degree from the United States Army Command and General Staff College.
His command assignments include the 19th Expeditionary Sustainment Command, Daegue, South Korea from July 2019 to June 2020; Defense Logistics Agency Troop Support, Defense Logistics Agency Troop Support at Philadelphia, Pennsylvania from July 2017 to June 2019; 4th Sustainment Brigade, Ft. Hood, Texas from January 2012 to August 2013; 704th Brigade Support
Battalion, 4th Brigade Combat Team, 4th Infantry Division at Ft. Hood, Texas, when the unit re-flagged as the 27th Brigade Support Battalion, 4th Brigade Combat Team, 1st Cavalry Division and deployed to Tallil, Iraq from June 2008 to June 2009; Bravo Company, 801st Maintenance Support Battalion, Division Support Command, 101 st Airborne Division (Air Assault) Ft. Campbell, Kentucky from December 1996 to May 1999.
Simerly’s key staff assignments include Director of United States Forces Korea J4 at Camp Humphreys, South Korea; Director of Combined Arms Support Command Capabilities Development and Integration at Fort Lee, Virginia from August 2015 to June 2017; Ill Corps Assistant Chief of Staff, G4 at Ft. Hood, Texas from February 2014 to July 2015; United States Forces- Afghanistan Director of Logistics, J4, in Kabul, Afghanistan from August 2013 to February 2014; Assistant Chief of Staff, G3, U.S. Army Operational Test Command from July 2011 to January 2012; Senior Combat Service Support Observer
Controller at the Joint Readiness Training Center, Ft. Polk, Louisiana from September 2009 to July 2011.
His military education includes the Air Defense Officer Basic Course, the Combined Logistics Advanced Course, the Command and General Staff College, the Industrial College of the Armed Forces, and the Army Force Management School.
