The objectives of the program are to prevent the duplication of effort of 1X)D personnel and functions, achieve the lowest unit cost to the WD through consolidation of procurement requirements, and attain tne highest degree of procurement efficiency.

The DOD Coordinated Procurement Program i s designed t o integrate the procurement functions of the Mil i tary Departments t o the maximum prac t i ca l degree i n those commodity areas which are amenable t o integrat ion and/or susceptible t o coordinated procurement. The objectives of the program are t o prevent the duplication of e f f o r t of 1X)D personnel and functions, achieve the lowest un i t cost t o the WD through consolidation of procurement requirements, and a t t a i n tne highest degree of procurement eff ic iency.

1). Single Manager Assignments.

A. The Assistant Secretary of Defense ( ~ n s t a l l a t i o n s and ~ o g i s t i c s ) w i l l exercise responsibi l i ty over the DOD Coordinated Procurement Program, including the making o r approving of new assignments and changes t o ex is t ing assignments.

B . Tne Mil i tary Departnents a r e responsible f o r complying with a l l applicable coordinated procurement procedures outl ined i n references (c) and (n) .

C . Procuring Departments a r e responsible f o r providing prompt e f f i c i e n t procurement service t o R e q u i r i n ~ Departments.

D . Requiring Departments a r e responsible f o r coraplying with the pro- cedures established by the Procuring Department f o r the operation of i t s procurement assignments.

E. V. EFFECTIVE DATE

This Inst ruct ion i s effective immediately. A l l Commodity Assignments prescribed herein a r e effect ive immediately, except t h a t assignments t o the Eti l i tary Automotive Supply Agency, Mil i tary Construction Supply Agency, Mili tary General Supply Agency, and Pli l i tary Indus t r ia l Supply Agency a re e f fec t ive upon dates t o be announced by the Executive Directors thereof. Assignments t o Mil i tary Departments which a re superseded by assignments t o Single Managers a r e discontinued upon the effect ive date as announced by tine Executive Directors.

Reference ( a ) i s superseded and cancelled. The Plant Assignment w i l l be covered i n a l a t e r publication.

I. CRlTgRIA l!OR C O M W D ~ ASSIGNMENTS

A. Ccmrmodities which meet a l l of the following c r i t e r i a , including those recommended f o r assignment a s the resul t of studies made by the Armed Forces Supply Support Center, wi l l be considered by ASD(I&L) f o r assignment on e i ther an FSC or an item basis.

The items have been classif ied on the basis of approved DOD cr i te r ia :

a. For retention f o r management by each requiring service and are a part of a homogeneous group in common use between two or more military services, or

b. fo r management by a Single Wnager, o r

c . fo r Integrated Military Management and not designated f o r management by a Single Manager.

The items are identifiable by acceptable specifications, plans, drawings, e tc . The items are procured in sufficient quantity on a repetitive basis t o effect a savings greater than any additional cost that may be inherent in consolidated procurement procedures. Both peacetime and mobilization requirements w i l l be included when reviewing items fo r assignment.

11. METHOD AND BASIS FOR ~IGNATIXG ASSIGNEES

A. Commodity assignments w i l l be made by ASD(I&L) t o the Military Departments i f considered appropriate i n accordance with paragraph I A above. Center studies referred t o i n paragraph I A above w i l l include the following data and other data considered pertinent t o indicate each Department's current and jtuture in teres t i n the commodity.

* 1. Value of the Department's procurement, inventory, and sales program, considering both peacetime and mobilization requirements.

* 2. Department's average contract price f o r the items involved.

* These data are t o be furnished t o the Amed Forces Supply Suppod Center by each Military Department a s requested.

3. Department's procurement efficiency and effectiveness.

4. Adequacy of the Department's procurement s ta f f and experience i n re la t ion t o the commodity involved.

* 5 . Department's technical f a c i l i t i e s in relation t o the commodity involved.

* 6. Department's relations with the industry involved.

7. Views of industry, if appropriate.

111. PROCEDURAL DETAIL

A. Commodity assignments w i l l be made on a Federal Supply Class basis or, if t h i s i s not practicable, on the basis of items or homogeneous groups of items. General exclusions and exceptions t o appl icabi l i ty of Commodity Assignments a re l i s t e d i n paragraph C below. Other excluded items approved by ASD(I&L) are indicated i n Attachment 1 t o t h i s Inclosure under the appropriate Federal Supply Class.

B. The Procuring Department, when applicable, w i l l establish in collaboration with the Requiring Departments an economical central buy point f o r items within i ts cognizance which have been decentralized by the Requiring Depaments. The economical central buy point w i l l be $2,500.00, o r higher a s determined by the inventory control point of the Procuring Department. When Requiring Departments intend t o procure decentralized items i n amounts which would exceed the economical central buy point, such procurement actions w i l l be processed by the Procuring Department.

C . General exclusions and exceptions t o appl icabi l i ty of Cormnodity Assignments a re a s follows:

1. Emergency procuremen%s.

2. Procurements not i n excess of $2,500.00.

3. Procurement of Authorized Local Furchase Items i n amounts not exceeding the economical central buy point.

4. Research and Development Items.

5. Items which require continuous redesign or modification during the production phase.

6 . Items excluded from coordinated procurement i n accordance with c lass i f icat ion action under the DOD item management coding c r i t e r i a .

D. The Procuring De~artment, i n conjunction with the Requiring Depart- ments, w i l l (where consistent w i t h variable stock and safe ty l eve l procedures) es tab l i sh a procurement cycle f o r each of i t s Comodity Rssigments. The Requiring Departments w i l l be responsible f o r adhering t o t h i s procurement cycle so that the Procuring Department can e f f ec t procurement of consolidated quant i t ies i n order t o achieve the lowest possible un i t cost t o the DOD. The Procuring Department w i l l keep the Requiring Departmeqt informed of the a c t i v i t i e s t o which MIPRs (DD Form 448) a r e t o be sent and the lead time and dates f o r submission of b f I E s . The Procuring Department w i l l accommodate j u s t i f i e d deviations from the procurement cycle.

E. Pursuant t o ins t ruct ions t o be issued by the Armed Forces Supply Support Center, the Procuring Department, a f t e r coordination with the Requiring Departments, w i l l prepare and disseminate through the Federal Catalog System a statement of the content of i t s a s s i p e n t , itemized by Federal Stock Nmber, t o include items decentralized by the Requiring Departments. Cognizant inventory control points of a l l l l i l i t a ry 3epartments w i l l annotate t h e i r inventory management records t o r e f l e c t the items under Single Department Procurement Assignments, the procuring agency, and relevant economical cen t ra l buy points, when applicable, f o r items vhich they have decentralized. A s a minimu?, these data w i l l a l so be re f lec ted i n mi l i t a ry service stock l ists f o r decentralized items having an established economical cen t ra l buy point .

F. i n describing i t e m t o be procured under these assignments, the Requiring Department w i l l use the Federal Stock Number and description o r other acceptable identifying media.

G. Upon request, the Requiring Department w i l l furnish the Procuring Department with advanced planning data as mutually agreed upon. In t h i s connection, DOD formats may be used providing such formats (1) contain advance procuremerit planning data, (2) a re applicable t o the item(s) o r commodities l i s t e d , (3) require data that is a n i l a b l e a t the time requested, and (4) a r e not i n con f l i c t with ex is t inz DOD d i rec t ives and inst ruct ions vhich govern the submission of the respective format.

H. The NIPR t r i l l be used f o r requesting procurement of supplies under the DOD Coordinated Procurement Program (AS= 16-601), except i n the case of coal and those comodit ies designated t o be requisitioned from the Single Ibnager.

IMPLEMENTING PROCEMJRE FORMAT FOR COMMODITY ASSIGNBENTS UNDER SINGLE DEPrnIENT PROCUREMENT

A. General

1. Implementing procedures, in order to be adequate for the purpose intended, must be prepared in such detail that personnel at the operating levels can process procurement properly without having to draw on numerous - sources of information concerning the assignment. The Standard Format, which follows, has been and will continue to be used as a guide for the development and description of detailed procedures followed by Procuring and Requiring Departments.

2. Implementing procedures, patterned after the Standard Format, are developed and maintained by the department or agency assigned procurement responsibility, in collaboration with the Requiring Departments.

3. The Procuring Department or agency, prior to its promul@;ation of the implementing procedures or substantive changes thereto,will submit such procedures to AsD(I&) for review and approval. Minor changes need not be submitted for approval, but ASD(I&L) will be notified of such changes upon promulgation. The Military Departments are responsible for disseminating infomtion concerning these assignments, together with the implementing procedures, to all cognizant elements of their departments.

B. Standard Format

1. Authority and Coverage

a. OSD Directive or Instruction establishing assignment.

b. Identification of material assigned:

Positive identification of the items procured by the Assigned Department utilizing Federal Supply Catalog Nomenclature. This identification may be accomplished by an attached itemized listing or by reference to pertinent Federal Supply Catalog documents such as stock lists, catalogs or specifications where feasible. Provisions shall be made for keeping the listing up to date.

2. Contacts and Liaison

a. List of procurement functions, indicating bureau, command or technical service responsible for each.

b. Designation of office and telephone number to be contac:ed with regard to any qutstions arising in particular functional areas. This will apply to both Requiring and Procuring Departments.

3 . Notification of Requirements for Procurement PLanning Purposes

Provision will be made for notifying Procuring Departments upon request of budget requirements and proposed phased procurement programs of Requiring Departments. Provision should also be made to advise the Procuring Department when significant deviations in program occur. For these purposes, appropriate DOD Formats prescribed in paragraph I11 G of Inclosure 1 will be used.

4. Purchasing

a. Operational Phases of Procurement Planning

Procurement planning procedures w i l l include procurement cycles for submission of requirements and purchase requests by items or group of items, provision for interim.purchase requests, consolidation of requirements, market analyses, and determination of patterns for phased placement of orders.

b. Preparation and Forwanling of MLPR1s

Implementing procedures should describe channels for forwarding of purchase requests (MIPR1s or other authorized documents such as DD Form 416) and the number of MIPR copies required. Description shall, as appropriate, provide for details insuring prompt procurement and diminution of lead-time. Also to be covered are: the proper execution of the MIFE in connection with use of Federal Item Identification Data; &livery schedules; shipping, preser- vation, packaging, packing and marking instructions; accounting data; payment instructions; distribution of documents; arranging for urgent delivery; certification of determinations and findings in accordance with ASPR Section V; arranging for operational tests and follow-on production; provision for pre-award or pre-production mnpling; variations in quantity in accordance with I)OD Instruction 4000.17; use of qualified products lists; and the combination of items in MIPR1s to secure the advantages of consolidation.

c. Lead-Time

Lead-time table showing the approximate normal lead-time involved in procurement of the assigned items or types of commodities. Lead-time should reflect the estimated time between receipt of a MIPR by the Procuring Department and delivery of the requirement to the carrier for shipment to the first destination. All available lead-time factors, such as time required for administrative operations, furnishing of govern- ment property or material, production, shipping and recording, should be taken into consideration in estinating the total normal lead-time.

d. Submission of Specifications

Indicate type and number of copies to be submitted to the Procuring Department. If production facilities are available, use of reproducible drawings and specifications should be given consideration.

e. Delegation of Purchase Authority

(1) Provisions which will indicate procedures to be followed in order to i'ulfill an emergency requirement (ASW. Section v).
