AGENCY CHANDIGARH, FEB 2 Punjab Chief Minister Cap- tain Amarinder Singh on Sun- day ordered a magisterial in- quiry by Commissioner Ja- landhar into the escape of three prisoners from Central Jail Amritsar, and has also di- rected the Jail Minister to im- mediately suspend, pending inquiry, all those responsible for prison security. The escaped prisoners have been identified as Vishal (22), Gurpreet(34) and Jarnail (25). A state-wide hunt has been launched for the escaped prisoners, and the Chief Min- ister has also ordered ADGP Jails to revamp prison securi- ty in the wake of the incident, which came to light around 0320 hrs, less than two hours after the undertrial prisoners broke their barrack and es- caped by scaling the inner and outer walls of the jail, as per the Closed Circuit Televi- sion(CCTV) footage of the prison. Taking serious note of the security lapse, the Chief Min- ister said prison security would be reviewed and fur- ther strengthened, not just in this jail but in the others across the state too. The prison guards were alerted about the escape by the other inmates, who in- cluded the brother of one of the escaped prisoners, accord- ing to initial reports. There was no evidence of outside help, according to prelimi- nary investigations, which suggest that the trio had planned the escape on their own. According to police, on getting information, a team of Pundri police rushed to the spot. The bodies of five could be located and all were taken to civil hospital in Kaithal where all were declared as brought dead by the doctors. However, the body of sixth victim which could not be lo- cated last night was found this morning at some distance from the ill-fated Scorpio ve- hicle, thus taking the toll to six. The victims, all the six friends were returning after a visit to Haridwar, sources said. While stating this here today, Di-rector General of Police (DGP) MrManoj Yadava said that in the monthof January 2020, Police had securedconviction of 17 offenders booked un-der Protection of Children from Sexu-al Offences (POCSO) Act and IndianPenal Code (IPC). Of these, one con-vict awarded capital punishment, onesentenced life imprisonment, sixawarded 20 years imprisonment, sixgot 10 years imprisonment, one sen-tenced 7 years jail and one each of-

fender awarded 4 years and 2 yearsimprisonment respectively.

The DGP said that Police has notonly arresting rape accused within theearliest possible time after the reportof such heinous crime, but also secur-ing conviction of such offendersthrough concerted efforts, efficient in-vestigations and presentation of evi-

dences before the concerned courts.Our all out efforts resulted in corre-sponding improvement from prosecu-tion to early convictions of sex of-fenders, he added.

Yadava said that State govern-ment put in place a slew of meas-ures to improve security for womenand girls to prevent such heinouscrime. As a result of these, the num-ber of rapes and other sexual of-fences reported to the police hasalso been increasing, which showsthat victims feel more confident incoming forward to report the crimein police stations. To cultivate and hone ourinner voice, or soul, is a vi-sion, or revelation — a long-awaited amplified purpose. Itnot only connects us to our di-vine essence, it also providesus with a sense of security inour journey through time. Thebest, or worst, part is we arehabitually “driven” to scanand explore our inner voice intimes of trouble. The more wepine for it, the more elusive itgets. Our inner voice is not anover-the-counter (OTC) prod-uct. It is an attribute, or facet,

that we are all endowed with— each with an understand-ing rooted to one’s own con-scious awareness, or essen-tiality. The more one is aware,the better it is to associatewith one’s inner voice. Whenyou reach the awarenessplateau, not flat terrain, yourinner voice envelops yourpsyche. It connects to whatphilosopher Plato called “di-vine frenzy,” or what modernpsychologists refer to as the“flow” principle — a sense ofinsight, or being in the zone,to meeting challenges withgood effect, or outcomes, andconfronting the interminablewinds of change.

Everything, including theevolution of our inner voice,hinges on such a foundationalprocess — the process ofseeking answers to questionsin life. Or, what may changeour lives for the better. Forsuch precepts to emerge, ittakes resolve, not just intent.When this happens, it leads towhat is called as the expan-sion process — a stage forgarnering new ideas, insights,or intuitive leaps, and usingthem for upgrading our lifeand resolve through time. Thetwo — foundation and expan-sion — processes are like till-ing the field, planting the seedand reaping the yield.

Union home minister Amit Shah has reportedly asked theDelhi police to take the “strictest” action against theyoung man who opened fire with a pistol at anti-CAA

protesters at Jamia when they were setting out for Rajghat onthe day of Mahatma Gandhi’s martyrdom on Thursday, and in-jured a student. It is unlikely Mr Shah will be taken at face val-ue. The shooter’s Facebook activity suggests he has long beenlinked to the RSS and its affiliates. After discharging a bulletfrom his gun, he appeared only a few yards away from themassed police force and seemed confident he will come to noharm. When a policeman at last apprehended him, the widelybeamed videos showed the shooter raised a slogan in favour ofthe Delhi police.

A widely shared view is that the gunman was planted byHindutva forces to do something sensational just days beforethe Delhi Assembly polls on February 8 to consolidate com-munal polarisation. A somewhat different but not wholly dis-similar view is that he, a self-confessed Hindutva nationalistwho was psyched up by propagandist videos (like many youngMuslims drawn to the current concept of jihad), fell an easyprey to Anurag Thakur’s outrageous provocation at a publicmeeting two days earlier when he instigated a Delhi electionrally to chant “shoot the traitors”, with those of a particularfaith being all but identified as such by a long list of BJP topleaders. Any propaganda-crazed Hindutva-oriented youth islikely to be dead certain he will come to no harm these days.Last month, one of the JNU attackers, a young woman who wasidentified though she too had her face covered, as an activist ofthe ABVP, the RSS' student body, is still roaming free. Otherattackers were found to be linked to the same group. But theonly FIR filed by the police was against Aishe Ghosh, leader ofthe students’ union who was attacked with a rod and had seri-ous injuries to her head. Such a police force is expected to beindulgent with criminals of the Hindutva variety.

All this is very well, but what of Mr Thakur? Is it enoughthat he was asked by the Election Commission to sit out thecampaign for a few days, now that his vulgar exhortation hasled to a shooting? Should criminal law not catch up with himfor being an accessory to an attempted murder? Probably noneof this will happen. After all, just after saying strict action willbe taken against the shooter, the Union home minister onThursday said the Delhi election was a battle between ShaheenBagh and those who taught Pakistan a lesson through a “surgi-cal strike”. The dumbest mind can't fail to see that anti-CAAprotesters are being singled out as being of one faith, thoughthis is a false pitch. The BJP has prepared a communal wicketand is playing every stroke in the book on it, not bothering withany other issue. This is a dangerous poll campaign.

And to provide enough toblunt the edge of popular angerof the 60 per cent who makelittle more than subsistence interms of income — given theirproperty and tradeable skills.This covers around a popula-tion of 700-750 million people,or 150 million families. Thesepeople have largely been by-passed by the huge growthgains made since 1998. Thatmeans under the two NDA andtwo UPA terms.

Indirect taxes involve abigger population cohort con-sidering that the consumer fi-nally pays the GST. Thus, evena matchbox results in tax rev-enues. The GST course hasbeen set and mercifully the fi-nance ministry doesn’t havetoo much discretion in tinker-ing to favour some and punishothers.

The challenge for the gov-ernment was very clear. It wasto create jobs, and stimulateconsumption to kickstart thevirtuous economic cycle ofhigher growth, higher savings,higher revenues and higher in-vestments. The most signifi-cant cause for the decline ofgrowth has been the decline incapital investment. It was 39.8per cent of GDP in 2010 and is

now a good 11 per cent lower.Clearly, without an increase ofcapital investment, one cannothope for more industrialisationand hence higher growth. Theimmediate task therefore is ob-vious. The government needsto step up investment in infra-structure to create demand forcore sectors like cement, steel,building materials, power, etc,and create the millions of jobsneeded each year to absorb the12 million people joining thelabour force each year.

Since 2014, under theNDAgovernment, the increasein rural wages worked out to4.7 per cent in nominal termsand a mere 0.5 per cent in realterms after netting out inflationof 4.2 per cent. In comparison,for the same month of the pre-ceding five years (2009 to2013), when the UPA was inpower, nominal rural wagesgrew by an annual average ofabout 17.8 per cent. While CPIinflation for agricultural work-ers, too, averaged 11.1 per

cent, the real growth in wageswas still higher at 6.7 per centa year. Wage increase hasfrozen due to oversupplybrought up by low job creation.Job creation is at a 45-year low.That is the essential problem,which besets a youthful coun-try, in which almost 65 per centof the population is below theage of 30.

So quite clearly, we need-ed a plan to kick off growthonce again. At the tail end ofher inordinately long speech,finance minister NirmalaSitharaman made a passingreference to targeting a nomi-nal GDP growth of 10 per cent.Consider this: the nominalGDP growth now is 6.08 percent. So how do you get an in-crease of four per cent in nom-inal GDP growth? Clearly, itcalls for a far greater input byway of capital expenditure. ABudget is about the ways andmeans to achieve larger eco-nomic goals. The 2020-21Budget envisages `22.99 lakh

crores of revenue receipts,`30.42 lakh crores as expendi-ture, leaving it with a fiscaldeficit of 3.8 per cent. It meansthat the government expects toincrease revenues by a littleover `3 lakh crores. Similarly,expenditure is going to in-crease by a similar `3 lakhcrores. At the same time, the fi-nance minister expects capitalexpenditure to increase by 21per cent. The Central capitalexpenditure in 2019-20 was`3.36 lakh crores. Thus, we caninfer that this year capital ex-penditure will increase byabout `60,000 crores. Now re-late this to the `103 lakh croresfor the Infra Pipeline an-nounced by the finance minis-ter late last year. Of this,schemes amounting to about`23 lakh crores were an-nounced. But for this the newBudget provides a meagre`22,000 crores. This is still toolittle, and too late. What wewere looking towards was agrand plan to announce howthis huge sum is to be realised.There was not a word about itin her long speech of two hoursand 40 minutes.

The speech was repletewith minute details like `100crores for the G-20 summit,which India will host next year,but not before she fondly al-luded to how Prime MinisterNarendra Modi will now takethe top 20 global economies tonew heights. Like George W.Bush had announced “missionaccomplished” after occupy-ing Iraq, Ms Sitharaman pro-claimed that Swachchh Bharat

was a great success, whileevery street corner and openmaidan in the country tells usanother story. So she an-nounced just ̀ 12,000 crores forit this year.

Elsewhere, she announcedspecial schemes for 100 water-stressed districts, while an-nouncing 20 lakh solar pumps.The irony should not be missedhere. Most of the water-stressed districts are so due tothe uncontrolled exploitationof subterranean water re-sources. Clearly, the biggertask is to replenish the under-ground water resources. ThePM had broadly spoken abouta national water-harvestingscheme, but there was no allot-ment for it in this Budget. Butshe did make an exciting an-nouncement.

Ms Sitharaman said thegovernment had promised toprovide piped water to allhouseholds in the country en-tailing an expenditure of `3.36lakh crores. This was a rare in-stance of the government of-fering to puts its money whereits mouth was.

Added to this, the govern-ment has to promise to deliverall this with a most expensivepublic administration (11.4 percent of GDP), and an almostdefunct delivery system. Ama-jority of government employ-ees — over 25 million — arethe bedrock of the direct taxes-paying cohort. So, in effect, agood part of the direct taxesthat are realised by the govern-ment are from those who arepaid by it.

Finance minister NirmalaSitharaman has present-ed a focused, bold, prag-

matic and growth-orientedBudget which has attempted acredible balancing act be-tween scripting a blueprintfor sustaining the growth mo-mentum in the Indian econo-my on the one hand, whiletaking up issues of social in-clusion on the other.

Being embedded in thethree major themes — aspira-tional India, economic devel-opment and a caring society— the Budget reflects thegovernment’s commitmenttowards satisfying the aspira-tions of the common man

even while striving to revivegrowth in the economy.Moreover, it contains far-reaching and comprehensiveprovisions which are an-chored in the social andmacroeconomic reality of thecountry. No doubt, it will findresonance among the hopesand aspirations of key stake-holders in the economy.

In fact, the finance minis-ter has been proactively mak-ing bold Budget-like an-nouncements in the last fewmonths to stimulate invest-ment and promote inclusivegrowth. Examples include re-duction of the corporate taxrate, removal of enhanced

surcharge on FPIs, provisionof additional depreciation tothe automotive industry, bankrecapitalisation, a package forhousing and exports, amongothers. Health and Family WelfareMinister Vipin Singh Parmar toldhere today that families which werenot covered under AyushmanBharat Scheme are covered underHimcare Scheme in the State. Hesaid that with a view to provide freehealth care services to the people ofthe state registrations under thisscheme was again restarted since1st January, 2020 and it will bedone up to 31st March, 2020.

He said that under this scheme18,852 applications have beenregistered in the month of January,this year which include 15,442 new

applications and 3,410 renewapplications. He said that inBilaspur district 1265, 747 inChamba, 1,851 in Hamirpur, 5,748in Kangra, 205 in Kinnaur, 956 inKullu, 14 in Lahaul and Spiti,2,377 in Mandi, 1,773 in Shimla,1520 in Sirmaur, 1,457 in Solanand 939 applications wereregistered in Una district inJanuary, 2020.

He said that under this schemeall eligible families were providedfree treatment in registeredhospitals in the state. He said thatregistered families were providedfree treatment both in governmenthospitals and registered privatehospitals.

Three National Conference (NC)leaders Abdul Majeed Larmi,Ghulam Nabi Bhat and Dr MohdShafi, who were detained after theabrogation of Article 370, were onSunday released from MLA Hostelin Srinagar.

Another leader Mohd YusufBhat was also released. The fourreleased leaders were detained inthe MLA hostel in Srinagar sinceAugust 5. Recently, on January 16,

five Jammu and Kashmir politicalleaders who were detained after theabrogation of Article 370 were alsoreleased.

On January 10, as part of themove to progressively releasedetainees in Jammu and Kashmir,the government revoked thedetention warrants of 26 personsdetained under the Public SafetyAct (PSA).

Last year in December, someJammu and Kashmir leaders whowere detained were released.

Barring Gurez; roads to far flung,remote areas reopen in Kashmir

Barring border town of Gurez, roadsto dozens of far flung and remoteareas, including those near the Lineof Control (LoC), were reopened onSunday after remaining closed for20 days due to accumulation ofseveral feet of snow in northKashmir.

Despite havingthree ministers in the UnionCabinet from the state, the BJP-Akali combine have failed tosecure a debt relief scheme forthe farmers, who continue toreel under massive debtburdens, not just in Punjab butacross the country, the ChiefMinister remarked.Questioning Sukhbir’s reactionhailing the Rs 15 lakh crore

budgetary allocation for theagriculture sector, CaptainAmarinder asked how the Akalileader thought the mere 10%increase over last year foragriculture and allied sectors tobe sufficient to tackle the gravecrisis faced by the debt-riddenfarmers. With this measlyallocation, which comesnowhere near meeting theneeds of the farmers, how doesSukhbir hope to see thefarmers’ income gettingdoubled in the next two years,he asked. And without farmeruplift, there was no possibilityof rural consumption going up,which would naturally scuttleeconomic growth even further,said the Chief Minister.Sukhbir’s refusal toacknowledge and admit thatthere is a serious crisis prevailingin the agriculture sector issymptomatic of the Akalis’totally non-alienation from the

grassroots, which, along withtheir greed, was the root cause oftheir political demise in Punjab,the Chief Minister said. “Howelse can one explain Sukhbir’scomplete failure to accept thathis own state’s farmers arecrying for help, which only thecentral government canprovide?” he asked. CaptainAmarinder said that while hisgovernment was doing its best inPunjab, a holistic nationalpolicy, encompassing debtwaiver, MSP for all crops anddiversification etc was the onlylong-term solution to theproblem. Nothing has,unfortunately, been proposed inthe budget to encourage cropdiversification, despite the factthat buffer stocks of food grainsare already putting the states andfarmers under extreme stress, hepointed out. Further, said theChief Minister, there wasnothing in the budget to ensure

the procurement of alternativeMSP crops, which was critical topromoting diversification andbreaking the vicious wheat-paddy cycle that alone couldalleviate the farmers’ woes andboost their income. Even thelandless farmers had beencompletely ignored in thebudget, that offers nothing torectify the hugely flawed cropinsurance scheme, whichPunjab did not find workable orbeneficial, pointed out theChief Minister. What is more,under the garb of changes in theincentive scheme for chemicalfertiliser, the Government ofIndia seemed to be gettingready to introduce DBT forurea, which Punjab had alreadyopposed as it will put thefarmers under the burden ofunnecessary paper work for theuse of 25 lac tonnes of ureaannually. It will also add thefinancial stress of meeting andservicing requirements of morecash credit for fertilizer to payproducing companies upfront,he added. As for the changes inAPMC and Contracts Act,Punjab had alreadyimplemented the same, with allfarmers in the state havingKisan Credit Cards, observedthe Chief Minister, noting thatthe SAD chief seemed to becompletely clueless about anyof these developments in hisown state.

“To improve the economy, focusshould be on rural India. By giving aboost to the income of the ruralpopulation, purchase power can beincreased which further enhancessales of the products, benefit the

industry, create more jobopportunities, rise in tax collectionsand the country can progress as awhole. But the Modi governmentwas showering concessions only onthe big entrepreneurs, this willneither increase production, norreduce unemployment or recession,PPCC president claimed.

He said that the BJP governmenthad proved that poor and rural Indiais not on its agenda. MGNREGAscheme had made a big contributionto the development and incomegrowth in rural India, but the Modigovernment has not given anypriority to this program ofemployment generation for unskilledworkers and infrastructuredevelopment of our villages. It wasthe MGNREGA only whichprovides jobs to rural people andboost the economy, Jakhar added.Criticising the plan to sellgovernment stake in a profit-driveninstitution like LIC, Jakhar said thatthe BJP was running the governmentby selling assets. The governmentshould give a modest waiver indirect taxes, closing the otherexemptions will bring the situationback to the same stage.

Sharma said that the commuterswere facing a lot of difficulties due to

potholes but now the construction workwill be over by July 31 and this willfacilitate the travellers. DeputyCommissioner said the constructionwork will be monitored regularly by thedistrict administration through SDMs sothat the project progress at the fast paceand work gets completed. He said thatthe Punjab Government is committed toensure for developing the roadinfrastructure in the state.

The government hasalso stated that "necessaryclarification if required shall beincorporated in the relevantprovision of the law." "The newprovision is not intended to includein tax net those Indian citizens who

are bonafide workers in othercountries," said the government.

The government further said:"In some section of the media, the

new provision is being interpretedto create an impression that thoseIndians who are bonafide workersin other countries, including in theMiddle East, and who are not liableto tax in these countries will betaxed in India on the income thatthey have earned there. Thisinterpretation is not correct." TheFinance Bill, 2020 has proposedthat an Indian citizen shall bedeemed to be resident in India if heis not liable to be taxed in anycountry or jurisdiction. "This is ananti-abuse provision since it isnoticed that some Indian citizensshift their stay in low or no taxjurisdiction to avoid payment oftax in India," the government said.
