Preface

This guide is the guideline for the client groups of the Chengdu 2021

FISU World University Games (hereinafter referred to as the ‘Chengdu

2021 FISU Games’) wishing to ship goods to Chengdu for the Chengdu

2021 FISU Games. It covers details for shipping equipment and goods

into and out of China, including China Customs’ governing laws,

regulations and policies, applicable procedures, key liaisons and the

Chinese government’s related requirements on COVID-19 pandemic

prevention and control.

The Executive Committee of the Chengdu 2021 FISU Games fully

recognises the importance of the effective and efficient delivery of freight

to and from China and has therefore set up special regulations and

procedures for the temporary import of goods for the Chengdu 2021

FISU Games through consultation with China Customs and other

competent authorities. In addition, it has also set up an experienced team

to help facilitate the client groups’ custom clearance. It has recommended

four AEO-certified service providers who will be ready to help with

customs declaration and international freight forwarding.

1. Introduction

1.1 About the Chengdu 2021 FISU Games

The Chengdu 2021 FISU World University Games, which will be held

from 26 June to 7 July 2022, will have 18 sports and 269 events,

including 15 compulsory sports (Athletics, Diving, Archery, Basketball,

Volleyball, Swimming, Water Polo, Badminton, Artistic Gymnastics,

Rhythmic Gymnastics, Fencing, Judo, Table Tennis, Taekwondo and

Tennis) and three optional sports (Wushu, Rowing and Shooting Sport).

There will be 15 venue clusters, consisting of 40 venue operation centres.

Based on the concept of ‘Sustainable, Smart, Spirited, Sharing’, the

Executive Committee of the Chengdu 2021 FISU Games is dedicated to

holding a world-class economical, wonderful and successful international

2.2 List of Recommended Customs Brokers and Freight Forwarders

client groups are responsible for the transportation and customs clearance

of their Games-related goods. They can select the customs brokers and

international freight forwarders from the service provider list

recommended by the Executive Committee of the Chengdu 2021 FISU

Games or select other providers outside the list. However, it is important

to note that if the client groups need to use the customs guarantee

provided by the Executive Committee of the Chengdu 2021 FISU Games

for deposits of duties (see Chapter 5 for details), they must select the

customs brokers from the recommended list of the Executive Committee

of the Chengdu 2021 FISU Games and designate them to be the service

providers who are uniformly responsible for the import and export

customs declarations for the temporarily imported goods. All the service

providers in the list recommended by the Executive Committee of the

Chengdu 2021 FISU Games are AEO-certified by China Customs to have

international freight forwarding and customs declaration qualifications. In

addition, they have been trained by the Executive Committee of the

Chengdu 2021 FISU Games on the operating process for the temporary

import and export of Games-related goods. (See Appendix 7.1 for details

of the list.)

3. Customs Clearance Policy and Administrative

Organisations

3.1 Customs Clearance Policy

According to the Customs Law of the People’s Republic of China and the

requirements of related Chinese laws, administrative regulations and rules

on import and export administration, the consignors and consignees of

imported and exported goods and the entrusted customs brokers shall

declare to China Customs (the ‘Customs’) about the actual situation of

the imported and exported goods and accept the review of the Customs in

the specified period and location by submitting electronic or paper

declaration forms.

The consignors and consignees of imported and exported goods may

declare to the Customs by themselves or entrust customs brokers to

declare to the Customs on their behalf. The consignors and consignees of

imported and exported goods and the entrusted customs brokers shall be

registered at the Customs in advance according to law for going through

customs declaration procedures. The personnel processing the declaration

formalities for the consignors and consignees of imported and exported

goods or the entrusted customs brokers shall be customs declaration

personnel filed with the Customs.

Where a customs broker is entrusted by a consignor or consignee of

imported and exported goods to declare to the Customs, it shall sign a

power of attorney with the consignee or consignor to explicitly specify

the commitment, and the consignee or consignor shall notify the customs

broker of the true conditions concerning the declaration commitment. In

processing the procedures of customs declaration upon the entrustment of

the consignors or consignees of imported and exported goods, the

customs brokers shall verify the authenticity and integrity of the

conditions notified by the clients.

The consignees of import goods and the entrusted customs brokers shall

declare to the Customs within 14 days as of the day when the declaration

is made for the arrival of the means of transport. The consignors of export

goods and the entrusted customs brokers shall declare to the Customs

after the goods arrive at the customs control area and 24 hours before

loading. The Customs may, in accordance with the related laws and

regulations, charge a delayed declaration fee against the party that fails to

declare to the Customs within the specified period. The date of

declaration stipulated refers to the day when the declared data are

accepted by the Customs. No matter in what form the declaration is

lodged, either electronically or in paper form, the Customs shall deem the

date when the declared data are accepted by the Customs as the date of

the acceptance of declaration.

Customs duties shall be collected on goods permitted to be imported or

exported and on items permitted to enter or leave China by the Customs

according to law. The importers of import goods, the exporters of export

goods and the owners of import and export items shall be the persons

obliged to pay customs duties. The dutiable value of imported and

exported goods shall be determined by the Customs on the basis of the

transaction value of the goods. If the transaction value cannot be

ascertained, the dutiable value shall be determined by the Customs

according to law.

The dutiable value of import goods shall include the value of the goods,

cost of transport, charges associated with the transport of the goods and

cost of insurance incurred before the goods are unloaded at the entering

point of the territory of the People’s Republic of China; the dutiable value

of export goods shall include the value of the goods, cost of transport,

charges associated with the transport of the goods and cost of insurance

incurred before the goods are loaded at the exit point of the territory of

the People’s Republic of China, from which the amount of export duties

shall be deducted. The dutiable value of import and export items shall be

determined by the Customs according to law.

3.2 Customs Clearance Administrative Organisations

3.2.1 China Customs

The General Administration of Customs of the People’s Republic of

China (hereinafter referred to as ‘GACC’) is responsible for China’s

customs administration, including customs control, collection

administration of import and export duties and other taxes and fees,

entry-exit health quarantine, inspection and quarantine of inbound and

outbound animals and plants and their products, inspection and

quarantine of inbound and outbound foods, and statutory inspection of

imported and exported commodities.

3.2.2 Chengdu Customs District P.R. China

As an organisation directly under GACC, Chengdu Customs District P.R.

China (‘Chengdu Customs’) governs customs administration in Sichuan

and is responsible for the tax collection, control, smuggling suppression,

entry-exit inspection and quarantine of the customs district.

Chengdu Customs will be the main regulator for the entry and exit of

participants and goods of Chengdu 2021 FISU Games.

3.3 Official Port of Entry

3.4 Customs Intellectual Property Protection

Special symbols of the Chengdu 2021 FISU World University Games,

like the emblem and the mascot, and special names are protected by laws

and regulations, including the Trademark Law of the People’s Republic of

China, the Copyright Law of the People’s Republic of China, the Patent

Law of the People’s Republic of China, the Anti-Unfair Competition Law

of the People’s Republic of China, and the Administrative Regulations for

Special Symbols. Any entity or individual must obtain the license of right

holders including the FISU Family, the Federation of University Sport of

China (FUSC), the Bidding Committee and the Executive Committee of

the Chengdu 2021 FISU Games for using the intellectual property and

symbols of the Chengdu 2021 FISU Games.

China Customs protects the Games-related intellectual property and will

confiscate and impose fines on imported and exported goods that infringe

on the Games-related intellectual property. If the act constitutes a crime,

China Customs will investigate it for criminal liability according to law.

4. Passengers and Personal Articles - Customs Information

4.1 Arrival

Chengdu Shuangliu International Airport, located in southwest Chengdu,

is the only official port of entry for the accredited personnel of the

Games.

FISU officials and foreign government officials who enter or leave China

with diplomatic visas or courtesy visas will be exempted from the

Customs inspection. Client groups can enjoy facilitated customs

clearance services by presenting their confirmation letters. Chengdu

Shuangliu International Airport will set up immigration inspection and

customs channels for the Chengdu 2021 FISU Games, giving priority to

the customs clearance of imported health quarantine items and luggage.

The entry process for passengers after arrival at the Chengdu Shuangliu

International Airport is as follows:

(1) On-board screening in the inbound passenger aircraft.

(2) Health quarantine on arrival in China: All inbound passengers shall be

subject to customs health quarantine check. They shall truthfully report

any symptom when entering China and cooperate with the relevant

authorities in medical screening, epidemiological investigations and other

health quarantine measures. Passengers from areas with a yellow fever

epidemic (refer to the list of epidemic-hit countries/regions released by

GACC) shall present the yellow fever vaccination certificates. Foreigners

suffering from severe mental disorder, contagious tuberculosis or other

infectious diseases that may pose a significant public health risk will be

refused entering China according to law.

Inbound passengers shall truthfully report their health conditions based

on the requirements regarding COVID-19 prevention and control

specified by the Chinese government. In addition to presenting infectious

disease vaccination certificates, health certificates or other valid

documents, they should also cooperate with China Customs in the

verification of health declaration cards, two rounds of temperature

screening, sampling and testing, and other pandemic prevention and

control measures implemented at the port. Those having positive test

results for COVID-19 and those with typical symptoms of the pandemic

will be transferred to hospitals for further diagnosis and treatment.

(3) Fingerprint collection: Foreigners aged 14-70 shall go to the foreigner

fingerprint collection area to have their fingerprints collected as stipulated.

Only passengers travelling upon diplomatic passports, those in possession

of Chinese diplomatic or courtesy visas or those from countries with

reciprocal arrangements with China can be exempted from this step

(4) Immigration inspection: Go to China Immigration Inspection for

passenger entry formalities.

(5) Luggage claim: Passengers of the client groups go to the luggage

claim hall to pick up standard luggage; oversized luggage can be claimed

at the oversized luggage claim carousels by going to the exclusive

passage or waiting for airport staff’s help.

(6) Customs control of luggage and articles: Passengers of the client

groups and their luggage generally shall be subject to the control of China

Customs. Inbound passengers taking no goods requiring customs

declaration may choose the ‘Nothing to Declare Channel’ (Green

Channel). Except for those exempted from Customs control and those

under the age of 16 travelling with adults, the inbound passengers taking

any items requiring customs declaration shall fill in the declaration forms,

submit it to the Customs and choose ‘Goods to Declare’ (Red Channel).

4.2 Personal Articles

4.2.1 Articles Subject to Declaration and Customs Quarantine

Entry-exit passengers carrying the articles listed below shall declare to

the Customs and accept quarantine:

(1) Import animals and plants, their products and other quarantine

objects;

(2) Import-export biological species resources, endangered species of

wild animals and plants and their products;

(3) Export wild animals and plants under special state protection or their

products;

(4) Import-export special articles such as microbe, human tissues,

biological products, blood and blood products (hereinafter referred to as

‘special articles’);

(5) Import-export corpses, skeletons, etc.

(6) Import-export luggage and articles from epidemic areas, contaminated

by infectious diseases or likely to spread infectious diseases;

(7) Other carry-on articles that shall be declared to the Customs and

subject to quarantine.

Entry-exit passengers carrying the articles listed above shall declare to

the Customs in accordance with relevant provisions and accept

quarantine.

4.2.2 Articles Prohibited and Restricted from Entry/Exit

Articles carried shall comply with the Administrative Measures on

Quarantine of Articles Carried by Entry-Exit Passengers (AQSIQ No.

146 Decree, amended by GACC No. 238, 240 and 243 Decrees), the

Catalogue of Animals and Plants, Animal and Plant Products and Other

Quarantine Objects Prohibited from being Carried or Posted into the

4.2.2.1 Articles Prohibited from Entry in Inspection and Quarantine

(1) Pathogenic organisms (including bacterial strains and viruses) of

plants and animals, insect pests and other harmful organisms;

(2) Relevant animals, plants and their products and other quarantine

objects from countries or regions with epidemic animal or plant diseases;

(3) Animal carcasses;

(4) Soil;

(5) Articles listed in the Catalogue of Animals and Plants, Animal and

Plant Products and Other Quarantine Objects Prohibited from being

Carried or Posted into the People’s Republic of China (Announcement

No. 470 of the Ministry of Agriculture and Rural Affairs and GACC); and

(6) Waste and used articles, radioactive substances and other objects

prohibited from entry by the Chinese laws and regulations.

4.2.2.2 Articles Prohibited from Entry/Exit

The following articles are prohibited from entry:

(I) Opium, morphine, heroin, marijuana and other addictive narcotics and

psychotropic substances. If they are to enter China for medical purposes

under certain circumstances, permission from the relevant authorities is

required;

(II) Arms, imitation arms, ammunition and explosives of all kinds

(excluding those used in sports events);

(III) Animals, plants and their products carrying dangerous germs, pests

and other harmful organisms;

(IV) Printed matter, audio-video products, storage media for computers

and other items which are detrimental to the political, economic, cultural

and moral interests of China;

(V) Deadly poison of all kinds;

(VI) Foodstuff, medications or other articles coming from

epidemic-stricken areas or harmful to man and livestock or those capable

of spreading diseases;

(VII) Counterfeit currencies and counterfeit negotiable securities;

(VIII) Other articles prohibited from entry by the Chinese laws and

regulations.

The following articles are prohibited from exit:

(I) All articles identified as articles prohibited from entry;

(II) Manuscripts, printed matters, films, photographs, music records,

cinematographic films, recording tapes and video tapes, compact discs

(video and audio), storage media for computers and other items which

contain state secrets;

(III) Valuable cultural relics and other relics prohibited from exit;

(IV) Endangered and precious rare animals and plants (including their

specimens), and their seeds and reproducing materials.

4.2.2.3 Articles Restricted from Entry/Exit

The following articles are restricted from entry:

(I) Radio transmitter-receivers and units ensuring secrecy in

communications;

(II) Tobaccos and wines;

(III) Endangered and rare animals and plants (including their specimens)

and their seeds or reproducing materials;

(IV) State currency;

(V) Others subject to quantity control of the Customs.

The following articles are restricted from exit:

(I) Precious metals such as gold and silver and their products;

(II) State currency;

(III) Foreign currencies and negotiable securities;

(IV) Radio transmitter-receivers and units ensuring secrecy in

communications;

(V) Precious traditional Chinese medicinal materials and ready-made

medications;

(VI) General relics;

(VII) Others subject to quantity control of the Customs.

4.2.3 Personal Articles of Inbound/Outbound Passengers

4.2.3.1 Customs Clearance Rules Concerning Luggage and Articles

Carried by Inbound/Outbound Passengers

General daily necessities carried by individuals into the People’s

Republic of China shall be limited to reasonable quantities for personal

use in accordance with the Categories of Luggage and Articles Carried

by Inbound and Outbound Passengers. China Customs shall exempt these

personal belongings (except alcoholic beverages and tobaccos) within the

specified threshold from tax; the portion exceeding the threshold

necessary for personal use shall be governed by the regulations of China

Customs as appropriate.

4.2.3.1.1 Scope of Travel Items for Self-use Carried by Inbound and

Outbound Passengers and Their Duty-free Limits

1. Travel items for self-use permitted to be carried by inbound and

outbound passengers:

(I) Cameras, portable tape recorders, small movie cameras, portable video

cameras, and portable word processors for personal use.

(II) Other items reviewed and approved by the Customs.

2. For such self-use items, inbound passengers (including Chinese

resident passengers with a re-entry visa issued by the destination country

(region)) can only take one for each category, and they should take the

initiative to declare to the Customs so that their items for self-use can be

temporarily exempted from duties and released by the Customs.

4.2.3.1.2 Duty Collection and Exemption Standards for Personal

Articles of Inbound Non-resident Passengers

Articles intended to remain in China’s customs territory and valued at not

more than CNY 2,000 shall be exempted from duties and released by the

Customs. Such articles shall be for self-use only and in reasonable

quantities. However, tobacco and alcoholic products shall be handled in

accordance with the relevant regulations.

For articles intended to remain in China’s customs territory and valued at

CNY 2,000 or above, the Customs shall only levy duties on the portion of

the article(s) whose value exceeds the duty-free limit, and the duties shall

be levied in full amount on an indivisible single article.

Note: ‘Resident’ refers to those who still return to their usual settlements withinChina’s territory after leaving China for residence. ‘Non-resident’ refers to those whostill return to their usual settlements outside China’s territory after entering China forresidence.

4.2.3.2 Duty-free Limits for Certain Items Entering China

1. Cash

In accordance with the provisions of relevant departments on the amount

of cash and traveller’s cheques allowed to be carried into China, inbound

passengers carrying CNY 20,000 cash or above, or foreign currencies in

cash worth more than USD 5,000, shall declare to the Customs in writing.

2. Alcohol and tobacco

Residents from Hong Kong, China, Macau, China, and the Chinese

mainland residents with personal trips to and from Hong Kong and

Macau can bring duty-free alcohol or tobaccos into the Chinese mainland

at a limited volume: 200 sticks of cigarettes; 50 sticks of cigars; 250 g of

tobacco; one bottle of alcoholic drinks containing 12% or above alcoholic

content (below 750 ml).

The duty-free allowances for other passengers are as follows: 400 sticks

of cigarettes; 100 sticks of cigars; 500 g of tobacco; two bottles of

alcoholic drinks containing 12% or above alcoholic content (below 1,500

ml).

4.2.3.3 Unaccompanied Luggage

When entering China, passengers shall declare their goods transported

into China as the unaccompanied luggage to the Customs. Upon approval

by the Customs, the unaccompanied luggage shall be transported into

China within up to six months after the entry of passengers. The Customs

will levy duties on the unaccompanied luggage and the released luggage

together when it goes through inspection and release formalities. Before

leaving China, passengers shall go through the customs formalities with

their valid exit certificates for their luggage to be transported out of China

as the unaccompanied luggage.

4.2.3.4 Personal Postal Articles

Personal articles mailed from or to Hong Kong, China, Macau, China,

and Chinese Taipei shall be limited to the value of CNY 800 at one time,

and CNY 1,000 at one time for personal articles mailed from or to other

countries and regions. The Customs shall impose import duty on personal

articles mailed from other areas and exempt duties for articles with

import duties not more than CNY 50. Personal articles whose value

exceeds the above-mentioned allowance should be returned or be cleared

from customs according to goods regulations. Nonetheless, if the mail

contains only one inseparable article whose value exceeds the limit, the

mail will be cleared as personal article upon verification by the customs

as article for personal use. Inward/Outward commercial mails should be

cleared in line with goods regulation.

4.3 Supplies for Games-time Operation

Given the client groups’ actual needs for participating in the Chengdu

2021 FISU Games, client groups are required to submit relevant

application documents to the Executive Committee of the Chengdu 2021

FISU Games in advance for review and issuance of proof for

Games-related goods if they plan to take food, beverages, medications,

and sports, medical and press equipment into China as their carry-on

luggage. Then they shall go through customs clearance with submitted

documents and issued proof. Detailed procedures are as follow:

4.3.1 Food, Beverages, Cosmetics, and Animal and Plant Products

Where the client groups need to take food, beverages, cosmetics and

animal and plant products into China in their carry-on luggage, the client

groups shall fill in and a representative on the same flight shall sign the

List of Imported Goods for Self-use for the Chengdu FISU World

University Games (the ‘List for Self-use’, see Appendix 7.5 for details),

the Declaration of Imported Goods for Self-use for the Chengdu 2021

FISU World University Games (the ‘Declaration of Self-Use’, see

Appendix 7.6 for details), and the Statement on Safety and Health

Responsibility for the Chengdu 2021 FISU World University Games (the

‘Statement on Safety and Health Responsibility’, see Appendix 7.7), and

then send these documents to the customs clearance team via email no

later than five days prior to their departure. Client groups shall not bring

food into the athlete dining halls. The Executive Committee of the

Chengdu 2021 FISU World University Games Customs and Freight Forwarding Guide

Chengdu 2021 FISU Games shall not be liable for any discomfort or all

possible consequences arising from the consumption of the food brought

by the client groups themselves, and the Client groups concerned shall be

solely liable for such consequences.

Upon receipt of the above three documents, the Executive Committee of

the Chengdu 2021 FISU Games will review whether the scope and

quantities of the items requiring customs declaration are reasonable. After

approving them, the committee will issue the Letter of Proof for Self-use

Goods for the Chengdu 2021 FISU World University Games (the ‘Letter

of Proof for Self-use Goods’, see Appendix 7.8 for details). Client groups

will submit all the copies of the documents to the Customs for customs

clearance formalities. Meanwhile, the Executive Committee of the

Chengdu 2021 FISU Games will file the documents with the Customs to

prove that the items in those documents are for self-use, and supervise the

Client groups taking the unused items out of China after the Chengdu

2021 FISU Games.

For items subject to quarantine approval (for details, see Appendix 7.9

‘Directory of Products Subject to Quarantine Approval for Entry’),

overseas delegations shall provide the Customs with certificates of origin,

valid quarantine certificates, and other documents in advance and apply

for quarantine approval according to the related requirements.

For food, beverages, cosmetics and animal and plant products provided

by overseas sponsors exclusively for delegations, the above provision

shall apply.

4.3.2 Medications

Where the Client groups need to bring medications into China in their

carry-on luggage, they shall abide by China’s laws and regulations on

medication management. According to the List of Articles Prohibited by

the People’s Republic of China from Entering or Leaving the Territory

and the List of Articles Restricted by the People’s Republic of China in

Entering or Leaving the Territory (No. 43 Decree of GACC), opium,

morphine, heroin, marijuana, and other addictive narcotics and

psychotropic substances are prohibited from entry.

According to Article 44 of the Regulations on Control of Narcotic Drugs

and Psychotropic Substances, for the treatment of diseases, an individual

may carry narcotic drugs and Class I psychotropic substances within the

maximum dosage of a single prescription on the basis of the medical

diagnosis issued by medical institutions and his/her own identity

document; when entering China with such narcotic drugs and

psychotropic substances, the individual shall present his/her medical

certificate, a photocopy of the prescription, and an identity document or

passport to the Customs. Medications other than narcotic drugs and

psychotropic substances carried by individuals into China shall be limited

to a reasonable amount for self-use and be subject to the supervision of

the Customs. Where the accredited medical personnel of all delegations

need to bring medications into China for the treatment of their members,

the accredited and entrusted medical personnel shall sign the List of

Imported Narcotic Drugs and Psychotropic Substances of National and

Regional Delegations and List of Imported Medications Other than

Narcotic Drugs and Psychotropic Substances of National and Regional

Delegations (see the Medical Services Guide for details), and send them

to the Medical Services Functional Area of the Executive Committee of

the Chengdu 2021 FISU Games via email ([email protected]) no

later than three months before the Chengdu 2021 FISU Games. The

medical staff of delegations can bring a reasonable quantity of

medications into China only for the purpose of providing medical

services for their delegation members during the Chengdu 2021 FISU

Games. They shall take the initiative to declare such medications to the

Customs during the entry and customs clearance. These items will be

inspected and released after the Customs checks the certification

documents and other supporting documents provided by the competent

authorities of the Chinese government.

Where taking all the required medications into China in their carry-on

Chengdu 2021 FISU World University Games Customs and Freight Forwarding Guide

luggage, the Client groups shall fill in the List for Self-use, the

Declaration of Self-use, and the Statement on Safety and Health

Responsibility which should be signed by a representative of the Client

groups on the same flight, and then send these documents to the email

addresses of the liaisons of the Executive Committee of the Chengdu

2021 FISU Games for the corresponding client groups no later than five

days prior to the departure. The Executive Committee of the Chengdu

2021 FISU Games will issue a Letter of Proof for Self-use Goods after

approval of the documents. The Client groups shall then submit the

copies of the above documents to the Customs for customs clearance

procedures. Different types of medications carried into China can only be

used by the Client groups themselves during the Chengdu 2021 FISU

Games, and the remaining ones must be timely re-exported after the

Chengdu 2021 FISU Games.

4.3.3 Sports Equipment and Medical Equipment

Where the Client groups need to take sports and medical equipment into

China in their carry-on luggage, the Client groups shall fill in the List for

Self-use and the Declaration of Self-use which should be signed by a

representative of the Client groups on the same flight, and then send these

documents to the email addresses of the liaisons of the Executive

Chengdu 2021 FISU World University Games Customs and Freight Forwarding Guide

Committee of the Chengdu 2021 FISU Games for the corresponding

client groups no later than five days prior to the departure. The Executive

Committee of the Chengdu 2021 FISU Games will issue a Letter of Proof

for Self-use Goods after approval of the documents. Client groups will

then submit the copies of these documents to the Customs for customs

clearance, and ensure that these items are only for self-use and that they

will take such equipment out of China after the Chengdu 2021 FISU

Games.

For the entry of equipment that has the features of transmitting and

receiving radio or satellite signals, Client groups shall declare them to

Customs according to current Customs control requirements and a

certificate issued by the related competent authority shall be provided.

4.3.5 Press Equipment

For the press equipment brought into China by overseas journalists who

are accredited on the Online Accreditation System of the Chengdu 2021

FISU Games, with the confirmation letter issued by the Executive

Committee of the Chengdu 2021 FISU Games, application for ATA

Carnets in advance is strongly recommended. Upon ATACarnets they can

declare to the Customs and process customs clearance procedures at the

time of entry/exit. If it is impossible to apply for ATA Carnets, they can

also fill in the List of Imported Goods and send it to their contact from

the customs clearance team via email ([email protected])

no later than 14 days before the inbound flight takes off. Then they can

process customs clearance procedures with the copies of the Letter of

Evidence, the List of Imported Goods and other documents issued by the

Executive Committee of the Chengdu 2021 FISU Games. For details of

the process, please refer to 4.3.

For the press equipment brought to China by non-accredited overseas

journalists, customs clearance procedures shall be processed according to

the related provisions of Announcement No. 104 [2008], Announcement

No. 19 [2009] and Announcement No. 31 [2009] of GACC. When

bringing their press equipment out of China, those journalists can process

the procedures for the refund of deposit at a place other than the place of

Chengdu 2021 FISU World University Games Customs and Freight Forwarding Guide

entry according to the provisions of Announcement No. 59 [2009] of

GACC.

4.3.7 Biological Products or Blood Products

When special articles (biological or blood products) carried by The clientgroups for self-use and only for prevention or treatment of diseases enterChina, related proof of diagnosis and prescriptions shall be presented tothe Customs pursuant to the Regulations for Administration of Entry andExit Health Quarantine on Special Goods (AQSIQ No. 160 Decree,amended by AQSIQ No. 184 Decree and GACC No. 238, 240 and 243Decrees), and the quantity carried shall be only for one course oftreatment described in the prescriptions or specifications. 5. Customs Clearance of Freight5.1 Temporarily Imported Goods5.1.1 Taxation Policy for Temporarily Imported GoodsThe Measures of the General Administration of Customs of the People’sRepublic of China on the Administration of Temporarily Imported andExported Goods applies to the administration of goods that, with theapproval of the Customs, are temporarily imported or exported and,within the prescribed time limit, re-exported or re-imported. Generally,for the goods temporarily imported into China, the Client groups shallpay a deposit equivalent to the duties payable or any other guaranteeacceptable by the Customs according to law to the Customs. After thesegoods are re-exported, the Customs will go through write-off formalitiesand close the case. The Customs will reimburse and transfer the paiddeposit to the Client groups based on actual collection/exemption. 5.1.2 Administration of Temporarily Imported GoodsDuring the preparation and operation of the Chengdu 2021 FISU Games,the Executive Committee of the Chengdu 2021 FISU Games will providea bank guarantee to Chengdu Customs to ensure the Client groups’payment of duties for their temporarily imported goods provided that theClient groups sign the Commitment Letter for the Use of the CustomsGuarantee Provided by the Executive Committee of the Chengdu 2021FISU Games (the ‘Commitment Letter’, see Appendix 7.2 for details)with the Executive Committee of the Chengdu 2021 FISU Games andchoose customs brokers from the list recommended by the ExecutiveCommittee of the Chengdu 2021 FISU Games, who will process thecustoms clearance for all the temporarily imported goods. Client groupsmay process the filing, declaration and customs clearance procedures fortemporarily imported goods with the Letter of Evidence for ImportedGoods for the Chengdu 2021 FISU World University Games (hereinafterreferred to as the ‘Letter of Evidence’, see Appendix 7.3 for details)issued by the Executive Committee of the Chengdu 2021 FISU Games.Client groups may also use ATA Carnets. They can process the filing,declaration and customs clearance procedures for temporarily importedgoods with the Letter of Evidence issued by the Executive Committee of

the Chengdu 2021 FISU Games and ATA Carnets. China Customs willexempt the Client groups from paying the duty deposit for the customsclearance of temporarily imported goods using the Customs GuaranteeProvided by the Executive Committee of the Chengdu 2021 FISU Gamesand ATA Carnet. The customs duties and other charges will be exemptedafter all temporarily imported goods are re-exported within a specifiedperiod of time. When the Client groups process the filing, declaration andcustoms clearance procedures for the goods using the above two methodsor other ways, the Executive Committee of the Chengdu 2021 FISUGames will assist in ensuring that the Client groups may enjoy thefacilitated customs clearance services provided by China Customs.Before the expiry of the specified period, if the temporarily importedgoods for the Chengdu 2021 FISU Games are not to be re-exported uponthe consent of China Customs, Client groups shall process import dutypayment or other related procedures with the Customs as stipulated.

Client groups shall be responsible for purchasing the property insurancerequired during the transportation of the goods to China, thetransportation to venues upon arrival, and the storage and use in China.

5.1.3 Procedures for Temporarily Imported Goods

5.1.3.1 Procedures for Temporarily Imported Goods Using theCustoms Guarantee Provided by the Executive Committee of theChengdu 2021 FISU Games

The Customs Guarantee Provided by the Executive Committee of theChengdu 2021 FISU Games is a bank guarantee provided by theExecutive Committee of the Chengdu 2021 FISU Games to ChengduCustoms. It is used to guarantee on behalf of client groups to ChengduCustoms that all temporarily imported goods will be re-exported withinthe specified period and Chengdu Customs may exempt duty deposits,thus providing convenience in terms of time and procedure for clientgroups’ processing of the temporary import of goods. Goods that can betemporarily imported for the Chengdu 2021 FISU Games using theCustoms Guarantee include but are not limited to:• Sports equipment

• Competition goods

• Technical equipment

• Medical equipment

• TV broadcasting equipment

• Press equipment

• Medical goods

To process the temporary import of some of the above goods, thecertification documents shall be applied for and processed with therelated Chinese competent authorities in advance. Refer to Chapter 7 fordetails.

The steps of temporary import using the Customs Guarantee Provided bythe Executive Committee of the Chengdu 2021 FISU Games are asfollows (see Appendix 7.12):

1. Signing Commitment Letter

To use the Customs Guarantee Provided by the Executive Committee ofthe Chengdu 2021 FISU Games, client groups shall contact the ExecutiveCommittee of the Chengdu 2021 FISU Games at least four months inadvance and sign a Commitment Letter to promise that all the relatedgoods will be re-exported within the specified period; otherwise, theyshall bear all the duties and fees incurred. The Commitment Letter shallbe signed by the authorised signatories of client groups and a scannede-copy shall be sent to the customs clearance team via e-mail.

2. Selecting customs brokers and freight forwarders

Client groups may choose any customs brokers and freight forwarders.However, the customs brokers must be selected from the list ofrecommended service providers released by the Executive Committee ofthe Chengdu 2021 FISU Games (see Appendix 7.1 for the list). If a clientgroup selects a customs broker outside the recommended list to providecustoms brokerage services, it will not be entitled to the CustomsGuarantee provided by the Executive Committee of the Chengdu 2021FISU Games and shall pay a deposit amount to the duties payable toChengdu Customs (or customs offices at other places of declaration) or

other guarantees recognised by the Customs according to law. After thefreight forwarders and customs brokers are selected, designated contactsidentified in the Commitment Letters shall send the related details (asstipulated in the relevant clauses of the Commitment Letter) to the teamvia e-mail.

3. Submitting draft List of Imported Goods

To use the Customs Guarantee Provided by the Executive Committee ofthe Chengdu 2021 FISU Games, client groups shall submit the List ofImported Goods for the Chengdu 2021 FISU World University Games(see Appendix 7.4 for details, hereinafter referred to as the ‘List ofImported Goods’). To ensure the smooth customs clearance of theirtemporarily imported goods, client groups shall request the designatedcontacts identified in the Commitment Letters to send the draft List ofImported Goods to the team via e-mail no later than two months beforeeach shipment (if client groups have selected customs brokers and freightforwarders as per Appendix 7.12 and completed the filing with theExecutive Committee of the Chengdu 2021 FISU Games by e-mail, theycan also request the contacts of the customs brokers and freightforwarders to e-mail the draft List of Imported Goods). If the temporaryimport measures of the Chengdu 2021 FISU Games are not applicable tothe items included in the List of Imported Goods, or items do not fallwithin those to be used during the Chengdu 2021 FISU Games or areprohibited from import, the Executive Committee of the Chengdu 2021FISU Games will send feedback to client groups, and client groups shalladjust the categories of goods proposed to be imported temporarilyaccording to requirements and correspondingly modify the List ofImported Goods.4. Submitting final List of Imported Goods

No later than five days before the shipment of the temporarily importedgoods, client groups shall request the same authorised signatories whohave signed on the Commitment Letters (if a client group changes theauthorised signatory, it shall file the change with the ExecutiveCommittee of the Chengdu 2021 FISU Games in advance by e-mail orother means) to issue the final List of Imported Goods. The designatedcontacts of client groups, their freight forwarders or customs brokers willthen submit the scanned copies of the signed final List of Imported Goodsto the Executive Committee of the Chengdu 2021 FISU Games’s e-mailsfor customs clearance affairs of respective client groups for review. Ifclient groups need to import the goods in multiple shipments, they onlyneed to sign the Commitment Letter with the Executive Committee of the

Chengdu 2021 FISU Games once. However, they shall submit the draftand final List of Imported Goods for each shipment to the ExecutiveCommittee of the Chengdu 2021 FISU Games for review.※ Please note that if the submission of the final List of Imported Goodsis too late, it may affect the review of the List of Imported Goods, theissuance of the Letter of Evidence, and other subsequent work, and thuscause the temporarily imported goods to be not cleared customs in time.5. Issuing Letter of Evidence

The Executive Committee of the Chengdu 2021 FISU Games will reviewthe final List of Imported Goods submitted by client groups and, afterconfirmation, issue the Letter of Evidence that will contain relatedinformation such as the number of the List of Imported Goods andreference number of the Customs Guarantee.

※ Please note that the Letter of Evidence and List of Imported Goods arethe key documents for customs clearance procedures of temporary importof goods for the Chengdu 2021 FISU Games using the CustomsGuarantee Provided by the Executive Committee of the Chengdu 2021FISU Games, according to which, Chengdu Customs will confirmwhether imported goods are temporarily imported for the Chengdu 2021FISU Games and thus exempt duty deposits according to thecorresponding policy.

6. Declaring to the Customs

The customs brokers of client groups shall process the filing and customsdeclaration procedures for temporarily imported goods according to therequirements of China Customs upon the Letters of Evidence, List ofImported Goods, and other customs declaration application materials.Materials to be provided to Chengdu Customs at the time of customsdeclaration are listed as follows:(1) Letter of Evidence;(2) List of Imported Goods;(3) Related certification documents, in the event of goods involved inlicense administration;(4) Packing list, invoice, bill of lading (‘B/L’), and other relatedcertification documents; and(5) Other documents deemed necessary by China Customs.※ To streamline certain procedures at the port, please fill in the bill oflading as below:Consignee: name of the freight forwarder or customs broker;

Extension of temporarily imported goodsIf temporarily imported goods cannot be re-exported on time, customsbrokers shall apply to Chengdu Customs for the extension of thetemporarily imported goods one month before the expiry according to therelated policy and procedure requirements of China Customs. If theapplication is not successful before the expiry, temporarily importedgoods shall be re-exported according to the original period. If theextension application is successful, temporarily imported goods shall bere-exported before the expiry of the extension period.

To use ATA Carnets, client groups shall understand the scope ofapplication of ATACarnets in China. China Customs currently accepts theuse of ATA Carnets for the temporary import of ‘exhibits’, ‘professionalequipment’, ‘commercial samples’, and ‘sports equipment’.

Besides the expiry date of a Carnet, the final date for re-exportationendorsed by China Customs at the port of importation is vital as well. Ingeneral, China Customs grant the same day for the time limit ofre-exportation as the validity date of the ATA Carnet. The holder mustre-export the goods under ATACarnets within the stipulated time limit.

In case the Carnet is lost, stolen, damaged or destroyed, the client groupsshould contact the issuing association to apply for a duplicate Carnetbefore the expiry date of the original Carnet. The expiry date of theoriginal Carnet and that of the duplicate Carnet are the same.

The process of temporary import of goods under ATA Carnets is asfollows:

1. Applying for ATACarnets

Client groups shall apply to the guaranteeing chamber of commerce oftheir country or region for ATA Carnets. When ATA Carnets are issued,they shall be filled in in English or Chinese and one of the four uses shallbe filled in in column C ‘Intended Use of Goods’ on the first page, e.g.‘Sports equipment’ or ‘Professional equipment’.

2. Issuing Letter of Evidence

Client groups, their customs brokers or freight forwarders shall send thescanned copies of ATA Carnets issued by the guaranteeing chamber ofcommerce of their country or region to the customs clearance team viae-mail. After reviewing and confirming the information, the ExecutiveCommittee of the Chengdu 2021 FISU Games will issue the Letter ofEvidence to client groups.

3. ATACarnet data registration

According to the requirements of China Customs, all ATA Carnets shallbe subject to data registration, and the data is transmitted byCCPIT/CCOIC. For ATA goods transported by freight, freight forwardersshall contact CCPIT/CCOIC for data registration before declaring toChina Customs. For hand-carried goods under ATA Carnets, the Carnetholders or their authorised representatives shall declare to the Customs atthe port after claiming the luggage. Upon release of the luggage, theyshall go to CCPIT/CCOIC with the original Carnet for data registration

within three working days. ATA Carnet data registration is only requiredat importation, not necessary for re-exportation.

4. Declaring to the Customs

Client groups or their customs brokers shall process the filing andcustoms declaration procedures for temporarily imported goods accordingto the requirements of China Customs upon the Letters of Evidence, ATACarnets, and other customs declaration application materials. ChinaCustoms only accepts ATACarnets filled in in Chinese or English.Materials to be provided to Chengdu Customs at the time of customsdeclaration are listed as follows:(1) Letter of Evidence;

(2) ATACarnet;

(3) Related certification documents, in the event of goods involved inlicense administration;

(4) Packing list, invoice, bill of lading (‘B/L’), and other relatedcertification documents; and

(5) Other documents deemed necessary by China Customs.

5. Processing customs clearance procedures

After goods arrive at ports, customs brokers shall process customsclearance procedures and cooperate with customs offices in completinghealth quarantine, package inspection, etc. according to relatedrequirements and system commands.

6. Transporting goods to venues.

6. After all customs procedures and customs release of the temporarilyimported goods of the Chengdu 2021 FISU Games, client groups shall beresponsible for their transport from the port of entry to each venue or theFISU Games Village. See 6.3 for details. They can designate logisticscompanies to undertake the transport or contact the logistics serviceprovider recommended by the Chengdu 2021 FISU Games for theservices.7. Extension of temporarily imported goodsIf the goods under an ATA Carnet cannot be re-exported within the timelimit specified by the Customs, the holder is suggested to submit theApplication for Extending Time Limit of Temporarily Imported orExported Goods to the competent customs office to extend the time

period for re-exportation. If the goods cannot be re-exported before theexpiry date of a Carnet, the holder shall apply for renewal of the Carnetwith the issuing association and submit the new and original Carnets tothe competent customs office at least one month before the expiry of theoriginal Carnet. Then the holder can apply for the extension of thetemporary import period and put the renewed Carnet into use.

5.1.3.3 Procedures for Temporarily Imported Goods Using othernon-Games Specific Procedures

If a client group selects a service provider outside the recommended listof the Executive Committee of the Chengdu 2021 FISU Games toprovide customs brokerage services, and the temporarily imported goodsof the Chengdu 2021 FISU Games are not under ATACarnets, it shall paya deposit amount to the duties payable to Chengdu Customs (or thecustoms office at the place of declaration) or other guarantees recognisedby the Customs according to law. And then it shall request its customsbroker to process the filing, customs declaration and clearance proceduresfor temporarily imported goods according to the general processstipulated by the Customs and shall transport them from the port of entryto each venue or the FISU Games Village after all the customs proceduresand customs release (see Appendix 7.13). If temporarily imported goodscannot be re-exported on time, customs brokers shall apply to Chengdu

Customs (or the customs office at the place of declaration) for theextension of the temporarily imported goods one month before the expiryaccording to the related policy and procedure requirements of ChinaCustoms. They shall be re-exported before the expiry of the extensionperiod. After temporarily imported goods are re-exported, guarantee caseclosure shall be processed with the customs offices where temporaryimport is filed, and the deposit refund transfer procedures shall beprocessed according to the actual collection/exemption situation.Additional information can be requested at [email protected]

5.1.4 Re-export of Temporarily Imported GoodsAccording to the Administrative Measures of the Customs of the People’sRepublic of China for Goods Temporarily Imported or Exported, thegoods temporarily imported shall, except for the depreciation or wear andtear due to normal use, be re-exported in their original condition withinsix months as of the date of importation. Where it is necessary to extendthe period under a special circumstance, the ATA Carnet holder or theconsignee or consignor may file an extension application with the localcompetent customs office. The period may be extended upon approval ofthe local competent customs office for three times at most, but eachextension shall not exceed six months. At the expiry of the extensionperiod, the goods shall be re-exported or the import procedures shall beprocessed.

5.1.4.1 Re-export of Temporarily Imported Goods Using the CustomsGuarantee Provided by the Executive Committee of the Chengdu2021 FISU GamesIf client groups temporarily import goods for the Chengdu 2021 FISUGames using the Customs Guarantee Provided by the ExecutiveCommittee of the Chengdu 2021 FISU Games, they shall re-export themin their original condition before the expiry of the period for temporaryimport or the extension period. List of materials to be provided at the timeof processing re-export:

(1) Invoice, contract or agreement, and other related documents;

(2) B/L;

(3) Photocopies of the List of Imported Goods and Letter of Evidence forthe Chengdu 2021 FISU Games; and

(4) Other documents deemed necessary by the Customs.

After the temporarily imported goods of the Chengdu 2021 FISU Gamesare re-exported, client groups or their customs brokers shall apply toChengdu Customs for guarantee case closure. In processing guaranteecase closure, they shall provide customs declaration forms for temporaryimport and re-export and other materials deemed necessary by theCustoms, and Chengdu Customs will close guarantee cases for thetemporarily imported goods of the Chengdu 2021 FISU Games afterreview and confirmation.Whether extension procedures are processed or not, all goods temporarilyimported for the Chengdu 2021 FISU Games by client groups using theCustoms Guarantee Provided by the Executive Committee of theChengdu 2021 FISU Games shall be re-exported by 31 December 2022 atthe latest.

5.1.4.2 Re-export of Temporarily Imported Goods Under ATACarnetsATA Carnet holders shall declare re-export with ATA Carnets to thecustoms office of the re-export port.

In the case that goods under ATA Carnets would be re-exported by partialshipment, Carnet holders are highly recommended to inform bothCCPIT/CCOIC and China Customs during the ATA Carnet dataregistration and importation declaration process, in order to facilitate thefuture re-export declaration. It is common practice for China Customs toendorse the re-export details in one voucher/counterfoil for all partialshipments, and to tear off the voucher after the last shipment have beenre-exported. However, there is another practice that the Customs endorsesthe re-export details of every single shipment on a separatevoucher/counterfoil. Therefore, holders intending to re-export the goodsby partial shipment are suggested to obtain sufficientvouchers/counterfoils when applying for ATACarnets.

If Carnet holders would sell goods under ATA Carnets, they need todeclare to the competent custom office in advance. With the customsoffice’ approval, the Carnet holders shall go through the general tradeformalities and pay duties and taxes, and make sure that customsendorsement includes duty payment status and charge number. For goodssubject to import licenses and other special provisions, the relevant

regulations/laws shall apply.

If the goods under ATA Carnets are lost or stolen, Carnet holders shallcomplete the general trade formalities and pay duties and taxes, whilereporting the case to the local police station.

If Carnet holders would give away or donate goods under ATA Carnets tocharity, they shall complete the general trade formalities and pay dutiesand taxes (except for cases under Customs’ special policies).

In the case that goods are seriously damaged by accident or force majeure,such as flood and earthquake, Carnet holders shall timely inform thecompetent customs with supporting documents. Customs shall determinewhether the damage is caused by force majeure or not. If not, Carnetholders shall complete the general trade formalities and pay duties andtaxes.

If Carnet holders would give up the goods, they shall apply to thecompetent customs office. With customs’ approval, they shall completethe relevant formalities.

The ATA Write-off Centre will file a claim with CCOIC/CCPIT whengoods under the ATA Carnets fail to be re-exported within the stipulatedtime limit. The ATAWrite-off Centre may cancel the claim if evidence isprovided within 9 months to prove that re-exportation or importformalities are completed within the specified time limit. Otherwise,CCPIT/CCOIC shall pay for duties and fines accordingly.

5.1.4.3 Re-export of Temporarily Imported Goods Using OtherNon-Games Specific ProceduresSee 5.1.3.3 Procedures for Temporarily Imported Goods Using othernon-Games Specific Procedures for details.

5.2 Import of Specific Goods

5.2.1 Food, Cosmetics, and Animals and Plants and Their Products

Importers of imported foods, cosmetics, and animals and plants and theirproducts or their agents shall process the filing procedures with theCustoms in advance.

The entry and exit of animals and plants and their products shall followthe provisions of the Law of the People’s Republic of China on the Entry

and Exit Animal and Plant Quarantine, the Regulations for theImplementation of the Law of the People’s Republic of China on the Entryand Exit Animal and Plant Quarantine and other laws and regulations ofChina on the entry and exit quarantine of animals and plants and theirproducts.

For animals and plants and their products, special items, food of animalorigin, food of plant origin, edible aquatic animals, etc. subject toquarantine approval before entry (see Appendix 7.9 Directory of ProductsSubject to Quarantine Approval for Entry for details of the product range),importers or their agents shall process quarantine approval procedureswith the Customs in advance.

5.2.2 Wild Fauna and Flora

The entry-exit of wild fauna and flora shall comply with the provisions ofthe Chinese laws and regulations on wild fauna and flora protection.Client groups shall submit the following materials for applying for therelated import and export permits:

(1) Application form for the import and export permit. The applicant shallaffix its seal if it is an entity or sign or affix a seal if he/she is anindividual.

(2) The import and export approval document from the competentauthorities in charge of wild fauna and flora under the State Council ofChina.

(3) Import and export contract, except for the import and export of wildfauna and flora and their products owned individually not for commercialtrade purposes.

(4) Identification documents. The applicant shall submit the businesslicense photocopy or other identification documents if it is an entity or IDcertificate photocopy if he/she is an individual.

(5) Species composition content tables and product guides, in the eventthat the import and export involve medicines and foods that contain wildfauna and flora composition.

(6) Documents proving the sources such as wild or artificial breeding, inthe event of export of wild fauna and flora and their products.

(7) Other documents to be submitted as publicised by the EndangeredSpecies Import and Export Management Office of the People’s Republicof China.

If client groups entrust agents to apply on behalf, they shall submit theagents’ identification documents and entrustment contracts.

The Customs will process the customs clearance procedures by checkingthe related certificates issued by the related competent departments ofvarious countries.

Refer to the Administrative Measures for the Import and Export Permitsof Wild Fauna and Flora (Decree No. 34 of the State ForestryAdministration and GACC) for more information.

5.2.3 Media and Broadcasting Equipment

5.2.3.1. Radio Equipment

When overseas users, who need to set up and use radio stations and radiotransmission equipment at the venues and special control areas during theChengdu 2021 FISU Games, process the temporary entry procedures ofradio stations and radio transmission equipment, they shall provide ChinaCustoms with a printed copy of the Permit for the Use of RadioFrequencies for the Chengdu 2021 FISU World University Games(hereinafter referred to as the Permit for the Use of Radio Frequencies)and other necessary documents. Temporarily imported radio stations andradio transmission equipment shall be re-exported as per the relevantCustoms regulations.

If foreign leaders, embassies and consulates in China, and internationalorganisations and individuals enjoying diplomatic privileges andimmunities are to apply for setting up or using radio stations and usingradio transmission equipment at the venues and special control areas,carry, send or otherwise transport radio transmission equipment that hasnot received the Radio Transmission Equipment Type ApprovalCertificate into China, they shall apply to the Bureau of Radio Regulationof the Ministry of Industry and Information Technology throughdiplomatic channels.

If Chinese and/or foreign users are to set up and use radio stations and

radio transmission equipment at the venues and special control areasduring the Chengdu 2021 FISU Games, they shall apply for the RadioFrequency Use Permit via the official website of the Chengdu 2021 FISUWorld University Games (https://www.2021chengdu.com). Refer to theRegulations of the People’s Republic of China on the Management ofRadio Operation and Provisions of the People’s Republic of China on theDivision of Radio Frequencies for more information.

5.2.3.2 Ground Receiving Equipment of Satellite TelevisionBroadcasting

The entry of ground receiving equipment of satellite televisionbroadcasting shall comply with the related Chinese laws and regulations,and the customs clearance procedures will be processed by the Customsafter verifying the Import Examination Permit of Ground ReceivingEquipment of Satellite Television Broadcasting issued by the NationalRadio and Television Administration or provincial and municipal radioand television administrations authorised thereby.

5.2.4 Exhibit

For the following entry exhibits required for various exhibitions held forthe Chengdu 2021 FISU Games, China Customs will assess their quantityand total value according to realities and exempt the import dutiesaccording to related provisions if they are within a reasonable range:

1. Small samples (excluding alcoholic beverage, tobacco, and fuel) in theexhibition activities for the Chengdu 2021 FISU Games, includingimported food or beverage samples with original packaging, or such

samples made of bulk raw materials imported during the exhibitions,which shall meet the following conditions:

(1) They will be offered by exhibitors for free during the exhibitions, andwill be exclusively used or consumed by visitors;

(2) The samples with low unit prices will be used for advertisement;

(3) They will not be applied for commercial use, with their unit capacityobviously smaller than that of the smallest retail packaging;

(4) Food and beverage samples are actually consumed in the activitiesalthough they have not been distributed in accordance with the packagingruled in Paragraph (3).

2. Goods consumed or damaged for demonstrating the exhibited machineor device;

3. Low-value goods consumed for setting and decorating the temporarybooth;

4. Relevant publicity materials distributed to visitors for free during theexhibitions; and

5. Files, tables and other documents used for the exhibitions.

The part exceeding the limited import quantity of exhibits listed inParagraph 1 shall be taxed pursuant to laws; unused or unconsumed partsof those listed in Paragraphs 2, 3 and 4 shall be re-exported or importedin line with the related provisions.

Other goods exceeding the scope of duty exemption shall be taxed asstipulated.

5.2.5 Donation

The imported goods donated by foreign governments and internationalorganisations to the Chengdu 2021 FISU Games will be processed forexemption of import duties and VATs according to the related provisions.

5.2.6 Medications and Medical Equipment

If the client groups are to bring medications and medical equipment intoChina as carry-on luggage, refer to 4.3.2.

submitted to the Executive Committee of the Chengdu 2021 FISU Games.Client groups shall indicate that the goods are self-use medications duringthe Chengdu 2021 FISU Games when they fill in the lists, and theExecutive Committee of the Chengdu 2021 FISU Games, after approvingthe lists, will issue Letters of Evidence to guarantee that the goods will befor the client groups’ self-use only and the unused ones will bere-exported instead of being sold in China after the Chengdu 2021 FISUGames. Client groups or their customs brokers shall declare to theCustoms according to the method for temporarily imported goods uponthe Letters of Evidence and other related documents, and shall declaremedications involving narcotic ingredients to the Customs according tothe current control measures and provide certificates issued by competentauthorities. Refer to Chapter 5 for the specific process of temporaryimport of the Games-related goods to handle the relevant procedures.Medications and medical equipment entering China by freight shall beseparately packed, instead of being mixed with other goods; it isrecommended that dedicated medical officers should be present on site inthe process of the customs clearance for medications and medicalequipment and explain reasons and solve the problems arising therefrom.

5.2.7 Electromechanical Product

The compulsory certification is not required for temporarily importedproducts subject to China Compulsory Certification, but it is required forproducts subject to China Compulsory Certification that will be retainedor sold in China after the Chengdu 2021 FISU Games.For the entry of used electromechanical products, please log in to the‘China Customs Service Platform for the Quality Safety Information ofImported Used Electromechanical Products’ (http://jjd.customs.gov.cn/)to check the regulatory information on related products. Temporarilyimported used electromechanical products can be exempted from theinspection at destinations, and shall be re-exported instead of beingretained or sold in China after the Chengdu 2021 FISU Games.

Client groups can process the entry procedures of used electromechanicalproducts via customs brokers or freight forwarders.

5.2.8 Sport Equipment

If the client groups are to bring sport equipment into China as carry-on

luggage, refer to 4.3.3.

Lists of imported sport equipment by freight shall be submitted to theExecutive Committee of the Chengdu 2021 FISU Games. The ExecutiveCommittee of the Chengdu 2021 FISU Games will issue Letters ofEvidence after approving the lists. Client groups or their customs brokersshall declare such equipment to the Customs as the temporarily importedgoods upon the Letters of Evidence and other related documents. Forhandling relevant procedures, refer to Chapter 5 for the process oftemporarily imported Games-related goods.

All sport equipment entering China by freight shall be re-exported afterthe Chengdu 2021 FISU Games. If it is impossible to re-export all theequipment as it is legally donated or disposed as a result of unpredictabledepletion, the client groups concerned shall re-export the rest of theequipment and submit a written certificate to the Executive Committee ofthe Chengdu 2021 FISU Games in a timely manner, where they shallindicate the type and quantity of the equipment not being re-exported andreasons. Upon the approval of the Executive Committee of the Chengdu2021 FISU Games, the client groups concerned shall submit thecertificate to Chengdu Customs for filing and write-off.

5.2.9 Firearms andAmmunition for Sports Events

The entry and exit of firearms and ammunition for the sports events shallcomply with current laws and regulations of China on the control offirearms and ammunition, and the Customs will check relevantdocuments issued by relevant competent authorities before processingcustoms clearance formalities.

In the course of transport, the principle of separating firearms fromammunition and from people and the regulations governing the transportof firearms and ammunition shall be followed. Firearms and theremaining ammunition shall be re-exported after the Chengdu 2021 FISUGames without delay.

5.2.9.1 Import Procedures

Chengdu Shuangliu International Airport, the official port of entry, willprovide customs clearance services for firearms and ammunition tofacilitate the entry and exit of delegations. It is not allowed to transportfirearms and ammunition into China via any non-official ports and thentransported to Chengdu.

After arriving in China via the Chengdu Shuangliu International Airport,delegations shall collect their firearms and ammunition from the luggageclaim (or oversized luggage claim), take the initiative to declare to theimmigration inspection and customs authorities, and cooperate withinspection. The Executive Committee of the Chengdu 2021 FISU Gameswill be responsible for transporting the firearms and ammunition from theairport to a competition venue and process storing formalities at thecompetition venue after the firearms and ammunition are released.

5.2.9.2 Transport and In-venue Procedures

Upon customs inspection at the airport, the firearms and ammunition willbe transported from the airport to the shooting sport venue or from thevenue to the airport by bus as carry-on luggage of athletes. They will bestored in the armoury in the venue. Athletes cannot collect their firearmsand ammunition unless they are qualified upon their accreditation cardsand are verified by the facial recognition system. Therefore, they shallcarry their accreditation cards at all times when staying in the venue.Firearms and ammunition must be sent back to the armoury for storageafter the training or competition. It is forbidden to take them outside ofthe shooting sport venue.

5.2.9.3 Export Procedures

After the competitions, delegations must transport their firearms andammunition out of China by 10 July 2022. The Executive Committee ofthe Chengdu 2021 FISU Games will be responsible for transporting thefirearms and ammunition from the shooting sport venue to The ChengduShuangliu International Airport. Firearms and ammunition will exit Chinain the same customs procedures as they enter China. The staff of theExecutive Committee of the Chengdu 2021 FISU Games will prepare thedocuments required in advance to facilitate the exit process. We suggestathletes estimate the reasonable amount of ammunition needed for the

training and competitions; it is not allowed to take the unusedammunition after competition.

5.2.10 Lithium Battery (Power Bank)

Lithium batteries (power banks) and portable electronic devices orelectronic medical devices containing lithium-metal or lithium-ion cellsor batteries used during the Chengdu 2021 FISU Games shall betransported according to the Provisions of China on the Administration ofCivil Air Transport of Dangerous Goods, Notice on Strengthening theManagement of Safe Air Transportation of Lithium Batteries inPassengers’Luggage, Standards for Transport of Lithium Batteries by Air,the International Civil Aviation Organisation’s Technical Instructions forthe Safe Transport of Dangerous Goods by Air, and provisions of otherprevailing Chinese laws and regulations on the management of transportof lithium batteries by air. Given the slight difference in each country’sregulatory requirements, client groups shall go through this chapter andconfirm with their freight forwarders before shipment to ensure thesmooth entry and re-export of lithium batteries (power banks) andportable electronic devices or electronic medical devices containinglithium-metal or lithium-ion cells or batteries. For more information, referto the website of the Civil Aviation Administration of China:http://www.caac.gov.cn.

5.2.10.1 Definitions

Lithium battery: a battery with lithium (including lithium metal, lithiumalloy and lithium ion, and lithium polymer) in its electrochemical system;lithium batteries include lithium-metal batteries and lithium-ion batteries.

Power bank: a lithium battery mobile power supply whose main functionis to provide external power to electronic devices such as mobile phones.

5.2.10.2 Watt-hour Rating

The Watt-hour (Wh) rating shall be clearly marked on the lithium battery(power bank). If not marked so, the Wh rating should be calculated usingWh = V x Ah; where, (V) is the nominal voltage and (Ah) is the nominal

capacity, both of which are usually marked on the lithium battery (powerbank). If the lithium battery (power bank) is marked with milliamp-hours(mAh) only, divide this value by 1,000 to get ampere-hours (Ah).

5.2.10.3 Lithium Battery (Power Bank) Inbound TransportManagement

Lithium batteries (power banks) and portable electronic devices orelectronic medical devices containing lithium-metal or lithium-ion cellsor batteries may be transported to China in carry-on or checked luggageor by freight. Consult the shipping company or freight forwarder in thecountry of departure for the relevant requirements.

5.2.10.4 Lithium Battery (Power Bank) Outbound TransportManagement

1. Lithium batteries (including spare batteries for various electronicdevices) and power banks for the personal use of passengers:

Those with a Wh rating not exceeding 100 Wh can be carried bypassengers as their hand luggage or carry-on luggage and it is forbiddento transport them as checked luggage. Each passenger may bring up totwo batteries (power banks) or a reasonable number of batteries (powerbanks) based on the length of the route;

Those with a Wh rating between 100 Wh and 160 Wh (inclusive) can becarried by passengers as their hand luggage or carry-on luggage and it isforbidden to transport them as checked luggage. Each passenger maybring up to two batteries (power banks) with the approval of the operator;

Those with a Wh rating exceeding 160 Wh are not allowed to be carriedas hand luggage, carry-on luggage or checked luggage.

Notice:

a. Lithium batteries or power banks are prohibited from being carried iftheir Wh rating is not clearly marked or cannot be calculated;

b. Back-up lithium batteries or power banks meeting the relevantrequirements can be carried as carry-on luggage. However, they cannotbe carried as checked luggage;

c. It is forbidden to charge electronic devices with power banks during the

flight. Power banks with a start switch shall always be switched offduring the flight;

d. Battery-powered portable electronic smoking devices (e.g. e-cigarettes,vape pens, e-cigars, e-pipes, personal vaporisers, and personal electronicnicotine delivery systems) are managed with reference to lithium batteries(power banks).

2. Passengers carrying portable electronic devices (e.g. watches,calculators, cameras, mobile phones, laptops, and portable video cameras)or portable electronic medical devices (e.g. automated externaldefibrillators (AEDs), nebulisers, and continuous positive airway pressure(CPAP) devices) containing lithium-metal or lithium-ion cells or batteriesfor personal use or medical purposes:

Those with a Wh rating not exceeding 100 Wh can be carried bypassengers as their checked luggage, hand luggage or carry-on luggage attheir own choice;

Those with a Wh rating between 100 Wh and 160 Wh (inclusive) can becarried by passengers as their checked luggage, hand luggage or carry-onluggage at their own choice, with the approval of the operator;

Those with a Wh rating exceeding 160 Wh are prohibited from beingcarried as hand luggage, carry-on luggage or checked luggage.

3. When transporting lithium batteries (power banks) and electronicdevices or electronic medical devices containing lithium-metal orlithium-ion cells or batteries out of China by air, passengers shall obtainthe Identification and Classification Report for Air Transport of Goods.For this report, please contact Shanghai Research Institute of ChemicalIndustry Testing Centre (www.ghs.cn) in Chengdu or the SecondResearch Institute of CAAC (www.caacdgt.com).

When transporting lithium batteries (power banks) and portable electronicdevices or electronic medical devices containing lithium-metal orlithium-ion cells or batteries out of China by sea freight, passengers shallobtain the Certification for Safe Transport of Goods from ShanghaiResearch Institute of Chemical Industry Testing Centre (www.ghs.cn) orthe Second Research Institute of CAAC (www.caacdgt.com) in Chengdu.

5.3 Goods Prohibited and Restricted from Entry

1. Opium, morphine, heroin, marijuana, and other addiction-inducingnarcotics and psychotropic drugs.

If they are to enter China for medical purposes under certaincircumstances, permission from the relevant authorities is required;

2. Weapons, imitation weapons, ammunition and explosives (except thoseused for the Chengdu 2021 FISU Games);

3. Pathogens of animals and plants (including bacterial strains and virusstrains), pests, and other harmful organisms; animals and plants, theirproducts and other quarantine items coming from countries or regionswith prevalent epidemic animal or plant diseases; animal corpses; soil;

4. Printed matter, audio-visual products, storage media for computers andother items which are detrimental to the political, economic, cultural andmoral interests of China;

5. Deadly poison of all kinds

6. Foodstuff, medicines and other items coming from epidemic strickenareas and harmful to human and livestock or those capable of spreadingdiseases;

7. Counterfeit currencies and counterfeit negotiable securities;

8. Other goods and items prohibited from entry by the Chinese laws andregulations.

Imported goods shall be consistent with the Restriction List forInspection and Quarantine during the Chengdu 2021 FISU WorldUniversity Games (Appendix 7.10) and the Prohibition List for Inspectionand Quarantine during the Chengdu 2021 FISU World University Games(Appendix 7.11).

6. Freight - Logistics InformationThe international logistics services shall be provided in accordance withthe business contracts signed between the client groups and internationalfreight forwarders. The import of goods by air or in ways like cold chains,containers and inbound parcels shall strictly follow the Customs’ policiesand the current pandemic prevention and control policies.

Client groups’ goods shall arrive at the port of entry in Chengdu 15 daysin advance to proceed with subsequent customs clearance andtransportation.

6.1 Shipping Documents

A set of standard original documents shall be provided for shipping goodsto China, including:

(1) The relevant documents required and issued by the ExecutiveCommittee of the Chengdu 2021 FISU Games (see Chapter 4);

(2) Invoice and packing list;

(3) Transport documents: airway bill (AWB) or bill of lading (B/L);

(4) Other documents required by China Customs.

6.2 Packaging

Packaging, wood packaging, and label packaging must be compatiblewith the modes of transportation, to avoid damage during transportation,handling, and storage.

All packages and/or loose parts must wear clear labels detailing:

(1) AWB or B/L No.;

(2) Airport or port of departure;

(3) Airport or port of destination;

(4) Number and total weight;

(5) Consignee information;

(6) Full name and address of the final destination.

For the wood used for packaging, it must be fumigated in the countries oforigin before being shipped to China.

To prove the effectiveness of wood treatment, the following informationmust be marked or stamped outside the packages and easily visible:

(1) IPPC mark;

(2) ISO country code;

(3) A unique number assigned to the company that has carried out thefumigation, namely, a national plant protection organisation;

(4) Method of fumigation, etc.

6.3 Delivery to Venues

Upon the customs release of the goods, client groups shall be responsiblefor transporting their goods from the port of entry to venues or the FISUGames Village. The goods shall be delivered to the sites designated by theExecutive Committee of the Chengdu 2021 FISU Games (e.g., the FISUGames Village, official hotels, the Main Media Centre, and venues) andreceived by the persons designated or entrusted by client groups.

The Executive Committee of the Chengdu 2021 FISU Games will supportthe transportation of carry-on competition equipment and oversized orover-limited special equipment during the competitions and training.Client groups with special transportation needs may designate logisticscompanies or freight forwarders to transport their goods, and the detailsof services, including the period, cost and content, shall be determined byboth parties through negotiation. For details, see 2.2.

Furthermore, the policies and procedures for delivering theGames-related goods to the venues or FISU Games Village will varyduring the bump-in, lockdown and bump-out periods, specifically asfollows:

6.3.1 Bump-in

The period for bump-in or bump-out of each venue will be determinedaccording to the construction progress and operating plan of each venue,and the bump-in period normally starts 1.5 months before the lockdowndate of each venue. The Executive Committee of the Chengdu 2021 FISUGames will collect the goods transportation needs of each client group,provide a targeted centralised bump-in/bump-out transportationscheduling service for each venue, and provide sufficient manpower and

machines at each venue to assist with loading, unloading, and handling.All client groups can transport goods in and out of the venues in thisperiod. Furthermore, goods and vehicles carrying goods may be subject tosecurity checks before they are allowed to enter the venues. TheExecutive Committee of the Chengdu 2021 FISU Games stronglyrecommends that all Games-related goods arrive during the bump-inperiod at the final destination as deliveries during the lockdown periodwill be subject to more restrictive security check and quarantineinspection requirements.

6.3.2 Lockdown

The lockdown period for the Chengdu 2021 FISU Games venues isexpected from before the opening to the end of the Chengdu 2021 FISUGames. Lockdown periods at the venues have yet to be defined.

6.3.3 Bump-out

At the completion of the venue operations at the end of the Chengdu 2021FISU Games, bump-out will commence at venues and all goods for theGames period will be removed. This stage is venue specific anddependent upon the site condition and operational schedule.

7.2 Commitment Letter for the Use of the Customs Guarantee Providedby the Executive Committee of the Chengdu 2021 FISU Games

To: The Executive Committee of the Chengdu 2021 FISU WorldUniversity Games (hereinafter referred to as the ‘Chengdu 2021 FISUGames’)

WHEREAS:

(1) For the purposes of the Chengdu 2021 FISU Games, the test events,the flame relay and other relevant events and activities (‘SpecificPurposes’), the FISU controlled entities, other organisations recognisedby the FISU, rights-holding broadcasters, written and photographic press,International Federations (IFs), National Federation of University Sport,national partners and their affiliates to transport relevant goods(‘temporarily imported goods’) into the customs territory of China, andre-export such goods from China within the time limit specified byGeneral Administration of Customs People’s Republic of China (‘ChinaCustoms’).

(2) In accordance with the relevant commitments made by it under theHost City Contract of the Chengdu 2021 FISU World UniversityGames and its Regulations for the FISU World University Games, theExecutive Committee of the Chengdu 2021 FISU Games will,pursuant to related laws and regulations of China, assist the clientgroup in handling customs clearance procedures for the temporarilyimported goods, without any duties or taxes being payable. To thisend, after examination and approval by China Customs, the ExecutiveCommittee of the Chengdu 2021 FISU Games is to provide to ChinaCustoms for the client groups a bank-issued the Customs GuaranteeProvided by the Executive Committee of the Chengdu 2021 FISUGames (‘Customs Guarantee’), in accordance with the requirementsof Chinese laws and regulations in respect of temporarily importedgoods. The client group shall provide the Commitment Letter for theUse of the Customs Guarantee Provided by the Executive Committee

of the Chengdu 2021 FISU Games (‘Commitment Letter’) to theExecutive Committee of the Chengdu 2021 FISU Games for use ofthe Customs Guarantee.

Based upon the abovementioned, the client group hereby agrees to makethe following commitments:

1. The client group shall notify the Executive Committee of the Chengdu2021 FISU Games in writing, prior to its first shipment, the name, contactperson and contact information of its official designated freight forwarderand customs broker (‘Agency’).

2. The client group shall designate any freight forwarder for shipping ofgoods, but must procure customs brokerage service from the list ofcustoms brokers and freight forwarders recommended by the ExecutiveCommittee of the Chengdu 2021 FISU Games, and the same customsbroker must be used for both import and re-export of the goods.

3. The client group shall submit the List of Imported Goods for theChengdu 2021 FISU World University Games (‘List of Imported Goods’)to the Executive Committee of the Chengdu 2021 FISU Games inaccordance with the procedures laid out in the Chengdu 2021 FISU WorldUniversity Games Customs and Freight Forwarding Guide before thetemporarily imported goods are shipped into China. The List of ImportedGoods shall include but not be limited to the following items:

(1) Name and description of goods;

(2) Intended purpose of goods (to be re-exported after the Chengdu 2021FISU Games, consumed during the Chengdu 2021 FISU Games orforeseen to be disposed during the Chengdu 2021 FISU Games and notre-exported);

(3) Quantity, weight and size of goods;

(4) Value of goods (including unit price and total price);

(5) Name, contact person, and contact information of Agency

4. The client group covenants to abide by the relevant provisionsapplicable to the temporarily imported goods under Chinese laws andregulations and requirements of the Executive Committee of the Chengdu2021 FISU Games, including but not limited to:

(1) The client group shall, at the time and port specified in the List ofImported Goods, transport the temporarily imported goods into China anduse such goods for Specific Purposes only.

(2) The client group has the responsibility to carry out the control andmanagement measures required by the Executive Committee of theChengdu 2021 FISU Games and China Customs over the temporarilyimported goods.

(3) The client group shall re-export all temporarily imported goods at thetime and port specified in the List of Imported Goods. Where anytemporarily imported goods are damaged, destroyed, stolen, or reduced inquantity due to normal consumption before re-exportation, the clientgroup shall notify the Executive Committee of the Chengdu 2021 FISUGames of the relevant situation in written form, and submit thecorresponding supporting documents required by the ExecutiveCommittee of the Chengdu 2021 FISU Games and China Customs.Where the client group proposes to dispose of any temporarily importedgoods by means of auction, transfer or donation, the client group shallimmediately notify the Executive Committee of the Chengdu 2021 FISUGames of its proposed disposal in written form, obtain prior approvalfrom China Customs, complete the due importation procedures and ifapplicable, pay any applicable taxes and fees according to law.

Where any temporarily imported goods are not re-exported from Chinaby specified time limit due to whatever reason, the client group shall,promptly notify the Executive Committee of the Chengdu 2021 FISUGames in writing of the current status of the goods remaining in China(including without limitation, the name, actual location, party in controlof the goods and owners of the goods, etc.), and provide the documentsrequested by the Executive Committee of the Chengdu 2021 FISUGames.

(4) Before the relevant temporarily imported goods are re-exported fromChina, the client group shall immediately notify the Executive Committeeof the Chengdu 2021 FISU Games of the related information in writtenform.

(5) The client group can delegate the designated Agency to contact the

Executive Committee of the Chengdu 2021 FISU Games and ChinaCustoms on its behalf.

5. The client group covenants that, if due to a breach of the CommitmentLetter by the client group, or a violation of Chinese relevant laws andregulations, the Executive Committee of the Chengdu 2021 FISU Gameswill have to pay for any taxes, penalties, overdue fine and other relevantcharges at the request of China Customs, or, the Executive Committee ofthe Chengdu 2021 FISU Games has suffered any other resulting damage,the client group shall, within [thirty (30)] working days upon the issuingof compensation notice by the Executive Committee of the Chengdu 2021FISU Games, unconditionally compensate the Executive Committee ofthe Chengdu 2021 FISU Games for any and all direct and indirect lossesincurred therefrom at the sum specified in said notice.

6. The client group undertakes to exempt the management personnel,employees, agents, appointees or volunteers of the Executive Committeeof the Chengdu 2021 FISU Games from any possible compensationliability, including, but not limited to, fines, penalties, losses or expenses,arising from their performance or non-performance of relevant mattersunder this Commitment Letter.

7. The Executive Committee of the Chengdu 2021 FISU Games willdesignate specific department(s) to liaise with the client group regardingthe performance of relevant matters under Commitment Letter, to assistthe client group in handling the customs clearance procedures for thetemporarily imported goods, and to coordinate and communicate with theclient group regarding the control and management of the temporarilyimported goods.

8. The client group shall designate an individual within the sameorganisation as the Representative, with whom the Executive Committeeof the Chengdu 2021 FISU Games can communicate and handle theissues arising from this Commitment Letter. The Representative isrecognised as the sole contact to submit relevant information to theExecutive Committee of the Chengdu 2021 FISU Games including butnot limited to Commitment Letter, the contact information of the Agencyand other relevant written submissions. The contact information of theRepresentative is as follows:

Articles

Microorganisms (strains and samples of viruses, bacteria, fungi, actinomycetes,

rickettsia, spirochetes, chlamydia, mycoplasma and other medical microorganisms,

as well as parasites and environment-friendly microbial agents), human tissues

(human cells, cell lines, embryos, organs, tissues, bone marrow, secretions,

excretions, etc.), biological products (vaccines, antitoxins, diagnostic reagents,

cytokines, enzymes and their preparations, toxins, antigens, allergens, antibodies,

antigen-antibody complexes, nucleic acids, immunomodulators, microecological

preparations and other biologically active preparations for medicine and life

sciences-related fields), human blood and its products (whole blood, plasma

components and special blood components, various plasma protein products), etc.,

shall go through the approval procedure, get the Health and Quarantine Approval on

Entry/Exit Special Articles and pass the inspection and quarantine, and then are able

d) ‘List of Imported Goods’ is the document provided to the Executive Committee of theChengdu 2021 FISU Games by the client groups describing details of their freight as theGames related goods.

e) ‘Letter of Evidence’ is the document issued to client groups by the Executive Committeeof the Chengdu 2021 FISU Games to certify that the goods are used for the Chengdu 2021FISU Games and relevant test events and are limited to the supplies imported during theChengdu 2021 FISU Games and relevant test events and preparation.

f) ‘List for Self-use’ is the document provided to the Executive Committee of the Chengdu2021 FISU Games by client groups, describes and guarantees the details of self-use itemscarried by the client groups and are related to the Chengdu 2021 FISU Games.

g) ‘Letter of Proof for Goods for Self-use’ is the document issued by the ExecutiveCommittee of the Chengdu 2021 FISU Games to certify that the self-use items carried by theclient groups are for the purpose of the Chengdu 2021 FISU Games.

h) ‘Bill of Lading’ means document that covers transport of goods by sea, which is issued bythe carrier to the consignor. It serves as a receipt for the goods, as evidence of the contract oftransport and as a document of title to the goods. Bills of Lading are fully negotiableinstruments. Transfer of the Bill of Lading means the transfer of ownership of the goodsfrom one party to another.

i) ‘Invoice’ is a bill for the goods provided by client groups. Invoices are used for customsofficials to determine the value of the goods.

j) ‘Consignor’ is a person, agent, organisation or other groups, sending goods whether byland, sea or air.

k) ‘Consignee’ is a person, agent, organisation or other groups to whom the goods aredelivered.

l) ‘Customs Broker’ means an agent that services customers or foreign trade companies on

Freight forwarders can also make arrangements with customs brokers overseasto ensure that the goods comply with relevant export regulations of the Customs.
