~ With reference to above, Ministry of Railways, Railway Board have approved the revision to Para-3 of Railway Board's sanction letter of even no., dated 11.05.10. Accordingly, revised Para as mentioned below is substituted in supersession to the Para-3 :

Sub: Correction Slip to Para 6.1.(a) & (b) of Revised Policy Circular No. 6 for

sanction of speed of nominated trains on specific routes. .

Ref: Railway Board's letter no, 92/CEDO/SR/4/0/Pt.T, dated 23.11.06.

The Policy Circutar No. 6 for sanction of speed of nominated trains on specific routes was issued by Civil Engg. Directorate as ‘Engineering Standing Order No. 13’, vide Railway

Board's letter no. 92/CEDO/SR/4/0/Pt., dated 23.12.99. Thereafter, in view of proposals of

running faster and longer trains, this circular was revised by CE(G) Directorate with the

approval of Board & in consultation with CCRS vide Board's letter under reference above.

Subsequently, TC(FM) Directorate of Railway Board vide letter no, 2008/TC(FM)/10/

12, dated 12.02.09 modified this Policy Circular as under without consulting ME and CCRS :

“In passenger carrying trains running with 24 coaches, there is permission to attach

an Inspection Carriage*as a 25 Coach as per the provisions of Railway Board circular

under reference above.

It has now been decided that this provision shall be extended to include a leased Parcel Van also, Therefore, henceforth the 25" Coach can be an Inspection Carriage

or a feased Parcel van. The running of 24+1 Parcel Van (leased) will, however, be

subject to concerned CME/CEE (depending upon traction) certifying the adequacy of

powering of train,”

Since attachment of 25™ coach (Parcel Van in place of Inspection Carriage) is possible

only by inclusion of such provisions in Policy Circular No. 6, suitable amendments would be

required to be issued to this effect, if considered o.k.

You are, therefore, requested to kindly offer your considered views on the above

subject, so that final decision may be taken by Railway Board.

x REVISED PARA NO. 6 OF POLICY CIRCULAR NO. 6 & APPENDIX I & 2 hen GTRCULAR NO. 6 & APPENDIX & 2 c SANCTION OF SPEED OF NOMINATED TRAINS ON SPECIFIC ROUTES

Before permitting regular operation of trains at speed above 105 Km/h on the BG and ~ above 75 Km/h on MG, the’ following procedure shall normally be followed, unless x otherwise decided with the concurrence of the Chief Commissioner of Railway Safety:. ~ 6.1.(a) For speed upto 110 Km/h on BG

~ (i) _ _ For permitting speeds above 105 Km/h, the track. on the route Should be maintained to ~ standards specified in RDSO Report No. C&M-1, Volume-. RDSO speed certificate & . CRS sanction should exist for that type of rolling stock, . (ii) Zonal Railways may increase the length-of trains upto 24 coaches plus one Inspection . Carriage, without CRS sanction, provided various departments of the Zonal Railway . certify ( as required to be done for obtaining CRS Sanction) to PCE/CE(Co-ordination) that the necessary conditions for funning such train have been fulfilled and that the ~ stopping stations have been provided with necessary facilities like the required length and Width of platforms, removal of infringements, lighting and watering arrangements etc, on the platform. The sanction to the proposal shall be granted by PCE/CE(Co-ordination).

. 6.1) For Speed above 110 Km/h and upto 120 Km/h on BG

Zonal Railways shall conduct route proving runs at proposed speed of operation for running trains upto 24 coaches plus one Inspection Carriage using portable accelerometers mounted on rolling stock(locomotives and representative vehicles which are proposed to be cleared for speeds above 110 km/h and upto 120 Km/h) for recording vertical and transverse accelerations through out the route. If the results obtained satisfy the stipulated criteria, as given in Appendix-I, Railway shall approach the Commissioner of Railway Safety for permitting operation of the first such train on that route.

Gi) = For subsequent additional trains or augmentation of load of an existing train subject to maximum train load and speed as per para (i) above and with similar type of rolling stock, route Proving run is not required. In such cases, CRS sanction is also not required to be obtained provided, Zonal Railway certify to CRS that they would strictly follow all the conditions and stipulations faid down by him in th Sanctioned in para (i) above.

The instructions contained in Freight Marketing Circular No. 16 of 2008 under

In passenger carrying trains running with 24 coaches, there is permission

to attach an Inspection Carriage as a 25 Coach as per the provision of Railway

Board circular under reference (i} above. '

It has now been decided that this provision shall be extended to include a

leased Parcel Van also. Therefore, henceforth the 254 Coach can be an Inspection

Carriage or a leased Farcel Van. The running of 24 + I Parcel Van (leased) will

however, be subject to concerned CME/CEE (depending upon traction) certifying

the adequacy of powering of train.

Vide your letter referred above, Board's Sanction has been sought for Condonation of infringing gradients of 1 in 150 in connection with Rail Terminal facilities for M/s India Cement Ltd., taking off from Parli Vaijnath station on Vikarabad end in Secunderabad division of South Central Railway.

The above case has been duly forwarded by CCRS/LKO & CRS/SC Circle with the following conditions :

1. In view of the steeper gradient of 1 in 150, the shunt signals controlling movement from yard to ISL siding and.vice-versa are interlocked with the shunt signals ahead to facilitate that the trains should not be stopped at shunt 18/shunt3.

2. Shunt movement from yard to ICL siding and vice-versa shall be allowed only when Parli-Ghatnandur block section is not occupied by any train.

3. Level Crossing No. 120 is interlocked with signals at Ghatnandur end and suitable action is taken by the Railways to man/operate the level crossing gate cutting across Parli to ICL siding line and Parli-Parbhani line.

However, while processing the case, it is observed that the above conditions should be incorporated in SWR of Parli Vaijnath .

Therefore, you are requested to kindly submit revised SWR of Parli Vaijnath with the inclision of above conditions at the earliest for further processing the case ,

In reference to above, sanction of Ministry of Railways, Railway Board is hereby communicated for running of Self Generating Stainless Steel Variants Hybrid Coaches with LHB shell and ICF bogie on Pradhankhunta-Mughalsarai (GC) Section at a maximum permissible speed of 130 kmph and on J hajha-Mughalsari (Main line) section at a maximum permissible speed of 110 kmph on East Central Railway or at sectional speed whichever is less subject to terms and conditions as given in RDSO's speed certificate and East Central Railway's Joint Safety Certificate, Track Certificate & other Certificates accompanying above referred letter and with Board's comments as under :

1. In case, any pneumatic spring has deflated, train speed should be restricted to 60 kmph till the coach is detached from the train,

2. A review is required to be carried out to assess the effect of noise & dust levels as passenger convenience/comfort at the end of season. 3. RDSO should evolve standards to be maintained for dust particles inside Non- AC Coaches & should also work on developing dust mitigating measure to

reduce the total dust values.

4. Sanetion is for running until one year. Review should be done after experience of next dry season of summer.

Vide your letter referred above, Board's Condonation has been sought for

infringing gradient of 1 in 80 in connection with proposed uniflow dispatch line at

Bacheli on K-K line under Visakhapatnam Division of East Coast Railway.

However, while processing the proposal, it observed that following

clarifications are further required from the Railway :

(i) Cross-over at the North end is near 8° curve. Its location on

curved/transition portion should be examined and commented upon

w.r.t. IRSOD.

(ii) Why can gradient of 1 in 80 not be eased out by the Railway - reasons

thereof ?

(iii) Approval of Railway Board has to be processed before starting of

work, Current status of work to be commented upon. If work is already

in final stages, responsibility needs to be fixed up by East Coast

Railway for the failure in taking approval of Railway Board before

commencement of work

Board (ME & MT) has agreed for replacement of BOBRN wagons with

BOXNEL wagons for which instructions have already been issued authorizing

South Eastern Railway to convert 10 to 12 BOXN rakes to BOXNEL rakes.

Further, it is decided that BOBRN wagons should be replaced with

BOBSNM1/BOXNEL wagons. The necessary arrangements for the replacement

of BOBRN wagons should be expedited. To start with, loading of iron ore fines

should be shifted to BOBS/BOXNEL.

The rehabilitation of the track affected by dropping of iron ore should also

With reference to your application referred above, sent through the CCRS, Lucknow, the sanction of Ministry of Railways, Railway Board is hereby communicated for Condonation of infringements to Indian Railway (BG) Schedule of Dimensions Revised, 2004 for EOG Air

Conditioned Doubie Decker Coaches manufactured by RCF, Kapurthala.

The design of these EOG Air Conditioned Double Decker Coaches infringes clause No. 29,9,19(b),20(b),30 of Chapter-IV(A) and Diagram No. 1D of IR B.G. Schedule of Dimensions, Revised, 2004 as per

Annexure-I , drawings & other details accompanying with your above referred letter with Board’s comments as under:

1. The clearance between Kinematic profile and fixed structure as recommended by RDSO MUST be ensured by the Railway.

2. The Zonal Railway MUST ensure the removal of the existing infringements due to the new design of EOG AC Double Decker Coach as per RDSO’s suggestions on the nominated routes {i.e. Dhanbad- Howrah and Mumbai-Ahmedabad }

3. These coaches not to run on the platform lines at speed of 75

kmph and beyond. This should be visibly printed in Time Tables,

displayed in Cabins and SM’s rooms etc.

While approving the above condonation, Board have passed the following remarks for RDSO as:

"RDSO to explore the solutions regarding revision to COP

clearances to run these coaches at full speed through platform lines or to alter the COPs to such revised standards.”

RDSO is requested to examine the issue and send their comments so that Board(ME) could be appraised accordingly.

Reference above, a proposal has been received from CTE, NE Rly. duly

forwarded through CCRS, Lucknow seeking sanction of Ministry of Railways for

running of generator car, AC-I CC, AC-Il CC, AC-I Sleeper, AC-3 tier (EOG), AC-2

tier (EOG) & AC hot buffet car with 16.25 t axle load LHB main line coaches fitted

with pneumatic suspension at secondary stage on FIAT bogie over N.E. Railway

at a maximum speed of 105 kmph or sectional speed whichever is less.

Board (MT & MM) have observed that sectional speed should govern the speed of

LHB coaches which have potential for speed upto 160 kmph. The sectional speed

of NER system is more than 105 kmph. NER should make a review and process

the case for sanction for maximum permissible speed.

maximum speed of 105kmph over South Central Railway. However, while

processing the proposal for Board’s approval, Board (ML) has passed the following

remarks:

«“ it may be got clarified from S.C.Railway that in

Vikarabad-Parli section ( & similar section} where loop line & point

zones are not track- circuited, whether or not this sanction would

apply to these locos in multiple & if so, whether there wiil be

adequate margin for ensuring clearance of trailing pts./fouling

marks.”

the case can be processed further.
