1. The replication of Data at NDC is treated 100% if entry in CCTNS software of IIF-7(Result of Appeal form) is zero “0”, but if data replication of all forms is nil then it is considered as 0%.

2. Following three new parameters have been added in PRAGATI Dashboard:

II) Usage of search & queries of CCTNS ( Weightage - 10)

1. Parameter "Data Replication to NDC" has been replaced by "Replicated Data at NDC". Under this parameter, percentage is calculted on the basis no. of IIF Forms (IIF 1 to 11) replicated at NDC (Data extracted from

NDC Server) out of Total no. of IIF Forms actually filled in all Police Stations (Form no. 3 - Details of Registration and Entry of IIF Forms). Weightage of this parameter has been given as 20 marks.

2. Weightage of 'CCTNS used for generating Reports and Registers at PS level' (5) has been excluded from overall weightage.

3. Weightage of ‘No. of PS able to access Digital Police Portal’ has been given as 10.

4. Weightage of two parameters "No. of IIF 1 to 7 in CAS" and "No. of IIF 8 to 11 & other forms in CAS" has been revised from 25 to 20 and 15 to 10 respectively.

5. Total Marks are now 215.

1. States/UTs have been categorized in following categories of similar states for comparison and inline with divisions of States/UTs by MHA.

a) Non CAS States

b) CAS States

CAS States have been further divided into following categories-

a) Major States including Delhi

b) North East States and J&K

c) UTs excluding Delhi.

2. The following changes are made in PRAGATI Dashboard:

i. Overall Weightage of PRAGATI Dashboard has been reduced from 245 to 200.

ii. Two new Parameters (‘No. of PSs visited by Senior Officers during the month’ with weightage of 10 and ‘No. of PSs able access the

Digital Police Portal’ without weightage) have been included.

iii. Weightage of three parameters (‘Entry of IIF-8 to 11 & other Forms’, Legacy Data Migration’ and ‘Fund Utilization’) has been reduced

from 15 to 10.

iv. The parameter namely 'IT Cadre (technical team) prepared in the State for CCTNS' is renamed as ‘Technical Setup for handling CCTNS’

v. Weightage (Marks) of two Parameters (‘Technical Setup for handling CCTNS’, ‘Data Replication to NDC’) has been excluded from the

Overall Weightage.

vi. Two Parameters (‘No. of PSs entering IIF-1 to IIF-5 in CAS’ and ‘Quality of CCTNS Data checked’) have been removed.

3. During the Review meeting of CCTNS Nodal Officers of all States/UTs under the chairmanship of Director, NCRB and Joint Secretary (WS),

MHA held on 26.06.2018 at NCRB, one Committee comprising of Representative from Gujarat, Odisha and NCRB was formed for reviewing

the PRAGATI Parameters. PRAGATI Dashboard will be further revised on the basis of suggestions received from this Committee.

1. State Category 'North East States and J&K' has been changed to 'Hilly States' and two more states (Himachal Pradesh and Uttarakhand)

have been included in this category as per classification in Police Modernization scheme.

2. Weightage of 'Data Replication to NDC' (5) has been included in overall weightage.

3. Two more Activities (Disposal of Complaint requests and Verification requests received through Digital Police Portal) have been included in

the Dashboard without considering their weightage in overall weightage.

4. Calculation of Activity 'CCTNS generated IIF-1 (FIR) submitted to court' has been changed from IIF-1 to average of IIF-1, IIF-3, IIF-4 and IIF-5.

Its weightage also has been changed from 10 to 20.

5. Weightage of 'No. of PSs visited by Senior Officers during the month' has been excluded from overall weightage.

6. Weightage of 'Entry of IIF-8 to 11 & other Forms’ has been revised from 10 to 15.

7. Weightage of 'SMS Alert activated in CAS' has been revised from 5 to 10.

8. Weightage of 'Usage of Citizen Portal’ has been revised from 25 to 20.

E. Amendments in September 2018

1. Data synching at SDC calculation has been revised. No. of PSs synching on same day has been given 100% wightage and no. of PSs synching in 1 to 7 days has been given 50% weightage.

2. Calculation for Replicated data at NDC also has been changed. Now it is being calculated for no. of IIF 1 to IIF 6 replicated at NDC.

F. Amendments in October 2018

1. Target of Nagaland for Data Digitization and Migration revised from 231087 to 16144.

2. Calculation for CCTNS generated IIF-1 to IIF-5 Form submitted to court has been changed to CCTNS generated IIF-1.

“Crime in India 2016” (Monthly average of the cases registered for the same Forms).

3. For other remaining Forms, if the figure for “Total no. of IIF Forms registered in all Police Stations” is not provided but the Entry of Forms in CAS is given, 50% weight age has been given.

4. Figure for Capacity Building has been taken on the basis of SI Contract. (PRAGATI Dashboard Form-I - Role Base Training)

i. Network connectivity provided by BSNL has been put under safe custody. NIC Web Portal is being used for making online entries of FIR.

ii. State provided one PC, UPS & Printer to each PS, Hence Harddware deployment considered as 25%.

iii. Network connectivity considered as 610 as per previous month report.

7. Information not received from Goa, Kerala and Manipur. Hence, the data taken from previous month report.

Formation of Core Team for CCTNS Project: In order to effective implementation of the CCTNS project, a dedicated core team have been

formed at Central, District and PS Level. The Central and District core team members are responsible for overall monitoring of day to day

activities in coordination with PS Core team members for prompt action to resolve the issues viz. hardware, software & connectivity of all

locations.Daily monitoring of IIF entries & connectivity of all Police Stations: A team has been formed for obtaining daily entries of IIF1 to IIF7 in

Setting Up of testing lab: A testing lab has been setup for testing of newly released software’s i.e. Core Application Software and other

police personnel who have technical background for deploying as System/Network/DB Administrator before exit of System Integrator.

Purchase of 76 Laptops for I.O’s of A&N Police: Proposal for procurement of 76 Nos. Laptops for providing the same to Investigating

Officers of various Police Stations for investigation purpose has been approved by the Empowered Committee on IT, A&N Administration.

Procurement of laptop will be initiated after getting budget from A&N Administration. Training of 3876 Police Personnels completed regarding CCTNS functioning.

Training of Trainers (ToT) of 18 Police Personnels from different district

completed on 11th May 2018. Total of 28933 case data (including legacy/historical data) have been

migrated and verified.CCTNS team has comprised of 06 Police personnels deployed at PHQ for

looking/ monitoring the CCTNS project including the work of SPMU after their exit.CCTNS help desk is regularly used for logging CCTNS issues.

CCTNS related advisories are regularly sent to district Police for better

8 Gujarat In Mehsana Distrct, Mehsana LCB Police team has arrested a person for FIR I 30/2018 , Visnagar Taluka Police Station. Using Person Search application of

Election: We can search criminal background of the contesting candidates in the elections like cases registered under Representation of

People Act’/171 (A to I) of IPC booked, Rowdy Sheet, Suspect Sheet, and Gun Licenses.Facial Recognition System (FRS) Powerful tool was launched on 2nd August 2018 first of its kind crime detection tool in the country. The FRS

software has been linked to TSCOP mobile phone app, allowing the investigating officers to run a suspect's photos taken during the

investigation or photos of unknown bodies at crime scenes or snapshots of the missing children using FRS tool. The images will get compared

with the Crime and Criminal Tracking Network and Systems (CCTNS) database, other police databases and results will appear in descending

1.Govt. of West Bengal has approved of 26 Technical manpower for continuity of post of CCTNS Project,WB after exit of System Integrator.

Other proposal has been sent to State Govt. for requirement of CCTNS data entry operators for Police Stations.

e-Procurement is in advanced stage to procure hardware to ensure 100% coverage at PS level of CCTNS Project.

Offline mode of data transfer is being used wherever link connectivity is poor.

Technical team of CCTNS Project, WB has been setup. This consist presently of 11 Technically qualified persons.
