What concerns us is terrorism which is a global menace and we should stand with India in fighting it. There was an unfortunate inci- dent of killing of five innocent labourers by terrorists. AGENCY JAIPUR, OCT 30 The Rajasthan High Court on Wednesday quashed a case against Pehlu Khan, who was lynched by cow vigilantes in April 2017, his two sons and a truck driver for al- legedly illegally transporting cows for slaughter. A single bench of Justice Pankaj Bhandari quashed the case under Rajasthan Bovine Animals Protection Act and and the charge sheet against the four, saying there is no ev- idence to show that the cows were being transported for the purpose of slaughtering. The petition was filed by the truck driv- er, Khan Mohammed, and the two sons of Pehlu Khan. It was contended by Advocate Kapil Gupta, appearing for the ac- cused, that the criminal case was a sheer misuse and abuse of the process of law since there was no evidence that the cows were being transported for illegal purposes. Gupta contended that the report of medical experts established the fact they were milch cows and calves were only a month old. There was also a receipt from the local animal selling market that the cows were in fact purchased for rearing them in dairy, the lawyer submitted. HC quashes cattle smuggling case against Pehlu Khan AGENCY PANCHKULA, OCT 30 A local Enforcement Directorate Special Court granted interim bail to senior Con- gress leaders Moti Lal Vora and former Haryana chief minister Bhupinder Singh Hooda in the Associated Journal Limited (AJL) plot allotment case. The court granted interim bail to Vora and Hooda, who had applied for regular bail, till November 6 on surety of Rs five lakh each. In 2005, then chief minister Bhupinder Singh Hooda had allowed re-allotment of plot number C-17 in Sector 6 of Panchkula to the AJL. The Haryana Urban Develop- ment Authority (HUDA) had alloted the plot to AJL in 1982 but it was taken back in 1992 as no construction was carried out on it in 10 years. The appeal and revision filed by AJL against resumption of plot were also dis- missed by HUDA administrator and Haryana’s financial commissioner (town and country planning) in 1995 and 1996. In October 2014, the state vigilance bu- reau had registered an FIR into alleged ir- regularities in the allotment and later the case was transferred to the Central Bureau of Investigation (CBI). The Enforcement Di- rectorate had also filed a complaint in the case for money laundering in August. AGENCY NEW DELHI, OCT 30 The Indian Air Force (IAF) has rec- ommended gallantry medals for its six personnel who were killed in a chopper crash due to friendly fire over Srinagar on February 27, a day after the force hit a terrorist training camp in Pakistan. The helicopter Mi-17 V5, which was hit by an Indian missile, was be- ing flown by squadron leader Sid- dharth Vashisht with other pilot squadron leader Ninad Mandvgane along with other crew including Ku- mar Pandey, sergeant Vikrant Sehrawat, corporals Deepak Pandey and Pankaj Kumar. "The two pilots have been recom- mended to be awarded the Vayu Sena Medal for Gallantry while the other four crew of the chopper have been recom- mended for the Mention in Despatches," IAF sources told a news agency. All the six personnel have been recommended for wartime gallantry medals as they were flying during operations to carry out an operational task assigned to them, they said. The six personnel on board the chopper were killed after being hit by the SPYDER air defence missile sys- tem in Budgam near Srinagar. In ad- dition to the six IAF personnel, a civilian was killed on the ground. Soon after taking over, the newly ap- pointed IAF chief had stated that the Mi-17 chopper crash was a "big mis- take" on part of the air force. "Court of Inquiry has completed and it was our mistake as our missile had hit our own chopper," Air Chief Marshal Bhadauria had said. The helicopter was shot down when Indian air defences were on high alert following the Febru- ary 26 airstrikes in which a terrorist camp was targetted in Pakistan. Reviewing the progress of imple-mentation of Action Plans for CleanRivers during its 7th meeting, theChairperson of the Monitoring Com-mittee, Justice Jasbir Singh (Retd.)referring to an issue, raised by the

renowned environmentalist BabaBalbir Singh Seechewal regarding550th Prakash Purb of Sri GuruNanak Dev Ji, directed the PPCB toensure that none of any kind of wasteis thrown into the historic Kali Bein.The Chairperson asserted that no lax-ity in this regard would be tolerated atany costs. Justice Jasbir Singh point-ed out that the Committee will be ini-tiating field visits soon to assess theground reality in different districts in-cluding Amritsar, Jalandhar and Lud-hiana etc. Fixing next meeting on De-

cember 11 to evaluate the action tak-en, the Chairperson also directed con-cerned officers to accomplish thetasks given to them in a stipulatedtime frame by achieving requisite re-sults. He also asked the depart-ments/agencies concerned to take ap-propriate action on the recommenda-tions and decisions made by theCommittee during its field visits dur-ing past couple of months.

Under the Mission Tandrust Punjab of the Punjab government andin a bid to save our environment, the state government is provid-ing subsidy to farmers on farm machinery for in-situ managementof paddy straw. This subsidy is being provided for purchasing Su-per SMS to be fitted on combine harvesters, happy seeder, zero tilldrill, paddy straw chopper, paddy straw multure, reversible hy-draulic MB plough etc. While providing information, DeputyCommissioner Mr Pradeep Kumar Agrawal informed that this sea-son, no combine harvester is being allowed to operate without theSuper SMS fitted on it. He said that if any person violates this rule,then strict legal action would be taken against the combine own-ers. Chief Agriculture Officer Ludhiana Mr Baldev Singh urgedthe farmers as well as the combine harvester owners to not violatethis rule. He further informed that in district Ludhiana, harvestingof paddy crop is done mainly by using combine harvesters. Andwhen Super SMS is fitted on the back side of combine, it chopsthe paddy straw into very small pieces, which makes it easier forother machines to operate in the fields.

Manpreet Badal releases manual ofnew pension scheme instructions

95.59 LMT Paddy purchasedCHANDIGARH: The Government agencies and private millers have procured 9559397 metric tonnes of paddyin Punjab till October 29 while payment worth Rs. 10810.37 crore has been transferred to the accounts ofarthias/farmers by the government, rendering MSP benefits to 648359 farmers.

Disclosing this, an official spokesman of the Government of Punjab informed that out of the total procurementfrom various procurement centres in the State, the Government agencies procured 9478662 MT of paddy while80735 MT has been procured by the millers. PUNGRAIN has procured 3877998 tonnes, MARKFED 2489510tonnes and PUNSUP procured 1863927 tonnes while Punjab State Warehousing Corporation procured 1111616 MTpaddy. The Centre government agency FCI has procured 135611 MT paddy.

JALANDHAR: As part of its drive against vector-bornediseases in the city, the anti-larva cell of the health depart-ment detected 24 dengue larva cases in various areas of thecity on Wednesday. Two policemenwere patrolling on a motorcycle late onMonday night when they heardsomeone squeaking in Libaspur. Theyfound a person with his hands, legsand mouth tied with nylon rope,copper wire and white clothrespectively, police said. After theperson, Ram Niwas Yadav, wasuntied, he told the police that he was asecurity guard of a copper meltingfactory, an officer said. According toYadav, four men robbed Rs 1,000 andother documents from him atknifepoint after beating him. Later, theytied him up, the officer said. Praful Patel rules out possibility ofgiving support to BJP or Shiv Sena

He also stated that people'smandate for NCP is to sit in theopposition and BJP-Shiv Senashould sort out theirdifferences. "Whatever goingwith Shiv Sena and BJP is just

a show-off and they will formthe government. They shouldform the government. If theyhave differences then theyshould sort it out. We don'twant to speak to any of theparties. The people's mandate isfor us to sit in the Opposition. Ifthe situation changes, then wewill see," Patel added.

The BJP-Shiv Sena alliancewon an absolute majority in the

Maharashtra Assembly pollswith the former emerging as thesingle-largest party with 105seats. Shiv Sena bagged 56seats in the elections. Thealliance is yet to sort out theirdifferences over thegovernment formation in thestate.

UP on high alert aheadof Ayodhya verdict

Ahead of Supreme Court’s verdicton the Ayodhya issue, the securityand intelligence agencies have beenput on high alert in Uttar Pradesh,particularly in the religious cities.Sources here on Wednesday said theIntelligence Bureau (IB) has done areview of important religious placesin the state and special securityplans have been rolled out forAyodhya, Mathura and Kashi. Ateam of IB sleuths has also beenstationed in Ayodhya and acoordination meeting is also likelybetween the security agencies. The central government on Wednesdaytold Delhi High Court that the Ministryof Women and Child Development hasinitiated the consultation process withstakeholders to discuss the uniform agefor marriage for both men and women.The submission was made before adivision bench of Justices DN Patel andJustice C Harishankar hearing publicinterest litigation (PIL) seeking uniformage for marriage. The counsel, appearingfor the center, informed the court thatwhile an affidavit has not been filed, theinstructions from the Ministry of Womenand Child Development states that theyhave initiated the consultation processwith the stakeholders. "The Ministry isin the process of consultation with thestakeholders in the matter foramendment in the Prohibition of ChildMarriage Act, 2006," WCD Ministrysaid in a short response. The counsel alsosought that the Ministry of Law andJustice be made a party to the matter as

many acts have to be reformed. "As theprayer relates to marriage laws asprovided under 'The Indian ChristianMarriage Act, 1872', 'The Parsi Marriageand Divorce Act, 1936,' 'The HinduMarriage Act, 1955', 'The SpecialMarriage Act, 1954,' which fall withinthe purview of Ministry of law andJustice as per the Government of India(Allocation of Business) Rules, theCGSC may be requested to seekcomments from Ministry of Law an; andJustice so that a unified response couldbe prepared on behalf of the Governmentof India," the ministry added.

The Kashmir Valley’s residents may wonder why theNarendra Modi government bothered sending a group ofmembers of the European Parliament (MEPs) to Srina-

gar on Tuesday if the MEPs wouldn’t be allowed to meet ordi-nary folk, and merely take shikara rides on Dal Lake, and at-tend a military briefing. The likely truth is that the handpickedMEPs (it must be stressed that it was not a European Parlia-ment delegation) got their crucial briefing and imparting of theofficial line in New Delhi on Monday. Srinagar was just for thejoyride and to grab the dateline.

The exercise was shabby from the start. An NGO no onehas heard of played host. And yet, the vice-president of India,the PM, the external affairs minister and the national securityadviser fawned on this gaggle of foreigners, whose distin-guishing feature was that they mostly belong to far-right par-ties (subscribing to ideologies that discriminate on the basis ofreligion or colour) and were not above cadging a trip to pictur-esque Kashmir. It will be interesting to see on what octave theysing their paean of praise. It is not even clear if the NGO inquestion had the wherewithal to host 27 European guests. Is it,then, an RSS or BJP front which hobnobs with like-minded en-tities internationally — a sort of Ultra-Right International? Itmay be interesting to probe the NGO and its other activities.

Of the 27 MEPs invited, four declined to go to Kashmirwith the rest of the group. They apparently asked to be permit-ted to meet people more generally in the Valley and steer awayfrom the guided tour in a limited way, and weren’t allowed todo so. This must be the ultimate ignominy for the government.

New Delhi has been made to look small by the US, Europeand the UN who have raised questions in public more than onceabout the shocking goings-on since August 5, when J&K’s con-stitutional status was revoked, all mainstream politicianslocked up, and a communications and media gag imposed onthe Valley. The government was getting marginalised in publicperception — its only supporters being a clutch of police statesin West Asia. But to come out of the hole that it dug for itself,did it need this? Whose bright idea was it? And who are the realfunders? The questions are pertinent.

The vulgarity of the show put on for a few Europeans as amark of supplication flags a few points: The MEPs were notpermitted to meet any of the jailed politicians in the Valley;they were not even allowed to meet sitting Kashmir MPs; andthat New Delhi feted a few European politicians in the Valleywhile having earlier turned back Indian political leaders andMPs, including a former J&K chief minister. A prominent BJPMP, Dr Subramanian Swamy, has said that the visit of theMEPs “lacked a moral basis”.

Vendetta politics by Pakleaders a repeat of history

And dark they all were;for by then it had becomekosher to criticise and ques-tion any policy of his regimeincluding the Lal Masjid op-eration. State decisions werereduced to individual actions(and even criminal acts) inthe hysteria. And now in thepresent dispensation, ImranKhan and the establishmentare behaving no differently.

But he too is not operat-ing alone. Alongside arethose who have their ownagenda against Sharif as wellas the ill-equipped institu-

tions being used to curb cor-ruption.

However, in the process,each time we do nothingmore than turn the justicesystem into a vengeful cam-paign and flawed politiciansinto heroes and saviours. Atthe same time, institutionsare further weakened as thosewho have held the highestpositions are hounded andvilified.

There is a reason moremature democracies are re-luctant to punish their officeholders — for they realise itsadverse impact on the officesthemselves.

But as pointed out earlier,this streak of vengeancedoesn’t just stop with trialsand prison terms. It creepsover to policies; hence, it’snot enough to send Mushar-raf home without reversing

policy decisions because theytoo become equally illegiti-mate, regardless of the costsinvolved. For example, thecampaign against Musharrafbegan with the Steel Mills de-cision, the sale of which wasdeclared void.

Reko Diq’s agreementtoo was reversed — at greatcost — by those who fol-lowed Musharraf and whilewe condemn it furiously nowfew are willing to realise thatthe policy reversal was partlymade easy because of ourhabit of demonising leaders.Once they have been tarredas villains, their policies areeasy to dismiss or overturntoo. But the cost of these pol-icy reverses are rarely everseen as a cost of our politicalblundering.

A recent article in theNews argued that our consis-

tent efforts to sensationaliseexcessive profits charged bythe IPPs has convincedeveryone of the wrongdoinginvolved but somehow it hasnot convinced the investorsof the attractiveness of theenergy sector.

Not a single investor hasreinvested under a followingenergy policy offered by alater government. If the prof-its were all that great, whatkept them from reinvestingfor a second whirlwind?Could it be the demonising ofthe policymaker? But whohas time for such boringquestions when we can em-broider tales of evil withnasty villains who must bepunished? Unlike whatGeorge Santayana said, Pak-istanis are condemned to re-peat history because they re-fuse to forget the past.

The meteoric rise and vi-olent demise of AbuBakr al-Baghdadi, head

of the egregious Islamic State(ISIS), who attained notorietyas the world’s most viciousIslamist villain, is destined toremain an enduring mysterydespite the incredible hypeabout the manner of his death.

His death might havebeen described in consider-able detail by US PresidentDonald Trump, who has takencredit for ridding the world ofan obvious evil, but the cir-cumstances of his rise fromobscurity to the head of an Is-lamic “caliphate” createdwith the help of invisibleforces and formidable mili-tary capabilities will remain amatter of conjecture. So willthe timing of his killing andhow US special forces man-aged to penetrate a hostileISIS-controlled area,hemmed in all sides by sever-al military powers.

The world will neverknow for sure which powerssecretly supported al-Baghda-di, hoisted him onto the cen-trestage in the strife-torn Mid-dle East, funded his consider-able military operations orprovided his fighters routes ofingress into Syria and Iraq.

He will merely be reviledand quickly cast into the dust-bin of history heaped with in-famous figures such asOsama bin Laden, SaddamHussain, Muammar Gaddafi

The US forces were ap-parently led to Baghdadi’shideout by the Kurdish-con-trolled Syrian DemocraticForces (SDF). An SDF under-cover operative who penetrat-ed the ISIS leader’s securitystole his underwear, whichwas used to determine hisDNA print.

Once identified and locat-ed, a US military team, alongwith a military dog (made fa-mous by President Trump’srepeated mentions of a “beau-tiful dog”), were sent in toeliminate him. Baghdadi, ac-cording to President Trump,was chased down a tunnelwhere he apparently detonat-ed a suicide vest he was wear-ing, killing himself and threeof his children. The UnitedStates can now wash its handsoff the disagreeable al-Bagh-

dadi affair, withdraw its mili-tary from Syria and call theentire Syrian episode a mis-take.

Yet, the US-led interven-tion in Syria, which saw therise of al-Baghdadi and his Is-lamic caliphate, will continueto dissonate for years tocome. The US in the ultimateanalysis was responsible forunleashing, or at the least, en-couraging jihad in Syria in or-der to destroy the Bashar al-Assad regime, which wasconsidered hostile to Westerninterests in West Asia.

This was a repeat of USpolicy in Afghanistan duringthe 1980s, when the Afghanjihad was created to counterthe Soviet occupation of thatcountry. Numerous radical Is-lamist Afghan groups wereestablished with the help ofPakistan’s Inter-Services In-telligence (ISI) directorate tobe trained in arms and dis-patched across the border.

The Soviets were ulti-mately defeated by theAfghan mujahideen, aided inno small measure by the so-phisticated and vast quantitiesof arms provided by the Unit-ed States and Saudi Arabia.However, the Mujahideenvictory set in motion a cycleof unending warfare inAfghanistan, which continuesto this day and which inciden-tally has caused the deaths ofthousands of American com-batants. A similar dynamic is

inevitable in the Syria-Iraq re-gion where the destruction orweakening of existingregimes has released compet-ing forces, invited outside in-tervention and added the in-fluence of radical Islam. This,most strategists will acknowl-edge, is a cocktail for catas-trophe.

A number of analystshave suspected but neverproved Washington’s com-plicity in aiding the ISIS in itsinitial days. The main enemyat that time was the Syrianregime of Bashar al-Assad,which was considered hostileto most US allies in West Asiaincluding Israel, Turkey andthe Arab monarchies of SaudiArabia and Qatar. The de-struction of the Assad regimewas an avowed aim of the USand its allies.

It is widely believed thata number of countries mas-sively aided the ISIS and al-Baghdadi because they wereviewed as staunch Sunnisbest suited to bring down thehated Assad regime of theAlawites (a Muslim sect clos-er to the Shias than the Sun-nis). Turkey covertly sup-ported the ISIS and other ji-hadists for two reasons: one,because it despised the Assadregime and two, because ithoped the jihadists wouldalso consume the hated Kur-dish fighters in Syria andIraq. Several Western com-mentators have written about

the covert support given byWest Asian powers to ISISand how Washington was ful-ly aware of what was goingon. One article in the Inde-pendent quoted a leaked 2014US state department memowhich admitted Saudi Arabia,Qatar (as well as Turkey andPakistan) were supportingISIS and other jihadi groupsin the region.

“At the time, the US gov-ernment was not admittingthat Saudi Arabia and its Sun-ni allies were supporting ISISand al-Qaeda-type move-ments. But in the leakedmemo, which says that itdraws on ‘Western intelli-gence, US intelligence andsources in the region’ there isno ambivalence about who isbacking ISIS, which at thetime of writing was butcher-ing and raping Yazidi vil-lagers and slaughtering cap-tured Iraqi and Syrian sol-diers”, the article added.

Turkey has offered —and continues to do so — freepassage to jihadists in Syria,opposes any attack on the lastremaining ISIS stronghold ofIdlib and has stepped up ef-forts to exterminate Kurdishgroups, who are bitter oppo-nents of the jihadists. Today,the very Assad regime whichwas accused by the Westernpowers of being an unmiti-gated evil, has emerged as thesole sane regime in the re-gion.

KOLKATA: Graphite India on Wednesday reported 83 percent fall in its profit">consolidated net profit at Rs 185 crorein the quarter ending September quarter due to lowerrealisations. The graphite electrode manufacturer had aprofit of Rs 1,113 crore in the year-ago quarter. At the sametime, revenue dropped by 62 per cent at Rs 882 crore versusRs 2,345 crore. Earnings before interest, tax, depreciationand amortisation (EBITDA) was down by over 91 per centat Rs 140 crore while EBITDA margin slipped by 15.8 percent. "Lower volumes, realisation and increase in averageneedle coke cost has impacted the sales and margins ascompared to the same period last year," Graphite India saidin a statement.

The Reserve Bank of India(RBI) has imposed amonetary penalty of Rs 1crore on Bandhan BankLimited.

"The Reserve Bank ofIndia (RBI) has, by an orderdated October 29, 2019,imposed a monetary penaltyof Rs 1 crore on BandhanBank Limited for non-compliance with theguidelines on promoterholding contained in'Guidelines for Licensing ofNew Banks in Private Sector'dated February 22, 2013(licensing guidelines) readwith the conditions imposedby RBI in exercise of powersunder section 22 of theBanking Regulation Act,1949 (the Act) at the time ofissuing

banking licence to thebank," read a statement bythe RBI. This penalty hasbeen imposed in exercise ofpowers vested in RBI underthe provisions of Section47A (1)(c) read with Section46 (4)(i) of the Act, takinginto account the defaultcommitted by the bank incomplying with the licensingguidelines and conditions,the statement added.

RBI stated that thisaction is based on thedeficiencies in regulatorycompliance and is not

intended to pronounce uponthe validity of anytransaction or agreemententered into by the bank.

In terms of the licensingguidelines read with thelicensing conditions, thebank was required to bringdown the shareholding of itsnon-operative financialholding company in the bankin excess of 40 per cent of thetotal paid-up equity capital to40 per cent within three yearsfrom the date ofcommencement of businessof the bank.

However, as the bankfailed to comply with the saidlicensing guidelines, a notice(SCN) was issued to the bankadvising it to show cause asto why penalty should not beimposed for non-compliancewith the said licensingguidelines, RBI stated.

An American woman, who led a gang ofrobbers, has been sentenced to 37 yearsin prison on the charge of conductingarmed home invasions of familiesspecifically of Asian and Indian ancestryacross the United States. Chaka Castro(44) of Houston, Texas, was sentencedon Monday by US District Court JudgeLaurie J Michelson of the EasternDistrict of Michigan. After a five-weektrial, Castro was convicted of one countof Racketeer Influenced and CorruptOrganisations (RICO) conspiracy, fourcounts of assault with a dangerousweapon in aid of racketeering and fourcounts of use of a firearm during and inrelation to a crime of violence.According to evidence presented duringthe trial, Castro and her accomplicescommitted a string of home invasions inGeorgia, New York, Ohio, Michigan andTexas from 2011 to 2014. The leader ofthe gang was Castro. She would makelists of robbery targets in various statesaround the county, specifically familiesof Asian and Indian ancestry, and thenassign accomplices to carry out armedrobberies of these families within their

homes, the Department of Justice said.Once Castro assigned a crew to aparticular area, members of the groupwould travel to that location, conductsurveillance and execute the robberies.Noting that the crews followed aparticular mode of operation in each ofthe robberies, the Department of Justicesaid they took disguise with clothing andbandanas so that robbery victims wouldhave difficulty in identifying them. Theywould openly carry and brandishfirearms to gain control of the victimsand then immediately corral the victims,including children, into one location inthe home. At least one robber would thenrestrain the victims with duct tape, asanother would ransack the home insearch of cash, jewellery and electronicsto steal.

Ramco Cements Q2 profitmoves up to Rs 1,332 cr

CHENNAI, OCT 30

Ramco Cements, the fifth largest cement producerin India, said on Wednesday its consolidatedrevenue in the second quarter of current fiscal yearmoved up to Rs 1,332 crore from Rs 1,196 crore inthe corresponding period of last year.

The profit after tax too moved up to Rs 172crore from Rs 120 crore despite finance costsgoing up to Rs 15 crore from Rs 13 crore in thesame period. Earnings before interest, tax,depreciation and amortisation (EBITDA)increased to Rs 308 crore in Q2 FY20 from Rs 259crore in Q2 FY19. Ramco sold 27.24 lakh tonnesof cement during July to September compared to24.69 lakh tonnes in the same period of last year.

"The company is making continuous efforts tooptimise the supply chain efficiency," it said in astatement. "It has been constantly focussing onvarious cost reduction initiatives and improvingproductivity while maintaining the highest qualitystandards." Ramco said the second unit cementgrinding plant at Kolaghat in West Bengal startedcommercial production last month, doubling thecapacity to two million tonnes per annum. Theremaining on-going capacity expansionprogramme is progressing as per schedule but forthe delays due to extended monsoon.

Petronet LNG Q2 profit up 90pc on lower tax to Rs 1,089 crMUMBAI, OCT 30

Petronet LNG Ltd hasreported 90 per cent jump inits net profit at Rs 1,089crore during the July toSeptember quarter comparedto Rs 573 crore in the sameperiod of the previous fiscalyear.

Improved margins andlower tax outgo added to thespurt in the profitability ofthe country's biggestimporter of liquefied naturalgas (LNG). However, therevenue from operationsslipped to Rs 9,361 crorefrom Rs 10,745 crore in Q2FY19.

"The company elected toexercise the option of thelower tax rate of 25.17 percent announced last monthby the government," saidPetronet in a statement.

"Accordingly, the netdeferred tax liabilities as on

June 30 last year and theestimate of tax expense forthe quarter have beenremeasured. The resultantimpact of Rs 376 crore ondeferred tax liabilities and Rs70 crore respectivelypertaining to the previousquarter have been recognisedin the current quarter," itadded.

Petronet said its board ofdirectors approved a specialinterim dividend of Rs 5.50per share for the currentfiscal 2019-20.
