Only a person afraid of losing power would give such an advice: PooniaBJP state Prez, Rathore, Choudhary target Gehlot for his tweet on ex-Punjab CMAishwary Pradhan

Jaipur: BJP state pres-ident Satish Poonia has again targeted CM Ashok Gehlot for his tweet on former Pun-jab CM Amarinder Singh and said only a person afraid of losing power would give such an advice.

Mentioning “fascist forces” in CM’s tweet, Poonia said he might have referred to Sonia Gandhi. Sonia’s moth-er-in-law imposed a fas-cist rule in the country through emergency. He blamed Congress for its fascist and dynastic ap-proach and said there is no democracy in the family and the party.

Poonia during an in-teraction with media said Congress govt was only in a few states. Now, after resignation of Amarinder Singh, it seems that even senior leaders of Congress are

getting disillusioned. “It seems that the Con-gress party is counting its last breath,” he said.

On question of Cabi-net expansion in the state, Poonia said this question was similar to Amitabh Bachchan’s Kaun Banega Crorepati for which an apt answer was being searched. “It seems that reorganisa-tion of Cabinet is a big-ger task at hand than any other problem in Rajasthan,” he said.

Earlier, Deputy LoP

Rajendra Rathore on Sunday dubbed CM Ge-hlot’s comment about ‘listening to conscience’ as ridiculous, saying Ge-hlot is giving sugges-tions to Singh but he himself is adamant in Rajasthan and not let-ting Cabinet reshuffle happen.

Union minister of state for agriculture Kailash Chaudhary on Sunday also attacked the Congress and said that the party promoted anti-national policies. “There

is uncertainty in govern-ment and midterm as-sembly elections can be held in Rajasthan any-time,” Chaudhary, who was on a visit to his par-liamentary constituency, said.

On the question of Congress high command calling assembly Speak-er CP Joshi to Delhi, he said that there is a tre-mendous confrontation in the Rajasthan unit of the Cong. As per the sources, CP Joshi is in Jaipur only.

Jaipur: Jaipur district chief Rama Devi took over as the district chief on Sunday. BJP state president Satish Poonia inaugurated the office and took charge during a programme organized in the dis-trict council.

During the pro-gramme organized at the district council, Chomu MLA Ramlal Sharma, district coun-cil members, president of panchayat samitis and BJP officials and workers were present.

After assuming of-fice, district chief Rama Devi said that development work will be done in all 51 wards of Jaipur. “We will take everyone together, will form a team in every area and wherever peo-ple face problems, our team members will be there to help them,” Devi said.

Wishing Rama Devi good luck, Poonia said that Rama Devi would face many challenges during the tenure but we will have to over-come these challenges and work.

We believe in building people: BhagwatFirst India Bureau

Udaipur: RSS chief Mohan Bhagwat while describing organisa-tion’s purpose, thought and methodology dur-ing a seminar at Vidya Niketan in Udaipur on Sunday said Sangh’s goal was towards build-ing a person.

Bhagwat said found-er of RSS, Dr Keshavrao Baliram Hedgewar, sac-rificed his personal in-terest to work for the country.

Building people was intrinsic to society’s and country’s building. He said the Sangh fol-

lows the spirit of uni-versal brotherhood and has been working in this direction.

Rejecting that Sangh wanted to earn a name, Bhagwat said that the

Sangh worked in ad-verse situations in the 80s when the word ‘Hin-du’ was not used pub-licly.

“The Sangh is one of the largest organisa-

tions in the world today. It is an organisation of credible and trustwor-thy people who do not differ in their words and deeds,” the RSS chief added.

TRANSPORT DEPT’S TRAVAILS!

I t is a strange development that the DTOs of the Trans-

port department do not want to take promotion. While the number of these DTOs is extremely small, but none-theless, they are some of the most ‘powerful’ offi cials of the department, who, by using their ‘power’ have kept one or the

other matters pending so that they have to serve as ARTO for a small time and become RTOs directly. This is also a reason why Transport Inspectors do not become DTOs in required numbers. But the million dollar question here is, how long will this bizarre situation continue in the department?

LETTER CREATES BUZZ IN PANCHAYATI RAJ AND PWD DEPTS

Letters shot by Aparna Arora and Rajesh Yadav has creat-

ed quite a buzz in the Pancha-yati Raj and PWD dept. Orders have been issued to call a meeting of Panchayat samitis on September 27 and that of Zila Parishad on September

29, so that a statewide meet-ing can be held. But this order has become a cause of worry for the new ‘chiefs’ of these departments as the Shrad-ha Paksh is starting from Monday during which several leaders do not engage in new work and therefore they do not want to hold their first meeting as Pradhan during this time. Arora has been getting regular phone calls from these leaders asking her to roll back the order. In fact, Nadbai MLA Joginder Awana has also objected to the order and requested her not to hold ‘positive works’ like road construction during this time.

Things kept moving fast, and after BJP denied

party ticket to Sidhu from Amritsar Lok Sabha seat in 2014, from where was

twice MP and made Arun Jaitley its candidate,

Sidhu kept away from electioneering though he used to consider Jaitley

his political guru. It was Sidhu’s staying away

from that election that made Capt Amarinder’s

victory easy. Yes, Congress had fielded Capt

Amarinder Singh as its Lok Sabha candidate

from Amritsar against Jaitley. And Capt

Amarinder won easily with a good margin

he recent turn of events in the sweet and sour relationship of outgoing Punjab Chief Minister Capt Amarinder Singh and crick-eter-turned-politician Navjot Sid-hu is not new. There are numer-ous such instances in their topsy-turvy relations. During these years, Sidhu twice descended on the cricket ground on the invite of Capt Amarinder Singh. And it was during these years that an FIR was registered against Capt in the infamous multi-crore Lu-dhiana City Centre scam and Sidhu was somehow to blame for getting that FIR registered against Capt, his son Raninder Singh along with others. And, Capt’s ex-oneration in this scam also came when Sidhu was Punjab Cabinet Minister of Local Bodies Depart-ment under whose purview Lu-dhiana City Centre Project falls.

Navjot Sidhu, who had retired from all forms of cricket in the late 1990s, had made a special ap-pearance twice on cricket ground on the invite of Capt Amarinder Singh who organized two exhibi-tion matches, once as Maharaja of Patiala in 2000 and then as Pun-jab CM in 2004. Sidhu obliged Capt on both occasions. In March 2000, as the Maharaja of erst-while Royal State Patiala, Capt Amarinder Singh had organized a series of cricket matches be-tween Stragglers of Asia Cricket Club and Maharaja Eleven. In the second match of that series, on March 9, 2000, Sidhu appeared at Patiala’s Dhruv Pandove Cricket Stadium. It was probably for the first time after his retirement that Sidhu had taken to cricket field that too on Capt’s invitation. Then, on February 19, 2004, again Navjot Sidhu made a special ap-pearance at Patiala’s cricket sta-dium during a match between Punjab (India) CM’s XI and an invitation team from Pakistan. That exhibition match had been organized as a part of the Patiala Heritage Week celebrations. It

was Capt Amarinder’s first ten-ure as Punjab CM. Though Sidhu did not play in that match, he came on the special invite of Capt Amarinder and was the biggest attraction during the match.

It was the time when Sidhu was trying to get a foothold in politics after joining the Bharatiya Janata Party. It wasn’t Sidhu’s entry into politics that surprised many but his joining the BJP did so because Sidhu’s father Late Bhagwant Singh Sidhu was a Congressman and was the Patiala District Con-gress Committee (DCC) Presi-dent. At that time there were talks in the political circles that the BJP may field Sidhu against Capt Amarinder in the next Assembly elections (which were to be held in 2007) but, the saffron party made him its candidate in 2004 General Elections from Amritsar Lok Sabha seat which he won and his likely clash with Capt Ama-rinder did not take place.

Then in 2006, the multi-crore infamous Ludhiana City Centre scam was reported by media which alleged the involvement of the then CM Capt Amarinder Singh, his son Raninder Singh along with the then Punjab Local Bodies Minister Chaudhary Jag-jit Singh and others. That time, Navjot Sidhu along with senior Shiromani Akali Dal (SAD) leader Sukhbir Singh Badal (yes, you read it correct Sidhu with Sukh-bir Badal, because there was an SAD-BJP alliance in Punjab and Sidhu was in the saffron party) gave a complaint to the Sarabha Nagar Police Station in Ludhiana

–under whose jurisdiction Ludhi-ana City Centre project was to come up– demanding registration of an FIR against Capt Amarinder and others. Though the FIR wasn’t lodged that time but when the SAD-BJP alliance formed govern-ment in Punjab in February 2007 with Sukhbir’s father Parkash Singh Badal as the chief minister,

that time an FIR in this matter was registered in March 2007.

The Ludhiana City Centre case pertains to Capt Amarinder’s first tenure as Punjab CM from 2002 to 2007. The Punjab Vigilance Bureau had filed a charge sheet in this case in December 2007.

Things kept moving fast, and after BJP denied party ticket to Sidhu from Amritsar Lok Sabha seat in 2014, from where was twice MP and made Arun Jaitley its candidate, Sidhu kept away from electioneering though he used to consider Jaitley his political guru. It was Sidhu’s staying away from that election that made Capt Amarinder’s victory easy. Yes, Congress had fielded Capt Ama-rinder Singh as its Lok Sabha can-didate from Amritsar against Jaitley. And Capt Amarinder won easily with a good margin.

After parting ways with the BJP, Sidhu joined the Congress just before 2017 Punjab Assembly elections and he entered Punjab Vidhan Sabha for the first time after winning from Amritsar East Assembly constituency. When Capt Amarinder Singh was sworn-in for the second time as Punjab CM in February 2017, Sidhu was made a Cabinet minister and was given the important Local Bodies Department though he was nur-turing ambitions of becoming the Deputy Chief Minister.

In August 2017, the VB moved a closure report in the case and gave a sort of clean chit to Capt Amarinder. Two of the 35 per-sons booked in the case have since died. Though it wasn’t in

Sidhu’s purview (as the Local Bodies minister) to exonerate Capt Amarinder in this case, he proved lucky for the latter the second time, the first time was when Sidhu’s absence from elec-tioneering ensured Capt Ama-rinder’s easy win from Amritsar Lok Sabha seat.

Sidhu’s relations with Capt Amarinder started turning sour when the former went for Imran Khan’s swearing-in ceremony as Pakistan Prime Minister. It was on this occasion that Sidhu had that infamous hug with Pakistan Army Chief General Bajwa. And when Sidhu played a vital role in the opening of the Kartarpur Sa-hib Corridor, Capt Amarinder rightly sensed that Sidhu was go-ing to overshadow him sooner or later, and it did happen eventually.

Sidhu is a former cricketer and now he has learned the art of politics also. He knows well that both in cricket and politics it is the timing that matters most. In his playing days, Sidhu initially used to play the role of a sheet-anchor and then used to up the momentum in the slog overs. In politics too, Sidhu kept a low pro-file ever since he resigned as the Punjab Cabinet minister, and now when Punjab Assembly elec-tions are not very far away, he has accelerated his tempo and seems to be ready for the final on-slaught. But then, Capt is a real Captain, a former Army man. He too won’t give in easily. Now, it is to be seen that Capt Amarinder Singh and Navjot Sidhu’s rela-tions take what turn.

New Delhi: Prime Min-ister Narendra Modi has exhorted the union secretaries to become true leaders of their departments by inter-acting with the staff and inspiring them to perform and speed up the execution of the host of reforms.

In his first physical interaction with the secretaries on Saturday since the outbreak of the Covid-19 pandemic,

the PM asked them to leverage their domain knowledge and exper-tise to smoothen the process of execution of the reforms programs.Secretaries were ex-pecting this special and marathon meeting as the PM has made it a sort of tradition to in-spire and lead his offi-cials on his birthdays.Commenting on the meeting, an official said “The PM wanted us to interact with staff across all levels... to in-

spire confidence among them. There is a need to use the available gov-ernment data intelli-gently for the best re-sults. He said we have to constantly work on im-proving things.”

Reportedly, the PM said he too often won-ders over the slow pace of execution of pro-jects despite govern-ment establishments equipped with compre-hensive domain knowl-edge and skills of the highest standard.

The PM remarked that if projects are exe-cuted with speed and efficiency, the govern-

ment will be free from hiring the services of consultants.

The PM’s call to sec-

retaries comes at a time when the government is seen struggling with an acute shortage of reve-nue and will be facing one election or another to the run-up of the 2024 Lok Sabha election.

The meeting was not one-way traffic. Indeed the PM solicited the ad-vice of several secre-taries to share their ideas and views. While most of them focussed on what they did in their respective de-partments, a few adopt-

ed a forward-looking approach in their de-liberations that earned them the PM’s praise and word of encour-agement.

A section of senior officials looks at this de-velopment in the back-drop of recently noti-fied (dated 03.09.2021) SOPs for processing of cases under 17A, a new insertion, of the Pre-vention of Corruption Act, 1988.

The development provides security to

senior government of-ficials against the threats of uncertain-ties pertaining to in-quiry or investigation into offense relatable to any recommenda-tion made or decision taken by such public servant in discharge of his/her official func-tions or duties. It is be-lieved that after pro-viding immunity the PM motivated secretar-ies to gear up and exe-cute reform programs with efficiency.

New Delhi: The gov-ernment is yet to take a call on the recommen-dations made by the Su-

preme Court collegi-um on appointing a total of 68 judicial of-

ficers and advocates as judges of various high courts, sources aware

of the procedure for appointment to the

higher judici-ary have said.

Between Au-gust 8 and Septem-ber 1 this year, the apex court colle-gium had pro-cessed over 100

names recommended by various high courts and had finally sent 68 names to the govern-ment for appointment as judges to 12 high courts.

The government is yet to take a call on the names recommended by the SC collegium, the sources said.

Out of the 68 names, two from Karnataka and one from Jammu and Kashmir have been sent for a third time, while 10 others have been recom-mended for a second time. The rest are fresh

recommendations.Prior to these recom-

mendations, in a his-toric decision on August 17, the SC collegium had sent nine names, includ-ing three women, for elevation as judges of the Supreme Court.

On Friday, the Su-preme Court collegium is learnt to have recom-mended eight names of judges, including act-ing chief justice of Cal-cutta High Court Jus-tice Rajesh Bindal, for their elevation as chief justices of different high courts.

Besides, the mara-thon collegium meet-ings on Thursday and Friday have led to rec-ommendations of trans-fer of five high court chief justices, including Tripura High Court Chief Justice Akil Kureshi, and 28 other high courts judges.

The combined sanc-tioned strength of the 25 high courts of the country is 1,098 judges. As on September 1, there were 465 vacan-cies, according data put in public domain by the Law Ministry. —PTI

Jammu: Accusing the BJP of playing politics over the issues of Tali-ban, Afghanistan and Pakistan to garner votes, PDP president Mehbooba Mufti on Sunday alleged that the seven-year-rule of the saffron party has brought miseries to the people of the country and left Jammu and Kashmir “destroyed”.

She claimed that it is not Hindus but the de-mocracy and India which are in danger un-der the BJP rule, which has undone all the “good work” of the past 70 years and started selling national re-sources.

The former CM taunted her critics and said the mere mention of Taliban or the par-ty’s vision of self-rule

makes her “anti-nation-al” and triggers debates and discussions even as the focus should have been the ongoing agita-tion of the farmers, in-flation and other issues of public importance.

As the elections in different states come nearer, the BJP will start cashing on the god-given opportunity of Taliban and Afghani-stan and if it would not work, they will bring Pakistan and drones into picture, the Peo-ples Democratic Party chief said. —PTI

New Delhi: In his first visit abroad after tak-ing over as the Chief of Defence Staff (CDS), General Bipin Rawat will be visiting Russia and the US.

Rawat took over his new office as CDS on December 31, 2019, and since then has been declining foreign invitations.

“There is a confer-ence of the CDS-rank officers of the Shanghai Cooperation Agree-

ment member coun-tries. China and Paki-stan are also part of this grouping,” senior defence officials said.

The CDS conference would be focusing on ad-dressing the regional security issues and Af-ghanistan is also likely

to come up for discus-sion, they said. The CDS would also witness the activities of the respec-tive armed forces taking part in the SCO peace mission drills in Russia.

The visit will take place in the coming week and soon after return from Russia, Rawat would be leav-ing for the US for meet-ing his counterpart and other American military leadership at the Pentagon. —PTI

New Delhi: As Chief Ministers of three states have been re-placed in the past few weeks, Congress leader Kapil Sibal on Sunday asked if that will buy parties some time and help them to correct the course. However, he did not point to any party in particular.

The former minister took microblogging

platform Twitter and said, “changing guard. Uttarakhand, Gujarat, Punjab. Age-old saying,

New Delhi: Prime Min-ister Narendra Modi on Sunday urged people to take part in the auction of several gifts and me-mentoes that he has re-ceived over the years and said the proceeds would go to the ‘Nama-mi Gange’ initiative.

“Over time, I have re-ceived several gifts and mementos which are being auctioned. This includes the special me-mentos given by our Olympics heroes. Do take part in the auction. The proceeds would go to the Namami Gange initiative,” the Prime Minister tweeted.

The e-auction, being organised by the minis-

New Delhi: The entire day on Sunday, politics right from Chandigarh to Delhi witnessed sev-eral ups and downs as the search for Captain’s successor kept the lead-ers running about. Fi-nally it was Charanjit Singh Channi who has been crowned the Chief Minister of Punjab! But how did Channi become the new ‘Captain’ of Punjab & how did Sukhjinder Randha-wa’s name got cut off at last moment? So let us give you ‘gory details’!

Highly placed sourc-es in the grand old par-ty claim that Randha-wa’s name was finalised by the high command

itself to fill in the shoes of Captain Amarinder Singh. But, like always, Sidhu camp did not fa-vour Randhawa as the

next CM. In fact upon learning that the high command has finalised Randhawa, Sidhu was furious, on the consen-sus choice. It was then that an annoyed Sidhu, in a fit, came out of the hotel where the delib-erations were happen-ing on finalising the name.

But why was Sidhu opposed to Randhawa, even though he too, like Sidhu, openly revolted against Captain. Word is that just like Sidhu does not listen to any-one but himself, simi-larly, Sukhjinder Rand-

hawa does not listen to Navjot Sidhu because Randhawa is himself a big leader of Punjab Congress. In such a sit-uation, Sidhu proposed Channi’s name instead of Randhawa.

Sidhu had demanded a Dalit face after his name was cut stressing that Punjab has the highest 35% Dalit vote bank in the country and has an impact on 34 as-sembly seats. In such a situation, for the first time in Punjab, the Con-gress made a Dalit Chief Minister in Charanjit Singh Channi.

KAHANI GHAR GHAR KI!

I t has been over two and half years since the

current Gehlot govt was formed in state, however, in this time frame, one powerful lieutenant of CM Gehlot—Chief Whip Ma-hesh Joshi—has not been able to shift in his ‘offi cial accomo-dation and continues to operate from his ancestral home. For ease of state work, important leaders are given places near CMR so that in event of emer-gency or utmost requirement, they can be called at a moment’s

notice. But with Joshi, the situa-tion is a little different. Consid-ering his seniority, he was fi rst allotted the bungalow where former vice president Late Bhairon Singh Shekhawat used to reside. However, his son-in-law and BJP MLA Narpat Singh Rajvi communicated to state government of not taking the bungalow citing that the former VP’s memories are associated with the bungalow. Therefore,

now Joshi has decided that he will shift in some other bun-galow and the word is that he will shift adjacent to PCC Chief Govind Singh Dotasra! —Yogesh Sharma

WELL SAID FRED!

All veteran leaders claim that nation’s youth is its biggest

asset & when this asset reaching the hallowed corridors of legis-lative assembly, one is bound to

believe that future of the nation will be good. Recent Assembly session brought forth 2 such young leaders who impressed their seniors with not just their oratory skills but also with their command on technical matters, especially fi nance! These 2 MLAs-Rohit Bohra and Ashok Lahoty-were even appreciated by Speaker Dr CP Joshi. A far cry from these 2, were some other young leaders who though reg-istered their presence in Assem-bly, but did not show any intent to either learn or showcase their oration skills in the House!

NCPCR TO EXAMINE RAJ BILL ON CHILD MARRIAGE Rajasthan Assembly has passed Rajasthan Compulsory Registration of Marriages (Amendment) Bill, 2021 by voice vote to amend a 2009 Act First India Bureau

Jaipur: India’s apex child right’s body Na-tional Commission for Protection of Child Rights (NCPCR) on Sat-urday said it would ex-amine the amendments passed by the Rajasthan Assembly in an act on mandatory registration of marriages, including child marriages and do the needful to protect the interest of children. Amid uproar, the Ra-jasthan Assembly on Friday passed the Ra-jasthan Compulsory Registration of Mar-

riages (Amendment) Bill, 2021 by voice vote to amend a 2009 Act on compulsory registra-tion of marriages with-in 30 days of the mar-riage. The new legisla-tion, opposition BJP has claimed will legiti-mise child marriages.

Talking to ANI, NCP-CR chairperson Pri-yank Kanoongo said that being the custodi-an of the rights of the children in India, it is NCRCP’s mandatory obligation to look that no child rights are not being violated.

“Through media re-

ports, we have received news of Rajasthan as-sembly passing a new bill that speaks of child victimisation and com-mission stands against it. We are knowing stud-ying the legal aspect and will initiate action as per the advice of our legal experts,” he said.

NCPCR is the official custodian of juveniles through the Child Mar-riage Act, Juvenile jus-tice act and POSCO Act.

“If child rights viola-tion is happening in contradictory to the Child Marriage Act, Ju-venile justice act and

POSCO Act, we will go to court to stop its im-plementation,” Kanoo-ngo said. The bill was rigorously slammed by the opposition. POSTAL REG NO. JPC/010/2019-21

Rajendra Chhabra

Jaipur: By shuffling 25 IAS through a transfer list issued at midnight on Saturday, Chief Min-ister Ashok Gehlot has given a clear message that capable and result-oriented officials will be honoured under him, whereas, officials, who are lackadaisical in their approach and bring bad light to the government, will not be given a place.

The names of offi-cials, who are believed to have benefitted from their work culture, are Subodh Agarwal, Bhaskar Sawant, Roli Singh, Prithviraj, Poornachand Kishan, Vishram Meena and Prakashchand Sharma. However, there are those IAS too, who have not fared well and have been ‘stripped’ off their pow-er and the two surpris-

ing names in this catego-ry are Naveen Mahajan and Dinesh Kumar. Apart from them Gayatri Rathore, Manju Rajpal, Babu Lal Meena, Ashish Gupta and Alok Ranjan also feature in the sec-ond category.

After taking the fear-less decision of coming back into the state Secre-tariat, in the last four months, Subodh Agarw-al has worked at a mara-thon speed in the Mines sector, which has now become a point of dis-cussion in the state bu-reaucracy. Those associ-ated with the mines sec-tor claim that the deci-sions that had not been taken for long, and which were affecting the de-partment’s work, have been quickly addressed to by Agarwal due to which he is now being looked upon as a result-oriented officer. Simi-

larly, he is carrying out the responsibilities of Chairman, RREC in an exemplary fashion. Hon-ouring Agarwal’s capa-bilities, the state govern-ment has given him an important and major department like Energy. Subodh has now become one of the most powerful officials in the govern-ment.

Bhaskar A Sawant is known to be a silent and capable officer. During the Covid wave, he took several new initiatives to

ease the people off their troubles and played long innings of two years in UDH. Now the govern-ment has posted him on a ‘powerful’ chair in the Vidyut Bhawan, as 1995 batch IAS Sawant, has been sent to the Vidyut Bhawan with more re-sponsibilities and in turn, this assignment is being considered to be one of the prime post-ings.

Roli Singh has been called back to Jaipur from her posting of Resi-

dent Commissioner at Delhi, and given the im-portant command of GAD. It is being said that she and Dheeraj Srivas-tava did not see eye to eye. Prithviraj is known to be close to CM not only through family connec-tions but also as a matter of trust. He has been ac-corded a high chair in the Water Resources and Jal Jeevan Mission, which is being consid-ered a major jump from his previous assign-ment.

Naveen Mahajan’s de-parture to Ajmer has shocked even the admin-istrative pandits and he was the only officer, who for three long years stayed at the helm of af-fairs in the Water Re-sources Department. Although his transfer was sure, but on an even more powerful post. However the reason for this bizzare develop-ment, according to sources, is that as ‘pipe scam’ worth Rs 250 crore has occurred on the Par-

wan Dam being con-structed in Baran-Jhala-war. This expenditure may become wasteful and it is alleged that Ma-hajan may be responsi-ble for it.

Dinesh Kumar’s atti-tude and work ethic has caused much harm to the energy sector and due to him, the state government has had to face severe ‘defame’. Due to purchase of elec-tricity at a high price, he has come under con-troversy. Without any reason, he entered in a ‘scuffle’ with his eight year senior officer Sub-odh Agarwal. It is said that even those who work around him are extremely miffed. The reins of Mines Depart-ment was taken from him in merely four months and now he has been removed from En-ergy Department too.

Though he has connec-tions till Delhi, but for now, his wings have been clipped.

Whatever department she may be in, Manju Ra-jpal courts controversy due to her attitude. Her approach has always been negative and to stall files. Entire Pan-chayati Raj Department was miffed with her and in the matter of BDOs, she did not even follow the state government’s directive and, troubled with her approach, the government sent her to Ajmer.

It is said that Health Minister Dr Raghu Shar-ma was not too happy with Alok Ranjan’s work. He had courted controversy in the pur-chase of medicines and equipment in the Covid crisis and this is his fifth transfer in the current government.

New Delhi: After a ‘curious silence’ of more than a month in Gandhi family and AICC headquarters, now Rajasthan has again come up at the centre stage, after a 20-25 minute long Sachin Pilot meeting with Ra-hul between 4-5 PM on Saturday. According to sources, the meet-ing took place after a long wait though they may be sharing their chat and views on their mobiles. The timing of the meeting, clearly indicates that after Punjab and Chhattisgarh, now So-nia and Rahul’s next agenda is to take a call

on Rajasthan, where in spite of repeated Ajay Maken assuranc-es, a much awaited

cabinet reshuffle giv-ing a proper represen-tation to Pilot camp, MLAs has yet not been

taken.The apparent rea-

son is Chief Minister Gehlot’s sudden ill-

ness, but according to sources, this may not be the only reason and even till now, there has not been a proper consensus be-tween the Congress High Command and warring Gehlot and Pilot camps on the number of cabinet berths to be given to Pilot camp, where Pi-lot supporters are also pleading for Fi-nance or Home port-folios. Now, according to sources close to 10 Janpath, a final deci-sion on Rajasthan can be taken any day, once the change of guard at Raipur takes place on a two and a half year power-sharing formula.

Jaipur: Chief Minister Ashok Gehlot’s OSD Lokesh Sharma submit-ted his resignation on Saturday night, hours after he posted a tweet which was seen as an indirect criticism of the Congress over the change of leadership in Punjab.

The tweet appeared to refer to a strong per-son being made help-less and a mediocre per-son being elevated.

The officer on special duty to the Rajasthan chief minister submit-ted his resignation on Saturday night, seeking an apology for his tweet.

Sharma has been as-sociated with Gehlot for over a decade now and he has been looking af-ter his social media. He was made the OSD after Gehlot came to power in December 2018.

“Majboot ko majboor, mamuli ko magroor

kiya jaye... baad hi khet ko khaay, uss fasal ko kaun bachaye! (They make the strong weak, they force people on the lines, ultimately the fence eats the field, who would be able to save such a crop),” Sharma had tweeted after Pun-jab Chief Minister Am-arinder Singh resigned on Saturday.

In the resignation letter, the OSD said he has been active on Twitter since 2010 and has not tweeted beyond party lines.

Sharma said he never posted any political tweet after being given the responsibility of OSD by Gehlot. Howev-er, he sought an apology if his tweet hurt the party High Command & the State Government in any way. Meanwhile, talking to First India over the matter, Lokesh said, “The matter is be-ing made up deliberate-ly. The tweet does not hurt any sentiment as it was posted before the Puinjab crisis. I have put across my version

before CM Ashok Ge-hlot & have offered my resignation. CM has not taken any decision on the matter, as far as I know.” In fact, on Sun-day, Lokesh met CM Ge-hlot & put before him, his version of the story. Along with this, he again asserted giving his resignation & re-quested Gehlot to ac-cept his resignation in the current volatile at-mosphere. He also as-sured Gehlot to contin-ue working for him and Congress in future too.

Chief Electoral offic-er of the state Praveen Gupta was also present in the meeting held at the auditorium of Hotel Hilton.

Underlining the im-portance of voting in a democracy, the CEC in-structed all the officers to ensure that the names of all eligible voters are included in the voter list during the brief revision of the electoral rolls.

He discussed the nec-essary facilities at the polling stations and di-rected that there should

be proper arrangement of ramps, toilets, drink-ing water, shade, elec-tricity etc. at the polling stations so that voters do not face any sort of inconvenience on the polling day.

The CEC said that un-der the voter awareness programme, miscon-ception about the EVMs should be removed among the people and

they should be made aware that fair and transparent voting takes place in the elec-tions conducted through EVMs.

He said that there is no possibility of any tampering with EVMs. The Chief Election Commissioner also sought suggestions from the officers en-gaged in election works.

Kota-Bundi parliamentary constituency met Om Birla and told him about their problems. He listened carefully to people’s grievances and directed the concerned offi cers to resolve them at the earliest.

Dy LoP Rajendra Rathore speaking on CM, Gehlot’s OSD’s resignation said, “I have never

seen any resignation without signature. After Pun-jab, Rajasthan will bear consequences of political turmoil. Even in Assembly’s monsoon session, the scarcity of Congress leaders was being observed.” “2022 Assembly polls are near & a sense of anger & dissatisfaction among people is quite natural. According to a senior party leader, old guards in the party are feeling restless and there is no clue of coming events in Rahul’s agenda.

However, in Ra-jasthan, apparently, change of leadership issue may not be there and the real issue be-fore the High Command is how to suitably re-store the respect and authority of Pilot, which has suffered a se-rious setback during the last one year or so.

t is not uncommon for people to call animal shelters and munici-pal corporations and ask them to “remove” their community dogs who they like to

often refer to as “galli ka kutta” citing reasons like their personal property (cars) being scratched, dog bites, and barking. Ironi-cally many of these com-plainants themselves have pets!

And imagine their dis-appointment when they hear the unexpected that there is a rule against re-location of dogs! Even the Municipal Corporations cannot and will not want to defy the Supreme Court, unless of course, the dog may be rabid.

So all these rules and guidelines do not happen in a vacuum. The Preven-tion of Cruelty to Animals Act of 1960 (PCA) has a provision for the estab-lishment and overseeing of a board dedicated to the welfare of animals. The Animal Welfare Board of India was established un-der section 4 of the PCA Act and has a provision under section 5A of the same act to be reconsti-tuted from time to time.

The Board was estab-lished for the promotion of animal welfare generally and to protect animals from being subjected to un-necessary pain or suffer-ing, in particular, there shall be established by the Central Government, as soon as may be after the commencement of this Act, a Board to be called the Animal Welfare Board of India (AWBI).

The functions of the Board are-

1T o keep t h e

law in force in India for t h e prevention of cruelty to animals under constant study and advise the Gov-ernment on the amend-ments to be undertaken in any such law from time to time.

2 To advise the Central Government on the making of rules un-

der this Act to prevent un-necessary pain or suffer-ing to animals generally, and more particularly when they are being trans-ported from one place to another or when they are used as performing ani-mals or when they are kept in captivity or confine-ment.

3 To advise the Govern-ment or any local au-thority or another

person on improvements in the design of vehicles to lessen the burden on draught animals.

4 To take all such steps as the Board may think

fit for i m -prove-m e n t of con-ditions for ani-mals by e n -

couraging, or providing for, the construction of sheds, water-troughs and the like and by providing for veterinary assistance to animals.

5 To advise the Govern-ment or any local au-thority or another

person in the design of slaughter-houses or the maintenance of slaughter-houses or connection with the slaughter of animals so that unnecessary pain or suffering, whether physical or mental, is elim-inated in the pre-slaughter stages as far as possible, and animals are killed, wherever necessary, in as humane a manner as pos-sible.

6 To take all such steps as the Board may think fit to ensure

that unwanted animals are put to sleep by local au-

thorities, whenever it is necessary to do so, either instantaneously or after being rendered insensible to pain or suffering.

7 To encourage, by the grant of fi-nancial assis-

tance or otherwise for the formation or estab-

lishment of pinjrapoles, res-cue homes, animal shelters, sanctuaries, and the like where animals and birds may find a shelter when they have become old and useless to their owners or when they need protection.

8 To co-operate with, and co-ordinate the work of, associations

or bodies established to prevent unnecessary pain or suffering to animals or for the protection of ani-mals and birds.

9 To give financial and other assistance to animal welfare or-

ganizations functioning in any local area or to en-courage the formation of animal welfare organiza-tions in any local area which shall work under the general supervision and guidance of the Board.

10 To advise the Government on matters relating

to the medical care and at-tention which may be pro-vided in animal, hospitals and to give financial and other assistance to animal hospitals whenever the Board thinks it necessary to do so.

11To impart educa-tion about the hu-mane treatment

of animals and to encour-age the formation of pub-lic opinion against the in-fliction of unnecessary pain or suffering to ani-mals and for the promo-tion of animal welfare us-ing lectures, books, post-ers, cinematographic ex-hibitions, and the like.

12 To advise the Government on any matter con-

nected with animal wel-fare or the prevention of infliction of unnecessary pain or suffering on ani-mals.

One of the most impor-tant functions of the Board is to provide finan-cial assistance to the rec-ognized Animal Welfare Organisations (AWOs). The applications in the prescribed format re-ceived from the AWOs are scrutinized and eligible

applications are placed before the Board for sanc-tion of grant. Financial Assistance is released in two instalments after ob-taining an audited state-ment of accounts and uti-lization certificate for the earlier grants and satisfac-tory Inspection reports. The Board provides finan-cial assistance to AWOs under various schemes viz. Regular Grant, Cattle Rescue Grant, Provision of Shelter House for looking after the Animals, Animal Birth Control (ABC) Pro-gramme, Provision of Am-bulance for the animals in distress, and Natural Ca-lamity grant. The AWBI is supported by funds in the form of grants from the Government, contri-butions, donations, sub-scriptions, bequests, gifts and the like made to it by any local authority or by any other person. Animal Welfare Organisations can apply for grants to the AWBI for their pro-jects.

Apart from AWOs, breeders and pet shops must be registered with the AWBI.

The general public and animal lovers can also ap-ply to serve as Honorary Animal Welfare Officers to help animals in their states and districts.

From ensuring that ani-mal welfare laws in the country are diligently fol-lowed, to provide grants to Animal Welfare Organisa-tions and advising the Government of India on animal welfare issues, the Board has been the face of the animal welfare move-ment in the country for the last 50 years.

chieving laurels one flick at a time, Krish-na Nagar, earlier mocked for his dwarf-ism, has shut a mil-lion mouths with his unparalleled flair at

Badminton and his roaring victory at the Tokyo Paralym-pics 2020. He defeated Chu Man Kai of Hongkong in the men’s single SH6 class final to be-come the World No. 2 India para-badminton player.

Diagnosed with dwarfism at the tender age of 2, Nagar was unfortunately ridiculed by his peers for his deformity, so much so, that this 4 feet 5 inch tall shuttler was coaxed to try an array of rigorous exercises, only to finally accept his fate and make a thudding state-ment with his hard work.

Nagar stumbled upon this sport at age 14 and picked it up as his hobby. However, what’s truly serendipitous to his journey was his introduc-tion to the world of para-bad-minton in 2017. Yes, this was his ‘I’ll change my life’ mo-ment. In no time, Krishna shifted basis to Lucknow to learn under the effective ae-gis of Dronacharya Awardee Indian para-badminton team head Gaurav Khanna. Since then, he has been adding feathers to his cap, bringing fame to his dear hometown and country alike.

His love for India knows no bounds, as attested by his Ins-tagram post right after his whopping success at the Tokyo Paralympics 2020 which read, “Today is the result of my years of hard work and I am happy that my preparation for this day has finally paid off.
