*30 Ch. Ram Lal: Will the Minister for Irrigation

and Power be pleased to state:-

(a) The number of applications received so far for granting

electric connections for tube wells in Karnal District together

with the time since when the said application are lying

pending;

(b) The time by which the said applications are likely to be

disposed of?

Major Amir Singh (Minister of State for Rural

Electrification): (a) 6809 applications are pending for varying

periods. 154 applications are more than two years old.

(b) Depending on the availability of funds

connections in all these cases are expected to be given in 2/3

years time.

Smt. Om Prabha Jain: Is it a fact that the Minister

in charge got some money for the up gradation of a school in

village Khurdband.

Education Minister: This is a libelous lie.

Smt. Om Prabha Jain: Sir, it is in my personal

knowledge that a sum of rupees six thousand was presented to

him and Ch. Chand Ram.

Revenue Minister: Don’t I represent that

constituency? They wanted to show that they respect their

leaders.

Mr. Speaker: The money, if at all presented, was

never given to them as individuals.

Education Minister: Mr. Speaker, this

supplementary does not arise out of this question.

Smt. Om Prabha Jain: Mr. Speaker, I have just

asked for the reasons for upgrading certain schools and I

think it does arise out of my question.

Mr. Speaker: I cannot force an hon. Minister to

answer a supplementary if he needs a separate notice, or

otherwise.

Smt. Om Prabha Jain: Mr. Speaker, then I leave it

to your good sense and the sense of the House that the

Minister-in-harge does not reply.

Allocation of bonafide Residents of Haryana to present

Punjab State

*148. Sh. Ran Singh: Will the Chief Minister be

please to state:-

Whether it is a fact that after bifurcation of the

State of Punjab into Haryana and the present Punjab State

some Government Officers/Officials who are bonafide

residents of Haryana, have been allocated to the present

Punjab State?

Chief Minister: Can’t the Speaker disallow a

supplementary question if he thinks it to be irrelevant?

Development Minister: The Speaker has the right

to disallow a supplementary question if he thinks it to be

irrelevant. But here, instead of obeying the Chair, the hon.

Member (Sh. Ran Singh) began to quarrel with him (Chair).

Ch. Debi Singh Twetia: May I know from the hon.

Chief Minister as to whether the Government is, after the

formation of the Haryana state now, taking any steps to take

back the Haryana domicile employees from Punjab and send

an equal number of employees to that state in lieu thereof?

Writ against the inclusion of Patwar Circles of Mubarikpur,

Bhankarpur and Sunderan in the Territory of the present

Punjab

*222. Ch. Debi Singh Twetia: Will the Chief

Minister be pleased to state:-

(a) Whether the Government is aware of the fact that

some time back the residents of three Patwar Circles,

namely, Mubarikpur, Bhankarpur and Shunderan field a

writ petition (No. 2362 of 1966) in the Punjab and

Haryana High Court against the inclusion of these Patwar

Circles in the territory of the present State of Punjab.

(b) If the reply to part (a) above, be in the affirmative,

whether the Haryana Government supported the

contention of the residents of the said Patwar Circles, if

not, the reasons therefore?

Rao Birendra Singh: (a) Yes.

(b) The petitioners, contention was not supported

due to a decision taken by the Government to this effect. The

present Government has taken note of this case and intends to

hold a detailed inquiry in the matter to ensure that Haryana’s

Claim, if any is revived and necessary action taken to secure

these areas.

Ch. Debi Singh Twetia: I would like to know the

basis on which the Haryana Government based its decision not

to support the writ petition?

Ch. Debi Singh Twetia: It is not a question which

Government took the decision. The responsibility for giving

answers rests with the present Government now. Therefore, I

would like to know the basis for that decision?

Mr. Speaker: This matter might go to court again.

This is still sub-judice. It may go to Supreme Court or some

other court. Therefore, it is not desirable to go into its further

details at this stage.

Cases of Suicide

*120. Sh. Daya Krishan: Will the Chief Minister be

pleased to state the total number of cases of suicide registered

during the year 1966-67 in the State with the main causes for

committing suicide in each case?

Rao Birendra Singh: 116 cases of suicide were

reported to the Police in the year 1966-67. The main causes

for the commission of these suicides as arrived at after the

police enquiry are:-

Estranged domestic relations/differences 68

Incurable or prolonged disease-28, Failure in Matrimonial

achievement-9, Failure in examination-5, Mental derangement-

4, Miscellaneous-2.

Unclaimed Dead Bodies

*121. Sh. Daya Krishan: Will the Chief Minister be

pleased to state the total number of unclaimed dead bodies

found during the year 1966-67.

Rao Birendra Singh: 119 unclaimed dead bodies

were found during the year 1966-67 in the State.

Development of Samll-scale and Cottage Industries in

Tehsil Bhiwani, District Hisar

*79. Sh. Bhagwan Dev Prabhakar: Will the Chief

Minister be pleased to state:-

(a) Whether there is any proposal under the

consideration of Government to advance loans for the

development of small scale or cottage industries in Bhiwani

Tehsil, District Hisar; if so, the details thereof;

(b) The total amount of loans advanced for the said

purpose during the years 1964-65, 1965-66, separately?

Rao Birendra Singh: (a) Yes.

Under the state Aid to Industries Act loans are

advanced for expansion of existing industries or setting up of

new units. It is proposed to allocate Rs. 3 lakhs during the

current financial year for advancement of loans in Hisar

District and Tehsil Bhiwani will get its share.

(b) The following amount were advanced as loans in

Bhiwani Tehsil:-

During 1965-66 29,050

Pig Iron Factory at village Khurd, District Hissar

*81. Sh. Bhagwan Dev: Will the Chief Minister be

pleased to state whether it is a fact that a Pig Iron Factory is

to be set up at village Starred Khurd in Hissar District; if so,

the approximate time by which it is likely to be completed?

Rao Birendra Singh: Yes; on account of various

factors outside the hands of the State Government it is not

possible to indicate time limit. We have, however, decided to

implement the scheme at the earliest.

formulated by the Government for the industrial development

of Nilokheri; if so, the details thereof and that time by which it

is expected to be implemented?

Rao Birendra Singh: No. Does not arise.

Minimum and Maximum Prices of Wheat, Gram

and Barley etc.

*146. Sh. Ran Singh: Will the Chief Minister be

pleased to state the minimum and maximum prices of wheat

gram, barley, rice desi sugar and gur which prevailed in the

State of Haryana, during the months of April and May in the

year 1966 and during the same months in 1967 separately?

separate holdings of up to 5 acres of land or also the joint

holdings of personal sharing ownership upto 5 acres of land; if

not for joint holdings the reasons therefore;

(c) The estimated amount of land revenue on

holdings upto 5 acres proposed to be abolished for the year

1967;

(d) Whether the said exemption is likely to effect the

10 percent grant of village land revenue being given to the

Gram Panchats; if so, the manner in which the Government

propose to compensate the Gram Panchayat.

Construction of Drains in the Nilokheri Block

*225. Ch. Shiv Ram Verma: Will the Minister for

Irrigation and Power be pleased to State:-

(a) The progress so far made in connection with the

programme already made for constructing drains in order to

drain out the flood water from the Nilokheri Block together

with the date by which the implementation of the said

programme is expected to be started and completed separately;

(b) The details of th programme for completing th

various link drains like Jhanjnari link Drain together with the

approximate date by which the said link drains are likely to be

completed;

(c) Whether any scheme has been formulated to

supply water for irrigating lands in different villages of Karnal

district from those tube wells which have been installed in the

respective villages for the purpose of supplying wate to canal,

if not, whether the Government propose to formulate any such

scheme particularly when the people of this area have no other

means to irrigate their lands?

Sh. Mani Ram Godara: (a) Nilokheri Blcok is served

by the Indri Drain. The scheme for remodeling of this drain is

under implementation and is expected to be completed to the

extent of providing relief to the Nilokheri area during the flood

season of 1968.

(b) There is no programme for construction of link

drains of less than 5 miles departmentally. Jhanjhari Link

Drain is one such drain. Such link drains are to be got

excavated through local voluntary effort. The technical data

pertaining to Jhanjhari Link Drain has been supplied to

Deputy Commissioner, Karnal for getting the work done

through voluntary labour.

Construction of Road in Karnal District

*224. Ch. Shiv Ram Verma: Will the Minister of

State for Public Works be pleased to state the steps proposed

to be taken by the Government to meet the shortage of roads

in Karnal District and the time by which the following roads,

on which the construction work has already been stated to

some extent are likely to be completed:-

(a) Karnal to Kaulvia Kachhwa Majra Rodan;

(b) Karsa road to Kurukshetra via Jomba Kirmach;

(c) Kurukshetra University to Agriculture College.

(d) G.I. Road, Rajpur to Ladwa via Bairsal and

(e) Panipat to Seenk via Kaura?

Sh. Phool Chand: In the Fourth Plan period, a sum

of Rs. 130 lakhs is proposed to be spenton roads in Karnal

District. The Position of the specific roads listed in the

question is as follows:-

(a) Karnal, Kachhwa, Kaul Road it is expected to be

completed during 1969-70 depending on availability of funds.

(b) (c) (d) and (e) There is no proposal to construct

these roads during Fourth Plan. However, these roads may

come up in the Fifth Plan period subject to availability of

funds.

Electrification of Villages in Karnal District

*93. Sh. Pohloo Alias Jagjit Singh: Will the

Minister of State for Rural Electrification be pleased to state

the names of the villages, if any in karnal district proposed to

be electrified in the year 1967-68?

Major Amir Singh: Till recently it was the policy of

Government that Agricultural connections should be given

preference over electrification of villages. However,

Government is now considering that along with agricultural

connections, rural electrification shold also be extended.

Further details in this connection are now being worked out

the Haryana State Electricity Board which has started

functioning with effect from 1st May, 1967.
