SECOND RUNNER UP: JUNIOR COMMISSIONER OF THE YEAR

Phumlile Ntanzi participated and initiated the following projects:

• She was appointed Junior Cluster Commander;• Appointed Junior Provincial Commissioner: Detective Commander;• Nominated Junior National High Flier Project Manager for Albinism• Addresses Youth in Nongoma FM on drugs, teenage pregnancy and discouraging criminality;• Initiated an awareness at her own school to address learners on bullying, carrying of dangerous weapons, teenage

pregnancy, substance abuse and encouraged them to focus on their own studies;• Participated in a midyear exams campaigns to encourage learners before starting with examinations sensitizing them

on the consequences of wrong choices they take under peer pressure;• She initiated a Junior Management debriefing session;• Identified a needy child going through domestic violence and reported to her coordinator and necessary intervention

was sought for that learner including donation of food parcels;• She participated in a heritage event encouraging her peers to embrace their culture and history.

Ms Phumlile believes that young people should know their roots because even an oak tree has roots that it relies onto for living, as it is not easy to lead people to the future when you don’t know how to steer your way from your ashes.

FIRST RUNNER UP: JUNIOR COMMISSIONER OF THE YEAR

Malapane Ayanda is the Junior National Commissioner: Management Advisory Services residing in Limpopo.

Malapane Ayanda participated and initiated the following programmes:

• She was a speaker at Babanana village in partnership with Our Life Simple NGO: Sports Against Crime Project;• On 14 March 2019 she attended Polokwane Annual Show and educated learners who visited SAPS Stalls about

different career pathing within the SAPS;• The MEC of Transport and Community Safety invited her to Limpopo Provincial Stability Summit that was led by the

Premier to appreciate the role she plays as the Junior Commissioner;• She formed part of the official opening of Elandskraal Police Station alongside the MEC of Transport and Community

Safety;• During the 2019 take a boy and girl child to work campaign she came up with an initiative of giving learners T-Shirts

and back packs as a token of appreciation;• In celebration of 16 June she initiated Provincial Youth Against Crime Imbizo coupled with child protection week and

Prayer Day;• She was a speaker at Beauty From Ashes Foundation which focus on restoring the soul and dignity of young girls;• She participated in the Global Round of the World Scholars Cup Competition in Durban with learners from over 30

countries whereby she won 4 Gold medals and qualified for the Tournament of Champions at YALE in America

WINNER: JUNIOR COMMISSIONER OF THE YEAR

Lwandile Dladla is the Junior National Commissioner: Policing residing in KwaZulu-Natal.

Lwandile participated and initiated the following programmes which made her exceptional across all Junior Commissioners:

• She has 40 Certificates of educational excellence from Grade 6 to Grade 9;• Youth Desk Chairperson of Estcourt SAPS;• Appointed Junior Provincial Commissioner: 2018-08-10;• Appointed Junior Deputy National Commissioner: Policing, February 2019;• Participated in PSL Multi-disc Challenge;• Initiated an awareness campaign at Bergville to address “Ukuthwala” as it had high incidents of Ukuthwala;• On 27th April 2019 she participated in the Dr behariram Foundation to encourage young girls to reach their full potential;• She is a peer educator since Grade8;• She initiated a project called “ to be my bhululu not my bully campaign” which addresses bullying within schools;• Introduces #my body my rules! To address rape and teenage pregnancy;• Worked in partnership with peer educators at schools and did a drug abuse, teenage pregnancy and bullying awareness

which was a huge event that attracted many stakeholders; and• She did research on school sporting programmes and found GDMMERS programme on Facebook and it became her

National Project

Lwandile Dladla has done exceptionally well in building a relationship with her peers, initiating projects, addressing social ills, actively participating in her community and working very well with different stakeholders including community leaders in bringing change and sustaining her community and surrounding areas.

7112468-3 D/CONST JS MNISI

Constable JS Mnisi is a Crime Detection Service General Investigator attached to Masoyi SAPS in the Mpumalanga Province. Constable Mnisi investigated inter alia the following cases successfully, and effected arrests which are currently pending in Court:

• Masoyi CAS 58/06/2018: Kidnapping, Rape and Murder• Masoyi CAS 133/03/2019: Kidnapping, Rape and Attempted murder

Some of the successes achieved by the member includes the arrest and successful conviction of two suspects who were sentenced in the Graskop High Court as follows:

Accused No. 1

• 03 terms Life Imprisonment on two counts of Rape and Compelled Rape;• 15 years for Rape on third victim;• 15 years Imprisonment for Housebreaking and Theft;• 45 years Imprisonment for three counts of Robbery;• 10 years for Kidnapping; and• 15 years for unlawful possession of unlicensed firearm and stolen property.

Accused No. 2

• 02 terms Life Imprisonment for Rape and Compelled Rape;• 15 years for Housebreaking and Robbery; and• 10 years for Kidnapping.

The member is a consistent high achiever. To gain these successes, Constable Mnisi worked many hours. The member showed commitment and dedication towards the call of duty, and to bring the perpetrators to justice.

7151195-4 CONSTABLE MH KHOZAGAUTENG: CRIME REGISTER

Constable MH Khoza is attached to Communication Services at Kwa-Thema SAPS in the Ekurhuleni District, Gauteng Province.

She is a member of the Ekurhuleni East Zone Local Organising Committee. The member acquired a sponsorship of R12 000.00 from SANLAM to renovate the Station Victim Empowerment Centre. She also arranged a sponsorship for people with Disabilities in Nyakale Street in Kwa-Thema, and denoted R11 000.00 from her own pocket for a Woman Empowerment Session.

The member is regularly approached to perform duties other that her day to day tasks, and she was inter alia a Programme Director at the following events, a task in which she excelled:

• Senior Woman in Law Enforcement Hosted by the Gauteng MEC of Community Safety;• The Gauteng Excellence Awards; and• The Community Policing Strategy Launch: Dobsonville.

Constable Khoza is also a member of the National Police Safety Committee. The member is passionate about her work and the community she serves, and she does not hesitate to adhere to the call of duty. She will not hesitate to contribute from her own pocket to assist others.

183008-1 D/CONSTABLE TS ZULU

Constable TS Zulu is attached to the Team Violent Crimes Unit of Dobsonville SAPS in the Gauteng Province.

The member joined the organisation in March 2010, and was placed at Dobsonville SAPS Detectives after completing his basic training to investigate Serious and Violent Crimes.

In 2013 Constable Zulu was nominated to form part of a Team of members designated to investigate British American Tobacco related cases under the command of Brigadier Louw. Constable Zulu was one of the first members to secure an arrest which resulted in the conviction of the suspect. The member was subsequently released to return to the Dobsonville Team Violent Crimes Unit during 2014.

During the reporting period, the member secured a total of 12 Life Sentences plus 425 years imprisonment and an additional 4 Life Sentences plus 79 years imprisonment for suspects arrested for various crimes.

Constable Zulu is meticulous and expedient with his investigations. The member’s relentless hard work resulted in lengthy jail terms secured for criminals. These arrests are attributed to the member’s diligence as he was working on investigations and conducting operations after normal working hours and on weekends.

SERGEANT BB MOGOLA PERSAL NO. 7052838-1

Sergeant Mogola is attached to the Cold Case Management Section in the office of the National Commissioner- Legal Advisory.

Following a complaint received in the office of the National Commissioner from two (2) Chinese Internationals about an employee of Home Affairs who was allegedly extorting a sum of R 55 000-00, Sergeant Mogola was assigned to attend the complaint. The victims alleged that the Home Affairs employee was demanding another R 55 000-00 after having successfully extorted R 55 000-00 on 21 November 2019. The SAPS was unable to address the first amount of R 55 000-00 as this was never reported.

Sergeant Mogola opened a case of corruption and made an application in terms of Section 252 (a) of the Criminal Procedure Act. The application was approved by the Johannesburg Director of Public Prosecution for conducting undercover operations. This young Female investigator secured authorised state funds for the operation. The Home Affairs employee directed the Chinese Internationals on the 8th January 2020 to meet him at OR Tambo on the 9th January 2020 with the money between 17:30 and 18:00.

A Trap was set, and the suspect was subsequently arrested. The Director General of the Department of Home Affairs was delighted for the sterling work done by the member, and indicated that it is appreciated that there are still honest members in the SAPS as corruption and dishonesty is reigning in South Africa in all spheres.

NO 7001463-9 SERGEANT NO MASETHLA

Sergeant NO Masethla is attached to Crime Prevention, Elsburg in the Gauteng Province.

Following a Women’s Indaba during March 2018, the SAPS was aligned with the turnaround strategy and Head of Department’s 8-Principles Action Plan for Women’s Empowerment and Gender Equality in the Public Service.

The outcome of the session inter alia highlighted that talent spotting should be done in order to support and nurture talent in the correct way among female police officials, and that a High-Flyer Program should be included in the envisaged strategy in order to fast-track mobility and have those identified high-flyers ready for leadership positions.

The winners of previous SAPS National Excellence Awards have been identified to be recognized and developed as high flyers, and Sergeant Masethla was identified as one of these High Flyers.

The sterling work and contributions done by Sergeant Masethla in raising the SAPS flag high and building sustainable partnerships with communities in ensuring effective achievement of policing objectives is noteworthy.

She has shown leadership and she did not lose heart despite having worked tirelessly for a lengthy period without getting demotivated. Sergeant Masethla was even noted by the Minister of Police.

Sergeant Masethla was one of two members who were recipients of International Awards in 2010 and their contribution in community work as police women was rewarded. She also attended the Leadership for Women in Law Enforcement Course held from 14 April 2019 to 20 April 2019 at the International Law Enforcement Academy (ILEA) in Gaborone, Botswana. Training was aimed at mid-level law enforcement officers, non-supervisory investigators who would be able to implement this specialized training in their home units and share their knowledge with others.

NUMBER 425171-1 WARRANT OFFICER G VISSER AND NUMBER 436344-2 WARRANT OFFICER RJ HOLMESWESTVILLE SAPS: KWAZULU-NATAL

Warrant Officer G Visser and Warrant Officer RJ Holmes displayed brave and courageous actions during an armed robbery which took place on 28 November 2019 at the Westville Village Market Mall. On the said date both Warrant Officer Visser and Warrant Officer Holmes were on duty when a security official, who is employed at the Westville Village Market Mall, came running into the Community Service Centre (CSC) and reported that an armed robbery was in progress at the mall.

Warrant Officer Visser, was at the time in the CSC attending to another complainant and immediately responded and proceeded to the scene at the mall. He was the first respondent at the scene and approached the entrance to the mall parking area with the intention to stop the suspects whilst they tried to escape. On his arrival he immediately came under fire and, whilst taking cover behind his vehicle, he wounded one suspect and prevented the further loss of life and damage to property. He warned innocent bystanders by shouting at them to stay away and take cover and amidst the chaos and his own life being in danger, he still displayed the utmost bravery and strong sense of dedication and pride to serve and to protect. At one stage his unconscious body was laying in the direct fire of the suspects. Warrant Office Holmes was performing duties in the CIMAC office when he heard the report on the armed robbery at the mall. Without hesitation he responded to the scene. Upon his arrival he acted as backup and cover for his colleague. He also engaged and fired at the suspects as they attempted to flee. One suspect was fatally wounded as he attempted to get into the getaway vehicle. Warrant Officer Holmes’ stealth and tactical shooting is highly commended as he displayed skill and accuracy by ensuring that he preserved the lives of the community, property and the life of his colleague. Warrant Officer Holmes displayed not only bravery, nobility and courage but he stayed level-headed during an extreme stressful situation.

The quick reaction of both members is indicative of their exceptional patriotism and selfless act to serve and protect. They did not have time to strategise but in order to ensure that the suspects be stopped, attended the scene and worked in unison. The incident received wide media coverage and had a positive and appreciative impact on the local community. Warrant Officer Visser and Holmes have to date served faithfully for more than 20 and 21 years respectively in their current ranks.
