OUSTING GOVERNING BODIES

‘Changes will compromise SA education’Leanne Jansen

PROPOSED changes tothe South AfricanSchools Act wouldwrest power from pa-

rents, and compromise thequality of public education, governing body associationsand teachers’ unions said yes-terday.

A draft version of the BasicEducation Laws AmendmentBill, which The Mercury hasseen a copy of, proposes thatschool governing bodies haveno part in the appointment ofschool-level heads of depart-ment, deputy principals orprincipals. It also says the lawshould be amended so theheads of provincial educationdepartments have the final sayon school admissions, andmay instruct a public school tohave more than one languageof instruction.

Governing body associa-tions and teachers’ unionsargue that should theseamendments be made law,public-school parents will taketheir money and their chil-dren to independent schools.

Paul Colditz, the head ofthe Federation of GoverningBodies of South AfricanSchools, said while the draft ofthe bill was under discussion,it was a “kick in the teeth” forparents and undermined theprinciples on which the post-1994 public education systemwas founded. “A principal isthe guiding spirit of theschool, and a school dies whenthe principal is not acceptedby the school community.”

Tim Gordon, the head ofthe Governing Body Founda-tion, said it was neither un-usual, nor sinister for theSchools Act to be revised – butthat this time, the signs wereworrying.

Basil Manuel, the head ofthe National ProfessionalTeachers’ Organisation ofSouth Africa, expressed “dis-comfort” over the proposalthat governing bodies have nosay in the appointment ofprincipals. “We cannot rejectthe amendments until we see

them in full. But how manysenior officials acquire poststhrough dishonest means? What happens when these peo-ple are responsible for ap-pointing principals?

“The practicalities havealso not been thought through.KwaZulu-Natal has 3 700 pro-motion posts to be filled. Ifthere are 50 applicants foreach post, how will educationofficials be able to sift through185 000 CVs? And if there arecommittees all over the showto conduct the interviewprocess, who will overseethem, inept and overloaded of-ficials?”

Manuel said amending thelaw on school admissions wastantamount to “swotting amosquito with a canon” be-cause few of the country’s24 000 public schools had ad-missions problems.

Amendment

The head of the SuidAfrikaanse Onderwysersunie,Chris Klopper, said educationauthorities needed to realisethat in a constitutional dispen-sation, parents did not takekindly to being prescribed toby politicians.

Basic Education Depart-ment spokesman Elijah Mh-langa would not be drawn onthe issue yesterday.

The draft bill is expected tobe finalised by next year at thelatest, according to the depart-ment’s 2014/15 annual report.

The ANC’s 53rd nationalelective conference resolvedthat legislation be amended sothe current process bywhich principals were ap-pointed, deemed “deficient”and “open to undue influ-ences,” could be changed.

According to the NationalDevelopment Plan, unioninterference in appointingprincipals is possible becauseeducation officials responsiblefor Human Resources have alimited understanding of la-bour law. It also says manygoverning bodies are ham-pered by parents’ lack of ex-pertise and social status.

Angelo Wilkie-Page, right and above, hauls his sled on the Kaltag-Unalakleet Portage in Alaska, during the first epic leg of his eight-year adventure.

Just seven more years for KZN adventurerSphelele Ngubane

IT IS a year since Pietermar-itzburg adventurer Angelo Wilkie-Page left home on aneight-year solo journey to cir-cumnavigating the globe twice– from west to east, and fromthe South Pole to the NorthPole – without motors, sails orsolar power.

Wilkie-Page, 29, is an inte-rior design graduate from theDurban University of Tech-nology. He has just completedone year of his eight-yearexpedition.

“I made it into Nome (in

Alaska) today, walked in thelast 20 miles (32km) as it wassnowing and high winds east ofCape Nome this morning. Thishas been a tough segment fromFairbanks, and a great test forwhat is to come. Feelingstrong,” he posted on his web-site at the weekend.

Along the way, Wilkie-Pagehas been speaking about hisexperiences at schools and pub-lic places.

His spokesman, PatrickCromwell, said Wilkie-Pagehad completed the first legfrom Los Angeles to Fairbanksin Alaska, a distance of

6 500km in which he was ex-posed to extreme opposites ofclimate.

“A warm start on the westcoast to cycling through theRocky Mountains,” he said.

Cromwell said that in Fair-banks, Wilkie-Page had chan-ged his mode of transport to acustom-built kayak and pad-dled down the Yukon River to-wards the Bering Sea.

“Winter was coming in toofast, and Angelo had to make aquick decision. In Kaltag, heflew his kayak ahead to Una-lakleet, an Alaskan town on theBering Sea, and became the

first person to solo walk suc-cessfully from Kaltag to Una-lakleet through the mountainrange, in summer,” he said.

Cromwell said Wilkie-Pagehad, to date, covered more than2 000km in his kayak.

“Angelo’s next obstacle is toovercome red tape and bureau-cracy to enter Russia from theBering Sea with his kayak.

“He will then kayak aroundthe Russian coastline till thetown of Magadan, where hewill be reunited with his bicy-cle and cycle through Siberia,Asia, the Middle East andAfrica, ending Leg 2 in Cape

Town,” he said. The second legis estimated to be in the regionof a whopping 35 000km.

The third leg will see himrow from Cape Town to Rio in apurpose-built solo rowing boat, whereafter he will cycle to Ar-gentina and then back up theWest Coast to end his first cir-cumference in Los Angeles.

Cromwell said Legs 5 to 8would be the second circumfer-ence – north to south.

Krejcir and his many plans to escape from prisonShain Germaner

THE security around RadovanKrejcir’s court cases has mas-sively increased, after policediscovered the Czech business-man had multiple plots in playto escape from prison.

It was revealed that anotherescape attempt that wasplanned for yesterday morninghad been foiled.

The sentencing proceedingsfor Krejcir and his five co-accused were set to start at thehigh court in Johannesburgyesterday, but the usual SAPSteam monitoring the court hadmore than doubled in number.

Late last month, Krejcir’s

cell at Zonderwater Correction-al Centre was raided and sever-al illegal items were discoveredhidden inside, including a 9mmpistol, a knife, ammunition, ataser and 10 cellphones.

It’s understood that theseitems were meant to be used aspart of an escape bid from thefacility, with Krejcir allegedlyplanning to flee to Swaziland, and then to Mozambique andeventually to Argentina.

However, national policespokesman Lieutenant-Gener-al Solomon Makgale said yes-terday that this was not theonly escape attempt Krejcirhad been planning.

This, he said, was the rea-

son that security had beenincreased.

It is also understood, fromanother police source, that thereason the security had to beupped so quickly was becauseof an alleged plan by Krejcir toescape yesterday morning. Thepolice apparently becameaware of this at the weekend.

Sources

Makgale said intelligencesources had revealed that Krej-cir had constantly been re-questing medical attentionfrom a specific doctor at a spe-cific time and date, which po-lice believed was part of anoth-

er plan for the Czech business-man to make his escape.

“We know that he wants toescape… He realises the courtproceedings have come to a cer-tain point, and he believes hisonly option is to escape,” saidMakgale.

While police have severalleads on those who were, andare, set to assist Krejcir in hisescape plots, Makgale said noarrests had been made.

However, numerous wit-nesses and possible suspectswere being interviewed.

“He is getting help from fel-low inmates and correctionalservices (officials)… There willbe arrests in the near future.”

Meanwhile, Krejcir’s legalteam has also lodged a formalrequest at the high court inPretoria to have him trans-ferred to another prison.

The application is set to beheard today.

Makgale said the policewere aware of this transferapplication, but that if it wassuccessful, it would be up to theDepartment of CorrectionalServices to ensure that he didnot try to make any escapeattempts while being moved.

Krejcir was convicted ear-lier this year on charges of kid-napping, attempted murderand drug dealing for abductingthe brother of one of his busi-

ness contacts who had fled witha shipment of drugs worth mil-lions of rand.

Yesterday, the sentencingproceedings in the matter hadto be postponed, after it wasrevealed that the pre-sentenc-ing reports had not yet beenreceived by the state or defence.

Department officials as-sured the legal teams theywould be prepared by Octo-ber 28.

Three days have been setdown for arguing mitigatingand aggravating circumstan-ces for the six convicts, al-though it is unclear if the sen-tencing will be completed bythe end of the year.

Cecil hunter gets offHARARE: A US trophy hunter who killed a GPS-collared lion in July would not be charged, Zimbab-wean Environment Minister Oppah Muchinguri-Kashiri said yesterday.

“We have decided not to pursue the matter. It wascausing unnecessary friction,” he said.

Minnesota dentist Walter Palmer sparked world-wide outrage when he killed Cecil, a 13-year-old lionwho had been lured out of the Hwange National Parkand wounded with an arrow.

The SCA upheld a Western Cape HighCourt order by Judge Ashton Schippersthat he be suspended for 60 days whilea  disciplinary  hearing  into  his  allegedmalfeasance  was  conducted.  The  highcourt is currently hearing an applicationby the Democratic Alliance to have Motsoeneng’s  appointment  set  aside.

MSUNDUZI  Municipality  wants  thecompany that installed two new cremators and refurbished a third at MountainRise  cemetery  in  2013  to  refund  theR5 728 616  it was paid.

The municipality complains  in highcourt papers that the SA Incinerator Co(Pty) Ltd failed to comply with the termsof  its  contract.

It allegedly breached the contract bysubcontracting out all (or a major part)of  the  job and by providing work andequipment that was “materially defective”. The municipality is also asking thecompany to pay additional damages ofR1 064 856 to cover the increased coststhat will have to be borne by Msunduziif it has to appoint new contractors tostart again. Alternatively Msunduzi saysSA Incinerator could correct the alleged

The  SA  Incinerator  Co  is  opposingMsunduzi’s  demands  and  has  filed  amotion asking the high court to dismissthe case on grounds that the summonsand particulars of claim lodged by themunicipality are “confusing, vague andembarrassing”.

The case was yesterday adjourned sinedie (without a court date being set) byhigh court  Judge Trevor Gorven.

Two weeks ago The Witness reportedon the crippling effect that the pendinglegal wrangle and a malfunctioning furnace at Mountain Rise was having on thecommunity wanting to conduct cremations. Local undertakers said they wereunder “immense pressure” after two cremators  had  stopped  operations  threeweeks earlier.

In  yesterday’s  high  court  papers

Msunduzi Municipality says it first invited tenders in respect of the contract forthe replacement of cremators at Mountain Rise Crematorium in October 2012.

In  March  2013,  Msunduzi  acceptedthe tender submitted by the SA Incinerator Co.  In  terms of  their  contract  thecompany allegedly undertook to entirelyremove  one  existing  cremator,  and  tosupply and  install  two new cremators.

The  papers  state  that  the  companyundertook to comply with all applicablelegislation,  and  warranted  that  all  thematerials  and  components  used  andsupplied,  would  comply  with  SABSspecifications.  Work  would  be  performed  and  completed  in  a  “properworkmanlike manner” and meet the required health and  safety  regulations.

Msunduzi maintains that in terms ofthe agreement the company undertooknot to subcontract the work to anyone

else without Msunduzi’s  consent. It also accepted responsibility for the

“repair and replacement” of any defectswithin  12 months of delivery.

The  agreed  contract  price  wasR5 324 283, plus a further R495 000 forthe “refurbishment” of the existing cremator and R40 000 per month for fiveyears for maintenance. To date, Msunduzi  said  it  has  paid  the  companyR5 728 616 but maintains the companybreached its contract by subcontractingall “or a substantial part” of the workwithout consent, and “performed workand  supplied  services  and  equipmentwhich were materially defective”.

The company has also allegedly notprovided any maintenance.

Msunduzi  alleges  that  if  it  had  toaward  the  contract  from  scratch  tosomeone else the cost would increase toR6 389 139.

Heritage Day celebration is a tool to enhance service deliveryBy Zandile MngomezuluPublic Relations Offi cerEstcourt District Hospital

Estcourt Hospital celebrated Heritage Day for three consecutive years focusing mainly on creating a culturally tolerant working environment but this year’s celebration saw employees taking a different turn by refl ecting back on where they come from as an institution.

This could not have been done better, especially with the guidance from Estcourt Hospital veterans and it was not surprising that Ms N Mabaso who started working for the hospital in 1983 until retirement was a guest speaker.

She started her speech by giving a brief history of the hospital and also gave insight on how health professionals were able to provide health services regardless of the limited resources at their disposal.

Ms Mabaso acknowledged strides made by Estcourt Hospital under the current leadership and those managers that have retired. She applauded them for taking the institution to new heights and further stated that if there was no team work, this could have been impossible.

She then urged employees to take the ini-tiative and be innovative and for managers to support staff for them to collectively take the institution to the next level.

Yes, indeed it was a Heritage Day celebration and it was not going to be complete without traditional dance!

Different sections showcased their ‘other’ talents on stage.

It was yet another celebration to remem-ber, more especially because it related to our day-to-day duties and brought to mind that this is a relay, we have to continue where others left off and make sure that we leave a mark.

Estcourt Hospital staff arrives at the Heritage Day celebration in their traditional wear.

Staff show off their dance moves.

NOTICE OF APPLICATION FOR ENVIRONMENTAL AUTHORISATIONIn support of application for Exploration Right for Petroleum on various farms in Registration Divisions ET, FT, GS, GT, GU & GV in the Magisterial district of

Pietermaritzburg, Kwazulu-Natal Rhino Oil and Gas Exploration South Africa (Pty) Ltd has lodged an application for an exploration right to the Petroleum Agency South Africa (PASA) in terms of section 79 of the Minerals and Petroleum Resources Development Act, 2002. Rhino Oil and Gas will make an application to PASA for environmental authorisation of exploration activities as set out in the Listing Notices made in terms of Section 24(5) of the National Environmental Management Act (No. 107 of 1998) (NEMA). The initial exploration area includes nearly 10 000 farms over an area of ~ 1 500 000 ha. In broad terms the exploration area extends from Richmond in the south to Ladysmith and Dundee in the north-west, passing just eastwards of Mooi River and Estcourt. In the north the area extends east almost to Ulundi and includes the regions around Tugela Ferry and Nkandla. The extent of the area narrows toward the south, including Kranskop, New Hanover and Asburton but being bounded just west of Camperdown. Residential properties within the block are not included. A map and list of included farms are available on request. Rhino Oil and Gas proposes to undertake early-phase exploration for oil and gas which may be located underground within suitable geological strata. The purpose is to determine the presence of a petroleum resource which could be investigated further. The initial 3-year exploration work programme will be restricted to non-invasive techniques, seismic surveys and the drilling of less than 10 core boreholes. Rhino will require access to only a few farms for exploration activities and will agree terms with those land owners. No hydraulic fracturing or fracking is proposed.

Community8 Ladysmith Gazette W/E Friday 16 October 2015

Jan van der Bos died in Ladysmith on Monday (October 12) after a

short battle with cancer. Born in Sneek, Holland,

Jan, at the age of 25, boarded ‘The Waterman’ in Amsterdam to embark on a new life in South Africa.

He followed his friend and colleague, Taco De Boer, who had left for South Africa a year earlier.

He initially worked in Newcastle, where he married his wife, who followed from Holland.

18 months later, Jan decided to move to Ladysmith, as it had

active soccer clubs. Here, he worked for

Ladysmith Motors in Queen Street before taking over the management of

Ted’s Service Station. Not too long after, Jan was offered the lease of Ted’s and continued to service his loyal client base until the 1990s.

Jan’s passions were soccer, sailing and his dogs.

He loved the KZN countryside, and many weekends were spent in the Drakensberg Mountains and at Spioenkop Dam.

He was a community-serving man, devoting time through his 40 years of membership

with the Ladysmith Rotary Club. He was religious and a family man. He and his wife,

Co, celebrated their 60-year wedding anniversary earlier this year. Jan will be remembered for being a peaceful and gentle person.

He is survived by his wife, two children and two grandchildren.

Heartwarming donation for the elderly among usMrs Jay Bhika from Bergville recently donated a wheelchair, nappies and other medical equipment to the Emnambithi Caregivers organisation.

Mrs Bhika’s aim is to help the elderly and she felt this donation will do exactly that.

Emnambithi Caregivers greatly appreciate Mrs Bhika’s kind and generous deed, and are grateful in the knowledge that it will help people out there who are in desperate need. The Emnambithi

Caregivers are ordinary people who are passionate about helping frail, old and physically or mentally challenged people.

They reside in Ladysmith and provide home-based care. Six of the members have successfully completed a St Johns accredited course. While previously only wives and daughters participated in the medical care of their loved ones, today they are joined by men, daughters-in-law, siblings, friends and even neighbours.

Mrs Bhika, daughter Keira Bhika, Soraya Seedat, Mariam Warasally and Shenaaz Osman. Mrs Bhika has been kind enough to donate a wheelchair and other items to the elderly.

Eden College from Durban kindly donated dog beds to Khetani Animal Rescue in Winterton on Wednesday last week.

The college heard about the Khetani Animal Rescue project, which is a non-profi t organisation that helps less fortunate people with veterinary access in the community.

They also sell used goods to be able to

take care of veterinary costs for people who can’t afford it, as well as re-home unwanted dogs. Eden College decided to make dog beds for Khetani Animal Rescue from used items and also curtains. 22 children from the college came up from Durban to Winterton to donate the beds.

This can be a challenge to other children to do the same thing in helping charities.

SLR Consulting (Pty) Ltd is appointed as the independent environmental assessment practitioner and is undertaking the required environmental assessment and public participation process. Public participation commenced in October 2015 and included a series of public meeting held in November 2015. The public response was overwhelming and very much opposed to the exploration right application. The response has necessitated that further public interaction and investigation be undertaken to augment the EIA process. The EIA Regulations provide a fixed time period for the scoping process and a time extension was required for the additional work. On application to PASA such extension of time was granted. The following repeat public scoping meetings have been arranged in larger venues. All stakeholders are invited to attend:

The response hasnecessitated that further public interaction and investigation be undertaken to augment the EIA process. Westville  stun  CollegeFourwicket win against College on Goldstones a first in Westville’s historyDAVID  KNOWLES

IT has yet to be confirmed but most folksassociated with Westville Boys’ High Schoolbelieve  the  1st  cricket  team’s  win  againstMaritzburg  College  on  Goldstones  at  theweekend was a first in the school’s history.

With heavy rain in Durban on Friday thefixture, due  to be played at Westville, wasmoved to Pietermaritzburg, where the visitors got home by  four wickets.

Winning the toss, Westville made the obvious decision to bowl first on a pitch thathad been under cover for most of the weekand looked to favour the bowlers under diceyskies.

Damien  Walden  and  Shaun  Muirheadopened  for College,  facing  Josh Brady andMatthew  Pollard  who  applied  good  earlypressure.

Some  wayward  bowling  though  allowedCollege to recover from the loss of three earlywickets and after 20 overs, the scoreboardstood at 733. At this stage, 200 was a targetfor College, a useful beacon on a heavy outfield  thanks  to  the  rain  through  the week.

All this time Muirhead had grafted hardfor his 31  runs only  to  throw  it away witha poor shot. He was followed soon after byScott Steenkamp (stumped) and that 200looked  way  out  of  sight  as  College  foundthemselves reeling at 755 after 25 overs, thehalway mark of  the  innings.

Brad Sherwood and Matthew Dicks provided some relief after the tea break gettingCollege to 1085 after 34 overs before Sherwood  departed  for  20,  attempting  a  slogsweep only  to get  a  top edge.

Wiets  Botes  knuckled  down  with  Dicksand with four overs to go College had posted1446 and needed to throw caution to thewind  in attempting a decent  total.

Dicks had played a patient innings but hehad to have a go and his demise, caught atdeep square leg for his side’s top score of 35from 71 balls, saw College finish on a below

par 1588, Botes unbeaten on 19. Brady finished with 327 and Reikert Viljoen 330.

Despite being 30 runs short of a testingtotal, College had something to bowl at andwere  encouraged  with  the  early  wicket  ofChad Carney in the second over. They recovered well with a 70run partnership for thesecond wicket between Michael Scott  andWassim  Rahman  as  College’s  fielding  letthem  down  with  five  runout  chancesmissed.

At the halfway mark Westville had wrestedthe initiative from College and were solid on851. College needed to find some magic andthat  was  delivered  by  pace  man  SebastianRowe who struck twice in an over after teaas Westville suddenly lost three quick wickets.

At 1094 College had a sniff but a 26runpartnership  swung  the  pendulum  back  inWestville’s favour, their captain Dylan Beavan scoring 38 from 32 balls. This set the visitors up nicely although they managed to losea further two wickets thanks to Walden’s efforts and with 20 runs needed to win, thegame was  in  the balance.

College were boosted by a decent crowdwho had gathered to watch the end and thesinging of  the hostel boys as  they tried tolift  their  team.

However, College could not  find  furthersuccess  as  Chris  Pentz  and  Pollard  tookWestville  to  the win.

With some new faces in the team, Collegewill rue their fielding mishaps and hope totighten up for this weekend’s clash againstGlenwood.

WHILE South African cricket is currently inthe doldrums, there are some who are holding their heads high, proud of their connection with  the game at  the highest  level.

Glenwood High School is one establishment that continues to see the positive sideof matters and rightly so as the school enjoysa unique phenomenon in the current setupof  things.

Current convenor of selectors, Linda Zondi is a Glenwood Old Boy, having taken overthe reins from Andrew Hudson last year, andAndile Phehlukwayo, who finished school atthe end of 2014, is a regular in the Dolphinslineup, having proved his allround abilitymost notably in the Ram Slam competitionwhere his bowling in the final overs won himhigh acclaim for his levelheadedness underpressure.

Even the great Kevin Pietersen was more

than  impressed with the youngster’s nerveand  predicted  good  things  for  him  in  thegame moving  forward.

That potential  and maturity beyond hisyears has seen Phehlukwayo selected for theSA A side to meet England in a oneday clashin Kimberley on January 30 ahead of the fivematch ODI series starting in Bloemfonteinon February 3. Qaasim Adams of the Titansjoins Phehlukwayo, a former SA U19 player,as the debutants  in the team captained byDean Elgar.

This is a proud moment for Glenwood tosavour with two former pupils making wavesand  inroads within  the higher  echelons ofcricket  in  the  country. SA  A  Team:  Dean  Elgar  (Titans,  captain),  Qaasim  Adams(Titans),  Theunis  de  Bruyn  (Titans),  Reeza  Hendricks(Knights),  Wayne  Parnell  (Cobras),  Aaron  Phangiso  (Lions),Andile  Phehlukwayo  (Dolphins),  Dane  Vilas  (Cobras),  HardusViljoen  (Lions),  David  Wiese  (Titans),  Khaya  Zondo  (Dolphins).

WESTVILLE Boys’ High School enjoyed unprecedented success in the pool against Maritzburg College on Saturday, winning all ninewaterpolo  fixtures  including  the  1st  teammatch  184.

In the main game, Westville started withclear intent and were rewarded with the crucial,  early  goal,  finding  the  net  from  theiropening attack.

With solid defence and quick counterattacking, Westville did not allow College tosettle and had set the tone for the match witha 51 lead after dominating the opening quarter.

College needed to get some structure andgameplan to their play and they came backwell  in  the  second  quarter,  showing  goodfight in losing the quarter 43 and being 94down at  the break.

Unfortunately, that was as far as Collegeprogressed in the match. They failed to scorein the last two stanzas as Westville tightenedtheir defence while keeping the scoreboardticking, enjoying a 134 lead going into thefinal period.

Relentless attacking from Westville woredown any brave resistance from College anda further five goals sealed their fate. For Westville, Aden Parker and Richard Young scoredfive goals  apiece.

IN 2015, Wartburg matriculant Frankie duToit blazed a trail across South African cycling, winning national mountain bike titlesin cross country and marathon, and national road titles in the individual time trial androad  race.

She is now headed into the next phaseof her career after turning professional andjoining  the Kargo Pro MTB Team.

Although her focus is on cross countrycompetition, Du Toit will still compete insome road competitions and this past weekend  that  meant  contesting  the  KwaZuluNatal Road Championships.

It  was  an  excellent  outing  for  Kargo,South Africa’s first ever UCI Trade Team, with Du Toit finishing second in the elitewomen’s  race behind Heidi Dalton, Brendon  Davids  winning  the  men’s  title,  andAlan Hatherley and Marco Joubert finishingonetwo  in  the men’s under23 division.

Describing the change from focusing onschool books to becoming a fulltime professional, Du Toit said in an interview withThe Witness: “It has been amazing. Obviously it is a big change. We’re focusing ontraining, but we can wake up when we wantto,”  she  laughed.

“It is not like when you’re at school whencycling was a lastminute thing that you didat  the end of  the day.

“Now your whole day is planned aroundwhen you are going to train and what thebest time is to train. It has been amazing.I  am  loving  the  independence.  I  am  alsocoming to realise that the big wide worldcan be quite mean.”

Du Toit had planned on attending university, but when Kargo approached her to racefor them, she knew she had to accept theopportunity. Nonetheless, she will be studying on  the  side.

“Through an online academy based in theUK, I am doing a few courses, like exercisephysiology, sports nutrition and sports psychology.

“When I found it I was so chuffed becauseI  hadn’t  been  able  to  find  anywhere  elsewhere I could do short courses on those subjects,”  she explained.

Pietermaritzburg now serves as home forDu Toit and the city’s extensive links to cycling make it an ideal base for a professionalcyclist.

“We have Cascades right here. We haveKarkloof just a few minutes the other way, and there is also Hilton and Howick, andthe  roads  are  fairly  safe  to  ride  on,”  the

former  Wartburg  Kirchdorf  deputy  headgirl  said.

While  she  has  turned  professional,  DuToit still remains on the KwaZuluNatal Department  of  Sport  and  Recreation’s  EliteAthlete Development Programme (EADP)and  continues  to  work  with  the  Department’s  Prime  Human  Performance  Institute.

Although Prime is based in Durban, livingin Pietermaritzburg  is not a problem, DuToit  said:  “Prime  has  a  satellite  businessthat we can go to here in Pietermaritzburgand Prime pays for their services. It is veryconvenient.”

Coming up for the multiple South African champion is the opening round of theStihl  2016  XCO  Cup  Series  in  Mankele,Mpumalanga on  January 30, with  the SANational Road, Time Trial and ParacyclingChampionships set to follow from February 1014.

Du Toit will no doubt take some confidence from the fact that the road part ofthe event will take place around Wartburgand Noodsberg, areas that she knows verywell. After all, competing on the same courses last year, she won the African ContinentalChampionships junior individual time trialand was  third  in  the  road  race.

NOTICE OF APPLICATION FOR ENVIRONMENTAL AUTHORISATION

In support of application for Exploration Right for Petroleum on various farms in Registration

Divisions ET, FT, GS, GT, GU & GV in the Magisterial district of Pietermaritzburg, Kwazulu-Natal

Rhino Oil and Gas Exploration South Africa (Pty) Ltd has lodged an application for an exploration right to the Petroleum Agency South Africa (PASA) in terms of section 79 of the Minerals and Petroleum Resources Development Act, 2002. The locality is shown below:

Rhino Oil and Gas proposes to undertake early-phase exploration for oil and gas which may be located underground within suitable geological strata. The purpose is to determine the presence of a petroleum resource which could be investigated further. The initial 3-year exploration work programme will be restricted to non-invasive techniques, seismic surveys and the drilling of less than 10 core boreholes. Rhino will require access to only a few farms for exploration activities and will agree terms with those land owners. No hydraulic fracturing or fracking is proposed. Notice is hereby given of the following application:
