G.S.R.29.-In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Human Resource Development, Directorate of Adult Education; Lower Division Clerk, Group 'C' post Recruitment Rules,2013, namely :-

1. Short title and commencement:-(1) These rules may be called the Ministry of Human Resource Development, Directorate of Adult Education, Lower Division Clerk, Group 'C' Post Recruitment (Amendment)Rules, 2016.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Human Resourse Development, Directorate of Adult Education, Lower Division Clerk , Group 'C' post Recruitment Rules, 2013,-

(a) (!)in rule 2,for the words" pay band and grade pay or pay scale" at both the places where they occur, the words "level in the pay matrix" shall be substituted;

(2) in the Schedule in column (4),-

(i) for the heading, the following heading shall be substituted, namely;

"LEVEL in the PAY MATRIX';

(ii) for the entries, the following entries shall be substituted, namely:­

"LEVEL 2 (Rs.19900-63200)in the Pay Matrix".

(b) In column(lO), for the entries, "the grade pay of Rs.1800/-" at both the places where they occurs, the entries "level 1 (Rs.18000-56900) in the pay matrix" shall be substituted.

G.S.R. 30.-In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Consumer Affairs, Food and Public Distribution, the National Test House, Accounts Officer Recruitment Rules, 2016, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Accounts Officer in the

National Test House, Ministry of Consumer Affairs, Food and Public Distribution, Department of Consumer Affairs, namely:-

1. Short title and commencement.-(1) These rules may be called the Ministry of Consumer Affairs, Food and Public Distribution, the National Test House, Accounts Officer, Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, level in the pay matrix.-The number of post, its classification, level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, educational qualifications, etc .. -The method of recruitment, age-limit, educational qualifications and other matters relating to thereto shall be as specified in columns (5) to (13) of the Schedule.

4. Disqualifications.-No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) Who, having a spouse living, has entered into or contracted a marriage with any person,

Shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied, that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds, for so doing, exempt any person from the operation of this rule.

5. Power to relax.-Where the Central Government is of the opinion that it is necessary and expedient so to do, it may, by order and for the reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.-Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other Backward Classes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Essential:

(i) . Degree in any subject from a recognised university with three years· experience in Cash, Accounts and Budget work in a Government Office or Public Sector Undertaking or · Autonomous Bodies or Statutory Organisation; or

(ii) Degree in any subject from a recognised university with three years experience in Cash, Accounts and Budget work with completed training in ;Cash and Accounts Work from Institute of Secretariat Training and Management ·or any other training Institute recognised by Government of India.

Desirable: -

(a) Pass in the Subordinate Accounts Service examination conducted by any one of the Organised Accounts Departments of Government of India; or

(b) Bachelor's degree in Commerce or· Management or Business Studies.

·Note 1: Pedod of deputation including period of d,eputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or departmentof the Central Government shall ordinarily not exceed three years. ·

Note 2: The maximum·age-limit for appointment by deputation shall be not exceeding fifty six years as on the closing date of the receipt of application.

Note 3: For the purpose of appointment on deputation (including short term contract) basis, the service .rendered on a regular basis by an officer prior to the 1st January, 2016 or the date from which the revised pay structure based on the recommendations .of the Seventh Central Pay· Commission has been extended, shall be deemed to be service rendered in : the corresponding level and the pay matrix extended based on the recommendations of the said Pay Commission ·except · where there has been merger of more than one pre-revised scales of pay into one grade with a common level and the pay matrix and where this benefit will extend only for the post(s) for which that level and the pay matrix is the normal replacement grade without any upgradation. . .
