Construction Traffic Management Plan

DESCRIPTION/SUBJECT MATTER:
Council has received a Construction Traffic Management Plan prepared by Varga Traffic
Planning Pty Ltd dated 23 October 2015 for development at 144-154 Pacific Highway & 18
Berry Street, North Sydney (Development Consent 239/13). The development involves the
demolition of existing multi-storey commercial buildings and the construction of a new
multi-storey mixed use building, with a multi-level basement car parking area.
Condition B1 of the Development Consent states:
Prior to issue of the Construction Certificate the Applicant must have a Construction and
Traffic Management Plan prepared and approved in writing by North Sydney Traffic
Committee.
A Construction Traffic Management Plan was previously approved by the Traffic Committee
at its meeting on 12 June 2015 for the demolition stage of the development only, where it was
resolved:
1. THAT Council approve the traffic aspects of the Construction Traffic Management
Plan dated 15 April 2015 Ref 15235 prepared by Varga Traffic Planning for, and limited
only to, the demolition activities of the Development Application 239/13 at 144-154
Pacific Highway & 18 Berry Street, North Sydney subject to the conditions outlined in the
Traffic Committee report.
2. THAT a new Construction Management Plan be required to be submitted to the Traffic
Committee for approval for any subsequent excavation and construction stages of the
development at 144-154 Pacific Highway & 18 Berry Street, North Sydney (DA 239-13).
3. THAT an additional traffic controller be deployed on Doohat Lane between Berry
Street and Doohat Avenue to the north of the site.
RECOMMENDATION:
1. THAT the traffic aspects of the Construction Traffic Management Plan prepared by Varga
Traffic Planning Pty Ltd dated 23 October 2015 for the excavation and construction stages of
the development at 144-154 Pacific Highway & 18 Berry Street, North Sydney (Development
Consent 239/13) be approved subject to the conditions outlined in the report.

Condition B1 of the development consent states:
Construction Management Program - Local Traffic Committee Approval Necessary
B1. Prior to issue of the Construction Certificate the Applicant must have a Construction and
Traffic Management Plan prepared and approved in writing by North Sydney Traffic Committee.
The following matters must be specifically addressed in the Plan:
1. A plan view (min 1:100 scale) of the entire site and frontage roadways indicating:
a) Dedicated construction site entrances and exits, controlled by a certified traffic controller, to
safely manage pedestrians and construction related vehicles in the frontage roadways,
b) RTA approved signage type and location to manage pedestrian in the vicinity,
c) The locations of any proposed Work Zones in the frontage roadways,
d) Locations and type of hoardings proposed,
e) Area of site sheds and the like,
f) Location of any proposed crane standing areas,
g) A dedicated unloading and loading point within the site for all construction vehicles, plant and
deliveries,
h) Material, plant and spoil bin storage areas within the site, where all materials are to be dropped
off and collected,
i) The provision of an on-site parking area for employees, tradesperson and construction vehicles
as far as possible.
2. A detailed description and route map of the proposed route for vehicles involved in spoil
removal, material delivery and machine floatage must be provided:
a) Light traffic roads and those subject to a load or height limit must be avoided at all times,
b) Once approved, a copy of the route is to be made available to all contractors, and shall be
clearly depicted at a location within the site.
3. Traffic Control Plan(s) for the site:
a) All traffic control devices installed in the road reserve must be in accordance with the RTA
publication “Traffic Control Worksite Manual” and be designed by a person licensed to do so
(minimum RTA „red card‟ qualification),
b) The main stages of the development requiring specific construction management measures are
to be identified and specific traffic control measures identified for each.

A suitably qualified and experienced traffic consultant shall prepare the Construction and Traffic
Management Plan. The construction management measures contained in the approved plan shall
be implemented in accordance with the plan prior to the commencement of, and during, works
on-site. As the plan has a direct impact on the local road network and public amenity, the plan
must be submitted to and reviewed by Council. A written acknowledgment from Council
engineers as to the result of this review shall be obtained (attesting to this condition being
appropriately satisfied) and must be sighted as part of the supporting documentation lodged with
the Certifying Authority for approval of the Construction Certificate application.
Notes:
1) North Sydney Council‟s adopted fee for certification of compliance with this condition shall be
payable on lodgement, or in any event, prior to the issue of the relevant approval.
2) Any use of Council property shall require the necessary approvals prior to such work
commencing (e.g. crane standing, work zone, hoarding, stand plant and the like).
3) Failure to provide complete and detailed information may result in delays. It is recommended
that your Construction Management Plan be lodged with Council as early as possible.
4) Dependent on the circumstances of the site, Council may request additional information to that
detailed above.
(Reason: To ensure appropriate measures have been considered for site access, storage and the
operation of the site during all phases of the demolition process in a manner that respects
adjoining owner‟s property rights and residential amenity in the locality, without unreasonable
inconvenience to the community)
Construction Program
The applicant has provided an indicative construction program of 31 months as following:

Site Access & Egress and Heavy Vehicles
The applicant proposes that all heavy vehicles involved in the excavation and construction
stages of the proposed development will approach and depart Berry Street and the site via the
Pacific Highway, in a left in/left out fashion, except for some smaller trucks (approximately
8m in length) to approach the site from the north via Doohat Avenue/Doohat Lane. Due to
the limited turning path around the sharp corner of Doohat Lane and Doohat Avenue, it is
recommended that vehicles accessing Doohat Lane from Doohat Avenue be restricted to no
larger than 6.4m SRV unless under the supervision of minimum two certified traffic
controllers. During the early excavation stage, trucks will reverse onto the site via the existing
Berry Street construction access driveway to load spoils under traffic control then depart in a
forward direction back on to Berry Street.

Through Traffic
The applicant has stated that through traffic on Pacific Highway is to be maintained at all
times and at no time shall the Pacific Highway be blocked by any vehicle or works associated
with the construction of the development.
Access to Neighbouring Properties
The applicant has advised that access to neighbouring properties will be maintained at all
times. All nearby residents and business will be informed on a regular basis and at key
construction stages with respect to construction traffic.
Neighbour notification
A condition will be imposed that neighbouring properties are updated on a monthly basis and
at key construction stages, such as the commencement of demolition and commencement of
excavation with respect to the construction process, particularly in relation to construction
vehicle movements, and be provided with a phone number to contact the site manager.
Pedestrian Management
The applicant has indicated that provisions will be made to maintain pedestrian safety around
the perimeter of the site. The footpath area will be completely closed during the excavation
stage. There is an existing B-Class hoarding above the entire length of the footpath along
Pacific Highway and Berry Street site frontages which allows for the footpath to remain open
at all times during concrete pumping activities and construction material deliveries.
Loading and Unloading Equipment and Materials
All loading and unloading will occur within the site or from the proposed Work Zone on
Berry Street or Pacific Highway.
Site Crane
The CTMP does not indicate the use of any site cranes. Any use of cranes in the public road
will require a Stand Plant permit.
Works Zone
The applicant proposes a 35m Works Zone along both the Pacific Highway and Berry Street
site frontages. It is recommended that the Works Zone restrictions along Berry Street to apply
during construction hours only (i.e. 7am-5pm Mon-Fri and 8am-1pm Sat) and the Works
Zone restrictions along Pacific Highway to apply outside existing Transit Lane and No
Stopping periods (i.e. 9:30am-3pm Mon-Fri and 8am-1pm Sat). The proposed Works zones
will also be used for standing concrete trucks and pumps.
CONDITIONS OF APPROVAL
It is recommended that the traffic aspects of the Construction Traffic Management Plan be
approved, subject to the following conditions:

1. All works on any public road to be undertaken in accordance with AS 1742.3
2. No vehicles larger than a 6.4 metre SRV as defined in Australian Standard AS 2890.2
shall approach the site from the north via Doohat Avenue/Doohat Lane unless under the
supervision of minimum two RMS accredited traffic controllers
3. An additional traffic controller be deployed on Doohat Lane between Berry Street and
Doohat Avenue to the north of the site
4. RMS accredited traffic controllers to direct entering and exiting vehicles on Berry Street,
Doohat Lane, Pacific Highway and any other roads whilst ensuring no pedestrians or
vehicles enter the zone of heavy vehicle movement
5. Authorised traffic controllers must be present during approved construction hours to
manage the turning for approved vehicles in accordance with the relevant Traffic Control
Plans
6. Trucks may only enter and leave the construction site in a forwards direction, unless
under the direct supervision of two RMS accredited traffic controllers
7. Any modification to the parking arrangements or installation of a Work Zone is subject to
the payment of all appropriate Council advertised fees and charges, including the cost of
the signage, and is subject to separate approval from the Traffic Committee
8. The provision of Works Zone on Berry Street is restricted to the hours of “7am-5pm
Monday to Friday and 8am-1pm Saturday” while the provision of Works Zone on Pacific
Highway is restricted to “9:30am-3pm Monday to Friday and 8am-1pm Saturday”
9. At no time shall multiple deliveries occur at the same time unless they can all be
accommodated within the site or within the proposed Works Zones
10. Approval must be obtained from Council for all temporary construction vehicular
crossings
11. Access to adjoining residents and businesses are to be maintained at all times
12. The adjoining residents and businesses are to be updated on a monthly basis and at key
construction stages, particularly in relation to construction vehicle movements, and be
provided with a phone number to contact the site manager
13. At no time shall Pacific Highway, Berry Street, Edward Street, Doohat Avenue, Doohat
Lane (Public Section) or any other road be blocked by any vehicle or works associated
with the construction of the proposed development. Through traffic is to be maintained at
all times
14. Pacific Highway, Berry Street, Doohat Avenue, Doohat Lane (Public Section), Napier
Street, Edward Street or any other road are not to be used as a waiting area for trucks
delivering to or awaiting pick up of materials etc. from the proposed development
15. Construction vehicles are not to queue in Berry Street, Doohat Avenue, Doohat Lane
(Public Section), Napier Street, Edward Street, Pacific Highway or any other road
16. Materials are to be stored on-site. At no time, are materials to be stored on Berry Street,
Doohat Avenue, Doohat Lane (Public Section), Napier Street, Edward Street, Pacific
Highway or any other road or any Council property
17. Tower cranes shall be located wholly on-site
18. Mobile cranes shall be located wholly on-site or with an approved Stand Plant Permit
19. Concrete pumps shall be located wholly on-site or wholly within the Works Zone (i.e. not
wider than 2.5 metres)
20. If a Permit to Stand Plant is required, application must be made to Council a minimum of
two weeks prior to any proposed works
21. If a Temporary Road Closure is required, application must be made to Council
a minimum of two weeks prior to any proposed works
22. Pedestrian access on Berry Street, Doohat Avenue, Doohat Lane (Public Section), Napier
Street, Edward Street, Pacific Highway must be maintained at all times

23. Pedestrian access and the diversion of pedestrians shall be carried out in accordance with
Australian Standard 1742.3 and 1742.10
24. If pedestrians are diverted, pram ramps must be provided in accordance with Australian
Standard 1428.1
25. A traffic route map and conditions are to be made available to truck drivers engaged for
this development
26. A list of truck drivers‟ names with their licences and vehicle plate numbers and
conditions are to be kept on-site by the applicant at all times, and be made available for
inspection by Council Officers, Police Officers and Council Rangers
27. Repeated failure to comply with these conditions will result in removal of any Work Zone
under notice
28. All Traffic Management Plans and Traffic Control Plans must be endorsed with the name
of the person preparing the plan along with their level of certified qualification and
certificate number. Only persons with current “Select/Modify Traffic Control Plans” or
“Design Audit Traffic Control Plans” tickets are qualified to develop and endorse
Traffic Management Plans and Traffic Control Plans
Please note the construction management program is a condition that forms part of the
development application for the site. Therefore any non-compliance with these construction
management program conditions of approval constitutes a breach of the conditions of
approval for the development application.

CONSTRUCTION TRAFFIC MANAGEMENT PLAN
Introduction
This Construction Traffic Management Plan has been prepared on behalf of The
Applicant, Parkview Group, to review the traffic, parking and pedestrian arrangements to
be implemented during the construction of the abovementioned mixed use development,
as required by DA consent condition No.B1 for D239/13.

preparation of this Construction Traffic Management Plan, but does not accept any
responsibility for its implementation which is to be undertaken by others.
Site
The subject site is located on the north-western corner of the Pacific Highway and Berry
Street intersection (Figures 1 and 2). The site has a street frontage approximately 40m in
length to the Pacific Highway, 48m in length to Berry Street and occupies a site area of
approximately 1,641m2.

The site was previously occupied by a number of multi-storey commercial buildings with
basement off-street parking. The buildings are currently being demolished and at present
are down to the ground floor level. Construction vehicular access to the site is currently
provided via the southern end of Doohat Lane (for smaller trucks) as well as the main
construction access driveway located in Berry Street.
The Pacific Highway has a pavement width of approximately 18.0m wide with three
traffic lanes in each direction and a central median island. Clearway/No Stopping
restrictions apply along the Pacific Highway site frontage during commuter peak periods.
Time-restricted metered parking is permitted in between the morning and afternoon
commuter peak periods.
Berry Street has a pavement width of approximately 12.5 m wide with one traffic lane in
each direction. Time-restricted metered parking is generally permitted along both sides of
Berry Street including along the site frontage. The abovementioned central median island
in the Pacific Highway precludes right-turn movements into and out of Berry Street.
Proposed Development
The proposed development involves the construction of a new multi-storey mixed use
building, with a multi-level basement car parking area. The site will be served by a new
two-way driveway located in Berry Street.
Excavation Schedule
The remaining construction activities are expected to be undertaken over a duration of
approximately 26 months as set out below. Building construction hours are restricted to
between 7:00am to 5:00pm Monday to Friday and 8:00am to 1:00pm on Saturday as per
consent condition No.E9. However excavation works are restricted to between the hours
of 8:00am to 5:00pm Monday to Friday only. No work is to be carried out on Sundays or
Public Holidays.

Proposed Works Zone
As the proposed building has no setback area and the building is to occupy the entire
site it will become difficult for on-site loading/unloading of larger trucks to occur,
particularly of the basement is complete. Therefore a plan has been prepared which
illustrates a Works Zone along both the Pacific Highway and Berry Street site
frontages. The Works Zone will be long enough to accommodate multiple trucks
simultaneously, such as a concrete pump and concrete mixer. The Berry Street Works
Zone parking restrictions are to apply during construction hours only which are
specified above, however the Pacific Highway Works Zone restrictions will apply in
between the morning and afternoon commuter peak periods only (plus Saturday
mornings). Works Zones are provided specifically for the set down and pick up of
materials, not for the parking of private vehicles associated with the site.

Site Establishment & Excavation
The majority of excavation will involve a variety of trucks types, including truck and
dog trailers, reversing onto the site via the existing Berry Street construction access
driveway where they will be loaded with spoil. Once loaded, the trucks will then
depart the site in a forward direction back onto Berry Street.
Note, all reverse manoeuvres will be undertaken with the assistance of suitably
qualified traffic controllers, as discussed later in this CTMP.
Deep Excavation & Footings
During the latter stages of excavation, it is proposed to construct a temporary platform
within the site boundary where a long-reach excavator will stand. Bogey trucks (i.e.
without a trailer) will then stand on the road area in Berry Street, directly outside the
site where they will be loaded with spoil. The footpath area will completely closed to
pedestrians during these activities and reopened after hours.
Basement Structure up to Ground
During construction of the basement structure, concrete will mostly be pumped from
the proposed Works Zone along the Berry Street site frontage. Due to the scale of the
proposed building it is proposed to have two concrete trucks standing side-by-side
feeding into the pump simultaneously whenever possible. This will involve a half road
closure in Berry Street which will be manned by traffic controllers at either end of the
single lane section, as discussed later in this CTMP. The proposed Works Zone in the
Pacific Highway will also be used for material deliveries and the occasional concrete
pour (involving one truck only, not two).
Structure – Ground to Roof
During construction of the structure (ground floor level and above), concrete will be
mostly be pumped from the proposed Works Zone along the Berry Street site
frontage, in a similar arrangement as the during the basement construction. The
proposed Works Zone in the Pacific Highway will also be used for material deliveries
and the occasional concrete pour (involving one truck only, not two). Note, smaller
trucks, up to and including a typical concrete mixer (which is approximately 8m in
length), may potentially unload within the site after driving through the site from
Doohat Lane.
Traffic control measures will be in place at all times as discussed later in this CTMP.
All materials are to be stored on site. At no time are materials to be stored on the
Pacific Highway, Berry Street or any other road or Council property.
The site manager will ensure that multiple deliveries do not occur at the same time,
unless they can all be accommodated within the site or within the proposed Works
Zones.

with the construction of the proposed development. Through traffic on the Pacific
Highway is to be maintained at all times.
Construction Truck Routes
All heavy vehicles involved in the excavation and construction stages of the proposed
development will approach and depart Berry Street and the site via the Pacific
Highway, in a left in/left out fashion, as indicated on Figure 3.
The heavy vehicle route map indicates that trucks may also approach the site from the
north via Doohat Avenue/Doohat Lane. Note, this option is for smaller trucks only, up
to and including a typical concrete mixer (which is approximately 8m in length). All
larger trucks will approach the site by turning left off the Pacific Highway directly
onto Berry Street. All heavy vehicles will depart the site via Berry Street back onto
the Pacific Highway.
The site manager will ensure that the route map is prominently displayed on the site
and that all contractors and employees are given a copy of the route map and
understand their obligations as part of their site induction procedure.
The site manager will also ensure that all vehicle activity is managed in a way that no
construction vehicles will queue on the Pacific Highway. Construction vehicles (such
as concrete trucks) will be radioed to the site when required.
Light traffic roads and those subject to load or height limits will be avoided as well as
minimising heavy vehicle movements during school peak periods.
Truck Movements
The proposed development is expected to generate the following truck movements
during excavation and construction:
1. Excavation - approximately 5 to 8 trucks carrying out approximately 5 to 6 trips
per day – i.e. 40 truck movements per day. This would not occur every day as
they would not be loading out every day of the construction period.
2. Large Concrete Pours - there are approximately 20 major concrete pours and a
similar number of minor pours. Major pours would take approximately 6 hours
to pour with 8 trucks per hour or 40 to 50 truck movements per day. Smaller
pours would have a similar amount of truck movements per hour however the
duration would be a lot shorter say 3 to 4 hours maximum.

3. General Deliveries - these would occur intermittently throughout the project
with the major deliveries being reinforcing steel, plasterboard and bricks. The
remainder would generally comprise smaller truck deliveries.
Traffic Control Plans
Four Traffic Control Plans have been prepared to facilitate the construction activities
on the subject site.
The first two Traffic Control Plans (Nos 1 & 2) illustrate the traffic arrangements to
be implemented during excavation activities. Key features of the Traffic Control Plans
are:
• advance warning signs alerting approaching traffic of the presence of possible
road works and traffic controllers ahead
• warning signs alerting pedestrians that the footpath area along the northern side
of Berry Street, past the site frontage, is closed and they should Use Other
Footpath
• two traffic controllers situated outside the construction access driveway in Berry
Street who will have three primary responsibilities:
1. to ensure the safety of pedestrian movements along the Berry Street site
frontage so that no pedestrian enters the path of a heavy vehicle,
2. to control heavy vehicle movements into and out of the site or the Works
Zone. The traffic controllers should wait for a safe gap in the passing
traffic flows on Berry Street before allowing the vehicle to exit the site or
the Works Zone, and
3. to momentarily control local traffic movements along Berry Street when
trucks are entering and/or exiting the site or the Works Zone.
The third Traffic Control Plan (No.3) illustrates the traffic arrangements to be
implemented during concrete pumping activities. Key features of the Traffic Control
Plan are:
• advance warning signs alerting approaching traffic of the presence of possible
road works and traffic controllers ahead
• B-Class Hoarding above the entire length of the footpath area along the Pacific
Highway and Berry Street site frontages which will allow for the footpath to
remain open at all times
• a half road closure in Berry Street to allow two concrete trucks loading into one
concrete pump simultaneously
• two traffic controllers situated at opposite ends of the single lane section in
Berry Street who will have three primary responsibilities:

concrete trucks are pulling into position outside the Works Zone.

implemented during construction material deliveries. Key features of the Traffic
Control Plan are:
• advance warning signs alerting approaching traffic of the presence of possible
road works and traffic controllers ahead
• B-Class Hoarding above the entire length of the footpath area along the Pacific
Highway and Berry Street site frontages which will allow for the footpath to
remain open at all times
• two traffic controllers situated outside the Works Zone in Berry Street and one
traffic controller situated outside the Works Zone in the Pacific Highway who
will have three primary responsibilities during material delivery activities:
1. to ensure the safety of pedestrian movements in the vicinity of the Works
Zones so that no pedestrian enters the path of a heavy vehicle,
2. to assist heavy vehicle movements into the Works Zone
3. to momentarily control local traffic movements along Berry Street when
trucks are entering the site. Note, traffic controllers are not to control
traffic along the Pacific Highway
The Traffic Control Plans have been prepared generally in accordance with the former
RTA’s publication Traffic Control at Works Sites (2010) and the Standards Australia

It should be noted that a separate Application may be required to the Roads and
Maritime Services for a Road Occupancy Licence (due to the site’s location on the
Pacific Highway) when the precise time and dates of the early works are known.
Tradesmen and Contractor Parking
Due to site constraints, no on-site parking is available for staff or visitors to the site.
The excellent availability of public transport and lack of on-site parking will
encourage the use of public transport and minimise traffic and parking impacts as a
consequence of the construction process. In this regard it is noted that North Sydney
Railway Station is located approximately 400m walking distance south of the site.
Site Inductions
The requirements of this Construction Traffic Management Plan must be followed by
the excavation and construction contractors, builders, owner and any subcontractors.
The site manager will ensure that site inductions occur on a regular basis or as deemed
necessary.
