88 Mumford S Figure 3 MCAOD – the overlay district extends across SR73 for a small curved area and also leaves out a very small section on the north side of SR73. Maybe the north one should be filled in and the south one should be cut off at the road? The Land Use MCA cuts off at the road, maybe we should be consistent.

Pg. 16, figure 3 Change made. Figures corrected for consistency in the MCAOD and Aviation Safety, and Land Use MCAs.

89 Mumford S The Safety MCA – As I commented in a previous version, I really think this should be called something else, like the Flight MCA, or the Flight Safety MCA, since it is specific to the rotary-wing flight operations. If people read ‘Safety MCA” they will think that it refers to artillery or gun ranges that may have safety concerns for residents within that area. It is a little deceiving. The more clarity the better.

222 D. Sakaguchi TE-1B In the Integrated Pest Management section (Section 7.9) of the Camp Williams Integrated Natural Resources Management Plan Update (2006-2011), Camp Williams has already been implementing their noxious weed management plan for the military base. For implementation of a noxious weed plan on private lands, additional partners in the implementation of noxious weed management should include the Salt Lake and Utah County Coordinated Weed Management Area (CWMA) programs, and their respective municipalities. Utah Division of Wildlife Resources (UDWR) does not manage or own any lands within the JLUS area, so we do not conduct noxious weed control in the JLUS area. We (UDWR) are probably not an appropriate agency to list in this issue. USFWS should also be contacted about their inclusion in this issue—generally they do not deal with noxious weeds. This section (according to title) should deal with noxious weed management only. Habitat rehabilitation issues near Camp Williams, if necessary, should be addressed in a separate section (see next comment).

“enable habitat rehabilitation and revitalization of natural ecosystems near Camp Williams.” Partners for this issues should include the private landowners, property developers, the Natural Resource Conservation Service (NRCS), and local municipalities (to establish and enforce “natural area” ordinances). However, one should realize that “revitalization of natural ecosystems” usually is not compatible with subdivision development projects, fenced yards, or agriculture zoning. Generally, UDWR is not heavily involved with planning or implementation of habitat rehabilitation on small parcels of private land or within urban subdivisions. If private landowners on neighboring lands want to attract wildlife to their properties, UDWR does have the publications “Creating Landscapes for Wildlife” (available at: wildlife.utah.gov/publications/pdf/landscapingforwildlife.pdf) and “Minimizing bowsing damage from deer” (available at: wildlife.utah.gov/habitat/deer-browse.php.

224 D. Sakaguchi WS-1B “Installing Natural Berms” is an oxymoron. 225 D. Sakaguchi WS-1C Monitoring Cattle/Wildlife Trespass—rather than just monitoring, this issue should also recommend fencing and fence maintenance to exclude livestock from CW property, and proper enforcement of trespass cattle (impoundment) with local law enforcement.
