2021 North Park Fair Dedication

Eric Wellman

Eric Wellman was born and raised in Moffat County on the family ranch in Hamilton, Colorado. Eric graduated Moffat County High School in the Spring of 2006 and went to Northeastern Junior College in Sterling, Colorado. He majored in Agricultural Education and graduated Summa Cum Lauda in May 2008. In June of 2008, Eric was elected to serve on the 2008-2009 Colorado State FFA Offi cer team. After his year of service he completed his Degree in Agricultural Education at Colorado State University where he was a member of the 2010 National Champion Meat Judging Team and served as a National Offi cer of National Postsecondary Agricultural Student Organization. Eric started his teaching career as a Student Teacher at Akron High School.

Eric began teaching at North Park Schools in August of 2011. Over the last 10 years he has been very active in multiple activities and has worn many different hats in our community. From serving as an Ex Offi cio member of the North Park Fair Board, a member of North Park Stockgrowers, a Meat Judging Coach with Brian Anderson, a science teacher on multiple occasions and most importantly the Agricultural Education Instructor and FFA Advisor. He thoroughly enjoyed working with many of the staff at North Park School District. Eric hopes that the students feel that they gained and learned as much from him as he did from them. Through his tenure in North Park School District he grew as an educator and took away many relationships with his students and is excited for what the future holds. Eric will be moving back to the family ranch to help his folks and will also be starting his new teaching position as the Agriculture Education teacher at Hayden School District. Eric has been a great asset to our community and we will miss him greatly. We wish him the best of luck in his future endeavors.

RULES GOVERNING THE 4-H AND FFA ENTRIES OF THE NORTH PARK FAIR

1. Ownership and possession deadline for market beef, market lambs, market goats, market swine and breeding projects is on the weigh-in date. All market animals must be weighed in and tagged on this date unless the 4-H Coordinator or FFA advisor has been contacted and due to an extenuating circumstance, other arrangements have been made. Breeding projects must be identified by owner’s ear tags. In addition, all breeding and market sheep and goat projects must have proper scrapie tags.

2. Intent to participate in projects deadlines are- Beef- February weigh-in date. Swine, Lamb, Goat, Rabbit, Poultry, Horse & Dog-April 1st. All Horses and Dogs must complete their ID’s on 4-H Online by April 1st.

3. If any market livestock project animal is identified at a different date other than at initial weigh-in due to an extenuating circumstance, that animal is not eligible to compete in the rate of gain contest.

4. Animals deemed as an endangerment to the well-being of any person at initial weigh-in will not be weighed in or identified at that time. The members will have 30 days from the initial weigh-in date to schedule a time to weigh-in and identify their animals.

5. Rabbits will be tattooed in the left ear and poultry banded on either leg in Mid-August. Date TBD.

6. To be eligible for any 4-H and FFA classes, the entrant must be deemed eligible verbally or in writing by the 4-H leaders, the 4-H Coordinator and/or the FFA Advisor prior to the Fair. 4-H members must also meet all 4-H Council and Primary Club requirements to be eligible to show at the North Park Fair.

7. All entries must be in to the Extension Office no later than the last Thursday in August.

8. There will be a $7.00 Exhibitor Fee for all 4-H and FFA members who are exhibiting at the North Park Fair. This fee is paid once per person per year.

9. Carcass entries will be entered and paid for at the same time all entries are taken; carcass entries are $5.00. Beef carcasses will be judged on the rail and swine, sheep and goat carcasses will be judged by ultrasound during the North Park Fair.

10. 4-H and FFA premiums will be jackpotted and paid by a percentage.

11. To ensure Meat Quality Assurance, 4-H and FFA exhibitors of market animals must sign an affidavit prior to weigh-in stating they have followed withdrawal limits on any drugs which may have been administered to their animals.

12. All 4-H and FFA livestock projects will be on exhibit at the fairgrounds from weigh-in until the close of Fair. Exceptions will be approved by the superintendent.

13. Each 4-H and FFA member may weigh-in and enter only 3 market animals per species or 3 meat pens to exhibit during the North Park Fair.

14. All animals must be designated as market or breeding projects at final Fair weigh-in.

15. All animals will be weighed one time during the official designated Fair weigh-in time. There will be no re-weighs.

16. Animals deemed as an endangerment to the well-being of any person at Fair weigh-in will not be weighed-in and therefore, they will not be eligible to show or sell at the North Park Fair.

17. Family animals not previously identified by one exhibitor at initial weigh-in must be designated by only one exhibitor at final Fair weigh-in. Animals MUST be shown by this designated exhibitor, with the exception being rule # 18.

18. In the event a 4-H or FFA member has multiple animals in a single class, one entry must be shown by the member the animals are designated to and the remaining animals must be shown by other active 4-H or FFA members of Jackson County.

19. All rabbit market pens must consist of 3 rabbits of the same breed that weigh 3-5 lbs each, no more than 75 days old.

20. All poultry market pens as follows: 3 chickens of the same breed that weigh 4-8 lbs each; 2 turkeys of the same breed that weigh 20-38 lbs each; 2 ducks of the same breed and sex that weigh a minimum of 5 lbs.

21. All market beef projects must weigh a minimum of 1,000 lbs. at weigh-in to sell in the Junior Livestock Sale and to compete in the carcass contest and rate of gain contest.

22. All beef projects in the beef barn will be restrained with a neck rope and halter.

23. All 4-H and FFA Market Steers, Bred Heifers and Cow/calf pairs must be shown in a halter.

24. All market swine projects must weigh a minimum of 225 lbs. and no heavier than 290 lbs. to sell in the Junior Livestock Sale and to compete in the carcass contest and rate of gain contest.

25. All market lamb projects must weigh a minimum of 100 lbs. and no heavier than 160 lbs. to sell in the Junior Livestock Sale and to compete in the carcass contest and rate of gain contest. At Fair weigh-in all market sheep must be sheared to no more than ½ inch.

26. All goats must weigh a minimum of 50 lbs. and no heavier than 130 lbs. to sell in the Junior Livestock Sale and to compete in the carcass contest and rate of gain contest.

27. All market goats are required to have horns tipped and blunted, no sharp points allowed with the exception of breeding goat projects.

28. All goats should be carrying temporary incisors (milk teeth) or may have lost one or both milk teeth but there shall be no evidence of breaking skin or eruption of permanent front teeth.

29. All beef, swine, lambs and goats which weigh less than the minimum may be shown in a feeder class. These animals will not be eligible to compete for Grand or Reserve Champion.

30. All swine, lambs and goats which exceed the maximum weights may be shown in a heavy weight class. These animals will not be eligible to compete for Grand or Reserve Champion.

31. North Park 4-H and FFA livestock members must show their own animals in showmanship classes.

32. To win the Junior, Intermediate or Senior Showmanship trophy, the individual must show a project animal in the individual classes. All showmanship classes will be divided by Junior (8-10); Intermediate (11-13); and Senior (14-18) as of December 31 of the previous year. All showmanship entrants will show in their respective age classes. Winners of the Showmanship classes in each age division are eligible to compete in the 4-H/FFA Round Robin Show.

33. All species must show in their respective live market classes to be eligible to enter the carcass contest; no breeding animals will be allowed to enter the carcass contest.

34. There are North Park Born and Raised market classes for beef, swine, sheep, goats, rabbits & poultry. To show in this class livestock projects must have been born and continuously raised in North Park. Any livestock that leave North Park for feeding and care purposes are not eligible.

35. Market animals placing first or second in a market class shall show for Grand Champion or Reserve Grand Champion with the following exception: If an entrant wishes to withdraw, he or she shall forfeit all prizes and monies won by that animal, and others in that class shall be moved up one placing. If an animal is withdrawn, the superintendent should be notified immediately.

36. 4-H and FFA should be a learning experience. Only an animal’s owner (the 4-H or FFA member) should prepare their project animal for the North Park Fair. A 4-H or FFA member may receive assistance if there is an educational or safety need for the assistance. The 4-H or FFA member needs to be present and actively involved when assistance is given (parent, legal guardian, leader, or superintendent). It is recommended that another Colorado 4-H/FFA member be the first choice for assistance to another member. Absolutely no professional fitters will be allowed. The 4-H Coordinator, FFA Advisor, Fair Superintendent, and/or Jackson County 4-H Leaders have the responsibility to determine that said help and/or assistance is educational and/or demonstrational and youth is present if and when the adult is assisting with the livestock project. The first violation will result in a verbal warning; the second violation will result in disqualification of the exhibitor and animal. The disqualified exhibitor will not be allowed to show their project at the Fair or sell the animal in the Junior Livestock Sale. All premium monies will be forfeited.

37. All livestock exhibited at the North Park Fair shall be under the 4-H and FFA members’ control at all times and handled in a manner which does not endanger the well-being of any person attending the North Park Fair. If an animal is deemed a hazard by either the 4-H Coordinator, FFA Advisor, 4-H Leader, species superintendent or Fair Board member, it shall be banned from any further exhibition at the North Park Fair or Junior Livestock Sale, and shall be required to be removed from the Jackson County Fairgrounds.

38. Providing food and water to livestock is the responsibility of all exhibitors. Animals must be supervised during feeding to eliminate the possibility of animals eating one another’s feed. No storage of feed or hay is allowed in the livestock barns. Exhibitors, upon first offense will be given a warning; second offense, no premiums awarded; third offense, will not be allowed to sell in Jr. Livestock Sale. Address questions regarding this rule to the species superintendent.

39. The only acceptable bedding materials to be used in the barns are sawdust, straw and wood pellets or shavings.

40. Should it become necessary to administer medications or treatment of any kind at the Fair, the Official Fair Veterinarian shall be notified and shall supervise treatment. Only animals certified merchantable by the Official Fair Veterinarian will be in the Junior Livestock Sale.

41. For Meat Quality Assurance, the administration of any non-approved pharmaceutical to any livestock exhibited at the North Park Fair is prohibited and the use of approved pharmaceuticals, vaccines, de-wormers, pesticides, etc. administered to that the specified withdrawal time has not elapsed before slaughter is prohibited. The Fair Board has the authority to test any carcass for suspected violation of these restrictions. If a protest is received concerning violation of approved pharmaceutical use, those making the protest must assume all costs for the tests. The exhibitor will reimburse costs to the individual making the protest and will relinquish any/all awards if found guilty of misuse.

42. The Junior Livestock Sale will be restricted to FFA and 4-H market animals only.

43. Each exhibitor will be allowed to sell only 1 animal or meat pen in each species of market animals.

44. Champion and Reserve poultry meat pens will be selected from each of the various poultry classes (chickens, turkeys, ducks, etc.). From those top ranking pens, 1 overall Grand and 1 Overall Reserve Champion Poultry Market Pen will then be selected to sell in the Jr. Livestock Sale.

45. If the Grand and Reserve Champion and/or the North Park Born and Raised of any class are exhibited by the same exhibitor, that exhibitor will be required to sell the Grand and Reserve and allowed to sell the North Park Born and Raised animal, in this case voiding rule #44.

46. It is the responsibility of the exhibitor to see that Grand and Reserve Champion animals sell and are entered in the Carcass Contest. No Exceptions.

47. DO NOT decorate your animal with glitter for the sale.

48. All beef, swine, sheep & goats in the Junior Livestock Sale will be processed. (Exceptions to this rule are sheep and goats that are sold on the sealed bid floor plan.) Sealed bids must be given to the North Park Fair Secretary by 5:00 PM Friday during Fair. Market rabbit and poultry processing plans are the responsibility of the buyer. Exhibitors may wish to offer assistance in processing such animals.

49. Only market animals sold at the Junior Livestock Sale will be assessed a 4% commission. Private treaty animals that are shipped on the North Park Fair Board truck will be assessed as follows: steers $40.00, swine $30.00, lamb and goat $20.00 to defray transportation expenses.

50. State or Federal inspected carcasses condemned at slaughter or after processing will be the responsibility of the exhibitor. Costs incurred may include carcass tests, processing, disposal and other associated fees.

51. All 4-H youth exhibitors are required to complete the 4-H Record Book and submit it to the CSU Extension Office in order to be eligible to enroll in that project the following year.

52. 4-H and FFA members may compete for the All-around Exhibitor awards which are given in all livestock, dog and horse classes. There is one award recipient for each species. Award recipients are selected by receiving combined top scores as follows:

• Junior and Intermediate 4-H members-total exhibitor scores in showmanship, record book and skill-a-thon.

• Senior 4-H/FFA members- total exhibitor scores in showmanship, skill-a-thon and record book or a written test addressing production and financial results for livestock projects and horse health for horse projects. The senior test will be taken prior to Fair and will be developed and administered by the 4-H Coordinator and FFA Advisor.

• Round Robin scores break ties.

53. All Around Beef, Swine, Lamb & Goat awards will be determined by total scores in Market placing, rate of gain placing and carcass contest placing. Record book or test scores will break ties.

54. Exhibitor Herdsman Awards are given to one exhibitor for each species division. This recipient is selected by the North Park Fair Superintendents during the North Park Fair. Criteria for selecting a recipient includes attention to keeping stalls and barn area clean, attention to care of animals, general assistance to other exhibitors, and exhibition of sportsmanship throughout the duration of the fair.

55. The Fair Association will not be responsible for personal injury or injury to contestants, livestock, or other personal property while on the fairgrounds.

56. A formal protest, affecting awards, must be made in writing on the day the award is made before 8:00 p.m. Such protest must state clearly the cause of the complaint or appeal and be accompanied by a $15.00 deposit. The protest committee will consist of the president of the Fair Board, the County 4-H Coordinator, FFA Advisor and the superintendent of the division involved.

UNETHICAL LIVESTOCK PRACTICESExhibitors found guilty of any practice deemed unethical will forfeit all premiums and recognition and may be barred from current and future Fairs.

Unethical practices include but are not limited to:

• Drenching, icing, doctoring, doping or injecting show animals for body “fill-ins”.

• Altering, changing, defacing or modifying the markings or anatomical structure of an animal.

• Removing, altering or purposely damaging ear tags.

• Applying external liniments and blistering agents which cause edematous conditions.

• Using ice packs or other refrigerants to alter the quality of an animal’s finish.

• Animals may not be decorated with any unnecessary trappings during judging.

• Except for trimming or blocking, altering the color or structure of hair or wool coats is not permitted.

• With the exception of hoof dressing on hooves, grooming materials evidence of artificial color, when rubbed with a cloth or glove, above the hock will automatically disqualify an entry.

• No dressing will be allowed that is not labeled as “APPROVED FOR ANIMAL USE” or cleared through the species superintendent.

• The use of non-animal approved products will warrant a disqualification.

• Colored adhesives and other animal approved products may only be used below the hock.

• Any animal with an artificial tail head or tail fin, artificial poll, or added hair or hair-like substance will be disqualified.

• Showing livestock of an ineligible age or unethically fitted is prohibited.

• Unsafe and/or ill animals will be sent home.

• If exhibitors choose to brace their goat in the show ring, no front legs are allowed off the ground after the goat is set.

• The management may, at its discretion, expel any person or persons abusing any animal on the grounds at any time and prize money will be forfeited.

STATE 4-H REQUIREMENTS1. Compliance with all Colorado laws prohibiting tampering with or drugging of livestock and/or sale of adulterated meat is mandatory for any 4-H member and/or family member enrolled in a 4-H livestock project. If legal charges are brought against any 4-H member/family, the member/family will be suspended from participation in all 4-H livestock activities pending resolution of the charges. If found guilty, the 4-H member/family will be banned from all livestock projects by CSU Extension 4-H Youth Development program for one year.

2. 4-H members enrolled in market and/or breeding livestock projects who are ages eight or 14, or a first year 4-H member, must attend a Meat Quality Assurance (MQA) program. This means that a 4-H member who attends the program as a junior must attend the program again when he/she becomes a senior member. During the years when members are not required to attend MQA, they are encouraged to complete a Quality Assurance Checklist. This is strictly a tool to review and improve the overall management of the 4-H project.

3. 4-H members enrolled in market and/or breeding livestock projects will sign a statement indicating their understanding and compliance with the Wholesome Meat Act and that they have complied with the Ten Good Production Practices. Additionally, consequences for failing to comply with the Wholesome Meat Act/Rules of Competition/4-H Code of Conduct may result in removal from all 4-H livestock projects for the member/family. The statement must be filed every time the member signs up for a market livestock project. The MQA program suggests that records be kept on file for twelve months following the sale of the livestock.

4. All market animals that are 4-H projects must be individually identified; i.e., ear tags and/or other identification such as tattoos or ear-notch identification as determined by individual counties.

5. 4-H Humane Animal Care Guidelines will be reviewed and practiced by every person enrolled in or participating in 4-H livestock projects.

6. Proven violation of these requirements shall result in disqualification of all livestock projects for that year.

7. Cloverbuds (4-H member’s age’s five to seven) may not enroll in, participate, exhibit or sell 4-H livestock projects.

8. All 4-H youth exhibitors with livestock and horse projects will be required to have a completed, signed, and approved “Animal Care and Housing Form for Colorado 4-H Livestock Projects” on file at their County Extension Office at the time of enrollment.

RULES FOR 4-H AND FFA HORSE ENTRIES1. The 4-H/FFA Horse Show at the North Park Fair will follow the rules set forth in the most current Colorado 4-H Horse Show Rule Book and the Jackson County 4-H Horse Handbook.

2. 4-H members must meet all club and council requirements to be eligible to show during the North Park Fair.

3. Members with horse projects need not own the horse; it may be leased, but the member must contribute adequate time required for care, as judged by the 4-H Horse project leaders, 4-H Coordinator’s and FFA Advisor’s approval.

4. An identification certificate for all project horses (leased or owned) must be on file with the CSU Extension Office by April 1st for that member/horse combination to be eligible to show during the North Park Fair.

5. In the event of horse injury, sickness, death or behavioral problems that would endanger youth, a member will be allowed to change horses after the project deadline upon the 4-H Horse Leader’s and 4-H Coordinator’s approval.

6. All 4-H and FFA members will be required to pass the Level 1 written and riding tests of the 4-H/FFA Advancement Levels by August 1st, before riding in the 4-H/FFA Horse Events at the North Park Fair.

7. If a 4-H or FFA member does not pass Level 1, they will be allowed to show only in the Showmanship Class of the 4-H/FFA event.

8. Participation in Showmanship is required to complete the project. All showmanship classes will be divided by Junior (8-10); Intermediate (11-13); and Senior (14-18) as of January 1 of the current year. Winners of the Showmanship classes in each age division are eligible to compete in the 4-H/FFA Round Robin Show.

9. To be eligible for any 4-H and FFA classes, the entrants name must be on a list of qualified entrants furnished by the 4-H leaders, the 4-H Coordinator and/or the FFA Advisor prior to the Fair. 4-H members must also meet all 4-H Council and Primary Club requirements to be eligible to show at the North Park Fair.

10. All entries must be in to the Extension Office no later than the first Thursday of August.

11. There will be a $7.00 Exhibitor Fee for all 4-H and FFA members who are exhibiting at the North Park Fair. This fee is paid once per person per year.

12. Each 4-H and FFA member may enter only 3 horses to exhibit during the North Park Fair.

13. Stallions over 1 year of age are prohibited.

14. All horses exhibited at the North Park Fair shall be under the 4-H and FFA members’ control at all times and handled in a manner which does not endanger the wellbeing of any person attending the North Park Fair. If a horse is deemed a hazard by either: The 4-H Coordinator, FFA Advisor, 4-H Leader, superintendent, Fair Board member, or Judge, it shall be banned from any further exhibition at the North Park Fair, and shall be required to be removed from the Jackson County Fairgrounds.

15. A certified equestrian helmet with safety harness fastened in place is required in over fences classes and gymkhana events, activities and practice sessions. Gymkhana generally refers to horseback speed events (timed and un-timed) that do not use livestock. Events that usually fall in this category of events include, but are not limited to: barrel racing, pole bending, keyhole race, stake race, rescue race, pony express race, etc. Events that are not intended to be included in the new policy are events such as calf roping, team roping, goat tying, and team penning that may be timed but use livestock. It is the responsibility of the parent or guardian of the 4-H member to see

that the headgear worn complies with such standards and is in good condition. The State 4-H office encourages the use of ASTM certified/SEI approved safety helmets in all equine events. Protective headgear may be used in all classes and shall not be discriminated against. Helmet use is encouraged in all 4-H horse activities. Counties may establish more stringent policies regarding helmet use. Therefore, Jackson County 4-H Club Leaders may require helmet use by the members of their own clubs.

16. The management may, at its discretion, expel any person or persons abusing any horse on the grounds at any time, and entry fees and prize money will be forfeited. In any 4-H/FFA class, exhibitors of horses showing signs of undue stress or inhumane treatment will be penalized. Any horse exhibited in a class that has evidence of abuse, a cut or abrasion showing clear evidence of fresh blood in the mouth, nose, chin, shoulder, barrel, flank or hip area, must be considered to be ineligible to receive an award in that class.

17. Due to safety, bareback riding, riding double, riding without heels on your boots, or riding with only a halter is prohibited. Running your horse outside an arena is prohibited.

18. All discrepancies will be settled by the 4-H Coordinator, 4-H horse project leaders, the FFA Advisor and the superintendent.

19. High Point Awards for each age division will be Calculated based on one rider/one horse combination top scores including total of scores from showmanship class and all other class placing.

20. The Alisha Adkins 4-H Horse Sportsmanship Award recipient is selected by the Fair Horse Superintendents and the family of Alisha Adkins based on the exhibitor’s outstanding display of sportsmanship and enjoyment of participation in the 4-H Horse Project throughout summer practices and at the North Park Fair Horse Show. The member goes above and beyond the minimum requirements for the project.

21. All 4-H youth exhibitors are required to complete the 4-H Horse Record Book and submit it to the CSU Extension Office in order to be eligible to enroll in that project the following year.

4-H/FFA HORSE DRUG AND MEDICATION RULE1. It is the exhibitor’s responsibility to declare (in written form) any prescribed medication, by a veterinarian, to show management prior to the shows start.

2. No horse or pony may be shown in any class at a 4-H/FFA show if it has been administered, in any manner, a forbidden substance. A forbidden substance is any stimulant, depressant or local anesthetic which might affect the performance of a horse (stimulants and depressants are defined as medications which stimulate or depress the circulatory, respiratory or central nervous systems). Also prohibited are any drugs, regardless of how harmless or innocuous they might be, which by their very nature might mask or screen the presence of the aforementioned prohibited drugs, or prevent or delay testing procedures. The use of these drugs is considered physical abuse and will be enforced through the general rules and requirements.

3. The full use of modern therapeutic measures including phenylbutazone for the improvement and protection of the health of the horse is permitted, unless the treatment may also stimulate or depress the circulatory, respiratory or central nervous systems.

HORSE HUMANE POLICY STATEMENTIt is the responsibility of every 4-H/FFA member to ensure that proper care is taken of their horses according to acceptable methods of good equine husbandry as set forth by CSU Extension and the Colorado Department of Agriculture. A healthy horse requires sufficient food, water, shelter and correct health care. Cruel and inhumane training methods are not appropriate in the Colorado 4-H Horse Program. Specific equine husbandry guidelines and humane training methods are provided in the Colorado 4-H Horse Project Manual.

4-H AND FFA ROUND ROBIN RULESA culmination of months of showmanship practice for both youth and their animals is demonstrated in this final showmanship class.

1. The Champion and Reserve Champion Showman of each species will show: Swine, Sheep, Beef, Horse, Goat, Rabbit and Poultry. If an exhibitor has been selected as either the champion or reserve champion of more than one species, the exhibitor will decide which animal s/he wishes to enter into Round Robin and the third or next willing place winner in the other species may then compete in the show.

2. All Exhibitors must confirm participation in the Round Robin with the CSU Extension office staff immediately following their species showmanship classes.

3. Exhibitors will be divided by showmanship age classes as defined in above sections.

4. Contestants should be near the announcers stand ready to line up into position by 12:45 pm or directly following the beef show so the Round Robin can promptly start at 1:00. Contestants not in place by 12:45 will forfeit their position to the next place showman.

5. The exhibitors from each species station will rotate through the stations together. Time will be announced with a 30 second warning signal prior to the end of each round. Stations will be set up for swine, beef, goats, sheep, horse, rabbit and poultry.

6. All rounds will have a 5- minute time limit.

7. Exhibitor will not be allowed to exchange animals in a rotation unless the judge indicates a switch. When the 5 minutes time is announced, designated “holders” will take the animals from the exhibitors who can then move to the next station.

8. Exhibitors are responsible for preparing their own animals for show to the best of their ability. They are to dress appropriately for their own species (cowboy hats are optional for horse). Exhibitors will use their assigned Fair Exhibitor number and scores will be recorded using these numbers.

9. Exhibitors will show the same animal used to win in the showmanship class unless that animal poses a handling problem that may cause a dangerous situation for the less experienced showman.

10. Points will be assigned by the judges as: Questions, maximum of 10 points, Showmanship, maximum of 20 points.

11. Ties will be broken by the showmanship score for the species that the member entered the round robin with. Scores will be tabulated and announced at the very beginning of the Junior Livestock Sale directly following the Fair Dedication. Contestants should meet by the sale ring and will go into the sale ring for the announcement of the winners. Please dress appropriately.

12. Prizes will be awarded to the Grand and Reserve Grand Round Robin Showman and Ribbons will be awarded through 10th place.

North Park Fair Shooting Sports RulesThere are seven shooting sports disciplines offered to 4-H Shooting Sports members. These are: Archery (with sights and without sights); Air Pistol; 50 ft .22 hunting rifle (open sight); 50 ft.22 target rifle (aperture sight); muzzle loading and shotgun trap shooting. The following are eligibility requirements to be met by 4-H competitors in order to compete in the North Park Fair competitions. The competitor must be enrolled in the 4-H Shooting Sports program.

The 4-H Shooting Sports competition at the North Park Fair will follow the rules set forth in the most current Colorado 4-H Shooting Sports State Contest Rule Book.

1. Range rules for each discipline must be followed at all times.2. Competitors must meet all 4-H Council requirements.3. Competitors must attend no fewer than half of the scheduled club meetings and participate in the disciplines

they choose for competition for Fair. For example: if a competitor attends 6 of 12 meetings but does not shoot targets for those 6 meetings, he cannot compete in that discipline during the North Park Fair. IF unable to do so, competitors should ask to meet with the appropriate leader to present reasons if an exception is required.

4. Competitors who wish to compete for the “Top Shooter” award must attend and shoot during at least 8 of the club’s total meetings per discipline they are competing for Top shooter in.

5. Top Shooter will be calculated by the fair score. 6. A minimum of two targets must be turned in per meeting for rifle events and a shotgun score sheet must be

turned in for the NRA award requirements.7. The North Park Fair $7.00 entry fees must be paid prior to the 4-H Shooting Sports competition unless fee is

paid with livestock entries or by a sponsorship donation.8. Junior competitors are members who are 8-10 years of age, Intermediates 11-13 and Seniors 14-18 as of

responsible for their equipment. Shotgun and all .22 caliber ammunitions and archery arrows are provided.13. Shotguns must be 12 gauge or smaller.14. .22 hunt rifles must be light, hunting type rifles with open iron sights. No scopes, slings, shooting jackets,

gloves, pads or other accessories intended for aiding accuracy (except kneeling rolls) are allowed.15. Target .22 rifles may be heavier target type rifles with aperture (peep) sights. No scopes will be permitted.

Spotting by shooter allowed, slings for prone, sitting and kneeling positions only are allowed. Shooting jackets, gloves pads and other accessories for normal competition to assist with accuracy are allowed.

16. All 4-H youth exhibitors are required to complete the 4-H Shooting Sports record book and submit it to the CSU Extension Office in order to be eligible to enroll in that project the following year.

Cloverbuds Cloverbuds is the 4-H group for kids ages 5-7 years old. Cloverbuds is designed to help children enhance development through fun, hands-on activities. It is a non-competitive participatory, multi-subject program that is process-oriented, not result-oriented. The program enables children to learn life-skills and build self-esteem through successful experiences and become more creative. Cloverbud members make projects throughout the 4-H year and proudly display them in the Home Arts room during the North Park Fair. After the fair is over, they then get to take their projects home. Cloverbuds also get to participate in Old McMorgan’s Farm, which is their chance to bring their most favorite pet, plant, stuffed animal, rock, etc. and show it off to the crowd. Old McMorgan’s Farm Class Guidelines 1. Old McMorgan’s Farm Class is open only to currently enrolled Jackson County Cloverbuds. 2. Child must be able to control animal, and dogs must be on a leash. 3. The pets must be cared for by the child. 4. Pets should be groomed for show and exhibitors will be asked questions by the judge about their projects. 5. Each participant will receive a ribbon.

RULES GOVERNING OPEN CLASS ENTRIES 1.The Fair Association will not be responsible for personal injury or injury to contestants, livestock, or other personal property while on the fairgrounds. 2.The Fair Association may change classes or ruleswithout notice. Any class will be added if there are three or more entries. 3. In the event there is but one exhibitor competing for a premium, the judges may give no award of first, second, or third, as the merits warrant. 4. All entries must be ready at the time the class is called. There will be no delay. 5. A formal protest, affecting awards, must be made in writing on the day the award is made before 8 p.m. Such protest must state clearly the cause of the complaint or appeal and be accompanied by a $15 deposit. The protest committee will consist of the president of the Fair Board, the 4-H Coordinator, FFA Advisor, and the superintendent of the division involved. 6. Should it become necessary to administer medication or treatment of any kind at the fair, the official fair veterinarian shall be notified and shall supervise the treatment. 7.THERE WILL BE NO DOGS ALLOWED ON THE FAIR GROUNDS, except for the 4-H Dog Show. 8. All bulls, one year or older, must be shown with a nose lead or ring to insure the safety of contestants and bystanders. 9. In all Cattle, Sheep, Swine, Poultry and Rabbit classes, unless otherwise stated, payoff will be as follows: 45% 25% 15% 15% 1st 2nd 3rd Fair Board If there are fewer than 3 entries, the class will be held, ribbons given, and trophy given if there is one designated, but no premium paid.

ALL EXHIBITORS MUST BE RESIDENTS OF JACKSON COUNTY. THERE IS NO CHARGE FOR ENTRIES. JUNIOR EXHIBITORS WELCOME. OPEN CLASS HOME ARTS IS

OPEN FOR ALL AGES.

1. All open class home economics must be entered in the home economics building at the Fairgrounds on Wednes-day, from 10:30 pm to 4:30 pm or Thursday from 8:30 am to 10:45 am the week of Fair. Judging will begin promptly at 12:00 noon on Thursday. Exhibits will be open for viewing Friday and Saturday at 9:00 am.

2. All articles must have been completed within the last year, Sept. ’19-Sept. ’20.

3. Articles must be exhibited under the name of the maker.4. Use paper plates and cardboard boxes for display of food

articles.5. All articles must be labeled with the name of the article

and the date made, and specify flavor, where it applies. Please do not put the name of the exhibitor on the item.

6. Entrants may enter more than one article in the same class, providing that they are not duplicates.

7. Any qualified exhibitor may enter as many articles as de-sired, but no single article may be entered in more than one Category, Division or Class.

8. A Grand Champion trophy is awarded in each major cat-egory. Grand Champion and Reserve Champion ribbons are awarded in each major category. First, second and third place ribbons are awarded in each class.

9. Where there is but one or two exhibitors competing for a ribbon, the judge may give no award, or he/she may give a first, second or third, as the entry merits. JUDGES’S DECISIONS ARE FINAL.

10. All entries must be removed by 11:00 am Sunday. Articles must be checked out by the Home Arts personnel or any ribbon or trophy may be forfeited.

11. Absolutely no private selling of any articles in the Fair building.

syrup, type pack, any additional ingredients added) as applies to product canned

• Method of processing (i.e., pressure canner, water bath) and pounds of pressure used if food was pressure canned – elevation at which processing was done

• Exact processing time-date processed• Recipe strongly recommended (can be included

on the information)2. Canned and jellied products must be displayed in

standard quart, standard pint or standard half-pint jars. Two-piece matching lids must be used.

3. Acceptable canning methods include pressure canned or hot water bath. It may be necessary to open home canned food entries to inspect for judging purposes. Judges will not taste any home canned products. Directions for different methods are available from the Jackson County Extension office. Ball Blue Book rules are the standards.

4. Head space (the unfilled jar space above the food and below its lid) should be ¼” for jams and jellies; ½” for fruit, pickles and tomatoes processed in hot water bath; and 1 to 1 ¼” for low acid foods, vegeta-bles, meats, etc. processed in a pressure canner.

HOW JUDGES EVALUATED YOUR QUILT PIECES

Points should have a definite point, straight lines should be straight, and curves should be smooth and round-ed. Corners should meet exactly, and matched seams should match. No holes or pleats should appear where several seams come together. Stitching should be secure and thread color appropriate to the fabrics used.

FINISHING

Many types of edge finishing can be used by quilters (binding, prairie prints, ruffles, pillowcase finals, etc.) but any edge treatments should be complementary to the overall design of the quilt as well as securely and accurately sewn. Batting should extend all the way to the outer edge of the binding, and no ripples, puckers or pleats should be visible where edge treatment is ap-plied. Width of binding or other edge treatments should be consistent without distortion. If a print is used in the binding, it should not make the quilt look distorted or twisted. Embroidery, tying, embellishments, trapunto and other surface design techniques should enhance and complement design. Good craftmanship is always important and special techniques should not affect the wear-ability or longevity of the item.

Classes 1. Grass (small bales): hay containing less than 10% legumes 2. Grass (big bales) 3. Mixed Grass (small bales): hay containing more than 10% legumes. 4. Mixed Grass (big bales)

Entries Small Bales: * Must be standard, machine tied, small square bales. * Must be delivered to the NRCS office for coring- prior to deadline- to be posted. * Infrared spectrometry will determine protein content and digestibility. * A visual analysis will be performed by a panel of 2 judges on Thursday, Sept. 10th at 2 pm. * Accumulation of infrared spectrometry and visual analysis scoring points will determine the contest winners.
