PRAKATAStandar SCADA ini merupakan pengganti dari Pola SCADA SPLN No. 109 Tahun 1996, dalam rangka mengikuti perkembangan teknologi SCADA. Standar ini menjelaskan mengenai master station, komunikasi dan remote station yang terdiri dari enam bagian, yaitu: 1. 2. 3. 4. 5. 6. Keenam standar di atas adalah yang telah diselesaikan dalam tahun 2008 dan direncanakan akan ditambah dengan beberapa standar lainnya mengenai SCADA. Standar ini mencakup definisi, perangkat keras, perangkat lunak, kebutuhan teleinformasi data, pengujian, kinerja, kajian kelayakan dalam pembangunan, operasi dan pemeliharaan yang memiliki hubungan dengan sistem SCADA. Standar ini dapat menjadi acuan dalam setiap perencanaan, pembangunan, operasi dan pemeliharaan sistem SCADA di PT PLN (PERSERO) secara nasional.

Teleinformasi Data Untuk Operasi Jaringan Tenaga Listrik

1.

Ruang Lingkup

Teleinformasi data terdiri dari telecontrol, telesignal dan telemetering. Sesuai dengan penggunaannya, teleinformasi data dibedakan untuk kepentingan operasi dan kebutuhan pemeliharaan. Standar ini dimaksudkan untuk menetapkan standar teleinformasi data untuk kepentingan operasi dan mencakup sistem transmisi dan sistem distribusi. Standar ini berlaku untuk sistem SCADA: a. National Control Center, disingkat NCC; b. Inter Regional Control Center, disingkat IRCC; c. Regional Control Center, disingkat RCC; d. Inter Distribution Control Center, disingkat IDCC; e. Distribution Control Center, disingkat DCC.

Tujuan

Standar ini ditujukan untuk memberikan pedoman yang terarah dan seragam dalam penerapan teleinformasi data bagi kebutuhan operasi sistem transmisi dan sistem distribusi tenaga listrik yang mengutamakan mutu, keandalan dan ekonomi. Standar ini merupakan acuan dalam pembangunan sistem SCADA baru dan pengembangan sistem SCADA yang telah ada.

3.

Acuan Normatif

Dokumen normatif berikut berisi persyaratan-persyaratan yang menjadi referensi dalam pembuatan standar SCADA: Teleinformasi Data Untuk Operasi Jaringan Tenaga Listrik. a. SNI 04-7021.1.1-2004: 2004, Peralatan dan Sistem Telekontrol Bagian 1: Pertimbangan Umum Seksi 1: Prinsip Umum; b. Keputusan Menteri Energi dan Sumberdaya Mineral Nomor: 150K/30/MEM/2004, Aturan Jaringan Sistem Tenaga Listrik Jawa-Madura-Bali;

Istilah dan Definisi Alarm

Perubahan kondisi dari peralatan atau sistem yang telah terdeteksi sebelumnya karena fungsi yang tidak dilakukan oleh operator/dispatcher, atau kegagalan peralatan untuk merespon secara benar. Indikasi alarm berupa audible atau visual, atau keduanya.

Control center

Pusat kendali pengoperasian sistem tenaga listrik dimana master station ditempatkan.

4.3

Distribution control center (DCC)

Pusat kendali jaringan distribusi.

4.4

Feeder colouring

Pewarnaan penyulang pada jaringan tenaga listrik dalam kondisi bertegangan.

4.5

Gardu hubung

Gardu yang mempunyai fungsi utama melakukan manuver antar feeder.

4.6

Gardu tengah

Gardu yang merupakan titik tengah beban atau titik tengah feeder.

4.7

Earth Fault Indicator (EFI)

Penunjukan arah dari indikator gangguan tanah.

4.8

Inter distribution control center (IDCC)

Pusat kendali yang terhubung dengan beberapa distribution control center.

4.9

Inter regional control center (IRCC)

Pusat kendali yang terhubung dengan beberapa regional control center.

4.10

Keypoint

Peralatan switching dimana bisa dilakukan manuver antara dua feeder atau lebih.

4.11

National control center (NCC)

Pusat kendali yang terhubung dengan beberapa inter regional control center.

Regional control center (RCC)

Pusat kendali jaringan transmisi tegangan tinggi.

4.13

Supervisory control and data acquisition (SCADA)

Sistem yang mengawasi dan mengendalikan peralatan proses yang tersebar secara geografis. [ IEC 870-1-3 ]

4.14

Telecontrol

Kendali peralatan operasional jarak jauh menggunakan transmisi informasi dengan teknik telekomunikasi. [IEV 371-01-01]CATATAN: Telekontrol dapat berisi kombinasi perintah, alarm, indikasi, metering/pengukuran, proteksi dan fasilitas tripping, tidak menggunakan pesan suara.

4.15

Telesignal

Pengawasan status dari peralatan operasional dalam jarak tertentu dengan menggunakan teknik telekomunikasi seperti kondisi alarm, posisi switch atau posisi katup. [IEV 371-0104]

4.16

Telemetering

Transmisi nilai variabel yang diukur dengan menggunakan teknik telekomunikasi. [IEV 371-01-03]

4.17

Teleprotection

Peralatan komunikasi yang diperlukan oleh sistem proteksi yang berfungsi untuk pengamanan peralatan sistem tenaga listrik.

5. 5.1

Umum Fasilitas SCADA

Setiap pembangunan pembangkit, gardu induk, gardu hubung, gardu tengah, key point dan fasilitas sistem tenaga listrik yang baru harus dapat dipantau dari control center dan dilakukan pengujian sebelum diintegrasikan ke sistem transmisi atau sistem distribusi tenaga listrik.

5.2

Teleinformasi data

Standar ini membedakan teleinformasi data untuk transmisi dan distribusi. Teleinformasi data untuk operasi jaringan tenaga listrik dapat dilihat pada Lampiran A Daftar Teleinformasi (Transmisi) sampai dengan Lampiran D - Bidang Distribusi (Teleinformasi pada Berbagai Konfigurasi Jaringan Distribusi). Untuk daerah yang fungsi transmisi dan distribusi masih dalam satu organisasi, maka master station dapat digunakan untuk fungsi RCC dan DCC. Dalam hal ini teleinformasi yang digunakan mengacu pada teleinformasi data transmisi dan distribusi.

Teleinformasi data untuk kepentingan operasi jaringan tenaga listrik ditampilkan pada workstation dispatcher. Setiap pembangunan SCADA untuk fasilitas sistem tenaga listrik, kebutuhan teleinformasi datanya harus mengacu pada SPLN S5.001: 2008 Teleinformasi data untuk operasi jaringan tenaga listrik dan SPLN S5.002: 2008 Teleinformasi data untuk pemeliharaan instalasi sistem tenaga listrik.

5.3

Struktur informasi

Event dan alarm merupakan pemberitahuan kepada dispatcher atau operator tentang kejadian pada peralatan sistem tenaga listrik yang tampil di monitor dan disimpan di data historikal. Struktur informasi event dan alarm SCADA dapat dilihat pada Lampiran E Struktur Informasi.

5.4

Simbol dan warna

Simbol dan warna diperlukan untuk penyajian diagram sistem tenaga listrik pada monitor dan layar tayang. Simbol dan warna untuk tiap jenis dan kondisi peralatan bersifat informatif dan dipilih sedemikian rupa sehingga jenis dan kondisi peralatan tersebut mudah dikenali oleh dispatcher. Simbol dan warna dapat dilihat pada Lampiran F Simbol dan Warna.

6.

Perbatasan Kebutuhan Teleinformasi Data

Teleinformasi data yang dikirim ke/dari suatu control center ditentukan oleh kewenangannya dalam operasi sistem, sehingga dibutuhkan adanya batas yang jelas antara kewenangan IRCC dan RCC serta RCC dan DCC. Berikut ini dijelaskan perbatasan kebutuhan teleinformasi data antara IRCC dan RCC serta antara RCC dan DCC.

6.1

Perbatasan kebutuhan teleinformasi data antara IRCC dan RCC

Perbatasan kebutuhan teleinformasi data antara IRCC dan RCC adalah di titik pelayanan tegangan ekstra tinggi atau tegangan tinggi yang ditentukan, dan atau seperti Gambar 1 dan Gambar 2.

Untuk daerah yang fungsi transmisi dan distribusi masih dalam satu organisasi (belum dipisahkan antara fungsi RCC dan DCC) maka perbatasan kebutuhan teleinformasi data dapat mengacu pada perbatasan fungsi RCC dan DCC atau disesuaikan dengan SOP yang berlaku di daerah tersebut.
