UNIQUE First of its kind attempted in India, bringing together three levels of government: Central, State And Municipal Government
PURPOSEPurpose: Development of Multi Modal Transport Hub at the SuratRailway Station: Bus Terminal, Train, Regional Buses, Metro, Auto, BRT, CBS etc.
IRSDCStation redevelopment, funded by commercial development on leasehold rights for the lease period of 45/90 years on the vacant railway land and air space.
GSRTCCentral Bus Terminal (GSRTC) funded by commercial development on leasehold rights for the lease period of 45/90 years on the vacant GSRTC land and air space.
SMC Provides utility infrastructure support and policy/land support.
OWNERSHIP To lie vested in the promoters. Only developmental rights transferred to JVC.

SPECIAL PROJECT
MMTH treated as a Special Project, covered under special development control rules.
LAND USE CHARGE WAIVED
SMC shall waive charges on land use change and enhanced Floor Space Index (FSI). Other taxes and charges of the local body (property taxes, etc.,) shall continue.
NO NEW TAX No new element of tax, pertinent to railway operational property.
FRESH LEASES JVC shall enter into fresh lease with Concessionaire.

Under JVC’s jurisdiction including redeveloped railway station (excluding train operations, ticketing & parcels), common facilities (staff qtrs., other ops. buildings) and bus terminal (excluding bus operations/ticketing) will be undertaken by JVC for the entire lease period as shall be stated in the RFP.
