Separatists in Jammu andKashmir are receivingforeign funds throughvarious channels, includingHawala, to spread militantactivities in the state, ChiefMinister Mehbooba Mufti,who also holds Homeportfolio, informed theLegislative Assembly today.Ms Mufti said as per reports,foreign funds are beingrouted through variouschannels, including Hawanand Foreign IndianCurrency Network (FICN),to spread militancy in theState.During the past three yearssince 2013, security forceshave arrested 37 persons and
recovered more than Rs35.70 lakhs, 900 US dollarsand 33 Gold coins, the replyby Ms Mufti said.However, the reply said thatthere is no report about theparticulars of identifiedseparatist leaders foundreceiving hawala money inthe recent past.As many as 259 militants,including 13 foreigners havebeen arrested besides warlike stores were recoveredduring the same period inthe state. The reply said in2013, eight cases wereregistered and 17 personswere arrested besides anamount of Rs 1,249,000 wasrecovered. However, challanin only three cases havebeen produced so far.In the year 2014, five cases
were registered and ninepersons were arrested. Anamount of Rs 2,38,000besides 900 US dollars havealso been recovered.However, no challan hasbeen produced against theaccused so far.Similarly, in the year 2015,three cases were registeredand eight persons werearrested. LeT preparing for fresh'fidayeen' strike in JK
On Friday, Defence Minister Manohar Parrikar said that he
"doubted if the Standard Operating Procedure was
followed properly" - in what was widely read as a
criticism of the CRPF.
However, security officials in both New Delhi and Jammu
and Kashmir have told the Home Ministry that
responsibility for securing the CRPF unit's movement
along the highway lay with the Army.

Mehbooba Mufti has mostly preferred the state aircraft
while travelling between Jammu- New Delhi after she
took over as Chief Minister of the state.
In a time of 18 days, nine sorties have been made to ferry
the chief minister between the National Capital and
Srinagar between April 12 to April 18.
Among the other frequent users, Governor N N Vohra has
been using state aircraft and chopper five times during this
year so far. As per the figures, Vohra made frequent visits
to New Delhi after the demise of Mufti Muhammad
Sayeed in the month of February.
The state choppers have been mostly used during the
winter season as the ministers had to tour to the valley
frequently after the shifting of Darbar Move to winter
capital Jammu.
In reply to another question by MLA, Khanyar Ali
Mohammad Sagar about the expenditure by Hospitality
and Protocol department in hosting lunch and dinner by
Chief Minister and other officials, it has been disclosed
that money spent on single function even went upto Rs.4.7
lac.
The expenditure incurred on oath ceremony of Chief
Minister and his council of ministers on March 1, 2015
was Rs.9.9 lac while as the money spent on the Iftaar party
by Mufti Muhammad Sayeed on July, 3 cost the state
Rs.9.4 lac.
The expenditure incurred during the visit of Prime
Minister Narendra Modi to the state February 2, 2014 was
Rs.4.7 lac.
The Hospitality and Protocol department has spent
whopping sums of money on lunch and dinner hosted by
Chief Minister Mufti Muhammad Sayeed.
In 2014-15 financial year, 8.03 lac has been spent as
refreshment, farewell parties and other official functions
by the Chief Ministers including that by Omar Abdullah.
In the last financial year, Rs 2.2 lac have been spent on
tea parties and refreshment from April 1, 2015 to March
31 2016. Rs. 41.8 lac have been spend by the Chief
Minister in meeting deputation and other official
functions.
In the 2014-15and 2015-16 financial year, Rs.4.7 Lac has
also been spent by the hospitality and protocol department
on refreshment and lunch of officers.

led government of disturbing peace in the state, the
legislators of Bhartiya Janta Party reacted and alleged NC
of employing 'soft policy' towards Pakistan and militants.
"The National Conference had adopted soft policy towards
Pakistan, owing to which all this is happening. BJP will
not tolerate anything and will retaliate with double might,
if Pakistan dared to create any disturbance in Jammu and
Kashmir and India," Ravinder Raina, BJP lawmaker said.
He was supported by other BJP MLAs.
Speaker Kavinder Gupta said that such statements prove
that BJP has no flexible approach towards Pakistan.
"It is a matter of pride that central government led by BJP
has no flexible approach towards terrorism breeding
countries," Speaker said.
Amid ruckus, all the legislators from NC staged walkout
from the House and shouted slogans against the

to forged or counterfeit currency notes or bank notes were
registered and seven persons were arrested. One case has
been challaned and Rs 63,100 recovered.
The reply said that during the year from 2013 to 2015, 53
cases were registered and 109 persons were arrested. Rs
50,52,000 lakh had also been recovered and chllan in 26
cases have been produced in the court of law. As many as
248 cases related to narcotics drugs have been registered
this year and 315 persons were arrested and challan
against 115 persons have been produced in the courts.
During the year the number of cases registered was 386,
arrests 574 and challaned 364 , 2014 400 cases, 553
arrests and 255 challaned and 540 cases registered, 755
arrested and 393 challaned during 2015.
She said during this year, security forces and police
arrested 36 militants, including two foreigners while
during 2013 (86 militants), including five foreigners, in
2014, (70), including 2 foreigners and 67 militants,
including 4 foreigner in 2015.
Large cache of arms and ammunition was also recovered
from the militants, the reply said

"There are set guidelines that MLA must be invited to
participate in government activity, especially when it is
convened in the constituency of the MLA," Veeri said.

tampering of revenue records
report further says that since Choudhary Aslam Din the

The Inquiry Officer in his inquiry report has further
submitted that the question of tracing out the persons
having tampered the record is an issue to be looked into by
the Investigating Officer during investigation by collecting
evidence and using other scientific methods. But one thing
is clear that if the fard intikhab has been initially issued in
the year 1984 over Khasra No.1442 projecting it as a
private land and then getting the document registered
without any revalidation after a period of six years prima
facie makes out a strong case to doubt the record wherein
the tampering has occurred. It is for the reason that the
fard intikhab in the ordinary course would not have been
issued without showing the state land as private land. Not
only this, even under what circumstances an old document
of six years has been registered in the year 1990 is also
suspicious and unjustified.
The Inquiry Officer has further submitted that the
subsequent issuance of fard intikhabs on 04-01-2005 and
30-06-2005 are based upon the record available which has
been tampered in such a smart manner that the cursory
look or a bare perusal easily cannot detect it.
While parting with the inquiry, the Inquiry Officer has
observed that it is only criminal investigation which can
unfold the real module and identify the real culprits.
However those who issued subsequent fard intikhabs in
the year 2005 namely Mohd. Iqbal Zargar Patwari (now
Naib-Tehsildar Thathri) and Madan Singh Patwari
Sunjwan, Mohan Singh Patwari (presently Patwari Halqa
Nonath, Tehsil and District Samba) and the Incharge
Patwari Sunjwan at the most at this juncture can be
charged with negligence and dereliction for having failed
to peruse the entire record till it is proved otherwise.

and Mohd. Iqbal Zargar is presently Naib-Tehsildar and
Mohan Singh Patwari

appointed Sudhanshu Pandey (IAS) the then Divisional
Commissioner, Jammu as Inquiry Officer to probe the
alleged hushing up of Chatta Sunjwan Land Scam and to
file his inquiry report within 15 days which he failed to
finalise. Subsequently, then Divisional Commissioner,
Jammu Shantmanu) the then Divisional Commissioner,
Jammu conducted enquiry into the matter and came out
with mind boggling revelations confirming tampering of
revenue records particularly in Khasra No.1442 wherein
the land falling under said Khasra Number measuring 20
Kanals 15 Marlas was shown as private land when the
land was actually State Land. The inquiry officer held that
tampering has been done in the revenue records and
recommended criminal investigation to unearth the fraud.

Rijiju said the eight CRPF personnel who lost their lives
in Pulwama in Jammu and Kashmir on Saturday will
certainly be considered as martyrs.
The 7th Central Pay Commission has also batted for
granting martyr status to personnel of central paramilitary
forces, on the lines of the armed forces.
"The Commission is of the view that in case of death in
the line of duty, the personnel of Central Armed Police
Forces should be accorded martyr status, at par with the
defence forces personnel," the Commission had said in its
recommendations submitted to the government on
November 19 last year.

The security agencies recovered 2,877 pistols and

Besides, 44 Uber Machine Guns (UMGs), 24 carbines,
673 RPGs, 6 General-Purpose Machine Guns (GPMGs),
144 LMGs and SLRs, 76 sniper rifles, 698 rocket boosters
and 181 rifles (.303) were recovered from 2002 to 2015,

The report said the actual realisation of revenue was still
significantly less than the budget estimates.
"During the period 2010-11 to 2014-15, the shortfall
ranged between 19 per cent and 34 per cent," it said.
The report criticised the State Power Development
Department (PDD) for its failure to implement the four
recommendations contained in the report in 2010 and
focused on improving internal controls, demonstrating
efficient enforcement for proper realisation of energy

3 persons killed inroad mishap
area of Jammu region at around 6:30 am and fell into a
gorge.
Soon after the mishap, the police, locals, 109 TA and
CRPF reached the spot and starting rescue operation, they
said.
"Three persons travelling in the car died on the spot and
their bodies have been retrieved by the rescue teams", they
added.
The deceased has been identified as Imtiyaz Ahmed, son
of Habibullah, Tariq Ahmad, son of Ghulam Mohammad
and Sajad Ahmad, son of Abdul Gani all residents of
Nowgam Verinag in south Kashmir's Anantnag district.
Meanwhile, police has registered a case and started further
investigations in this regard.

NC condemns behavior ofLakhanpur Police

Fifteen troops have been killed and over
60 injured in half-a-dozen militant
attacks on convoys or road opening
parties of central security forces in
Jammu and Kashmir in the last one year.
As per a Home Ministry report,
militants have attacked security forces
with precision in the last one year.
Despite launching only six such hits,
they inflicted fatal injuries on 15
soldiers from BSF and CRPF while
injuring 63 of them.
In all these cases, there was an element
of surprise as the militants targeted the
convoys that have remained vulnerable
while they travel within the state,
unleashing heavy fire from automatic
weapons, it said.
The report also suggested that security
agencies, as per an intelligence
assessment, fear that attacks like the last
week's ambush of a CRPF convoy in the
Valley could see an upward trend in the
coming months.
A total of four terrorists were killed by
the security forces as part of their
retaliatory action after the strikes during
the said period, the report said.
The Border Security Force lost two of
its men when militants targeted their bus
in Udhampur district in August last year
followed by a similar assault on a CRPF
contingent in Bijbehara where 5
personnel got injured.
The militants targeted a Central Reserve
Police Force convoy at Pampore in
February this year killing 2 men of the
paramilitary and injuring eight others.
Similarly, on June 3, militants
ambushed a BSF party in Bijbehara in
Anantnag district when they were on a
routine movement killing three troopers.
Nine BSF men were injured in this
attack. On June 13, a lone militant
targeted a security force picket in Karal
nullah area of Udhampur district.
Prompt response from the CRPF troops
neutralised him but not before he had
killed three people including a civilian.
The last in the series was the attack on
the CRPF bus in Pampore on June 25
where two terrorists killed eight
personnel and injured 22.
Meanwhile, security forces have now
decided to "tweak" their standard
operating procedures in the wake of
these incidents, with the CRPF
declaring that they will provide an
enhanced bullet-proof security cover to
its men travelling in convoys.
JK convoy ambushes: 15 troops killed in last one year

today directed the
Government to constitute a
High Level Committee to
probe the misappropriation in
land allocation under Roshni
Act.
The Chairman issued the
directions after the
legislators demanded
constituting House
Committee to investigate the
matter. The Chairman said
that the High Level
Committee would do a
thorough probe into the
matter, and would submit its
report to the Government. He
added that if the House
would not be content with the
Committee report, then a
House Committee could be
constituted. Earlier, Minister
for Revenue, Relief and
Rehabilitation, Syed
Basharat Bukahri speaking
on the issue suggested that if
legislators agree the
Government would
constitute a High Level
Committee that would do the
probe in the matter. He
assured the House that he
would himself accompany
the Committee members to

residents of mohalla "Thapa" of Dyalachack called on X-En
PDD at his office at Kathua on Tuesday. Residents apprised
X-En PDD about the issue and said the area has not been
given the electricity for the last six days because of a
transformer is lying as out of order. With this problem, the
entire life of the area is badly affected and urged the PDD
that electricity must be resumed as soon as possible so that
people could be given a sigh of relief. After hearing the
deputation, X-En PDD assured to address the issue within

is no ceiling in NFSA and

Chairman LC asks for probe inland allocation under Roshni

Minister, Dr Nirmal Singh Tuesday ordered
an inquiry into the incident which occurred
the other day at Siri Pandtan in which three
PDD employees were electrocuted, resulting
in death of two. The Deputy Chief Minister
said that action would be initiated against the
concerned officials who were responsible for
the incident. He further assured that adequate
compensation would be provided to the next
of kin of the deceased employees. Dr Singh
while expressing grief over the incident said
that necessary instructions have already been
passed to the concerned officials to ensure
that such incidents don't occur in future. He
said that there should be complete
coordination between the officials working in
the field and those responsible for the
transmission of electricity to respective areas.
The Deputy Chief Minister expressed
heartfelt sympathies with the bereaved
families and prayed for eternal peace to the
departed souls.
Meanwhile Dr Singh also directed the officers
to ensure that the injured in the incident gets
requisite medical assistance.

Homage paid to formerMLA Peerzada

Speaker Mr Kavinder Gupta along with other members on
Tuesday paid rich tributes to former MLA and member of
the Constituent Assembly, Peerzada Ghulam Jeelani in the
House here, who passed away yesterday after brief illness.
Giving a brief introduction about his political career, the
Speaker said that late Jeelani started his political career at
an early age and was elected Halqa President Pampore
National Conference. He also served Chairman, Town Area
Committee Pampore. He was delegate and Member of the
General Council Jammu and Kashmir National Conference.
He remained also as President Co-operative Union,
Pampore and Cooperative Society, Pampore. He was also
Member District Cooperative Central Bank, Anantnag. He
was elected Member of Jammu and Kashmir Constituent
Assembly in 1951 and was its only surviving Member. He
was elected as Member J&K Legislative Assembly in 1957
and re-elected as such in 1962. He also served as Member
J&K Legislative Council from 1967 to 1972. He served the
people of his Constituency throughout his political career
for which he will be always remembered.
Later the House also observed two minute silence to pay
homage to the departed leader.
Ensure reply to DO letters oflegislators: Dy Speaker to Govt
SRINAGAR, JUN 28
Deputy Speaker Mr Nazir Ahmad Gurezi today directed the
Government to look into the concerns of legislators
regarding non response to DO letters issued by Legislators
for redressal of people's grievances and developmental
needs.
The direction in this regard was given by Deputy Speaker
during Zero hour after the issue was raised by Mr
Mohammad Abbas who demanded that the DO Letters
issued by legislators often do not get any response from
government functionaries. The demand was backed by

House passes Resolution forpreservation of water bodiesSRINAGAR, JUN 28
Minister of State for Forest, Environment, Ecology, Animal
and Sheep Husbandry, Fisheries and Cooperatives Mir
Zahoor Ahmad today said that Government is committed
for conservation of water bodies and various steps have
been undertaken in this regard.
The Minister was speaking after winding up the discussion
on the Resolution regarding 'water bodies of the State shall
be preserved to maintain ecological balance,' which was
moved by Mr. Altaf Ahmad Wani.
The Minister said that Satellite Data of 2009 has revealed
that there are 1230 lakes and water bodies in the state of
which 150 are in Jammu, 415 in Kashmir and 665 in
Ladakh.
He said that steps like demarcation of lake area, monitoring
of water quality, siltation control, de-weeding, reduction of
nutrient entering the lakes and sewage treatment are being
taken for the conservation.
Mr Altaf Ahmad Wani while moving the Resolution said
that there is an immense need for conservation of water
bodies in the state as they have been encroached and
polluted indiscriminately.
Mr Usman Abdul Majid while supporting the resolution
urged the Government to take steps for conservation of
water bodies in the state. He said that Government should
start a drive to remove encroachments from the water
bodies. Terming willows as hazardous for Dal, Wullar and
other water bodies, Mr Majid demanded that these trees
should be removed from all water bodies.
Later, the House unanimously passed the Resolution.
Govt will examine release ofhouse repair assistance to poor
families: DrabuSRINAGAR, JUN 28
Minister for Finance, Dr Haseeb A Drabu today assured the
House that Government will examine the demand of revival
of release of Rs 15000 from Constituency Development
Funds (CDF) for up-gradation of houses under different
schemes like Indra Awaas Yojna (IAY).
The Minister was replying after the issue was raised by Mr.
Abdul Majid Bhat Larmi during Zero Hour in Legislative
Assembly today. The demand was backed by a number of
members in the House.
Mr Larmi said that Governor had previously stopped the
grant of financial assistance to poor families from CDF. He
demanded that Government should look into the matter as
number of families have suffered in the aftermath of floods
and this financial assistance can help them.
Dr Drabu said that the Government will take up the matter
in State Cabinet and the decision will be conveyed to the
House.
Govt to set up cold storagefacility at Pulwama: Veeri
Minister for R&B, Mr. Abdul Rehman Veeri today
informed the House that Government would explore the
possibility of setting up of a cold storage in Pulwama Fruit
Mandi under PPP mode as soon as the additional land for
the purpose becomes available.
Replying to a question by Mr. Mohammad Khalil Band, the
Minister said that in this regard an area of 50 kanals and 4
marlas of land is under process of acquisition.
The Minister said that the acquisition process got stalled
because some land owners have filed writ petition in High
Court and the matter is sub-judice. He said that the matter
would be taken up with Advocate General for early decision
of the Court.
The Minister said that Pulwama is hub of horticulture and
Government has already identified land for expansion of
Fruit Mandi which costs Rs. 6.50 crore. He said in this
regard Rs. 2.50 crore have been already released for
acquiring of land adding that funds in this regard are not
any issue. Once the Court gives its decision the whole land
would be acquired, he added.
The Minister said that to upgrade the different
infrastructure facilities Rs. 4.47 crore were expended upto
last financial year in Fruit Mandi Pulwama.
In response to the supplementaries, the Minister said that
Fruit Mandis Sopore and Parimpora would be
macadamized this year. He said shop sites have been
already allotted to the Fruit Growers and Traders at Zazna
Ganderbal Fruit Mandi. He said efforts would be made to
complete the works of the Mandi at the earliest. He said
Government would develop fruit mandi at Bhaderwah if
the land was available.
Mian Altaf, Mubarak Gul and Daleep Singh Parihar raised
the supplementaries on the main question.
No proposal for creation of TDAfor Nobra Valley: Priya
Minister of State for Tourism, Ms. Priya Sethi today
informed the House that at present there is no proposal with
the Tourism Department to create a separate Tourism
Development Authority for Nobra valley.
Replying to a Question by Mr. Deldan Namgail, the
Minister said that Nobra valley falls within the jurisdiction
of Leh Development Authority and all the development
activities are looked after by the said authority.
The Minister said with a view to develop Tourism related
infrastructure in Nobra valley 12 works have been
completed out of 17 works taken up at a cumulative cost of
Rs. 5.61 crore. She said the remaining 5 works are also
nearing completion.

New Delhi: Courts must takedue care when a differently-abled person who may have alimited vocabulary is beingcross-examined and shouldprotect such witnesses frombeing unfairly dealt with, theDelhi High Court has said.The disability of such awitness does not affect his orher credibility, the HighCourt said, stressing it wasthe duty of a judge to controlthe cross-examination ofsuch witnesses to prevent anyabuse and protect them frombeing "unfairly dealt with"."When a deaf and dumbwitness is under cross-examination, the court isrequired to take due care ofthe fact that vocabulary ofsuch a person is limited as heor she speaks through signlanguage and it may not bepossible for that witness toanswer, or in detail explainevery answer by signlanguage," Justice MuktaGupta said."This disability of a limited
vocabulary of sign languagedoes not affect either thecompetence or the credibilityof such a witness. The court is required toexercise control over thecross-examination keeping inview the ability of witness toanswer the questions," thejudge said.The judgement came on anappeal filed by a manchallenging his convictionand six-year jail termawarded by a trial court underthe Protection of Childrenfrom Sexual Offences(POCSO) Act, 2002, forsexually assaulting a 12-year-old differently-abled girl.The high court altered thesentence to five-year jail termalong with a fine of Rs10,000. Theones with sane and secular mindset in JammuKashmir took a positive connotation of the remarkand lauded the Mehbooba for calling a spade aspade.The reactions of the National Conference leadersled by former Chief Minister, Mr. Omar Abdullahwas irresponsible and unbecoming of broadlyacceptable leader. NC tried a communal swing bygoing all guns blazing on the Chief Minister’sremarks by calling it shameful to link terrorism toIslam.The National Conference leaders condemned theChief Minister’s submission by measuring it totheir own dimwits or as they had been doing sincethe day this political party was formed. This couldbe endorsed by the fact that the mere existence ofthe so called Jammu Kashmir-Conundrum linksback to the times of Sheikh Abdullah’segotistically selfish twitches to suit his fancies.The National Conference’s ‘pseudo’ secular or‘selectively’ secular cover has been blown in thepast more than a few times now, especially fromthe horse’s mouth. Meaning, the people ofJammu were more secular in their approach tohave chosen NC candidates in Hindu dominatedJammu. Earlier, the people of Jammu region hadbeen showing similar electoral responses in favourof National Conference in other constituencies. Onthe narrow political plane of Jammu Kashmir, inthe last elections, the Jammu voters of Bishnahand Nagrota Constituency gave mandate toNational Conference leaders entrusting them forvoicing their concerns. The voters in Bishnah andNagrota must be hiding their face for electingnominees of NC who has been taking parochialstands on the issues like - temple desecration,demanding registering of cases against Jammuyouth who protested against the desecration,supporting lifting of PSA on the particularmiscreant who desecrated the place of worship bydeclaring him lunatic before any medical reportand above all by drawing comparisons Jammuversus Kashmir on many occasions.Given the current and the past trends, the NCleaders’ performance for the cause of Jammu hasremained murkier in the Assembly.Attributing communal overtones to the ChiefMinister’s metaphorical and emotional statement,while paying tributes and laying wreath on themortal remains of the martyred CRPF soldiers,was bad politics and a cheap shot by OmarAbdullah and his party.How he forgot Dr. Farooq Abdullah’s statementduring JK Assembly election campaign that ‘thosewho will vote for BJP will be drowned …..” thatevoked sharp reaction across the country. Hespoke of giving a befitting reply to Pakistan-sponsored cross-border terrorism. He hadalso claimed that he would bring backunderworld don Dawood Ibrahim fromPakistan if he became prime minister.External affairs minister Sushma Swaraj, asthe then leader of opposition in the LokSabha, had made the famous statement onthe occasion of severing of head of soldierHemraj by Pakistani security forces. "If his
(Hemraj's) head could not be brought back(from Pakistan), we should get at least tenheads from there side," she had said aftervisiting Hemraj's family in January 2013.Rajnath Singh and Union road transport andhighways minister Nitin Gadkari, who wasthe then BJP president, had accompaniedher.Incumbent BJP president Amit Shah hasalso been warning Pakistan of a "befittingreply" to the repeated ceasefire violations inJammu and Kashmir by Pakistan. "Homeminister Rajnath Singh has clearly said thatif Pakistan resorts to firing, we willdefinitely give a befitting reply to them,"Shah said in August 2014 soon after takingthe chair.However, when it comes to correspondingaction either against terror or Pakistan, theBJP-led NDA government's moves leavemuch to be desired. Several incidents ofterror have taken place in the KashmirValley itself since Modi came to power.In May, terrorists shot dead three Indianpolicemen at point-blank range. In February,they attacked a bus carrying a police partynear Srinagar, before breaking into atraining institute.On January 2, Pakistani terrorists attackedPathankot Air Force base killing six IndianAir Force personnel, injuring eight. NationalSecurity Guard's Lt Col Niranjan was alsomartyred in the deadly attack.It is time the Modi government walked thetalk or stopped talking of "befitting reply". Itwill earn the support of the people if theIndian security forces mount a counterattack on terror and teach Pakistan a lesson.In the absence of one such act, thegovernment now stands the risk of losingcredibility.

New Delhi: Efforts toconsolidate 27 public sectorbanks into 8-10 large lenderscreate risks that could offsetpotential long-term benefitsin the current weak economicenvironment, Moody'sInvestors Service saidTuesday.Moody's said India's bankingsystem has witnessed anincrease in non-performingassets (NPAs) since 2012,with many public sectorbanks (PSBs) havingsuffered significantdeterioration inbalancesheets asdemonstrated by their assetquality metrics andcapitalisation profile."As a result, no PSBcurrently has the financialstrength to assume aconsolidator role withoutleading to questionsregarding its own creditstanding, post-merger," itsaid in a report titled 'Banks -- India: Consolidation ofPublic Sector Banks WillFace Challenges UnderCurrent Conditions'.Its hypothetical analysis ofacquisition of a weak bank
by several larger PSBs in thesystem pointed to a likelysignificant deterioration incredit metrics for thesurviving entity, whichunderscored the current
broad weakness in thesystem's balancesheet."Adding to this financialpressure, all listed PSBs arenow trading at a significantdiscount to their book value.This limits their ability toattract external capital tosupport potential acquisitionsas doing so will be dilutive tocurrent shareholders,particularly the Indiangovernment," it said."Therefore, we believe thatgovernment support will be a
crucial driver of the creditoutcome in potentialmergers, particularly in theform of equity capital, whichwill be required to shore upbuffers of the acquiring bank
before a merger is complete."Moody's also expectedstrong challenges to comefrom employee unions whowould react negatively to theprospective loss of jobs."The risk is the governmentand bank management wouldyield to these reactions andmaintain the status quo, thuslimiting the ability of thebanks to extract meaningfulsynergies even ifconsolidation proceeds in asuperficial sense," it said.

New Delhi: India is posedfor a "big leap" in growthwhich could touch 8 percentin the current fiscal on theback of normal monsoon,Economic Affairs SecretaryShaktikanta Das saidTuesday. "India today ispoised for a big leap in terms
of growth. Last year werecorded a growth of 7.6percent. This year with themonsoon, which I hope willbe normal, I think we arelooking at touching 8percent," Das said. In 2015-
16, the country's economyexpanded at 7.6 percent. TheFinance Ministry'sEconomic Survey hadprojected a growth rate of 7-7.75 percent for the currentfiscal while RBI has forecastit at 7.6 percent.As regards volatility in
currency and equity marketson account of Britain's exitfrom the European Union(commonly referred to asBrexit), Das said it wouldcontinue for sometime, butIndia is "well placed" to deal
with the situation. In the aftermath of Brexit onFriday, the Indian equitymarkets had tanked nearly1,100 points beforeregaining some ground andclosing 605 points, while therupee had fallen below theRs 68 mark against the USdollar. However, the marketshave stabilised since thenwith the BSE Sensex tradingaround 150 points higher inthe afternoon, while therupee was at 67.87 to adollar. Speaking at the event,DIPP Secretary RameshAbhishek said the industryministry asked its financecounterpart to considerraising tax holiday for StartUps to seven years toencourage buddingentrepreneurs. "The taxbenefit which has beengiven, which is 3 years to 5years, we have requested theFinance Ministry to make it7 years," Abhishek said.

New Delhi: Gold pricesslumped by Rs 300 to Rs30,250 per ten grams at thebullion market Tuesday,tracking a weak trendoverseas amid muteddemand from jewellers atspot market.However, silver recoveredmarginally by Rs 10 to Rs42,110 per kg on scatteredenquiries from industrialunits.Traders said sentimentdampened largely in tunewith a weak trend wheregold dropped after postingthe biggest two-day gain inmore than seven yearsfollowing the UK's vote toexit from the EuropeanUnion, raising demand forthe safe haven.Globally, gold lost 0.8percent to USD 1,313.62 anounce in Singapore.Furthermore, fading
demand from jewellers andretailers at domestic spotmarket fuelled the
downward trend, they said.In the national capital, goldof 99.9 and 99.5 percentpurity plunged by Rs 300each to Rs 30,250 and Rs30,100 per ten grams,respectively. It had gainedRs 150 yesterday.Sovereign also declined byRs 100 at Rs 23,300 per
piece of eight grams.On the other hand, silverready edged up by Rs 10 to
Rs 42,110 per kg, whileweekly-based deliverydropped by Rs 490 to Rs41,900 per kg.Silver coins, however,continued to trade atprevious levels of Rs72,000 for buying and Rs73,000 for selling of 100pieces.

Hybrid instruments
include optionally
convertible or partially
convertible debentures,
Foreign Currency
Convertible Bonds -
which are intrinsically
debt-instruments.
Finance Minister Arun
Jaitley had in last Budget
announced that a basket of
eligible instruments would
be brought in to include
hybrid instruments that
will expand the scope of
instruments that foreigners
now use to invest in India.
"The basket of eligible
FDI instruments will be
expanded to include
hybrid instruments,
subject to certain
conditions," Jaitley had
said.
"In Budget, we had
announced certain hybrid
instruments will be
allowed under FDI... It is
work in progress... You
will see some new policy
initiatives with regard to
the hybrid instruments of
FDI in coming weeks,"
Das said.
As of now, only
instruments which are
fully and mandatorily
convertible into equity
within a specified time is
reckoned as part of equity
under the FDI policy and
eligible to be issued to
persons residing outside
India.
Besides equity investment,
FDI capital means fully,
compulsorily and
mandatorily convertible
preference shares; fully,
compulsorily and
mandatorily convertible
debentures and warrants.
In the past two years, the
government has taken a
series reform measures to
liberalise the FDI regime.
Last week, it announced
FDI liberalisation in nine
sectors such as civil
aviation, retail and private
security services. This was
the current government's
second round of relaxation
in FDI rules.
Net FDI inflows have
increased over the past
two years, reaching record
highs of USD 36 billion in
the last financial year
from USD 24.2 billion on
average during the
preceding three fiscal

New Delhi: The Haryana government hasdecided to reduce circle rate or collectorrates of immovable property in Gurugrama.k.a Gurgaon by 15 percent. The circle ratesin Gurgaon has been reduced for the firsttime in a decade. In the last two financialyears –2014-15 and 2015-16, the rates werekept unchanged.The new rates are available on websitewww.Gurgaon.Nic.In., DeputyCommissioner, Gurgaon, T L Satyaprakashsaid. Circle rates are the minimum authority-defined prices at which sale or transfer of aplot, built-up-house, apartment, commercialproperty or land takes place. The property
can not be registered below this price. Stampduty and registration charges for a propertyare also based on this. This decision wastaken in a meeting of district levelcommittee constituted for revising thecollector rates. The circle rates have beenreduced on the basis of rates prescribedrecently for registration of property, marketrate and rates of plots and flats fixed byprivate builders in Gurgaon district.There has been decrease in property pricesin Gurgaon during the last few months,following which decision has been taken toreduce collector rates in the current financialyear.

Singapore: Britain is likely to exploredirect bilateral trade agreements with Indiawhich could impart a fillip to sluggish UK-India trade ties after the UK's exit from theEuropean Union (EU), a Singapore banksaid on Tuesday."Post exit EU, the UK is likely to exploredirect bilateral trade agreements with othertrading partners including India," saidDevelopment Bank of Singapore (DBS)."This might provide an alternate route toIndia, in comparison to the tough and thedrawn-out negotiations on the EU FreeTrade Agreement, in turn providing a fillipto a slowing India-UK trade," said DBS.The UK accounts for 15 per cent of India's
total merchandise trade, but its share hasbeen declining.Trade in services has also eased, butparticularly for the information technologysector, about 17 per cent of India's serviceexports heads to the UK, second only to theUS, according to the Nasscom.Investment links are meanwhile notable,DBS pointed out.UK is the third largest inward investor intoIndia, after Mauritius, and Singapore, withcumulative Foreign Direct Investment(FDI) equity investments of USD 22.7billion (from April 2000 to December2015), or eight per cent of the total FDIinflows.

Inquiry ordered into PDDemployees death
Srinagar, Jun 28Deputy Chief Minister, Dr Nirmal Singh Tuesdayordered an inquiry into the incident which occurred theother day at Seri Panditan in which three PDDemployees were electrocuted, resulting in death oftwo.The Deputy Chief Minister said that action would beinitiated against the concerned officials who wereresponsible for the incident. He further assured thatadequate compensation would be provided to the nextof kin of the deceased employees.Dr Singh while expressing grief over the incident saidthat necessary instructions have already been passed tothe concerned officials to ensure that such incidentsdon't occur in future. outlook towards fitness changed after IPL 2012 and a
healthier body has not only made him a better
batsman but also an improved fielder.
Kohli is arguably the fittest Indian cricketer and as
captain, he expects his teammates to cut no corners
on their physical well-being.
At an event here today, Kohli recalled how he started
paying more attention to his fitness.
“It was after the IPL in 2012. Till then I did not focus
much on the physical aspect. I never got into the
minute details of fitness, things like what I need to eat
from morning to night, how much I need to work out,
how much I need to train. After that IPL, I started
listening to my body,” said Kohli, whose next
challenge is the tour of the West Indies starting next

still awaiting a 2.9 billion
Brazilian real ($860 million)
payout from the federal
government aimed at shoring
up state coffers ahead of the
August 5-21 event. The
funds were allocated last
week but have not yet
reached the state, and
Dornelles warned that
without them, police patrols
may grind to a halt by the
end of the week, for lack of
gas money.
“How are people going to
feel protected in a city
without security,” Dornelles
was quoted as asking.
“I’m optimistic about the
games, but I have to show
reality,” he said. “We can
have a great Olympics, but if
some steps aren’t taken, it
can be a big failure.”
Rio has been particularly
hard-hit by the recession
besetting Brazil, which saw
the economy shrink by
around 4 percent last year
and joblessness spike. The
state is highly reliant on
sinking oil royalties, and
prior governments awarded
billions in tax exemptions
that resulted in near-empty
coffers.
Another worrying issue for
Dornelles is the metro line
that was meant to ferry
tourists to the main Olympic
venue in the far-western Rio
area of Barra da Tijuca.
Promised for late last year,
the metro is still not ready. A

also not yet been released.
“I’ve said that without
security and without the
metro there will be
difficulties,” Dornelles was

“calamitous,” and said the
policy of deferring or paying
state workers’ salaries in

Way", chatted with the
Dalai Lama on topics
including generosity to the
poor and mental health,
according to video of the
event.
China considers the Dalai
Lama, who fled Tibet into
exile in India in 1959 after a
failed uprising against
Chinese rule, to be a
dangerous "splittist", or
separatist. The Dalai Lama
says he only wants genuine
autonomy for his remote
homeland.
"There is a broad consensus
internationally about what
kind of person the Dalai
Lama is and what he does
internationally," Chinese
Foreign Ministry spokesman
Hong Lei told a regular

"After the relevant incident

to develop a mindset
befitting the citizenry of a
‘major power’, says China’s
state-run "Global Times."
At least 10 countries
opposed India’s bid to join
the Nuclear Suppliers Group
(NSG), an editorial in
China’s state-run "Global
Times" on Tuesday said. It
rejected accusations in India
that Beijing was solely
responsible for quashing
New Delhi’s bid to join the
48-member nuclear club.
“The NSG had a plenary
meeting in Seoul last week,
and all members participated
in a special conference on
Thursday evening about the
accession of non-
participants of the Nuclear
Non-Proliferation Treaty
(NPT) into the NSG. At least
10 countries, including
China, opposed their bid,”
said the edit.
The daily stressed that lack
of India’s membership of the
NPT — the cornerstone of
NSG membership — was
the chief obstacle in New
Delhi’s path to becoming a
member of the nuclear club.
“Since its foundation in
1975, all NSG members
shall be NPT signatories.
This has become the primary
principle of the organisation.
Now India wants to be the
first exception to join the
NSG without signing the
NPT. It is morally legitimate
for China and other
members to upset India's
proposal in defense of
principles,” it said.
The write-up attributed
mainstream India’s sharp
reaction to the rejection of
New Delhi’s membership
application in Seoul to the
sustained “adulation” of
India by the western powers.
It said, “Recent years have
seen the Western world
giving too many thumbs up
to India, but thumbs down to

up to India, Washington's

the purpose of containing
China.”
Highlighting the limitations
of Washington’s powers, the
daily said: “The U.S. is not
the whole world. Its
endorsement does not mean
India has won the backing of
the world. This basic fact,
however, has been ignored
by India”.
The editorial made two
additional points. First it
stressed that “nationalists” in
India were yet to develop a
mindset befitting the
citizenry of a “major
power.”
“Some Indians are too self-
centred and self-righteous.
On the contrary, the Indian
government behaves
decently and is willing to
communicate. Throwing a
tantrum won't be an option
for New Delhi. India's
nationalists should learn
how to behave themselves.
Now that they wish their
country could be a major
power, they should know
how major powers play their
games,” it said.
Second, the write-up
contrasted the response by a
section of people in India to
the popular reaction in
China, to Beijing’s inability
to become a member of the
Missile Technology Control
Regime. “On Monday, the
Missile Technology Control
Regime absorbed India as a
new member, and denied
China's access. The news
didn't even make a ripple
among the Chinese public.
The Chinese have become
more mature in dealing with
these setbacks caused by

A team of glaciologists from
the National Centre for
Antarctic and Ocean
Research, Goa, led by
Paramanand Sharma, has
already scaled over 4,500
metre to set up a research
station on the icy terrain.
The station would have
several automated research
facilities to detect the
changes in glaciers, and
glacial melt-water.
The scientists will be
looking into various aspects
of climate change and the
present status and future
stability of glaciers from the
Himalayas. Scientists will
be undertaking an integrated
study on the health and fate
of benchmark glaciers from
the Chandra basin (part of
the Indus river basin) in
Lahaul-Spiti valley,
Himachal Pradesh, Western
Himalaya, he explained.
The newly established
station would be one of the
few high-altitude research
facilities in the Himalayas
that would help the
scientists to study the region
throughout the year. The
inclement and challenging
weather with extreme cold
and windy conditions and
the low availability of
oxygen at the dizzy altitudes
make the task of the
scientists a challenging one,
explained Thamban Meloth,
the leader of the Cryosphere
and Climate project funded
by the Ministry of Earth
Sciences.
The “effects of global
warming is most perceptible
and amplified in the Polar
Regions — the Antarctic
and Arctic — and the
Himalaya. The ice sheets
and glaciers also act as
natural recorders of climate
variability and change,” he
said.
India has also been
attempting to learn more
about the climate change in
Antarctica and its linkages
to global and tropical
climate system and to look
into the evolution, current
dynamics and possible
future instability of selected
Antarctic ice shelves using
geophysical studies and
modelling.
The bio-geochemical cycling
within the glacial
ecosystems of Antarctic,
Arctic and Himalayan
region, the dynamics and
health of the Arctic glaciers,
the dynamics and response
of selected Himalayan
glaciers to climate and other
factors will also be studied.
The multidisciplinary project
has researchers from
glaciology, geology, biology,
physics, and chemistry that
helps in understanding the
cryospheric systems in a
holistic way.
Since the last decade, the
NCAOR has drilled several
ice cores in Antarctica, up to
a depth of 100 metre. These
cores represent the Antarctic
climate variability and
change during the past
several hundreds of years.
The Centre is also measuring
the carbon cycling in
Antarctic cryosphere as well
as the stability of ice shelves
in coastal Antarctica, in the
face of a warming climate,
he explained.

Do not fiddlewith the dials.” More peopleget in, some with huge bagsand backpacks, many withnew TV sets and electronics,most definitely havingindulged in some duty freeretail therapy.As the bus pulls away fromthe airport and the whirr ofthe air-conditioning starts, Istrike a conversation with arather hassled-looking ITprofessional, Dhruv Pandey,from Delhi. He is fiddling
with his laptop and connectsit to a dongle. “I have apresentation to finish bytomorrow. It will take me allday to finish. I hope the busreaches my place off Agara inan hour. I have beentravelling all of last week.”He adds, “I prefer airportbuses to taxis, since they arenot very expensive and do nottake much time either. Thebuses are air-conditioned andI can work in comfort.”The nervous guy turns out tobe Rakesh Kumar, a callcentre employee fromLucknow, who has come totry his luck in the siliconplateau. “Bahut suna hai kiBangalore mein Englishjanana bahut important hai.Kya aap koi English coachingcentres jaante ho? experience for me,” he adds.In about 20 minutes, we reachthe Hebbal flyover and getstuck in our first traffic snarl.A truck has broken down onthe road and traffic is reducedto a crawl. One of my co-passengers jokes, “A trafficjam on a Sunday morning. Ittakes more time to reachhome from the airport than tofly from Mumbai toBengaluru,” which lifts ourgloomy spirits a bit.We pick up speed again, crossHennur Cross, Banaswadiand Ramamurthy Nagar andfind ourselves in the usualKR Puram traffic block.“I think they should renameKR Puram and Silk Boardsignals as jam centres. Onlywhen they finish the metroline to Whitefield will weclear this junction withoutany hassles,” quips architectHarkirat Jass. With a grin, sheadds, “Considering the paceof work, it might take another50 years to complete. I workin Manyata and stay inMarathalli. I spend an hour
everyday at KR Puram.”In the rear of the bus, SanjeevJayaswal and his family arevisibly excited about theirmaiden trip to South India. “Irun a garments business inJaipur. We are going toMysore and Hampi. We haveheard a lot about Bengaluruas the IT centre and want tovisit as many places here,especially the Lalbaghgardens. We are on our wayto a family friend’s house inHSR Layout now.”It is almost 9.30 a.m., as thebus inches past KR Puramand climbs theDoddanekundi Flyover.Saranya Prasad, an ITemployee nervously looks ather watch and says, “I have toreach my office in Marathalliby 10 for a launch. I hadassumed that traffic would belight today, but that does notseem to be the case.”

rather than worrying about
the traffic. I think that the
BMTC should include more
buses on these routes.

be one of the casualties of
Brexit as it emerged that no
state other than the UK has
registered it as a primary
language among the 28
countries within the
European Union.
English has been the top
choice for European Union
(EU) institutions but
Britain's vote to leave the
union last week could
trigger a ban on its use.
“We have a regulation where
every EU country has the
right to notify one official
language,” Danuta Hubner,
the Polish MEP or Member
of European Parliament who
heads the European
Parliament's constitutional
affairs committee, told a
press conference in Brussels
yesterday.
“The Irish have notified
Gaelic and the Maltese have
notified Maltese, so you
have only the UK notifying
English,” she said in
reference to the fact that
English is in everyday use in
member countries Ireland
and Malta.
Hubner said although
English was the "dominant
language" used by the EU
civil servants and MEPs, in
legal terms "if you do not
have the UK, you do not
have English", ‘The Times’
reported.
Regulations would have to
be changed to retain the
language, requiring a
unanimous vote from the
27 remaining states.
The EU has 24 official
languages but for daily
business, the European
Commission and council of
ministers use English,
French and German.
Although English is the
most popular foreign
language in all but five
European countries,
French politicians have led
calls since the Brexit vote
for an end to its
dominance.
However, the Germans are
wary of allowing the
French their way.
“We have a series of
member states that speak
English, and English is the
world language which we
all accept,” said German
EU commissioner Gunther
Oettinger, before joking
that if Scotland was to join
separately, it could apply
for English as their primary
language.
EU documents and legal
texts are translated into all
24 official languages of the
bloc.
If English were to lose that
status, Britons would have
to do the translation

A Hindu reporter in
Pakistan's state-run news
agency has been barred
from drinking water in the
same glass and sharing
utensils with other Muslim
staff at the office after his
colleagues found out his
religion.
Sahib Khan Oad, a senior
reporter with Associated
Press of Pakistan (APP), has
been barred from drinking
water from the same glass
used by his Muslim
colleagues or sharing food
utensils, the Express
Tribune reported.
Oad, who hails from Dadu
district, was initially
appointed as a reporter in
APP Islamabad and was
transferred to Hyderabad
and then Karachi in April
this year.
The discriminatory attitude
started soon after Oad's
younger son Raj Kumar
visited his office and
everyone found out that he
was Hindu.
“Actually my name contains
the word 'Khan' so everyone
in the office initially thought
I was Muslim," the paper
quoted him as saying.
"The bureau chief asked me
to separate my drinking
water glass in the office
because some colleagues
had reservations," he
claimed.
Since the start of Ramazan,
Oad is not allowed to sit at
the same dining table at the
time of Iftaar and senior
colleagues have suggested
he bring his own plates and
glasses if he wants to eat in
the office, the paper said.
"I have now bought a
separate glass and plate for
the office," he said.
APP Karachi bureau chief
Parvez Aslam denied
making any such request.
"He was suffering from flu
so we suggested he arrange
a separate glass," he said.
Aslam pointed out that he
supported Oad when he was
transferred from Hyderabad
and called the
discrimination charges 'total
propaganda'.
"You can come to my office
and see how he eats Iftaar
with us," he said.
Meanwhile, APP managing
director Masood Malik said
that they have started
inquiry into the matter.
