On Friday, Defence Minister Manohar Parrikar said that he

"doubted if the Standard Operating Procedure was

followed properly" - in what was widely read as a

criticism of the CRPF.

However, security officials in both New Delhi and Jammu

and Kashmir have told the Home Ministry that

responsibility for securing the CRPF unit's movement

along the highway lay with the Army.

Govt spends Rs 5.04 Cr on Ministers'chopper rides in Jammu Kashmir

state choppers.

Mehbooba Mufti has mostly preferred the state aircraft

while travelling between Jammu- New Delhi after she

took over as Chief Minister of the state.

In a time of 18 days, nine sorties have been made to ferry

the chief minister between the National Capital and

Srinagar between April 12 to April 18.

Among the other frequent users, Governor N N Vohra has

been using state aircraft and chopper five times during this

year so far. As per the figures, Vohra made frequent visits

to New Delhi after the demise of Mufti Muhammad

Sayeed in the month of February.

The state choppers have been mostly used during the

winter season as the ministers had to tour to the valley

frequently after the shifting of Darbar Move to winter

capital Jammu.

In reply to another question by MLA, Khanyar Ali

Mohammad Sagar about the expenditure by Hospitality

The expenditure incurred during the visit of Prime

Minister Narendra Modi to the state February 2, 2014 was

Rs.4.7 lac.

The Hospitality and Protocol department has spent

whopping sums of money on lunch and dinner hosted by

Chief Minister Mufti Muhammad Sayeed.

In 2014-15 financial year, 8.03 lac has been spent as

refreshment, farewell parties and other official functions

by the Chief Ministers including that by Omar Abdullah.

In the last financial year, Rs 2.2 lac have been spent on

Davinder Rana pleads forPakistan, accuses BJP

of Balakote and other border areas, not you," said Rana

while staging walk out along with other lawmakers of the

national conference.

NC MLA from Khanayar constituency, Ali Muhammad

Sagar said that instead of instigating neighbouring country,

the leaders of BJP must introspect and talk more about

peace and friendship.

"You should talk about friendship, love and peace instead

of making shallow statements, which bring common

people under wrath of ceasefire violations," Sagar said.

The Lower House later witnessed pandemonium after all

the NC MLAs shouted slogans against the government.

Meanwhile, when the NC lawmakers were accusing BJP

led government of disturbing peace in the state, the

legislators of Bhartiya Janta Party reacted and alleged NC

of employing 'soft policy' towards Pakistan and militants.

"The National Conference had adopted soft policy towards

Pakistan, owing to which all this is happening. BJP will

not tolerate anything and will retaliate with double might,

if Pakistan dared to create any disturbance in Jammu and

Kashmir and India," Ravinder Raina, BJP lawmaker said.

He was supported by other BJP MLAs.

Speaker Kavinder Gupta said that such statements prove

that BJP has no flexible approach towards Pakistan.

"It is a matter of pride that central government led by BJP

has no flexible approach towards terrorism breeding

countries," Speaker said.

Amid ruckus, all the legislators from NC staged walkout

from the House and shouted slogans against the

government. (KNS)

Chatta Sunjwan land scam reveals

tampering of revenue records

report further says that since Choudhary Aslam Din the

then Naib-Tehsildar has already retired as such the inquiry

officer did not recommend any departmental action against

him.

The Inquiry Officer in his inquiry report has further

submitted that the question of tracing out the persons

having tampered the record is an issue to be looked into by

the Investigating Officer during investigation by collecting

evidence and using other scientific methods. But one thing

is clear that if the fard intikhab has been initially issued in

the year 1984 over Khasra No.1442 projecting it as a

private land and then getting the document registered

without any revalidation after a period of six years prima

facie makes out a strong case to doubt the record wherein

the tampering has occurred. It is for the reason that the

fard intikhab in the ordinary course would not have been

issued without showing the state land as private land. Not

only this, even under what circumstances an old document

of six years has been registered in the year 1990 is also

suspicious and unjustified.

The Inquiry Officer has further submitted that the

subsequent issuance of fard intikhabs on 04-01-2005 and

30-06-2005 are based upon the record available which has

been tampered in such a smart manner that the cursory

look or a bare perusal easily cannot detect it.

While parting with the inquiry, the Inquiry Officer has

observed that it is only criminal investigation which can

unfold the real module and identify the real culprits.

However those who issued subsequent fard intikhabs in

the year 2005 namely Mohd. Iqbal Zargar Patwari (now

Naib-Tehsildar Thathri) and Madan Singh Patwari

Sunjwan, Mohan Singh Patwari (presently Patwari Halqa

Nonath, Tehsil and District Samba) and the Incharge

Patwari Sunjwan at the most at this juncture can be

charged with negligence and dereliction for having failed

to peruse the entire record till it is proved otherwise.

National Conference Youth

leader, Sang Parbash held a

press conference at Kathua

on Tuesday and strongly

condemned the behavior of

Lakhanpur police with the

media persons during a

drugs case reporting few

days back. Parbash alleges

that Police has committed

an undemocratic act by

denying the entry to media

persons at police station

Lakhanpur, when they were

tried to enter the station to

get a report on drugs case.

Such practices by police are

the challenges to common

committed deliberately

with a motive to create the

accept such type of

doctorial style of function

of police and will take

expressed his serious

concerns about the growing

bovine and drugs

smuggling for which police

is equally responsible for

being failed to make a

strong control over it due to

which smugglers are being

encouraged and move here

and there without fear of

law. He demanded an

investigation of such

undemocratic behavior of

police.

from everywhere and not

only from the ousted/

New Delhi, June 28

Fifteen troops have been killed and over

60 injured in half-a-dozen militant

attacks on convoys or road opening

parties of central security forces in

Jammu and Kashmir in the last one year.

As per a Home Ministry report,

militants have attacked security forces

with precision in the last one year.

Despite launching only six such hits,

they inflicted fatal injuries on 15

soldiers from BSF and CRPF while

injuring 63 of them.

In all these cases, there was an element

of surprise as the militants targeted the

convoys that have remained vulnerable

while they travel within the state,

unleashing heavy fire from automatic

weapons, it said.

The report also suggested that security

agencies, as per an intelligence

assessment, fear that attacks like the last

week's ambush of a CRPF convoy in the

Valley could see an upward trend in the

coming months.

A total of four terrorists were killed by

the security forces as part of their

retaliatory action after the strikes during

the said period, the report said.

The Border Security Force lost two of

its men when militants targeted their bus

in Udhampur district in August last year

followed by a similar assault on a CRPF

contingent in Bijbehara where 5

personnel got injured.

The militants targeted a Central Reserve

Police Force convoy at Pampore in

February this year killing 2 men of the

paramilitary and injuring eight others.

Similarly, on June 3, militants

ambushed a BSF party in Bijbehara in

Anantnag district when they were on a

routine movement killing three troopers.

Nine BSF men were injured in this

attack. On June 13, a lone militant

targeted a security force picket in Karal

nullah area of Udhampur district.

Prompt response from the CRPF troops

neutralised him but not before he had

killed three people including a civilian.

The last in the series was the attack on

the CRPF bus in Pampore on June 25

where two terrorists killed eight

personnel and injured 22.

Meanwhile, security forces have now

decided to "tweak" their standard

operating procedures in the wake of

these incidents, with the CRPF

declaring that they will provide an

enhanced bullet-proof security cover to

its men travelling in convoys.

ministries work in

tandem, which was not

the case during the

previous regime.

"We work as a team.

Foreign Ministry, Prime

Minister`s officer,

Commerce Ministry,

Finance Ministry, defence

minister, everyone works

as a team, not as separate

pieces. The impact that is

now visible is not just

because of Modi, it is

because of the team.

All teams work in a

particular direction," PM

Modi said.

"That is why the impact is

seen, earlier these teams

were splintered. We have

seen instances where the

party would give a

statement, the prime

minister would say

something else, party

leaders would say

something else. This

disunity has had a

negative impact.

Thirdly, we also need to

understand that earlier the

world was bi polar.

Foreign policy would be

centered around two super

powers.

India was a little late in

realizing that this bi polar

situation was for

Islamabad: Soundingskeptical about progresstowards normalisation ofrelations with India, Adviserto Pakistan Prime MinisterNawaz Sharif on ForeignAffairs Sartaj Aziz called formanaging the situation betterso that tensions don`t grow."Their narrative hasremained unchanged. They(India) do not want to give uscredit [for our actions againstterrorism] and keep anexcuse for not startingdialogue," the Dawn quotedhim, as saying at a foreignpolicy briefing session heldfor journalists yesterday.Aziz asserted that theproblem was that New Delhiwanted normalisation on itsterms which was notacceptable for Islamabad.Stating that his country willnot back from its principledstance on talks with India, hesaid that Pakistan has beeninsisting that talks should beheld on a whole range ofeight issues identified for

bilateral dialogue but, Indiawants an exclusive focus onterrorism."If no major improvementtakes place, we shouldmanage the situation and ourminimum objective shouldbe to prevent tensions fromgrowing," he added.Aziz wasn`t very hopefulabout progress in the Afghanreconciliation process."Prospects of the [Afghan]peace process are not good. Itwould all now depend on theground situation inAfghanistan," Aziz said.He was of the view thatelimination of Taliban chiefMullah Akhtar Mansour in aUS drone attack last monthsabotaged the peacedialogue."How can his successor nowbe asked to join the peaceprocess?" he questionedadding that there had been nosignal from the Taliban as yetto suggest that they werepreparing to move in thisdirection. Aziz noted that

there were divisions withinAfghanistan about engaginga peace process with theTaliban and lack of clarityabout how Kabul wanted totake the initiative forward. He said that Islamabad couldnot take full responsibilityfor bringing the Taliban tothe table, but could use"whatsoever influence" ithad to facilitate the process.Regarding the repeatedallegation by Kabul andWashington of notadequately acting against theAfghan Haqqani network`salleged sanctuaries inPakistan, Aziz pressed thatthere was no difference ofobjective and it was rather amatter of sequencing andtiming.Regarding the border issuewith Afghanistan he said,"Border management is animmediate need. That is ourpriority. Moreover, border isnot an issue for us, which wewould like to negotiate," heemphasised.

Mumbai: Expressingsurprise over the RashtriyaSwayamsevak Sangh (RSS)hosting grand Iftar parties, the Shiv Sena asserted thatthe right wing organisationwas getting confusedregarding their ideologies onthe formation of a Hindunation."This is very surprisingbecause the RSS havealways spoken about theformation of a Hindu nationand such Iftar parties whenthey are organised byCongress or other parties, they have always condemned

it and now it is the RSS whoare organising such parties,"Shiv Sena leader ManishaKayande told the media.Asserting that somewherethis seemed to be`appeasement` of Muslimswhich they werecondemning till now,Kayande added that the RSShave completely deviatedfrom their original thinking."On the one hand, they talkabout ghar wapasi and on theother, they are organisingIftar. He led India ata crucial time & hisleadership was both notable& vital,"Prime MinisterModi tweeted.Narasimha Rao served asthe prime minister from1991 to 1996. Hisascendancy to the primeministership was politicallysignificant as he was thefirst holder of this officefrom non-Hindi-speakingsouth India. It was not long backwhen Army lost three ofits elite special forces

personnel including twoofficers and now CRPF(Central Reserve PoliceForce) have lost eightpolicemen in an ambush atPampore. Both the attackswere launched on convoysand suggest that somewheresomething is not right.Terrorists are targetingadministrative convoys androutine administrativemovements. There are three questionsthat need answers, is itintelligence failure, is theSOP not being followedespecially the ROP drills(Road Opening) and finallyis there weakness in training/ junior leadership? There are three questionsthat need answers, is itintelligence failure, is theSOP (Standard OperatingProcedures) not beingfollowed especially the ROPdrills (Road Opening) andfinally is there weakness intraining/ junior leadership?Failure of any of the abovecould lead to avoidablesetbacks. There is a need totake a relook at the currentmodel of CI/CT (CounterInsurgency/CounterTerrorism) grid in J&K.J&K has a multitude ofsecurity forces each with itsindependent logistics chainresulting in uncontrolledand uncoordinatedmovements on a daily basis. There is no single agencythat is exercisingoperational andadministrative control overall the forces deployed inJ&K, because Army andRashtriya Rifles are underMOD (Ministry ofDefence); CAPF (CentralArmed Police Force) under

MHA (Ministry of HomeAffairs) and IRB (IndiaReserve Battalion), StateArmed Police and HomeGuards under stategovernment. Multipleagencies operating inKashmir Valley givesoptions to terrorists to strikeat will. Almost every forceis out on roads foradministrative duties or foroperational movement. Withso many forces operatingindependent of each other isan ideal example how NOTto fight a proxy war/counterinsurgency operations. There is a unified commandheaded by State ChiefMinister but this unifiedcommand has failed tonominate single overallforce commander, as aresult there is negligentabsence of administrative oroperational synergy onground. Ideally there shouldbe a single commanderheading a UnifiedHeadquarters and allagencies must work underthat command structure. Allforces should haveintegrated logistics thusavoiding multiplemovements. The normal tendency is thatwhenever there is anyoperation all security forcesrush to the spot and most ofthem remain as spectatorand add to the confusion.Fragmented approach isonly helping the terroristsand not the state.Wars can'tbe fought under collectiveleadership; it is a bad ideato pursue. Instead ofachieving desirable successthe current model of CI/CTadopted for J&K is mostinefficient. CAPF leadershipthat controls the operationson ground is brought infrom top with minimalexperience at tactical levelor even at a higher level.Due to the turf war the IPSled CAPF do not even wishto train under Army orRashtriya Rifles, the forcesthat has far greaterexperience with CI/CToperations.Due to the turf war the IPSled CAPF do not even wishto train under Army or

Rashtriya Rifles, the forcesthat has far greaterexperience with CI/CToperations. CAPF higherleadership is inept inleading from the front sincethey have no experience inmarshaling troops in suchsituations. As a resultsuccess in operations isdemanded from juniorleaders without higherleadership able to createconditions for success.US Army faced thepredicament of mountingcasualties, collateral damage(that antagonized the publicat large) and CI/CToperations not going in rightdirection in Iraq andAfghanistan. Strategicthinkers and expert felt thatthere is a need to set theparadox ofcounterinsurgencyoperations right. MichaelSchwartz, Professor ofSociology and FacultyDirector College of GlobalStudies at Stony BrookUniversityafter havingcarried out empirical studyof major reversals atoperational and tacticallevel in conflict zone cameto the conclusion that:-o More You Protect YourForce, the Less Secure YouAre. If the focus is toprotect own force, thecounterinsurgency forceloses contact with thepopulation. Success of CIforce lies in engagementwith the public than toisolate from the masses.Engagement with the publicis reducing especially theyouth. Objective of securityforces should be to protectpublic and national interestsrather than protection ofself.o Tactical SuccessGuarantees Nothing. Thereis a need to understand thata tactical success is not ascale of victory in CI/CToperations. It does not evenguarantee that no attack onsecurity forces will takeplace in near future. Everysuccessful operation bysecurity forces makesinsurgents or terrorist moreskilled and forces them notto repeat the mistakes

committed by theircomrades. The focus on killis irrelevant ifcounterinsurgencyoperations fail to modify theperception of the people.More force you use more iscollateral damage and moreinsurgents you create.Instead security forcesshould use less force in aninnovative manner withhigher degree of risk.o If a Tactic Works ThisWeek, It Will Not WorkNext Week; If It Works inone province, It Will NotWork in another.Counterinsurgencyoperations succeed only ifthe routine is broken, surprise is maintained andtactics is dynamic in nature.Anything that is notinnovative or new will notyield result. In additionwhatever is suitable forvalley may not be suitablein Jammu Poonch area.o Use Less Force andAccept More Risk inCounterinsurgencyOperations to Succeed.More force you use more iscollateral damage and moreinsurgents you create.Instead security forcesshould use less force in aninnovative manner withhigher degree of risk.Chances of success arehigher and casualties will berelatively less. It will keepterrorists on the run andgive an impression ofsecurity forces being omni-present.General Raj Shukla said thatthe concept of "Shape, clear, hold and consolidate" is themodel Indian Army haspracticed for more than sixdecades in North East andJ&K. Raj further states thatIndian Army is the onlyArmy in the world thatpractices "Doctrine ofRestrain" and it has adesired impact on success ofcounter insurgencyoperations. Whereas theother nations are verykeenly studying the IndianModels but there isreluctance on the part ofCAPF to adopt thesestrategies and tacticalnuances. The Unified

Command is the only wayahead but the turf warbetween MOD and MHAprimarily betweenbureaucracy is harming thelarger national interests.Praveen Swami in his tweethighlighted a verysignificant fact that, "Indiais the only country wherelessons on a lethal ambushwill be drawn bybureaucrats (IAS officers)with zero domaincompetence". Whereasworld over the practice isthat views and opinions aresolicited from domainexperts.US Army continuouslyengaged with the domainexpert's world over whileoperating in Afghanistanand Iraq. US Armydelegations interacted withIndian Army on regularbasis to iron out the conceptof operations of fightingterrorism and insurgency inAfghanistan. They studiedIndian model of peoplefriendly operations to greatextent and the concept of"Shape, Clear, Hold andconsolidate" has emergedout of Indian experience.Anthony Cordesmanformalized this concept inhis paper "Shape, Clear,Hold, and Build: TheUncertain Lessons of theAfghan & Iraq Wars". Notthat US was successful inachieving decisive victorybut managed to containinsurgency and terrorism forAfghan government tofunction. But all agenciesoperating on ground mustintrospect and rethink theirstrategy to avoid suchtactical reversals.Time has come to take ahard look at the commandstructure of CI/CT in J&K.Accountability for avoidablecasualties needs to be fixedand failure of intelligenceshould be dealt severely.Tactical reversal gives a senseof winning to terrorists, because they see victory innumber of body bags they

send home. Success againstterrorists is elimination ofterrorists without collateraldamage. William F Owensays, that, "if a force is skilledin fighting counter insurgencyoperations, then killinginsurgents does not place thepopulation at risk, andchances of success are morethan any other action".Time has come to take a hardlook at the commandstructure of CI/CT in J&K.Accountability for avoidablecasualties needs to be fixedand failure of intelligenceshould be dealt severely.Generic information has novalue in CI/CT since it isavailable at bus stops and teashops. Intelligence agenciesmust be made to work hard togain actionable intelligence.Success of operations isdirectly dependent on qualityof precise intelligence. Indianintelligence agencies are yetto execute operations acrossLC (Line of Control) toeliminate terrorists in theirlaunch pads or before theyinfiltrate into Indian Territory.Responsibility ofcounterinsurgency or counterterrorism should be ideallygiven to the ArmyCommander NorthernCommand with furtherdelegation to the CorpsCommanders at Srinagar andNagrota . Integrated logistics, coordinated operations andintelligence sharing on minuteto minute basis isvital.Intelligence agenciesshould be accountable to thecommanders on groundinstead of bosses in Delhi.Conflict in J&K should behandled by one ministryinstead of two separateministries handling J&K.Because both the ministrieshave different outlooktowards the problem of J&K.Delay in restructuring theCI/CT grid will push J&Kinto bigger turmoil and ifcurrent model remainsunchanged Palestinisation ofKashmir is not far.

Omar'serodingacceptabilityThe dreadful terror attack on the CRPF

convoy by the militants, wherein eightCRPF men were killed and over two dozen

others critically injured at Pampore in Kashmir, was followed by the Chief Minister MehboobaMufti’s “…I feel ashamed as a Muslim that suchan incident happened during Ramzan that isobserved for piety and penance..” remark. Theones with sane and secular mindset in JammuKashmir took a positive connotation of the remarkand lauded the Mehbooba for calling a spade aspade. The reactions of the National Conference leadersled by former Chief Minister, Mr. Omar Abdullahwas irresponsible and unbecoming of broadlyacceptable leader. NC tried a communal swing bygoing all guns blazing on the Chief Minister’sremarks by calling it shameful to link terrorism toIslam. The National Conference leaders condemned theChief Minister’s submission by measuring it totheir own dimwits or as they had been doing sincethe day this political party was formed. This couldbe endorsed by the fact that the mere existence ofthe so called Jammu Kashmir-Conundrum linksback to the times of Sheikh Abdullah’segotistically selfish twitches to suit his fancies. The National Conference’s ‘pseudo’ secular or‘selectively’ secular cover has been blown in thepast more than a few times now, especially fromthe horse’s mouth. Omar Abdullah’s relentlessand hyper remarks that “He is a Muslim first…” atthe floor of Parliament really exposed his mindsetand his opting for being identified as a leader ofKashmiri Muslims only during the Shri AmarnathShrine row and the agitation that followed in 2008.His sectarian remarks stunned one and all in thecountry and more particularly in Jammu regionamidst shameless thumping of desks by theCongress, Leftists, JD (U), Samajwadi Party etc.who always believed to appease Kashmir centricviewpoint. It was gruesome to be coming out of aleader of his stature who was assigned a great jobby Atal Bihari Vajpayee to be his Minister of Statefor India’s Foreign Affairs. But Omar Abdullah lost all legitimacy to reclaim asecular image thereafter. It is only the flawedlimitation of more number of Assembly seats inKashmir over the legitimate claim of Jammuregion, that is bigger and larger in terms ofgeographical and remote area, population withless developed communication infrastructure etc.,which always tilts political weight in favour ofKashmir politician to head the government.Jammu political main stream always plays secondfiddle to Kashmir. One can easily find out the secular and communalcredentials of polity on both sides of Pir Panchal.People of Jammu soon forgot the sectarianaerobics of Omar Abdullah and his NationalConference to an extent that they even voted forthis Pro-Kashmir party in Hindu dominatedbastions of Nagrota and Bishnah, not carried awayby Omar’s petty acts. Meaning, the people ofJammu were more secular in their approach tohave chosen NC candidates in Hindu dominatedJammu. Earlier, the people of Jammu region hadbeen showing similar electoral responses in favourof National Conference in other constituencies. Onthe narrow political plane of Jammu Kashmir, inthe last elections, the Jammu voters of Bishnahand Nagrota Constituency gave mandate toNational Conference leaders entrusting them forvoicing their concerns. The voters in Bishnah andNagrota must be hiding their face for electingnominees of NC who has been taking parochialstands on the issues like - temple desecration, demanding registering of cases against Jammuyouth who protested against the desecration, supporting lifting of PSA on the particularmiscreant who desecrated the place of worship bydeclaring him lunatic before any medical reportand above all by drawing comparisons Jammuversus Kashmir on many occasions.Given the current and the past trends, the NCleaders’ performance for the cause of Jammu hasremained murkier in the Assembly.Attributing communal overtones to the ChiefMinister’s metaphorical and emotional statement, while paying tributes and laying wreath on themortal remains of the martyred CRPF soldiers, was bad politics and a cheap shot by OmarAbdullah and his party. How he forgot Dr. Farooq Abdullah’s statementduring JK Assembly election campaign that ‘thosewho will vote for BJP will be drowned …..” thatevoked sharp reaction across the country. It wasOmar’s lieutenant, Devinder Singh Rana who tookrefuge under the phrase on the TV channels, ‘thiswas simply a metaphor, and Dr. Abdullah did notmean it.”

Pampore Ambush: Paradox of Counterinsurgency Operations

When itc o m e st o

c o r r e s p o n d i n gaction, the NDA

government's movesleave much to be desired.

The Narendra Modi government issued"strong" statements warning Pakistan of"befitting reply" after terror-group Lashkar-e-Taiba ambushed a bus ferrying 40 CRPFpersonnel on the Srinagar-Jammu highwayon Saturday, killing eight and seriouslyinjuring 22 of them. But have we not beenhearing such "strong" statements for toolong now? Unfortunately, the people are stillawaiting any "befitting reply".The bus full of CRPF soldiers was returningto Srinagar after a routine firing exercisewhen it was laid siege by two terroristsarmed with hand grenades and AK 47s.Defence minister said he "doubted if theSOP (standard operating procedure) wasfollowed properly". On his part, Unionhome minister Rajnath Singh sent acommittee to Pampore to look into anylapses in the handling of the terror attack. The two senior ministers of the NarendraModi government, who also are part of thekey Cabinet Committee on Security (CCS),once again issued stern warnings which wehave been hearing for a long time butwithout any matching action.Singh said, "We won't fire first but ifPakistan fires then we won't keep an accountof our bullets," and added that theneighbouring country was trying todestabilise India.Parrikar called the attack "as an act offrustration on the part of the terrorists andreiterated that the government wouldstrongly deal with such cases. "In the last

one month, over 25 terrorists have beenkilled by security personnel in Jammu andKashmir. It is an act of frustration on their(terrorists') part to show that they still holdpower," he said. The defence minister made anotherstatement which may court controversy. Hesaid, "I told jawans that I respect martyrdombut you are trained to kill the enemy, not todie."The Narendra Modi government issued"strong" statements warning Pakistan of"befitting reply" after terror-group Lashkar-e-Taiba ambushed a bus ferrying 40 CRPFpersonnel on the Srinagar-Jammu highwayon Saturday, killing eight and seriouslyinjuring 22 of them. Hesaid, "I told jawans that I respect martyrdombut you are trained to kill the enemy, not todie."The statement gives the impression that thejawans so far had been asked not to kill butto die - the opposite of the famous patrioticsong "Sur kataa sakte hain lekin, sur jhukaasakte nahin, apni azaadi ko hum hargiz mitasakte nahin" from the 1964 Hindi filmLeader.Anyways, after these statements, will we seea tactical change in the position of oursecurity forces vis-a-vis the terrorists? Willwe see the security forces adopt anaggressive posture, killing more terroristsinstead of proving to be sitting ducks forthem? We would have been very happy if thishappens. However, this unfortunately isunlikely to happen. Because we have beenhearing this even before the 2014 Lok Sabhaelections were held.It seems the BJP government speaks in twovoices - one when it is in the opposition andthe other when it is in power. As Gujarat chief minister then, Modi wouldslam then prime minister Manmohan Singhfor having a soft corner for Pakistan. Hespoke of giving a befitting reply to Pakistan-sponsored cross-border terrorism. He hadalso claimed that he would bring backunderworld don Dawood Ibrahim fromPakistan if he became prime minister.External affairs minister Sushma Swaraj, asthe then leader of opposition in the LokSabha, had made the famous statement onthe occasion of severing of head of soldierHemraj by Pakistani security forces. "If his

(Hemraj's) head could not be brought back(from Pakistan), we should get at least tenheads from there side," she had said aftervisiting Hemraj's family in January 2013.Rajnath Singh and Union road transport andhighways minister Nitin Gadkari, who wasthe then BJP president, had accompaniedher.Incumbent BJP president Amit Shah hasalso been warning Pakistan of a "befittingreply" to the repeated ceasefire violations inJammu and Kashmir by Pakistan. "Homeminister Rajnath Singh has clearly said thatif Pakistan resorts to firing, we willdefinitely give a befitting reply to them,"Shah said in August 2014 soon after takingthe chair. However, when it comes to correspondingaction either against terror or Pakistan, theBJP-led NDA government's moves leavemuch to be desired. Several incidents ofterror have taken place in the KashmirValley itself since Modi came to power. In May, terrorists shot dead three Indianpolicemen at point-blank range. In February, they attacked a bus carrying a police partynear Srinagar, before breaking into atraining institute. On January 2, Pakistani terrorists attackedPathankot Air Force base killing six IndianAir Force personnel, injuring eight. NationalSecurity Guard's Lt Col Niranjan was alsomartyred in the deadly attack. It is time the Modi government walked thetalk or stopped talking of "befitting reply". Itwill earn the support of the people if theIndian security forces mount a counterattack on terror and teach Pakistan a lesson. In the absence of one such act, thegovernment now stands the risk of losingcredibility.

New Delhi: Efforts toconsolidate 27 public sectorbanks into 8-10 large lenderscreate risks that could offsetpotential long-term benefitsin the current weak economicenvironment, Moody'sInvestors Service saidTuesday.Moody's said India's bankingsystem has witnessed anincrease in non-performingassets (NPAs) since 2012,with many public sectorbanks (PSBs) havingsuffered significantdeterioration inbalancesheets asdemonstrated by their assetquality metrics andcapitalisation profile."As a result, no PSBcurrently has the financialstrength to assume aconsolidator role withoutleading to questionsregarding its own creditstanding, post-merger," itsaid in a report titled 'Banks -- India: Consolidation ofPublic Sector Banks WillFace Challenges UnderCurrent Conditions'.Its hypothetical analysis ofacquisition of a weak bank

by several larger PSBs in thesystem pointed to a likelysignificant deterioration incredit metrics for thesurviving entity, whichunderscored the current

broad weakness in thesystem's balancesheet."Adding to this financialpressure, all listed PSBs arenow trading at a significantdiscount to their book value. This limits their ability toattract external capital tosupport potential acquisitionsas doing so will be dilutive tocurrent shareholders, particularly the Indiangovernment," it said."Therefore, we believe thatgovernment support will be a

crucial driver of the creditoutcome in potentialmergers, particularly in theform of equity capital, whichwill be required to shore upbuffers of the acquiring bank

before a merger is complete."Moody's also expectedstrong challenges to comefrom employee unions whowould react negatively to theprospective loss of jobs."The risk is the governmentand bank management wouldyield to these reactions andmaintain the status quo, thuslimiting the ability of thebanks to extract meaningfulsynergies even ifconsolidation proceeds in asuperficial sense," it said.

Serena Williams complete hard

fought win over Amra SadikovicLondon, Jun 28

Defending champion

Serena Williams

stuttered to a low-key

and error-strewn 6-2

6-4 first-round victory

over Swiss qualifier

Amra Sadikovic on

Tuesday.

Looking ill-at-ease, as

though her quest for

an elusive 22nd grand

slam title was weighing heavily on her shoulders,

Williams struggled with her serve and sprayed balls

wide on both sides of the court. She served three

double faults in the fifth game of the first set.

It was Williams’s first match since she lost the French

Open final to Garbine Muguruza this month and the

American should have had few problems against

Macedonian-born Sadikovic, ranked 148th in the world

and with little main tour experience.

By turns urging herself on and telling herself off,

Williams eventually secured match point when her

opponent just missed a lob and sealed victory after

challenging a wrong call when her shot landed on the

far baseline.

Improved fitness has made me healthy

and also a better fielder: Virat Kohli

New Delhi, Jun 28

India’s Test captain Virat Kohli says his whole

outlook towards fitness changed after IPL 2012 and a

healthier body has not only made him a better

batsman but also an improved fielder.

Kohli is arguably the fittest Indian cricketer and as

captain, he expects his teammates to cut no corners

on their physical well-being.

At an event here today, Kohli recalled how he started

paying more attention to his fitness.

“It was after the IPL in 2012. Till then I did not focus

much on the physical aspect. I never got into the

minute details of fitness, things like what I need to eat

from morning to night, how much I need to work out,

how much I need to train. After that IPL, I started

listening to my body,” said Kohli, whose next

challenge is the tour of the West Indies starting next

month. The batting star said with his supreme fitness

levels, he feels he can do anything on the field.

Dubai, Jun 28

India mantained its number three

position in the recently released

MRF Tyres ICC ODI Team

Rankings which is being headed by

world champions Australia. With

110 rating points in its kitty, India

are placed below Australia (123)

and second-placed New Zealand

(113).

Australia has retained its number-

one ranking following its 58-run

victory over the West Indies in the

final of the tri-series in Barbados

today, but South Africa has dropped

behind India in fourth place after it

failed to reach the summit clash.

South Africa’s three loses and one

no-result has meant it has dropped

two points to join India on 110

points, but behind Mahendra Singh

Dhoni’s side when the points are

calculated beyond the decimal

point.

The biggest gainer from the tri-

series is the West Indies, which has

retained its seventh ranking but

more importantly it has gained six

points to open up a seven-point

advantage over eighth-ranked

Pakistan.

If this is read in the context that

England plus seven highest-ranked

sides on the MRF Tyres ICC ODI

Team Rankings as on 30 September

2017 will qualify directly for the

ICC Cricket World Cup 2019, then

this is a significant improvement.

Sri Lanka and England, which are

in the midst of their ODI series,

have also swapped places after

three matches with England moving

ahead of Sri Lanka.

The first game had ended in a

thrilling tie, England won the

second match by 10 wickets, while

the third was abandoned due to

rain. The final two matches of the

series will be played on 29 June and

2 July, which means England has an

opportunity to strengthen its fifth

position while Sri Lanka has a

chance to regain its fifth spot.

Jason Day pulled out of the

Olympics on Tuesday

because of the Zika virus,

costing golf its No. 1 player

as it returns from a century-

long absence at the games.

The sport has lost two of its

biggest stars in the last week,

adding to the perception that

the Olympics are not a high

priority. Rory McIlroy, a

four-time major champion,

also said Zika will keep from

competing in Rio de Janeiro.

“The sole reason for my

decision is my concerns

about the possible

transmission of the Zika

virus and the potential risks

that it may present to my

wife’s future pregnancies

and to future members of our

family,” Day said in a

statement. “I have always

placed my family in front of

everything else in my life.”

Day and his wife, Ellie, had

their second child in

November, and he has said

they want more children.

The 28-year-old Australian

is the fifth golfer and one of

the most prominent athletes

to specifically cite Zika for

not going to Rio. The others

are McIlroy, Charl

Rio de Janeiro’s acting

governor warned Monday

that the Olympic Games

could be a “big failure,”

because of budget shortfalls

that threaten to compromise

security and mobility during

the games.

In an interview with Rio’s O

Globo daily, Francisco

Dornelles said the state is

still awaiting a 2.9 billion

Brazilian real ($860 million)

payout from the federal

government aimed at shoring

up state coffers ahead of the

August 5-21 event. The

funds were allocated last

week but have not yet

reached the state, and

Dornelles warned that

without them, police patrols

may grind to a halt by the

end of the week, for lack of

gas money.

“How are people going to

feel protected in a city

without security,” Dornelles

was quoted as asking.

“I’m optimistic about the

games, but I have to show

reality,” he said. “We can

have a great Olympics, but if

some steps aren’t taken, it

can be a big failure.”

Rio has been particularly

hard-hit by the recession

besetting Brazil, which saw

the economy shrink by

around 4 percent last year

and joblessness spike. The

state is highly reliant on

sinking oil royalties, and

prior governments awarded

billions in tax exemptions

that resulted in near-empty

coffers.

Another worrying issue for

Dornelles is the metro line

that was meant to ferry

tourists to the main Olympic

venue in the far-western Rio

area of Barra da Tijuca.

Promised for late last year,

the metro is still not ready. A

nearly 1 billion real ($290

million) federal loan aimed

at finishing the project has

also not yet been released.

“I’ve said that without

security and without the

metro there will be

difficulties,” Dornelles was

quoted as saying.

He also called the situation in

the state’s health care system

“calamitous,” and said the

policy of deferring or paying

state workers’ salaries in

installments “is a form of

slave labor.”

Formerly Rio’s vice

governor, 81-year-old

Dornelles was thrust into the

hot seat after Rio Governor

Luiz Fernando Pezao was

diagnosed with non-

Hodgkin’s lymphoma and

took medical leave earlier

this year.

“Since there aren't enough

Staff are walking out for the

second time in two weeks to

Unions have called repeated

China said on Tuesday US

pop star Lady Gaga's

meeting with exiled Tibetan

spiritual leader the Dalai

Lama had unleashed

"anger" in the country, as

internet users criticised her

for meeting a man China

condemns as a separatist.

The barrage of angry and

critical comments came

after the singer posted

several photos of herself

with the Dalai Lama on

Sunday at the US

Conference of Mayors in

the US city of Indianapolis

on her Twitter and

Instagram accounts.

Lady Gaga, known for

songs such as "Bad

Romance" and "Born This

Way", chatted with the

Dalai Lama on topics

including generosity to the

poor and mental health,

according to video of the

event.

China considers the Dalai

Lama, who fled Tibet into

exile in India in 1959 after a

failed uprising against

Chinese rule, to be a

dangerous "splittist", or

separatist. The Dalai Lama

says he only wants genuine

autonomy for his remote

homeland.

"There is a broad consensus

internationally about what

kind of person the Dalai

Lama is and what he does

internationally," Chinese

Foreign Ministry spokesman

Hong Lei told a regular

briefing.

"After the relevant incident

happened, if you look at

comments on the Chinese

Internet, their anger has

welled up," he added,

referring to Lady Gaga's

meeting.

Lady Gaga has not

remarked on the blowback

from Chinese internet users

on her social media

accounts. Reuters could not

immediately reach a

representative for comment.

Lady Gaga is popular with

many young Chinese but

has never held a concert in

mainland China, though she

has in the Chinese territories

of Hong Kong and Macau.

"Lady Gaga, you're never

coming back to China,"

wrote one user on China's

Twitter-like Sina Weibo

microblog.

Other comments were less

polite, using obscene

language or cursing the pop

star.

Such meetings with the

Dalai Lama often get

foreign artists put on

blacklists in China.

The Ministry of Culture,

which regulates the

activities of foreign artists in

China, did not respond to

calls for comment.

‘Nationalists’ in India are yet

to develop a mindset

befitting the citizenry of a

‘major power’, says China’s

state-run "Global Times."

At least 10 countries

opposed India’s bid to join

the Nuclear Suppliers Group

(NSG), an editorial in

China’s state-run "Global

Times" on Tuesday said. It

rejected accusations in India

that Beijing was solely

responsible for quashing

New Delhi’s bid to join the

48-member nuclear club.

“The NSG had a plenary

meeting in Seoul last week,

and all members participated

in a special conference on

Thursday evening about the

accession of non-

participants of the Nuclear

Non-Proliferation Treaty

(NPT) into the NSG. At least

10 countries, including

China, opposed their bid,”

said the edit.

The daily stressed that lack

of India’s membership of the

NPT — the cornerstone of

NSG membership — was

the chief obstacle in New

Delhi’s path to becoming a

member of the nuclear club.

“Since its foundation in

1975, all NSG members

shall be NPT signatories.

This has become the primary

principle of the organisation.

Now India wants to be the

first exception to join the

NSG without signing the

NPT. It is morally legitimate

for China and other

members to upset India's

proposal in defense of

principles,” it said.

The write-up attributed

mainstream India’s sharp

reaction to the rejection of

New Delhi’s membership

application in Seoul to the

sustained “adulation” of

India by the western powers.

It said, “Recent years have

seen the Western world

giving too many thumbs up

to India, but thumbs down to

China. India is spoiled.

Although the South Asian

country's GDP accounts for

only 20 per cent of that of

China, it is still a golden boy

in the eyes of the West,

having a competitive edge

and more potential

compared to China. The

international ‘adulation’ of

India makes the country a bit

smug in international

affairs.”

‘The U.S. is not the whole

world’

It observed that India had

“ignored” that the United

States, which has supported

New Delhi NSG bid, was

not in a position to

commandeer the global

agenda. “[The] U.S. backing

adds the biggest impetus to

India's ambition. By cozying

up to India, Washington's

India policy actually serves

the purpose of containing

China.”

Highlighting the limitations

of Washington’s powers, the

daily said: “The U.S. is not

the whole world. Its

endorsement does not mean

India has won the backing of

the world. This basic fact,

however, has been ignored

by India”.

The editorial made two

additional points. First it

stressed that “nationalists” in

India were yet to develop a

mindset befitting the

citizenry of a “major

power.”

“Some Indians are too self-

centred and self-righteous.

On the contrary, the Indian

government behaves

decently and is willing to

communicate. Throwing a

tantrum won't be an option

for New Delhi. India's

nationalists should learn

how to behave themselves.

Now that they wish their

country could be a major

power, they should know

how major powers play their

games,” it said.

Second, the write-up

contrasted the response by a

section of people in India to

the popular reaction in

China, to Beijing’s inability

to become a member of the

Missile Technology Control

Regime. “On Monday, the

Missile Technology Control

Regime absorbed India as a

new member, and denied

China's access. The news

didn't even make a ripple

among the Chinese public.

The Chinese have become

more mature in dealing with

these setbacks caused by

international relations.”

The station would have

several automated

research facilities to

detect the changes in

glaciers, and glacial melt-

water.

Glaciologists are studying

Himalayan glaciers to

understand the impacts of

climate change in the polar

climate and its connection to

the Indian monsoon.

A team of glaciologists from

the National Centre for

Antarctic and Ocean

Research, Goa, led by

Paramanand Sharma, has

already scaled over 4,500

metre to set up a research

station on the icy terrain.

The station would have

several automated research

facilities to detect the

changes in glaciers, and

glacial melt-water.

The scientists will be

looking into various aspects

of climate change and the

present status and future

stability of glaciers from the

Himalayas. Scientists will

be undertaking an integrated

study on the health and fate

of benchmark glaciers from

the Chandra basin (part of

the Indus river basin) in

Lahaul-Spiti valley,

Himachal Pradesh, Western

Himalaya, he explained.

The newly established

station would be one of the

few high-altitude research

facilities in the Himalayas

that would help the

scientists to study the region

throughout the year. The

inclement and challenging

weather with extreme cold

and windy conditions and

the low availability of

oxygen at the dizzy altitudes

make the task of the

scientists a challenging one,

explained Thamban Meloth,

the leader of the Cryosphere

and Climate project funded

by the Ministry of Earth

Sciences.

The “effects of global

warming is most perceptible

and amplified in the Polar

Regions — the Antarctic

and Arctic — and the

Himalaya. The ice sheets

and glaciers also act as

natural recorders of climate

variability and change,” he

said.

India has also been

attempting to learn more

about the climate change in

Antarctica and its linkages

to global and tropical

climate system and to look

into the evolution, current

dynamics and possible

future instability of selected

Antarctic ice shelves using

geophysical studies and

modelling.

The bio-geochemical cycling

within the glacial

ecosystems of Antarctic,

Arctic and Himalayan

region, the dynamics and

health of the Arctic glaciers,

the dynamics and response

of selected Himalayan

glaciers to climate and other

factors will also be studied.

The multidisciplinary project

has researchers from

glaciology, geology, biology,

physics, and chemistry that

helps in understanding the

cryospheric systems in a

holistic way.

Since the last decade, the

NCAOR has drilled several

ice cores in Antarctica, up to

a depth of 100 metre. These

cores represent the Antarctic

climate variability and

change during the past

several hundreds of years.

The Centre is also measuring

the carbon cycling in

Antarctic cryosphere as well

as the stability of ice shelves

in coastal Antarctica, in the

face of a warming climate,

he explained.

A station in Himalayas tostudy climate change

It is eight on a Sundaymorning. There is a coldbreeze and a slight

drizzle, as I move fromoutside the departure loungeof the KempegowdaInternational Airport andmake my way towards thebus bay, where KIAL-8 willferry passengers toElectronics City, one ofBengaluru’s IT nerve centres. The mood at the departurebay is rather buoyant, perhapsbecause it is Sunday morningand Monday blues is still aday away. The bus is yet toarrive and I wait on the metalseats, with a bunch of others, feeling a little like ForrestGump, albeit one who has runacross the country or madeintelligent observations aboutlife and a box of chocolates. When the bus arrives, it ishalf empty. A nervouspassenger comes up to thebus and hesitantly asks theconductor, “Sarajapur Roadintersection?” “Hogi (Getin)” says the conductor andhe thankfully does so. A childfiddling with the AC controlsis told off by the conductorwho firmly says, “We havenot switched on the air-conditioning. Do not fiddlewith the dials.” More peopleget in, some with huge bagsand backpacks, many withnew TV sets and electronics, most definitely havingindulged in some duty freeretail therapy. As the bus pulls away fromthe airport and the whirr ofthe air-conditioning starts, Istrike a conversation with arather hassled-looking ITprofessional, Dhruv Pandey, from Delhi. He is fiddling

with his laptop and connectsit to a dongle. “I have apresentation to finish bytomorrow. It will take me allday to finish. I hope the busreaches my place off Agara inan hour. I have beentravelling all of last week.”He adds, “I prefer airportbuses to taxis, since they arenot very expensive and do nottake much time either. Thebuses are air-conditioned andI can work in comfort.”The nervous guy turns out tobe Rakesh Kumar, a callcentre employee fromLucknow, who has come totry his luck in the siliconplateau. “Bahut suna hai kiBangalore mein Englishjanana bahut important hai.Kya aap koi English coachingcentres jaante ho? (I’ve heardthat it’s important to knowEnglish in Bangalore. Do youknow any coachingcentres?)” he asks as we whizpast the Airport highway, leaving Yelahanka behind. “Ihave never been further homethan Delhi. This is a new

experience for me,” he adds.In about 20 minutes, we reachthe Hebbal flyover and getstuck in our first traffic snarl.A truck has broken down onthe road and traffic is reducedto a crawl. One of my co-passengers jokes, “A trafficjam on a Sunday morning. Ittakes more time to reachhome from the airport than tofly from Mumbai toBengaluru,” which lifts ourgloomy spirits a bit.We pick up speed again, crossHennur Cross, Banaswadiand Ramamurthy Nagar andfind ourselves in the usualKR Puram traffic block.“I think they should renameKR Puram and Silk Boardsignals as jam centres. Onlywhen they finish the metroline to Whitefield will weclear this junction withoutany hassles,” quips architectHarkirat Jass. With a grin, sheadds, “Considering the paceof work, it might take another50 years to complete. I workin Manyata and stay inMarathalli. I spend an hour

everyday at KR Puram.”In the rear of the bus, SanjeevJayaswal and his family arevisibly excited about theirmaiden trip to South India. “Irun a garments business inJaipur. We are going toMysore and Hampi. We haveheard a lot about Bengaluruas the IT centre and want tovisit as many places here, especially the Lalbaghgardens. We are on our wayto a family friend’s house inHSR Layout now.”It is almost 9.30 a.m., as thebus inches past KR Puramand climbs theDoddanekundi Flyover.Saranya Prasad, an ITemployee nervously looks ather watch and says, “I have toreach my office in Marathalliby 10 for a launch. I hadassumed that traffic would belight today, but that does notseem to be the case.”

We don’t face any more

blocks and the bus picks up

speed again. A rather relived

Saranya manages to get down

by 9.45 at Marthahalli. A

group of young men clamber

into the bus, fresh from a

cricket session at a

neighbouring apartment

complex. “All of us stay in

Bomanahalli and our

apartment complexes do not

have big parks. We come to

this part of the city to play

cricket on weekend

mornings. With the buses

being available every 15

minutes, we prefer riding the

bus to coming by car. We get

to relax and enjoy the ride

rather than worrying about

the traffic. I think that the

BMTC should include more

buses on these routes.

The English language may

be one of the casualties of

Brexit as it emerged that no

state other than the UK has

registered it as a primary

language among the 28

countries within the

European Union.

English has been the top

choice for European Union

(EU) institutions but

Britain's vote to leave the

union last week could

trigger a ban on its use.

“We have a regulation where

every EU country has the

right to notify one official

language,” Danuta Hubner,

the Polish MEP or Member

of European Parliament who

heads the European

Parliament's constitutional

affairs committee, told a

press conference in Brussels

yesterday.

“The Irish have notified

Gaelic and the Maltese have

notified Maltese, so you

have only the UK notifying

English,” she said in

reference to the fact that

English is in everyday use in

member countries Ireland

and Malta.

Hubner said although

English was the "dominant

language" used by the EU

civil servants and MEPs, in

legal terms "if you do not

have the UK, you do not

have English", ‘The Times’

reported.

Regulations would have to

be changed to retain the

language, requiring a

unanimous vote from the

27 remaining states.

The EU has 24 official

languages but for daily

business, the European

Commission and council of

ministers use English,

French and German.

Although English is the

most popular foreign

language in all but five

European countries,

French politicians have led

calls since the Brexit vote

for an end to its

dominance.

However, the Germans are

wary of allowing the

French their way.

“We have a series of

member states that speak

English, and English is the

world language which we

all accept,” said German

EU commissioner Gunther

Oettinger, before joking

that if Scotland was to join

separately, it could apply

for English as their primary

language.

A Hindu reporter in

Pakistan's state-run news

agency has been barred

from drinking water in the

religion.

Sahib Khan Oad, a senior

reporter with Associated

been barred from drinking

water from the same glass

used by his Muslim

colleagues or sharing food

utensils, the Express

Oad, who hails from Dadu

this year.

The discriminatory attitude

started soon after Oad's

younger son Raj Kumar

everyone found out that he

was Hindu.

“Actually my name contains

the word 'Khan' so everyone

in the office initially thought

I was Muslim," the paper

quoted him as saying.

"The bureau chief asked me

to separate my drinking

water glass in the office

because some colleagues

had reservations," he

claimed.

Since the start of Ramazan,

Oad is not allowed to sit at

the same dining table at the

time of Iftaar and senior

colleagues have suggested

he bring his own plates and

glasses if he wants to eat in

the office, the paper said.

"I have now bought a

separate glass and plate for

the office," he said.

APP Karachi bureau chief

Parvez Aslam denied

making any such request.

"He was suffering from flu

so we suggested he arrange

a separate glass," he said.

Aslam pointed out that he

supported Oad when he was

transferred from Hyderabad

and called the

discrimination charges 'total

propaganda'.

"You can come to my office

and see how he eats Iftaar

with us," he said.

Meanwhile, APP managing

director Masood Malik said

that they have started

inquiry into the matter.

Addressing a joint pressconference here today Sr.vice president Sham LalSharma along with Chiefspokesperson RavinderSharma, Former Ministerand Vice President RamanBhalla and General secre-tary Vikram Malhotra havesaid that the state Govt. hasintroduced an amendmentbill to bring about drasticchanges in the entirePanchayat Raj system in theState which goes against thebasic spirit of 73rd amend-ment. The bill seeks to bringabout total change in thepattern of election to thePanchayats especially thatof Sarpanchs . The sarpanchis directly elected by thepopulation of the Panchayatunder the existing law. Theproposed law has providedfor indirect election ofsarpanch by the Panchs inthe Panchayat. This aims at manipulating

the elections to thePanchayat Raj bodies espe-cially that of Sarpanchs, bythe present Govt. This isstep in backward directionto dilute the authority ofelected Sarpanchs. It clearlyestablishes the intention ofthe present Govt. to dilutethe authority of grass institu-tion of democracy.Unfortunately, while inopposition both BJP andPDP were advocating for theempowerment of PRIs in thestate. Surprisingly now thePDP which talked of self-rule, is heading the Govt.and it want to weaken grassroot institutions of democra-cy. They expressed concernover the deteriorating secu-rity scenario in the valley

and elsewhere in the state inthe wake of ensuingAmarnath Yatra. They alsoquestioned BJP over the var-ious other controversialactions of the state Govt.and legislations includingPRC, as the party (BJP)always advocated theremoval of Article 370 andcitizenship rights to WestPakistan refugees, while inopposition. The overall con-clusion is that BJP hastotally surrendered on allissues for the sake of power. They described the Govt. astotal failure on all frontsincluding providing Ration, power, water and other basicnecessities to the people as aresult the public is facinggreat hardships .
