1. INTRODUCTION

Hon’ble National Green Tribunal Principal Bench New Delhi issued direction in OA

710/2017 Shailash Singh vs. Sheela Hospital & Trauma Centre and Shahjahanpur and ors. on

15/07/2019 & in OA No 360/2018 Shreenath Sharma vs. Union of India & ors. on 26/09/2019

to prepare District Environment Plan. In compliance of above order passed by Hon’ble NGT

on 26-09-2019, District Environmental Plan (DEP) was prepared and submitted to M.P.

Pollution Control Board Bhopal vide letter no. 3483 dated 04.12.2019. MPPCB Bhopal

submitted the Action Plan to CPCB along with the DEPs of other districts of M.P. Hon’ble

NGT passed following order on Date 29.01.2021:

“In view of above, having regard to the significance of the issue and inadequate

progress, we direct the Chief Secretaries of all the States/UTs to oversee and monitor

compliance by the concerned District Magistrates for preparing the requisite plans and

execute the plans already prepared. Further steps for preparation and execution of State

and National plans may also be taken in the interest of scientific and effective protection of

environment and public health.”

1.1 NGT Order dated 15.07.2019 in case no. OA 710/2017

"We find it necessary to add that in view of the Constitutional provisions under Articles

243 G, 243 W, 243 ZD read with Schedules 11 and 12 and Rule 15 of the Solid Waste

Management Rules, 2016, it is necessary to have a District Environment Plan to be operated

by District Committee ( as a part of District Planning Committee under Article 243 ZD) with

representatives from Panchayats, Local Bodies, Regional Officers, State PCB and a suitable

officer representing the administration, which may in turn be chaired and monitored by

District Magistrate. Such District Environment Plans and constitution of District Committees

be placed on the web site of District concerned. The monthly report of the monitoring by

District Magistrate may be furnished to the Chief Secretary and may be placed on the web site

of the District and kept on such websites for o period of one year. This may be made operative

from 1.08.2019. Compliance of this direction may also be seen by Chief Secretaries of the

States/UTs. This may not only comply with mandate of law but provide an institutional

mechanism for effective monitoring of environmental norms."

1.2 NGT Order dated 26.09.2019 in case no. OA 360/2018

"To facilitate such District Environment Plans, it will be appropriate that CPCB

prepares a Model/ Models and places the some on its website which may be adopted with

suitable changes as per local requirements for all Districts in the country and monitored by

Chief Secretaries with report to Tribunal in OA 606/2018.

The Department of Environment of all the States and Union Territories may collect

such District Environment Plans of their respective States and finalize the 'State Environment

Plan' covering the specific thematic areas referred in Para 7 including information as contained

in Para-8 and template of Model/ Models District Environment Plan provided by CPCB. The

action for preparation of State's Environmental Plan shall be monitored by the respective Chief

Secretaries of the States and Administration of UTs. Let this action be completed by 15.12.19

and compliance be reported to the Tribunal by 31.12.2019."

In this regard, Principal Secretary, Department of Environment & Chairman, M.P.

Pollution Control Board, Govt. of M.P. vide letter no. 781 dated 06.11.2019 wrote letter to all

the District Collectors to prepare District Environmental Plans by constituting District

Committee with representatives from Panchayats, Local Bodies, Regional Officers, State

PCB, various stakeholders and a suitable officer representing the administration, which may in

turn be chaired and monitored by the District Collector/District Magistrate.

As per the direction of Hon’ble NGT, Collector Chhatarpur constituted District

Committee comprising of following members to evolve and execute District Environmental

Plan.

1.0 District Profile

Chhatarpur was founded in 1785 and is named after the Bundela Rajput leader

Chhatrasal, the founder of Bundelkhand independence, and contains his cenotaph. The state

was ruled by his descendants until 1785. At that time the Ponwar clan of the Rajputs took

control of Chhatarpur. The state was guaranteed to Kunwar Sone Singh Ponwar in 1806 by the

British Raj. In 1854 Chhatarpur would have lapsed to the British government for want of direct

heirs under the doctrine of lapse, but was conferred on Jagat Raj as a special act of grace. The

Ponwar Rajas ruled a princely state with an area of 1,118 square miles (2,900 km2), and

population of 156,139 in 1901, which was part of the Bundelkhand agency of Central India.

In 1901 the town of Chhatarpur had a population of 10,029, a high school and

manufactured paper and coarse cutlery. The state also contained the British cantonment of

Nowgong.

After the independence of India in 1947, the Rajas of Chhatarpur acceded to India, and

Chhatarpur, together with the rest of Bundelkhand, became part of the Indian state of Vindhya

Pradesh. Vindhya Pradesh was later merged into the state of Madhya Pradesh in 1956.

Chhatarpur is a city and a municipality (Proposed municipal corporation with 49 wards)

in Chhatarpur district in the state of Madhya Pradesh, India. It is the administrative

headquarters of Chhatarpur District. Chhatarpur is located at 24.06° & 25.20°N 78.59° &

80.26°. It has an average elevation of 305 metres (1000 feet). It is located on the far north-east

border of Madhya Pradesh, sharing its borders with the Banda district of Uttar Pradesh. It is

133 km from Jhansi in Uttar Pradesh and 233 km from Gwalior in Madhya Pradesh.

Important Places of Chhatarpur

Khajuraho

Khajuraho is an ancient city known for magnificent temples and its intricate sculptures

located in the Chhatarpur district of Madhya Pradesh. Built in the medieval century by the

Chandela Dynasty, the UNESCO site of 'Khajuraho Group of Monuments' is famous for its

Nagara-Style architecture and graceful sculptures of nayikas and deities. The splendour of the

intricate statues is one of the reasons that makes it a popular site to visit among tourists.

Built between 950-1050 AD by the Chandela Dynasty, these temples represent various

forms like meditation, spiritual teachings, relationship, through stimulating art. The temples

are famous for its craftsmanship that consist of splendid demonstrations of fine sculptures and

exceptional architectural skill, making them one of the most stunning UNESCO World

Heritage Sites in India. These temples are divided into three groups: Eastern, Western and

Southern. Beautiful, detailed and expressive, the sculptures of the Khajuraho temples will

leave you in awe and wonder.

Dhubela

Maharaja Chhatrasal Museum is a museum located in an old palace at Dhubela, on

the Chhatarpur-Jhansi highway, in Chhatarpur District, Madhya Pradesh, India. This

museum was established in September, 1955 in a palace built by Chhatrasal for his

residence. Presently, the museum comprises 8 galleries, of which two galleries display

inscriptions, copper plates, Sati pillars, lingas and inscribed images of the Gupta and

Kalachuri period. The museum houses a wide range of sculptures of the Shakti cult. It has

also a significant collection of Jaina images. It also displays the garments, weapons and

paintings of the Bundela kings.

The Dhubela Museum is located at Dhubela on the Chhatarpur-Nowgaon highway, 15

km from Chhatarpur and 62 km from Khajuraho. This place can be reached from Khajuraho

by road.

Bhimkund

Bhimkund (also known as Neelkund) is a natural water tank and a holy place

in Madhya Pradesh, India. It is located near Bajna village in Chhatarpur district, Madhya

Pradesh. It is 77 km away from Chhatarpur by road in the Bundelkhand region. Bhimkund is a

natural water source and a holy place that dates from the era of the Mahabharata. The water of

the kund (tank) is so clean and transparent that one can clearly see fish swimming in the water.

The kund lies in a cave, about 3 metres from the mouth. To the left of the entrance is a

small Shivalinga. The pool is a deep indigo blue which contrasts with the red stone walls.

The roof of the cave has a small opening just above the kund; this is the place Bhim is

said to have hit with his gada. The pool is also known as Neel Kund (blue pool) and Narada

Kund (Njaya pool)

C. Natural Resources

Chhatarpur has a very rich land of minerals and natural resources. The district has

various minerals & ores like Iron-ore, Rock phosphate, Dispore/Pyrophyllite, Dolomite,

Quartz, Clay, Soapstone, Granite mine & diamond mine.

Water Bodies and Availability of Water Resources:

The district as a whole lies in the Yamuna sub-basin of the Ganga basin. On a localised

scale, there is a surface water divide running from South to North past Buxwaha,

Rajnagar, Chhatarpur and Lavkushnagar. The area to the East of this divide forming almost

70% of the district, is drained by the Ken and to the West by the Dhasan. The Ken is perennial

while the Dhasan has ephemeral tendency in the major part of its course. Most of the stream

traversing in the area has their courses in rocky terrain with almost no alluvium or very thin

sand cover even in their channels section, except along the Ken and Bharav where the

alluvium is comparatively thicker.

The streams in the area exhibit large variation in the drainage pattern. Whereas, the

drainage is uncontrolled in the granitic terrain, litho logically and structurally controlled

drainage is observed in the Vindhyaus, where the streams have calved out their courses in

strike alignment through the soft rock unit. Parallel to sub parallel drainage is seen on the dip

slope side of the Vindhyans and is especially well developed on the Rewa sandstones.

Drainage in the Bijawar is mainly lithologically controlled and the streams have their

courses through shales and limestone.

The Ken

The Ken flows to the north and Northeast along the eastern boundary of Chhatarpur

district.The Northern course of the liver has cut a deep gorge across the panna range of the

Vindhyan mountain. The river bed and the ban k expose massive sandstone and shales of the

Vindhyans, and later the breccisses and limestone of the Pulkawau allcr which Ken flows 011

the lower plateau composed of Bundelkhaud granites and gneisses.

There are several tributaries of the Ken, Sonar, Burala, Shyamari, Khurar, Kutri, Urrnil,

Lahrak and Koil which join the left bank of the river.

The Dhasan

The Dhasan has a northerly course and forms the boundary with Tikamgarh district. It

joins the Betwa in Uttar Pradesh. In its early course, the river flows through the Deccan traps

and then crosses the Viudhyans, Bijawars and Bundelkhand granites before entering the

alluvial plains. The main tributaries of the Dhasan are - Kather, Majrer, Tarper, Sharar which

join the river.

Ground water Resources:

Chhatarpur district is underlain by Bundelkhand Granite, Bijawar Caverner Lime stone,

Vindhyan Sandstone and Shale Basaltic lava flows of Deccan trap, and Alluvium. Dynamic

ground water resources of the district have been estimated on block-wise basis. Out of

8687.36 sq. km of geographical area, 7904.34 (90.98%) is ground water recharge worthy area

and 783.02 sq. km is forest and hilly area ((9.02%).

There are eight assessment units (block) in the district out of which 3 blocks fall under

safe category namely Bijawar,Gourihar and Lavkushnagar. Five blocks comes under semi-

critical category with stage of ground water development being Badamalhera 75.57%,

Buxwaha 81.9%, Chhatarpur 91.73%, Nowgoan 87.44% and Rajnagar73.31%.

The net ground water availability in the district is 795.07 MCM and ground water draft

for all uses is 500.22 MCM, making stage of ground water development to 62.92% as a whole

for the district. Table 7 shows the Dynamic Ground Water Resource Assessment estimated by

CGWB for the year 2013.

Forest Coverage:

The district has extensive forests. About 30% of the total area is covered by

forests only. The District is rich in minerals.

D. Geography and Demography

Geography of the District

Chhatarpur district located at 24.06° & 25.20°N 78.59° & 80.26° E

respectively. The district has an area of 8,687 km².Chhatarpur District is bounded by

Uttar Pradesh state to the north, and the Madhya Pradesh districts of Panna to the east,

Damoh to the south, Sagar to the southwest, and Tikamgarh to the west. Chhatarpur

District is part of Sagar Division.

Topography

The district as a whole lies in the upper part of Bundelkhand plateau. The most

prominent parts of the district are those which are transverse by the Panna Hill Range

through the Southern parts. The range stands about 100 m from the surrounding and

300 m (approx) from the mean sea level. From here the plateau lowers down and

covers into the alluvial plains in the north, particularly along the Ken and Dhasan.

Thus, there are three physical divisions of the district namely: The Panna Range, the

Central Plateau and the Northern Plains.

The district can be divided into three physical units:

(1) The Panna range (2) The Central Plateau (3) The Northern Plains

The Panna range is a branch of the Vindhyan mountain range. It traverses

Sagar, Chhatarpur and Panna districts in a south west - northeast direction. This range

separates the Upper Bundelkhand from the lower Bundelkhand plateau. Overlying the

Achaeans, it is formed by the Bijawar and vindhyan beds which arc highly folded and

are also dissected by the superimposed drainage system. A few hill tops now capped

by the Deccan trap rocks stand evidence of their being covered by extensive lava

flows. Since then, the drainage developed on the slopes of the original lava beds has

eroded the surface deeper to the present level. Because of this, the main streams of the

district now flow across the Panna range. The highest peak lies at Bans Pathar

(24°37:79"45") in the district at 607 mamsl. Kusmar hill on Buxwaha plateau is 551

and Madanwa at 564 mamsl.

The Central Platean runs to the North as Oll offshoot of Panna range. It lies

mainly on the Bundelkhand granites and forms the central sub - water divide. The

result is the presence of small hills and ridges at intervals between the tributaries of

streams. They give way to lower plains along the Ken and the Dhasan, in the east and

west respectively.

The Northern Plateau lies between 150 to 300 m amsl and covers nearly the

whole of Lavkushnagar tehsil. It is covered by varying thickness of alluvium but is

cut in ravines resulting in "bad land" topography.

Demography of the District

According to the 2011 census Chhatarpur district of Madhya Pradesh has a

total population of 1,762,375. Of these, 936,121 are males while 826,254 are females.

In 2011 there were a total of 356,297 families residing in Chhatarpur district. Average

Sex Ratio of Chhatarpur district is 883. Out of the total population as per 2011 census,

22.6% people live in urban areas while 77.4% live in rural areas. The average literacy

rate in urban areas is 78.7% while in rural areas it is 59.2%. Apart from this, the sex

ratio of urban areas in Chhatarpur district is 892 while that of rural areas is 880. In

Chhatarpur district population of children of 0-6 years of age is 282794 which is 16%

of total population. There are 148861 male children and 133933 female children

between the ages of 0-6 years. Thus, Child Sex Ratio of Chhatarpur as per 2011

census is 900 which is higher than Average Sex Ratio (883) of Chhatarpur district.

The total literacy rate of Chhatarpur district is 63.74%. Male literacy rate is 61.1% and

female literacy rate is 44.9% in Chhatarpur district.

F. Climate

Chhatarpur district receives maximum rainfall during the south west monsoon. The

South west monsoon arrives at the end of June and last till end of September. Normal

isohyetal Map is shown in plate 4. There are five raingauge stations in Chhatarpur district

namely Chhatarpur, Buxwaha, Bijawar, Rajnagar and Nowgaon. The long-term regular

rainfall data is available for two stations viz Chhatarpur, and Nawagaon only. On the basis of

long-term data, the normal rainfall has been worked out. The maximum rainfall received at

Bizawar is 1130 mm and minimum at Nowagaon is 1028 mm.

About 91 % of the annual rainfall takes place during the south west monsoon n ie.

Between June to September. Only about 2% of the annual rainfall takes place duri.ng the

winter season from October to February and only about 7% of the annual rainfall takes place

during the summer season i.e., between March to May. Hence only about 9% of the annual

rainfall takes place from October to May. Thus, the surplus water is available only during the

south west monsoon. July is the wettest month of the year. About 3% of the annual rainfall

takes place during the month of July only.

Recent rainfall data of Chhatarpur and Nowgaon is available from 1976 to 1997.

While analysis, the recent year rainfall data, is clear that" Most Severe Drought" conditions

have occurred in the last seventeen years. Only once during 1984 in Chhatarpur area and

1979 in Nowgaon area has severe drought conditions were observed. During other years,

more than the normal or rainfall within normal range of drought condition was received.

Hence Chhatarpur district is not a drought prone district. During the year 1997. Nowgaon

Station received more than the normal rainfall while Chattarpur Station received about 82%

of the normal rainfall.

TEMPERATURE

Chhatarpur district can be classified into three major seasons. Summer, Winter and

Monsoon. The temperature starts rising from the middle of February and reaches maximum

during the month of May. The daily maximum temperature during the month of May is

around 42.7"C, while annual daily maximum normal temperature is around 32.6° C the day

temperature on individual days during the summer season goes upto around 45°C. On the

arrival of monsoon at the end of June there is a dip in temperature and weather becomes

pleasant. After withdrawal of monsoon early in October, there is slight increase in day

temperature. After October or from middle of November both the day and night temperature

starts falling and lowest temperature recorded in the month of December. The minimum

mean normal daily temperature is about 7.5" C and the annual daily mean normal temperature

is about 18.6') C. Sometimes, the minimum temperature drops down to even as low as 1℃ to

2℃.

HUMIDITY

The summer season with the driest period of the year. Hence humidity is also very

low during the summer season. The minimum humidity recorded during the month of

April/May about 33%. On the arrival of South west monsoon the humidity increases and

highest recorded during the month of August i.e.85%. The humidity again decreases 011

withdrawal of monsoon and due to high temperature.

WIND VELOCITY

The wind velocity is high during the pre-monsoon period as compared to post

monsoon. The highest wind velocity is recorded during the month of June. The mean

monthly normal wind velocity during the month of June is around 8.2. The annual

average normal wind velocity is around 4.5 Km/hr.

2.0 Indicative Gap Analysis and Action Plans for complying with Waste

Management Rules

(i) Solid Waste Management Plan

Preamble: Solid Waste Management Plan:

The Ministry of Environment, Forest and Climate Change, Government of

India has notified the Solid Waste Management Rules, 2016. As per the Rules, the

role of local body has been specified in Rule no 15 and as per Rule no 16, M.P.

Pollution Control Board shall enforce these Rules through local bodies.

With respect to effective implementation of Solid Waste Management Rules, 2016,

Hon’ble NGT had laid down several orders, of which, Hon’ble National Green

Tribunal, Principal Bench on 22nd December 2016 has passed judgment in Original

Application No. 199 of 2014 filed by Mrs. Almitra Patel with regard to Solid Waste

Management.

Further, for effective implementation of the said Rules, the Hon’ble NGT in its orders

dated 31.08.2018 had constituted Apex Committee, Regional Committee and

State Committee. Also, as per Hon’ble NGT order dated: 16.01.2019 in O.A. No.

606/2018, State Level Monitoring Committee (SLMC) in Madhya Pradesh has been

constituted under the retired Justice.

Solid Wastes Management in Chhatarpur District:

In Chhatarpur District, there are 15 Municipalities. The total quantity of Solid

Waste Generation is around 114 tons / day. In Chhatarpur District, most of the solid

waste is generated in Nagar Palika Chhatarpur. The quantity of this waste is about 43

MT/Day. Chhatarpur Nagar Palika has taken various required measures for collection,

transportation, treatment & disposal of Municipal Solid waste & Construction &

Demolition wastes as stated here in above. The 15 Municipalities of the district have

started 100% door to door collection but the segregation of solid waste, processing of

wet waste, disposal of dry waste & construction of scientific sanitary landfill is yet to

be done. The details regarding action areas, Data requirement, Measurable outcome,

the details of proposed interventions & stakeholders are given for each ULBs as

mentioned here in below Table 1: -

(ii) Plastic Waste Management

The Govt. of India has notified Plastic Waste Management Rules 2016. These rules

are applicable in State of Madhya Pradesh also. In order to prevent the pollution

problems caused by Polythene Carry bags, Deptt. of Environment, Govt. of MP has

imposed complete ban on manufacturing, storage, transportation, sell, purchase and

use of all type of polythene carry bags vide order no. F5-2/2015/18-5 dated

24.05.2017. All the local bodies and District Administration have been asked to

carryout inspections and impose penalties on violators along with seizers. Also in

order to comply the provisions of the rule and to give thrust on Plastic Waste

minimization, source segregation, recycling, involving waste pickers, recyclers and

waste processors in collection of plastic waste fraction either from households or any

other source of its generation or intermediate material recovery facility and adopt

polluters pay principle for the sustainability of the Plastic Waste Management is to be

practiced.

All the local bodies are directed to ensure that the recyclable Plastic Waste are

sold to the recyclers, low value plastic are utilized for road laying, the non-recyclable

Plastic Waste to co-incineration in Cement Plant and the remaining inert to landfill

site for disposal. Awareness program to reduce plastic usage are conducted regularly.

(iii) C&D Waste Management

The Govt. of India has notified C&D Waste Management Rules 2016. These

rules are applicable in State of Madhya Pradesh also. In Chhatarpur district the

generation of C&D waste is mostly found in city Chhatarpur. Chhatarpur Nagar Palika

has taken various required measures for collection, transportation, treatment &

disposal of Construction & Demolition wastes. In other local bodies the C & D waste

generation is very minimum and they are advised to ensure that the C&D wastes are

disposed in suitable abandoned quarries without affecting the nearby environment.

(iv) Bio-medical Waste Management

In Chhatarpur District 64 bedded & 97 Non- Bedded Hospitals are functioning.

All the Private Health Care facilities have made agreement with Common Bio

Medical Waste Facility owned by M/s. Indo Water Pollution control corporation

Management Satna. District Hospital & community Health care are also sending their

waste to above incinerator. The Govt. Primary Health Center located in remote places

of rural areas are disposing of their waste through deep burial. All the Govt. Primary

Health Centers and Veterinary Hospitals are persuaded to send their waste to

CBWTF. The details of Chhatarpur district related to action areas, measurable

(v) Hazardous Waste Management

There are 14 industries/units which have obtained authorization from MPPCB

in Chhatarpur District. Industries have obtained authorization for 13.94 MT. The

recyclable, reusable & Co-incinerable waste is sent to authorize recyclers. The details

as required in Model format of CPCB are enclosed as ANNEXURE 17

(vi) E-Waste Management

The Govt. of India has notified E-Waste Management Rules 2016. These rules are

applicable in State of Madhya Pradesh also. There is no recycler, dismantlers

authorized by M.P. Pollution Control Board for E-Waste Management. The E-Waste

generated in the area is required to send authorized industries for further treatment &

disposal of E-Waste. The details of E-Waste for Chhatarpur district with respect to

action areas, measurable outcome and proposed action required to be taken along with

stakeholder are given in ANNEXURE 18

3.0 Air Quality Management Plan

The major source of air pollution in Chhatarpur is vehicular emission, construction

activities etc. M P Pollution Control Board is regularly monitoring the Ambient Air

Quality at Chhatarpur through 01 manual station installed at Nagar Palika campus.

The Ambient air quality of Chhatarpur city found well within prescribed limit. There

is no issue of air pollution, The city also not comes in non-attainment cities, The AQI

of Chhatarpur is being observed in “Satisfactory Category” throughout last 02 years.

As per proforma provided by CPCB the information about Air Quality Management

Plan has been collected for district Chhatarpur. The details of action areas, measurable

outcome and proposed action required to be taken along with stakeholder are given in ANNEXURE 19

4.0 Water Quality Management Plan

The Hon’ble NGT in its order directed the States to review the existing framework of

restoration of all the water bodies by preparing an appropriate action plan as per the

guidelines prescribed the CPCB.

4.1 Water Quality Monitoring

Water quality of rivers and lakes in Madhya Pradesh is monitored regularly on

monthly basis by Madhya Pradesh Pollution Control Board under GEMS and

MINARS program and the reports are submitted to the Central Pollution Control

Board. Based on the consolidated reports of GEMS and MINARS program the Central

Pollution Control Board has identified 351 river stretches as polluted river stretches in

the country for not meeting the prescribed water quality standards. No river in

Chhatarpur district has been identified as polluted river stretch. Main River is Ken and

Dhasan. Sand mining is carried out in this river Ken. In present District Environment

Plan all the water bodies (Lakes, Tanks, Ponds, Ground Water) in District Chhatarpur

have been considered. The rivers flowing in the district along with their length have

been identified. Also, the tanks, ponds along with their submerged area has been

provided by WRD. The details of water bodies of Chhatarpur district and the action

4.2 Domestic Sewage Management Plan

CPCB and MPPCB have periodically issued directions to the urban/ local

bodies to set up Sewage Treatment Plants (STPs) of adequate capacity including

provision for sewerage system to cover the entire local/urban areas and the treated

effluent to comply with the Standards in order to prevent deterioration of surface, sub-

surface waters.

The treated sewage, after meeting out the prescribed standards for core

parameters are either used for irrigation or let into water bodies. As per proforma

provided by CPCB the information about sewage generation, treatment, sewerage

network etc. has been collected for Class-II, Class-I and above towns. No cities in

Chhatarpur district are come under Class I, Class II & above towns. The details of

5.0 Industrial Waste Water Management Plan

Chhatarpur is not commercial city, there is no industrial area in district. There are one

distillery unit & Beverage unit at Nowgong. which is water polluting, Mostly

Chhatarpur has Granite block mines.

The details of Action areas related to industrial areas, water polluting industries, air

polluting industries, measurable outcomes, proposed interventions etc. are given in ANNEXURE 22

6.0 Mining Activity Management Plan

Chhatarpur district is rich in mineral, Mostly Granite, Rock Phosphate, Stone boulder,

Diamond, iron ore, Dolomite etc found in district Chhatarpur. Mostly Chhatarpur has

Granite block mines. Stone boulder mines are also in area. The stone gitti is made

from the boulders excavated from these stone mines. The details of mining activity,

mining licenses issued along with action areas, details of data requirements,

measurable outcome etc. are given in ANNEXURE 23

7.0 Noise Pollution Management Plan

The noise pollution problem is not observed in Chhatarpur District. The major source

of Noise pollution in Chhatarpur is Vehicular Traffic & Unpaved roads. MP Pollution

Control Board is randomly monitoring the Ambient Air Quality of Noise at various
