WELCOME TO SOUTH TRIPURA DISTRICT

The South Tripura District with its Head Quarter at Belonia was created with theobjective of ensuring better delivery of public services to a population of 4,53,079, amajor chunk of whom live in rural areas. The district has 3 Sub-Divisions, 8 RD Blocks,3 Nagar Pachayats, 90 GPs and 70 ADC Villages. The total geographical area of theDistrict is 1514.322 Sq. Km. Although the district is situated in the southernmost tip ofthe State, it has the advantage of being connected with the State Capital throughNational Highway 44. The project for extension of railway line up to Sabroom Town viaBelonia would further improve the transportation and communication link with the restof the State. While Trishna Wildlife Sanctuary under Rajnagar Block and Pilak underJolaibari have the potential to become major tourist attractions, Belonia and SabroomTowns have the potential to become major export-import hub.

District Disaster Management plan (2015-2016) for south TripuraDistrict has been prepared. The plan has been developed based on theinput provided by the officials of various departments of the South

Tripura District for effective Disaster Management.

What is a Disaster?

‘‘A Disaster is a sudden, calamitous event that causes serious disruption of thefunctioning of a community or a society involving widespread human material economicor environmental losses and impact which exceeds the ability of the affected communityor society to cope using its own resources.”---- UN International Strategy for Disaster Reduction, (UNISDR)

A Disaster is a “Situation or event, which overwhelms local capacity, necessitatinga request to national or international level for external assistance; an unforeseen andoften sudden event that causes great damage, destruction and human suffering’’.----Center for Research of Epidemiotology of Disaster (CRED), Belgium

What is a Hazard?

Hazard is a natural physical event which has a potential to convert in to adisaster, causing widespread injury or deaths and damage to public or private propertyor the environment.

What is Vulnerability?

A

Vulnerability means inability to resist a hazard or respond when a disaster hasoccurred. It depends on several factors such as people’s age and state of health, localenvironmental and sanitary conditions, as well as on the quality and state of local withrespect to any hazards. ----UNISDR

Disaster Preparedness:-

Pre-disaster activities that are undertaken within the context of disaster riskmanagement and are based on sound risk analysis. This includes thedevelopment/enhancement of an overall preparedness strategy, policy, institutionalstructure, warning and forecasting capabilities, and plans that define measures gearedup for helping at-risk communities safeguard their lives and assets by being alert tohazards and taking appropriate action in the face of an imminent threat or an actualdisaster.-----Office of commissioner for Humanitarian Affairs (OCHA)Disaster Risk Reduction (DRR):-

DDR attempts to look back at the root causes of risks and vulnerabilities in asociety, state, town or even a single household. Factors can be broad or specific,depending on the scope of risk and vulnerability assessment.

Natural hazard:-

Natural process or phenomenon that may cause loss of life, injury or other healthimpacts, property damage, loss of livelihoods and services, social and economicdisruption, or environment damage.

The Natural disasters were split into 3 specific groups:-

1. Hydro-meteorological disasters: Floods and wave surges, storm, droughtsand related disasters (extreme temperatures and forest / scrub fires), and landslides &avalanches’

2. Geographysical disasters: Earthquakes and tsunamis and volcaniceruptions;

3. Biological disasters: Epidemics and insect infestations

Manmade Disasters:-

Disasters due to human activities could be unintentional, but lack of safety measuresand abiding by certain safety rules and regulations. Most of these (barring coordinatedterrorist activities) are due to certain accidents. Terrorism, Bomb blast, wars, Riots,technology related, Accidents (Road, Ship, Air), Chemical and Nuclear Industrialaccidents, etc.

National Disaster Management (NDMA) Act, 2005:-

The National Emergency Management Authority was constituted in Aug, 1999, whichsubmitted a report in 2001, to have separate department for Disaster Management inIndia. Government enacted the National Disaster Management Act on 23rd December2005, which leads to the creation of National Disaster Management Authority (NDMA)

Tripura Disaster Management Authority (TDMA)

As per the suggestion of MHA, Gol, SDMA has been constituted with videnotification No F.2(3)/COM/REV/2014 on dated 14 December, 2004 and reframed withthe notification No F.12(5)-REV/DMR/2008 on 30th October,2008 as per the provisionunder Section 14(1) of The Disaster Management Act, 2005 as per the followingmember:-

Importance of Multi-hazard Management Plan:-

It is apparent that this district is prone to natural disasters such as flood, cyclones,landslide etc. Also, it cannot ignore the man-made disasters. So the district plan isdesigned as per the present need and the major strategies to respond to anyunexpected situation have also been considered. In the multi-hazard district plan, allthe disasters will be handled properly following the use of resource inventory, StandardOperating Procedures (SOP), keeping coordination with the line agencies and propercommunity based awareness activities. SOP of line departments is designed to makethem alert. It highlights their role and responsibilities during, after and at normal timeof the disaster.

The main features of multi-hazard plan are:-

1. It gives importance to all the disasters equally and helps to mitigate thesituation beforehand.

2. All the departments are assigned with their proper role and responsibilities,which are clearly indicated in the SOPs.

3. The District Administration has to be alert round the year as disasters may occurany time, anywhere in the district, irrespective of time and location.

Disaster Management Cycle:-

In multi-hazard response plan, the disaster management cycle has a significantrole to play. The four stage of disaster cycle have their own importance in terms of theirimplementation during, after and before the occurrence of any disaster.

3. Emergency assistance (relief) – food, water, shelter, medical aid etc.

Post Disaster activities:-

1. Repair and restoration of life lines (power, telecommunications, watertransportation).

2. Reconstruction and rehabilitation.

Mitigation methods:-

i) Structural measures: Any physical construction to reduce or avoid possibleimpact of hazards, which include engineering measures and construction ofhazard-resistant and protective structures and infra structure.---NDMA(2005)

ii) Non structural measures: Non engineering measures to reduce or avoidpossible impacts of hazards such as education, training and emergency planning,capacity development, general public awareness, early warning system, hazardwhich include engineering measures and construction of hazard-resistant andprotective structures and infrastructure. ---NDMA (2005)

ROLE OF INCIDENT COMMANDER (IC)1. Over-all commander of the incident . He is accountable for all actions takenunder his command.1. Gets the Incident Command Post (ICP) established after the emergency is

declared ‘off-site’. It should not be too near the incident site, to getoverwhelmed , nor too far, as not be able to control the incident. Ensuresredundancy in communications.

3. After visit to the incident site, meeting of all ESF takes place at ICP and decisiontaken by IC. He gets Incident Action Plan made.

4. He reports to DDMA/SDMA on actions taken and further requests, if any.

5. All requests for resources come to IC and he/she issues instructions to the ESFrepresentative, who gets the work done through their own heads of deptt.Similarly, all resources first report at the ICP, before they are further despatchedto the incident site.

6. Evacuation of the people likely to be affected is ordered by him. He will alsoensure setting up of the Temporary Relief Camp, ear-mark a Commandant ofthe Camp, who ensures water, food, first aid & sanitation.

7. He is the face of Govt and interacts with the media and relatives/publicrepresentatives periodically.

Responsible for deactivation and making of AAR.

ROLE OF POLICEa. One of the first responders. SSP/DySP at ICP.b. Cordon the incident site, wearing PPE where required..c. Law and Order.d. Traffic Control, ensures free run for first responders.e. Assistance to first responders.

f. Assist in casualty evacuation and evacuation of people from affected area/s.g. Investigation of the incident.

h. Handing over dead bodies to the relatives/friends, after proper identificationand ‘panchnama’.

i. Escorting VIPs, during their visit to the incident site.

ROLE OF FIRE SERVICES1. One of the first responders. Div/Distt Fire Officer at the ICP.2. First dispatch for immediate response and analysis of situation.3. Fire Fighting, ensuring minimum collateral damage.4. Evacuation of the people trapped in fire, under debris and other places.5. Additional fire tenders sent by Control Room, from nearest fire

station/other fire stations in near vicinity.6. It is ensured that right type of fire tenders, like foam/water/other

component are only sent. HAZMAT and high rise vehicles, like BRONTOare sent, as required.

7. Ensure that all fire fighters near incident site are wearing PPE, includingteam leaders and drivers.

ROLE OF MEDICAL SERVICES1. One of the first responders. DMO/Addl DMO at ICP.2. Emergency Medical Team first report at ICP and build on the First Aid

Post at the SAR site.3. All casualties/injured are first brought to first aid post, TRIAGE is carried

out, prioritizing the injured, by labeling red, yellow, green and blackribbons. TRIAGE done only by qualified doctors.

4. Evacuation of injured as per priority, by ambulances, fitted with lifesupport system.

5. Creation of surge capacity in the near-by hospitals, as per the conditionof the casualties and specialities available in the hospital.

6. Psycho-social care of patients.ROLE OF SERVICE PROVIDERS

1. Each service provider, like electricity, water, tele-communication/sewerageto send a Decision maker at the ICP.

2. Electricity is cut off initially. State Electricity Board to provide temporaryelectricity with generator/ inflatable lighting tower. Electricity DM teamfrom State Electricity Board to rush to site and after checking, restore theelectricity when all clear is given.

3. Water Deptt to provide water for the fire & emergency services, twodrinking water bowzers, one each for ICP and Relief Camp .

4. BSNL/MTNL to provide redundancy in communication by making available WLL andSatellite phones.

5. Municipal Corporation to provide heavy engg equipment, like JCB, dozer,road roller, dumper and other DM equipment. It also provides movingtoilets, if relief camp is established in the open.

ROLE OF CIVIL DEFENCE/HOME GUARDS/NGOs1. They are motivated volunteers.2. They should be trained in DM role during response, like policing, first aid,

fire fighting or distributing relief3. They should be deployed under the overall supervision of Police, Medical

Services, Fire Services or the Supply Deptt.4. All volunteers should wear PPE , where required, while approaching the

incident site.5. They can also be gainfully deployed for trauma counselling.

ROLE OF SDRF/NDRF1. They are highly trained force in DM.2. They are self contained and operate independently and should be given

areas for deployment which are worst affected.

3. NDRF operates in teams. Each team is self contained in hand heldequipment for collapsed structure search and rescue, medical firstresponse and have trained dogs with handlers, doctor with paramedicstaff, structural engineers and serrch and rescue teams. Each battalionhas six companies, each company has three teams and each team has 45men. Some battalions are also trained in chemical, biological, radiologicaland nuclear disasters too and are equipped according. Each team alsohas adequate boats (108) for rescue during floods.

4. Request for NDRF team can be made directly by the Collector/DC directlyto nearest Comdt NDRF Bn, in case of disaster.

ROLE OF ARMED FORCES/PMF1. They are secondary responders.2. They should be given the task to be performed by them and not told how

to get it done, which should be left to their officers to manage.3. They would carry out the assigned task surgically and thereafter hand

over the situation back to the civil authorities.4. Their deployment should be as a last resort and they should be released

as soon as the task is completed..

District Disaster Management Plan Objectives :-

1. To prevent loss of human life and property damage.2. To study, analyze and evaluate the disasters.3. To identify the vulnerable locations and do the vulnerability and risk

analysis.4. To improve preparedness, prevention and mitigation at district level.5. To ascertain the status of existing resources and facilities available.

Location and Extent

The earlier South Tripura District was bifurcated into two districts, Gomati andSouth Tripura on 1st January 2012 for the development of the southern part of the stateof Tripura. South Tripura District is located at the south corner of Tripura. The DistrictHeadquarter is at Belonia which is well connected by bus routes to the state capital,Agartala and other areas of Tripura and at a distance of about 105 Km from the Statecapital, Agartala.Overview of the District:-

HAZARD AND VULNERABILITY ANALYSIS :-

This chapter largely deals with disasters that South Tripura District experienced.Based on this, the vulnerability assessment of people and their income sources,infrastructure, crops, livestock resources, drinking water supply, daily necessities,communication and transportation system, public distribution system, medical facilitiesand other elements have been done so that such elements can be safely shifted to, orto be taken care of before any unexpected disaster or during the disasters. This is themost important part of the plan.

INSTITUTIONAL MECHANISM :-

The disaster management will be more effective and sustainable if it is institutionalized.For this purpose Government of India has already passed Disaster Management Act on 23rd

December,2005,where in it was clearly outlined that a Disaster Management Authority to be

formed at the district level. It will be the apex body at the district level. Disaster managementwould involve many layers of participating organization. The three local levels would be State,District and the site of the Disaster. The State level agencies would be involved in policy/decisions making, resource and budget allocation and monitoring through the State EmergencyOperations Centre. Similarly, at District level a District Disaster Management Authority is alreadyformed and activated to mitigate any unexpected situation in the district. There are sevenmembers included in this authority.

The Control Room shall be in overall charge of the Collector. In the absence ofCollector, ADM (Emergency), PD, DRDA, District level Officer, Emergency Officer or anyother Officer on duty at that point of time shall remaining charge of Control Room shallbe responsible for implementation of the Standard Operating Procedure (SOP). She orhe shall be responsible to take all decision as outlined below and signed on behalf ofthe collector all reports mentioned below.

Assembly in Control Room:-Following officers and staff shall assemble in the control room on getting any

information from any source about the emergency situation. Apart from these any otherofficers or staff who gets the information from any other sources will reach /inform thecontrol room immediately for further onward action. DM & Collector, ADM, SP, PD,DRDA, District level Officers of the office of DM & Collector, District level Officers of LineDepartments, Emergency Officers- SDMs, BDOs, CMO and all staff of the Emergencysection including all other staffs of DM’s office, staffs of Belonia SDM’s office and alsothe staffs of Line Departments both Block & District level as desired by the Collector.Reporting & Monitoring:-

One Nodal Officer at District level is daily monitoring the overall situation of theDistrict. Staffing for District Control Room:-

The Control Room Will act as the server centre office for the District to tackle theemergency situations and the staff will coordinate with the line departments for timelyresponse in Disaster Preparedness and Management at the District level. For Normaltime and Emergency situations an Emergency Officer and one Support staff will beplaced in the District Control Room round the clock in three shifts. On the basis of report from the possible disaster site, or on the warning from theagencies competent to issue such a warning, or on the receipt of warning or alert fromEmergency Operations Center, the Collector will exercise the powers and responsibilitiesof the chairperson of the DDMA.

The list of agencies competent for issuing warning or alert is givenbelow:-

The warning or occurrence of disaster will be communicated to

The occurrence of the disaster would essentially force the following:-

The District Magistrate & Collector will activate the District Control Room as theChairperson of the DDMA

The DCR will be expanded to include necessary arrangements for the conduct ofspecific tasks.

All district level officers and staff from various line departments will be under thedirection and control of the District Magistrate. All the officers and staff workingwith the above organizations, as requisitioned by the Chairman of DDMA, wouldautomatically stand cancelled and the Departments would direct their Officersand staff to report on duty immediately.

The Chairperson may in case of large-scale disaster get in touch with the localDefense units for assistance for rescue, evacuation and emergency reliefmeasures.

The Chairperson will have the authority to requisite resources, materials andequipments from the private sector.

The Chairperson will set-up site Operation in the affected area with thenecessary arrangements.

The Chairperson will authorize establishment of transit/relief camps, feedingcenters and cattle camps.

An on-going wireless communication and contact from the DCR to the siteOperation Centers, Transit Camps, Feeding Centers, Relief Camps and Cattlecamps will be activated.

The Chairperson will send the Preliminary Information Report and Action TakenReport, as per the available information, to the State Emergency OperationCenter.

The Chairperson will authorize immediate evacuation whenever necessary. In the event of possibilities of the disaster in the adjoining districts, the District

Magistrate will issue the alert warning to them.

In the absence of the District Magistrate & Collector the Additional DistrictMagistrate or Senior Deputy Magistrate will officiate and exercise all the powers andresponsibilities of the chairperson listed above.

PREPAREDNESS AND MITIGATION:-

In Disaster Management cycle, preparedness and mitigation are the twoimportant stages before the occurrence of disaster. It has a great importance inreduction of loss of life and property, if proper preparedness and mitigation strategiesare followed.

Preparedness:-

This protective process embraces measures which enable governments,communities and individuals to respond rapidly to disaster situations to cape with themeffectively. Preparedness includes the formulation of viable emergency plans, thedevelopment of warning systems, the maintenance of inventories and the training ofpersonnel. It may also embrace search and rescue measures as will as evacuation plansfor areas that may be at risk from a recurring disaster. Preparedness therefore

encompasses those measures taken before a disaster event which are aimed atminimizing the loss of life, disruption of critical services and damage when the disasteroccurs. All preparedness, planning needs to be supported by appropriate legislation withclear allocation of responsibilities and budgetary provisions.

Mitigation:-

Mitigation embraces all measures taken to reduce both the effect of the hazarditself and the vulnerable conditions to in order to reduce the scale of a future disaster.Therefore mitigation activities can be focused on the hazard itself or the elementsexposed to the threat. Examples of mitigation measures which are hazard specificinclude modifying the occurrence of the hazard, e.g. water management in droughtprone areas, avoiding the hazard by shifting people away from the hazard and bystrengthening structures to reduce damage when a hazard occurs. In addition to thesephysical measures, mitigation aims at reducing the physical, economic and socialvulnerability threats and the underlying causes for this vulnerability. A properpreparedness and mitigation measure instantly helps to respond a disaster in time. Sodisaster wise preparedness and mitigation is highly required. These are normal timeactivities. A prepared community is the best community to minimizing the loss anddamage caused by the disasters. Mitigation focuses on various ways and means ofreducing the impacts of disaster on the communities through damage prevention. It ishazard specific including both structural and non-structural issues. It is also verystrategic rather than the description of various methods of resistant constructiontechnologies.

Preparedness and Mitigation Measures:-

Preparedness and Mitigation Measures toward various disasters certainly helps toreduce the risk as well as loss and damage of the life and properties caused by differentdisaster. Let’s discuss them in general as well as event wise:-

General Preparedness Measures:-

1. Establishment of the control Rooms:-The district administration should ensure the operation of control rooms are

presently run by major line departments at Revenue, Police, Hospital, etc.

2. Plan updation:-Disaster Management Plan needs updation at every interval. It includes the

skilled manpower, their address and contact number, necessary equipment, medicinalstock, daily necessities, list of flood prone villages etc. All these things have to beupdate after a certain interval of time.

3. Communication System:-Training is given for search and rescue teams, first aid team disaster

management teams at village, Block and District level. These teams will provide timelyhelp during any type of disaster. Besides a good communication system should bedeveloped.

4. Training for Disaster Management Term Members:-Each of the DMTs comprise groups of women and men volunteers and are

assigned with a specials task The search and Rescue teams, First Aid Teams formed atthe three levels should be provided training from time to time so that their timely helpcan be used during disaster.

5. Organization of Mock Drills:-Mock dill is an integral part of the Community based disaster management plan,

as it is a preparedness drill to keep the community alert. Mock drills are organized in allthe villages of the district to activate the DMTs and modification of the Dm plan. Mockdrill is organized once in six months as per the seasonality calendar of natural disasterevents that is likely to occur.

6. Community Awareness on Various Disasters:-

1. Construction of Earthquake Resistant Structures.2. Retrofitting the weak structures.3. Houses insurance.4. Construction of embankments for flood control.5. Rehabilitation of people in safe lands.6. Development of plans for shifting people from vulnerable areas to safer

areas.

Disaster wise mitigation measures may be taken as follows:-

A. Floods and Cyclones:-

Flooding frequency is quite frequent in many Block of the district. Strictenforcement of flood zone regulations need to be done to prevent construction of anytype within 200 meter of the riverbanks. Engineering solutions like building of floodembankment, small dams, deepening of the channels may be considered for specificlocalities. Community awareness should be built up so that people respond effectively tothe flooding. Persons living in the low lying parts of flood plains, areas below:

Unsafe dams are vulnerable to flood hazards. Notable risk in flood plainsettlements are buildings made of earth of with soluble mortar, buildings with shallowfoundations or non-resistant to water force and inundation. Infrastructural elements atparticular risk are utilities such as sewer systems, power and water supplies, machineryand electronics belonging to industry and communications, livestock, vehicles,agricultural fields etc. Inhabitants of flood prone areas usually have a number oftraditional methods at their disposal for coping with floods. Some aspects of floodsplanning and response are:-

o Issuing warnings at the local levels.

o Participating in food fighting by organizing work parties to repair.

o Embankments or clear debris from drainage areas, pile sandbags.

o Stockpile needed materials.

o Facilitating agricultural recovery.

o Planning emergency supplies of flood and clean drinking water.

o To conduct training on search and rescue for Search and Rescue.

Teams formed at District, Revenue Circle and Village level from time to time.There is need for trained full time fire brigade personnel in each municipality who willhelp in search and rescue. The health department needs to be equipped with morewater quality monitoring centers for effective surveillance of water quality during flood

events. Provision of wireless communication equipment to all tehsil offices so thatinformation about approaching cyclone can be relayed immediately.

Main Mitigation Strategies:-

1. Mapping of the flood prone areas is a primary step involving the risk of the region.Historical records give the indication of the flood inundation areas and the period ofoccurrence and the extent of the coverage. Warning can be issued looking into theearlier marked heights of the water levels in case of potential threat.

2. The onset of cyclones is extensive and often very destructive. A hazard map willillustrate the areas vulnerable to the cyclone in any given year.

3. The map is prepared with data inputs off past climatologically records, history ofwind speed, frequency of flooding etc.

4. Land use control will reduce the danger of life and property when waters inundatethe floodplain areas. In areas where people already have built their settlement,measures should be taken to relocate to better sites so as to reduce vulnerability. Nomajor development should be permitted in the areas which are subjected to highflooding. Important important buildings should be built in safe areas.

5. Construction of engineered structure in the flood plain and strengthening ofstructures to withstand flood forces and seepage. The buildings should be constructedon an elevated area. If necessary build on stilts or platform. They should be constructedon an elevated area. If necessary build on stilts or platform. They should be wind andwater resistant. Protect river embankments. Communication lines should be installedunderground. Provide strong halls for community shelter in vulnerable locations.

6. Food Control aims to reduce flood damage. Measures such as re-forestation,protection of vegetation, clearing of debris, conservation of ponds and lakes, etc.

7. Structural measures include storage reservoirs, flood embankments, drainage, antierosion works, detention basins, etc. and non-structural measures include floodforecasting, flood proofing, disaster preparedness, etc.

B. Road Accidents:-

1. Setting up of a Highway Safety patrol along the National Highway (NH 44) andother highway, which will be a specialized division of the high way police totackle road accidents.

2. Provision of full time trained fire brigade personnel at least in all the NagarPanchayets/Municipal Council.

3. Provision of adequate signboards, speed breakers and guard stones near theaccident prone spots.

4. Some Hospitals along the National Highway (NH 44) and other highway shouldbe upgraded with X-ray Machines, Blood Bank and Surgical facilities.

5. If necessary, by passes should be constructed wherever the high way passesthrough densely populated localities.

6. The risk at the accident – prone spots must be minimized by adequateconstruction/ resurfacing / widening etc.

C. FIRES:-

Provision of trained manpower to the fire stations, provision of fire engines andtrained manpower to all the Nagar Panchayets/Municipal Councils. All fire tendersshould be equipped with wireless sets. The procedural delay for fire engines to moveoutside the Municipal/Nagar Panchayets areas should be removed. The coordinatingauthority for this may be vested with a Senior Officer in the municipal administration.

Dos & DON’Ss for the District Magistrate in the event of CBRN(Chemical,Biological, Radiological & Nuclear)Disaster

Chemical DisasterIn case of accidental release of a quantity of toxic chemical into environment,resulting in death or injury to workers or members of nearby communities, thenit is a case of chemical Disaster. 2. Biological DisasterBiological Disaster are events caused by microbial agent or its toxin in humans,animals or plants that is beyond the coping ability of the State. Such an eventmay occur due to (i) epidemic of infectious diseases caused by a microbial agentor toxin in humans, animals or plants (ii) Non- Intentional accidental release ofmicrobial agents such as from laboratories or during transportation of samples(iii) Intentional use of microbial agents to cause harm such as use of biologicalagents or toxin as weapons of mass destruction(Biological warfare) or (iv)microbial agents or toxins used by terrorists to cause panic/harm to humans,crops or livestock(bioterrorism/agro-terrorists )In the event of Biological disaster, The District Magistrate should immediatelycontact

a. The nodal Ministry for Biological Disaster I.E. the Ministry of Health& Family Welfare

b. MHA control Roomc. NDRF Control Room

3. Nuclear/Radiological DisasterAny radiation incident resulting in or having a potential to result in exposuresand/or contamination of the works public or environment in excess of therespective permissible limit can lead to a nuclear/ radiological emergency.In case of theft/ loss of radioactive source from the institution/industrial unit/hospital premises/ during transportation, it would normally be noticed first by the

field person responsible for handling the same. The head of the concernedorganization would be next person to get this information from his own fieldperson. He in turn, would bring the incident to the notice of the local policestation as well as to the atomic Energy Regulatory Board(AERB) who is theregular (as per Radiation Protection Rule 2004 under the Atomic Energy Act.) fortransportation, storage and use of sources in the public domain. This will be thetrigger mechanism initiating any mitigation processes by state agencies.Further in case of loss/theft of radioactive source, the recommended responseplan/SOP/for recovery/ retrieval and disposal of the radiological source would beas follow:

a. AERB will inform the Crisis Management Groupsb. MHA control Roomc. NDRF Control Room

2. Expert response agencies (police/NDRF/relevant state authorities) after reachingthe incident spot, if feel that they need an expert advice or technical supportfrom nodal ministry (DAE), they should contact CMG DAE through DAE-Emergency Control Room. While informing, they are requested to provided exactlocation, contact numbers of concerned DM/SP/Local police station and details ofincident with brief description of the object (if possible, along with photographtaken from the distance)

3. Upon receipt of such information, the CMG, DAE will get activated and will get intouch with the local authorities to decide about further course of actions.

4. CMG will decide and constitute a team of experts as per requirements. The teamof experts will be dispatched to the site by quickest means possible.

5. Member Secretary, CMG (who is also the designated Nodal Officer of DAE) willget regular updates from concerned DAE experts/ fiels agencies and will keepconcerned authorities informed and as per scenario, will also keep MHA controlRoom update.

6. DAE experts on recovery / retrieval of the source will examine the integrity of theradiation source & accordingly, AERB will decide about further course of actionregarding safe keeping / disposal of the material.

7. Responsibility of secure transportation of radioactive material from incident siteto a safe storage place should be undertaken by local police.

8. If there is local contamination due to radioactive material, documentationactivities should be taken up by expert response agencies like NDRF and/or beperformed under guidance of DAE’s technical experts local district authorities

should provide adequate resources for handling and transportation of thecontaminated material to the safe disposal site.

9. In case required, media briefing will be done by the designated state official. Hemay seek technical inputs from AERB, if he desires.

10.After recovery/ retrieval of the source and after completion of activities relatedwith decontamination and safe disposal (as per scenario0, With due concurrenceof AERB, the closure of radiological emergency scenario will be declared by theconcerned DM/SP

As per the MEMORANDUM OF Govt. of Tripura, Revenue Department vide letterno No.F12(8)-REV/SDRF/FFC/2015,Dated 1st April,2016 for Items and Norms ofassistance from the State Disaster Response Fund (SDRF) effective form 1st April,2015conveyed by MHA,GOL vide no 32-7/2014-NDM-1,dt. 8th April 2015 has been circulatedto all DMs. It is clarified that the assistance in case of damaged houses may beextended as per following norms:

The assessment of damage should be done by assessment which should includeRevenue Department staff and Technical Person (from PWD and/or RD Engineeringwing)

DMs are hereby authorized to act as competent authority to sanction assistanceas per aforesaid norms. Immediate interim relief of Rs. 20000/-(rupees TwentyThousand Only) as advance shall be given to the affected families in case of severely orfully damaged house. They should take immediate steps to ensure that that measureare extended to affected families at earliest

Scale of assistance in respect of other items is extended as per norms.

Quake Zone – V. Regular conduct of mock drill and awareness programme is required.
