CITY OF SAN FERNANDO – Resilient – having survived a world war, rebellion, typhoons, earthquakes, floods, fires, a

volcanic eruption, political in-fighting. Indeed, withstanding the

test of time itself in its contin-uous operation since 1909, the recently rehabilitated Old Public Market was inaugurat-ed Monday, the feast day of the city’s eponymous patron saint.

San Fernando Market Plaza, the over-a-hectare facility in the downtown area compris-es two main buildings – West Wing and East Wing.

According to city engineer Anele David the market plaza will have over 500 12-square meter market stalls, a park, dining area, spacious vehicle parking space, activity area, and comfort rooms.

NCIP records showed the area covered by the CADT spans the baran-gays of Camias, Diaz, Inararo, Villa Maria, and Sapang Uwak in Porac; Sapang Bato in Angeles City; portions of Floridab-lanca, also in Pampanga; and San Marcelino town in Zambales.

In his social media page, the governor said: “Bilang governor at kasa-

ma si Mayor Jing Cap-il, hinimok ko po sila na mag-usap at mag-plano ulit para maresolba ang problema nila sa lupang ninuno. Nagbunga po ang mga dayalogo.”

He also expressed his gratitude to all those who made the IP’s long strug-gle for the recognition of their rights over their “lu-atan tua” or ancestral do-mains come to fruition.

“They shall develop, control, manage and uti-lize collectively the an-cestral domain with all the rights, privileges and responsibilities subject to the condition that the said ancestral domain or portions thereof shall not be sold, disposed or de-stroyed,” it added.

FORT MAGSASAY, Nue-va Ecija, --Troops of the 3rd Mechanized Infantry Battalion discovered an arms cache reportedly belonging to communist rebels in the Tarlac-Zam-bales area at Sitio Tala, Barangay Burgos, San Jose, Tarlac on May 30.

The discovery was based on a tip from a concerned citizen from a nearby community.

Earlier, a series of fo-cused military operations

were conducted by the unit and the Joint Task Group Agila of the 703rd Infantry Brigade start-ing in the first quarter of 2022 in Tarlac, Zam-bales and Pangasinan “purposely to dismantle the said terrorist group which forced them to abandon their traditional hideouts, reorganize into smaller groups and hide their equipment to evade the government forces.”

Lt. Col. Jeszer M Bautista, commanding officer of the 3rd MIB credited the discovery of

the arms cache to “the commitment of the pop-ulace to end the local communist armed con-flict in their community.”

FORT MAGSAYSAY, Nueva Ecija —The com-mander of the 7th Infan-try (Kaugnay) Division, Philippine Army Maj. Gen. Adrew D. Coste-lo welcomed 424 can-didate soldiers recog-nized as Class 733, 734, and 735-2022 on May 30 at the 7ID grand-stand here.

The said classes comprised 52 females and 372 males who will undergo rigid basic mil-itary training at the 7ID Training School for four months followed by a two-month infantry ori-entation course.

CAPAS, TARLAC -- The Department of Envi-ronment and Natural Re-sources awarded a spe-cial patent to the Capas National Shrine as part of its Handog Titulo pro-gram.

DENR Undersecre-tary for Legal, Adminis-tration, Human Resourc-es and Legislative Affairs Ernesto Adobo Jr. said the move is in accordance with the marching order of Acting Environment Sec-retary Jim Sampulna to prioritize the issuance of land titles to all military, naval, and air force mili-tary camps and reserva-tions.

“Through this [special patent], we are helping our fellow public servants from the Department of National Defense and the Armed Forces of the Phil-ippines to achieve their mission of winning lasting peace for sustainable de-velopment by protecting their military camps from illegal occupation and ad-verse claims of owner-ship,” he said.

DENR regional execu-tive director Paquito More-no Jr. said the awarding of special patent is a funda-mental component of the DENR’s thrust to improve land administration and management.

“It would be funda-

mental in strengthening and sustaining the gov-ernment’s greening pro-grams, particularly in conserving 31,000 trees planted within the Capas National Shrine that sym-bolize 25,000 Filipinos and 6,000 Americans who died in the concentration camp,” Moreno said.

For his part, Philip-pine Veterans Affairs Of-fice administrator Ernesto Carolina thanked DENR for the special patent, which he said will assure security not only to the shrine, but to the spirit of heroism and nationalism that transpired there.

Tarlac Gov. Susan Yap also thanked DENR for fa-cilitating the processing of the land title that would be instrumental in strength-ening their programs to promote sustainable tour-ism through history appre-ciation.

The Capas National Shrine is a memorial built by the Philippine govern-ment in Barangay Aran-guren, Capas in honor of all the Filipino and Ameri-can soldiers who endured the Bataan Death March.

The three are by no means the only lo-cal officials to have appropriated the sobri-quet “pogi” and parlayed it to political gains.

The original, so far as I know, was the dear lamented Apalit Mayor Tirso G. La-canilao.

In his first run for the mayoralty in 1998, all his posters were plastered with “PAN-GIT” by his rivals. By aesthetic standards, Tirso was indeed gravely challenged. If only to spite his detractors, what Tirso did was to arrogate unto himself the very oppo-site of his countenance – appending “Pogi” in his posters.

He lived up to this new campaign char-acter to the point of altering his middle name: Gonzales into “Guapo.” Hence in his stage intro: “Tirso G. Lacanilao, G is for Guapo. Ang spelling po nito ay G-A-G-O.”

Pogi literally clowned his way to three terms as mayor.

To politicians, believing too much in be-ing “pogi” is perilous. As this old, old tale spun in this space shows. Thirteen years ago, we wrote:

BEING GOODLOOKING has its down-side.

No, I do not speak from experience, having been deprived of the gift of a hand-some face. So, I just write out of observa-tion and the experiences of friends and ac-quaintances.

Being “pogi” is definitely a most valued asset. One is always lapitin, a magnet to the girls, truly a “ladies’ choice.” An over-load of machismo there makes one su-premely confident, inevitably.

“You’re so vain,” as Carly Simon crooned to the Hollywood lover boy Warren Beatty, pre-Annette Benning, that is. Beauty – in women as in men – is twin to vanity.

There is this mediaman-turned-politi-co, publicly acknowledged as guapo, who earned a reputation among the city’s mas-seuses for his apre massage antics.

To any attendant demanding payment for “extra services rendered” our guapo coos: “Nanghihingi ka pa ng bayad? Guapo naman ako, hindi ka agrabyado (You still ask for payment? I am handsome, you’ve not been disadvantaged.)

The quick retort: “Tarantado, walang guapo-guapo dito. Trabaho ko ito. Bayad ka (Fool! Pretty faces have no value here. This is my job. Pay up)”

Or that aged Lothario, a failed politico, among mediamen who takes any smile from any lady, known or unknown to him, as an affirmation of his handsomeness and his attractive pull: “Calian na cu. Mumuna guapu cu, cadua buri na cu. (She’s smiling at me. First because I am handsome, sec-ond, she likes me).”

In the first reading, St. Paul is saying a tearful goodbye to the elders of the Church of Ephesus. St. Luke recounts that the el-ders were so overcome by grief when Paul told them that they would probably nev-er see his face again. He tells us that, as they escorted him to the ship, they were all weeping loudly, throwing their arms around him and kissing him.

Paul has just given what sounds like a last will and testament to them, reminding them to keep watch over the Church like a shepherd guarding the flock, preserving its unity. He warned them about two challeng-es to their unity: attacks from outside (from those he calls “savage wolves”) and from inside (meaning, from their own members).

For his parting word, he says to them, “Keep in mind the words of the Lord Jesus who himself said, IT IS MORE BLESSED TO GIVE THAN TO RECEIVE.”

Up to now, we are wondering where he quoted those words from because we do

not read them in any of the four Gospels! It could only mean that not all the words that Jesus had said had been successfully pre-served. Maybe that is why Jesus also said earlier in the same Farewell Address, John 16:12 “I have much more to tell you, but you cannot bear it now. But when he comes, the Spirit of truth, he will guide you to all truth.” Maybe he also meant, “I have said many things to you but you cannot recall them all. No problem, the Spirit will make sure you won’t forget.”

This is a beautiful thought as we pre-pare to celebrate the coming of the Holy Spirit at Pentecost this coming Sunday, the conclusion of Easter. The Holy Spirit will make sure that the memory of Jesus and his words are kept alive in the Church. And it his words alone which will preserve the unity of the Church in the face of many challenges, both the external and internal factors that Paul mentioned about in his

POGI WINS in Angeles City. Pogi loses in Arayat. Pogi did not run in Bacolor. Three Pampanga politicians monikered Pogi had contrasting fates in the last polls. The first – Mayor Carmelo Lazatin Jr. – re-elected by the proverbial Capampangan pibarilan range against the pretender to the mayorship. The second – Vice Mayor Sixto Mallari – could only manage fourth place and second to last in his mayoral run. The third – Nilo Caballa – rested after completing three terms as councilor, so I was told.

“PARTING IS such sweet sorrow.” Today’s readings remind me of these words which have been immortalized by Shakespeare in his famous play, Romeo and Juliet.

Paying the price of being ‘pogi’

Three are ye, three are we

WATCHING GLOBAL events and developments is stressful especially when I see the effects on the coun-try today and what tomorrow could be. What we’re see-ing and experiencing today took years to broil. There were all kinds of push and pull efforts – to push for all kinds of conflict and to pull away from all those.

The pushes are winning and what I see coming isn’t good at all. In simplistic terms, it’s all about ambition, greed and power – the status quo fighting to retain the international order it created versus countries wanting to break free and create a new order. Asymmetric war-fare is now culminating in kinetic warfare.

It’s creating for the world a great deal of high risk and trepidation. For us, we’re at our most vulnerable as the current administration exits while a new one is on-boarding, after which it will take perhaps another year to firmly settle down. This is the time when risk, emergency and crisis management will be needed most.

We’ve been feeling the pain of inflation from supply shortages, especially food and energy due to supply chain dislocations, production disruptions and curtailed movement of people, goods and services caused by trade wars, currency wars, the pandemic, embargos, proxy wars and military shadow boxing.

But government being what it is, national and lo-cal, given its state of disrepair and proven incapacity that couldn’t be reversed through time; and society be-ing generally divided, clueless and helpless – left to its own devices by the political and economic elite – fatal-ism and defeatism hang overhead.

Even a new administration with a team of rivals and well-chosen cabinet members will take time to gel given their deep divisions. Can they rise above themselves and work as a team overnight to protect, defend, and promote the national interest, and deliver performance excellence so needed in these perilous times?

Some of us share this view, others don’t, many more no longer care because no matter who’s in charge their lives haven’t gotten better; the country’s inter-genera-tional problems like corruption, poverty and injustice remain constant. Yet, apathy’s the last thing we need at this dangerous junction in our nationhood.

The new administration campaigned on the slogan of unity. But it didn’t define what we should be uniting FOR and AGAINST. It’s time to spell it out because uni-ty is what will save the country from collapse – unity for a transformed society and government, unity against all the forces that prevent it.

That’s hoping for two miracles, two impossible dreams to be achieved overnight in the world’s darken-ing hours before we feel the full impact of the coming storm. This will require leadership in all levels of gov-ernance and society for those of us in positions of in-fluence and power to work above and beyond the call of duty.

Whether one is elected or appointed or by choice, leadership should now be demonstrated at home, in the community, in workplaces and halls of power for the long pull, to get us out of trouble and lift us up to levels we never thought possible. This is what we must do now, not tomorrow, to survive and prosper.

The foreseeable future, that is, the next six years, may hold out some reason for a little optimism, but don’t hold your breath. The only son of the late dictator, dethroned and kicked out of his realm 36 years ago, is back to the throne after his father’s uncer-emonious departure in 1986 in light of the EDSA People Power. He ostensibly is out to restore the family name and fortune. We can only guess the details. The incoming president once admitted in an interview in a friendly network that he is Machiavellian in way. That is friendly heads-up: the end justifies the means.

Not too long after her birth, Kris Aqui-no was given a new moniker by her late dad’s security aide: KRISIS . Because it was then that the late Sen. Ninoy Aquino, the most audacious and most talkative poli-tician that ruffled the late dictator Ferdinand Marcos Sr. feathers the most, began to suf-fer. Ninoy was arrested while in session at the Manila Hilton upon , probably even pri-or to, the public declaration of Martial Law in 1972. It’s a textbook method used any-where where tyrants and despots emerge.

Kris and her family, particulary Cory, learned where the senator was brought for interrogation and incarceration: Fort Boni-facio, named after a Filipino hero who was killed for his own audacity and outspo-kenness abut political tyranny in his time. Then Ninoy became incommunicado and his family was at a loss about his where-abouts. It turned out he was secretively brought to another military camp in Laur, Nueva Ecija where even his eyeglasses, which rendered him virtually blind without them, were taken away from him.

When Ninoy reemerged before the pub-lic eye , he was in Fort Bonifacio facing the much-dreaded military commission which eventually came down with a death sen-tence on him . An old photograph showed him in black shirt and in a calm, stoic pos-ture , looking as thin and very much like the sick Kris today through her eyeglass-es. He went on hunger strike that nearly cost him his life, brought to the Philippine Heart Center where he was diagnosed with a heart disease. And then something unexpected happened.

His version of the event was poetic and dramatic. “ Lo and behold”, he recalled in a speech later, : a beautiful face came down from heaven” to visit him in his hospital bed and with a special, irresistible offer. The first lady, Imelda Marcos,asked him if he would like to seek treatment in the United States. He accepted what looked like an opportunity for self exile and subsequently live for a while in Boston until his fateful re-turn to Manila on August 23,1983.

In a poignant scene before he flew to the US, Kris was seen repeatedly shout-ing at his dad to read the book she gave him. When she was seen again, she was mourning before her dad’s coffin at their

old house in Times St,where a Jobian-like tragedy has befallen a family that has given the nation a martyr and two presidents .A daughter could have risen to some political heights too , even the presidency, were if not for choice or destiny, which could be one or the same thing. We are our choic-es, the French existentialist Jean Paul Sar-tre said.

Kris chose another world instead, en-tertainment and media, lured perhaps by its glossy and glamorous appeal, rather than politics and its unruly landscape, part-ly perhaps because it emotionally anes-thetized her from the deep trauma of her father’s untimely death. She could easily made it as firebrand politician who showed she had his father’s legendary “sarsa”. The youngest of Ninoy’s five children, she was seen cuddled on his big arm when she was about a year old, when talks about martial law were mostly done in whispers although Ninoy warned it was going to happen any time.

Showbiz gave Kris the fame and fortune she probably never dreamed of. It also in-evitably pulled her into a celebrity status that gave her a gilded life part of which pained and disappointed her mother and siblings, especially the late Noynoy, It’s no idle notion that the egregious controver-sies that marked her life as a celebrity must have impacted public affectation of her as a political symbol as an Aquino. It is not farfetched to think that somehow this also helped weaken many a Filipino’s faith in the ” yellow symbol ” as a moral, democrat-ic emblem. Things don’t exist in a vacuum.

As Bongbong Marcos is set to begin his term as the new Philippine president, Kris must be mulling about the “might have beens”, while battling a life- threatening dis-ease. What if she chose to be come a pol-itician rather than a star? What if she pur-sued the truth about her father’s assigna-tion at the airport while serving the country at the same time as congresswoman or senator of the land? She could have dis-covered more than what she always sure of that her mother’s cousin wasn’t involved his dad’s murder. She could have unrav-eled a political mystery.

Or she could have been instrumental in preventing the rise of another author-itarian in Rodrigo Duterte who allowed the burial of her father’s arch political enemy in the sacred ground for Filipino heroes which could have prevented the return of the Marcoses to power. Who knows what she could have done?

“For all sad words of tongue and pen,” John Whittier said, the saddest of these is this: it might have been.

When Ninoy’s aide called Kris by an-other name, he unknowingly foretold of the political turbulences and crises that would befall the Philippines in Ninoy’s time and beyond. Even Kris’ own.

BALANGA CITY -- The provincial government in coordination with the Schools Division Of-fice (SDO) of Bataan on Monday distributed tab-lets to junior high school students and teachers of public schools in the province.

Gov. Albert Garcia, Vice Gov. Cris Garcia, and SDO assistant super-intendent Roland Fronda led in the turnover cere-mony at the ground floor of The Bunker, seat of the provincial government.

The governor said 26,896 tablets were ear-marked for students in Grades 9 & 10 and the

Alternative Learning Sys-tem in public schools in 11 towns in Bataan com-posed of Dinalupihan, Hermosa, Orani, Samal, Abucay, Pilar, Orion, Li-may, Mariveles, Bagac and Morong.

Balanga City has a separate schools divi-sion.

“This educational sup-

port program of Bataan will further upgrade and improve the quality of ed-ucation in the province despite the pandemic,” the governor said.

He said that the new tablets were in addition to 12,684 similar gadgets handed out last year to senior high schools in the province.

LUBAO, PAMPANGA -- Mayor Esmie Pineda led the three-day distri-bution of 10,320 bags of palay seeds to 37 agri-cultural barangays of Lubao from May 30 to June 1, 2022.

Close to 4,373 rice farmers, registered un-der the Registry Sys-tem for Basic Sector in Agriculture received certified palay seeds

thru the Rice Competi-tiveness Enhancement Fund (RCEF) Seed Pro-gram.

Pineda said the dis-tribution of the seeds came in time for this year’s wet season planting. Staff from the municipal agriculture office and barangay of-ficials assisted in the distribution.

The mayor thanked

the farmers for their support to the govern-ment’s rice sufficiency goal as she vowed to give away free fertiliz-ers for them to boost their palay production.

The free fertilizers, to be an annual program of the municipal govern-ment, will be released in August, she said.

The mayor also thanked all barangays

for their support to Pampanga Gov. Dennis Pineda, Vice Gov, Lil-ia Pineda, 2nd District board member Mylyn Pineda-Cayabyab and elected municipal offi-cials in the last election.

Ah, vanity of vani-ties!

The attraction clear-ly made lethal – for Johnny – with the girl’s age. The case was set-tled, but Johnny was devastated by it, losing by the proverbial mile

He asked if they could recite any Christian prayer but all they knew was a strange prayer that said, ‘THREE ARE YE, THREE ARE WE, HAVE MERCY UPON US.’ So, the bishop taught them to memo-rize the OUR FATHER instead.

The day came for the bishop’s depar-

ture. He said goodbye to the hermits, who thanked the bishop for teaching them the Lord’s Prayer. But half way through the bish-op’s journey, the cap-tain spotted through his binoculars the same three old hermits walking in the middle of the ocean! Actual-ly, they were running on the seawater to the direction of their ship. When the hermits reached the ship, they cried out to the bish-op, “Bishop please, we forgot what fol-lows after THY KING-DOM COME.” And the bishop, still in a shock, said, “Your own prayer will reach the Lord, O men of God. It is not for me to teach you. Pray for us sinners.”

In case you want to memorize the prayer, it says, “Three are ye, three are we, have mercy upon us.” In other words, “May we the disciples of Christ be one, as the Father, the Son and the Holy Spirit are One.”
