CIRCULAR:
According to Government Resolution, Roads & Euildings Department
No.PER-1075-1-G(i), dt.14-6-85, Chief Engineer& Director, Staff Training College,
Gandhinagar has to conduct Professional Examination of the state service Engineering
officers in Roads & Buildings Department and accordingly the above Examination will be
held on 5,67" April -2021 for which detailed programme is appended herewith.
2.0 It is requested to forward the applications of Assistant Executive Engineers Class-I
and Deputy Executive Engineers Class-l who are to appear in this examination, in
enclosed Application Form, so as to reach this office on or before Dt.05/03/2021.
Time barred application will not be entertained.
3.0 The optional subject selected by the officer should be one with which he is actually
concerned in his official duties and it should be specifically mentioned in his application.
As per the provision of Para-6 of GR under reference No.2 & 3, no exemption for

appearing in the Professional Examination shall be allowed, so far as the age is
concerned. Rules and procedures mentioned in reference No.1 are being modified in
light of references No. 2 & 3 and proposed to the Roads & Buildings Department.
Proposed new rules & procedures are attached herewith which may be circulated to all
officers intending to appear in the said Professional Examination. The Professional
Examination will be conducted as per proposed rules as submitted to Roads & Buildings
Department.

Appendix
General rules and procedures of professional examination.
1 (0) These rules may be called the Gujarat R&B Department (Conditions of services relating to engineering
officers and engineering subordinates) modified rules and procedures of professional examination rules
2006.
(i) They shall come into force on the date of issue of the Government Resolution and the General Rules
and Procedures of professional examination published under Government Resolution No. G.R. No. PER-
1075-1-G() dated 14 June 1985 shall be expunged as soon as these rules come into force.
(in) They shall apply to persons appointed in Roads and Buildings Department as Overseer, Additional Assistant Engineer, Assistant Engineer, Deputy Executive Engineer, Assistant Executive Engineer whether
directly recruited, promoted or otherwise.
Provided that, where any such person hasbefore the date of issue of this GR, passed the relevantexamination or has been exemptedfrom passing the relevant examination shall not be requiredto
pass the examination as provided under these rules.
Provided further that, where any such person hasbefore the date of issue of this GR, exhausted all or less than all chances, prescribedunder old rules (i.e. rules under GR No. G.R. No. PER-1075-1-G(i) dated 14
June 1985), for passing the relevantexamination and has accordingly failed to pass the relevant examination, shall be considered as having exhausted all or less than all (similar number of) chances
respectively under these rules.
DeputyExecutiveEngineer, Assistant Executive Engineer shall 2 () berequiredtopassrelevantprofessionalexamination within three chances during period of three years from the date of his / her regular appointment. However, person belonging to Scheduled casteorscheduled tribe
and appointed as Overseer, Additional Assistant Engineer, Assistant Engineer, Deputy Executive Engineer,
Assistant Executive Engineer shall be required to pass relevant professional examination within four
chances during period of four years from the date of his/ her regular appointment. The person shall not be considered for any promotion or higher scale of paytill he / she passes the relevant examination.
Every
Provided that in case of a person appointed as Overseer, Additional Assistant Engineer, Assistant Engineer,
Deputy Executive Engineer, Assistant Executive Engineer, if the period of passing the examination as
provided under rule 1 or 2 as the case may be, expires before the date of holding the relevant
examination, the said period shall be deemed to have been extended until the date of declaration of
results of examination so held.
Provided further that, chances already availed of under these rules, or chances availed under old rules (i.e.
rules under GR No. G.R. No. PER-1075-1-G(i) dated 14 June 1985), shall be counted as having been availed under these rules.
Provided further that any officiating and temporary Overseer, Additional Assistant Engineer, Assistant
Engineer, Deputy Executive Engineer, Assistant Executive Engineer, who do not pass relevant examination within period and chances specified under these rules, shall not be considered for permanency in
respective cadre, promotion or higher scale.
3. (i) If any Overseer, Aditional Assistant Engineer, Assistant Engineer, Deputy Executive Engineer,
ASsIstant Executive Engineer, fails to pass the relevant examination within period and chances specified under these ruBes, he / she shall not earn any increment till he / she passes relevant examination.
Provided that, if in case of any such person (i.e. person failing to pass relevant examination at the last
chance specified under these rules), the State Government is satisfied the person could not pass the relevant examination due to reason / reasons beyond his / her control, the State Government may, by
recording such reason reasons, allow him her one or more chance / chances to pass the relevant
examination.
(2) Provided further that, in such case, if period of probation (i.e. person failing to pass relevant examination at the last chance specified under these rules, and in case of directly recruited person) is less than three years, the probation period shall be extended by a period not exceeding three years. However, in such
case (i.e.
person failing to pass relevant examination at the last chance specified under these rules, and in case of directly recruited person) if a person belongs to Scheduled caste or scheduled tribe, the probation period shall be extended by a period not exceeding to four years. The person shal not earn any increment (in
addition of extension of his probation period) till he / she passes relevant examination.
Any increment withheld under these rules shall become payable after the person passes the relevant
examination from the date of declaration of result of relevant examination and further increments shal accrue to him as if no increment has been withheld under these rules. However, the person shall not be entitled to any arrears of pay that were lost for not passing the examination within specified period and
chances.
4. Every six months (twice a year) the professional examination shall be held by the authorities specified in
Appendix .
5. The syllabus for professional examination shall be as specified in Schedules AE-A to AE-D and DE-A to
DE-D for the cadres and subjects specified in respective schedules. However, as per GOvernment
Resolution GAD No.KH.T.P.-1004-1473-K dated 17" February 2006 clause (8), the respective authorities
specified in Appendix ll, shall make necessary modifications every five years and declare the revised
syllabus at least six months in advance of holding next professional examination.
6. Any engineering officer or engineering subordinate desiring to appear at relevant examination shall
follow the procedure and instructions contained in Appendix 1, Appendix IVA and Appendix VIB.
7. The candidates who have applied for the professional examination shall not be prevented from
appearing by their superior officers on plea of heavy or urgent or emergency work. However, the
Government may, after considering and recording appropriate reasons may relax a candidate from
appearing in relevant examination.
Provided that, period and chance thus lost shall not be considered towards specified period and chances.
However, illness or any inability on part of candidate shall not be considered reason for not appearing at
the relevant examination and period and chances specified under these rules shall remain applicable in
such cases.
Earned leave for preparation for examination may be granted as far as possible. However, this may not be
a matter of right.
8. The candidates shall be allowed to keep books with them at the time of professional examination. For
this purpose only manuals published by Government of Gujarat and bare acts (bare act without any case
laws or rules). There shall not be any marking/ flagging/ annotation or any other writing in these
publications. Any other publication like guide or explanatory notes etc. shall not be allowed. Papers of
candidates found in possession of such banned material shall not be examined and he/ she shall have to
appear in the next examination. Such candidate shall also loose one chance for appearing in relevant
examination. Presently only following books / manuals shall be allowed for this purpose.
A. Gujarat PWD Manual Volume I and ll.
B. Gujarat Civil Services Rules.
C. Gujarat Discipline and Appeals Rules.
D. Gujarat Treasury Rules E. Gujarat Financial Rules.
F. Arbitration Act (only bare Act without cases, comments etc.) G. Land Acquisition Act (only bare Act without cases, comments etc.) H. Labour Laws (only bare Acts without cases, comments etc.), includes Workman's Compensation Act,
Industrial Disputes Act, Minimum Wages Act, Buildings and Other Construction Workers (Regulation) Act.

(3) 9. The Staff Training College may arrange training programme as far as possible, specifically for persons desirous of appearing in professional examination. However, any such programme shall be basically designed to enhance knowledge and skills of personnel rather than discussion about professional examination. Again, participation in such programme may not be a matter of right.
10. The standard for passing professional examination shall be 50% of the total marks in respective papers. Any candidate failing to get less than 50% of total marks in respective papers, in any one paper or more papers, shall be considered as failed.
11. Any person getting more than 80% of total marks overall (i.e. more than 80% of total marks of all the
papers in an examination) shall be entitled to a cash prize of Rs. 5000 (Rupees five thousands only). This
prize shal be awarded only once in the entire career (i.e. not more than once in the entire career) of a
person. This prize shall be awarded by the StaffTrainingCollege and the necessary amount shall be debited
to respective training head available to it.
12. A failed candidate who scores more than 60% of total marks of respective papers, in any one paper or
more papers, shall be exempted from appearing for such paper or papers, at subsequent examinations. His marks in such paper or papers, shall be considered to have been obtained in such subsequent
examinations.
13. The process of professional examination becomes confidential matter in (1) selection of question paper
setters, (2) selection of answer paper examiners, (3) question paper setting, (4) question paper printing, (5)
question paper preservation till examination day, (6) and answer paper evaluation up to declaration of
examination results by the Government. Due care shall be exercised in these processes.
