The Lok Sabha todaypassed a bill whichempowers the governmentto collect statistical datafrom Jammu and Kashmirto help design holisticpolicy in the larger interestof people of the country.Collection of Statistics(Amendment) Bill 2017will facilitate in organisingdata collection under theprovisions of principal actthroughout the countryincluding the state ofJammu and Kashmir, saidStatistics Minister D VSadanand Gowda said.Clarifying to theapprehensions expressed byvarious members that itwould compromise with theArticle 370 of theConstitution that providesspecial status to Jammu andKashmir, Gowda said, thebill does not affectindividuals of the state andit does not give arbitrarypower to the central
government.It will not violate Article370, he said, adding, thiswas necessary in the largerinterest of the country andpeople of J&K.As per the statement objectsand reason, "theamendments proposed inthe Bill, inter alia, seeks toextend the Statistics Act,2008 to the State of Jammuand Kashmir in so far as itrelates to any Statisticalsurvey relating to anymatter falling under any ofthe entries specified in ListI (Union List) or List III(Concurrent List) in theSeventh Schedule of theConstitution as applicableto that State." The State Government hasaccorded sanction to allowcredit of pension to jointaccounts operated bypensioner with his/herspouse in whose favor anauthorization for familypension already exists in thePension Payment Order(PPO).The joint account of thepensioner with the spouseshall have the mode ofoperation as 'former or
survivor' or 'Either orSurvivor' and shall besubject to various terms andconditions.As per an order issued bythe Commissioner SecretaryFinance, Mr Navin KumarChoudhary, once thepension has been credited toa pensioner's bank account,the liability of thegovernment/bank shallcease. No further liabilityshall arise, even if thespouse wrongly draws theamount. As the pension ispayable only during the life

a plot of land measuring 122 Karnals and 18 Marlas, also in
Khamba village. The case is pending in the Jammu and
Kashmir High Court after one of the suspects approached it
in the wake of the CBI registering an FIR in January.
The CBI has also filed an FIR in another alleged cheating
case involving a plot of 258 Kanals and 13 Marlas. This
piece of land is also in Khamba village in Rajouri district.
In three other cases too, the land in question was in Khamba
village, while two others were in Sarya village in Nowshera,
also in Rajouri district.

the matters specified in Union List in the Seventh Schedule
to the Constitution as applicable to Jammu and Kashmir

Kashmir) Order, 1954," he said.
The Central Law is not applicable to matters specified in
List III of Concurrent List as applicable to Jammu and
Kashmir, he said.
"Thus, there was a legislative vacuum in respect of the
statistical matters in the Union List or Concurrent List
applicable to Jammu and Kashmir," he said.

Govt. allows Pension credit to
joint accounts with spouse
or jointly. The legal heirs, successors, executors etc. shall
also be liable to refund any amount, which has been
wrongly credited to the joint account.
Payment of arrears of Pension would continue to be
applicable to a Joint Account with the pensioner's spouse. If
there is an 'accepted nomination' in accordance with Rules,
arrears mentioned in the Rules shall be payable to such
nominee.
Existing pensioners desiring to get their pension credited to
a joint account have been advised to submit an application
to the branch/bank, from where they are presently drawing
pension in the enclosed form. The application would also be
signed by the pensioner's spouse in token of having
accepted the terms and conditions laid down in the order.
These instructions shall also be applicable to the Govt.,
servants to retire henceforth.

He said a "judicial probe" should be conducted into these
killings to unveil the facts. "An impartial judicial probe
should be conduct to unveil who was behind these killings?
Whether these killings were done for some political
interests?" he demanded.
The NC leader said the ruling parties wanted to "destabilise
the situation" prior to polls. "The Budgam district especially
Chari Sharif had recorded highest voting percentage in the
past. Killing of three youth in Chadoora before elections
was part of that conspiracy so ensure people don't come out

16 per cent vacancy inCAPFs' officer ranks
three border-guarding forces- Sashastra Seema Bal (SSB) at
32 per cent, Indo-Tibetan Border Police (ITBP) 27 and the
Border Security Force (BSF) at about 10 per cent.
The data was presented by Union Minister of State for
Home Kiren Rijiju in a written reply in the Lok Sabha.
While SSB has 856 vacancies against the sanctioned
strength of 2,183 officers, ITBP has 584 vacancies against
2,094 approved posts and the BSF has 522 vacancies
against 5,309 posts.
In other organisations like the Central Reserve Police Force,
the vacancy in the officers rank is 441 against 5,410 posts,
210 in the Central Industrial Security Force (CISF) against
1,556 posts and 260 against 1,268 posts in the Assam Rifles.
These vacancies thus total upto 2,873 as compared to
17,820 sanctioned posts, which is about 16 per cent, the
data revealed.
The overall vacancies in these forces, also called Central
Armed Police Forces (CAPFs), is 21,430 in all the ranks
against the total sanctioned mapower of over 9.7 lakh.
"Filling up of vacancies is an ongoing and continuous
process, as they arise due to reasons such as new raising,
retirements, resignations among others. Vacancies are filled
through various methods of recruitment such as direct
recruitment, promotion or deputation as prescribed in the
recruitment rules," Rijiju said.

waivers as a "moral hazard"
and said such facilities
should be targeted only to
the needy.
"Debt waivers create a moral
hazard from a credit
repayment perspective and
we cannot have omnibus
waivers," chairman Harsh
Kumar Bhanwala told
reporters here, a week after
UP Government announced
a Rs 36,000-crore farm loan
waiver package.
With demands for similar
measures on in other states
like Haryana, Maharashtra
and Tamil Nadu, Bhanwala
said there is a need to look at
the moral hazards which
such schemes create and
targeting such schemes only
to the needy farmers.
He said every time a debt
waiver is announced, it is
taxpayers' money which is
used to help bail out the
farmers.
The comments come days
after Reserve Bank
Governor Urjit Patel also
expressed strong displeasure
over such measures.
Nabard today reported a
4.24 per cent increase in its
post tax net for 2016-17 at
Rs 2,631 crore, and a 16.27
per cent expansion in its
outstanding loans at Rs 3.08
trillion.
Bhanwala said the
development finance
institution, which primarily
refinances banks' agri loans,
feels that the financial sector
is set to surpass the Rs 9
trillion agri loans target for
fiscal 2017 set by
government and will repeat
the performance in fiscal
2018 by exceeding the Rs 10
trillion target.
Nabard is laying extra focus
on long-term irrigation fund
and expects to deploy up to
Rs 25,000 crore for this
purposes through identified
projects (up from Rs 9,000
crore in fiscal 2017) and also
to mitigate climate change
impact, Bhanwala said,
adding the company will also
be focusing on micro-
irrigation sector this year, and
plans to deploy up to Rs
2,000 crore in it.
He said share of long-term
loans has risen to 24 per cent
of its total loanbook now
from 19 per cent two years
ago, and Nabard will
continue to focus on
increasing this number.
Its outstanding borrowing
increased to Rs 80,000 crore
from Rs 60,000 crore in the
year-ago period and
Bhanwala said there would
be an increase of Rs 15,000
crore in the outstanding
borrowing in fiscal 2018.
Nabard was able to recover a
few of its bad loans in the just
concluded financial year and

launch an umbrella
programme 'SAMPADA' for
food processing sector with
Rs 6,000 crore outlay to
integrate current and new
schemes aimed at reducing
food wastage and doubling
farmers' income.
Announcing this, Food
Processing Minister
Harsimrat Kaur Badal said
her ministry would soon
approach the Cabinet for the
approval of 'Scheme for
Agro-Marine Produce
Processing and
Development of Agro-
Processing Clusters
(SAMPADA).'
"We will shortly launch an
umbrella scheme
SAMPADA for overall
development of the food
processing sector. It will
include ongoing schemes
like mega food parks and
cold chain projects as well
as three new schemes that
we will launch," Badal told
reporters here.
To create infrastructure for
improving the entire food
supply chain, three schemes-
'Creation/ Expansion of
Food Processing and
Preservation Capacities',
'New Agro-Processing
Clusters' and 'Backward and
Forward Linkages' are on
anvil.
Badal said the government
is taking steps to boost food
processing sector as part of
its objective to bring down
post harvest losses
preferably to zero level,
provide quality food to
consumers at cheaper price
and for doubling of farmers'
income.
The Centre has so far
sanctioned 42 mega food
parks and 234 cold chain
projects with 139 lakh
tonnes of preserving and
processing capacity of agro-
produce worth Rs 35,000
crore.
The post-harvest losses is
estimated at Rs 92,000 crore
annually, she said, adding
that these food parks and
cold chains would help in
cutting this wastage.
These projects, being set up
with a total investment of
about Rs 15,000 crore, will
also generate employment
for 3.5 lakh persons and
benefit 15 lakh farmers.
"We are mapping all agro-
clusters in the country.
Under the new scheme, we
will provide up to Rs 10
crore of subsidy grant for
creating infrastructure at
each of these clusters so that
seamless transfer of food
products from producing to
consuming centres becomes
a reality," Badal said.

Elaborating on proposed
SAMPADA scheme, Special
Secretary in the ministry
Jagdish Prasad Meena said
the Rs 6,000-crore
programme will be
implemented by 2019-20

"This programme will help
create infrastructure for
linkage of entire supply
chain," he added.
Last month, food processing
ministry sanctioned 101 new
cold chain projects being set
up by firms like Big Basket,
Amul and Haldiram
entailing Rs 3,100 crore in
investments.

Contractual lecturershunger strike enters day 57Jammu, Apr 11
The hunger strike by contractual lecturers (10+2) enters
57th day but no response has been received from the
government so far. Today they have been demanding for
their regularization as per the Civil services Special
Provision act 2010. A policy framed for the
Regularization of all the ad-hoc/
Contractual/Consolidated employees after rendering
seven years of services. During protest, they raised
slogans like "Na insafi nahi chalegi" and "Sab ka sath
hoga sab ka vikas hoga, nahi to patta saaf hoga". While
addressing, Arun Bakshi, president Contractual lecturers
(10+2) said if our demands are not conceded at an earliest
than they will make this agitation as a Mass Movement
which will be resulted into fetal consequences which
government has to face in future. Bakshi said that
government has just given blank assurance which are of
now use what more exploitation of 10+2 contractual
lectures. We will not tolerate any cruelty by government
on the part of contractual Lecturers. We will not tolerate
our exploitation move now. Zabir Hussain Shah, vice-
president said that we have firmly decided to sit on
hunger strike till some concrete result comes from
government. He also said the association finally decided
that we will not lift this protest of hunger strike till their
cases for regularization as per Civil Services Special
Provision Act 2010 are finally settled. Earlier, the
contractual lecturers harshly protested against the
Education Department in the outside of Press Club.
Progress of SMAE scheme reviewed

Financial Commissioner (FC), Agriculture Production
Department, Pramod Jain today chaired a meeting to
review Sub Mission on Agriculture Extension (SMAE)
during 2016-17 and approval of State Extension work
plan (SEWP) under SMAE for 2017-18.

Jain impressed upon all the executing officers to reduce
the administrative cost of the Scheme so that the same
could be utilized for development activities for the
welfare of farming community. He also instructed the
directors of SAMETIs' of SKUAST-J/K to improve the
level, quality & need of trainings provided to the field
officers & also to reduce the cost of trainings in order to
train more & more officers within available funds. He
also directed to get the evaluation study done of both the
divisions for assessment of work done during the year
2016-17 under the Scheme. He added that the complete
data base of the progressive farmers of the State is
completed at the earliest and efforts be made to link them
by use of technology including mobile services in order
to disseminate the latest innovations and information to
the farmers. He fixed the target of one lakh farming
families to be covered under the Scheme during 2017-18
year. He also directed the concerned officers to cover all
the blocks of the State under the Scheme. He further re-
iterated that everything should be done in time and
instructions be taken seriously and quality standards of
work should be maintained and all the reports particularly
MPRs, QPRs, Audited Utilization Certificates (AUC) etc.
should be submitted as per the standard format and within
timelines devised by the concerned monitoring agencies.

Union Ministry of
Environment, Forest and
Climate Change (MoEFCC)
has accorded environment
clearance to 540 MW Kwar
Hydro Electric Project in
J&K State. It is considered as
another major achievement
of Chenab Valley Power
Projects (CVPP) Ltd. which
is a joint venture amongst
NHPC Ltd, JKSPDC and
PTC India Ltd. established to
harness the vast hydro power
potential of J&K State.The
project is proposed on river
Chenab near village
Padyarna in District
Kishtwar of Jammu &
Kashmir State with installed
capacity of 540 MW. The
project is designed with
estimated annual energy
generation of 1975.54 MU.
The Environment Clearance
was issued by MoEFCC on
10.04.2017 as per the
recommendations of Expert
Appraisal Committee (EAC).
The Environmental
Management Plan (EMP) as
approved by MoEFCC
envisages detailed provisions
for environmental
safeguards. The
implementation of EMP shall
be monitored by MoEFCC
on regular basis. A Multi-
Disciplinary Committee
(MDC) for monitoring the
implementation of
environmental safeguards
during construction shall also
be constituted by CVPP in
consultation with MoEFCC.
Forest clearance for the
project has already been
accorded by J&K State
Government on 08.08.2014.
Techno-Economic Appraisal
(TEA) for the project has
also been accorded by
Central Electricity Authority
on 23.02.2017.The estimated
cost of project as approved
by Central Electricity
Authority is Rs. 4949.24
crores and is likely to be
completed in 54 months.
With this approval, statutory
clearances of all three
projects mandated to CVPP
are in place. The tendering
process for Pakal Dul H.E.
Project & Kiru H.E. Project
is already in progress and the
work on these two projects is
likely start this year. The
overall benefits of these
projects to the State shall
include a share of 49%
power from these projects
besides 12% free power to
State and 1% free power
towards Local Area
Development Fund (LADF).
However, infusion of large
quantum of money and
development of
infrastructure resulting in
overall socio-economic
development of the area shall
be an additional benefit.

Commissioner, today
convened a meeting to
review digital transactions,
Aadhar based Bio metric
identification and skill
profiling of CSLWs in the
district.
Threadbare discussion was
held with all the district
officers of different
departments regarding the
progress of submission of
relevant information of
CSLWs.
To ensure that the Aadhar
based biometric
identification process is
completed at the earliest,
the Deputy commissioner
set a deadline of two weeks
and directed the concerned
departments to register the
eligible CSLWs by or
before the said date failing
which the concerned
department shall have to face
the action and it will be
presumed that department
has registered all the eligible
CSLWs in the process . "And
no further extension will be
granted on this account," the
meeting told.
Earlier, to promote the
concept of digital mode of
payments and to celebrate
"Digi Dhan Mela" at gross
root level the Deputy
commissioner directed the
Rural development
department to intensify
awareness campaign to
familiarise the people with
its benefits. It was further
directed to choose major
villages from eleven blocks
and send trained field
functionaries to these
villages and trained the
common masses at the gross
root level.
The education department
and banks representatives
were directed to hold
awareness campaign
separately by organizing
debates and seminars at
various educational
institutions.

Rajouri Day is celebrated
every year on 13 April to
commemorate the sacrifices
of martyrs - both Armed
Forces personnel and
civilians, who laid down
their lives for liberation of
Rajouri from Pakistani
intruders, in the year 1948.
As part of the week long
celebrations culminating on
14 April, a variety of
activities are carried out.
Two lectures were conducted
for school children of
various schools in Rajouri by
Army Officers including a
lady Officer.
Major Smitha's lecture was
based on her experiences and
personal journey from a
small town girl to scaling the
Mount Everest, in 2012 as
part of the Army team. Her
story of grit, determination
and achievement against all
odds was well received by
the students, especially
young girl students of 11th &
12th classes and they
interacted with her
informally during the tea
session post the lecture.
Another lecture outlining the
various options for young
boys and girls in taking up
the Armed Forces as a career
option was also conducted.
Approximately 350 students
and 14 teachers from various
schools of Rajouri attended
the seminar which was well
received by teachers and
students alike.
Ganga participates inHanuman Jayanti celebrations

Minister for Industries and Commerce, Chander Parkash
Ganga today participated in Hanuman Jayanti celebrations
being organized at Dwarkapuri temple near Vijaypur in
district Samba.
Speaking on the occasion, the Minister said that the place
is known for its religious significance as river Devika
running through Sudh Mahdev, Udhampur and reaches
Purmandal. He said that the place shall be developed as
religious tourist destination and also announced Rs 1 lakh
for its development.
Hanuman Jayanti is celebrated to commemorate the birth
of Lord Hanuman. A large number of devotees thronged
the temple premises at participate in the celebrations.
On the occasion, he also extended greetings to the people
on the pious occasion of Hanuman Jayanti.

Acting on a specific information, a police party headed by
Dy. SP Hqrs. Ramban Imtiaz Ahmed and SHO Police
Station Ramban Naveen Angral laid a naka at Shan
Palace, Ramban under the close supervision of Addl. SP
Ramban Mushtaq Ahmed and SSP Ramban Mohan Lal.
During the checking, police party intercepted a truck
bearing registration no. JK08A 6995 and apprehended a
person namely Raj Kumar son of Bhagwan Dass resident
of Mela tehsil Hiranagar District Kathua. He was
travelling towards Jammu, police recovered 205 kilogram
poppy straw from his possession. On this, a case FIR No.
40/2017, U/S 8/15 NDPS Act stands registered at Police
Station Ramban and investigation is going on.

age group of 70 years and
above and 80 years and
above for male
beneficiaries, in case of
death of a beneficiary the
pension must be granted to
the deserving person in the
same tehsil, regular pension
disbursement on monthly
basis, grant of new
enhanced pensions and the
arrears as well, disposal of
pensions lying pending
since 2009, inclusion of
DAHWA member in the
Social Welfare councils
being constituted in the
district etc.
The delegation expressed
hope that all their issues
would be looked into for an
early redressal.
Meanwhile, the DC issued
on spot instructions to the
concerned authorities to
look into the issues raised
by the delegation and
initiate speedy action for
disposal of the same. He

Sports event for girls organized
Doda, Apr 11
To promote sports amongst girls in Doda district, Army
organised a sports event in Sports Stadium of Doda district
today. The event was inaugurated by Commanding Officer
Rashtria Rifles posted at Doda. Girl students from various
educational institutions participated in the event. A large
number of spectators were also present on the occasion.
Army is aimed at promoting girls by giving them exposure
in sports. Such events positively engage youths and
channelize their energies in constructive engagement.
Event also targets identifying budding sportswomen &
athletes from rural areas to provide them exposure at Distt
& State level. Sporting event will promote physical fitness
and health awareness amongst girls who are foundation
stones of a healthy progressive & positive society. The
tournament is being organised to promote athletics as a
sport in the remote regions of J&K. Army is conducting
the event with all essential administrative & logistics
support. The event is drawing overwhelming response
from the public of Doda and the locals appreciated the
efforts of Army for promoting sports in the district.

exhorted upon theconcerned functionaries ofthese departments formaking earnest efforts todevelop these sectors forgrowth of economic profileof the farmers. The Minister
directed the concerned toprepare action plan forimplementation of welfareschemes launched by thegovernment for thedevelopment of Fish,Animal and Sheep rearingin the State. He said there ishuge potential under thesesectors and the unemployedyouth can easily earn theirlivelihood by choosingthese sectors as theirprofession. Reviewing theprogress of SheepHusbandry Jammu, theMinister was informed that214.774 lakh kg mutton and46.643 lakh kg woolproduction was recorded inJammu division alone tillending March, 2017. Themeeting was furtherinformed that under thehealth cover programme,78.682 lakh dosings and16.757 lakh vaccinationswere conducted to protectsheep and goat from variousdiseases. While reviewingthe Sheep HusbandrySector Kashmir, theMinister was informed that
sheep population inKashmir Division has risento 17.51 lakh from 16.07lakh in 2015-16 and muttonproduction is 109.35 lakhkgs while as woolproduction in the Division
is 31.45 lakh kgs. 74000farmers are engaged withsheep and goat farming inKashmir Division atpresent. While reviewingthe Fisheries sector, theMinister was informed thattotal fish production of thestate is 20.39 thousandtones. There are 1028 carpunits and 485 trout units inthe State out of which 76carp units and 97 trout unitswere established during2016-17. movement" in Kashmir, exploitation of socialmedia by the terrorist tanzeems had become very common.Hizbul commander was known for posting photographs andmessages using various forms of social media to lure thelocal youth to join the militancy and also to communicatewith the local population that had been radicalised andbecome sympathetic to the movement.After the death of Burhan Wani in an encounter with thesecurity forces, use of internet was suspended in the Valley,in order to prevent misuse of the social media to act as acatalyst for the turmoil that engulfed the Valley as anaftermath of his death.Shaken by the dwindling strength of his cadre and resultantdrop in their morale, Zakir Musa released many videos toraise the sagging morale of the terrorists and motivate thefresh youth in the typical ISIS style.After the ban on use of internet was lifted Zakir Musa, aclose friend of Burhan Wani and his successor as theoperational commander of Hizbul Mujahideen, followed inthe footsteps of his predecessor as far as the use of socialmedia to fuel militancy particularly in South Kashmir thathad turned into a hotbed of the "resistance" movement.After a lull of about five months the security forces resumedanti-terror operations in South Kashmir.In a fine mesh with the local police with hard and actionableintelligence flowing, the security forces launched successfuloperations one after the other resulting in killing of bothlocal and foreign terrorists. Information that had ceased likethe still waters of Dal had now begun to flow like theperennial Jhelum.Shaken by the dwindling strength of his cadre and resultantdrop in their morale, Zakir Musa released many videos toraise the sagging morale of the terrorists and motivate thefresh youth in the typical ISIS style. However, the successgraph of the security forces kept rising and the terroristssuffered one reverse after the other.
At this stage, Zakir Musa took the security forces bysurprise by releasing two videos in quick succession. Whatsurprised the security forces was the fact that the videoswere not targeted at the militants' cadre or localsympathisers but were used to convey an open terror threatto the police personnel and their families and the informersof the police. What was the intention of the terroristcommander in issuing these threats? He obviously wasdoing so at the behest of his masters sitting across theLoC… In the first video Zakir Musa threatened to attackJammu & Kashmir police and their families if they don'tstop harassing the families of militants in Jammu &Kashmir. He further threatened the policemen to stoptargeting militants in the Valley or face dire consequences."This is our first and last warning. Do not harass ourfamilies, otherwise we will kill yours. Even if your familieswere in Kanya Kumari, we'd hunt them down and kill them.If you still refrain from doing so, we will make sure thatevery street in the Valley is littered with the bodies ofJammu & Kashmir Police- right from the Chaprasi to theInspector General of Police. Even police security will not beable to protect them", thundered Zakir Musa in the 25seconds video.In the same vein he also threatened the police informants.The newly appointed Director General of J&K Police Dr. SPVaid was quick to respond when he stated that the Policeis not harassing the militants' families and warned them thatin case they dared to target police families', terrorists shouldnot forget that they also have families living back in thevillages.In a subsequent video issued in March this year Musa said,"Many people say local policemen are our own. Don't thinkthey are our brothers. They are supporting infidels and thisis my last warning before beginning of the war." He alsotried to evoke Islam in the same video when he appealed toall Kashmiris including policemen "to dismiss the idea of
nationalism and democracy and turn towards Islam."What was the intention of the terrorist commander inissuing these threats? He obviously was doing so at thebehest of his masters sitting across the line of control inorder to demoralise and subvert the local policemen.Pakistan failed miserably in its designs, thanks mainly dueto the fine leadership provided by the DGP and his team ofdedicated local Kashmiri officers and the steel-like resolveof nationalist Kashmiris.Pakistan expected the Kashmiri policemen to react andresign en-masse quoting threat to their families as an alibi.This would have enabled Pakistan to portray the situation inKashmir as an indigenous home-grown movement.Similarly, by invoking Islam, it wanted to divide the state ofJammu & Kashmir on the religious lines as a continuationof two-nation theory. Pakistan failed miserably in itsdesigns, thanks mainly due to the fine leadership providedby the DGP and his team of dedicated local Kashmiriofficers and the steel-like resolve of nationalist Kashmiris.Three police families were targeted in succession but thisalso failed to cow down the brave officers and policemen ofJammu & Kashmir Police (JKP). Frustrated and angryMusa released another video on 01 April. He threatened,"anyone who sides with JKP or the Indian Armyautomatically by being associated with them becomes anti-Islam. They are betraying fellow Muslims and should bepunished suitably." He, in this video, also showered praiseson the stone-pelters and called them soldiers of Islam."Stone-pelters are doing a noble task by protecting themujahids. Stone-pelters are soldiers for Islam." Anotherattempt to play the religion card to win over the Kashmirisand open admission of the terrorist-stone-pelters nexus.Stone-pelters are neither terrorists' sympathisers norsoldiers of Islam but proponents of terror. They are theenemies of the nation.So far, JKP has resisted from the "tit for tat" policy and
refrained from hitting back at the terrorists' families. In myview, this strategy of the militants may prove to be counter-productive. JKP has the Punjab model to fall back upon, ifpushed to the wall. The militancy in Punjab was controlledby the Punjab Police under the superb leadership of KPSGill, only after the militants started killing and torturing thefamilies of Punjab policemen, the Punjab Police took uponitself the mantle of taking the militants head on and notsparing the families of the militants that ultimately led toend of militancy.Time has also come for the disgruntled Kashmiris tochoose between "terrorism" and "tourism".I only hope the terrorists in Valley persist with theirstrategy and JKP under the leadership of its dynamic DGPrepeats the history. For the protagonists of human rights,there is a counter-question, "are the policemen and theirfamilies not human beings and entitled to human rights? Oris it the prerogative of the terrorists and their familiesonly?" They are also advised to study how Russia dealtwith the Chechen rebels, how China is handling theUyghur crisis in the restive Xinjiang province borderingGilgit-Baltistan and much closer how Pakistan has used thesledge-hammer against the fighters of Tehrik-TalibanPakistan using gunships, attack helicopters, bombers andartillery in operation Zarb-e-Azb and in recently launchedoperation Radd-ul-Fassad in the hinterland.Time has also come for the disgruntled Kashmiris tochoose between "terrorism" and "tourism". It is notHobson's choice. Those who opt for the former includingthose who glorify the stone-pelters and call them"nationalists" will be termed as anti-nationals and nation'smight should be used to crush them. In the changedKashmir narrative there is no place for those who areagainst the nation's unity and integrity.

The death sentence for former Indian Navy officerKulbhushan Jadhav in an alleged espionage case by aPakistan military kangaroo court is a signature case of themodus operandi of the powerful Pakistan army whichtraditionally keeps the civilian government out of theloop.It shows that the Pakistani military establishment carestwo hoots for the elected government in office.It proves yet again what the world knows: That in othercountries the State has an army but in Pakistan the armyhas got a State.It's also a signal of things to come in the India-Pakistanbilateral context as the timing of Jadhav's death sentenceis hugely important.The development comes close on the heels of the twosides holding talks under the rubric of the Indus RiverWaters Commission and an Indian parliamentarydelegation just concluding a visit to Pakistan -- bothevents decidedly a forward-looking step.More importantly, the development comes just about tendays before the two countries' Coast Guard were to hold
talks in New Delhi. Now this event is as good as cancelledbecause it is highly unlikely that the Modi governmentwill go ahead with these talks after this extremeprovocation.The latest turn in the Jadhav saga points to many moreimportant things in diverse areas:The Nawaz Sharif government as well as Pakistan'snational assembly have been systematically shut out ofthe Jadhav case. Pakistani parliamentary committees ondefence and foreign affairs have zilch information on thealleged espionage episode.Sartaj Aziz, the Pakistan prime minister's foreign affairsadvisor, told the Pakistan senate in December that thecivilian government had no evidence of Jadhav being anIndian spy.Thus, the Pakistani military's kangaroo court has wilfullyand blatantly gone contrary to what a top official likeSartaj Aziz told the Pakistan parliament on record.It reconfirms the Pakistan army's 'My way or highway'approach.It also confirms that when it comes to Pakistan's civiliangovernment trying to smoke the peace pipe it is thePakistan army which is actually the super government.Pakistan's government proposes; Pakistan's armydisposes!While Jadhav was ensnared from Iran last year -- thoughthe Pakistan army wants the world to believe he wasarrested in its Balochistan province -- during the then
army chief General Raheel Sharif's tenure, his deathsentence has been confirmed by current army chiefGeneral Qamar Javed Bajwa.It shows that the Jadhav case is being choreographedsolely by the Pakistan army.All this indicates that the Modi government will bewasting its time and effort negotiating peace with theNawaz Sharif government.It would be better off if it were to open a direct channelwith the Pakistan army. India's National Security AdvisorAjit Doval clearly has his task cut out in this regard.Perhaps most importantly, the Jadhav case may well belinked to a retired Pakistani army officer's disappearance.Lieutenant Colonel Mohammed Habib went missing fromLumbini in Nepal close to the Indian border a few daysago. The Pakistani media is awash with inspired storiesthat Habib has been 'kidnapped' by the Research andAnalysis Wing, India's external intelligence agency.There is a possibility that the haste shown by the Pakistanimilitary court in sentencing Jadhav to death may be a pre-emptive move to tell its domestic constituency that themilitary establishment made the first move and the Indianaction (of 'kidnapping' Habib) is a retaliatory action.Pakistan is back on the front burner of the Indian strategicestablishment. The Jadhav case will have a loud echo inIndia-Pakistan bilateral diplomacy.

IF US couldn't exert against Pakistan in theirown favour, there is little that they will bewilling to do against Pakistan in India's
favour.
Just like every Indian Prime Minister who comes into officethinking that he will be able to do something that all hispredecessors have failed to do - normalise relations with
Pakistan - every new US administration imagines that it will beable to break the Indo-Pak logjam by inserting itself between thetwo South Asian enemy countries. It now appears that for all thetalk of US president Donald Trump being the great disrupter whodoesn't like to follow the beaten path, on India-Pakistan at least, hetoo seems to have fallen in the same old mould and will "try andfind its [US'] place to be a part" (to use the phrase of the USambassador to the United Nations) of an effort to resolve problemsbetween the two countries. After a firm rebuff by the Ministry ofExternal Affairs spokesman to the comments made by the USambassador Nikki Haley, the US State Department seems to havebacktracked and issued a statement calling on both countries to"engage in direct dialogue aimed at reducing tensions" i.e. keep itbilateral (India's position) but also engage (Pakistan's stand).It is entirely possible, though also a little unlikely, that Haley'scomments on Indo-Pak situation were off-the-cuff, in response toa leading question by a Pakistani journalist. Many people in Indiawould like to believe that she shot her mouth off about acomplicated issue about which, notwithstanding her Indianancestry, she is clueless. Worse, she is unaware of the sensitivitiesof India. But the fact that she spoke about members of the USNational Security Council likely to participate in deliberatingabout how they could become part of resolving Indo-Pak issues,and adding that Trump himself could be part of these deliberations,suggests that there could be some thinking in the US on trying toget involved in the India-Pakistan equation. Of course, this won'tbe the first time the Americans are trying such a thing. Trump'spredecessor, Barack Obama, also tried to include India in the areaof responsibility of the Special Envoy on Afpak region. But India'sstrong reaction over being made part of the Afpak policy of theObama administration effectively stymied that half-baked attempt.Now, once again, the Americans could be trying something similarand chances are that India's response will be no different now towhat it was during Obama's time.India's aversion to any third-party involvement or interference inits relations with Pakistan is based on very solid foundations. Ininternational relations, there are no honest brokers. The parable of
the monkey mediating between two cats fighting over a piece ofbread (and eventually eating the entire bread, leaving the catsscratching their heads wondering what happened) also applies ininternational relations. Every country that seeks to mediatebetween two other countries, does so not out of altruism but tofurther its own interests. The problems between the countries or themerits of the case in which it is playing mediator are onlytangential to the interests of the mediating country. Therefore, if theUS wants to play peacemaker between India and Pakistan, then itisn't so much for the sake of India or of Pakistan but more becauseit serves US interests, which aren't necessarily about peace andstability in South Asia. After all, we have seen the havoc USintervention has wrought on the middle-east where it went in tooust dictatorial regimes and usher in democracy.Be that as it may, to the extent that US' interests converge withIndia's interests, a case could be made in favour of such mediation.But despite the growing convergence of interests between the USand India in recent years, the simple fact of the matter is that asuperpower's interest will always take priority over the interests ofa middle-level power like India. What is more, there will neverever be a complete convergence of interests as long as there is bigdifferential in economic, diplomatic, political and military powerbetween any two countries. The smaller power will always beexpected to subordinate its interests to those of the superpower. Inother words, if the superpower thinks its interests are better servedin appeasing a third-rate power like Pakistan, then it will expect acountry like India to sacrifice its interests in order to serve theinterests of the superpower. Therefore, the worst mistake that Indiacan make is deluding itself that the third party will be an honestbroker. In fact, post-independence even though the naïve Nehruviewed the British favourably, they behaved treacherously andbetrayed India in the UN. In his book War and Diplomacy inKashmir, former ambassador C.Dasgupta has documented theentire story of how the Great Powers of that time connived to givethe aggressor Pakistan a leg up because it suited their geopoliticalinterests. What makes anyone think that this will not happenagain? The Americans have been quite candid in telling their Indianinterlocutors that while there is 95% convergence on issues inIndia's east (read China), there is only 5% convergence on issuesin India's west (read Pakistan). Under these circumstances, it willbe nothing short of suicide for India to accept any sort of mediationwith Pakistan by the Americans or anyone else. In any case, if theAmericans could do precious little to alter Pakistan's perniciousbehaviour and policies that led to thousands of US soldiers' deathin Afghanistan and has all but led to US' defeat in that country,what are the chances that they will be able to force Pakistan into a
compromise with India? Negligible, really. After all if they couldn'texert against Pakistan in their own favour, there is little that theywill be willing to do against Pakistan in India's favour.Pakistanis anyway consider the Americans a declining power withwhich they still have to do business but before which they nolonger need to kowtow. They think they can balance the US withRussia and China on their side. In fact, they are trying to play theAmericans against the Chinese and Russians and hoping tomaximise their interests by making all sides vie for their attentionand affection. This is why, a top Pakistani official has toldAmericans that they need to get their act together in Afghanistan(i.e. follow Pakistan's lead) because otherwise the Russians willmove in (who are already following Pakistan's and China's tail).The US could therefore tilt in Pakistan's favour in order to retainwhatever little influence it still holds in Pakistan and not lose it allto China and Russia. As far as India is concerned, since they arethe good guys, reasonable and friendly, the Americans think theycan sweet talk, influence, or even pressure India to compromise.The way the US will see it, India has so many interests - economic,strategic, diplomatic - tied to the US that it will be more amenableto a compromise than Pakistan which doesn't have much to lose iftheir relations with the US went further south. All this is thePakistani calculation, which is why they are so keen on USmediation. At the very least, the Pakistanis think that once theAmericans step in, Kashmir will get internationalised and that inand of itself will be a victory of sorts for them.While it is true that there have been occasions in the past when theAmericans have stepped in to prevent things between India andPakistan from spiralling out of control - Kargil war, OperationParakram, the Brasstacks exercise are an example - these cannot becompared with an American mediation between India andPakistan. Even now, India has made it clear that while it cannotcountenance any mediation, it does "expect the internationalcommunity and organisations to enforce international mechanismsand mandates concerning terrorism emanating from Pakistan,which continues to be the single biggest threat to peace andstability in our region and beyond". But perhaps India needs to domore to disabuse the Trump administration of any notion it has thatit can play the proverbial monkey between the two South Asiancountries (or is it cats?). At the same time, Nikki Haley's remarksshould serve as a rude wake-up call for India to not depend on anyGreat Power for its security or defence requirements and also toexpand the space for exercising strategic autonomy, which in turnentails developing indigenous defence industry capabilities and re-energising the economy.

At least sixpolling booths were abandoned by the polling machinerydue to hostile environment. Obliviously, there would bere-polling in many booths and better security will make itto higher voter turnout but see the propaganda value thatthe militants have of the government to provide theprotection to have better turnout.All of us had witnessed the past elections in JammuKashmir that showed people in long queues in tune withdemocratic spirit despite all the threats of militants toalienate them.Those who have been responsible for handling Kashmirat the Centre seem to have a low comprehension andvision about the complex and intricate politics of Kashmirvalley. The situation has changed drastically so for theclimate of fear that the militant groups has generated.Leaders from the centre and state governments have beenall along accusing Pakistan and its Agencies for all themess and troubles that India and its people face. It hasstretched to the extent that Pakistan and terror groups nowsucceeded in enforcing their writ in the valley to scuttlethe democratic process of elections. In a way the situationsuggests that a strong central government, an elected stategovernment, their well-knit intelligence network and amighty force have been outwitted by a chaotic countryand its agencies from across the border. How shamefulthe hypothesis is. It seems escapist!Where are the political leaders who claimed to be therepresentatives of the people of Kashmir? Either theywere not the real representatives of the people or theyhave no courage to go to the people and prevail upon thepolitics of peace and prosperity. The so called mainstreampoliticians are rendered as the rootless leaders who do nothave any connect with the locals. Despite having beenwell nursed by New Delhi with ample political patronage,power, pelf and privileges, they have left the politicalspace for the communalists, separatists and militantsgroups and hidden themselves behind the security coversin their homes and hearths while letting the blood ofpeople spill on streets.Surprisingly, these so called main-stream politicians havebeen playing reverse role in worsening the situation byadding fuel to the fire.

Srinagar, Apr 11:Authoritieson Tuesday ordered restorationof the BSNL broadband servicewhich was shut down on April 9midnight but the mobile internetis yet to be restored.
Internet service wassuspended in Kashmir Valleysince midnight of April 8 due toby-polls in Srinagarparliamentary constituency onApril 9. "I have orderedrestoration of broadband servicein Kashmir. I will take a reviewmeeting in which we will decideabout restoration of mobileinternet service," DirectorGeneral of Police Dr. S P Vaidtold KNS. "I don't feelcomfortable in imposing curfewand shutting down internet, butsome elements with nefariousdesigns forces me to do so," theDGP said. Earlier the authoritieshad ordered the suspension ofinternet till April 12, the daywhen by-polls were scheduledon Anantnag parliamentaryconstituency. He said that ElectionCommission's decision to go for re-polling merely after three days of civiliankillings speaks volumes. "ElectionCommission of India has not taken the
civilian killings and the outrage andresentment expressed by people intoaccount. Situation can't be retrieved byany means so quickly to have a free andfair poll with public participation as theyare deeply alienated," Mir said addingthat he will not expose his people to riskin his constituency.

At least 15 policemen and
some students had to get
medical help; some were
still in hospitals and said to
be in a stable state. More
than 50 were taken into
custody.
The fee hike for the 2017-18
session — purportedly
necessitated by a financial
crunch at PU — meant some
courses saw an increase of
up to 1,000%. The Union
ministry for human resource
development (MHRD) and
the University Grants
Commission (UGC) have
been pressing PU to increase
income from internal
resources if grants are
needed.
On Tuesday, students’
parties except the Akhil
Bharatiya Vidyarthi Parishad
(ABVP) had called for
strike. The ABVP is
protesting separately and
their hunger strike entered
its tenth day on Tuesday.
Right from 9 am, members
of Students for Society
(SFS), which is a leftist
union, was moving from
department to department
asking students to join the
protest. Around 10.30,
hundreds of students
gathered outside the vice-
chancellor’s office and
started sloganeering against
V-C Arun Kumar Grover,
the MHRD and UGC, and
the Modi government.
Members of Panjab
University Students’ Union
(PUSU), Students’
Organisation of India (SOI)
and National Students’
Union of India (NSUI) also
joined. The students
managed to dodge the police
and university authorities to
enter the arena right outside
the V-C’s office.
As students tried to push
their way to enter the office,
the policemen pushed back.
When the water cannon was
used, stone-pelting started

However, some leaders then
tried to pacify the students
and told them not to throw

Students sat down and told
the policemen to call an
ambulance for those injured.
They were also demanding
to call the V-C out, but the

When the students charged
for a second time, the police

Tuesday promulgated an
ordinance making
Malayalam a compulsory
subject in all schools in the
state up to Class 10.
The ordinance will come
into effect from the next
academic year, chief
minister Pinarayi Vijayan
told reporters. It will be
applicable up to Class 10 in
all government, aided, un-
aided, self-financing
institutions, including those
affiliated to CBSE and ICSE
streams, he said.
However, Malayalam would
not be mandatory for foreign
students and those from
other states to pass Class 10,
Vijayan said.
The ordinance was issued
after governor P Sathasivam
gave his approval. Detailing
other directions in the
ordinance, he said teaching
Malayalam would be made
mandatory for awarding No
Objection Certificate for
schools.
“The law (ordinance) clearly
states that schools should not
impose any direct or indirect
ban against speaking
Malayalam. It also states that
no boards should be erected
in the campus directing
students to use any language
other than Malayalam,”
Vijayan said.
The NoC of schools, where
Malayalam is not taught,
would be cancelled, he said.
A fine of Rs 5,000 would be
imposed on the principals of
those schools which fail to
follow the new instructions,
the chief minister added.

Singh asserted that the basic
norms of law and justice was
flouted in awarding the
death sentence.
“I assure that Indian
government will do
whatever is necessary.
Justice will be done to
Jadhav,” the minister said.
Earlier, Shashi Tharoor of
the Congress demanded in
the Lok Sabha that India
should raise the matter at the
international level, as
Pakistan violated the
Geneva convention by
denying consular access to
Jadhav.

Commission (CIC) has asked
the income tax department to
investigate how
“confidential” data of a Right
To Information applicant’s
tax return was given to a
third party without his
consent, exposing the
possibility of personal
income data of millions of
tax payers getting leaked.
“There is an emergent
requirement to investigate
the root cause of the leakage
of confidential data filed by
the tax payers and plug the
loopholes forthwith. It is
essential to protect the
confidential financial data
filed by millions of tax
payers from falling into
wrong hands in the larger
public interest,” said
information commissioner
Bimal Julka in his order
directing the Income Tax
department to conduct an
investigation. Badal
Satapathy, a resident of
Bhubaneswar, told the
commission that his income
tax returns for financial
years 2005 to 2011 were
downloaded in 2012 and
given to third party
Lipipuspa Rozalina without
his consent. Satapathy
claimed that he was
threatened on the basis of
the personal information
leaked and he informed the
income tax department
about it but no action was
taken. He then filed an RTI
application with the IT
department seeking reply on
how the information was
given without his consent
and what legal action has
been taken against the
person(s) responsible for
leaking his personal income
details. After not getting any
response from the IT
department even though his
application was transferred
16 times to different wings,
Satapathy filed an appeal
with the information
watchdog --- the CIC.
Satapathy told the
commission that some
“unscrupulous employees”
of the department were
selling highly confidential
financial data of tax payers
to third parties without their
knowledge or any court
orders. Responding to his
allegation, the income tax
department said they were
not aware whether any
particular official has
downloaded his income tax
returns saying that creation
of user identification and
secrecy of data was
responsibility of the regional
computer centre.

An Indian man is set to be
deported from Dubai after
he abused a woman
journalist on social media
and posted offensive posts
against Islam on Facebook,
according to a media
report.
Rana Ayyub, an
investigative journalist
based in New Delhi,
exposed the vulgar
messages on Twitter sent to
her by the man, following
which some of her
followers reported the
matter to the management
of the UAE company where
the Indian worked, Gulf
News reported.
The 31-year-old employee
identified as BB, from
Kerala, joined Alpha Paint
in Dubai, a sister company
of National Paints in
Sharjah, in 2015. He
worked as a customer
service employee.
BB sent an abusive
message with sexual
overtones to Ayyub on
Facebook messenger, the
report said.
Under the United Arab
Emirates (UAE)
cybercrime law, any form
of misuse of a computer,
smart device or an
electronic network could
fetch the violator, if found
guilty, a lengthy jail term
and/or a heavy fine.
The company said it
terminated the expat’s
contract and will pay for
his tickets and his rights
according to the UAE
labour law.
The man’s visa was
cancelled on Monday and
he was set to be deported,
the report said.
Shadi Al Refai, human
resource manager of the
company, said that they
received the complaint by
email on April 7 from a
man saying that one of the
staff members abused a
woman on social media.
The email included a copy
of the abusive message sent
by the BB.
“We verified the accuracy
of the information and
checked on the name of the
man. On April 8, at 8 am
the termination order of
(BB) was issued,” Al Refai
said. The management
summoned BB who
admitted sending the
abusive messages and
promised not to repeat his
action.
“When we checked on his
Facebook account, we saw
the abusive message which
was sent to that lady in
addition to offensive posts
against Islam,” he said.
Ayyub told Gulf News that
she will be filing a police
case against the accused in

hundreds of meat sellers
held a demonstration at PM
Narendra Modi’s public
relations office in
Ravindrapuri on Tuesday.
The meat sellers, including
Quereshi community
members, from city and
rural parts besides several
CPI-ML members gathered
at Revari Talab area. They
walked for around two
kilometres before they
reached the PM’s public
relations office. Urging
Modi and the UP chief
minister to get the
slaughterhouses reopened,
they shouted slogans like
‘Band karo, band karo, meat
sellers ke rozgar par hamla
band karo (stop attack on
employment of meat
sellers).
Their other demands include
ban on cow vigilantes and
easy licence process for
meat shops besides
alternative employment
arrangements for those
associated with the meat
trade. “Earning livelihood
by choice is our right.
Hundreds of meat sellers
have been rendered jobless
ever since the crackdown on
slaughterhouses started,”
said a protestor Mohammad
Asif.
The protestors demanded
that the modernisation of
slaughterhouses should be
expedited. One abattoir has
been sealed by the Varanasi
Municipal Corporation
(VMC) and two others shut
down because
modernisation is under way
there. They also condemned
the recent lynching of Pahlu
Khan by a group of cow
vigilantes in Alwar district
of Rajasthan. The ‘gau
rakshaks’ accused him of
illegally smuggling cows for
slaughter.
The meat sellers submitted a
memorandum addressed to
the PM Modi to the officials
at the mini PMO. The
authorities there assured
them of forwarding their
message. CPI (ML) office
bearer Manish Sharma and
many other members also
joined the protest.
“Crackdown in the name of
protecting environment is
suppression of right to
employment. There should
be some alternative
arrangements for these
people to help them earn
their livelihood,” Sharma
stated.

Oltmans on Tuesday said the
upcoming Sultan Azlan Shah
Cup men’s hockey
tournament will be a platform
for the team to test its new
methods ahead of this year’s
big ticket events.
Oltmans said India will be
using the Azlan Shah Cup in
Ipoh, Malaysia to test its
bench strength and style of
play ahead of this year’s
important tournaments like
the Hockey World League
(HWL) Semi-Final in
London, HWL Final in
Bhubaneswar and Asia Cup in
Dhaka.
“This (Azlan Shah Cup) is
not the most important
tournaments for us. The most
important thing for us in this
tournament will be to
showcase (our potential). We
are trying to introduce a new
style of play before we
embark on big tournaments,
including the Hockey World
League and Asia Cup,” the
Dutchman told reporters after
announcing the squad at the
Sports Authority of India here
today.

Oltmans said India will
focus more on its

Azlan Shah Cup.
“We are practising very
hard. We want to score more
and more goals. Winning a
medal for the country is all
about scoring goals and to
execute this plan we need
more goal-scoring players like
Affan Yousuf,” he said.
Asked, who he considers to
be the underdogs in the
tournament, Oltmans said:
“Japan has not played any
international matches and it is
difficult to know who are the
underdogs. Also, there is
England who did not have
very good outing last year.
They will be eager to perform
better. So, let us wait and
watch.”

shuttlers vying for a position
in the Badminton World
Federation’s Athletes

The other Indian in fray for
the four slots is relatively
unknown male shuttler called
Nikhar Garg, known more for
his anti-establishment voice
in the badminton fraternity
than for his on-court
performances.
Garg’s doubles ranking
stood at 374th in January.
Garg’s nomination may
have happened after he
expressed his desire to contest
for a slot in BWF Athletes’
Commission.
The unknown Mumbai
shuttler started an online
petition in May 2016 urging
BWF to grant greater
autonomy to the independent
players by allowing them to
register directly for
international tournaments
instead of their associations.
The nominations closed on
March 27 with six men and
three women standing for the
BWF Athletes’ Commission
elections.
Apart from Sindhu, the list
also comprises two former

Following the close of
nominations on March 27,

third person will be the
candidate (male or female)
with the next highest number

elected to finish the term of
Tang Yuanting.
The Chinese player, who
became a member of the
Athletes’ Commission in
2015, has resigned following
her retirement from
badminton last year, thus
leaving a vacancy on the
Commission.
Therefore, either the female
with the second—highest
number of votes or the female
with the third-highest number
of votes will be elected to
serve the remaining two years
of Tang’s term.
For the first time, voting by
email will take place and this
starts on April 26 and ends on
May 24 — the date on which
players attending the
Sudirman Cup in Gold Coast
will be able to vote in person
at the stadium.

lead an 18-member Indian hockey
team at the 26th Sultan Azlan Shah
Cup in Ipoh, Malaysia, starting
April 29.
Manpreet Singh will be
Sreejesh's deputy in the squad that
also has members from the junior
World Cup winning squad.
Defender Gurinder Singh,
midfielders Sumit and Manpreet
were a part of the Junior World Cup
winning squad and are slated to
make their debut at the tournament.
The 21-year-old goalkeeper from
Mumbai Suraj Karkera who was
part of the junior squad that toured
England in 2016 and participated in
the EurAsia Cup in Russia and the
Four-Nations Tournament last year,
too finds his name in the team.
Ahead of the national camp for
the senior men's core probable
group, chief coach Roelant Oltmans
had emphasized on giving juniors
the right exposure with a vision of
building a team that would bring
laurels in the 2018 World Cup and
2020 Tokyo Olympics.
As a first step towards that goal,
the chief coach has inducted these
youngsters from the junior men's
team.
The team also features drag
flicker Harmanpreet Singh, Junior
World Cup winning skipper Harjeet
Singh and forward Mandeep Singh.
The trio, who were instrumental
in the Indian team's success at the
Junior World Cup, have played at
the Sultan Azlan Shah Cup in the
previous edition where India won a
Silver after losing to Australia in
the Final.
"The idea was to try out new
combinations ahead of the three
important tournaments this year,
which are the World League Semi-
Final, Asia Cup and the Odisha
Men's Hockey League Final
Bhubaneswar 2017," explained
Oltmans.
"We have a few tournaments
before these big events like we play
Belgium and Germany before we
play the World League Semi-Final
and we play Belgium and Holland
in August. These are good
opponents against whom we can
test ourselves to access whether the
players are achieving what we
expect out of them," he said.
Experienced Sardar Singh,
Chinglensana Singh Kangujam,
Harjeet Singh, Sumit and Manpreet
will be manning the midfield.
The defence includes Rupinder
Pal Singh, Pardeep Mor, Surender
Kumar, Harmanpreet Singh and
Gurinder Singh while the
forwardline is formidable with SV
Sunil, Talwinder Singh, Affan
Yousuf, Akashdeep Singh and
Mandeep Singh.
"We will bring a team to
Malaysia which is a mixture of
experienced and young players
some of whom have played in the
senior squad earlier. It is a
challenge for us to see where we
stand with the new team
combination compared to other
teams like Australia, Great Britain
and New Zealand," said Oltmans.
The coach feels that some of the
opposition teams will not ring in
too many changes.
"They also will bring new
players. I don't expect Malaysia and
Japan to have too many changes in
their teams and I think they play the
same players as they did at the
Asian Champions Trophy last
October," said Oltmans.
The tournament will give an idea
of how things are progressing.
"It will be interesting to see how
these teams are developing and also
access our own progress. We need
to pay attention to the structure we
are looking for and it takes time to
make everyone aware of what the
demands of the structure are
specially when new players are
coming in.
"Though most of them are
responding very well, I believe
there will be some ups and downs
in the tournament but the aim is to
have the best possible result,"
Oltmans concluded.

set to open it pool for the season
next week.
However, it has been learnt
reliably that the management of
the pool has fixed April 17 i.e.
Monday the date for the formal
opening of the swimming pool.
Since, those swimming
enthusiasts have already started
approaching the office of the
Manager, Indoor Complex, MA
Stadium, here for fresh
registration and renewal of the
existing membership, the
concerned staff has geared-up
to take on the rush.
Important to mention here
that swimming pool remains the
most attractive and revenue
generating sports facility at the
MA Stadium.
However, unfortunately, with
the increase in the pool depth at
shallow because of an
engineering blunder committed
by the State Sports Council
(while renovating the pool) the
only government-run
swimming facility has upset
those youngsters, who are
below 4-feet of height. The
technical staff at the pool does
not allow beginners quoting
different reasons.

Four of those — goalkeeper

to debut, while Surender
Kumar, Harmanpreet Singh
and Harjeet Singh have
already earned senior caps.
“We always want a good
senior core but feel we have
to give the juniors an
opportunity,” said chief
coach Roelant Oltmans. “It’s
good for them to get
exposure. A number of
common (senior) names are
not involved but it doesn’t
mean anything for the
future.”
Fresh Olympic cycle
The Azlan Shah Cup, to be
held in Ipoh, Malaysia, from
April 29 to May 6, in some
ways marks the beginning of
a fresh Olympic cycle for
India. It was an opportunity
to experiment before bigger
assignments ahead, Oltmans
felt.
“This is not the most
important tournament for us
in 2017. The Asia Cup (Sep
30 to Oct 8, Dhaka) and the
HWL Final (Dec 1 to 10,
Bhubaneswar) are the main
ones. That doesn’t mean we
don’t want to perform in the
other tournaments.
“We want to test ourselves.
We want to try out all the
combinations in 2017
because 2018 is a huge year,
with the Commonwealth
Games, the Asian Games, the
Champions Trophy and the
World Cup.”
Dipsan Tirkey, who was
hugely impressive during the
junior World Cup, was not
called up, while Simranjeet
Singh was left out too.
“Dipsan had a good junior
World Cup and is a big talent
but this is maybe one step too
early,” Oltmans said.

Thimmaiah and S.K.
Uthappa, all of whom
featured at the Rio Olympics,
were rested while Sardar
Singh was not. Oltmans was
impressed with the veteran
midfielder’s attitude since
the national camp began at

“He has made a good
impression on the coaching
staff during the last four
weeks,” the Dutchman noted.
“He is very eager. He’s been
training very well. He brings
experience which is still
needed.

Radhakishan Damani mayshun the limelight, butinvestors in his firm AvenueSupermarts, the owner of D-Mart chain of retail stores,have no such qualms. OnMonday, they bought heavilyinto Avenue shares, boostingits market cap past the Rs50,000-crore mark and itsshare price to a new high ofRs 806.80. The shares rose7% initially before endingthe day 3.3% up.
Investors' fervour forAvenue has shown no signsof easing since March 21when its shares listed at morethan 100% premium to offerprice of Rs 299. The sharesare up 160% as of Monday ,making Avenue the mostexpensive brick-and-mortarretail stock in the world onkey financial parameters.
While giants such as Wal-Mart, Costco, Tesco, Target,Metro and Carrefour among
others are trading at a marketcap-to-sales ratio of below 1,Avenue is trading at nearly5.6 times. The market capto-sales ratio measures thepremium that investors arewilling to pay for future sales.
D-Mart's eye-poppingvaluation and the stock surgehave forced analysts and fundmanagers to warn aboutirrational exuberance.Thoughinvestors don't mind paying apremium for the fastest-growing and most-profitableretail stock in the country,
they are finding it difficult tojustify the 96 times FY17multiple for the stock.
"The stock with low float isgetting into bubble territory"said Sanjiv Bhasin, EVP-markets, IIFL. "We areextremely cautious."
The FY18 numbersdiscount the current marketprice by 65 times comparedwith 16.8 times for WalMart,30.05 times for Costco andTarget's 13.33 times.
Avenue's sales and marketcap are tiny compared with
the retail biggies of the worldbut the fact that investors arewilling to pay lavish premiumto own the stock is helpingthe Mumbai-based firm hogthe global limelight.
"Valuation at nearly 100 PEis not at all justified, butinvestors are giving AvenueSupermarts a lavish valuationbecause of its growthvisibility and clarity instrategy ," said Daljit Kohli,head of research,IndiaNivesh Securities. "It isa quality play on the Indianretail sector and investors arepaying hefty premium asthere are limited options toinvest in the fast emergingIndian retail sector."
Avenue is worth $7.52billion at end of trading onMonday, more than that ofTata Steel, Cipla, Dr Reddy's,Tech Mahindra, Britannia orMarico.
Over the past five years,Avenue's like-for-like sales
has grown 20% on an averagedespite subdued macroenvironment. Despite newstore additions, same storesales growth (SSSG)numbers have not seen anysignificant moderation,implying healthyperformance of the oldstores.
"From a 12-monthperspective, we believe scopefor absolute returns islimited, even as long-terminvestors may continue toown this name given lowfloat and healthy long-termgrowth prospects," saidLatika Chopra, analyst, JPMorgan. "Given limitedcatalysts for earningssurprise, we do not find roomfor further re-rating, rather,we highlight potential riskson the downside related todelay in store openings, softcomps growth andorincreased investments in e-commerce."

Banks have been cuttingrates in the recent times asthey want to use liquidityavailable with them, FinanceMinister Arun Jaitley onTuesday said in the RajyaSabha as some parties,including ruling NDA, saiddemonetisation did not havepositive impact on creditgrowth.
Shiv Sena member SanjayRaut said it was claimed thatdemonetisation would havepositive effects on creditgrowth but that did not seemto be happening while therewere also concerns related tobanks cutting down staff.
Minister of State forFinance Santosh Gangwarsaid, "while such concernshad been expressed, if welook at figures, there hasbeen a positive impact oncredit growth."
Another member raised a
question about sluggishcredit growth, to whichJaitley said steps which aretaken to give boost to theeconomy also mean thatcredit growth shouldincrease.
Alternative source ofcredit such as bonds haveseen a significant revival, hesaid. Jaitley said that,notwithstanding themonetary policy decisions ofthe Reserve Bank of India,immediately after thedemonetisation in the first go
itself, in the month ofJanuary, the banks had cuttheir rates down by almostabout 80 to 85 basis points.
"Recently, again, at thebeginning of this month, Isaw there was a marginal cutby some banks," Jaitley said,adding "therefore, bankshave themselves also beenindulging in the exercise ofcutting down the rates,essentially, because excessliquidity is available withbanks and they want to usethis amount."

Snapping its three-day losing run, thebenchmark BSE Sensex on Tuesday zoomedby about 213 points to close at 29,788 oninvestor optimism about March quarterearnings amid mixed global cues.
Sectoral indices such as FMCG, capitalgoods, PSU, realty and banking were in thelead, giving sentiment a lift.
Sensex resumed higher before ending at29,788.35, a recovery of 212.61 points, or0.72 per cent. The gauge had lost 398.50
points in the previous three sessions.The NSE Nifty again crossed the 9,200-
mark to hit a high of 9,242.70 and settled55.55 points, or 0.61 per cent, higher at 9,237.
Stock brokers said optimistic buying aheadof industrial production (IIP) data forFebruary and retail inflation for Marchtomorrow halted the three-session fallingstreak.

Pakistan Defence MinisterKhawaja Asif on Tuesdaysaid that Kulbhushan Jadhavhas a right to appeal againsthis death sentence within 60days, even as he justified thedeath penalty given to theIndian national. Jadhav, 46, was awardeddeath sentence by militaryField General Court Martialunder the army act for hisalleged involvement in ter-rorism and espionage. Thedeath sentence was con-firmed by powerful armychief Gen Qamar JavedBajwa.Speaking in the Senate,upper house of parliament,the defence minister todaysaid Jadhav has the right to
appeal against his death sen-tence within 60 days.The sentence sparked angryreaction from India whichsaid Jadhav's executionwould be treated as "pre-meditated murder."Asif dismissed Indian con-cerns that proper legalprocess was not observed inthe trial. “There was nothingin the [legal] proceedingsthat was against the law," hesaid.He also rejected the chargesof premeditated murder."It's not premeditated mur-der, what's happening inKashmir is (premeditatedmurder)," he alleged.The minister further said thetrial of Jadhav went for wenton "for three months",rejecting rumours that hewas hastily convicted.The minister said thoseworking against the securityof Pakistan would be treatedwith "iron hands”.
