payment from the General Fund. II. Report – Child Nutrition Accounts Payable (attachment and motion)

The acting superintendent recommends approving the attached list of invoices for payment from the Child Nutrition Fund.

III. Report – 2016-17 Insurance Premiums (attachment) The acting superintendent reports the insurance companies and premiums amounts the district will pay in 2016-17 for commercial (i.e. general liability), automobile, umbrella and worker compensation policies. Please note that PSBA will be our worker compensation company. Six quotes were requested for worker compensation insurance and the best offer still increased employer premiums over $23k due to higher experience modifications from large claims. IV. Report – PA Certified Safety Committee Credit (attachment) The acting superintendent reports the district has been granted a 5% discount off of worker's compensation by having a district safety committee. This 5% savings has already been factored into the 2016-17 premium through PSBA. V. Report – State Budget Update (attachment) The acting superintendent reports the financial results and impact of the 2016-17 approved state budget. Our district is budgeted to receive $409k more than 2015- 16. Note that the approved final district budget included a 0% increase in basic ed, RTL and special ed funding so this funding is $409k more than budgeted. Basic Ed Funding $11,068,763 (increase of $362k) Ready to Learn Grant $542,734 (increase of $0) Special Education $ 1,874,588 (increase of $46k)

VI. Report – Closing and Opening New Conewago Township Tax Collector Bank Account (motion) The acting superintendent recommends closing the Northeastern SD Conewago Township tax collector bank account at BB&T Bank due to bank fees. Recommend opening a new stand-alone bank checking account titled "Northeastern School District Conewago Township Tax Collector" at Fulton Bank under the district's tax identification number. Transfer any remaining balance from the BB&T Bank account to the Fulton Bank tax collector account. VII. Report – Closing and Opening New Mount Wolf Borough Tax Collector Bank Account (motion) The acting superintendent recommends closing the Northeastern SD MW Borough tax collector bank account at BB&T Bank due to monthly bank fees. Approve a new stand- alone Public Funds bank checking account at Members 1st Federal Credit Union under the district's tax identification number for the collection of school taxes by the Mount Wolf Borough's tax collector. Transfer any remaining balance from the BB&T Bank account to the Members 1st Federal Credit Union tax collector account. VIII. Report – Letters of Resignation

The acting superintendent reports that letters of resignation were received from the following individuals: A. students as early as kindergarten. This was done by our Guidance Counselors. On June 7th there was a training at York County School of Technology. NESD presented a draft of their Plan to PDE. They loved Northeastern’s plan and would like to use it as a sample for other districts.

Administrator Retreat was held on June 7, 8, 9. Very productive time including Professional Development and planning out the year. Dr. Sidle thanked the board for allowing the Administrators this time to do some team building.

Middle School Musical, School House Rock Live, was fantastic. Boys Volleyball won their 4th straight State Championship. Work on the track has started.

3. Report – Stipend for Mr. Dennis Murray (attachment and motion)

Since February 1, 2016, Mr. Murray has been working full-time at York Haven Elementary as head custodian in place of Mrs. Abreght who has been on workers' compensation. During this period, he has been earning his current rate as an assistant head custodian, and request that he be paid as an acting head custodian. Recommend that Mr. Murray be paid a retroactive stipend from February 1, 2016 through June 4, 2016 in the amount of $1,000. Beginning June 5th, request he receive an extra $1.50 per hour payment paid on a bi-weekly basis until he no longer serves as head custodian at York Haven Elementary.

4. Report – Student Athlete and Student Accident Insurance Renewal (attachment and motion) The acting superintendent recommends renewing our expiring student athlete accident insurance for the same annual premium of $5,285. Also, recommend offering voluntary student accident insurance for parents/guardians to consider purchasing for school time coverage of $27, 24-hour coverage for $99 and/or 24 hour accidental dental coverage for $10. Both insurances are offered through Bob McCloskey Insurance/BMI Benefits. 5. Report – Dr. Stacey Sidle's Pay as Acting Superintendent (motion) Recommend to pay Dr. Stacey Sidle a $2,000 bonus for agreeing to serve as Acting Superintendent of Schools. This is to be paid as a one-time lump sum payment from payroll and not to be considered part of her base salary. Also recommend to pay Dr. Sidle a prorated stipend up to $3,000 for one year to serve as Acting Superintendent of Schools. June 3, 2016 is the beginning date for this stipend. This stipend is to be paid bi-weekly starting in July. This payment will cease when Dr. Sidle is no longer serving as the Acting Superintendent. This stipend is not to be considered part of her base salary. 6. Report – Dr. Stacey Sidle's 2015-16 Unused Vacation Days (motion) Recommend that Dr. Sidle's twelve unused vacation days from 2015-16 will be carried forward. These days are to be used first by the one-year anniversary date of when Dr. Sidle no longer serves as the Acting Superintendent. If these twelve days have not been used by this anniversary date, then she may negotiate with the School Board a time extension for up to 1 year longer. 7. The acting superintendent recommends approving the agreement between Edulink Inc. and Northeastern School District. The agreement is for PAETEP, an electronic teacher evaluation portal used to manage the teacher evaluation process for teachers and supervisors. The agreement is for one year, July 1, 2016 through June 30, 2017 and the cost is $8,621. (This

LEGISLATIVE/PSBA REPRESENTATIVE

Mrs. Morningstar reported on the following:

During a Region 9 meeting, it was noted that 2020 will be the 25th Anniversary of PSBA. PSBA’s new slogan “Success Starts Here”. Reorganization of the state regions. Creating 8 areas. Every district will be within a 40

mile radius of their region center. Foundation Symposium will be June 21 and 22. There may be potential scholarships

available to attendees. This information was passed along to the President of the Northeastern Foundation.

July 30th Platform Committee Meeting that Mrs. Morningstar will be attending. August 15, voting opens for next year’s administrators and it closes October 3rd. Our board

feels it is more appropriate each board member has their individual vote counted instead of as a unit.

Mr. Gebhart reported on a news article concerning fund balance with the state. The budget is due in 10 days. One of the Representatives did say they plan to have it on the Governor’s desk by June 30th.

Mr. Nade reported that Saturday, October 15th, will be the Delegate Assembly. We have 2 delegates that will go to this assembly.

YORK COUNTY SCHOOL OF TECHNOLOGY Mr. Gehbart reported that their next meeting is June 30th. Mrs. Walker reported that she did watch their graduation on line. Over 300 individuals graduated.

YORK/ADAMS ACADEMY Mrs. Morningstar reported on the following:

Dr. Sidle went to their graduation last week. It was a great graduation. NESD had 11 students, but not all walked. Total for the year for NESD was 14 or 15. Some of their presentations during graduation was very heartfelt.

NORTHEASTERN FOUNDATION Mrs. Walker reported that their next meeting is here on June 22nd at 5:45p.m.

LINCOLN INTERMEDIATE UNIT #12 Mr. Nade reported on the following:

Copy of the highlights from their meeting on June 7th is attached. One item not mentioned is that the Board of Directors approved to suspend service to Helen

Thackston Charter School starting July 1st due to delinquency to LIU. They have not returned phone calls or emails from the LIU. Over $300,000 was due. LIU has been in contact with PDE. PDE has authorized them to take the federal money that they were holding and apply it to their debt. Currently, as of June 7th, the unmet financial obligation for services already delivered is $210,211 and change. Letters have been sent to Representative Schreiber and Senator Wagner. Also notified Representative Saylor. Thackston will have to come forward and present their plans of who will proved the special education coverage for the Charter School once the LIU services end. City of York also owed money. Discussion on what is entailed in their services. Service includes Special Education services, including hearing, vision, psychological evaluations, emotional support life skills and transportation. LIU also provides Professional Development and support. They are actually 3 years in arrears. LIU has 12 documented attempts to communicate with the charter school in this past year.

O. Motion is made to approve paying Dr. Stacey Sidle a $2,000 bonus for agreeing to serve as Acting Superintendent of Schools. This is to be paid as a one-time lump sum payment from payroll and not to be considered part of her base salary. Also recommend to pay Dr. Sidle a prorated stipend up to $3,000 for one year to

serve as Acting Superintendent of Schools. June 3, 2016 is the beginning date for this stipend. This stipend is to be paid bi-weekly starting in July. P. Motion is made to approve Dr. Sidle's twelve unused vacation days from 2015-16 will be carried forward. B. Report – Approval of the 2016-17 Final General Fund Budget (attachment) The acting superintendent presents resolutions necessary to approve the 2016-17 Final General Fund Budget. Mrs. Walker read the resolutions.

I Motion is made to approve the 2016-17 General Fund Budget and Tax Levy as advertised. The budget’s total revenues of $64,655,972 and total expenditures of $63,955,972. $700,000 will be set aside as budgetary reserve. This budget is supported by a millage rate of 26.09 which means there is no real estate tax increase. In addition, a per capita tax of $5.00; a special per capita tax of $5.00; a flat rate occupation tax of $10.00; a 1% tax on earned income; and a 1% tax on real estate transfer is also tax levied to finance this budget. The tax bills are to be issued with a date of July 1, 2016.

II Motion is made to approve the Local Tax Enabling Act with resolutions as presented: The following resolutions are adopted pursuant to the authority granted to the School District by the Act of the General Assembly approved the thirty-first day of December 1965, known as the “Local Tax Enabling Act and amended by Act 166 of December 2002.”

I Be It Resolved, and it is hereby resolved, that the Resolution heretofore adopted May 9, 1959, imposing a tax to provide revenue for general school purposes upon certain documents transferring title to real property situated in part or in whole with Said School District at the rate of ONE Percent (1%) of the value of the property, is hereby re-enacted for the school year 2016-17, without substantial change, and the said tax imposed become effective July 1, 2016.

II Be It Resolved, and it is hereby resolved, by the Board of School Directors of the School District, that the Resolution heretofore adopted by this Board on May 14, 1973, which imposed a per capita tax of Five Dollars ($5.00) upon each resident or inhabitant of Said School District over eighteen (18) years of age for the use of this School District, be re-enacted with exemption for any person whose income from all sources is less than $5,000, and the said tax imposed for the school year 2016-17, become effective July 1, 2016.

Discussion on the adjusted index that we are entitled to this year which is 3.18%. The budget actual increase is 4% on revenue and an increase for expenditures is $1,500,000 or 2.44%. Expenditures are increasing, but the district previously refinanced outstanding debt rather than increase taxes.

   James Roberts was appointed to serve as the LIU’s 

voting delegate at the PSBA Delegate Assembly 

meeting on October 15, 2016.  

 

   The Board adopted the Act 93 Agreement 

effective July 1, 2015 through June 30, 2017. 

 

   The Board granted authorization for the Executive Director to sign the Term Sheet for a Revenue 

Anticipation Note no earlier than July 12, in the event 

adoption of the State Budget is delayed. 

 

   The following officers were elected to serve July 

1, 2016 through June 30, 2017. 

 

President – Michael Miller 

Vice‐President – Charles Steel 

Treasurer – Michael Wagner 

 

   Tim Stanton, Director of Finance, was appointed 

to the position of Board Secretary. 

 

   In personnel actions, the Board accepted 10 resignations, 2 retirements and appointed staff to fill 7 

professional and 16 support positions. 

 

   In other business actions, the Board approved the Investment Report, Treasurer’s Report, and 

payments totaling $13,146,608.85 for the period 

ending June 17, 2016. 

 

  The next regular meeting of the Lincoln Intermediate 

Unit Board of Directors is Tuesday, August 2, 2016, at

Jill Rupp was approved as a full-time English Teacher effective with the start of the 2016/17 school year. Ms. Rupp has replaced Nicki Stiger, who resigned.

Robyn Albright was approved as a School Counselor long-term substitute effective for the first semester of the 2016/17 school year. Ms. Albright will be substituting for Emily Bailey, who is on leave.

Bryce Millar was approved as an Adult Education part-time General Laborer to be used on an as needed basis for the 2016/17 school year, including the summer of 2017.

ADMINISTRATION ITEMS

The discipline outlined in the Admission of Fact and Waiver of Expulsion Hearings related to student case numbers 2015-16-06 and 2015-16-07 were ratified.

The Statement of Charges and Notice of Hearing related to case number P2015-16-01 was approved as presented.

The Treasurer’s Report for the month ending May 31, 2016, was approved and authorization was granted to make the recommended budgetary transfers and pay bills totaling $2,022,902.24.

CAREER CAMP UPDATE

Mr. Rogers updated the JOC on the 2nd annual middle school career camp held June 14-16. 143 of the 174 enrollees attended. All 14 districts had students represented at the camp. An exit survey was held and all comments were very positive

SUMMER SCHOOL UPDATE Ms. Koveleski reviewed the current summer school program. Summer school began June 20 and will continue for 5 weeks. 5 school districts have students attending. The summer school is being offered online using Compass Learning. There were 2 orientations held, in which students were informed they were expected to attend in person to York Tech at least once per week.

PDE Required 3 Year Review: JOC Policy 249: Bullying Mr. Boyer reviewed the current JOC Policy 249: Bullying. The JOC accepted the administrations recommendations to make no changes to the current policy.

OTHER BUSINESS PSBA Appointment of Voting Delegate: Jon Boyer was appointed as the York County School of Technology voting delegate for the PSBA Legislative Policy Council on Saturday, October 15, 2016.

2016/17 Student Bus Routes:

Mr. Boyer reviewed the current student enrollment as it pertains to the 2016/17 bus routes that will be proposed to the JOC next month for approval. The administration is recommending one additional bus be added to service students in the South Eastern portion of the county. The JOC agreed with the recommendation that will be presented in July.

Citizens Comments: Donna Hruz spoke on behalf of the teachers association. She mentioned how this was the best negotiation process she has been part of. She thanked all involved and knows the support the administration and JOC has for the teachers.

Dr. Kaufmann thanked Randy Ruck, Scott Rogers, Dr. Thomas and Mr. Roberts for their assistance in a recent project based learning seminar held at York Tech for South Eastern, Ephrata, and Bermudian Springs. York Tech was also invited to the seminar. All three superintendents thanked York Tech, and especially Randy and his facility crew for being very welcoming. She also thanked the school for welcoming the York County Heroin Task Force on June 22 for meeting in the York Tech cafeteria.

Mr. Lytle thanked Darvin Shelley, Ann Rinker, Tom Henry, Lois Garnett for attending the York Tech graduation at the York Fairgrounds. He said how great the event was

and encouraged all JOC members to attend in the future. Mr. Lytle also thanked the adult education department for an excellent LPN graduation. Mr. Gebhart read an obituary of John Struck from the Harrisburg paper. While no one personally knew him, his obituary read that he was instrumental in leading the expansion of vocational schools in PA into every county. During his tenure from 1962 to 1980, the number of vocational schools increased from 5 to 79 in the state.

Curriculum and Textbook Adoption: Ms. Koveleski reviewed the overall curriculum writing and textbook process. She introduced Mr. Collins, Ms. Abbott, Ms. Smith and Mr. Snell to provide an overview of the English, Math and Social Studies curriculum and related textbooks.

The collective bargaining agreement between the York County School of Technology Joint Operating Committee and the York County School of Technology Support Staff Federation, PaFT/AFT, AFL-CIO for the period July 1, 2016 through June 30, 2019 was ratified.
