MAINTENANCE OF FRANCISTOWN SOUTH CLINICS

MR W. B. MMOLOTSI (FRANCISTOWN SOUTH): asked the Minister of Health and Wellness:

(i) when Francistown South clinics will be maintained;

(ii) if he is aware that there is only one utility vehicle for the entire Francistown District Health Management Team (DHMT); and

(iii) when he will consider purchasing another vehicle for the Francistown DHMT.

ASSISTANT MINISTER OF HEALTH AND WELLNESS (MR LELATISITSWE): Thank you Mr Speaker. I am answering at Dr Dikoloti’s table; I have network problems.

Mr Speaker, maintenance of Francistown facilities is carried as and when the need arises, including those in Francistown South Constituency.

(i) The maintenance work carried in Francistown South clinics which is Masego, Lapologang and Botswelelo in the last three years, from 2019, 2020 to date, ranges from electrical, building and mechanical works. Nevertheless, the Ministry of Health and Wellness is cognisant of the need for major maintenance in all facilities. However, due to financial and human resource constraints, there has been a challenge Mr Speaker. It is on that note that ministry capacitated the District Health Management Team (DHMT) through deployment of the superintendent of works in the Greater Francistown DHMT effective October 2021. This officer Mr Speaker, is responsible for coordinating all maintenance works in the health facility including facilitating assessment of all facilities to determine their maintenance needs, as well as developing a prioritised plan in the DHMT, including Francistown clinics. The plan is to complete prioritised maintenance planed in the next financial year.

(ii) Currently, the DHMT has 36 utility vehicles including 28 on the road and eight off road vehicles awaiting maintenance. The vehicles are rationalised for use across the health facilities in the DHMT.

(iii) My ministry appreciates that the availability of utility vehicle in the district may not be adequate. However, because of budget constraints, my ministry has not been able to procure additional vehicles.

(iv) It should be noted that DHMT like I said before, has 28 vehicles not one as alluded in Part (ii) above Mr Speaker. Thank you so much.

MR D. SALESHANDO (MAUN WEST): asked the Minister of Environment, Natural Resources Conservation and Tourism to explain why the ministry never suspended fees for the renewal of tourism related licences given that most small and medium sized tourism operators had ceased operations on account of COVID-19.

PARTNERSHIP BETWEEN BOTSWANA GOVERNMENT AND RUTGERS UNIVERSITY

MR D. TSHERE (MAHALAPYE WEST): asked the Minister for Presidential Affairs, Governance and Public Administration to apprise this Honourable House on the partnership between Botswana Government and Rutgers University in New Jersey, United States of America (USA) and explain the following:

(i) when the partnership started;

(ii) objectives of the partnership;

(iii) how Botswana has benefited from the partnership; and

(iv) why it appears like the Rutgers University representative reports directly to His Excellency the President as opposed to the Ministry of Health and Wellness.

ASSISTANT MINISTER FOR PRESIDENTIAL AFFAIRS, GOVERNANCE AND PUBLIC ADMINISTRATION (MR MTHIMKHULU): Thank you Mr Speaker. Mr Speaker, Rutgers State University of New Jersey and Government of Botswana signed a broad agreement to launch the Botswana Rutgers Mahube Partnership of Transformation in February 2019. This initiative represents a collaborative effort focusing on the provision of technical assistance intended to support transformation of the Republic of Botswana from its dependence on natural resources into a knowledge-based economy.

To this effect, the collaboration targets the following areas;

(i) Design and establishment of a knowledge hub.

(ii) Health system and health care workforce development.

(iii) Capacity building in several areas including internal medicine, oncology, surgery, telemedicine amongst others.

(iv) Transformation, entrepreneurship and business development, and

(v) Development of higher learning programmes.

Unfortunately, implementation was delayed by the advent of COVID-19 as countries across the globe reprioritised their objectives and budgets to focus on saving lives. We were not spared either. However, when COVID-19 limitations eased resulting in economy slowly recovering, the implementation of the initiative also gained momentum. So far, substantive progress has been made in the areas of strategy development, particularly the Draft National Transformation Strategy, Draft Botswana Research and Education Network Strategy and Structures and Patient Information Systems and Index.

Mr Speaker, in terms of leadership training, so far 16 officers mainly Permanent Secretaries and some Chief Executives of parastatals have been trained. The programmes were mainly focused on identifying and leveraging trends for transformational executive leadership and team excellence including change leaderships, ethics, integrity, media relations and crisis leadership and the development of personal leadership plans.

It is envisaged that more will be achieved as the participating ministries and departments are now rolling out the collaboration with more effort. Improvement of the Botswana Health Care System will benefit its citizens in a multiple of ways. Innovation and partnership will tremendously boost access to educational and research content such as e-journals and e-content. It will also promote collaboration and foster a distinct sense of community amongst researchers, academics and a wider educational community. The public service leadership will further be capacitated to manage transformation and the dynamic social and technological environment which is relevant for management of the knowledge economy.

Mr Speaker, the initiative cannot be managed by the Ministry of Health and Wellness because it involves Ministry for Presidential Affairs, Governance and Public Administration, Ministry of Health and Wellness and Ministry of Tertiary Education, Research and Technology.

Due to the involvement of the three ministries, the Botswana Rutgers-Mahube partnership Memorandum of Understanding (MoU) was signed between the

Minister for Presidential Affairs, Governance and Public Administration representing Government of Botswana and the President of Rutgers, the State Republic University of New Jersey. My ministry therefore accounts for the project. I thank you Mr Speaker.

STATUS OF THE NORTH EAST AND TUTUME SUB-DISTRICT WATER PROJECT

DR N. TSHABANG (NKANGE): asked the Minister of Land Management, Water and Sanitation Services to update this Honourable House on the status of the North East and Tutume Sub-District Water project amid the escalating water crisis in the area:

(i) is he aware that the project was supposed to be completed in August 2021, later shifted to end of September, which also failed and then shifted to 10th November, 2021; the 10th of November has passed, but the completion date keeps on shifting to an unknown date, is he in a position to give the correct and final date; and

(ii) in view of the current water crisis, is he aware that bowsing of water has considerably reduced and if he is aware, what does he intend to do to improve the situation while people wait for the long awaited Ntimbale Dam water.

MINISTER OF LAND MANAGEMENT, WATER AND SANITATION SERVICES (MR MZWINILA): Thank you Mr Speaker. Mr Speaker the North East and Tutume Sub-District Water Supply Scheme Project was scheduled for completion on the 5th of September, 2021 and was delayed because of COVID-19 cases experienced on the site during construction, which led to closure of some operations for compliance with COVID-19 protocols. Adverse weather conditions in the form of rain experienced during the construction period was beyond the normal rainfall pattern and these two reasons necessitated revision of the project completion to the 10th of November 2021. The project is currently on commissioning phase. Construction of all transfer lines are complete and the lines have been commissioned. The only outstanding item is Masingwaneng Pump Station which is the main pump station supplying the entire scheme from Ntimbale Dam. Masingwaneng Pump Station was shut down from 21st to 22nd November to allow for installation of new pumps and suction line timing. The entire scheme experienced water shortage during the shutdown period. It was the temporary shutdown period. The pump station will be under commissioning from the 22nd to the 26th of November 2021. During the commissioning period, Maitengwe Wellfield also experienced downtime due to power outages which exacerbated the water shortage for Tutume Service Centre.

Both commissioning of the entire system is expected to be completed by the end of November, 2021 for beneficial use by the community. Tutume service centre under which Nkange Constituency is serviced has an allocation of six bowser trucks. Two of the bowser trucks are from the Botswana Defence Force (BDF); two of them are from Water Utilities Corporation (WUC) and two are Government trucks. One of the Government trucks recently developed a mechanical fault and has since been sent for repairs. The truck is awaiting delivery of the spare parts, therefore, only five trucks are currently available to service the centre.

Bowsing schedule does not change except in the case of a pipeline leak or power failure and in that case, bowsing is prioritised in schools and health facilities over the village tanks or within the village. The number of bowser trucks has not changed since the beginning of the year, unless in cases of repair and service of the trucks. An arrangement has been made with garages around Francistown to prioritise maintenance of these trucks considering their importance to water supply activities.

In the recent past, due to North East and Tutume Sub-District Water Supply Scheme projects, the commissioning schedule and shutdown activities, some of the bowser trucks were sent on temporary basis to assist Masunga Senior School to augment the water supply at the school after normal working hours. I really want to quote if you allow me Mr Speaker, the last paragraph mo Page 62 ya State of the Nation Address (SONA), “Furthermore, funding for knowledge production (research and development) will increase significantly from 2022/2023 onwards.” Those are good news for us re le researchers. Ke se re tshwanetseng go se dira Mr Speaker, gore economy ya rona e kgone go gola. Let us put more money on research and innovation, and let us believe in our own researchers. We have the best researchers and innovators here, it is only that sometimes they are not well supported. Technical and Vocational Education and Training (TVET); we are looking at it right now to review it. TVET kana e tshwanetse go nna yone the enabler ya gore innovation e nne teng. Researchers fa di ntse foo di dira in their laptops, once they have a product ba nne fa fatshe le batho ba TVET ba buisane gore I have this idea, re ka e dira jang gore e kgone go sologela Batswana mosola. Mr Speaker, I want to assure this House that we are really engaging with researchers and innovators countrywide, and they are telling me that they are ready. Fa re tla go kopa madi Mme Serame, please you have to make sure that you allocate a lot of money on that direction. Gongwe fa re ka se ka ra lebelela the big shining objects for now, just suspend them for now and then concentrate mo research and innovation. We will definitely, I am telling you, in five years from now re tlile to appreciate se. Researchers and innovators generally, ke batho who do not really talk much, they do. Give them the money, they will deliver and transform this country. Knowledge-based economy e re nnang re bua ka yone, we will see it. We want to get those who are doing research and innovation, re lapisitswe ke go nna re bona publications o utlwa gotwe motho o na le 30 publications. The people are sitting there frustrated, because they cannot get money to transform their research into a finished product. I appeal to this 12th Parliament, let us believe in our Batswana. Let us believe in those guys kwa University of Botswana (UB), Botswana International University of Science and Technology (BIUST) and we will see wonders. DR TSHABANG (NKANGE): Thank you Mr Speaker for giving me the opportunity to respond to the SONA by His Excellency the President, Rre Masisi.

Let me start by sending my condolences to Isaac Makwala and the entire Makwala family, having lost their father recently. Makwala is a very well-known sport individual in this country, in fact an icon by world standards. I wish to convey my condolences to him and his family. I also want to celebrate the sport persons from my constituency, who have done extremely well in the past Olympics, including Makwala himself and his colleagues who brought joy to this nation by delivering a bronze medal that made everybody happy in this country. I want to say that I am very proud of products from my constituency.

I also want to acknowledge and thank Dr Tshephang Tshube, for writing a book that would be launched very soon on Isaac Makwala’s struggles, rise and successes in athletics as a Motswana individual, making breakthroughs at the world stage. The book is called The Solo Runner, and it would be launched very soon and Honourable Members are invited and encouraged to buy for their constituents.

Mr Speaker, at this juncture I just want to say that Botswana is a troubled nation with a troubled economy, mainly because of the leadership of the Botswana Democratic Party (BDP), and with the additional impact of COVID-19.

People have become poorer, hungrier and angrier. The world rankings on Happiness Index has consistently ranked Botswana as one of the unhappiest nation in the world. That I think sums up the state of the citizens of this country except for a chosen few that have been winning COVID-19 tenders. Otherwise the country as we speak, every Motswana when they look at themselves, when they look at their personal economy ba tšhonne, ba utlwile botlhoko. As a result, we are an angry nation. Therefore, do not be surprised to see springs of matches against the current Government and against the current situation. People are hungry, they cannot keep quiet anymore Mr Speaker. I just wanted to start with that note.

First and foremost, when it comes to Nkange Constituency, I would like to thank my constituents for their support to my office as I represent them in Parliament. The past two years had been very joyful. There had been some struggles here and there mainly because of lack of delivery of projects but in terms of working relationship, I think I have a good relationship with my constituents. They advise me well. They guide me well. I also try my level best to deliver what they have sent me to deliver.

The last question that we addressed this afternoon by the Minister of Water and Sanitation, clearly shows that the constituency have struggled for a very long time with thirst. We have been trying to push Water Utilities through the Minister to try to bring the Ntimbale Dam water. You see, the agitation and the frustration gompieno ke gore, Maitengwe Wellfield is not delivering. It is not just because of the current electricity cuts, of course they are a big problem, I will talk about Botswana Power Corporation (BPC), but for now we have to understand that Maitengwe Wellfield had problems before. There have been breakdowns. There have been water leakages. We have spoken about water leakages to the ministry and to Water Utilities to no avail. The pipes that we are using are now obsolete. Some of them, are literally dead and need replacement. I think that has been the biggest problem with Maitengwe Wellfield.

Of course, now we understand that the Ntimbale Dam Water is coming, it is supposed to come end of November. The worry is that the deadline or the date of commissioning have been shifting. We do not understand the problem, but at least we will take what the Minister have just given us today that end of November, they will give us the water. In addition, he must keep in mind that we are worried because every time there is an explanation for a delay from August, September, October, November, December, January and so forth. Therefore, we plead with the Minister to step up his game when it comes to water delivery. I do not understand why this problem is only associated with North East, Tutume Sub-District Water Distribution Project while other projects re kgona go bona Tautona commissioning them. I think we need to open our eyes that probably some of these things that we are given, tota ke tsa go latlhelela. I do not want to go that way.

Still in the constituency Mr Speaker, we have problems with projects that are not coming to completion. The first one is Maitengwe Police Station, which has started in 2017 and it is supposed to have been completed

in 2019 and even up to date, there is no insight as to when the community is going to be handed over the police station. I still do not understand the source of the problem. We have engaged the ministry, the contractor and everybody that is associated with the project but still the project is not moving. We have unearthed some findings why the project is not going on. We realised that Government supervision was very lax. There have been a laissez-faire relationship or general corrupt relationship between Government and the contractor that has caused a lot of delay. We have engaged the Minister.

Mr Matsheka knows very well that on his trip ya September, we had indicated clearly gore ka December re batla ba re neela police station but re bona a didimetse fela o kare ga go na movement. I do not know why he is just so quiet mme a re solofeditse gore he will go back to his ministry and devise a plan. This plan ya gore a tle a re tlhalosetse re le ba Maitengwe and Nkange community at large gore when is he going to deliver the project? The problem…

DR TSHABANG: Rra wee! O tlaa tlhalosetsa Batswana ka police station. Ga re batle dipotso, re batla project e fela ka December. Okay, ke tlaa e tlisa as a question without notice. You have already accepted publicly.

Then, again Mr Speaker, we have another project; Tutume road has started, re na le hope ya gore it will cover even the bridges tsa Nsuswane, Nkange le any other culverts that are problematic at the moment. Le yone because of lack of supervision, Government was lax and there was problem with the project until lately when the Minister was answering a question mo Palamenteng gore “we have terminated our relationship with the current contractor.” Up to now, there is no resolution as to what happened after the termination of the contract. We are just stuck and there is no movement. Lately, I engaged the Minister and he said he will come back to me and probably devise something. Then the Permanent Secretary (PS) also tried to devise something. He even visited the bridges tsa Nsuswane le inspecting the road. He did that and he promised gore “I will come back in two weeks,” even now, we are still waiting the result of his trip and commitment to that project.

Mr Speaker, I want to raise alarm on these issues because these are monies that Government just allows to go down the drain. If we go this way, we are not going to recover

the money. We are not going to develop the economy. Dr Matsheka le fa a nyenya a le mo Palamenteng jaana, he has clearly stated when he was Minister of Finance gore he wants to deal with these issues ya gore go na le leakage of about 38 per cent ya madi mo projects tsa construction kana tenders. Therefore, I do not know what is happening now. We are just sitting and nothing is changing. I do not know what is Reset Agenda? I do not know what is the so-called Transformational Agenda fa e le gore we are still going to have so much leakages.

Mr Speaker, still in the same constituency, we have problems tsa elephants. I have raised it time again with the Minister of Elephants, let me just say that, ke ene modisa wa teng yo motona, e bile ke ene a di sireletsang gore di nne gongwe le gongwe fa di batlang teng. We are still not realising the fruits of our labour kwa masimong a rona because elephants are stealing and eating our crops. We have time and again pleaded with the Minister a re o tlaa tlisa a solution. Gompieno fa re mmotsa, o bua Sekgoa fela se se tonatona se e leng gore tota le rona re setse re ipotsa gore fa a re o tlaa tla ka a plan, e tlaa tla leng? It has been two years. Re mo State of the Nation sa boraro. Ke ipotsa gore when is that going to come? Therefore, we are urging you mmaetsho gore re simolotse go lema, pula e nele gone kwa, mme di eme fela mo diterateng, they are coming. They are waiting to destroy our fields. This time tota re ka se ke re buisane sentle.

Still with the constituency Mr Speaker, we have issues with the hospital. Tutume Primary Hospital has been dilapidated, maintenance is not being done properly, the hospital is an eyesore. We believe that we had deserved to be given proper hospital by this time. I know Assistant Minister Sethomo Lelatisitswe came to Tutume, Maitengwe and Nkange villages to announce that we will be given the hospital and I have asked Dr Matsheka if that hospital is still there. Kana gatwe madi has been transferred to his ministry. He said the money is there, but we do not know the process as it stands right now. I want to plead with Dr Matsheka that please, be transparent with the process, re kgone go bona gore where are we with the development of the hospital. We cannot afford to go another decade with that hospital e seyo, because it seems like there has been decades and decades ya promise ya this hospital. Can you be transparent and clear o tlhalosetse setšhaba gore sepatela se fa kae?

ministry… I do not know whether Rre Segokgo does really care in his attempt to look at these things, even when he answers questions because every time he is cold-faced a bua fela gore, “there is no money, there is nothing we can do.” These roads are not part of the National Development Plan (NDP) 11, so he is not going to do anything, but we have been seeing other parts of the country ditsela di dirwa e bile di ne di se mo NDP 11, di tla di batlelwa madi di dirwa. We have seen again le tsone dikgang tsa culverts, he came clear cold-faced a re, “I do not have money to fix these culverts,” but we have seen gore kwa Fole he immediately reacted and kwa Boatle. The bridges were taken by water. We have seen him reacting, but re ipotsa gore ke eng dikgaolo di sa tshwane kwa go ene? So, re ipotsa gore what is wrong with our constituency? Is it because kana le tlhola le re ga le a tlhopha sentle? Kana mme ka 2016 when dipula tsa ga Dineo came, Domkrag ke yone e e neng e ntse e tshwere constituency. I do not know why now he is like, we are going to punish you for not voting properly. This punishment has been there. That bridge ya Nswazwi was taken by Dineo ka 2016. So, I think it is a question of Rre Segokgo not being truthful to us. He must just decide and tell the truth that I am not going to come out and do something for you.

Se sengwe Mr Speaker, kana Tutume Sub-District is big district on its own. I think where we are, we understand there was consultation and we agreed as residents of Tutume Sub-District gore a Tutume a tsholediwe to be a fully-fledged district. We are waiting for that report ya consultation to be brought to Parliament so that re kope Mapalamente ba re thuse gore Tutume be designated a fully-fledged district because the demographics di supa gore Tutume is big. Population of over 140, 000 speaks for itself. Distances tsa bo Maitengwe to Gweta of over 300, 000 speak for themselves. The language that we speak, the general dominance fela ya the Kalanga people speaks for itself. I am not saying there are no other tribes there, there are a lot of them. We are living along with other tribes with pride and good co-existence.

Mr Speaker, let me talk about Botswana Power Corporation (BPC) in the area. I think re lapile Rre Moagi ka these electrical disruptions every day, there is a report, ke pau! So, tota kwa go rona, it is no longer Botswana Power Corporation, ke Botswana Pau Corporation ka gore e nna e le pau! fela. Even as we speak today, one of the villages, Tutume, ga e na motlakase. Every day, there is a report mo leadership consultative forum ya rona gore re tlaa kgaola motlakase. Francistown e

rile dinonyane tse dingwe di thudile motlakase here and there. Rre Moagi, a o re file motlakase wa di Fong Kong? Ke eng o kare kwa go rona re beilwe ka fa mosing? Can you do something about this issue? I have sent you a lot of messages concerning your staff gone kwa Tutume. I will not reveal much about those but I want you as a Minister to stand up gore o re tlhalosetse gore tota ke eng motlakase o e nna e kete one ke wa diphera? Phefonyana fa e tla, pau! Something happens, pau! This electricity has jeorpadised developments in the constituency.

You just heard Minister Mzwinila gompieno a bua gore, “kana we cannot power up Maitengwe wellfield because of electricity.” He is blaming you gore you are the problem ...(Interruption)... So that should be clear, we need functioning and reliable electricity. So rraetsho, this ...(Interruption)... se se siameng.

Mr Speaker, we have land board issues in all the 11 villages that are under Tutume Sub-Land Board. Ever since 2013 or 2015, around there, there have not been allocations adequately covering bana le banni ba constituency and this is a worry. We do not understand why is it so when there is plenty of land. We have always advocated as the opposition gore kana the problem with the current situation ya land board is created by the Government where there is artificial shortage of land. Land is there! We have put in layers and layers of policies and legislations that make allocation of land to be difficult. The same Government will then claim that there are problems when they have created the problems. Why can we not remove the barriers and provide land? Gompieno batho ba kwala Short Message Service (SMSs) every day gore ba batla land kwa Nswazwi, Maitengwe le Dagwi. I think land board has to resolve their matters and provide land. We cannot have a constituency e e nang le waiting list ya 19, 000. That is not healthy and I understand it is not only my constituency, the whole country. So, these laws that you have made, I think we must review them. So, make sure you provide bonno.

Mr Speaker, I must say with disappointment that there have been reports tsa Tutume Sub-Land Board, that some of the officers take bribes. Those are big, very damming and strong allegations that people are making. I think the Minister or whoever is responsible for supervising these officers...

MINISTER FOR PRESIDENTIAL AFFAIRS, GOVERNANCE AND PUBLIC ADMINISTRATION (MR MORWAENG): Point of clarification. Ke a leboga Motlotlegi Motsamisa Dipuisanyo tsa Palamente. Motlotlegi Dr Tshabang, mabapi le batho ba o supang gore gongwe ba ka tswa ba sentse, a ga le a ba isa kwa go ba molao more so that le utlwile ka bone kana jaaka o bua gore in short you have a strong case kana the allegations are strong? A ga le a ba isa kwa batho ba mofuta oo ba isiwang teng gore le thusege?

DR TSHABANG: Okay, thank you. I think I was trying to make my case that people are complaining about Tutume Sub-Land Board, some officers are alleged to be collecting bribes and allocating land ka plans tsa bone. Some officers ba tsaya ditsha tse di neng di abilwe; go na le double allocation. Those are the allegations. People are crying. Some are coming to my office ba re, “kana ke ne ke na le setsha, number ya teng ke e, land board e tsere motho ya mo baya on top of my plot and they are moving me from pillar to post, ba re I should appeal, I have done appeal, ba re I should go to tribunal, I have done that.” The processes are too long and exhausting, they discourage people. What I am trying to say ke gore land board le yone must wake up, clean and put their house in order. Yes, of course, I have been encouraging some of them go to Directorate on Corruption and Economic Crime (DCEC) and report, but we know that reports tsa kwa DCEC are an investigation, they take long.

I have also alerted the land board Chairperson to take control of these matters that if people keep on complaining about this thing, it is not good. So, he has promised me to take control but I also urging the Minister to put an eye on these things.

Mr Speaker, where we are, the issue of Constitutional review is a source of concern. There has been delays and this delay ya implementation of the Constitutional review e e sa bolong go opelwa during campaigns during 2019, 2020 and 2021 is coming to an end, this delay is causing a void in the belief ya batho or the people that this thing actually will be done in good faith. I think we must be very clear that the Constitutional

review must come out clear gore what are we intending to do with the Constitutional review. This thing is not for political gain, it is for the people of this country. We want a Constitutional review e seng a Constitutional review that will benefit Botswana Democratic Party (BDP) campaign going forward. We are looking for a Constitutional review that is going to be a mainstay for the development and civil liberties of the people of this country. For now, we see BDP playing cards to its chest…

Already, they are ahead of everyone. What kind of a process is this? Even before the commissioners are being appointed, BDP has appointed its own people.

DR TSHABANG: No, I said ke tlaa mmona later, sorry Mr Speaker. What lessons have we learnt from COVID-19 pandemic as a country? We have just exited the State of Emergency period that lasted for 18 months’ e le gore the belief and the attempt was to try and curb the spread, effects and impact of the disease. What have we learnt as a country? We were caught unaware and we still exit the State of Emergency in the same state that the pandemic found us in. Right now, the Auditor General’s Report is pointing gore Botswana was ill-prepared …yes, no country was prepared, but we were supposed to look at the Public Health Act, we have not changed it. We said it had limitations. Have we changed it? No, we have not? What are we waiting for? When the pandemic start third wave, re siela gape kwa State of Emergency. State of Emergency powers have impoverished people and that is why we say, people are angry, hungry, poorer and have lost hope. Those are the effects kana manokonoko a State of Emergency, the way we managed bolwetse ka teng. There is chorus that goes around e opelwa gotwe nnyaa, fa e ne ise State of Emergency, more people would have died. That is neither here nor there. Countries like Nigeria have never had State of Emergency but the death rate numbers are almost similar to ours of about 3 000.

HONOURABLE MEMBER: O ka re tshwantshanya le Nigeria?

DR TSHABANG: Then gompieno wena o ipoka ka gore you have 3 000 bale have 3 000; a population of 200 million. What are you talking about, seriously? Bagaetsho, where we are, the State of Emergency has done more damage to the personal economy.

Sa bobedi, in this issue; lessons that we have learnt, Botswana Medical Resources that they deployed to fight the pandemic did not meet the World Health Organisation (WHO) standards. The Auditor General’s Report clearly picks the regulations and standards tsa bo WHO gore, in a normal situation where there is no pandemic the ratio ya nurse to patient should be one to eight; ya ngaka should be one to 1,000. Our situation in a normal situation the ratio is one nurse to 300; the ratio ya ngaka to patient is one to 2,000. We acknowledge that we are a third world country, but we should have done something when there is a pandemic, in a critical stage. In a critical care situation, the rate recommended by WHO ke one to two ya nurse, in a critical care situation, but that did not change with us. With 120 or so beds that was supposed to be of critical care during the pandemic, Botswana did not improve the situation. A lot

of lives were lost because of lack of oxygen in hospitals and ventilators, let alone the unpreparedness to buy the medicines in time. Ke utlwa re ipoka fela gore nnyaa, gone re rekile melemo, yes, we bought medicines, but they came late. Lives were lost, because melemo e tlile late. We cannot claim a high moral ground gore we were able to deliver because re rekile melemo, yes, we bought melemo late, but we should have bought it on time.

DR TSHABANG: If you are going around blaming bo Vaccines Global Access (COVAX) Facility gore nnyaa, ke bone ba ba re diileng and that hei! ba re nokile (cheated) us, no, we did not pay on time.

Re le Umbrella for Democratic Change (UDC), we have proposed minimum wage of P3, 000. It is reasonable wage given the circumstances tsa gompieno. Is that a practical lifestyle that you think a Motswana can live a decent life; with P1 200? That is not possible. I think the Government must take a deliberate decision to change this minimum wage. All the pointers are telling us that no, no, this is a poverty wage, it is not a living wage. Why do you have to stick? I know it is because you want to please companies. We know companies in Botswana are making a lot of money at the expense of the Botswana labour market. When the President came to power, he promised the labour movement that he is going to restore the Public Service Bargaining Council. If there is no bargaining council with the civil servants, what message is he saying to private companies that are not willing to allow their members to unionise?

The Government is leading by a bad example. It is setting a bad example and a bad standard. No one, the private sector is not going to be oblidged to have bargaining councils with their own employees when the Government itself is disregarding that. expect anybody to lead; do you expect the private sector to lead Mr President? That is the question. We must establish mechanisms, one of them is the bargaining council. You said Public Service Bargaining Council; mechanism to protect our workers against exploitation.
