ITEM 1 Opening of the Meeting / President’s Report FIS President Johan Eliasch opened the meeting welcoming everyone to the meeting. In regards to the long agenda ahead, he kindly asked that discussions be held to a miminum on the information points, unless absolutely necessary. With that he declared the meeting open.

ITEM 3 Approval of the agenda The agenda was sent out with the Working Document on 1st November 2021. The Council approved the agenda for the Fall 2021 meeting.

* * * ITEM 4 Minutes from the Council Meeting Conference Call, 31st August 2021 The minutes of the Council Meeting Conference Call on 31st August 2021 were sent to all Council Members on 26th October 2021 with a request to send any remarks, observations, etc. to the FIS Secretary General. It was clarified that the minutes of the Council meeting are confidential until they are approved by the Council and published on the FIS website. FIS will send out a press release directly following meetings to the general public with summarizing key points to make sure the NSA also have all releveant information on the decisions taken. The Council approved the minutes from the Conference Call Meeting on 31st August 2021.

* * * ITEM 5 Decisions between official meetings Since the last the Council Meeting Conference Call on 31st August 2021 no Council Meeting took place. The Extraordinary FIS Congress that took place on 8th October 2021 decided on new Statutes that came into effect immediately. Executive Committee The Executive Committee held a meeting on 21st October 2021 and the minutes were shared on 4th November 2021 according to the Statutes. According to the Statutes Art. 12.1 the Executive Committee consists of the President, the four (4) Vice Presidents, the Treasurer, one more Council Member, one Athletes’ Representative in the Council and the Secretary General, who shall have no voting powers. The Council therefore needs to appoint one more Council Member as well as one Athletes’ Representative as mentioned above. The Council decided that the Nominations and Remuneration Committee should propose recommendations for the Council representative as well as the

Athletes’ Representative based on the proposal of the Athletes’ Commission before the next meeting of the Council.

ITEM 6 The FIS World Championships 6.1 Reports future FIS World Championships

The Council Members were requested to complement the reports from the Organising Committees and only raise issues that call for a decision of the Council, or inclusion in the minutes. Any such issues are noted below under the respective event:

6.2 Applications and candidates for FIS World Championships FIS Snowboard, Freestyle and Freeski World Championships 2027 By the October 1st 2021 deadline, the following candidacy for the organisation of the FIS Snowboard, Freestyle and Freeski World Championships 2027 was received: - The Austrian Ski Association with the region Montafon The Council acknowledged the receipt of the Candidacy from Montafon (AUT) which is accordance with the rules for the organisation of FIS World Championships.

ITEM 7 The FIS Junior World Championships 7.1 Reports FIS Junior World Championships

The Council Members reported on any obstacles that call for a decision of the Council. Any raised concerns are noted below under each event.

• FIS Ski Jumping and Nordic Combined Junior World Championships 2022 in Zakopane (POL), 28th February – 6th March: Vice President Roman Kumpost The Organising Committee informed FIS that they are unable to carry out the Cross-Country events and therefore a new organiser needs to be found. The Italian Winter Sports Federation as well as the Norwegian Ski Association have submitted their candidacies (see item 7.2).

• FIS Alpine Junior World Ski Championships 2022, Panorama (CAN), 1st - 12th March: Vice President Dexter Paine

• FIS Park & Pipe Junior World Championships 2022 in Leysin (SUI), 6th - 13th March 2022: Council Member Urs Lehmann

• FIS Snowboard, Freestyle, Ski Cross Junior World Championships 2022 in Chiesa in Valmalenco (ITA), 25th March – 3rd April 2022: Council Member Flavio Roda

7.2 Candidates future FIS Junior World Championships The following candidacies for the FIS Junior World Championships were submitted: - The Italian Winter Sports Federation with Dobbiaco applied for the organisation of

the Cross-Country events of the FIS Junior World Ski Championships 2022 from 26th February to 6th March 2022.

- The Norwegian Ski Association with Lygna Venue and resort applied for the organisation of the Cross-Country events of the FIS Junior World Championships 2022 from 26th February to 6th March 2022.

- The French Ski Association applied for the organisation of the FIS Alpine Junior Ski Championships 2024. The exact site will be proposed the latest to the Council in Vilamoura (POR), May 2022.

The Council appointed Lygna (NOR) as the host of the FIS Junior Nordic World Championships 2022 for the Cross-Country events. The following table of future FIS Junior World Championships shows the assignment of the Organisers for the coming years: Season Nordic disciplines Alpine Skiing Freestyle/

OTHER INTERNATIONAL ORGANISATIONS

ITEM 8 The International Olympic Committee / Olympic Winter Games The IOC activities will be reported on during the FIS Congress 2022 and therefore this subject will be included under ‘going through the Congress Book.

* * * 8.1 Olympic Winter Games 2022 in Beijing

Council Member Moses Liang-Cheng Zheng reported on the upcoming Winter Games saying everything is ready for the Games and underlined the first edition of the playbook was published. A full summary of the Beijing 2022 Playbook with Covid-19 Prevention measures can be found in the Appendix 2

* * * 8.2 Winter Youth Olympic Games 2024 in Gangwon

Philippe Gueisbuhler reported on the program of the Winter Youth Oylmpics Games and said they are now hopeful that the Cross disciplines will be added. At the latest Coordination Commission on 12th October 2021, the confirmation of 21 events across Freestyle and Snowboard was confirmed (12 in Freestyle and 9 in Snowboard). Due to the discrepancy of the events between Freestyle and Snowboard the quotas between both disciplines have been reshuffled but the total overall quota remains the same. Furthermore, the Organisers of the Youth Olympic Games have requested FIS to review the potential sharing of the facilities together with Biathlon. Both IBU and FIS are open for it as long as the scheduling of the events has no overlapping.

8.3 Olympic Winter Games 2026 in Milano-Cortina Council Member Flavio Roda reported that the staff is being built up and key positions are being filled. About 35-40 people will attend the 2022 Beijing Games to ensure a good transfer of knowledge. The Council acknowledged the reports from the future Olympic Winter Game hosts.

8.4 Olympic Winter Games programme 2026

The National Ski Associations have submitted the following Congress Proposals in relation to the Sports Programme of the Olympic Winter Games 2026. The proposals have to be submitted to the International Olypmic Committee (IOC) by 22nd November 2021. That will be followed by a consultion phase. The final decision by the IOC Executive Board as to what will be added to the Olympic Programme will come in June 2022.

Further to the above table, the following events were also supported by the Council: The Ski Jumping Committee proposed the introduction of the Individual Women competition on the large hill for the Olympic Winter Games programme 2026. Additonally, the Council proposed to add an Alpine Sprint Downhill, which would be contested over two runs. The ideal Alpine Combined format will be discussed, but will have no impact on what is submitted to the IOC by the 22nd November deadline. Speed skiing and Telemark were also proposed by the Council to join the Olympic programme in 2026. The Council approved to propose to the IOC the following additional events for inclusion on the Olympic Winter Games programme 2026.

FINANCIAL - GOVERNANCE

ITEM 9 Financial matters 9.1 Report of the Finance Commission

FIS Treasurer and Chairman of the Finance Commission, Mats Årjes reported on the financial matters of the International Ski Federation as the two-year financial period reaches its conclusion on 31st December 2021. He underlined that despite the challenged posed by Covid-19 the FIS had a successful period, which is a very positive situation. Johan Eliasch added that FIS is looking at making the accounting period span over one year instead of two. The Council acknowledged the FIS Accounts Report for the period covered in the report.

9.2 Requests for financial support Following the FIS Technical Committee Meetings by end of September beginning of October, the following financial requests to support activities have been submitted: Grass Skiing Pupils Camp 2022, location tbc CHF 6’100 Promotion actitivities (video, seminars for new LOCs) CHF 1’800 Junior Camp / Trainers Camp 2022, location tbc CHF 2’100 Total Grass Skiing CHF 10’000 The Council approved the financial request from Grass Skiing.

9.3 Marc Hodler Foundation The Board of Trustees of the Marc Hodler Foundation convened for its’ annual meeting on 5th November 2021 online. Johan Eliasch reported that the purpose and objectives of the Foundation need to be better defined, which the Foundation Members will work on in the upcoming months. The Council acknowledged the report of the Marc Hodler Foundation.

9.4 Business Report FIS Travel Service FIS Travel Service is still working short-time. The summer training camps to the Southern Hemisphere were prepared with about 420 people from different countries. In the end, only one junior team was able to travel to Argentina because the Ministry of Health closed the border for foreigners due to the pandemic. Presently 400 persons have made the reservations for early season training and FIS Alpine World Cup races in USA and Canada. Furthermore, FIS Travel Service has also focused on the organisation and re-organisation of the 53rd International Ski Congress in Vilamoura (POR) 2022. Johan Eliasch has been appointed as Chairman of the Board of FIS Travel Services to represent FIS. The Council acknowledged the report from FIS Travel Service.

ITEM 10 10.1 Integrity

The Council acknowledged the written report of the FIS Integrity Unit, which can be found under Item 10.1 of the Documentation Appendix.

10.2. Report on the FIS Development Programme

The Report on the FIS Development Programme will only be provided again in spring 2022.

10.2.1 FIS Solidarity

The Council received seven aplications for financial support through the FIS Solidarity. The proposals can be found under 10.2.1 in the Documentation Appendix. The Council approved the requests for financial support through the FIS Solidarity Programme.

Vice President Roman Kumpost provided a report on the status of FIS Anti-Doping Activities. The Council acknowledged the Anti-Doping Activity reports, which can be found under Item 11.1 in the Documentation Appendix.

ITEM 12 Marketing, Public Relations and Special Projects 12.1 Partnership and sponsor advertising agreements

The FIS Council acknowledged the receipt of the list of partners and sponsorship agreements which can be found under Item 12.1 of the Documentation Appendix.

12.2 Update by the President on Marketing Matters It was noted as a part of the above partnership and sponsorship list that there are several areas where FIS Marketing AG is not selling sponsorships at the necessary level expected by the key stakeholders. Johan Eliasch said that options are being looked into to ensure that the National Ski Associations and FIS are getting the maximum sponsorship revenue possible.

COMPETITION ORGANISATION

ITEM 13 Appointment of officials Appointments of jury members for the season 2021/22 are subject to change if the recommendations by the FIS Covid-19 Medical Support Group cannot be followed. 13.1 Appointment of jury members

The respective Technical Committees have submitted proposals for various jury members and technical officials. The list, which can be found under Item 13.1 in the Documentation Appendix, includes appointments made previously, along with new proposals in bold type. The Council approved the proposals for Jury Members and Technical Officials.

13.2 Key technical officials in World Championships Organising Committees The Organising Committees have made the following new proposals for various positions, which have been reviewed by the FIS Competition Management (new proposals in bold type). The list can be found under Item 13.2 in the Documentation Appendix. The Council approved the proposals for Technical Officials in World Championship Organising Committees.

NATIONAL SKI ASSOCIATIONS AND FIS COMMITTEES

ITEM 14 Proposals and requests from the National Ski Associations and the FIS Committees 14.1 Proposals and requests from the National Ski Associations to the FIS Council

No proposals were submitted to the Council.

14.2 Proposals and requests from the Technical Committees Several proposals and requests from the Technical Committees were submitted to the Council for their consideration and approval. A detailed list of each proposal can be found under Item 14.2 in the Documentation Appendix. Elena Vyalbe expressed concern about a Cross Country ICR change under 343.10, regarding passing and asked the Council not to approve the new proposed rule. Erik Roeste stated that this rule proposal was approved by the Cross-Country Technical Committee and their expertise should be respected. He therefore asked that the ICR rule changes be approved as submitted. The Council Members supported this view and agreed that the rule should be approved. After further discussion, it was requested that the ICR rule’s wording be better clarified, but in principle the proposed rule change was approved with immediate effect for the upcoming season. The Council approved the submitted proposals from the Technical Committees.

14.3 Update Fluor Working Group

An update on the Fluor Working Group was provided by Roman Kumpost. For confidentiality reasons this presentation is not shared, but it can be provided in the form of a power point presentation upon request. The Council acknowledged the report from the Fluor Working Group. Erik Roeste thanked Roman Kumpost for his exhaustive work.

ITEM 15 Nomination of FIS Committee Members National Ski Associations submitted proposals for nomination of FIS Committee Members for the remaining election period until the 2022 FIS Congress in Vilamoura (POR). The complete list can be found under Item 15 in the Documentation Appendix. The Council approved the proposals for new Committee Members.

* * * ITEM 16 Membership of FIS A number of potential enquiries (with informal e-mail requests) for affiliation to FIS have been made by various National Ski Associations since the last full agenda FIS Council Meeting on 1st and 2nd June 2021. Complete applications for membership of FIS have been submitted by: - Slovakia (Full Member) - Saudi Arabia (Associate Member) - Thailand (from Associate Member to Full Member) - Uruguay (Associate Member) For clarification, confirmation has been received from the relevant authorities in Slovakia that the applicant is the member that should be recognized by FIS. An update on the membership in regard to Afghanistan, Israel and Northern Macedonia was also provided. All three are awaiting confirmation from the necessary authorities before any further steps can be taken. The Council approved to submit the membership requests of Slovakia (Full Member), Thailand (from Associate Member to Full Member), Saudi Arabia (Associate Member), and Uruguay (Associate Member). The applications will be forwarded to Congress for final approval.

Only some minor editorial corrections have been received by the appointed Certifiers of the Minutes. Austrian Ski Federation Secretary General Christian Scherer submitted the following: “In the German version of the minutes it should read “der Vize-Präsident” instead of “der Präsident” (see pages 52, 61, 62, 63, 64)” No further comments were received by the National Ski Associations. 17.2 The 53rd International Ski Congress 2022 The 53rd International Ski Congress is scheduled from 22nd to 28th May 2022 at Tivoli Marina Hotel in Vilamoura (POR). Free Delegate per member National Ski Association Since 2006 FIS has paid for the Congress package of travel and accommodation for one delegate from each FIS full member National Ski Association. This has also been budgetted for the 2022 FIS Congress, subject to approval of the Council. The Council approved that each full member National Ski Association that participates at the Congress will receive a credit to their FIS account corresponding to the airfare calculated by FIS Travel Service and the accommodation for one delegate.

ITEM 18 Proposals for FIS Honorary Membership and for Honorary Members of the FIS Committees Honorary members of the FIS Committees

Members of the Committees who have, for 10 years at least, rendered particular services to international skiing within the FIS Committees can be appointed as Honorary Members of a FIS Committee. The following proposals were submitted: Medical Committee The Medical Committee asked the Council to appoint Anton Wicker as Honorary Member of the Medical Committee due to his extraordinary and longterm commitment (15 years) as an expert. Sub-Committee for University Racers The Sub-Committee for University Racers asks the Council to appoint Werner Margreiter as Honorary Member due to his high and longterm involvement (11 years) in the Committee. The Council approved the two proposals for Honorary Membership of the FIS Committees.

ITEM 19 Any other business Johan Eliasch reported that IPC are no longer going to administer Para FIS disciplines. FIS have been approached to take over the Para FIS disciplines, following which there have been discussions with the International Paralympic Committtee (IPC) and internal deliberations. He stated that the considered view of FIS management is that IPC FIS disciplines should be administered under the FIS umbrella. The Council expressed their support for the IPC project. Johan Eliasch detailed the FIS Climate initiatives. FIS recently renewed its commitement to the Sports for Climate Action Framework and on pledge in this framework is to cut the FIS Carbon Footprint in half by 2030, which he sees as a very realistic goal. Additionally, the FIS Rainforest Initiative was announced in Soelden (AUT), which sees FIS becoming net zero by 2022. The Council expressed their support for the climate initiatives. Prize-money 2022/23 According to ICR art. 219.1 the values of prize-money will be confirmed by the Council at its meeting in the autumn approximately six (6) months before the Congress respectively the Calendar Conference and therefore 1½ years before the applicable competition season. The overview can be found under Item 19 in the Documentation Appendix. The Council postponed this decision until the meetings during the Congress 2022 in Vilamoura.

ITEM 8 8.1 Olympic Winter Games 2022 in Beijing

The 2022 BOCOG team reported that it is on the final stretch to prepare for the Games. The lessons learned from the Tokio Games are being reflected and the Covid-19 prevention and control policy is going to published toward end of October in the first edition of the Beijing 2022 Playbooks (can be found under Appendix 2) which are jointly developed by Beijing 2022 and IOC. The following principles were announced in order to help deliver safe and successful Olympic and Paralympic Winter Games: 1. Vaccination policy

o All athletes and Games participants who are fully vaccinated as described

in the Playbook, will enter the closed-loop management system upon arrival. Games participants who are not fully vaccinated will have to serve a 21-day quarantine upon arrival in Beijing.

o Athletes who can provide a justified medical exemption will have their cases considered.

o All vaccines recognised by WHO or related international organisations, or approved officially by the countries or regions concerned, will be accepted.

2. Games-time closed-loop management o From 23 January until the end of the Paralympics, a closed-loop

management system will be implemented to ensure the safe delivery of the Games. This closed-loop management system will cover all Games-related areas, including arrival and departure, transport, accommodation, catering, competitions, and the Opening and Closing Ceremonies. Within the closed loop, participants will be allowed to move only between Games-related venues for training, competitions and work. A dedicated Games transport system will be put in place.

3. Spectators/Ticketing o Tickets will be sold exclusively to spectators residing in China’s mainland,

who meet the requirements of the COVID-19 countermeasures. o Specific requirements on COVID-19 countermeasures for spectators from

China’s mainland and the details of ticketing arrangements are under discussion and development, and will be released to the public in due course once they are finalised.

4. Accredited guest policy o Beijing 2022 and the IOC underlined that all activities are being assessed

and optimised to focus on essential aspects of Games delivery. Stakeholders will apply this principle for their plans and delegation composition.

o In line with this principle, the IOC EB decided to cancel the accompanying guest category for all stakeholders.

5. Travel o Beijing 2022 will assist those stakeholders that are not in a position to book

their pre-Games or Games-time flights independently.

6. Accommodation o Besides athletes and some delegation officials who are accompanying

athletes living in the Villages, all participants travelling to Beijing will reside in Beijing 2022-contracted hotels that will be compliant with the COVID-19 countermeasures for the Games.

7. Testing o All domestic and international Games participants and workforce in the

closed-loop management system will be subject to daily testing. As in the Tokio Games a key function of each NOC and IF will be the CLO (Covid Liaison Officer) who is in charge for overseeing all C19 related prevention measures of the delegation. FIS has recently executed a FIS Final Inspection online meeting as well as site inspection for the last preparations and homologations of the Cross-Country and Ski Jumping venue.

10.1.2 Integrity related activities FIS Ethics Office & Integrity Hotline Information Session for NSAs The Ethics Office together with FIS Administration provided during the FIS Autumn Technical Committee Meetings2021 an information session on the basics of Ethics Office and Integrity Hotline. The recording is available for the FIS family on the FIS website (Integrity Hotline section). Prevention against Competition Manipulation The IOC Integrity Department developed an online education tool for participants for the Olympic Winter Games in Beijing 2022, as well as various communication tools for FIS to customise for its needs. In cooperation with the Integrity Department FIS works on a small strategy for pre-Games time to raise awareness in this area.

11.1 Anti-Doping Update Activities

Vice-President Roman Kumpost will report on the status of anti-doping activities since the previous Meeting of the Council. 11.1.1 Anti-Doping Testing Activities

The Testing programme is well on track and the additional C19 prevention measures continue to be in place for all doping controls authorised by the FIS.

11.1.2 Dried Blood Spot Analysis The World Anti-Doping Agency (WADA) has approved a new Technical Document on the so-called “Dried Blood Spot” Analysis and it came into force in September 2021. The sample is being collected by either a finger prick or by a device through the upper arm. Advantages are the easier way of sample collection, less invasive method, it requires only a small amount of blood, less expensive collection and transport, as well as possible benefits in terms of sample stability. FIS has made arrangements with sample collection providers as well as available WADA-accredited laboratories to include this analysis in its regular test distribution plan.

The aim is to ensure that athletes who have qualified or may qualify for the Olympic Winter Games Beijing 2022 are subject to an effective testing programme between now and the beginning of the Games. The FIS has received on 30th September 2021 the testing recommendations for the Pre-Games period (July 2021 – January 2022) consisting of 788 athletes (whereby 260 of those are currently athletes included in FIS Testing Pools, resulting in 867 testing recommendations for those group) and 2’789 overall testing recommendations. FIS’ task is now to coordinate test completions with the National Anti-Doping Agencies as best as possible within the given timeframe.

325.7 Competition interruption 325.7.1 In case of competition interruption of qualification while competitors are

still competing, the competition will be cancelled. 325.7.2 In case of competition interruption during sprint heats before the last

competitor of A-final has finished the race, the competition will be cancelled.

325.7.3 In case interrupted and cancelled competition is re-scheduled, the qualification race must be carried out again.

326.7 Competition interruption 326.7.1 If semi-final is interrupted while there are teams still on course, then the

competition will be cancelled. 326.7.2 If team sprint final is interrupted when at least 3 teams have finished the

competition, the competition will be valid and results published. The teams still on course at the time of interruption will be ranked as Lapped according their last respective intermediate times.

326.7.3 In case that interrupted and cancelled competition is re-scheduled, the semi-finals must be carried out again

327.7 Competition interruption

In case of competition interruption while teams re still competing, the competition will be valid if there are at least 3 ranked teams. The teams still on course at the time of interruption will be ranked in final results as lapped according to their respective position at last intermediate point.

343 Responsibilities of the competitors 343.1 In all training and competition situations the athlete must act with due care

taking into account the course conditions, visibility and competitor ongestion, available space, speed and skiing directions of other competitors etc..

343.8.1 In Interval Start competitions and Sprint qualification any violation of classical technique (for example skating strides to maintain or increase the speed) will be considered to affect the results (due to improved time and better FIS points caused by the skating), and the jury will apply the appropriate sanction regardless of the time difference between skiers, even for a winning athlete.

343.8.1 In classical technique competitions, the maximum pole length must not

exceed 83% of the competitor’s body height. In free technique competitions, the maximum pole length must not exceed 100% of the competitor’s height. The pole length is measured from the bottom of the pole to the highest attachment of the strap. All measurements will be rounded to the nearest centimeter as follows: less than 0.5 cm will be rounded down and 0.5 cm and above will be rounded

343.9 In all competitions obstruction is not allowed. This behavior is defined as deliberately impeding, blocking, charging or pushing any competitor with any part of the body or ski equipment.As a general rule applying to all competitions, competitors shall not obstruct other competitors.

343.10 OvertakingPassing of other competitors 343.10.1 During an Interval Start competition competitors who are being overtaken

must give way on the first demand. Process of passing during Interval Starts Competitors who are being passed must give way on first demand. This applies in classical technique courses even when there are two tracks and in free technique courses when the skier being overtaken may have to restrict his/her skating actionskiing movements.

343.10.2 Process of passing during other competition For all other competitions, when overtaking occurs, competitors must not cause any obstruction. The responsibility for a correct passing without obstruction is on the overtaking skier. The overtaking skier must have his/her skis in front of the skis of the overtaken skier before skiing his/her best line.

Each nation has right to enter 2 teams. Mixed teams (different nations) are not allowed. All athletes need to have an active FIS code number and to have reached during the last 365 days at least one (1) result better than or equalizing:

The result of the qualification round will be calculated by accumulating the times of both athletes and the 20 best teams will be qualified for the Final. Final: The 2 athletes will alternately ski 6 laps each in the following order: Woman/ Man (12 laps in total). The last 2 teams will be eliminated after lap 2, 4, 6, 8, 10. Overlapping rules will apply. No physical contact between the competitors is required for the exchange. Mixed teams (different nations) are not allowed Each nation has the right to enter 1 team.

Sub-Committee for Cross-Country World and Continental Cups

The Cross-Country Committee supports the application from UKR to leave the Eastern Europe Cup (EEC) and to join the Slavik Cup (SC). FIS Roller Ski World Cup/ World Championship Rules 1.1.3 New FIS ROL WC organiser candidates must organise FIS Roller Skiing

competition test event one season before to test competition courses and technical aspects of OC. For substitute WC candidates this article is not enforced during the summer season 2020.

1.2 Organisation, Number of Competitions, Awarding of Competitions 1.2.1 The FIS Roller Ski World Cup consists of individual competitions on

distances longer than 5 km and Sprint competitions. Furthermore, a number of Relays and Team Sprints are organised which are included in the “Winner Nation” calculation. The minimum number of competitions for one ROL WC stage are two. Only one competition can be held in one day

Rules for the FIS Nordic Junior World Ski Championships and U23 Cross-Country The Cross-Country Committee supports an increase of the maximum price for accommodation from CHF 100 to CHF 125 as en exception for the season 2021/22 in order to find an Organiser. Ski Jumping Committee International Competition Rules 215 Entries 215.3 Only National Ski Associations are entitled to make entries for international

World Cup Rules Men

2. Participation Right in WCJ Competitions 2.1 Only competitors with a FIS-Code are allowed to be entered. 2.2 Allowed to start are: 2.2.1 World Cup Ski Jumping and Ski Flying individual events

a) Competitors, who are born in 2006 or earlier and b) Competitors, who have already gained GP or WCJ-points or; c) Competitors, who have gained at least one COCJ-M point of the past

or of the current season.

2.2.2 World Cup Ski Jumping and Ski Flying team events a) Four competitors per team, who are born in 2006 or earlier and b) Min. three competitors per team, who have already gained GP or WCJ-

points or c) who have gained at least one COCJ-M point of the past or of the current

season d) Max. one competitor per team, who has gained at least one FIS Cup-

M point of the past or current season 3.2 Team and Mixed Team Competitions 3.2.2 At least six National Ski Associations must participate if a WCJ team com-

petition is to count for the WCJ Nations' Cup. 3.2.2.1 Only teams, which entered four athletes acc. To art. 2.2.2 and currently

physically present on site of the event, can be entered for respective team or mixed team competition.

3.2.3.1 In the second round, only the leading eight (8) nations from the firstround

are entitled to start. Before the start of the lastevery group in the final round, there will be an info break, where the start order for the last next group will be sorted into reverse order of the current standing.

Art. 3.2.3.1 will be tested during the upcoming winter season. World Cup Rules Women 4.2 Qualification round

The qualification round reduces the number of participants to 40. Qualification round for KO-system competition see art. 4.6 All jumpers, must participate in the qualification round. The total score counts for the result. A jumper, who has reached 95 % of the maximum length of the longest jump by the jumpers who have to qualify but has a fall, has the right to participate in the competition in addition to the 40 (If the wind/gate compensation is used, the compensated distance is the basis). In case the number of participating athletes is 40 or lower, a Prologue competition round can be organized.

4.6 KO-System

The Jumping Committee is entitled to modify the above mentioned rules for the qualification and competition rounds. Based on a decision of the FIS Jumping Committee and with the approval of the FIS Council with the new modus, the number of participants in the first competition round will be reduced to the half (25 participants) for the final round by a comparison of performance in pairs (KO system) and filled up to a total of 30 participants with the five athletes (best loser) who have reached the best total score points.

4.6.1 The qualification round will be carried out with an exception that the score

(the total score points achieved) is not only decisive for the participation in the first competitive round but also for the starting order. The qualification round of competition confirmed in the calendar with KO system reduces the number of participants in the first competition round to 50. In case that number of participants in such a competition is lower than 50, KO system will be not used and all entered participants will start in the first competition round.

4.6.2 The first competition round is contested by 25 pairs of jumpers so that

exactly 50 athletes have to be selected in the qualification round. It is therefore not possible to increase this number in case of several competitors in equal last places or maximum distance with a too low total score because of a fall. In order to respect fairness and to ensure a clear decision, the following rules are to be observed:

4.6.2.1 If two or more jumpers obtain the same total score in the Qualification

round, the athlete with the higher start number will be ranked in the better position (see ICR art. 433.4).

4.6.3 Based on these rules, the following system is in place for the ranking of the

qualification round: Based on the total scores achieved, firstly a normal ranking from positions 1 to 50 is to be established.

4.6.5 The pairs will start in the following order: Start no. 26 against start no. 25 as 1st pair Start no. 27 against start no. 24 as 2nd pair etc. etc. etc. Start no. 49 against start no. 02 as 24th pair Start no. 50 against start no. 01 as 25th pair

4.6.6 As a result of the comparison in pairs the jumper with the better total scoring reaches the final round. If the two jumpers competing against each other achieve the same total score, the jumper with the lower start number will advance.

4.6.7 Those 25 athletes will participate in the final round who have qualified for

the final in the KO elimination. In addition there are the five losing jumpers which have the best total scores. In exceptional cases of a lower number of winners, the number of losing jumpers will be increased. The number of participants for the second round can also be increased through tied jumpers on the last qualified place or/and jumpers who have reached 95 % of the longest jump (art. 4.2.1.3) but had a fall (If the wind/gate compensation is used, the compensated distance is the basis).

4.6.8 The starting order in the final round results from the reverse ranking order

of the total scores in the first scoring round. In case of equal total scores the jumper with the higher starting number will jump first. The overall score of the competition is determined by the total scores from both competitive rounds, i.e. the sum of both total scores.

Ski Jumping Committee recommendations [FOR DECISION] Olympic Winter Games 2026 Programme Based on many letters of support from several National Ski Associations (Austria, Germany, Japan, Norway, Poland, Slovenia, Sweden) the Jumping Committee unanimously support the introduction of the Individual Women competition on the large hill for the Olympic Winter Games programme, starting from the Olympic Winter Games 2026. The Council has to decide if they support this proposal and submit it to the Congress 2022. FIS Nordic World Ski Championships 2027 Candidates The Jumping Committee further acknowledges that Falun (SWE) is the only candidate for the FIS Nordic World Ski Championships 2027. Based on the previous commitment for the WSC 2015 from the Swedish Ski Association and the LOC and the missing legacy for the Ski Jumping discipline in Falun, the Committee unanimously supports the request of the construction of a small hill in Falun as part of the bidding process and also the organization of the WSC 2027 (if the World Ski Championships will be assigned). The Jumping Committee strongly supports the legacy of this event as development opportunity for the discipline in a traditional Nordic country. To use the best FIS points ranked competitors as 2022 ANC and SAC winners For the 2021/2022 Northern Hemisphere season, the ANC and SAC Sub-Committees proposes to give the rights for the winners of the ANC and SAC to the best athletes in each Continental Cup region ranked in the 7th FIS points list in the corresponding event. Precisions for the Mixed Team Parallel Rules at the World Cup, FIS Alpine World Ski Championships and Olympic Winter Games ………. 5. Points Scoring

➢ The winner of each individual leg scores 1 point for his/her nation. ➢ In case of a tie of an individual leg, both nations are awarded 1 point.

In the case of a tie in the 450 overall points group, competitors will be seeded in the order of their NAC points in that event. In the case of a tie in NAC points in that event, competitors will be seeded in the order of their FIS points in that eveThe final NASL (NorAm Starting List) is used with a validity defined in art. 3.1.4. in the next season. This will be the ranking valid for the first race. The Cup points achieved from the first race onwards in each event will be added to remaining NASL points from the past season. If a competitor has not started in any race during the period from October 15th to April 15th due to injury, the National Ski Association may apply for the approval of a status as injured in the NASL for the upcoming season; the application to be submitted by 30th April latest. If the status as injured is approved, the competitor will be added in the NASL of the respective event(s) for the coming season (in the final position achieved in the previous season).

NAC 3.1.4 Validity of the Basic List (NASL)

The sum of the NA Standing points of the past season in the respective event will be divided by four in Technical events, three in Speed events and two in Alpine Combined. This will establish the points that will be deleted after each race. At the NA Finals only NA points achieved in the current season are valid for the starting order.

4014 Interruption of Competition

If there is an interruption of a competition, the competition should be resumed when conditions warrant. The results completed before the interruption will remain valid if it is possible to complete the competition on the same day. Otherwise, the results prior to the interruption will be cancelled except if the Qualifications or some phases or rounds of the Finals have been fully completed. In that case, only the uncompleted Finals phases or rounds will be postponed but must be completed on the same competition site. If the Finals cannot be fully completed, the results of the Qualifications or different phases of the Final will be valid. (Note: Specific Process, Interruption of Competition – Dual Moguls with Seeded Groups - 4313)

4313 Interruption of Competition - Dual Moguls with Seeded Groups

If there is an interruption of a competition and the competition cannot be resumed when conditions warrant, the results completed before the interruption will remain valid if all rounds have been completed, except for the Small Final (Dual for 3rd and 4th) and/or the Final (Dual for 1st and 2nd). Otherwise, the results prior to the interruption will be cancelled. If the Small Final and/or Final are not completed in a competition with Continental or World Cup points, the competitors in the Small Final will be tied for 3rd Place and receive the average of the points for Third and Fourth; the competitors in the Final will be tied for 1st Place and receive

the average of the points for First and Second. If the competition has prize money available, distribution will follow WC Rule 1.2.10.1.

6609.4 Disqualification Pending during Qualification Phase In the case the Jury does not have enough evidence about a disqualification the competitor shall receive a DQP (disqualification pending) mark. The final decision shall be taken latest at the end of the qualification phase. In the case pending disqualifications impact competitors advancing to the elimination run, the Jury shall grant a provisional start in the elimination run to the competitors involved. The total number of qualified competitors will be increased accordingly. The competitors will start first in the elimination and run alone. In case the Jury can not review protests against Disqualification before the start of the elimination run, the protests can be resolved no later than the end of the Qualification phase. In case the unresolved Disqualification impacts the competitors advancing to the elimination run, the Jury shall grant a provisional start (as described in 2025) in the elimination run to the competitors involved. The competitors in question will start the elimination alone and before all other competitors, in ascending order of bib number.

World Championships Rules 7.5 The Freestyle Ski and Freeski Programme shall include the following FIS

World Championship Events: Moguls, Dual Moguls, Aerials, Aerials Mixed Team, Halfpipe, Ski Cross, Big Air, Slopestyle and can include Ski Cross Mixed Team.

1.2 Evaluation Period

Central Europe, North America and Asia. The general evaluation period for Central Europe, North America and Asia starts 1st October and ends 30th April. Exception: FIS World Cup and Aerials water ramp competitions.

5.2.1 Park & Pipe Scales

Points for the competitor ranked 1st (EF) will be awarded according to the following scales.

Equipment Rule Book Section E 11. Competition Data and Event Presentation 11.1 For the purpose of improved television presentation and the technical

development of the events, devices for the collection of digital images (e.g. wireless cameras) may be worn by the competitor using systems approved by Snowboard Freestyle Freeski Committee and the Competition Equipment Committee.

11.2 At major Freestyle, Freeski and Ski Cross events (WC, WSC, OWG)

transponders (or similar devices) may be used for the purpose of capturing certain aspects of performance. The data collected will be used for information and TV graphics to increase fan interest and engagement. At events where these are available all competitors must use and wear the transponders according to directions provided by the Jury in consultation with the data service team present on site. The data collected will be made available to the competitors following each competition and not before the results have been made official. The data will not be available to the Jury or Judges for the purpose of decisions related to the competition and will not be used for scoring purposes.

Speed Skiing / Telemark Skiing Committee / Grass Skiing Committee Medals for FIS Junior World Championships / FIS World Championships - Non Olympic Disciplines The FIS Disciplines Telemark, Speed Skiing and Grass Skiing jointly propose to implement the official FIS “Snowflake“ medals for their Junior World Championships and World Championships. The large FIS medal in gold to the winner in each discipline. The large FIS medal in silver to the second in each discipline. The large FIS medal in bronze to the third in each discipline. These Medals are supplied and paid for by the FIS.

15.3 In order for a competition to be considered as a FIS World Championship event and for the official medals to be awarded, a minimum of 8 nations must be entered for team events and 8 nations be represented in individual competitions. This applies to all FIS disciplines (Cross-Country, Ski Jumping, Nordic Combined, Ski Flying, Alpine Skiing, Freestyle Skiing, Freeski, Snowboarding, Grass Skiing, Speed Skiing, Telemark, Roller Skiing).

This proposal is submitted to the Council only for information, as the Rules clearly defines that the medals are awarded.

ITEM 15 Nomination of FIS Committee Members The following National Ski Associations have submitted proposals for nomination of FIS Committee Members for the remaining election period until the 2021 FIS Congress in Vilamoura (POR): The Austrian Ski Federation

• Dieter Posch, as expert of the Grass Skiing Committee The Bulgarian Ski Federation

• Victor Gichev, as Homologation Inspector of the Sub-Committee for Alpine Courses The French Ski Federation

• Jean-Luis Debart, as member of the Sub-Committee for Alpine Citizen Racers (open position)

Royal Spanish Winter Sports Federation

• Juli Selma as member of the Sub-Committee for Classification of Alpine Competitors, replacing Luis Breitfuss

• Luis Breitfuss as member of the Alpine Committee, replacing Olmo Hernan Italian Winter Sports Federation

• Mosca Barberis Ettor, as Homologation Inspector of the Sub-Committee for Alpine Courses

German Ski Federation

• Andreas Bauer, as member of the Ski Jumping Committee, replacing Rudi Tusch

• Andreas Bauer, a member of the Sub-Committee for Ski Jumping Calendar Planning, replacing Rudi Tusch

Cross-Country Committee

The Cross-Country Committee supports the proposal of the Sub-Committee for Cross-

Country Rules and Control to appoint Anna Rosa (ITA) as Vice-Chair of the Appeals

Commission.

17.3 The Agenda and Proposals According to the FIS Statutes Art. 10.2.1 the Congress shall have the following topics on the agenda: - amend and/or supplement these Statutes

- review the annual budget and approve annual accounts

- determine the Membership Fees and the Calendar Fees

- election of the President and the Council

- determine the annual distributions to the Member Associations

- determine membership of Member Associations and Associate Member

Associations;

- accept new FIS Disciplines or to exclude current FIS Disciplines

- award the titles of Honorary President and Honorary Member

- decide on proposals by the Member Associations and the Council

- decide on appeals against decisions of the Council in accordance with these Statutes and the FIS Rules and Regulations;

- to select auditors in accordance with these Statutes

* * * Congress documents According to th FIS Statutes (art. 10.3.2 and10.6.4) the Congress documents (agenda, supporting documents, proposals including comments and recommendations) will be sent to the Member Associations no later than one (1) month before the Congress. In order to avoid a personal interpretation by the Secretary General/Director, the proposals from the National Associations are implemented in the Congress documents with their original text as sent in to the FIS.

17.4 Proposals submitted by the National Ski Associations and the FIS Committees In accordance with the FIS Statutes, the Secreatry General has sent a circular in October 2021 to the National Ski Associations and Technical Committees advising them on the schedule for the submission of proposals and applications to the Congress, respectively to the Council. 1. Proposals to the Congress 27th February 2022

According to art. 10.6.2 of the FIS Statues, proposals must reach the Secretary General three (3) months before the Ordinary Congress. The proposals need only to be written in ENGLISH and the original text will be published.

27th March 2022 According to art. 10.6.3 the Committees shall deal with the proposals pertaining their domain and give the Council their opinions no later than two (2) months before the Ordinary Congress.

April 2022

At its meeting in April 2022, the FIS Council will discuss all proposals submitted by the National Ski Associations as well as the comments of the Committees and decide on its own proposals and recommendations to the Congress.

27th April 2022

According to art.10.3.2, and art. 10.6.4 of the FIS Statutes the Congress Documents (Agenda, supporting documents, proposals including comments and recommendations) will be sent to the Member Associations no later than one (1) month before the Congress.

2. Candidates for the FIS Council 28th March 2022

According to art. 10.10.1.1 of the FIS Statutes Candidates for the offices of the President or the Council must be proposed by a Member Association no later than sixty (60) days befor the Congress.

6th May 2022

According to art. 10.10.1.5 of the FIS Statutes the list of proposed Candidates shall be sent the Member Associations with the Evaluation Report of the Nominations and Remuneration Committee no later than twenty-one (21) days before the Congress.

Last minute proposals

According to art 10.6.5 of the FIS Statutes proposals reaching the Secretary General later than the above time limit or which are submitted at the Congress may be dealt with only when a majority representing 2/3 (two-third) of the votes cast either by the Council or the Member Associations present at the Congress have decided to consider such proposals as urgent.
