Ladies and Gentlemen, Dear Volunteers,
It is with great affection that I greet you in Győr, the city of the summer EYOF 2017.
Please let me first express my thanks for your support for our joint cause, for helping us host the first ever multisport Olympic event in Hungary successfully.
I consider Győr to be an ideal venue for an exceptional event, but in order to ensure an outstanding quality in organisation, you are all needed! Without volunteers, an undertaking of such scope is not viable, which is to say a lot depends on you. It was a delight to see that more than two thousand people signed up as volunteers, of whom 1,700 are still with us after the selection procedure. Equally satisfying is the fact that you have been participating in the preparations, trainings, and test competitions in order to acquire the expertise to resolve the forthcoming “tough situations” to the best of your knowledge.
I hope your enthusiasm will remain, even intensify, and you will feel the European Youth Olympic Festival is really yours. Let us make this event, with Győr playing host to fifty European countries, a triumph together! Go EYOF, come on, Volunteers!

Dear Volunteer,
On behalf of the Volunteer Department of the Organising Committee, please let me welcome you to Győr. Hosting the European
Youth Olympic Festival, our city enters the annals of sporting history: this is the first Olympic event in Hungary. When the EYOF flame went ablaze in May, we had a foretaste of the fabulous experience the EYOF brings to the competing athletes, the fans and spectators, as well as the citizens of Győr.
During the event, we count on your help in many areas. With you in their ranks, more than 1,700 volunteers dedicate some of their free time and much of their energy willingly to this wonderful festival. Without you and your contribution, we would not be able to maximise the success of this event – thank you very much for everything! But then, volunteering is not just hard work but also offers great recreational and entertainment opportunities as well, not to mention new friendships.
Remember: you will be one of the friendly faces of the EYOF, meeting many guests in person! I wish you good luck and joy in doing your job – enjoy the Festival!

Dear Volunteers of EYOF Győr 2017! The NOC of Hungary and the Organising Committee have been striving very hard to ensure that Gyor 2017 EYOF will be the best ever EYOF in its history.
Organising such a game is not an easy task, and apart from all the expert preparation and investment it could never take place without you, the volunteers. Your contribution to the EYOF is a major factor which can in fact turn
the festival into the success that it deserves. You came forward to write history for your city and your country.
Through your dedication and enthusiasm, you help the athletes who have been training so hard and for so many years. You assist the IOC members, Presidents and other sports personalities of the 50 NOCs of Europe, the parents of these athletes as well as the many visitors who come to Gyor, to happily get around the sports venues and the city and enjoy this great event. You receive and welcome everyone who attends the festival. You are the face of Gyor and of EYOF.
All this sounds like a big responsibility on your shoulders. And it really is. But I am more than certain that you take this chal-lenge boldly and that you execute your tasks in an exemplary manner.
You come here as individuals but will leave as a great group of friends. You will make many new experiences, many acquaintances which will turn into lifelong friendships. Indeed, your horizons will be expanded.

In 1990, then President of the European Olympic Committees Jacques Rogge initiated the European Youth Olympic Festival (EYOF) in order to present the youth athletes with an opportunity to familiarise themselves with the ideals, universal values, and organisational system of the Olympic Games. In addition, President Rogge also wanted to give future Olympians a chance to compete on an outstanding international level.
Similar to the Olympic Games, European Youth Olympic Festivals are not held each year either. Harmonised with the four-year Olympic cycles, not “interfering” with the Olympic Games, the European continent hosts this outstanding, by now perhaps the most prominent, competition of young athletes every odd year.
Furthermore, the organisers seek to ensure that the events in which the best athletes in the 14-to-18 age group are eligible to compete are managed to the highest possible standards.

The confluence of rivers, the nodes of important trade routes, the hospitality of the Hungarians, a youthful vitality, and the excitement of a historic place: these constitute Győr, the city of meetings. The sixth largest city in Hungary, Győr is home to almost 130,000 people. Its excellent geography, advanced industry, and qualified workforce make it one of the most dynamically growing innovative city in the country. Situated in the so-called Golden Triangle of Vienna, Budapest, and Bratislava, Győr lies near the airport of Pér, the international river harbour of Gönyű, an international railway line, and the M1 highway – these features contribute to its status as a major industrial economic centre.
Győr’s appeal is a mix of a leading industrial city and much more: its sizzling cultural life, its outstanding sports achievements, its wonderful sacral and secular assets, its inviting downtown streets and terraces complete one’s colourful, mosaic-like impressions of a pulsating European city. The remains of a range of historical periods are here preserved, the Baroque town is kept in good shape, while tourism and modern industry are consciously managed and developed. In Győr, everyone can experience the happy union of tradition and modernity.

Arrabona was a township and military garrison in the Roman Era, located at the confluence of the Rába and Danube Rivers, in the present-day inner city of Győr.

The mascot of EYOF Győr 2017 is Hugoo the Rooster. His character derives from the legend of the iron rooster. It was the Ottoman conquerors who, in 1594, installed the iron rooster in Dunakapu Square, to serve as a weathercock. The Ottoman commander firmly believed Győr impossible to recapture and predicted that the city would only return to Christian rule if the iron rooster were to crow and the crescent underneath turn into a full moon.
Four years later, when the Hungarian troops planning to besiege the castle reached the Fejérvár Gate, a dauntless warrior climbed up to the iron rooster and waited there until sunrise. In the dawn mists, he used his trumpet to imitate a rooster, while the rising sun turned the crescent into a bright moon shape. The conquerors panicked, thinking that the Hungarians had somehow obtained divine grace. They blew up their gunpowder barrels and capitulated soon after.
The name Hugoo is modern, witty, and playful. It reminds one of fair play and support, it is easy to pronounce, and it even echoes the name of Hungary, the host country.

TRACK-AND-FIELD ATHLETICS
Athletes compete in 10 running and 8 throwing and jumping events – in 18 events in all. Both girls and boys compete in the following events: 100m, 200m, 400m, 800m, 1500m, 3000m, 100m hurdles (girls), 110m hurdles (boys), 400m hurdles, 2000m steeplechase, 4×100m relay; high jump, long jump, triple jump, pole vault , shot put, discus throw, hammer throw, javelin throw.
A total of 575 athletes compete in the above events. A maximum of 24 athletes per country may be entered.

JUDO
Traditionally, judo is one of the most popular sports at the EYOF. Boys compete in the -50 kg through +90 kg, girls in the -40 kg through +70 kg weight classes. A total of 343 judokas arrives in Győr and vie with each other. A maximum of 12 athletes per country may be entered. The competition is arranged in an elimination and repechage system.

CANOE SPRINT EVENT
There are K1, K2, and C1 events in 200 and 500-metre races. The distances are the same for boys and girls, but there are also be so called mixed events in the K4 and C2 in 200 and 500-metre categories. Altogether 153 athletes vie for gold; a maximum of 3 boys and 3 girls may be entered per country.

CYCLING
The cycling competitions are composed of a road race and a time trial.The starting and finishing line of the road race are located in front of the City Hall, where the race centre is also be installed. The road race is 44.2 km for girls and 71.8 km for boys. In the time trials, 5 and 10-kilometre races are available for both girls and boys. In the classic road race and the time trials, 173 cyclists compete; a maximum of 3 boys and 3 girls per country may be entered.

HANDBALL
Handball is one of the most popular sports in Győr, so Organising Committee expects that the matches are especially well attended by the fans during EYOF Győr 2017. Boys and girls compete separately but in the same system, with 8 participating teams in both categories. After the group stage, teams are divided into a top and a bottom tier, where the playoffs takes place.

TENNIS
There are singles and doubles events for both girls and boys. The format follows the classical elimination system of tournaments. Altogether 121 athletes (a maximum of 2 boys and 2 girls from every country) participate in the tennis tournaments.

ARTISTIC GYMNASTICS
The boys’ events are comprise floor, pommel horse, rings, parallel bars, horizontal bar, and vault, while girls compete in the following disciplines: floor, uneven bars, vault, and beam. 179 athletes participate, with each country represented by a maximum of 3 boys and 3 girls.

SWIMMING
Both boys and girls compete in freestyle, breaststroke, butterfly, backstroke, as well as medley events, at distances of 50m, 100m, 200m, 400 m. In addition freestyle competitions are held in 800 m for girls and in 1500 m for boys. In most events, there are preliminaries, semi-finals, and finals. Athletes may also be entered for relay events. No fewer than 419 swimmers compete in Győr, with a quota of 16 athletes per country as the maximum.

OPENING CEREMONYThe opening event of EYOF Győr 2017 takes place in the ETO Stadium on 23 July 2017, starting at 8.30 p.m. In the first part of the opening ceremony, the spectators see a colourful artistic programme with spectacular visual effects, which presents the specialities of Hungarian culture. After this, the official section of the event follows, with speeches, solemn oaths, and the entrance of the teams. In the third part of the opening ceremony, entertainment plays the main role.The opening ceremony is a public event, which you can participate in as a volunteer – provided that you are not on duty elsewhere.
CLOSING CEREMONYThe closing event of EYOF Győr 2017 is held on 29 July 2017, at the Aranypart, where the Fun Zone is located. It starts at 8.30 p.m. After the protocol part of the closing ceremony, a farewell party begins. As a volunteer, you are entitled to participate at the closing ceremony, too.
ACCOMPANYING PROGRAMMESDuring EYOF Győr 2017, the city sees the usual summer variety of cultural, gastronomical, and amusement programmes. In the inner city, Dunakapu Square offers an opportunity for foreign and domestic visitors to meet Hungarian culture and hospitality.

On the campus of Széchenyi István University, the following units and services are located:
The NOC Services Centre provides delegations with general information, sports-related information, transport and logistics services, as well as assistance with accommodation and catering matters.
The Accreditation Centre on the university campus is open 24 hours every day between 21 and 30 July. Over the same period, an external accreditation point operates in the ETO Hotel, open between 7 and 22, catering for VIP accreditation. During the event, the main task of the Accreditation Centre is to replace or issue lost and newly requested accreditation cards.
AVL (Athletes’ Village) I accommodates 2,800 athletes in the buildings of the university dormitory.
In Catering Tent I, athletes, delegations, judges, referees, and judges and referees are served.
The Main Operation Centre (MOC) is the centre for the Organising Committee in the New Knowledge Space building of the university.
The Medical Service Centre (MSC) and the Doping Control Station (DSC) are established in the K2 Building of AVL I.
In the MSC, two medical units (doctor and nurse) and one emergency unit is on duty. If needed, it also offers emergency transportation.
In the DSC, samples are taken in accordance with the doping control tests prescribed for competitors.
The Main Press Centre provides quality services to the Hungarian and international press. A suitable technical environment is also be available, to assist them with their work.
The Mobilis Interactive Exhibition Centre houses the Mobilis Volunteer Centre. As a volunteer, you are entitled to use the recreational and entertainment facilities of Mobilis. (At most sports venues, a separate volunteer recreational area is also established.) Furthermore, the Volunteer Office is located here, which you can visit whenever you need any kind of help.

Every evening, surprise programmes await you here.
Close by AVL I and the Mobilis Volunteer Centre, the Fun Zone helps accredited athletes, delegation members, and volunteers spend their free time well. The Fun Zone is a roughly 5,000-square-metre area near the dead channel of the Danube. In less friendly weather, an 800-square-metre tent guarantees uninterrupted fun.
FURTHER VENUES
AVL (Athletes’ Village) II and Catering Tent II are located on the premises of the former oil factory. As a volunteer, you have access to hot meals here, in exchange for meal vouchers.
Dunakapu Square hosts the accompanying programmes of EYOF Győr 2017. These are accessible without an accreditation card as well. For the programme, see the event schedule on page 31.
The ETO Hotel and the Famulus Hotel accommodate VIP guests.
The ETO Stadium serves as the venue for the opening ceremony on 23 July.
The volunteers are accommodated in the Kossuth Dormitory and the Mészáros Lőrinc Street Dormitory.

FUN ZONE
The Fun Zone provides active and passive recreational opportunities for the athletes and the volunteers. It is located in the close vicinity of AVL I and only accessible with an accreditation card. More than 20 games, animators, arts and crafts specialists, playful contests, face and body painters are available to those interested; hammocks, bean-bags, and recycled furniture serve those seeking to relax or rest. There is a two-hour disco each night between 20.00 and 22.00.
The Fun Zone is also the venue for the Closing Ceremony to take place the last day of the EYOF Győr 2017.

For this, Organising Committee needs the dedication and hard work of our more than 1,700 volunteers, for which we cannot be grateful enough. In order that all may have a great time and take away nice memories to cherish, both the organisers and the volunteers must seek smooth cooperation. So as to ensure our mutually satisfying, seamless collaboration, we request that you observe the following rules:
AS A VOLUNTEER,
• you undertake to do your duty to your best capability;• you undertake to appear on the site corresponding to your position on time;• you notify your manager as soon as possible, in case you cannot turn up or expect to be
late for whatever reason;• you undertake that you never risk the safety and health of others through your actions;• you strive to maintain order and cleanliness;• you are obliged to refrain from alcoholic beverages and all narcotic drugs before and
during your service period;• you undertake to comply with the primary aim of preserving and enhancing the
reputation of the event.
WHAT KIND OF BEHAVIOUR IS EXPECTED OF YOU?
• Be helpful.• Be courteous and respectful.• Smile at and greet others.• While on duty, only use your phone in urgent cases.• Focus on your tasks.• Be polite and patient.• Seek to solve emerging problems.• Behave in keeping with an Olympic event.• Always observe the principle of equal treatment, in relation to both guests and other
volunteers.
In case a volunteer does not comply with the rules set down in their volunteer’s agreement, the following consequences may occur:

WARNING
BEHAVIOUR RESULTING IN A WARNING
• Being less than one hour late; repeated neglect of orders; repeated transgression of competence.
• Triggering a conflict with an area manager, spectator, or other accredited person.• Abuse of accreditation entitlements within and out of service hours.

FURTHER STEPS IN THE CASE OF A WARNING
• Registering the warning and briefing the Volunteer Department.• The Volunteer Department is entitled to enforce further measures in writing (personal
interview, transfer, subsequent exclusion in extreme cases).• The volunteer must be informed of the warning by presenting a copy of the written
warning to them. In the case of minors, the parent/caretaker must also be notified by presenting or sending the written warning to them.

EXCLUSION
BEHAVIOUR RESULTING IN EXCLUSION
• Being more than one hour late or leaving before the end of the hours of duty without consulting the area manager or foreman.
• Influence of alcoholic beverages or narcotic drugs.• Antisocial, aggressive, or violent behaviour.• Infractions of the law.• Criminal acts.• Behaviour that jeopardises the positive image of the event.
A PROCEDURE FOR EXCLUSION MAY BE INITIATED BY
any person recognising or being subjected to the above types of action, with special regard to• the check-in supervisor;• the area manager for volunteers;• other members of the Organising Committee;• members of the Volunteer Department.In all such cases, the Volunteer Department must be informed, attaching, if possible, a report recorded together with the check-in supervisor and/or the area manager for volunteers and/or the responsible facility manager.
DECISION OF EXCLUSION
• Exclusions are decided by the leader of the Volunteer Department.• The written resolution is approved by Deputy Mayor Dávid Fekete on behalf of the
municipal council, simultaneously with terminating the volunteer’s agreement for cause.• The volunteer must be informed of their exclusion by presenting a copy of the written
document to them. In the case of minors, the parent/caretaker must also be notified by presenting or sending the written document to them.
• At the time of the exclusion, the volunteer must deliver their accreditation card to the Volunteer Department. Within one workday of the exclusion, all uniforms and other material objects received must be returned to the Mobilis Volunteer Centre.

UNIFORM
The volunteers’ uniform entails two t-shirts, one pair of shorts, one two-part track suit, a pair of shoes, a backpack, a baseball cap, and a pair of sunglasses.
DAILY MEALS
As a volunteer, you are entitled to one free meal; in the case of shifts over 5 hours, you are entitled to two free meals.As a volunteer, you are entitled to dine in Catering Tent II, located near AVL II; you need to use a meal voucher for each meal. Meal vouchers are handed out when you check in at the start of your working day.If your service period does not allow that you go to Catering Tent II within the specified opening hours, you get your daily meals in the form of a lunch box at the competition venues or in the Mobilis Centre.
Opening hours:• Lunch: 12.00–16.00; • Dinner: 17.00–23.00
ACCOMMODATION
Volunteers coming from farther away are accommodated free of charge in the Kossuth Lajos Dormitory and the Mészáros Lőrinc Street Dormitory. These facilities are served by 24-hour reception services. Grocery stores can be found within 500 metres of each dormitory. Competition venues are easily accessible from the dormitories by shuttle buses, public transport vehicles (buses, GyőrBike), and even on foot. INSURANCE
You are insured as a volunteer for the period between 21 July and 1 August 2017. Your insurance covers emergency care, general healthcare, as well as personal belongings.Your personal accident insurance covers all accidents you may incur during the above period, in connection with your professional activities at EYOF Győr 2017.

In the case of any damage to the devices placed at your disposal, you are obliged to pay compensation – with the exception of damages related to normal wear and tear.

VOLUNTEERING AT THE EUROPEAN YOUTH OLYMPIC FESTIVAL GYŐR 2017

The main theme of the Erasmus+ Sport project is volunteering participation at the European Youth Olympic Festival (EYOF), through which sport may contribute to employability, social receptivity, as well as an increase in event participation, especially among young people. More than 1,700 volunteers contribute to the event, approximately 10% of whom come from abroad. http://europeanvoluntaryservice.org/
It is with the help of funds from this project that the main coordinating and infrastructural tasks of volunteer management are implemented, such as recruitment, selection, volunteer placement, and volunteer training. Training and instruction are a major area of this project, incorporating general and functional trainings, team building, protocol tutoring, and general information regarding service areas, so as to make you qualified as a volunteer in more than one area or site. In order to secure adequate working conditions, the Erasmus+ project finances volunteer benefits, such as uniforms, transport options, accommodation for volunteers coming from other cities or countries, as well as one or two free meals per day.
COMMUNICATION
The main objective of the project communication is to ensure that information flow freely among the volunteers, while the project is both transparent and visible. The fundamental channels of communication are our website (www.gyor2017.hu) and mobile app; newsletters and community media surfaces; as well as the EYOF News published during the event. All these together provide essential information for participants, spectators, media, and all other interested parties.
Furthermore, advanced information packages and follow-up activities also fall into this category, involving the active and efficient use of the main communication channels of EYOF, the subsequent volunteer meeting within the framework of the European Sports Week, and the promotion of the #BeActive campaign. One of the Organising Committee’s main aim is to main aim to ensure that the event should proceed smoothly and to the greatest satisfaction of everyone involved, which evidently includes major security measures as well.
Similar to all other colleagues operating in other areas of the Organising Committee, we also request your help in notifying the security personnel, the police, or other volunteers in the area of security on the venues if you see or encounter• a person without an accreditation card in restricted areas;• open fence lines or emergency exits;• unattended objects, bags, sports equipment, or valuables;• intoxicated or uncoordinated persons;• quarrels, inappropriate behaviour, stealth, or theft;• a panic situation, smoke, or fire;• objects or commodities prohibited at the venue;• smoking in undesignated areas;• or dangerous electric or mechanic malfunctions.It is important to note exactly where and when you noticed the strange circumstances or behaviours, as well as to describe them in detail. If you can keep an eye on the events, ask a colleague or manager to inform the Security Personnel, who is available on all the premises, so we request that you do not act without their approval, except in the event of fire.
When you have notified the Security branch, please inform your volunteer manager of this as well.
We do our best to guarantee security and safety, but there are technical and natural forces that may cross our best intentions, in which case the evacuation of a venue may become unavoidable. In such an unlikely case, please act calmly, showing an example of composure, carry out the commands of the authorities, the security staff, and the security volunteers, and help the athletes and spectators around you as well.
If you are assigned to a fixed place of duty, get familiar with the location of the emergency exits. Do ask for assistance if necessary!
If you notice any unusual circumstance or hear strange rumours before your shift or during your relaxation or amusement time, and you fear these may jeopardise the successful management of the event, please notify your manager. They know what to do and contact the Security staff if needed.

At all events, the members of the Security services, police, and the fire department wear distinctive uniforms; security volunteers have the same type of uniform as you, while their identification is possible through their accreditation cards.
If you initiate an action with the authorities or an emergency call during the event in a public area, and such action is related to the event or its participants, please stress this in your report and also contact your branch manager afterwards.
